Hours after reports of a confrontation between a Chinese coastguard ship and an Indonesian vessel in the South China Sea, a top Chinese diplomat called an Indonesian government official with a plea: Don’t tell the media, we are friends after all.

That request was rebuffed as officials in Jakarta called a press conference to complain about China’s actions. While Indonesia has largely been on the periphery of disputes between China and other nations over the South China Sea, the spat risks drawing the Southeast Asian nation into territorial contests in the oil-and-gas rich waters.

The Indonesian official said his government didn’t want to respond, but was forced to because China’s actions were especially provocative, and fitted a pattern of becoming more assertive in the waters. The official didn’t want to be named because of the sensitivity of the incident. The Chinese embassy didn’t answer four phone calls or reply to two e-mails asking about the call.

The behind-the-scenes diplomacy reveals how both sides generally prefer to keep such incidents under wraps, albeit for different reasons. Indonesia has traditionally avoided publicizing incidents in the South China Sea as it seeks to preserve economically vital ties with China. Beijing is aware of the need for international support, especially as it prepares for a ruling in The Hague on the legality of territorial claims that cross over with the Philippines.

‘Harmonious Relations’

“In the past, when incidents such as this one have occurred, Indonesia has tended to downplay them or even cover them up in the interests of harmonious relations with China,” said Ian Storey, a senior fellow at the ISEAS-Yusof Ishak Institute in Singapore. “But if China starts to try and enforce its jurisdictional claims in Indonesia’s maritime domain, Jakarta will be left with no option but to publicize Chinese actions and push back against Beijing’s assertive behavior.”

China is Indonesia’s largest two-way trading partner and President Joko Widodo is relying on it to fund much of his country’s infrastructure needs. China, keen to create a new "maritime" Silk Road trading route to the Middle East and Europe to complement a revived overland route, was one of Indonesia’s larger foreign investors in the final quarter of 2015 and the government expects it to top the list in the next five years.
Indonesian officials say a fishing patrol caught a Chinese vessel on Saturday trawling within the exclusive economic zone derived from its Natuna islands, which look onto the western section of the South China Sea. Officers detained the crew and began towing the boat. As it neared the Natuna islands, at least one Chinese coast guard vessel rammed the Chinese boat to try and free it, Indonesia Foreign Ministry spokesman Arrmanatha Nasir told reporters.

The government later submitted a protest to China’s charge d’affaires Sun Weide in Jakarta over the incident, which it classified as a violation of the “sovereignty of Indonesia’s territorial waters,” Foreign Minister Retno Marsudi said.

“We told the charge d’affaires that our relationship with China is very good and in this regard we should all respect international law,” Marsudi said. “I stress that Indonesia is not a party to the South China Sea dispute, so we are asking for a clarification about the incident.“
Chinese Foreign Ministry spokeswoman Hua Chunying told a regular press briefing on Monday the incident took place in “traditional Chinese fishing grounds.” Hua said the Chinese vessel was “attacked and harassed” by an armed Indonesian vessel.

Chinese Passports

China claims more than 80 percent of the South China Sea, one of the world’s busiest waterways, based on a so-called nine dash line for which it won’t give precise coordinates. That has brought it into dispute with Vietnam, the Philippines, Brunei and Malaysia, which also claim islands within the line.

In 2012, China issued passports showing the nine dash line encroaches on the exclusive economic zone off the Natuna Islands, but not the islands themselves. Indonesia hasn’t recognized the claim.

China’s actions in the South China Sea are testing Widodo, better known as Jokowi, who has made protecting fishing grounds against illegal encroachment a priority under his vision to turn his country into a global maritime power. The administration has blown up several dozen ships from Vietnam, Malaysia and other countries that were seized while fishing in the archipelago of 17,000 islands.

Natuna Warships

The Indonesian navy has in recent months started deploying more warships in the Natuna area and is pushing to reclaim airspace in the sensitive military area that’s currently controlled by Singapore. Natuna has 51 trillion cubic feet of recoverable gas reserves, a third of the country’s total, according to the energy ministry.

