In the mere two weeks of intense military operations of the Armed Forces of the Philippines, state soldiers managed to victimize at least 21 Lumad and peasants and their families in 15 separate cases of human rights violations in the provinces of North Cotabato and Bukidnon. In their fascist trail of attacks between November 10 up to the present, Duterte’s heartless armed minions continue to sow terrorism against unarmed civilians in the towns of Kitaotao and Antipas who are still reeling from the economic downturn brought about by the Covid-19 pandemic.

On November 12, brothers Loloy and Archie Corrales were mauled by 16th Infantry Battalion soldiers in their farms in Sitio Bato-Bato, Brgy. Dalurong in Kitaotao. Loloy was forcibly collared and held at knifepoint in the neck in front of his underage children.

The next day, November 13, another section of the same operating 16th IB troops held at gunpoint farmer Toto Pueblo of Sitio Bato-Bato, Brgy. Sinaysayan, Kitaotao. The fascist thugs pulled down a bag of cellophane over his head, impeding his breathing. The soldiers later accosted and roughed up his elderly father, Ramil, while accusing him of being an NPA sympathizer.

On November 14, two teenagers of Purok 2, Brgy. Dalurong were likewise held at gunpoint and subjected to psywar and interrogation. One of the children fainted in terror during the incident.

Another column of the 16th IB terrorized another elderly, Carlito Sordilla, and ransacked his house in Sitio Ngaran, Brgy. Kitubo in Kitaotao on November 15. The mercenaries took his cash of P50,000 and told him to flee his house if he were not an NPA sympathizer. His cash was returned only the next day when he sought the help of masses in the community.

Following the November 18 encounter between Red fighters and 16th IB troops in Sitio Kinamot, Brgy. Kitubo in Kitaotao where 2 soldiers were killed, AFP troops stepped up their fascist attacks and trained their guns squarely on the masses.

Seventeen-year old Ruben Dano suffered unimaginable horror at the hands of his fascist captors who took him at gunpoint on November 19 while he was tending his carabao in Sitio Dulapong, Brgy. Balangigay, a village straddling the boundaries of Kitaotao and Quezon towns. He was beaten repeatedly, taken incommunicado and forced to guide the operating troops for five days. The soldiers were only forced to release him on November 23 when his family sought the help of village officials.

Five other unarmed farmers of Sitio Dulapong were separately assaulted the days following Ruben’s forcible abduction. Soldiers of the 16th IB struck a teenager (name withheld) with the butt of a rifle. Titing Genita was punched in his side while his relative, Elmer Genita, was also hit several times and interrogated in his home. The soldiers falsely accused Elmer’s wife of being a member of the NPA. Benito Lapatis was forced by soldiers to strip naked down to his underwear while subjecting him to torturous interrogation and psywar.

As the terror march of the 16th IB reached Sitio San Jose, Brgy. Balokbokan on November 21, a teenager (name withheld) was also kicked in his sides for refusing to yield his cellphone to the soldiers. That same day, soldiers also held Itag Tamaryong at gunpoint while tending to his animals in Sitio Tumopa, Brgy. Metibagao, Kitaotao and was only freed when he introduced himself as a village official.

Hard-earned possessions, including poultry and other animals, were reported to have been missing after marauding 16th IB troops ransacked the houses of Eber Sugoran and Pedi Puli in Sitio Kinamot and Andring Gamaya in Sitio Sto. Tomas, Brgy. Balokbokan.

Meanwhile in North Cotabato, Demetrio and Carmela Gayosa, and three other members of their family, were terrorized by 16th IB soldiers on November 20, who forced entry into their house, subjected them to psywar, photographed them, and took their cellphone in Brgy. Malangag, Antipas town. At present, masses report more troop deployment in the nearby towns of Dangcagan and Quezon in Bukidnon which they fear will only escalate the cases of human rights violations.

Amid utter hardship due to Covid-19 restrictions to their economic activities, the poor Lumad and peasants of these towns in the region are doubly victimized by the fascist attacks of AFP troops. We are therefore justified in our hatred against Duterte and his armed minions, whom we know enjoy the dictator president’s fondness and financial favor. In the face of our escalating penury with no significant assistance from the US-Duterte regime, the massive P19B budget for the National Task Force to End Local Communist Armed Conflict is not only unacceptable but altogether criminal.

To add insult to injury, the peasant masses in the region are aware that this focused military operation serves none but the unimpeded entry of the Duterte regime’s favored but impractical projects it only ever implements for their well of bureaucratic loot. Infrastructure projects such as the notorious South Pulangi Hydro-Electric Power Plant in Kibawe, Kitaotao, Dangcagan, and their adjacent towns will not only displace thousands of Lumad and peasants but has gained broad resistance for being utterly useless and environmentally destructive. In the boundary villages of Kitaotao and Davao City, Lumad and peasants are being quietly evicted from their farms, their only means of survival, to make way for an expansive telecommunication infrastructure project being bankrolled by a Singaporean transnational company.

The US-Duterte regime cannot but rule with state terror and impunity in order to maintain its stranglehold on power, especially at this time of widespread indignation for its despicable corruption in the midst of its botched handling of the pandemic and criminal negligence in the wake of recent natural calamities that devastated the nation. Filipino peasants are being pushed against the wall and we have no other means of relief but to demand Duterte’s ouster, resist resolutely, and bear arms to fight the regime’s tyranny and fascism.

Takot at Pinsala sa Kabuhayan: Takot at pinsala sa kabuhayan ang idinudulot ng kasalukuyang operasyong militar sa Brgy. Lawak Langka Mangatarem at mga kalapit na baryo nito. Apektado ang mga residente na hindi makapunta sa kanilang mga pook obrahan na kasalukuyang saklaw ng operasyon. Wala pa man ang nasabing pekeng engkwentro, matagal nang nagdurusa ang mga magsasaka sa lugar. Mariing ipinagbabawal at ikinikriminalisa ang pagkakaingin na kanilang pangunahing hanapbuhay. Sinusunog at ninanakaw ng mga kawani ng DENR at Army ang mga pananim ng masa.

Sa mga baryo sa laylayan ng bundok ng Mangatarem at San Clemente Tarlac, laganap ang programang ENGP (enhanced national greening program) na sa totoo ay walang iba kundi pangangamkam ng lupa sa mga Pambansang Minorya at setler sa lugar. Dito din matatagpuan ang ginagawang DAANG KALIKASAN na sa kasalukuyan ay binuksan bilang lugar na pang Eko-Turismo. Liban sa pagbabawal sa pagkakaingin, at mga proyektong mapangamkam, mariin ding ipinagbabawal ang iba pang hanapbuhay ng masa sa lugar tulad ng paghahunting at pangangalap ng yantok.

Walang habas na pagpapaputok at pambobomba kasabay ng Military Exercise : Mariing kinukundena ng CPP-NPA kanluran gitnang luzon ang walang habas na pagpapaputok at 3 beses na paghuhulog ng bomba, mga alas sais ng umaga sa Brgy. Lawak Langka, Mangatarem.

