The Armed Forces of the Philippines has recorded 141 incidents involving production, stockpiling, transporting and use of these banned anti-personnel mine by the communist New People’s Army, injuring or killing more than 30 civilians.

“Based on Intelligence information, the CPP-NPA-NDF has continuously produced, stockpiled, transported, and used these prohibited weapons with the blessing and approval of CPP leaders Jose Ma. Sison, Luis Jalandoni, Juliet De Lima-Sison and other CTG leaders, making them fully responsible and liable for the deaths of dozens of civilians, including Kieth Absalon,” Undersecretary Severo Catura, Executive Director of the Presidential Human Rights Committee Secretariat (PHRCS) and NTF-ELCAC spokesperson on human rights said.

Sison and other leaders of the CPP-NPA-NDF must be held accountable for the summary executions of Kieth and Nolven Absalon, even as families of the victims, civil society groups, human rights defenders, and peace advocates stood in solidarity in condemning the perpetrators, the NTF-ELCAC said yesterday.

“We are fortunate that we have a domestic law (RA 9851) that clearly effects our adherence to IHL. This law, signed in 2009, will weigh heavily on the charges against Sison et. al that will be filed in the country’s appropriate courts to exact accountability,” Catura added.

Section 10 of RA 9851 provides that “a superior shall be criminally responsible as a principal for such crimes committed by subordinates under his/her effective command and control, or effective authority and control as the case may be, as a result of his/her failure to properly exercise control over such subordinates.”

The NPA has categorically admitted to killing the Absalons last June 6 in Masbate City by detonating an improvised anti-personnel mine (APM) while they were biking. The use of both manufactured and improvised APMs, including improvised explosive devices (IED), are prohibited under said laws as they do not discriminate between innocent civilians and combatants.

“It does not matter if Sison or other leaders gave the direct order to kill the Absalons or that they did not have actual knowledge of the attack; the law does not distinguish such. What is essential is that they will be held criminally responsible as principals because of their being known as leaders of the said terrorist group,” he added.

In 2002, the US State Department issued Executive Order No. 13224 specifically naming Sison as a terrorist by virtue of his being head of the CPP-NPA which has been declared as a terrorist organization.

In 2019, the UN, through the Secretary General’s Report on Children in Armed Conflict, listed the NPA along with the Taliban, ISIS/ Daesh, and Al-Shahab, as perpetrators of grave violations against children.

In February this year, the European Union (EU), in Council Resolution 2021/138, renewed the inclusion of the CPP-NPA its list of terrorists.

As reaffirmed in RA 9851, it is the sole duty of the Philippine government under international treaties and conventions to punish such crimes to put an end to impunity involving terrorist perpetrators.

Two members of the New People's Army (NPA) and two soldiers were killed in separate encounters in Agusan del Norte and Misamis Oriental, a belated military report said on Saturday.

It identified the fatalities as Private First Class Glory A. Sagod, and Sgt. Van A. Tadlas, both of the Army's 29th Infantry Battalion.

The names of four other soldiers who were wounded were not immediately released.

Lt. Gilo Lauringuez, the team leader of the 29IB, said that the soldiers had an initial encounter with an undetermined number of NPA rebels, serving as blocking forces, in the village of Santiago, Agusan Del Norte two days ago. Sagod was killed in the firefight.

Lauringuez said that the government troops were on their way to resupply another Army unit, which had encountered NPA rebels of the Guerilla Front 16 of the Northeastern Mindanao Regional Command.

The first group of Army troops ran into an lmprovised Explosive Device (IED) planted by the retreating communist insurgents, wounding five military personnel, including Tadlas who eventually died from his injuries, Lauringuez said.

In Misamis Oriental, the army's 58IB encountered a group of rebels Tuesday in Salay, which resulted in the death of one member and the recovery of a body and a high powered firearm.

Lt. Jefferson Mariano, spokesman of the 58IB, identified one of the slain NPA rebels as Elly Marianas Cabusog, alias "Dariel," a member of the Guerilla Front Huawei of the Sub-regional Committee 1 of North Central Mind Mindanao Regional Command (NCMRC).

Marianas is a resident of Salahon, part of the mountain village of Alipuaton, Salaym Misamis Oriental.

Mariano said government troops also recovered another unidentified body with his M16 rifle, personal belongings and medical paraphernalia.

The bodies of the slain NPA rebels were turned over to the local government in Salay where they will be buried.

KOTA KINABALU: Since last year, the Eastern Sabah Security Command (ESSCom) has been saddled with the task of not only maintaining security in the Eastern Sabah Security Zone (ESSZone), but also preventing the transmission of Covid-19.

ESSCom is the main enforcement authority for ESSZone, a 1,457 kilometre-long special security area along the east coast of Sabah covering 58,420 square kilometres of sea area and 32,158 sq km of land area.

ESSZone shares its maritime borders with the Philippines and Indonesia. In fact, several areas in Indonesia’s northern Kalimantan such as Kampung Kandoangan and Simanggaris province share a common border with Sabah’s Kalabakan district situated within ESSZone.

The border factor has facilitated migrants from the neighbouring country to enter Sabah illegally, which has left the authorities here with an additional issue to contend with as these illegals are a potential source of Covid-19 transmissions.

Illegal routes

ESSCom commander Datuk Ahmad Fuad Othman (pix) said illegal immigrants from neighbouring nations pose a huge challenge in the fight against Covid-19.

He said the presence of many illegal routes or laluan tikus, as well as the thick forests of ESSZone, is enabling illegals to enter Sabah and escape detection by the security forces.

“The immigrants are smart as they know we can only guard four or five of the routes, so they enter (Sabah) using other routes... they are not doing this just during the day but at night too,” he told Bernama, adding that due to the proximity of the maritime border, immigrants can be smuggled into the state within 20 to 40 minutes.

Ahmad Fuad said from the beginning of this year up to May 23, a total of 3,358 illegal immigrants from the Philippines and Indonesia were sent back to their country of origin after completing their jail term in Sabah.

He said when the pandemic started, ESSCom was instructed by the National Security Council to drive away boats carrying illegal immigrants the moment they are detected entering Malaysian waters to prevent transmission of Covid-19 to members of the security forces.

The move was necessary as various Covid-19 clusters had emerged involving illegal immigrants who were detained at temporary detention centres in the state.

Ahmad Fuad said between early this year and May 23, a total of 104 boats carrying 347 illegal immigrants were detected entering Malaysian waters but were forced to turn back.

Curbing illegal entry

Ahmad Fuad said to curb cross-border crime and Covid-19 transmissions, various operations, including Op Cegah Pati (OCP), have been carried out on sea and land in ESSZone, covering the districts of Tawau, Semporna, Kunak, Lahad Datu, Beluran, Kinabatangan and Sandakan.

He said OCP involving sea operations was implemented as soon as the first Movement Control Order was enforced on March 18, 2020, to prevent the entry of illegal immigrants as well as smuggling activities.

This year alone up to May 23, a total of 22,726 boats were inspected during the sea operations – 47 boats were seized while 141 individuals were arrested.

Land operations carried out in ESSZone during the same period saw 11 vehicles being seized and 69 individuals detained, out of the 141,145 vehicles and 97,553 individuals checked.

Ahmad Fuad also said that ESSCom, which carries out its activities in coordination and cooperation with the police, army and Malaysian Maritime Enforcement Agency, has good intelligence collaboration with the Philippine authorities which has enabled them to carry out successful operations against the Abu Sayyaf militants and kidnap for ransom (KFR) groups.

He said through the sharing of information, four militants in ESSCom’s wanted list of 21 militants were shot dead in Southern Philippines. The militants were allegedly involved in kidnapping and cross-border criminal activities in ESSZone.

Seven maritime kidnap attempts thwarted

Meanwhile, in a special operation carried out last month at Taman Sri Arjuna in Beaufort, the police and ESSCom successfully paralysed an Abu Sayyaf cell set up by a group of Filipinos working closely with the Daesh militant group. During the operation, eight members of Abu Sayyaf were arrested while five were shot dead.

Ahmad Fuad said ESSCom has also thwarted kidnap attempts by KFR groups, based in Southern Philippines, in the waters of ESSZone.