The latest incident was first publicized on Sunday by Susi Pudjiastuti, the fisheries minister, who has become a popular member of Jokowi’s cabinet for her strong stance against illegal fishing boats.

“The very heart of Jokowi’s ‘global maritime fulcrum’ vision is a determination to protect Indonesia’s sovereignty,” said Natalie Sambhi, a research fellow at the Perth USAsia Centre focusing on Indonesian foreign and defense policy. “Staying silent in this case will be a sign that his administration is willing to tolerate sovereignty violations when the going gets really tough.”

China Missiles

The incident follows others this year that have focused attention on China’s intentions in the disputed waters, including the placement of surface-to-air missiles on an island in the Paracel chain and preventing Philippine boats accessing fishing grounds in the Spratly chain.

The Global Times, a newspaper published by the Communist Party’s flagship People’s Daily, urged both sides to show restraint and focus on shared interests such as a high-speed rail link that China is building between Jakarta and Bandung.

"China does not wish for disputes with several neighboring countries in the South China Sea all at the same time,” the paper said in an editorial Wednesday. “The Natuna Islands belong to Indonesia,” it said. “China has no objection to it. But Indonesia’s EEZ is overlapping part of the nine dash line, which makes fishery disputes in the area inevitable.”

It’s unclear if the Chinese actions were calculated to test Indonesia’s resolve or were a captain going beyond the standard operating procedure, said Euan Graham, director of the international security program at the Lowy Institute in Sydney. The exact location of the incident will be crucial as to whether Indonesia takes a harder position, he said.

“Intrusions around the EEZ are not new, and Indonesia under this administration and the previous ones have taken a deliberately non-confrontational approach,” he said.

“What could flip that is if this was proven to be in violation of Indonesian sovereignty. It would be very difficult for the government to say one law applies to Thailand and Vietnam, and not to China.”

FORT BONIFACIO, Taguig City – A distinguished Army senior officer who played a key role in promoting peace, reconciliation and development in Central Mindanao leads this year’s awardees for the Philippine Army’s 119th founding anniversary celebration.



Maj. Gen. Edmundo R Pangilinan, the Commander of the Army’s 6th Infantry Division, received the Gawad sa Kapayapaan award for his significant contributions to internal peace and security, and for supporting the government’s peace initiatives in Central Mindanao.

A total of 24 Army personnel and civilians were recognized during the anniversary celebration.

Joining Maj. Gen. Pangilinan were Col Juvymax R Uy who was conferred with the Philippine Legion of Honor (Degree of Legionnaire) for his services as Group Commander of the Army’s Intelligence and Security Group; and Col Francisco D Millare, Commanding Officer of the 77th Infantry Battalion, who was given the Outstanding Achievement Medal.

The Distinguished Conduct Star was given to 1LT Dionizer Mark O Delos Santos, the then platoon leader of the 41st Infantry Battalion, 5th Infantry Division.

Lt. Col. Rosendo C Abad Jr. received the Distinguished Service Star for his services as the then Group Commander of the 6th Special Forces Company, Special Forces Regiment (Airborne), Special Operations Command.

The Gold Cross Medal was awarded to 2LT Franz Arvin R Balmaceda of the 73rd Infantry Battalion, 10th Infantry Division and Cpl Cliforduin O Bade of the 8th Scout Ranger Battalion, First Scout Ranger Regiment, Special Operations Command.

Other awardees include Lt. Col. Wilfredo B Manalang, who received the Military Achievement Medal; Col Cirilito E Sobejana, receiving the Gawad sa Kaunlaran; PFC Leonel G Torrel, who was awarded with the Bronze Cross Medal; Sgt Victorio M Ang, receiving the Military Merit Medal; CAFGU Active Auxiliary Gregorio P Laginan, who received Kagitingan sa Barangay (Maginoo) award; PFC Erenio S Besonia Jr., the Philippine Army Enlisted Personnel of the Year; CAA Sandy P Sentelices, the Philippine Army CAFGU Active Auxiliary of the Year; Ms Nelda V Maghanoy, Philippine Army Model Supervisor of the Year; Ms Virginia H De Luna, Philippine Army Model Employee of the Year; 1LT Abdul K Dumpao, Philippine Army Best Reservist of the Year; Cadet First Class Jestoni R Kimpalong, Philippine Army Best ROTC Male Cadet of the Year; and Cadet First Class Jenny Joy V Tindaan, Philippine Army Best ROTC Female Cadet of the Year.