Ang totoo kasabay ng pekeng engkwentro, kasalukuyang ginaganap ang AJEX DAGIT-PA (AFP Joint Exercise Dagat-Langit-Lupa) na inilulunsad ng AFP kasama ang Philippine Airforce, Philippine Navy, Philippine Army at Special Operations Forces. Mula November 23- December 4 magaganap ang nasabing military exercise sa mga eryang saklaw ng NOLCOM (Northern Luzon Command). Lagi ng ginagawa ng AFP ang kanilang mga ehersisyong militar sa mga komunidad at pamayanan kasabay ng mga aktwal combat operations na naglalagay sa panganib sa buhay ng mga sibilyan. Ang pagpapalabas na may naganap na engkwentro ay pagbibigay katwiran lamang sa kanilang ginawang pagpapaputok at pambombomba na nagsasapeligro at buhay at kabuhayan ng Mamamayan.

CAMP AGUINALDO, Quezon City — The AFP Chief of Staff General Gilbert I. Gapay attended the 2nd Founding Anniversary of the AFP Leadership Development Center (AFPLDC) as the Keynote Speaker on November 25.

Present in the activity were the AFP Spokesperson and Commander of the AFP Education, Training and Doctrine Command (AFPETDC) Major General Edgard A. Arevalo and AFPLDC Director Captain Andro Val B Abayon who welcomed the Chief of Staff at the Manipula Hall of AFPETDC, here.

With the theme “Leading The Way Towards Filipino Military Leadership”, the AFPLDC under the AFPETDC aims to continue their mandate of nurturing AFP leaders whose attributes represent the best of the Filipino.

“Your anniversary theme not only underscores your exemplary performance and stellar achievements in the past year, but also sets the tone for the jumpstart for this center to grab opportunities to further refine your method of operations in the coming years,” General Gapay said in his speech.

A blessing ceremony was conducted on the reconfigured AFPLDC Office to start the program. The AFP Chief of Staff also joined in a tree planting activity in the vicinity of AFPETDC. Thereafter, General Gapay was assisted to a facility tour which showcased the assets and improvements of the command.

The program also highlighted the AFPLDC’s accomplishments since its establishment. Meanwhile, stakeholders and outstanding personnel were also given due recognition through an awarding ceremony.

General Gapay congratulated the entire leadership and staff of the AFPETDC and AFPLDC and urge them to put their best foot forward.“This office provides support to the security sector in reporting the efforts of the defense establishment in developing professional, moral, and ethical AFP leaders. Despite being only on its second year, the men and women behind the AFPLDC has adapted swiftly to the drastic changes in this time of rampant crises,” General Gapay said.

SIATON, Negros Oriental – Lieutenant General Roberto T. Ancan, Commander of the AFP’s Central Command, led the wreath-laying ceremony and awarding of gold cross medals to enlisted personnel of 11th Infantry (Lapu-Lapu) Battalion (11IB), today November 26, 2020 (Thursday) at Headquarters 11IB, Barangay Salag, Siaton, Negros Oriental.

The gold cross medals were awarded to four enlisted soldiers for their gallantry in accomplishing the unit’s mission of protecting the Negrenses and bringing peace and development in its area of operation.

Also, a Plaque of Kapayapaan was given by Central Command to 11IB and 302nd BDE for successfully dismantling the Southeast Front of Komiteng Rehiyon Negros Cebu Bohol Siquijor (SEF,KR NCBS).

Lt Gen Ancan likewise bestowed the Central Command streamer to 11IB for the exemplary performance that significantly contributed to the attainment of the mission of the Central Command.

During the activity, retired soldiers were likewise recognized by the 11IB for their contribution in putting the unit on the pedestal of success.

LtGen Ancan is a former member of 11IB and is considered a true Lapu-Lapu warrior. As a young lieutenant, he served as an Executive-Officer of Headquarters and Headquarters Company of 11IB in 1988 and Executive-Officer/ Platoon Leader of Delta Company 11IB in 1989. He also served as the Commanding Officer of Charlie Company 11IB from 1990 to 1991.

“This battalion is where I started my military service; thus, I feel privileged to go back and reminisce the years of service fighting for humanity. As it is said, a thousand journey begins with the first step. I have travelled long and far in the armed forces and thankful to where I have been because of the foundation that was built in me by the 11th Infantry Battalion. I take pride in the unit in all its accomplishments, for it showcases how to be a true Lapu-Lapu warrior,” Lt. Gen Ancan said.

CAMP AGUIALDO, Quezon City – The Armed Forces of the Philippines (AFP) on Thursday reported that a total of 548 minors were employed by Communist-Terrorist Groups (CTGs) in armed conflict since 2010.

Data collected by the AFP Human Rights Office (HRO) from field units covering children involved in armed conflict provided factual and verifiable basis for the report. The figures which had been recorded as of date are expected to rise, as AFP units continue their inquiry and tender reports on the activities of non-state armed groups.

The AFPHRO submitted to the Commission on Human Rights for appropriate action, a report citing evidence of the New People’s Army’s recruitment of children and involving them in armed conflict.

Colonel Joel Alejandro Nacnac, the AFPHRO Chief, stated that the Communist Party of the Philippines-New People’s Army-National Democratic Front’s (CPP-NPA-NDF) manipulation of minors has shown a nationwide pattern of organized, continuing, and systematic scheme of misuse and abuse of children.

“The rebel group has been repeatedly using minors to actively participate in hostilities to advance their struggle. They violate the rights of the children and subject them to situations that could cost them their lives. These unlawful activities constitute violation of Human Rights and International Humanitarian Law as well as local laws such as RA 7610, RA 9851 and RA 11188,” he said.

As part of its mandate, the AFPHRO continues to monitor Human Rights and International Humanitarian Law violations committed by non-state armed groups such as the CPP-NPA-NDF. Its rebellion is the longest ongoing armed conflict in the Philippines with its armed components committing violent activities through the use of guerilla tactics for more than 50 years.

The AFP Chief of Staff, General Gilbert Gapay lauded the efforts of the AFPHRO for continuously exposing the CTGs for their persistent disregard of human rights and use of children in their illegal activities.

“We hope that the Commission on Human Rights will take immediate action on the report submitted by the AFP Human Rights Office. It is our fervent desire to put an end to the immoral and unlawful utilization of our youth by the CPP-NPA-NDF to advance their armed struggle without regard to their well-being,” General Gapay said.

The AFP remains committed to the rule of law and steadfast in upholding its constitutional duty to protect the people against all forms of threats, and let lasting peace and security prevail.

BUENAVISTA, Agusan del Norte – A total of thirty-four members of the Milisya ng Bayan (MB) abandoned the communist movement while another two hundred seventy-eight denounced and withdrew their support to the Communist New People’s Army (NPA) Terrorist (CNT) during the mass surrender and withdrawal of support ceremony held on Tuesday, November 24, 2020 at Sitio Hinandayan, Barangay Camagong, Nasipit, Agusan del Norte.