“This year, ESSCom received information pertaining to two kidnap plans in ESSZone by KFR groups and last year, we received information in relation to five kidnap attempts, but they were all successfully thwarted,” he added.

Ahmad Fuad also pointed out that Sabah’s security forces need to be equipped with an effective surveillance system, including state-of-the-art radars and binoculars and remote cameras capable of detecting, tracking and identifying targets in the event of a suspected intrusion into ESSZone waters and land.

“Such radars should be installed in strategic locations to enable more efficient monitoring, thus plugging any existing blind spot. High-quality surveillance assets will also help to enhance the efficiency of the operations carried out by the security forces to tackle cross-border crime,” he said.

He said ESSZone’s maritime operations needed high-endurance patrol boats that can withstand rough waves and be used for 24-hour operations, while its land mobility assets required vehicles capable of navigating and patrolling hilly and densely forested areas.

“I’m confident our operations in ESSZone will become more effective with the addition of appropriate assets. I hope that the Home Ministry will prioritise the approval process for the procurement of new equipment by ESSCom and repair of our existing equipment,” he added.

Hungry and tired: the decline of militancy in Mindanao

At 4 am on 8 May, 20 heavily armed militants occupied a public market at Datu Paglas, Maguindanao, in the southern Philippines. Abu Jihad, the group’s spokesperson, claimed that they were from the Karilalan faction of the Bangsamoro Islamic Freedom Fighters (BIFF). While no shots were fired, the presence of BIFF militants struck fear into the hearts of the town’s residents.

The militants retreated immediately after the Philippine Army engaged them in combat. An army spokesperson asserted that the militants had occupied the town to loot food from the market. While the BIFF had launched attacks on markets before, it had not plundered from civilian populations. Other jihadi terrorist groups in Mindanao, including Abu Sayyaf, have also attacked civilian assets for food. Does the change in modus operandi signal the decline of terrorist groups in Mindanao?

In 2008, Ameril Umbra Kato and some militants splintered from the separatist group Moro Islamic Liberation Front (MILF) to form the BIFF. The BIFF opposed the peace talks between the MILF and the government of the Autonomous Region of Muslim Mindanao and often launched attacks to try to thwart the negotiation process. Such actions have bred distrust between the locals and the MILF.

Like other groups in Mindanao, the BIFF has rarely launched attacks beyond its area of influence. Militancy in Mindanao is characterised by strong clan or tribal affiliations. BIFF militants, who are primarily ethnic Maguindanao, have a stronghold in the Maguindanao region. Militants from Abu Sayyaf and the Maute Group have also displayed a similar terror–territory–tribe nexus.

Jihadi terrorism in Mindanao has declined since 2020, and militant groups in southern Mindanao have suffered territorial losses. The BIFF, for example, ceded its base at South Upi, Maguindanao, to the Philippine armed forces in February 2021. The army also overran the bases of other groups, such as Abu Sayyaf and the Maute Group, in the same month.

Concurrently, the BIFF and Abu Sayyaf experienced a spike in militant surrenders. Reasons cited for surrendering include starvation, fatigue and the waning of financial support.

The territorial defeat and surge in surrenders are not coincidental. Militant groups in Mindanao had depended on their control of territory for their militant activities. Territorial safe havens have been used for organisational and operational purposes. In addition, control of safe havens could allow alternative forms of governance, thereby enabling terrorists to cultivate support from the local population.

But beyond the tactical utility of safe havens, militants depended on them for physical sustenance. Control of territory allows a group to grow its support base or exact taxes from the local people to feed its members. It’s no surprise, then, that terrorists cite starvation as one of the main reasons for surrender, because their physical space is being constricted.

A group’s ability to hold territory is also dependent on the number of trained militants in its ranks. The increase in surrendered militants affects the group’s ability to defend against military incursions. In addition, the military can get intelligence about militant groups by interrogating surrendered militants.

Some observers have attributed the decline of terrorism in Mindanao to Covid-19 measures, particularly the cessation of international travel, which has prevented non-regional foreign fighters from entering Mindanao. However, Southeast Asian militants could still smuggle themselves into Mindanao through the tri-border area with Malaysia and Indonesia. The Philippine government’s enhanced community quarantine strategy may further restrict the movement of local militant groups, though its effectiveness in conflict regions in Mindanao is questionable.

Arguably, cumulative military efforts over the years might have worn militants out. Since the Marawi siege in 2017, the military has continued conducting operations against terrorist groups in Mindanao, which led to the steady decline of militant strength.

Militants became desperate even before the Covid-19 pandemic. Jihadism researcher Quinton Temby has suggested that militants in Mindanao turned to suicide bombings in 2019 because they had to adopt a more aggressive posture in light of their smaller numbers. Suicide bombings were believed to be more effective in waging a war of attrition, in which both parties tried to wear their adversary’s resources out. However, the sheer difference in resources was sufficient for the military to wear down the militants.

As the difference in strength between the Philippine armed forces and militant groups increases, the bargaining power of the authorities increases proportionally. This increase in bargaining power has made surrender packages more attractive, which helps to explain the surge in surrenders that has further weakened militant groups.

While the number of active militants has decreased, the BIFF has maintained an effective presence on social media during the Covid-19 pandemic and is attempting to establish itself as the ‘leader of jihad’ in Mindanao. Spiritual leaders of the BIFF made multiple calls to fight the military during the pandemic. The group has regularly distributed videos about its training and operations and also published recruitment videos amid the Covid-19 crisis in an attempt to bolster its numbers.

An avenue of recruitment is from internally displaced people in Mindanao. More than 15,000 individuals have been displaced due to skirmishes between the military and various militant groups. The harsh living conditions in temporary shelters may result in pent-up anger that militant groups can exploit to make up their numbers.

Authorities must capitalise on what’s likely to be a temporary decline in terrorist numbers to refocus their efforts to build strong civil–military relations. This can be achieved by rebuilding disrupted communities. Beyond human rights, rehoming people who have been displaced by the conflict is critical to counterterrorism as it restricts the pathways for militant recruitment. The authorities should consider expediting the rebuilding of Marawi City, which is yet to be completed despite the ending of the siege there in October 2017.

BAGANGA, DAVAO ORIENTAL – With the help of a concerned citizen who cooperates with government security forces, the Philippine Army’s 67th Infantry “Agila” Battalion (67IB) under the 10th Infantry “Agila” Division uncovered three Improvised Explosive Devices (IED) arms cache of the New People’s Army (NPA) at Sitio Cogonon, Barangay Salvacion, Trento, Agusan Del Sur on June 09, 2021.

The discovery of the said IED cache, containing three pieces of dual-purpose type of landmine, was a result of 67IB Joint Intel and CMO Operations. Authorities said the IED items were buried by NPA members who are remnants of the weakened Guerilla Front North (WGF) of the CPP-NPA’s Southern Mindanao Regional Committee (SMRC). The IEDs were brought to the 67IB Headquarters in Barangay Salingcomot, Baganga, Davao Oriental.

“These are the same IEDs that have killed innocent civilians and security forces in the past that should be stopped once and for all. The discovery also validates the NPA atrocities that they recently committed against Filipino hero athlete Kieth Absalon and his 13 year old cousin Nolven Absalon where they were killed by the same NPA IEDs in Masbate.” 701st Infantry ”Kagitingan” Brigade Commander Col. Oliver Maquiling said.

“As a result of a strong campaign of the government to End Local Communist Armed Conflict (ELCAC), the citizens themselves say they no longer want the presence of the communist NPA terrorists (CNTs) in their community,” 67IB Commanding Officer Lt. Col. Michael Aquino said.

Lt. Col. Aquino commended the Agila Troopers for the successful operation and recognized the efforts of the concerned citizen who provided information that led to the discovery of the EID cache.

“This reflects the peoples’ trust in the government security forces. Now, the people who form the backbone of peace and harmony in the community have already realized that there is nothing to gain in the 52 years of communist armed struggle that greatly affected development in their area.” Lt. Col. Aquino said.

The 67IB’s passion and commitment to genuinely serve the communities in its Area of Operations is part of the unit’s efforts to strategically communicate the Army’s transformation to become world class that is a source of national pride by 2028 in line with the Army Transformation Roadmap (ATR).