Meanwhile, for his part, Army chief Lt. Gen. Eduardo Ano said the Philippine Army continues to develop its capability building and, in the next few years, would eventually transform into a world-class Army.

Ano reported the Army had issued to the troops a total of 56,843 modern M4 rifles as replacement for the Vietnam war-era M16.

He said a total of 144 refurbished armored vehicles, including six armored vehicles equipped with remote controlled weapon systems, have been commissioned, along with 60 field ambulance units and 300 light utility vehicles.

Other capability upgrades include the more that 2,000 units of radio and communication equipment for more effective command and control.

“We’re also expecting the delivery of more infantry fighting and fire support vehicles, 155 millimeter howitzers, light utility vehicles, 60-millimeter mortars, 40-millimeter grenade launchers, rocket launcher units and 50-watt armored vehicle configuration radios,” Ano said.

CAMP GUILLERMO NAKAR, Lucena City (DWDD) – AFP Southern Luzon Command operations foiled NPA atrocities when at least three (3) NPAs were killed, eight (8) high powered firearms that includes two (2) M60 machine guns and 34 Improvised Explosive Devices (IEDs) were recovered, Monday (March 21), in separate operations in Camarines Sur and Oriental Mindoro.

NPA 4

In the 1st District of Camarines Sur, the 902nd Infantry Brigade under Brigadier General Amador T. Tabuga launched an operation targeting NPAs believed to be planning an attack on a military patrol base.

M-16 A1 Rifle

The operation led to a 45-minute firefight between the troops of 49th Infantry Battalion against a still undetermined number of NPAs in Barangay San Rafael Norte, Lupi, Camarines Sur at 5:55 p.m. resulting on at least two (2) NPAs killed, recovery of one (1) M60 machine gun, one (1) M16 rifle and several rounds of ammunition.

Also, troops sent on clearing operations recovered one (1) M14 rifle in Barangay Belwang, Lupi, Camarines Sur at 10:30 p.m. same day.

At 6:30 a.m. of March 22, 2016, clearing operations at the encounter site yielded one (1) KG9 rifle and 28 IEDs.

IEDs

In the 4th District of Camarines Sur, 901st Infantry Brigade Commander Brigadier General Claudio L. Yucot launched an operation to thwart NPAs planning an attack on another military patrol base in Caramoan town.

At 12:15 p.m. troops from “A” Company, 83rd Infantry Battalion and a quad of CAFGU Active Auxiliaries (CAA) engaged 15 NPAs in a 15–minute firefight in Barangay Antolon of Caramoan, Camarines Sur that resulted on one (1) NPA killed and recovery of two (2) M16 rifles, one (1) grenade launcher and six (6) IEDs.

Meanwhile, the clearing operations of the 203rd Infantry Brigade under Colonel Gavin D. Edjawan yielded one (1) M60 machine gun in Barangay Morente in Bongabon, Oriental Mindoro.

M14 Rifle

AFP Southern Luzon Command Chief Lieutenant General Visaya has given marching orders to the troops to continue the fight and hit deeper the NPAs in their lairs and neutralize them.

SOLCOM is also optimistic that the on-going operations will yield positive results “I commend the outstanding leadership of our commanders with their dedication and commitment to serve the country and people,” said Lieutenant General Visaya.

“Also key to the success of the operations is the cooperation of the masses,” he added. Lieutenant General Visaya described the encounters as temporary in pursuit of an all-out peace in the region. “We want to put an end to the fears and sufferings of the people living in the countryside,” said Lieutenant General Visaya. “We want the people live a happy life,” he said. Government soldiers killed three New People’s Army (NPA) guerrillas and seized 34 improvised bombs and eight high-powered firearms in separate operations in Camarines Sur and Oriental Mindoro, a military spokesman said.