In a mass surrender activity spearheaded by the 23rd Infantry “Masigasig” Battalion with the support of the Local Government Unit (LGU) of Nasipit and other line agencies of the government, thirty-four Milisya ng Bayan (MB) members, one of which is a member of the Sangay sa Partido sa Lokalidad surrendered and two hundred seventy-eight (278) members of the Underground Mass Organization (UGMO), unanimously withdrawn their support from Communist Party of the Philippines (CPP), its armed wing the NPA, and political structure under the National Democratic Front (NDF) and pledged their support to the government of the Republic of the Philippines. They also surrendered to the government two cal. 357 revolver and five homemade shotguns (5 shotguns from MB and 5 shotguns from UGMO). Among those who yielded to the 23rd IB troopers are members of the Indigenous People (IP) in the area.

During the ceremony, the former members and supporters denounced the CNT movement for hindering the development interventions of the government to their villages. The CNT presence, they added, has caused poverty and hunger among the residents in the area for years. They also expressed guilt for giving support to the CNT and admitted that such action was due to fear and intimidation.

During their pledge of allegiance to the government, the residents also condemned the CNTs for their terroristic activities that put into great danger the lives and properties of the residents in the area. They also vowed to support the Army and the Philippine National Police (PNP) by providing vital information in the continuing drive to end the local communist armed conflicts in their locality.

The activity on Tuesday was also aimed to neutralize the CNT and clear the area from their terroristic activities that risked the lives of the civilians. Sitio Hinandayan is a known mass base of the CNT where recruitment and training of rebels once prevailed. After the mass surrender, the residents expressed gratitude to the Army, the LGU, and the line agencies of the government for freeing them from the claws of the terrorists.

Among those who surrendered was Alias “Nardo”, a CNT supporter for years who felt a relief as he faces a new chapter of his life after being freed from the communist influence.

Dili usab namo ma protektahan ang matag usa busa dako among pasalamat sa panahon nga anaa nay presensya sa kasundaluhan ug kapulisan sa among lugar kay ilang giabog palayo ang mga NPA ug ilang gipasabot kanamo ang importansya sa kalinaw aron makasulod ang kalambuan nga dugay na namong gipangandoy. “ Alias Nardo said.

The activity was also attended by Sangguniang Bayan Member Felipe O. Abigani who chairs the Peace and Order Committee. He expressed gladness over the decision of the people of Hinandayan to cut their ties with the communist rebels and support the government.

“We are glad that you finally realized that supporting the CNTs will not help you get away from poverty, in fact, it will only add burden to your lives. We are here today because we don’t want you to experience once again the armed conflict that previously happened. Rest assured that the Local Government of Nasipit is always willing to help you. Magkahiusa kita, atong tabangan pud ang atong gobyerno para sa atong paglambo,” Abigani said.

Meanwhile, Lt. Col. Julius Cesar C Paulo, the Acting Commander of 23IB also thanked the residents for trusting and cooperating with the government’s efforts in ending the local communist armed conflict.

“I am glad that you already denounced the CPP-NPA Terrorists and withdrew your support from them. We appreciate the support you’ve given to us and we, together with different government agencies, will do our best to bring basic services you most need,” Paulo said.

He added that the 23IB trooper will continue to help the residents of Hinandayan address the primary problems and issues in their community.

“We serve and protect the constituents who were once exploited and manipulated by the armed group. We are always willing to sacrifice in order to free the people from the chains that controlled them to do what is right,” Paulo said.

He emphasized that the Army and the police are partners of the people of Hinandayan in the pursuit of peace and development.

“To the remaining CNT members, it is the right time to go back to the folds of the law. In this time of crisis, particularly the pandemic, be with your family. Lay down your arms and the government will help you as you go on to another journey and on the right path,” Paulo said.

Malacañang says the President is willing to 'help' Bangsamoro Transition Authority officials in their bid to ask Congress to amend the law that limits the transition period to 3 years

Philippine President Rodrigo Duterte agrees with Bangsamoro Transition Authority (BTA) officials that the fledgling region's transition period must be extended by 3 years.

Presidential Spokesman Harry Roque said the President will "help" in efforts to amend the Bangsamoro Organic Law (BOL), the law that says the transition period will end in 2022 to give way to the Bangsamoro region's first elections.

"He will help in amending the law but BARMM (Bangsamoro Autonomous Region in Muslim Mindanao) officials have to talk to congressmen,"
said Roque on Thursday, November 26, in a mix of English and Filipino.

"The advice of the President is it has to be a law because the elections of BARMM is in a law,"
Roque explained.

It is the legislative branch that will have to initiate proceedings to amend the BOL. Duterte holds considerable sway among lawmakers, especially in the House of Representatives, where he holds a super majority.


Delayed elections

No less than Bangsamoro Interim Chief Minister Murad Ebrahim has said that he and the rest of the transitional government, the BTA, need more time to build bureaucracy, pass foundational codes, and help former Moro Islamic Liberation Front combatants improve their quality of life.

The BOL gave the BTA 3 years to achieve this, but BTA members and civil society groups said the pandemic has delayed many aspects of the transition.

If the BOL is amended to extend the BTA's life, the body will last until 2025.

An extension also means a 3-year delay in the BARMM elections of local government chiefs and parliament members, scheduled to take place on June 30, 2022.

It would give the MILF more time as leaders of the BARMM. The BTA is currently dominated by the MILF, the group that had forged the agreement with the Philippine government for the new autonomous region.

The passage of the BOL and the inauguration of the region in March 2019 is among the major milestones in the presidency of Duterte, who hails from Mindanao.

The Save Our Schools (SOS) Network confirmed the identity of the two teachers, Geliejorain Ngojo and Nasria Bansil, who are former scholars of MISFI Academy (Mindanao Interfaith Services Foundation Inc.) who had served in Lumad schools in Bukidnon province before the outbreak of the pandemic.

The Eastern Mindanao Command claimed in a report they captured Ngojo and Bansil in an encounter between the 27th Infantry Battalion and the New People’s Army at Sitio Quibolog, Barangay Mapula in Paquibato District on November 14.

The City Government of Davao, in a statement, claimed that Ngojo and Bansil taught in the “bakwit school” in UCCP Haran and claimed the church and MISFI played “active roles” in the alleged recruitment of the two to join the rebel group.

Mayor Sara Duterte-Carpio has claimed that Lumad schools and UCCP Haran had been recruiting the Lumad youth to join the NPA.


SOS spokesperson Rius Valle said their group still had to ascertain the facts surrounding the arrests of the two, but criticized how the military and local government had circulated their story with the pictures of Ngojo and Bansil.

“It remains undignified to circulate the pictures of said teachers and falsely tag them as NPA in public.They should have been given proper treatment in accordance with the law. Their families should have been notified, and they should have been provided counsel. This is an underhanded move to influence public opinion against the two teachers and against Lumad schools in general,” Valle said.

Save Our Schools clarified that the two served as volunteer teachers for Lumad schools in Bukidnon after earning their Education degree from Lyceo de Davao in 2018, and did not teach in the “bakwit school” in UCCP Haran compound, Davao City, contrary to the military’s claim.