CAMP MELCHOR F DELA CRUZ, Upi, Gamu, Isabela- Isinuko ng isang Former Rebel (FR) ang dalawang (2) mataas na kalibre na baril sa 77th Infantry Battalion noong ika-09 ng Hunyo taong kasalukuyan matapos siyang magbalik loob sa pamahalaan.

Isang M16 rifle at isang US M1 Carbine ang sinuko ni alyas John-John sa tropa ng pamahalaan. Mayroong tag isang magazine ang isinukong mga baril na may 29 bala ng M16 at 12 naman na bala ng US M1 Carbine. Ayon kay alyas John-John, nagdesisyon siyang isuko ang mga baril bilang suporta sa pamahalaan laban sa mga teroristang Communist Party of the Philippines- New People’s Army (CPP-NPA).

Ang mga baril, magazine at bala ay dinala sa Headquarters ng 77IB sa Barangay Masi, Alcala, Cagayan para sa dokumentasyon at kaukulang disposisyon.

Matatandaang si alyas John-John ay dating miyembro ng iskwad Dos, East Front Committee, Komiteng Probinsya-Cagayan, Komiteng Rehiyon-Cagayan Valley ng teroristang CPP-NPA na nagbalik-loob sa pamahalaan noong ika-16 ng Nobyembre 2020. Sumuko si alyas John-John nang makita nya ang sinseridad at pagsisikap ng pamahalaan na malutas ang mga pangunahing isyu ng komunidad at maipaabot ang mga serbisyo at programa ng pamahalaan sa mamamayan na hindi ni minsan nagawa ng mga teroristang grupo.

Ayon kay MGen Laurence E Mina PA, Commander ng 5th Infantry Division, Philippine Army, isa sa mga mahahalagang susi ng patuloy na tagumpay sa kampanya laban sa insurhensiya ay ang pakikipagtulungan at pakiki-isa ng mga mamamayan sa pamahalaan. “Lubos ang aking pasasalamat sa mamamayan sa kanilang tumitinding pakikipag-ugnayan sa ating kasundaluhan upang wakasan ang insurhensiyang isinusulong ng CPP-NPA. Ang ating pagtutulungan ay magbubunga ng kapayapaan na magbibigay daan naman sa kasaganaan ng lahat. Sa ating pagkakaisa, tuloy-tuoy nating makakamit ang mas maliwanag na kinabukasan.”

CAMP ELIAS ANGELES, Pili, Camarines Sur-The Joint Task Force (JTF) Bicolandia reminded the Bicolanos to be wary of the propaganda and fabricated stories the NPA rebel is spreading to divert the attention of the public about their recent violence and terrorism especially in Masbate.

After receiving massive public condemnations because of their terroristic attack in Masbate that killed Kieth Absalon and his cousin, the NPA is in panic mode especially that the incident exposed their true color: barbaric and inhuman.

Lost of other alibi and bombarded with criticisms, they resorted to their usual strategy, to discredit the authorities and malign the people by distorting the truth.

In a statement, the terrorist is claiming that the successful engagement in Barangay Anas last June 8 which killed three of their members and seized 16 high-powered firearms was not true adding that the casualties were just civilians and not armed NPA members.

However, investigation revealed that the casualties were Antonio Poligrates AKA Roman, secretary of Sangay ng Partido sa Lokalidad (SPL) and local finance officer of the New People’s Army (NPA); Ailyn Bulalacao and Ramon Brioso AKA Tay are both newly-recruited regular NPA members in their locality. The three, who were killed during the aforementioned encounter with the operating troops, were also identified by the Former Rebels (FRs) in Masbate as NPA members.

Major General Henry A Robinson Jr, Commander of JTF Bicolandia said that the AFP and PNP strongly adhere to the rules of engagements in consonance with the International Humanitarian Law (IHL).

He further emphasized that when cornered, NPA tends to abandon and deny their members killed in armed encounters and identify them as civilians.

“Obviously, they had a hard time coming up with an interesting plot twist that is why it took them two days after the legitimate encounter to release a statement full of lies and deceit. Tayo pa ang aakusahan nilang lumalabag sa IHL samantalang sila ang walang hiyang lumalabag nito noon pa. Sa mga nakaraang operasyon natin may mga nakuha na tayong uniform ng Army sa kanilang mga hideouts na ginagamit nila kapag nagpapanggap silang mga sundalo at naglulunsad ng kanilang mga krimen para linlangin ang mga tao. They are trying to get away from this mess kaya binabago nila ang istorya,” Major General Robinson added.

Thus, JTF Bicolandia called on the public to double check the information circulating in the social media so as not to be deceived by the NPA black propaganda.

It also pointed back the NPA to the main issue which is the deadly bombing that they recently admitted.

Moreover, JTFB lambasted the NPA for capitalizing on the emotions of the victims’ families as well as the relatives of the casualties in the armed encounter; adding salt into their wounds through disinformation.

Meanwhile, it once again assured the Bicolanos that together with the PNP, extensive joint operations will continue until all responsible for the terror acts are arrested to serve justice to the victims of NPA atrocities.

Finally, JTFB encouraged the remaining members of the terrorist group to abandon the NPA that has been using them for their own selfish interests which, for the past five decades, only resulted in a continuous bloodshed between Filipinos.

Camp Siongco, Maguindanao – Two (2) Dawlah Islamiya Maguid Group terrorists were neutralized by the composite teams of the 5th Special Forces Battalion and Polomolok Municipal Police Station during a joint law enforcement operation at Purok 5, Barangay Rubber, Polomolok, South Cotabato on the early morning of June 6, 2021.

The suspects, identified as Emilton Abedin Ampatuan and one (1) unidentified male, exchanged fire with security forces during the serving of a search warrant which resulted in their wounding. Security forces immediately rushed both suspects to Polomolok Municipal Hospital for medical intervention but were declared dead on arrival by attending physicians.

Lieutenant Colonel Zandro Alvez, Commanding Officer of the 5th Special Forces Battalion, disclosed that security forces were able to seize from the suspects one (1) Thompson sub-machine gun, one (1) caliber .38 pistol, and one (1) rifle grenade and without any casualty from the government forces.

601st Infantry Brigade Commander, Brigadier General Roy Galido said elements from the 5th Special Forces Battalion supported the PNP Polomolok personnel in serving the search warrant when the suspects engaged them in a firefight. “The members of the 601st Brigade are one with the PNP in addressing threat groups and individuals,’ Brigadier General Galido said, adding that the recent law enforcement operation is another blow against the DI-Maguid Group.

It was just on June 2, 2021, when a sub-leader of the Dawlah Islamiya Maguid Group surrendered to security forces in Isulan, Kudarat, while another sub-leader of the said terrorist group was neutralized during a military operation in Brgy. Dapiawan, Datu Saudi Ampatuan, Maguindanao on May 12, 2021.

Furthermore, Major General Juvymax Uy, Commander of JTF Central and 6th Infantry Division, lauded the 5th Special Forces Battalion for their continuing support to law enforcement agencies to curb lawlessness, criminalities, and terrorist threats in the JTF Central joint area of operation.

“We will continue to pursue the remaining members of the DI-Maguid Group. Securing the communities and the residents of Central and South-Central Mindanao are our foremost responsibility hence we always ensure that we do our job well with passion and dedication”, said Major General Uy.

Determined to serve justice to the families of the victims in the recent Masbate City bombing, the Army’s 9 Infantry Division and PNP Police Regional Office 5 (PRO-5) conducted extensive and relentless joint pursuit operations which resulted in another successful engagement, Tuesday, June 8.

Three members of the Communist Terrorist Group (CTG) were killed while three M16 rifles, one M14 rifle, various war materials and terrorist’s propaganda materials were initially seized when government forces engaged the CTG in an armed encounter.
Prior to this, residents reported about the presence of CTG members in Barangay Anas which prompted the operating troops to scour the area and encountered at least 30 communist NPA terrorists (CNTs) around 5:30 in the morning.

Intense gun fight lasted for 15 minutes before the enemies left in haste. Two hours later, government troops captured another 12 high-powered firearms comprised of 11 M16 rifles and one M653 rifle hidden in a nipa hut at the boundary of Barangay Anas and Barangay Bolo both of Masbate City believed to be left behind by the scampering and fleeing terrorists. Lieutenant Colonel Siegfried Felipe Awichen, Battalion Commander of the 2nd Infantry Battalion (2IB) attributed this successful operation to the Masbateños who, out of anger over CTG’s recent terror attack, tipped off the location of the communist insurgents.