Lt. Col. Angelo Guzman, spokesperson, Armed Forces of the Philippines (AFP) Southern Luzon Command (Solcom), said that in Lupi, Camarines Sur, the 902nd Infantry Brigade under Brig. Gen. Amador Tabuga launched an operation against the communist rebel group after learning that they were planning an attack on a military patrol base.

The operation led to a 45-minute firefight between the Army troops and a group of NPA rebels in Barangay San Rafael Norte around 5:55 p.m.

Two NPA members were killed while two high-powered firearms – an M60 machine gun and one M16 rifle – and ammunition were recovered as a result of the operation.

Also, troops sent to conduct clearing operations recovered one M14 rifle in Barangay Belwang, also in Lupi town around 10:30 p.m. on same day.

The next day at 6:30 a.m., one KG9 rifle and 28 improvised explosive device (IED) were recovered as soldiers continued to conduct clearing operations.

In Caramoan town also in Camarines Sur, soldiers from 901st Infantry Brigade under Brig. Gen. Claudio L. Yucot also launched an operation to thwart a reported plan of the NPA to attack another military patrol base in said municipality.

At 12:15 p.m. Army troops together with a squad of CAFGU Active Auxiliaries (CAA) engaged 15 NPA gunmen in a 15–minute firefight in Barangay Antolon, resulting in the death of one rebel and recovery of two M16 rifles, one grenade launcher, and six IEDs.

Meanwhile, the clearing operations of the 203rd Infantry Brigade under Col. Gavin Edjawan yielded one M60 machine gun in Barangay Morente in Bongabon, Oriental Mindoro.

After a few days of lull in fighting, government forces and rebels clashed again in the town of Datu Salibo in Maguindanao on Tuesday morning.

Capt. Jo-Ann Petinglay, spokesperson of the military’s 6th Infantry Division, said military troops were conducting security operations in Sitio Balas in the village of Tee when they were attacked by members of the Bangsamoro Islamic Freedom Fighters (BIFF) at around 10:20 in the morning.

The soldiers were harassed by more or less 30 fully armed BIFF members that prompted the troops to return fire,” Petinglay said.

BIFF spokesperson Abu Misri Mama confirmed the attack, saying that there would be no letup in their attacks if the soldiers would continue “intruding” their territory.

“The attack was initiated by our members in the area,” Mama said.

The firefight lasted for about 40 minutes until the rebels withdrew.

Petinglay said there were no reported casualties on both sides.

The BIFF was created by former Moro Islamic Liberation Front commanders who left the organization after a series of serious disagreements on the conduct of the peace negotiations with the government.

Military bomb experts on Tuesday detonated a powerful improvised explosive device planted by Bangsamoro Islamic Freedom Fighters (BIFF) rebels along a major highway in Datu Unsay, Maguindanao.

While members of the military bomb disposal team were attending to the road side bomb, hundreds of commuters plying portions of the Cotabato-Davao highway, particularly in Datu Unsay, were stranded for about an hour beginning at 7 a.m.

Citing reports from the 2nd Mechanized Infantry Battalion, Capt. Joann Petinglay, 6th Infantry Division spokesperson, said the improvised bomb fashioned from a mortar round with black powder and metal sheets as shrapnel, was found strapped on a steel road railing in Barangay Iganagampong, Datu Unsay.

Police said the IED was first found by motorists passing by the village and quickly alerted an Army detachment about 400 meters away.

Bomb experts detonated the IED using water disruptor.

IED has been a regular armament of the BIFF that it had been using against military. 
The BIFF has been blamed for at least 40 roadside bombings in Maguindanao this year.

Obviously, according to the military, the IED was meant for government forces passing by the Maguindanao major thoroughfare.

Abu Misri Mama, BIFF spokesperson, denied his group was behind the attempt. Instead, he pointed an accusing finger at the Army.

“It’s military tactic, then put the blame on us,” Mama said.