The group believed that such “malicious maneuvers” and “dubious claims” by the military and the local government are meant “to demonize” Lumad schools and their teachers.

“This aims to justify the persecution and attacks aimed at Lumad communities and organizations who have, for decades, advocated for the education and development of indigenous communities,” it said.

As the country reels from the COVID-19 pandemic this year, the group revealed that almost all teachers and students of Lumad schools returned to their homes or worked elsewhere due to the schools’ closure during the lockdown.

Attacks against Lumad schools intensified when President Duterte declared after his State of the Nation Address in 2017 that he will bomb the schools for allegedly being fronts of the rebels.

SOS noted that 178 Lumad schools had been closed under Duterte’s watch as part of the military’s red-tagging campaign. The closures and harassment on Lumad schools and students continue in this pandemic, particularly against MISFI Academy schools in Bukidnon and North Cotabato.

U.S. Secretary of the Air Force Barbara Barrett met Wednesday with top defense officials of the Armed Forces of the Philippines (AFP) in Manila to reaffirm military partnership with the country, its oldest treaty ally in Asia.

Barrett met with Department of National Defense (DND) USec. Cardozo Luna, AFP Chief of Staff General Gilbert Gapay, and Philippine Air Force (PAF) Lt. General Allen Paredes to underline the importance of the alliance of the United States and the Philippines to national and regional security and discussed opportunities for bilateral security cooperation.


Barrett also touched on U.S. COVID-19-related assistance and disaster relief for recent typhoon victims, as well as ongoing U.S. support for Philippine counterterrorism and maritime security efforts.

“From joint counterterrorism efforts to humanitarian support, the U.S. and Philippines have a long history of working together to protect global security through regional stability,” Barrett said in a press statement released by the U.S. Embassy Wednesday.

“With our shared history and long-standing partnership with the U.S., we also look forward to continuing our cooperation on various aspects of defense and security, including the Philippines’ current thrust to modernize its Armed Forces,” DND assistant secretary for Logistics, Acquisitions, and Self-Reliant Defense Posture Jesus Rey Avilla added.

Barrett’s visit coincided with the handover to the Philippine Navy (PN) of a ScanEagle Unmanned Aerial System, a P710 million ($14.79 million) drone that will boost military intelligence, surveillance, and reconnaissance capabilities, strengthening maritime domain awareness and border security.

Her trip follows U.S. National Security Advisor Robert O’Brien’s November 22-23 visit, during which he announced P868 million ($18 million) in additional military equipment and training for the AFP, as well as an additional P169 million ($3.5 million) in U.S. humanitarian assistance to typhoon-affected communities.

The Philippines is by far the largest recipient of U.S. military assistance in the Indo-Pacific region. Since 2015, the United States has delivered more than Php33 billion ($650 million) worth of planes, ships, armored vehicles, small arms, and other military equipment to the Philippines, while training side-by-side with our Filipino allies.

The Philippine Navy (PN)’s capability to do various missions at sea will be greatly enhanced by the advanced fixed-wing unmanned aerial system (UAS) provided by the United States.

“Whatever missions that we are capable of before, with this system it will expand the coverage of all these missions whether it is for internal security operations, for territorial defense, for humanitarian assistance and disaster relief (HADR) or even just for maritime law enforcement operations, it will expand it by more than five times,” Navy chief, Vice Adm. Giovanni Carlo Bacordo said in an interview after the turnover ceremony of eight ScanEagle air vehicles, two launchers, skyhook and ground control station at Naval Base Heracleo Alano, Sangley Point, Cavite Wednesday.

This is the first fixed UAS to be operated by the PN.

The ScanEagle and its associated equipment, worth USD14.79 million, were acquired through the Maritime Security Initiative Program of the United States.


It was requested by the PN in 2017 and was formalized in February 2019, after a series of dialogues with the Philippines’ Joint US Military Assistance Group (JUSMAG-Phil).

With the ScanEagle now in the PN inventory, Bacordo said the Navy now has another option other than its helicopters and radar systems to expand the coverage of its patrols.

“In the area of territorial defense, it will expand our horizon, let’s say if one ship can patrol a certain area in 24 hours, with this system we can cover that same area maybe in just about four hours instead of the usual 24 hours patrols,” he added.

Bacordo also said the ScanEagle can also be used in rapid damage assessment if needed in times of calamities or typhoons.

“With this system, we can have this airborne already and have the rapid damage and needs analysis so that our HADR responders can already proceed to the areas where they are most needed,” he added.

Bacordo said data from the ScanEagle are as reliable as those taken from existing PN electro-optical systems or even their radars or surveillance by helicopter or fixed-wing aircraft.

“It’s the same because what it sees in near real-time is what the operator can see in their control stations,” he added.

The turnover event for the ScanEagle UAS was graced by Armed Forces of the Philippines (AFP) deputy chief-of-staff Vice Admiral Erick Kagaoan, who represented Defense Secretary Delfin Lorenzana as guest-of-honor and speaker and Philippine Fleet commander Rear Admiral Loumer Bernabe.

Acting Deputy Chief of Mission Kimberly Kelly and representatives from the US embassy turned over the ScanEagle UAS to the PN which will be used by the recently activated squadron under the Philippine Fleet’s Naval Air Wing, the Maritime Unmanned Aerial Reconnaissance Squadron (MUARS-71).

“Transferring the ScanEagle system for operation by the Maritime Unmanned Aerial Reconnaissance Squadron represents the steadfast commitment by the United States to our partners in the Armed Forces of the Philippines,” she added.

Lorenzana’s message, read by Kagaoan, said “these new assets will complement the same kind being operated by the 300th Air Intelligence and Security Wing at the Antonio Bautista Air Base in Palawan, which is very close to the disputed areas in the West Philippine Sea that needs our consistent attention.”

The ScanEagle UAS is a product of Insitu Inc., a subsidiary of the Boeing company.

It is a small, long-endurance unmanned aerial vehicle that primarily can be used for intelligence, surveillance, and reconnaissance (ISR) missions since it provides near real-time coverage and can be launched from both lands and aboard PN capital ships. (PNA)

Barangay officials and residents of Gawahon in Victorias City have joined other local government units in declaring the Communist Party of the Philippines – New People’s Army, and its political wing, National Democratic Front, persona non grata in their community.

Lt. Col. Gerard Alvaran, 79th Infantry Battalion commander, said yesterday that the ceremonial signing of a barangay resolution declaring the CPP-NPA-NDF “persona non grata” highlighted the peace advocacy symposium held on Nov. 21 in Brgy. Gawahon, Victorias City.


The signatories of the barangay resolution were led by Gawahon barangay chairman Rogelio Barnuevo.

Ka Joross, a former New People’s Army hitman, who surrendered to the 303rd Infantry Brigade in past years, shared his tragic experiences while fighting against the government, and how he was recruited to the rebel movement.