Colonel Aldwine Almase, Brigade Commander of the 903rd Infantry Brigade, on the other hand, assured the public that the Army and police will not stop until all CTG members responsible for the said terror attack are put behind bars. “We will not allow these terrorists to continue killing innocent people and destroying hopes and dreams of our youth. Our persistent operations will continue to make sure that those who participated in this crime will rot in prison,” Col. Almase said.

Meanwhile, Probationary Brigadier General Jonnel C Estomo, Regional Director of PRO-5 called on the CTG members to just go down and surrender. Estomo also thanked the concerned civilians that provided information leading to the successful operations.
“Alam naming pagod na kayong magtago lalo na ngayong mas pinaigting at pinalawak pa namin ang aming ginagawang operasyon. Alalahanin ninyo ang inyong mga pamilya. Para sa kanila, sumuko na lamang kayo,” PBGen. Estomo said.

Furthermore, Major General Henry A Robinson JR PA, Commander of the Joint Task Force (JTF) Bicolandia warned the CNTs that they are doomed once they do not surrender and admit to their crimes.

“We do not tolerate terrorism. Thus, we are giving these evildoers two options: to keep their lives or to die fighting against our troops who are scouring every nook and cranny of Masbate province just to find them. Bright future awaits the Absalons had it not been for this terrorist group’s wickedness. But we are confident that they will all face the consequences of their crimes, especially that the Masbateños who are expressing strong repulsion over the CTG’s inhuman acts and lawlessness are one with us in this fight,” MGen. Robinson said.

It can be recalled that last Sunday, CTG members detonated an anti-personnel mine in Masbate City killing FEU’s football player, Keith Absalon and his cousin, Nolven.

BGen Alex S Rillera, Commander of the 202nd Infantry Brigade, said soldiers and police acted on reports of CTG presence at Brgy Dela Paz when they encountered more or less 7 NPAs. “This triggered a 10-minute firefight that resulted in the death of one rebel and the recovery of a Garand rifle.”

“May this development bring the few remaining rebels to peacefully surrender because we will never rejoice in the death of our fellowmen. We have, however, a duty to protect our people from the harms of terrorism, and we shall see to it that we will emerge victorious in this near-ending war.” The 2ID leadership commended the unrelenting efforts of our troops, their unity with the police, and the cooperation of all levels of government through the Task Forces to End Local Communist Armed Conflict and the citizens in our area of operation.

Available military assets are placed on high alert to support the ongoing pursuit operations against the fleeing NPA terrorists.

The presentation of the 10 CPP-NPA supporters and sympathizers on June 11 at the headquarters of the 3rd Marine Brigade in Barangay Tiniguiban, Puerto Princesa City.

The Palawan Provincial Task Force to End Local Communist Armed Conflict (PTF ELCAC) on Monday presented to the media 10 individuals who it said were former rebel sympathizers who have returned to the fold of the law.

3rd Marine Brigade commander Col. Jimmy Larida said the withdrawal of support to the CPP-NPA of the 10 sympathizers is a welcome development brought about by their series of successful combat and non-combat operations.

He attributed it to the joint efforts of the PLEDS Cluster composed of the Armed Forces of the Philippines (AFP), the Philippine National Police (PNP), National Bureau of Investigation (NBI), and the Philippine Coast Guard (PCG).

“The increasing number of sympathizers withdrawing their support to the CTGs continues after the series of successful combat and non-combat operations conducted by the joints efforts of PLEDS Cluster. They have realized now that the government is serious in ending local communism and that CTGs have been fighting without cause and only bringing distress to their families and communities,” Col. Larida said.

Ka Reymart, said to be a youth organizer for the rebels, said the quality of their lives even deteriorated when they sympathized with the CPP-NPA in the province.

“Mahirap talaga ang buhay kaya nag-isip na din kami na huwag na sumuporta sa kanila. Nalaman namin yong tungkol sa balik-loob program kaya andito kami at binawi na ang paniniwala sa kanila (CPP-NPA),” he said.

Among those who attended the presentation were P/Col. Frederick Obar, provincial director of the Palawan Police Provincial Office, and P/Col. Sergio Vivar, director of the Puerto Princesa City Police Office (PPCPO).

An encounter between the Philippine Army and New People’s Army (NPA) in Barangay Carabalan, Himamaylan City, Negros Occidental on Wednesday left two dead, one from each side.

Authorities identified the slain soldier as Corporal Rodney Luces, a member of the Army’s 62nd Infantry Battalion (62IB).

The slain NPA insurgent’s identity is still unknown.

Private 1st Class Kiel Charles Pama of the 62IB was reportedly wounded.

Officer-in-charge of the Himamaylan City police station, Lieutenant Colonel Norberto Barniso said a platoon of the 62IB was conducting combat operations in the area when they encountered around nine NPA rebels.

The gun-battle lasted several minutes before the insurgents were forced to retreat.

Army’s 3rd Infantry Division spokesperson, Major Cenon Pancito, said both Luces and Pama were immediately evacuated via a helicopter to this city.

They were rushed to the Riverside Medical Center where Luces was eventually declared “dead on arrival”.

Reinforcements from the 94th Infantry Battalion also arrived at the scene, and a second battle ensued in the barangay’s Purok Galaupan where one rebel was killed.

Authorities recovered seven backpacks containing the rebels’ personal items and subversive documents.

The Army’s 3rd Infantry Division will be relentless in going after remnants of the New People’s Army in Western and Central Visayas, its spokesperson, Maj. Cenon Pancito III, said yesterday.

Pancito urged the rebel group remnants to surrender, before it will be too late for them.

An Army soldier and a suspected NPA red fighter died on June 9 in separate encounters between the 62nd Infantry Battalion troopers and two groups of NPA rebels in Brgy. Carabalan, Himamaylan City, Negros Occidental.

Another Army soldier was injured.

In previous months, 12 rebels also died in separate encounters with 62IB and PNP Special Action Force troopers in Guihulngan City and Siaton in Negros Oriental.

“We will always emerge victorious over you (NPA). You will not win against Philippine Army forces,” Pancito said, stressing that they have sufficient manpower and logistical support to be used against the local terrorists.

“While we are pressing our manhunt operations against you, those who are already tired of fighting against the government may coordinate with the nearest Army outposts and surrender,” he added.

The Armed Forces of the Philippines Central Command said it had dismantled two of the five NPA guerilla fronts in Negros Island.

Pancito said the 3rd Infantry Division also honored the heroism of Cpl. Rodney Luces, who died during an encounter with communist rebels in Sitio Cunalom, Brgy. Carabalan, Himamaylan City. The identity of the slain rebel has not been established by authorities, as of this writing.

An intelligence report-driven law enforcement operation led to the arrest of a suspected kidnapper linked with the Abu Sayyaf Group (ASG) here, a police official announced Thursday.

Brig. Gen. Ronaldo Genaro Ylagan, Police Regional Office-9 Director, identified the suspect as Jasmin Amil, who is facing four counts of kidnapping and serious illegal detention charges before a court in Sirawai, Zamboanga del Norte.

Amil was served with a warrant of arrest at around 6 a.m. Wednesday in Barangay Divisoria.

Amil allegedly has ties with Roger Kalas (alias Abu Anhar) and Ibno Tabullo (alias Caro), who are allies of Basilan and Sulu-based ASG bandits.

Ylagan said the three were involved in the following kidnappings in Sirawai: Rex Triplet on Sept. 16, 2020 in Barangay Tapayan; Rufo and Ellen Roday on Aug. 31, 2018 in Barangay Piacan; seven members of Javier family on June 28, 2018 in Barangay San Nicolas; and Jemar Duque, Roger Jung-an, Jojo Mantangan, and Raymond Purisima on March 4, 2018 in Barangay San Nicolas.

Amil is under the temporary custody of the Sirawai police.

BALER, Aurora – A former political guide of the New People’s Army's (NPA) Domingo Erlano Command operating in the northern part of this province has voluntarily surrendered to government troops on Wednesday.