Five government forces were killed and 30 others were hurt in roadside bombings when the Army launched offensives against the BIFF in Datu Salibo, Maguindanao for attacking workers of a government flood control project.

Five civilians, including the town treasurer of Datu Salibo, were also killed when the BIFF set off a roadside bomb on the treasurer’s vehicle mistaken as Army truck in Datu Saudi Ampatuan, also in Maguindanao.

2 injured in Zamboanga bomb blast

From the Sun Star-Zamboanga (Mar 22): 2 injured in Zamboanga bomb blast

WOMAN and her daughter were wounded in a bomb explosion in the village of Tumaga, Zamboanga City on Tuesday morning, the police reported.

Senior Inspector Helen Galvez, Zamboanga City police spokesperson, said the blast happened around 4:35 a.m., Tuesday, at Sitio Presa Mayor in Barangay Tumaga.

Galvez identified the victims as Merta Lobetaña, 62, and her daughter, Marivic Abne. They were both taken to the hospital.

Police investigation showed that the victims were asleep when an unidentified person lobbed a pillbox-type of explosive into their house.

Galvez said investigation continues to identify the perpetrator.

The United States said Tuesday it is ''reassessing'' China's participation in a large naval drill in the Pacific this year, amid tensions with Beijing over maritime claims.

China took part in RIMPAC -- the largest international naval exercises in the Pacific involving some 20 countries every two years under US leadership -- for the first time in 2014.

But soon after China's initial participation, aimed at reducing distrust, renewed incidents caused tensions to flare up anew.

China's land reclamation and military buildup in the South China Sea have drawn international condemnation, including from the United States.

The Chinese "have an invitation for RIMPAC and we will continue to review that," Defense Secretary Ashton Carter told the House Armed Services Committee.

"Our strategy in the Asia Pacific is not to exclude anyone, but to keep the security architecture going there, in which everyone participates," he testified at a hearing.

"China is, however, self-isolating... that's why all these partners are coming to us."

"We are constantly reassessing" the opportunity to have China participate in the exercise, Carter added.

US Pacific Command chief Admiral Harry Harris has warned lawmakers that Beijing was "clearly militarizing" the South China Sea.

Washington recently struck an accord with the Philippines, making it possible for US forces to rotate through five bases there -- including those close to the South China Sea.

China claims virtually all the South China Sea, despite conflicting partial claims by Brunei, Malaysia, Vietnam, Taiwan and the Philippines.

It has been asserting its claim by occupying more reefs and outcrops in these waters, and building artificial islands, including airstrips on some of them.

This year, RIMPAC is due to take place in June and July. RIMPAC 2014 involved 23 counties, some 50 ships, six submarines and more than 25,000 troops.

3 NPA rebels killed in CamSur clashes

THREE New People’s rebels were killed and a large cache of firearms and explosives were recovered in clashes with government forces in Camarines Sur on Monday, the military reported yesterday.

The first encounter, which occurred in Barangay San Rafael Norte in Lupi town at 5:55 p.m., claimed the lives of two rebels, according to Maj. Virgilio Perez, public affairs officer of the Army’s 10th Infantry Division.

Troops from the 9th ID’s Division Reconnaissance Company were on combat operation in the barangay when they encountered about 30 rebels, triggering a 45-minute firefight.

During clearing operations, the troops recovered the bodies of the two still unidentified rebels, an M60 machine gun, an M14 rifle, a KG9 rifle, 28 improvised explosive devices, ammunition, and rebel documents.

In Caramoan town, troops from the Army’s 83rd Infantry Battalion clashed with an undetermined number of NPA rebels while on security operation in Barangay Antolon at around 12:15 p.m.

The 15-minute firefight resulted in the death of another rebel, who remained unidentified, and recovery of two M16 rifles, an M203 grenade launcher, six improvised bombs, and bandoleer.
No soldier was reported killed or injured in the two incidents.

Meanwhile, troops from the Army’s 203rd Brigade recovered an abandoned M60 machine gun during a pursuit operation against NPA rebels in Barangay Morente in Bongabong, Oriental Mindoro Monday. 