The activity was also attended by 170 barangay officials and residents of Gawahon, led by Dr. Samson Garson Jr., who represented Mayor Francis Frederick Palanca, Capt. Renato Monreal, 64th Special Action Force commanding officer, and Lt. Ephremi Udani of the Victorias City Police Station.

Barnuevo reminded his constituents to help the government in protecting their community against the CPP-NPA, and enjoined them to work with them in ending the local armed communist conflict.

Barangay officials and residents of Canlusong in EB Magalona, that is adjacent to Brgy. Gawahon, also declared the CPP-NPA-NDF persona non grata, during a similar activity attended by Mayor Marvin Malacon and other town officials.

Alvaran said they have been conducting this series of activities to make Negrenses aware of the lies, deception, and propaganda of the CPP-NPA-NDF.

320 police training vs. insurgency

Neophyte police officers in Negros and Panay are undergoing counter-insurgency operations training in Iloilo, pending their assignment to the Regional Mobile Force Battalion 6, a rapid deployment force unit of the Police Regional Office 6 in Western Visayas.

Lt. Col. JoemMalong, PRO 6 spokesperson, said yesterday that 320 police personnel, who completed the police basic course at the Regional Training School 6 in Brgy. Mansilingan, Bacolod City, started their 60-day Basic Internal Security Operations Course(BISOC) in Sara, Iloilo, on Nov. 24.

BISOC, a mandatory training for all PNP personnel, provides the basic mindset and instinct, indoctrination, discipline and character, individual and unit skills and knowledge that will be applied to internal security operations, Malong said.


She added that neophyte police personnel will be trained on small unit operations, standard operating procedures, tactics, techniques and procedures for operations, especially in the areas of counter-insurgency.

After the two-month training, they will be assigned to the different mobile force companies in the region to perform anti-insurgency operations, Malong said.

Brig. Gen. Rene Pamuspusan, regional police director of Western Visayas, in a statement issued by the PRO 6 Public Information Office, enjoined BISOC trainees “to submit your whole to this training”.

“Remember, there are no second chances in real life combats and there will be no rewinds,” Pamuspusan said.

The PRO6 will strictly implement health and safety protocols during the training, he added.

MAYOR BENG Climaco warned the public anew, including foreigners and their Filipina spouses to stay vigilant against of threats of kidnapping and terrorism, saying criminal elements may strike anywhere or at any time.

“We would also like to warn the public, especially maga families or the spouses married to foreigners, to please exercise precautions. El warning de aton is against kidnapping, especially to the foreigners residing in Zamboanga, and (for them) to coordinate with your barangay officials and the local security forces - the police and military because we do not want to have any incident of kidnapping in Zamboanga and even our own residents, cay el maga kidnappers hinde mas ta escoge este tiempo, si uste ba foreigner or local, hinde mas estos ta escoge cay tiene sila grande ambicion de terorismo” Climaco said.

She said security forces were recently alerted on an abandoned cardboard box outside the Metropolitan Cathedral after a civilian informed authorities about the suspicious baggage.

“We would like to remind the public of our terror alert on bombing. And last week lang tambien, tiene abandoned carton alle lang na esquina del Metropolitan Cathedral donde el de aton residente yan alert na policia. So please, we have to be alert and watchful against Covid, against terrorism, bombings and kidnappings,” Climaco said.

The mayor also met with former Zamboanga City police director Maj. Gen. Chiquito Malayo, now chief of the Directorate of Integrated Police Operations for Zamboanga Peninsula, who paid his courtesy call to Climaco at City Hall.

Malayo praised the mayor for her strong support to the police force, saying: “Mayor Beng Climaco is standard in terms of security.”

Climaco thanked Malayo and the local police force and the military for its dedication to public service and for keeping Zamboanga and its residents safe from terrorism and criminality.

AFTER FAILING to get the support of all the governors in the Muslim autonomous region to extend his term and the interim Bangsamoro government for another three years, Chief Minister Murad Ebrahim now turned to President Rodrigo Duterte and recently flew to meet him in Davao City.

Ebrahim - also chieftain of the former rebel group Moro Islamic Liberation Front (MILF) -
said he is pushing for the extension of the interim government based on the recommendation of the peace advocacy group called Mindanao Peoples’ Caucus (MPC) following its so-called “rapid midterm review” on the Bangsamoro transition period.

Details of Ebrahim’s meeting with Duterte were not made public and the government did not issue any statement about the conference.

But under the Bangsamoro Organic Law (BOL), the Bangsamoro Transition Authority will be dissolved once the new parliament is formed after the first regular elections in the region in 2022. However, any extension in the term of the BTA would require congressional approval.


And because of that, Ebrahim’s allies in the Bangsamoro Parliament adopted a resolution on November 17 urging the House of Representatives and the Senate of the Philippines to extend the Bangsamoro transition period from 2022 to 2025.

A press statement from Ebrahim’s office said MP Jose Lorena, one of the principal authors of the resolution, claimed the proposed extension is aimed at providing the BTA sufficient time to continue in performing its powers and functions, and complete its mandate.

Also cited in resolution are the calls from the League of Municipalities of the Philippines’ chapter in Tawi-Tawi, and the Provincial Boards of Tawi-Tawi and Maguindanao to extend the transition period.

Rejected

Sulu, one of 5 provinces under the Muslim region, flatly rejected the proposed extension of the interim Bangsamoro government citing various reasons, according to a manifesto passed November 17 by the Sulu Provincial Board after consultations with municipal mayors and peoples’ organizations among other sectors.

The manifesto said the Bangsamoro Parliament and the Regional Government have not delivered even the most basic of government services, as mandated, to Sulu. And for almost 2 years, all it delivered were the retrenchment and separation from services of regional employees causing a great distraught to the affected and their families.

It said that after almost 2 years, “all they can afford to banner is but the passing of an Administrative Code while the administration of component localities, in particular, the insular provinces, were left to fend for themselves.”

The manifesto also said BARMM’s response to the Covid-19 pandemic in Sulu, thus far, have been unsubstantial and wanting, almost negligible; And to allow the extension of the transition (period) would be tantamount to escape judgment by the constituents of the BARMM on the performance of the latter vis-a-vis its capability to administer a region, and would be a blatant denial of the people’s constitutional right of suffrage to which the BOL has been incorporated into, and thus requiring constitutional amendment or legislative intervention, failing which possible legal redress maybe sough.

It further said “that the region and the country in general, should be spared the humility and made a laughing stock for perpetuating the condescending brand of a failed experiment.”

“The question should be asked to those who are in the seat of authority in the BARMM on why are they so hesitant to submit themselves to an election when even before the transition they have repeatedly boasted of their readiness and preparedness to rule and govern; and how could they have the moral ascendancy to sit as an authority over a region when they are devoid of a mandate by the true will of the people, thereby casting doubts on their platform of so-called “Moral Governance?”, the manifesto reads.

It also called on the Office of the President, House of Representatives and the Senate, and Constitutional Commissions and other concerned groupings and individuals and the BARMM general populace to disallow and deny all attempts and maneuverers to extend the tenure of the BTA.