In an interview Thursday, Lt. Col. Reandrew P. Rubio, commander of 91st Infantry Battalion (91IB), said joint elements of the Charlie Company, 91IB, 7th Infantry Division (7ID), and San Luis Municipal Police Station facilitated the surrender of 41-year-old "Ka JM", a resident of Barangay Buhangin, this town.

Rubio said Ka JM likewise turned over his .22 caliber handgun with six ammunition to the government soldiers.

He said the surrender is a clear manifestation of the communist terrorist group (CTG) member's resolve in abandoning the armed struggle.

“Ka JM was just used by the CTGs to recruit innocent civilians and generate funds to support the underground movement. We are appealing to those still active Communist Party of the Philippines-New People’s Army (CPP-NPA) to return to the folds of the law and be reunited with their loved ones,” Rubio said.

He also assured the surrenderer that he would be given financial support, legal assistance, and a livelihood package as part of the government's Enhanced Comprehensive Local Integration Program (E-CLIP).

Rubio said the former CTG member revealed the hardships, abuses, and corruption he experienced inside the terrorist organization.

“This is the outcome of right information provided to the people of Aurora, together with hand-in-hand collaboration with civil authorities. What we have gained now is the result of the Whole-of-Nation Approach of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC),” he noted.

Meanwhile, Col. Julio S. Lizardo, provincial director of the Aurora Police Provincial Office (APPO), said the increasing number of rebels and supporters who have surrendered demonstrates the efficacy of the whole-of-nation approach in attaining inclusive and sustainable peace.

He encouraged the public to work closely with the government by reporting any information on NPA movements in their communities to address the decades-long insurgency problem in the province.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The father of the football player who died in an anti-personnel mine (APM) explosion last Sunday has called for a stop to the senseless killings by the New People’s Army (NPA) terrorist group, saying he does not want a similar tragedy to happen to others.

In an interview on Thursday, Nathaniel Absalon, father of Far Eastern University athlete Kieth Absalon, said: “These senseless killings must stop now. We do not want to hear of any similar incident that happened to my son and his cousin".

The 21-year-old Kieth and his cousin Nolven died when an APM exploded on a road in Masbate City where they were biking together with the latter's minor son, who was also injured.

The Absalon patriarch said the deaths came as a shock to their family.

He said they still find it hard to believe that such a tragic event would befall their kind, quiet, and loving son.

“I and Keith did not talk of anything that could have had given us clue that the tragic killing would happen,” he said in mixed Masbateño and Tagalog languages via phone call.

Nathaniel said whenever Kieth was in their place in Masbate City, he was fond of strolling around together with their relatives.

“You could not notice any sign that he had a problem, or that he is disturbed by something. Nothing really,” he recalled.

Lt. Col. Steve dela Cruz, Masbate City police chief, said they are now preparing to file charges against the suspects.

“In fact right now, we are in a case conference. But we are not yet disturbing much the family of the victims because we know they are still in the state of shock because of what happened,” he said.

Both dela Cruz and Nathaniel confirmed that the APM was intentionally detonated and that bullets also riddled the victims’ heads and bodies, causing their instantaneous death.

Hundreds of people are going to Kieth’s wake at their residence in Barangay Nursery, Masbate City.

The Communist Party of the Philippines-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Bangsamoro Human Rights Commission (BHRC) began Thursday its initial inquiry into the recent police operation that led to the death of a member of the Bangsamoro Islamic Armed Forces (BIAF), the armed wing of the Moro Islamic Liberation Front (MILF), in Datu Montawal, Maguindanao.

Agents of the police’s Criminal Investigation and Detection Group - Bangsamoro Autonomous Region in Muslim Mindanao (CIDG-BARMM) conducted the operation in Barangay Bulit in Datu Montawal town on June 4 in search of loose firearms.

In the process, however, CIDG agents were allegedly forced to neutralize a certain Saidali Sansaluna, an MILF-BIAF member, when he grabbed the pistol of Patrolman John Paul Quitoriano and shot him in the buttocks.

“There is an element of human rights violation in the case,” said Abdillah B. Alik, head of the BHRC investigation team.

Alik said the BHRC regional office and Maguindanao investigation division have teamed up to gather basic information and engaged with Datu Montawal’s town government and the Philippine National Police (PNP), respectively, over the matter.

“We have substantial information coming from the two institutions of the local government and the police station of Datu Montawal," he added.

Meanwhile, Maj. Esmail Madin, the provincial officer of CIDG-BARMM for Maguindanao, told reporters the operation was done according to PNP rules of engagement.

“There was nothing wrong with it," he said.

Armed with a search warrant for firearms, the police raided the house of Arman Maulana in Barangay Bulit but the operation turned bloody when Maulana’s companion, Sansaluna, resisted and provoked a gunfight.

Madin said both Sansaluna and Maulana are suspected of being involved in gun-running activities and were hunted down by the police.

He said Maulana, who did not resist arrest, is under the custody of the CIDG-BARMM in this city.

The justification provided by the Kabataan Party-list to the gruesome killing perpetrated by the Communist Party of the Philippines-New People's Army (CPP-NPA) on the Absalon cousins in Masbate translates into a "bigger tragedy".

This, according to Associate Prosecutor Flosemer Chris I. Gonzales, the spokesperson for the Western Visayas Regional Task Force to End Local Communist Armed Conflict (RTF 6-ELCAC), on Thursday following the statement of the party-list blaming the government for the CPP-NPA's use of arms in the killings of Far Eastern University football player Kieth Absalon and his cousin Nolven Absalon.

"Para sa tagapagsalita ng Kabataan Party-list, hindi mo puedeng ibaling sa gobyerno ang ginawang pagpaslang ng mga pulang mandirigma ng NPA sa magpinsang Absalon (To the spokesperson of the Kabataan Party-list, you cannot blame the government for the act of murder committed by the red fighters of the NPA to the Absalon cousins)," Gonzales said in a statement furnished to the Philippine News Agency (PNA).

Gonzales said the party-list has been very diligent in attempting to divert the issue and transfer the blame to the government to cushion the impact of the negative reaction of the public towards the CPP-NPA.

He challenged the group to stop giving "first-aid" to its image as the public is already aware of the real nature of the terrorist group.

"Sila ay mga huwad na rebolusyonaryo at mga teroristang pumapatay ng mga sibilyan (They are fake revolutionaries and they are terrorists who kill civilians)," he said.

He challenged the party-list to "get real" otherwise they only acted as the spokesperson backing up the CPP-NPA.

He added that they can simply condemn the atrocities but instead justified the violent incident.

Gonzales said the senseless killing of the Absalon cousins deserved no justification.

The CPP-NPA is listed as a terrorist organization by the United States, the United Kingdom, the European Union, Australia, Canada, New Zealand, and the Philippines.

The Philippine Army paid tribute to the heroism of Cpl. Rodney Luces, who was killed in a clash with the Communist Party of the Philippines-New People’s Army (CPP-NPA) terrorists in Himamaylan City, Negros Occidental on Wednesday.

“We highly salute and give honor to Corporal Luces,” Maj. Cenon Pancito III, public affairs chief of the 3rd Infantry Division (3ID), said in a statement on Thursday.

Luces, a native of Alimodian, Iloilo, was among the troops of the 62nd Infantry Battalion (62IB) who engaged nine communist-terrorists during the first of two encounters in Purok Galaupan, Barangay Carabalan at around 9:20 a.m. on Wednesday.

Another soldier, who was wounded, is being treated in a hospital in this city.

In a Facebook post, the 303rd Infantry Brigade headed by Col. Inocencio Pasaporte based in Murcia, Negros Occidental also honored the bravery and heroism of Luces.

“He paid the ultimate sacrifice in the pursuit of genuine peace and development for the people of Negros and our nation as well,” it added.

The 303rd IBde, which supervises the 62IB with headquarters in Barangay Libas, Isabela town, also expressed its deepest sympathy to the family of the slain soldier.

Meanwhile, during the second clash at past 10 a.m., a CPP-NPA fighter was also killed, according to the military report.

Troops recovered seven backpacks containing personal items at the encounter site.

Pancito said the casualty on the government side will not weaken the resolve of the soldiers.