The military said the troops were pursuing a group of rebels responsible for the killing of a soldier and four militiamen in a firefight in Bongabong last March 15. The clash also left two soldiers and two militiamen wounded.

The Southern Luzon Command is preparing for bigger and intensive military operations against the New People’s Army to thwart and isolate the rebels from the civilian communities as the local campaign is about to start for the May 2016 polls.

Solcom chief Lieutenant General Ricardo Visaya, however, clarified that all operations will be “focused and temporary only” based on confirmed and verified intelligence operations.

“I have issued marching orders to the troops to continue the fight and hit deeper the NPA in their lairs and neutralize them. I’m optimistic that the ongoing operations will yield positive results,” Visaya said.

“Also key to the success of the operations is the cooperation of the masses,” he added.

Just last week, the NPA launched tactical operations in different parts of the Bicol region killing and wounding almost a dozen soldiers and scores of wounded.

But on Monday, government troopers also killed 3 communist fighters and recovered 8 high-powered firearms that include 2 M60 machine guns and 34 Improvised Explosive Devices in separate encounters in Camarines Sur and Oriental Mindoro.

According to 902nd Infantry Brigade commander Brigadier General Amador Tabuga, his troops had encounter an undetermined number of NPA rebels believed to be planning an attack on a military patrol base in Barangay San Rafael Norte, Lupi, Camarines Sur.

“It was a 45-minute firefight between the troops of the 49th Infantry Battalion and the rebels. Two rebels were killed, an M60 machine gun and an M16 rifle including several rounds of ammunition were recovered,” Tabuga said.

During pursuit, the soldiers recovered an M14 rifle in Barangay Belwang, Lupi. On Tuesday, the pursuing soldiers also recovered a KG9 rifle and 28 IEDs.

Another encounter by elements of the 901st Infantry Brigade under Brig. Gen. Claudio L. Yucot in Caramoan town killed a rebel and the recovery of 2 M16 rifles, a grenade launcher and 6 IEDs.

Yucot said the encounter against the rebels lasted for 15 minutes that were also joined by a squad of Cafgu Active Auxiliaries in Barangay Antolon.

Meanwhile, the clearing operations of the 203rd Infantry Brigade under Colonel Gavin Edjawan yielded an M60 machine gun in Barangay Morente in Bongabon, Oriental Mindoro.

WITH only 100 days left in his term, President Benigno Aquino III on Tuesday thanked the military for its professionalism and said he was proud to be leaving an armed forces with “high morale, high recognition and high respect from the people.”

“Here is the Army and AFP which we will pass on, as I bid goodbye as commander-in-chief: A military with high morale and fully prepared for any challenge; a military with high recognition, and high respect from the people; a professional military with strong principles,” Aquino said during the 119th anniversary of the Philippine Army in Taguig City.

During his speech, Aquino also said that his administration was able to implement 68 big-ticket projects worth P58.43 billion for the modernization of the entire AFP. Of these, 26 projects estimated to cost P7.79 billion went to the Army.

Aside from the AFP modernization, Aquino also cited the 61,000 units completed for the AFP-PNP Housing Program, the livelihood programs for active and retired members of the AFP, and the increase in monthly combat pay and subsistence allowance.

At the same time, PA commander Lt. Gen. Eduardo Ano lauded the country’s leaders for helping bring about the military services much-needed modernization.

Ano said the PA, in 2015, has already received 56,844 R-4 carbine units, which were replacement of the Vietnam-era M-16 automatic rifles, 124 additional armored vehicles, six armored personnel carriers fitted with .50 caliber remote-controlled weapon systems, 60 field ambulances and 300 light utility vehicles.

Ano said these additional equipment will make the PA more responsive and capable in its security and disaster alleviation missions.

Aside from these, 2,000 assorted radio and communication equipment were also acquired by the PA, giving it much effective command-and-control over its various units.

For 2016, the PA chief said they are expecting the arrival of additional infantry fighting and fire support vehicles, brand-new 155mm howitzers, light utility vehicles, 60mm mortars, 40mm grenade launchers, rocket launcher light units and 50-watt armored vehicle configured radios.