It said that aspiring members of the Bangsamoro Parliament should be compelled to submit themselves before the true will of the people to legitimize their mandate through the electoral process as set and scheduled by the Constitution.

Sulu Governor Sakur Tan said he received reports that Basilan and Lanao del Sur provinces are also opposed to the proposed extension of the interim Bangsamoro government. “We received reports that Basilan and Lanao are also opposed to the extension of the interim Bangsamoro government,” he told The Zamboanga Post newspaper.

Fear

Ebrahim also fears that he may not win should the elections push through and that is why there is a need to extend the term of the interim government.

“We are very concerned kasi ang tingin namin, nag-i-start pa lang kami. And then parang wala pa kaming tangible na accomplishment talaga na maipakita namin. So ‘yun ang challenge sa amin, na kung mag-eleksyon, baka sabihin ng mga tao, wala naman ginawa ito,” he said in a podcast interview on November 13 with journalist Christian Esguerra on Press One.

He said new transition schedule might not be enough to complete systemic and structural changes in the region, including the crucial decommissioning of combatants under the peace deal’s normalization process. “Kasi nga nakita natin na kailangan talaga na meron. Halimbawa, mabuti kung talagang siguradong manalo kami (in 2022 elections). Pero walang assurance ‘yun kasi anybody’s game na pagka-eleksyon na. Pag hindi, ano mangyayari dun sa other aspects ng negotiation?” he told Esguerra.

Esguerra’s report said BARMM was allocated a much bigger budget compared with the old Autonomous Region in Muslim Mindanao. Its block grant is worth P65.3 billion in this year’s appropriations law, on top of a P10-billion special development fund it was supposed to receive. (Mindanao Examiner)

DATU PIANG, Maguindanao, Nov. 26 (PIA)-- At least 30 sons and daughters of former rebels who died during encounter with government forces underwent a three-day leadership training at the Bangsamoro University of the Philippines, Inc. in Barangay Magaslong here.

The training which centered on the theme,
‘Kabataan, Katungkulan, Tunay na Kapayapaan’, was aimed at dissuading Moro youth from joining the ranks of local terrorist groups. It was facilitated by the troops of the 6th Infantry Battalion led by commanding officer LTC Charlie Banaag and teams from Civil Military Operations Battalion.

The participants came from various villages of Datu Piang.

Lt. Col. Anhouvic Atilano, 6ID spokesperson and battalion commander of the 6th Civil Military Operations reminded participants to internalize the learnings and inculcate in their heart that they will be the future of this generation.

“Through this youth leadership training, somehow, we could strengthen them (youth) to solve the problem in the continuing fight against the local terrorist groups,” Atilano noted adding that the youth’s participation to government efforts could bring peace and development in their community.

The army official also emphasized the importance of good leadership as a key for a strong foundation needed for the youth not to be deceived by wrong ideologies.

Datu Piang, formerly known as Dulawan, is a landlocked municipality in the coastal province of Maguindanao. The place has been a war-torn area in the past that is why the government is doing measures to prevent residents, especially young people, not to easily believe in “the wrong ideology injected to them” by communist terrorist groups. Bukidnon Police Provincial Director Col. Roel Lami-ing said alias 'Ating' is the wife of Dionisio Micabalo also known as “Muling” who has pending cases for various atrocities against innocent civilians and destruction of properties.

Police records showed that Dionisio Micabalo alias Muling is the secretary of the NPA’s NCMRC operating in region 10. He was responsible for burning down a sugarcane plantation owned by Jonathan Salas in barangay New Eden, Pangantucan, Bukidnon for failing to give in to the NPA’s extortion demands.

Alias Muling’s wife, Lorna Micabalo, is also known as (aka) Sarah, Loida, Nancy, and Lorna Prisco.

An improvised bomb, subversive documents, insurgent gears, and medical kits, were among those reportedly recovered from the accused during the joint pursuits of the Army’s 403rd Infantry (Peacemaker) Brigade and Philippine National Police (PNP) by virtue of warrants of arrest for kidnapping, serious illegal detention, murder, attempted murder, robbery, frustrated murder, and illegal possession of explosives. CALOOCAN CITY, Nov. 26 (PIA) -- Philippine National Police Chief, Police General Debold M. Sinas is encouraging more communist New People’s Army (NPA) fighters in other parts of the country to return to the fold of the law and lead new lives with their families.

Sinas said Executive Order No. 70 creating the National Task Force to End Local Communist Armed Conflict (ELCAC) offers many opportunities for rebel returnees to reintegrate with society as useful and empowered citizens under a democratic and free society.

"I encourage our brothers and sisters in arms from Luzon, Visayas, and Mindanao to return to the folds of the law and rebuild their lives with their families,"
he said.

The Chief PNP reiterated this appeal as he welcomed
the surrender of 18 CPP-NPA members operating in Central Visayas over the weekend.

On Saturday, NPA members Yolo Fat and Melborn Sabio, both in their 20’s, were among those who chose to lay down their arms and surrendered to the 703rd Maneuver Company of the Regional Mobile Force Batallion-7 in Barangay Li-ong, Dumanjug, Cebu.

They were both members of Squad 3 Striker Unit operating in Sandayao and Binubojan in Guihulngan City, Negros Oriental.


Police Regional Office-7 Regional Director, Police Brigadier General Albert Ignatius Ferro presented also informed the PNP Chief on the surrender of four former rebels operating in Bohol Province.

Ferro added that another 13 rebels surrendered to authorities on August 21, 2020, and 12 of them were acknowledged by Guihulngan City Task Force ELCAC.


The remaining female surrenderer is now under police custody for having a standing arrest warrant for recruiting individuals to the armed movement for 20 years.

Rebel returnees yielded their assorted firearms, ammunition, a pump boat and voluminous subversive documents to police authorities.

"Majority of the surrenderers were recruited at a young age and were promised to have their own lands if they allied with the organization. Some had served the group for 15 years already," Ferro said.

The PNP Chief recognized the anti-insurgency efforts of the Central Visayas PNP as "a breakthrough to the government's E.O. 70 creating the National Task Force to End Local Communist Armed Conflict (ELCAC) that program offers many opportunities for rebel returnees."

Sinas instructed Ferro to assist the rebel returnees in preparing essential requirements to avail of national government assistance under the Enhanced Comprehensive Local Integration Program (E-CLIP) for full validation.

Meanwhile, Police authorities traced and arrested another notorious member of NPA on Monday, Nov. 23, in Barangay Kaybiga, Caloocan City.

Ronnel Mamauag Gabion was arrested in a joint operation of the PNP Intelligence Group, Regional Intelligence Unit 2, CID, and ISOD of the National Capital Region Police Office.

Gabion is a member of Northern Front KRCV as Vice Squad Leader of West Committee Danilo Ben Command under Platoon Ernesto.


He is also included in the Top 10 Most Wanted Persons in Cagayan Valley Region under the warrant of arrest issued by Regional Trial Court Branch 33 in Ballesteros, Cagayan.