“We will draw inspiration from our fallen comrade. We will be more aggressive in our fight against insurgency. The more that we will fight for the people especially that one of us sacrificed his own life to fight for peace and development in Negros Island,” he added.

Officials of Tabuk City, Kalinga has declared the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF) persona non grata.

Mayor Darwin Estrañero and village officials, during the orientation of the Situational Awareness and Knowledge Management cluster meeting of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) on June 4, said they denounce the armed struggle.

The orientation was organized by the National Intelligence Coordinating Agency Region 2.

“We denounce the CPP-NPA-NDF, its officers, and members for their attempts to overthrow the government,” Estrañero said in a statement, following the issuance of Executive Order on Wednesday that declared the CPP-NPA-NDF members are unwelcome in the city.

On March 19, 2018, the city council of Tabuk passed Resolution 041-A series denouncing the CPP-NPA-NDF for engaging in illegal/unlawful transactions/activities within the different barangays.

In a video message, the mayor also called on his constituents to be vigilant and monitor the youth who could be swayed by communist terrorist groups (CTGs) into joining the movement.

“Let us continue to make Tabuk City a progressive and peaceful place,” he said.

Kalinga Provincial Police Director Davy Vicente Limmong joined the official declaration against the CPP-NPA-NDF, saying Tabuk City and all seven towns in Kalinga condemn the CTGs.

The town of Pasil, the last municipality that declared the CPP-NPA-NDF persona non grata in 2020, will also sue those who will support the insurgents.

The Army’s 67th Infantry Battalion (67IB) found three anti-personnel mines (APMs) in Trento, Agusan del Sur.

In a statement Friday, the 67IB said the APMs were recovered in Sitio Cogonon, Barangay Salvacion on Wednesday afternoon with the assistance of civilians.

“The APMs were planted by New People’s Army insurgents belonging to the weakened Guerrilla Front North of the Southern Mindanao Regional Committee,” the statement read.

The APMs were transported to the 67IB headquarters in Barangay Salingcomot, Baganga, Davao Oriental.

In the same statement, Col. Oliver Maquiling, commander of 701st Infantry Brigade, said the recovery manifests the continued use of the NPA of the explosives prohibited under the APM Ban Convention adopted by more than 160 states since 1999.

The ban includes the acquisition, production, stockpiling, and use of the weapons.

“These are the same APMs that killed innocent civilians and security forces in the past that should be stopped once and for all,” Maquiling said.

The Police Regional Office (PRO) 13 (Caraga) reported the formal filing of charges against a New People’s Army (NPA) rebel who was arrested on June 8 for transporting explosive paraphernalia, a gun, and assorted ammunition.

PRO-13 Director, Brig. Gen. Romeo M. Caramat Jr., in a statement Friday, said Mamerto Salahay, alias Mamer, was charged with violations of Republic Act 9516 that amended Presidential Decree 1866, Codifying the Laws on illegal possession, manufacture, dealing, acquisition, and disposition of firearms, ammunition, and explosives.

The 43-year-old suspect, a resident of Purok 12A, Poblacion, Sibagat, Agusan del Sur, will also face charges for the violation of the provisions of Republic Act 10591 or the Comprehensive Firearms and Ammunition Regulation Act.

“The cases were filed on Friday by the Butuan City Police Station 4 at the City Prosecutor’s Office in Butuan City,” Caramat said.

He added that Salahay is a member of the Special Operations Group, Sub-Regional Committee Guerilla Front 16 of the NPA.

The suspect was arrested in Barangay Taguibo, this city.

Confiscated from him were three rolls of leg wire (detonating cords), four pieces of improvised blasting caps, 26 pieces of galvanized steel pipes, a caliber .45 Rock Island M1911 A2 FS-TACT pistol, a caliber .45 magazine, eight live ammunition of caliber .45, six pieces of sender blades, a CIGNUS radio with antenna, and 20 pieces of 7.62x39 ammunition.

Caramat recognized the support of the community that led to the arrest of the suspect and the confiscation of the explosive paraphernalia and ammunition.

“The authorities received a tip from the community on the transportation of explosives and ammunition to be delivered to an unknown NPA leader,” he said.

A government soldier was killed in an encounter with New People’s Army (NPA) rebels in Palo 11, Poblacion 2, Santiago, Agusan del Norte on June 10.

A report from the Santiago Municipal Police Office said Army soldiers engaged NPA rebels in a 20-minute firefight at about 4:30 p.m.

“The 29IB troopers were conducting a security patrol in the area when they engaged around six NPA rebels belonging to Sentro de Grabidad (SDG) 16, Guerrilla Front (GF) 16, North Eastern Mindanao Regional Committee (NEMRC) of the NPA,” the report said.

The fatality was identified as Private First Class Giory A. Sag-od.

The rebels withdrew and fled towards the northwest portion of Palo 11.

Heavy bloodstains were reportedly discovered by the pursuing troops along the route of the retreating NPA rebels.

The 29IB troopers are still conducting pursuit operations in the area.

The Joint Task Force (JTF) Bicolandia is reminding the public to be wary of the propaganda and fabricated stories the Communist Party of the Philippines-New People's Army (CPP-NPA) is spreading to divert attention from its recent violent attack that killed civilians in Masbate.

Capt. John Paul Belleza, 9th Infantry Division (9ID) spokesperson, in a statement on Friday, said after receiving massive public condemnation for its terroristic attack that killed football player Kieth Absalon and his cousin, the communist terrorist group (CTG) is in panic mode as the incident exposed the group's true color: barbaric and inhuman.

"Lost of other alibi and bombarded with criticisms, they resorted to their usual strategy, to discredit the authorities and malign the people by distorting the truth," Belleza said.

The terrorists claimed that the reported clash with government troops in Barangay Anas, Masbate City last June 8 where three of their members were killed and 16 high-powered firearms were seized was not true, adding that the casualties were just civilians and not rebels.

However, the investigation revealed that the casualties were Antonio Poligrates a.k.a. Roman, secretary of Sangay ng Partido sa Lokalidad (SPL) and local finance officer of the New People's Army (NPA); and Ailyn Bulalacao and Ramon Brioso a.k.a. Tay, both newly-recruited NPA members in their locality. The three, who were killed during the encounter with the operating troops, were also identified by former rebels (FRs) in Masbate as CTG members.

Maj. Gen. Henry Robinson Jr., commander of JTF Bicolandia, said the Armed Forces of the Philippines (AFP) and Philippine National Police (PNP) strongly adhere to the rules of engagements in consonance with the International Humanitarian Law (IHL).

He said that when cornered, the CTG tends to abandon and deny its members killed in armed encounters and identify them as civilians.

"Obviously, they had a hard time coming up with an interesting plot twist that is why it took them two days after the legitimate encounter to release a statement full of lies and deceit. Tayo pa ang aakusahan nilang lumalabag sa IHL samantalang sila ang walang hiyang lumalabag nito noon pa. Sa mga nakaraang operasyon natin may mga nakuha na tayong uniform ng Army sa kanilang mga hideouts na ginagamit nila kapag nagpapanggap silang mga sundalo at naglulunsad ng kanilang mga krimen para linlangin ang mga tao. (We are being accused that we violated the IHL while they are the ones who violated such. In the past operations, we were able to seize Army uniforms in their hideouts that were used to deceive the people when they commit crimes). They are trying to get away from this mess kaya binabago nila ang istorya (that's why they change the story)" Robinson added.

JTF Bicolandia called on the public to double-check information circulating on social media even as it lambasted the CTG for capitalizing on the emotions of the victims' families as well as the relatives of the casualties in the armed encounter.

"Once again, we assured the Bicolanos that together with the PNP, extensive joint operations will continue until all responsible for the terror acts are arrested to serve justice to the victims of CTG's atrocities," he added.

The task force encouraged the remaining members of the terrorist group to abandon the CTG that has been using them for its own selfish interests which, for the past five decades, only resulted in continuous bloodshed.

The New People’s Army (NPA) committed another “cowardly act” when it ambushed Army soldiers after a gift-giving activity in Quezon on June 5.

The National Commission on Indigenous Peoples (NCIP) in Calabarzon strongly condemned the incident, which killed one and injured another.