The report said that the arrested suspect is now under police custody for debriefing before heading to Region 2. (PIA NCR)

PASIG CITY, Nov. 26 -- The Armed Forces of the Philippines (AFP) on Thursday reported that a total of 548 minors were employed by Communist Terrorist Groups (CTGs) in armed conflict since 2010.

Data collected by the AFP Human Rights Office (HRO) from field units covering children involved in armed conflict provided factual and verifiable basis for the report.

The figures, which had been recorded as of date are expected to rise, as AFP units continue their inquiry and tender reports on the activities of non-state armed groups.

The AFPHRO submitted to the Commission on Human Rights for appropriate action, a report citing evidence of the New People’s Army’s recruitment of children and involving them in armed conflict.


Colonel Joel Alejandro Nacnac, the AFPHRO Chief, stated that the Communist Party of the Philippines-New People’s Army-National Democratic Front’s (CPP-NPA-NDF) manipulation of minors has shown a nationwide pattern of organized, continuing, and systematic scheme of misuse and abuse of children.

“The rebel group has been repeatedly using minors to actively participate in hostilities to advance their struggle. They violate the rights of the children and subject them to situations that could cost them their lives. These unlawful activities constitute violation of Human Rights and International Humanitarian Law as well as local laws such as RA 7610, RA 9851 and RA 11188,” Nacnac said.

As part of its mandate, the AFPHRO continues to monitor Human Rights and International Humanitarian Law violations committed by non-state armed groups such as the CPP-NPA-NDF. Its rebellion is the longest ongoing-armed conflict in the Philippines with its armed components committing violent activities through the use of guerilla tactics for more than 50 years.

The AFP Chief of Staff, General Gilbert Gapay lauded the efforts of the AFPHRO for continuously exposing the CTGs for their persistent disregard of human rights and use of children in their illegal activities.

“We hope that the Commission on Human Rights will take immediate action on the report submitted by the AFP Human Rights Office. It is our fervent desire to put an end to the immoral and unlawful utilization of our youth by the CPP-NPA-NDF to advance their armed struggle without regard to their well-being,” Gapay said.

CALOOCAN CITY, Nov. 26 (PIA) -- Department of the Interior and Local Government (DILG) Secretary Eduardo M. Año today denounced the so-called Makabayan blocs’ refusal to condemn the CPP-NPA-NDF calling it “a betrayal of public trust” and an “insult” to the reportedly 40,000 victims of Communist terrorism since 1969, which includes thousands of civilians, soldiers, and police officers killed.

In a statement, Año said he is dismayed by the so-called Makabayan bloc’s “blind eye” to the thousands of atrocities committed by the atheist communist-terrorist group.

“If you cannot even condemn the perpetrators of these horrendous crimes against the people in your capacity as elected public officials, there is definitely something wrong. The refusal of the Makabayan bloc to condemn and distance itself from the CPP-NPA-NDF and their crimes is a clear and indisputable betrayal of public trust,”
the DILG chief said.


“Ito po ay hayagang pagbubulag-bulagan sa katotohanan. As elected government officials receiving salary, emoluments and benefits from government, they are morally, ethically and legally required to denounce the communist terrorists whose main objective is to overthrow the government that they are part of,” he added.

In the recent Senate Committee on National Defense hearing on Red-tagging chaired by Senator Panfilo Lacson, former Bayan Muna Partylist Representative and Bagong Alyansang Makabayan Spokesperson Teddy Casiño refused to condemn the CPP-NPA-NDF and said they do not consider them as enemies.

"To simply denounce them as enemies, it closes the door to a healthier engagements... We do not consider them as enemies, we consider them as fellow Filipinos na dapat kausapin," he told the Senate.

Año said that the Makabayan bloc’s statements are clear attempts to wash their hands of the blood of the thousands of victims of CPP-NPA-NDF atrocities through the years.

“Nakakakilabot na tinatawag lamang nila ang walang habas na pagpatay ng mga inosenteng tao, mga pulis at sundalo bilang isang pamamaraan para kanilang tahasang maipahayag ang kanilang agenda,” Año said.

The DILG chief reminded the so-called Makabayan Bloc that the CPP-NPA-NDF is the biggest violator of human rights in the country. Aside from killing soldiers, police and government officials, the party is also infamous for its internal purges which has killed some 3,000-7,000 lives including the Inopacan, Leyte massacre where 67 comrades were summarily executed upon orders of the CPP.

He said that the CTGs steal from the poor and extort from politicians and big and small businesses through revolutionary taxes they impose at gun point otherwise they harass or burn businesses, construction equipment, and the like. Some 600-700 Million is raised annually by the CTGs through illegal means to finance their reign of terror against the people.

“While the regular cadres live in the mountains and survive by extorting money from the poor, party leaders who live in urban areas send their kids to exclusive schools, sport luxury gadgets, and travel abroad frequently. Why do the children of their leaders live luxurious lives while the children of regular NPA cadres live a life of sacrifice and misery? Why is Sison living the life in Europe while his minions toil in the mountains?,” he asked.

He said that it is clear that the CPP-NPA-NDF have degenerated into a rag tag group of bandits, extortionists, and murderers who are no longer fighting for the people but for the financial and personal interests of Joma Sison and his cabal in the above ground political struggle. That is why thousands have surrendered under the DILG’s ECLIP program.

He further said that public data shows that from 2010-2017 alone, more than P5.2-billion of properties have been destroyed by the NPA with 2017 raking in the most damage amounting to P2.8-billion in just a year. “Clearly they are a primary cause of the poverty and misery in rural areas where they operate,” he said.

“As elected Members of Congress, the so-called Makabayan Bloc are required under our Constitution and laws to denounce the CPP-NPA-NDF, why they refuse to do so reveals the truth about their organization and who actually controls them,” he said.

How CPP-NPA-NDP recruits new members

Meanwhile, the DILG Secretary also exposed CPP-NPA-NDF’s recruitment method “preying on the innocents” and targeting the vulnerable sector through front organizations in schools, labor organizations and other groups.

Año said that the CPP-NPA-NDF has been recruiting youths in the universities and farmers, laborers, among others, for decades now that it has become common knowledge.

He explained that the communist-terrorist group convinces recruits to join legal leftist organizations, including party-list groups, to advance their advocacy, capitalizing on the recruits’ idealism “convincing them to air their grievances and take their actions and voices to the streets by participating in public mobilizations and rallies.”

Recruits will then be urged to join special lectures such as Pambansang Demokratikong Paaralan (PADEPA) and Araling Aktibista (ARAK), among others, aiming to make them embrace communist ideology and eventually overthrow the government. “From the theoretical level of indoctrination follows basic mass immersion categorized into Exposure (3-5 days), Immersion (one month), and the Tour of Duty (3-6 months),” Año said.

Exposure to guerilla zones then follows to show them the “real situation” and concretize what have been instilled in them during the PADEPA to strengthen their resolve and embrace the communists’ primary form of struggle which is the armed revolution.

Recruits are also required to take party courses to become a communist party member starting with Basic Party Course and lecture on CPP Constitution followed by Intermediate Party Course and a refresher on the CPP Constitution as a requirement for their second oath as full-time party member.

Eventually, those who are programmed to higher positions are required to undertake Advance Party Course to heighten their knowledge about the party.

Año said that upon completion of the said stages, new party members may opt to stay in the NPA unit where they were immersed and serve as political guide and eventually become a cadre or choose to go back to the white areas or urban areas as recruiter and member of the party branch that constitutes the core of the CPP front organization in schools, factories and other sectors. Sultan Kudarat-PDRRMO distributes free face masks and face shields to the beneficiaries of Retooled Community Support Program (RCSP)-target barangays during the conduct of local serbisyo caravan.

Sultan Kudarat PDRRM officer-in-charge Lovely Joy Hallegado, speaking on behalf of Governor Suharto Mangudadatu, continues to remind everyone to follow health protocols to combat the spread of coronavirus.

“During this time of pandemic, we have to make sure that we are protected. Use a face mask and face shield, wash your hands often with soap and water and observe physical distancing,” Hallegado said.

Sultan Kudarat-PDRRMO, in partnership with the Philippine Army, spearheads the ‘Operation Tuli’, one of the basic healthcare services offered during the caravan.

“Our office deploys nurses and midwives to facilitate free circumcision. Ipo-provide at ihahatid po namin ang inyong mga kailangang serbisyo. This is to make you feel that the government is always here,” Hallegado said.

Hallegado added that through this, residents from far-flung barangays can save money and use it for more important things rather than paying for their travel expenses just to avail of the procedure in the town proper.

Sultan Kudarat-PDRRMO will also equip RCSP-target barangays with valuable training, equipment and materials in making their community more prepared in times of emergencies and disasters.

MANGATAREM, Pangasinan – The province of Pangasinan is still considered insurgency-free despite the sighting of members of the New People’s Army (NPA) that led to the ongoing pursuit operation in the mountainous terrain of this town, the Armed Forces of the Philippines (AFP) said Wednesday.

In an interview, Maj. Mico Magisa, public information officer of the AFP’s Northern Luzon Command (Nolcom), said the encounter happening in the province does not necessarily mean that its insurgency-free status no longer prevails.

“Para sa perspective po namin, an encounter doesn’t mean na ang lugar ay hindi na insurgency free. Mas masasabi nga po natin na insurgency-free ang isang lugar kapag nagkaroon ng encounter lalo na kapag ang encounter na ito ay batay sa information na binigay ng mga community (On our perspective, an encounter doesn’t mean that the area is no longer insurgency-free. We could, even more, say that it is insurgency-free if there is an encounter especially if this encounter was aided with the information given by the community,” he said, adding that an area is considered insurgency-free once the rebels lost their support in the area.

Magisa said public support is crucial to the movement of rebels in the area.

“The encounter on Tuesday is a testament that the people wanted the rebels out,” he said.

He also said that the NPA attack in Sorsogon province, which coincided with the encounter in Pangasinan is isolated.

Magisa said the rebels are on a decline.

“Massive na po yung surrender and as a matter of fact, dito sa ating lugar marami pang gustong mag-surrender ang nakakarating sa amin (Surrenderees are of massive number and as a matter of fact, in our area, there are many more who wanted to surrender as the information given to us,” he added.

With the NPA forces dwindling, Magisa urged the rebels to surrender peacefully and that government forces are ready to welcome their return to the fold of the law.

He advised rebels considering surrender to approach their local leaders — barangay chairperson, or even the town’s local chief executive and the army.

He assured that surrendering rebels will be given their respective rights, and will be assisted on formalizing their surrender and availing of grants including the government's Enhanced Comprehensive Local Integration Program (ECLIP).

The ECLIP provides around PHP700,000 worth of benefits to qualified surrenderers.

They will receive immediate cash assistance worth PHP15,000 and livelihood assistance amounting to PHP50,000 upon surrender, plus government housing once they meet certain criteria, Magisa said.

“They would even get as high as PHP100,000 for every firearm they surrender depending on the quality and caliber of the firearm,” Magisa said.

He added that returnees can also be trained by the Technical Education and Skills Development Authority to assist them in their reintegration under Executive Order No. 70.

As of October this year, the Nolcom recorded around 301 rebel returnees.

The Philippine Army has recovered a high-powered firearm and explosives in a brief clash with the New People’s Army (NPA) on the outskirts of Paranas, Samar on Wednesday.

In a report sent to journalists on Thursday, the Philippine Army said soldiers fought for 10 minutes with five armed rebels in upland Sto. Niño village in Paranas town.

Seized during the operation were one AK47, two improvised grenades, bandoleer, three long magazines, 27 rounds of ammunition, mobile phones, and subversive documents.

No one was hurt on the government side during the gun battle while an undetermined casualty was reported on the terrorist side based on the bloodstains found in the area and route of withdrawal, the military reported.


“The army will continue its offensive against the NPA. We will assure the people of Samar that the Army will continue relentlessly and will use all its resources against the threat group. The government troops will not stop until we see an end to the local communist armed conflict,” said Brig. Gen. Camilo Ligayo, Commander of Philippine Army’s 801st Brigade.

Ligayo urged villagers to work closely with the authorities by reporting any information regarding the NPA movement and activity in their communities.

The NPA, the armed wing of the Communist Party of the Philippines, is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Philippine National Police (PNP) is moving its anti-insurgency program to remote villages in Eastern Samar following the successful conduct of this initiative in upland communities in Samar province.

PNP Eastern Visayas Regional Director Brig. Gen. Ronaldo De Jesus on Thursday said the police-led
retooled community support program (RCSP) is now expanding in the bid to shield poor and far-flung communities from the influence of the New People’s Army (NPA).

In October, the PNP started the conduct of RCSP in seven villages of Llorente town and three in Maydolong town, both in Eastern Samar province.

The Philippine Army takes charge of RCSP in 20 other villages in Borongan City, Llorente, and Balangkayan towns.


“The Army has been conducting the CSP and just this year, the PNP leads the undertaking and renamed it into retooled CSP. We want to make people feel the presence of government especially in remote areas of Samar Island,” De Jesus told the Philippine News Agency (PNA).

From March to October 2020, the PNP-led activity has reached out to nine villages in Basey, five in Sta. Rita, and two in Marabut town.

The mission of RCSP team is to identify issues and concerns in remote communities threatened by the communist terrorist group NPA.

These issues will be raised to the concerned government agencies and local government units for them to address it accordingly.

The task of the teams, according to De Jesus, is to facilitate solutions for those identified problems through the convergence of efforts of different government agencies supervised by the local task force on ending local communist armed conflict (ELCAC).

“This is a tool to attain the whole of government approach in partnership with national government agencies and local government units. Despite calamities in many areas in the country, our government is still here in Samar helping the poor,” De Jesus added.

The official said the RCSP will strongly help to completely wipe out the NPA before the end of President Rodrigo Duterte’s term in mid-2022.

The NPA, which has been waging a five-decade armed struggle against the government, is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.