“Ang pagkamatay ng isa at pagkakaroon ng isa rin sugatan ay dagok sa nagkaka-isang mga sangay ng gobyerno para maipaabot ang angkop na tulong sa mga kapatid nating mga katutubo sa Lalawigan ng Quezon (The death of one and wounding of another one was a blow to a united government effort to extend appropriate assistance to our indigenous brothers and sisters in the province of Quezon),” the NCIP statement on Thursday read.

More than the material help, the military brought with them moral support for the community as part of government efforts amid the Covid-19 pandemic, the NCIP said.

“Subalit, sa ngalan ng terorismo at maling idolohiya, pilit na hinaharang ang kapayapaan at kaunlaran sa pamamagitan ng dahas (However, in the name of terrorism and false ideology, peace and development are being blocked through violence),” the statement read.

The 85th Infantry Battalion (IB) of the Philippine Army was ambushed in Barangay Batabat Sur, Buenavista town before noon Saturday on their way back to camp.

The soldiers came from a joint gift-giving activity for the Aeta community with the Buenavista police and village officials.

Romar Gono, 22, an auxiliary member of the Citizen Armed Force Geographical Unit, was killed.

The NCIP said there is no space for such barbaric acts, especially in indigenous knowledge, systems, and methods.

Lt. Col. Emmanuel Cabahug, the 85th IB commander, earlier said the ambush was another proof that communist terrorist groups burden the society.

He assured that the Army will continue to fulfill its mandate of protecting and safeguarding citizens while paying tribute to Gono, whom he called a hero.

The Armed Forces of the Philippines (AFP) will coordinate with local government units and front-line units of the Philippine National Police (PNP) in the countryside to stop the communist terrorists' "permit-to-campaign" scheme ahead of next year's elections.

"Makikipagtulungan po tayo at patuloy na makikipagusap sa pamahalaang lokal lalo na yung ating mga frontline units sa ating mga kasamahan sa PNP upang sa ganun ay patuloy nating mamanmanan ang mga developments na ito (We will communicate and coordinate with the local government units and the front-line units of the PNP so that we can monitor developments like this," AFP spokesperson Marine Maj. Gen. Edgard Arevalo said in a Laging Handa briefing on Thursday when asked how the military intends to foil extortion schemes by the New People's Army (NPA).

He added that candidates giving in to this scheme by the NPA are violating the law as their payment directly supports the communist terrorist organization.

"Unang una ipinararating natin sa kanila na hindi sila dapat gagawa ng ganito sapagkat ito ay tuwirang pagsuporta sa isang teroristang grupo, sila ay lalabag sa batas kung gagawin nila ito (We will telling them that they should not be doing such things as this is in outright support of the terrorist organization),' he added.

Arevalo said the AFP will intensify its security operations this coming election season to ensure that the NPAs will not carry out their schemes.

The filing of certificates of candidacy for aspirants in next year's national and local elections will be from October 1 to 8.

The campaign period for national positions will start on February 8, 2022 until May 7, 2022 or 90 days before the scheduled elections.

On the other hand, local candidates are allowed to campaign 45 days before the May 9, 2022 polls or starting from March 25, 2022 to May 7, 2022.

The Department of the Interior and Local Government (DILG) on Friday asked the Makabayan bloc to stop insisting on the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Laws (CARHRIHL) because the country already has Republic Act (RA) 9851 or the Philippine Act on Crimes Against International Humanitarian Law, Genocide, and Other Crimes Against Humanity.

The DILG earlier slammed the Left-wing bloc for misleading the Absalon family when it asked the family to file a case against the Communist Party of the Philippines-New People's Army (CPP-NPA) with the Joint Monitoring Committee (JMC) under the framework of the CARHRIHL for the deaths of Kieth and Nolven Absalon in a premeditated attack in Masbate.

DILG Undersecretary and spokesperson Jonathan Malaya said the Left-wing bloc should stop rubbing salt to the wounds of the family because the JMC is non-existent and has closed shop since the collapse of the peace talks.

“The JMC does not exist. Period. And even if it did, it had no investigative nor prosecutorial powers. It can only request for investigation to the concerned party,” he said.

Malaya said insisting on the CARHRIHL is useless.

“RA 9851 is the correct legal platform where the families of victims and our government can assert and exact accountability and get justice. CARHRIHL is just an agreement, this is a law. Obvious naman kung alin ang mas mabigat (It's obvious which one has more weight),” he said.

“Moreover, the CPP-NPA does not respect CARHRIHL because it uses both command-donated and contact-detonated landmines as offensive weapons. CARHRIHL clearly prohibits the use of land mines against people especially civilians and yet the Makabayan Bloc wants the family to use this very same agreement to bring the perpetrators to justice. There is no rhyme nor logic,” he added.

In a statement, the CPP also insisted on the CARHRIHL, saying “Under the CARHRIHL, we are obliged to cooperate with the NDFP (National Democratic Front of the Philippines) Section of the JMC if a complaint is filed before it.”

Instead of pointing the family to an endless goose chase, the Left-wing bloc should instead join the government, the Commission on Human Rights (CHR), and many groups in calling on the CPP-NPA to surrender the perpetrators so that they can be made accountable for their crimes.

Malaya said since the Makabayan bloc has admitted to “engagements” with the CPP-NPA-National Democratic Front (NDF), then it is the responsibility of the bloc as government officials to call on the Communist terrorists to surrender the perpetrators.

In a hearing on Nov. 24, 2020, Bayan Muna leader Teddy Casino told the Senate that “our attitude with them is we engage because we recognize that their struggles are rooted in legitimate issues and grievances of our people.”

“They themselves admitted that they have a healthy engagement with the CPP-NPA, so why don’t they use that relationship to bring the perpetrators to justice? They are the only entities in government that have that kind of relationship. Is that too much to ask?” Malaya said.

He said special courts have been designated by the Supreme Court to try war crimes such as those perpetrated in the Masbate attack.

Section 18 of RA 9851 provides that the Regional Trial Court of the Philippines shall have original and exclusive jurisdiction over the crimes punishable under the Act. Their judgments may be appealed or elevated to the Court of Appeals and the Supreme Court as provided by law.

It provides that the Supreme Court shall designate special courts to try cases involving crimes punishable under the Act. For these cases, the CHR, the Department of Justice, the Philippine National Police, or other concerned law enforcement agencies shall designate prosecutors or investigators as the case may be.

The Communist Party of the Philippines (CPP) and its armed wing, the New People's Army (NPA), must surrender those behind the anti-personnel mine (APM) blast that killed a college football player and his cousin.

Davao del Norte Rep. Pantaleon Alvarez on Friday said a mere apology without accountability is "unacceptable".

In a statement, Alvarez said the NPA's admission in the June 6, 2021 Masbate blast, which killed Far Eastern University football player Kieth Absalon and his cousin, Nolven, should conclude in justice and prosecution.

“The problem of insurgency has once again resulted in the deaths of civilians and a promising Filipino football player who could have brought more honor to our country,” Alvarez said.

He said it is only by allowing the perpetrators to face the courts that would permit the Absalon family and the whole nation to begin the grieving process.

“Until then, the NPA should be considered as harborer of criminals,” he said.

Alvarez noted that the deeper root of rebellion lies in the concentration of wealth in the "hands of a privileged few", which is brought about by a government structure that centralizes power in the National Capital Region.

He argued that a strong nation requires strong localities and regions as foundation, highlighting the merits of "true federalism" and how it can bring peace and progress to the countryside, particularly remote areas.

“This can only be achieved if local municipalities and provinces are empowered," he said.

The CPP-NPA reportedly vowed to provide the family of Absalon "full remuneration for their loss", which was rejected by Kieth's mother, Vilma.

Diwa Party-list Rep. Michael Aglipay echoed Alvarez' sentiments, saying if the NPA is truly sincere, those who are directly responsible should surrender and allow themselves to be prosecuted.

He said NPA's “apology” and promise to provide financial assistance to the family are "grossly insufficient".

"Anything less than that is merely a form of damage control on part of the NPA to salvage any sympathy towards them," said Aglipay, chair of the House Committee on Good Government and Public Accountability.

"Their supposed errors in the military action grossly violate both international humanitarian law," he added.

He enjoined all lawmakers across party lines to speak strongly against the crime committed, and demand that the perpetrators surrender to the authorities to face justice.

"We extend our heartfelt condolences to the Absalons. May Keith, Nolven, and all other victims of senseless violence stemming from armed struggle find eternal rest in the arms of the Lord," he said.

The resumption of peace talks between the Government of the Philippines (GPH) and the National Democratic Front of the Philippines (NDFP) is an "exercise in futility" at this time.

The Office of the Presidential Adviser on the Peace Process (OPAPP), in a statement on Friday, rejected the renewed call to reopen the GPH-NDFP peace panel in the wake of continued attacks by communist terrorist groups (CTGs).

"As these recent spates of attacks will bear us out, we believe the resumption of national peace talks at this point is an exercise in futility, given that the implementation of Executive Order (EO) No. 70 has largely benefited the Filipino people, rather than the self-interests of a few," it said.

The most recent attacks happened over the weekend when the 85th Infantry Battalion of the Philippine Army was ambushed in Barangay Batabat Sur in Buenavista, Quezon before noon Saturday (June 5, 2021) on their way back to camp from a gift-giving activity for an Aeta tribe.

The following day, an anti-personnel mine (APM) roadside explosion in Masbate City resulted in the instant death of Far Eastern University and former Philippine Youth team football player Kieth Absalon, 21, and his cousin Nolven, 40

In a rare instance, the Communist Party of the Philippines (CPP) admitted that its armed wing, the New People's Army (NPA), planted the APM.

"What we find disturbing is that the CTGs’ wanton disregard for the rule of law and its disrespect for human rights were exactly the reasons which compelled President Rodrigo Duterte to terminate national peace talks with the former," the statement read.

OPAPP cited that for the past five years, the government pushed for the Comprehensive Philippine Peace Process, even making it one of the major pillars of the administration’s Peace and Development Agenda.

Duterte terminated the GPH-NDFP peace talks, followed by the signing of EO 70 on December 2018 that created the National Task Force to End Local Communist Armed Conflict, mandated to institutionalize a whole-of-nation approach in obtaining exclusive and sustainable peace.

The OPPAP said EO 70 is already resolving issues with the NPA combatants.

"But with these certain groups’ renewed call to put the national peace talks back on track, it is obvious that the CTG leadership is once again seeking attention, as the successful implementation of EO No. 70 has simply rendered them irrelevant," it said.

OPAPP said EO 70, specifically addresses the root causes of the communist armed conflict, which clearly disprove the allegations by Leftist groups "that the government has failed to address the plight of the people, especially in the countryside”.

The order allows the government to hold series of community consultations and problem-solving sessions as well as to uphold peace dialogues with the CTGs.

"Since the implementation of EO No. 70, countless rebels have returned to the fold of the law, and are now living as peaceful, productive, and law-abiding citizens. They no longer have reason to engage in armed struggle," OPPAP said.

Communist rebels, the OPPAP said, commit atrocities even when peace talks were ongoing.

"Let us not turn a blind eye on the real issue before us. The CTG murdered innocent people, and they must be brought to justice, not only for these recent killings but for the countless crimes they have committed against their countrymen and humanity," the OPAPP stated.

The government assured it will continue to push the whole-of-nation approach to finally put an "end to local communist armed conflict, and bring a just and lasting peace to our people."

CTG members who wish to surrender to the government would be heartily accepted, the body assured.

"As for CTG members who wish to lay down their arms, the government is here to accept and help you, as you turn away from a life of armed violence and embrace the path of peace," it said.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The offer of the Communist Party of the Philippines-New People's Army (CPP-NPA) to indemnify the Absalon family, who lost two of their members in an unprovoked anti-personnel mine (APM) attack last June 6, is laughable as the former claims they have a working justice system, a Palace official said on Friday.

"What can (I say) this is a very laughable statement. Nakatatawa ito kasi kung meron kang ginawang kasalanan (If you committed any infractions) and you're indemnifying, ang ibig sabihin niyan (it means that) there has to be a legal instrument for you to indemnify. So ibig sahihin, may korte (this means there has to be courts) But there is only one court in the country. So yun pagasabi nila ng ganyan parang nagpapalabas sila may sarili silang (the way they said is they have an existing) justice system," Presidential Human Rights Committee Secretariat executive director, Undersecretary Severo Catura said during the "Report to The National Media Forum of the National Press Club".

Catura said this claim seems more in line with the CPP-NPA's desire to project itself as a formal organization.

"Anong justice system (ang) sinasabi (nila) (what justice system they are talking about), ito ang image na kini-create nila (this is the image they are creating), they have a formal organization, may sarili silang korte (they have their own courts), may sarili silang (they have their own) grievance mechanism. There is only one justice system in the country and those are the Philippine court," said Catura, who is also National Task Force to End Local Communist Armed Conflict (NTF ELCAC) spokesperson for International Affairs, Peace Process, Human Rights Concerns.

The CPP-NPA earlier apologized to the Absalon family and offered to indemnify them for their loss, an offer which was rejected outright by the family's matriarch Vilma.

Killed in the June 6 APM attack were Far Eastern University football player Kieth Absalon and his cousin Nolven while wounded was Keith's nephew, Chrisbin Daniel.

Case vs. Joma

Meanwhile, Catura said the latest APM attack will allow the government to file a formal case against CPP founding chair Jose Maria "Joma" Sison.

"For the past several days, ang pinu-push talaga natin dito ay makasuhan ang (what we are pushing for is that they be charged) CPP-NPA-NDF (National Democratic Front) lalo na sa paglabag nila sa (for their violations against) IHL (International Humanitarian Law). Lalo na ang paglabag nila sa provision na dapat mabigyan ng protection ang mga civilians na hindi sila kasama sa armadong alitan o hidwaan (especially on their violations on provisions calling for protection of civilians as they are not part of armed conflict)," he added.

Since the Philippines is a signatory to the Geneva Convention, Catura said it is part of the government's obligation to chase and charge individuals and any armed groups violating the international treaty.

Also, Republic Act 9851 also known as "An Act Defining and penalizing Crimes Against International Humanitarian Law, Genocide, and Other Crimes Against Humanity, Organizing Jurisdiction, Designating Special Courts and for Related Purposes" states that superiors of groups are responsible for the actions of their subordinates or members even if they are not aware of it.

Sison, he said, cannot deny being a leader of the CPP-NPA as even the US State Department has identified him as head of the terrorist group.

The use of APMs is a violation of the International Humanitarian Law and the 1997 Anti-Personnel Mine Ban Convention adopted by the international community, prohibiting the acquisition, production, stockpiling, and use of weapons.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

Philippine National Police (PNP) chief, Gen. Guillermo Eleazar also lambasted the communist terrorists' audacity in refusing to surrender the perpetrators of the mine blast, saying this only proves their crooked and evil ideology.

“Ang lalakas ng loob nilang pumuna sa pamahalaan at ginagamit pa nila itong instrumento para linlangin ang taumbayan pero ang sarili nilang tauhan bini-baby kapag nakapatay ng mga inosenteng sibilyan? Ito ay patunay kung anong klaseng ideolohiya meron ang mga grupong ito (How dare they criticize the government and still use this instrument to deceive the people but they condone their own people who kill innocent civilians? This is proof of what kind of ideology these groups have),” Eleazar said in a statement for ignoring calls to surrender their members in the killings of Far Eastern University football player Kieth Absalon and his cousin Nolven Absalon.

Eleazar said the CPP-NPA did not even bother to sanction its own men for the Absalons' death.

“What can we expect from these rebels who are just pretending to be remorseful over their terrorist attack that killed Kieth and Nolven? They have never been sincere, in the first place, and we have expected this from them. The CPP-NPA will not listen to reason, stuck in their crooked and twisted way of thinking” he added.

Eleazar also vowed to bring the perpetrators of the incident to justice.

“Tutulungan po namin sila makakuha ng hustisya para sa kanilang mga mahal sa buhay dahil ang pamahalaang ito ay naniniwala na ito ay makakamit lamang kung maihaharap sa korte at mahahatulan ang mga salarin sa krimen at hindi sa simpleng pagso-sorry (We will help them get justice for their loved ones because this government believes that this can only be achieved if the perpetrators of the crime are brought to justice and convicted and not by simply apologizing.),” he added.

Eleazar said only the culprits' arrest and conviction in court can make up for the death of the two innocent men.