All within about 12 hours yesterday a barangay kagawad and three others were killed, while three were injured in shooting, hacking and stabbing incidents in Cadiz City, Negros Occidental, with Army soldiers among the suspects

The police has placed Army Sgt. Zosimo Mariquit, PFCs Pat Lopez, Jhonryl Postrado, Franklin Delamor, Gerald Dator and Darrel June De Leon of the 62nd Infantry Battalion under its custody, pending investigation of a shooting incident that left two dead and three injured at about 4:20 a.m. yesterday in Purok Azucena, Brgy Banquerohan, Cadiz City.

The six Army soldiers were immediately subjected to paraffin tests, to determine who among them fired the shots that killed were Mark Hipone Zarraga, 21, a fishpond laborer of Purok Dungca-an, Brgy Tinampa-an,  Cadiz City, and  Charice Decara Solitario,  15 and a grade 8 student of Binangca-an, Brgy Daga Cadiz City, Supt. Edel Jose Manzano, Cadiz City police officer-in-charge, said.

  Tricycle driver Jerry Carampatana Mesa,  31, fishpond laborer Wilson de la Peña Baliquidang, alias Nick Nick Baliquidang, and Michael Monteban Carampatana, 17, of Purok Dungca-an, Brgy. Tinampa-an, Cadiz City, also sustained gunshot wounds, he added.

Investigations of the Cadiz City police showed that officials of a homeowners association requested the Army soldiers, who, according to Col. Francisco Delfin, 303rd Infantry Brigade commander, were conducting Bayanihan Team Activities in the barangay, for assistance after a shooting incident, as the suspects fled from the crime scene.

The Army soldiers on board a tricycle and accompanied by barangay tanods, chased a tricycle, where the suspects were among the passengers, Manzano said.

Based on the claims of Army soldiers, Manzano said they were fired at by occupants of the tricycle, who ordered them to stop. The Army soldiers fired a warning shot, but it was answered with a shot from occupants of the tricycle, he added.

This prompted the Army soldiers to return fire, Manzano said.

An improvised hand gun with a live ammunition of an M-16 rifle in its chamber, allegedly thrown by occupants of the passenger tricycle was recovered by Delamor, and endorsed by Mariquit to the Cadiz City police.

Also recovered at the scene were four spent shells of an M-14 rifle, three empty shells of M-16 rifle and a pellet.

Before the incident, Manzano said a certain Mark Dulin reported to the police that Baliquidang shot his companion, an alias Biboy, with an improvised hand gun. But Biboy was not hit, the police said.

Manzano said they will also subject the five high-powered firearms, endorsed to them by the Army soldiers, to ballistic tests today at the PNP Crime Laboratory in Bacolod City.

The six Army soldiers will be placed under police custody for 36 hours, he added.
But Manzano said charges will definitely be filed against them for the death and injuries of civilians.

Delfin, who described it as an unfortunate incident, said they will abide with and respect whatever will be the recommendation of the police after their investigations of the shooting incident, that reportedly involved Army soldiers.

Delfin said they are coordinating with the families of the victims, on what assistance could be extended to them, in coordination with the city government of Cadiz.

‘NO WHITEWASH'

Senior Supt. William Señoron, provincial police director of Negros Occidental, assured the families of the victims that there will be no “white wash” in their investigations of the incident.

Manzano, meanwhile, said the killing of Banquerohan kagawad Danilo Porras and his neighbor, Crispin de los Santos, in the same purok of the barangay, at about 5 p.m. yesterday, had nothing to do with the shooting incident.

This time, the stabbing and hacking incidents were triggered by personal grudges.
De los Santos, who was under the influence of liquor, entered the backyard of Porras, and stabbed him.

Porras, retaliated by hacking de los Santos with a bolo.

Both were declared dead on arrival at the Cadiz Emergency Clinic, Manzano said.

A heavy lift firm BigLift Shipping said it loaded three Australian naval vessels, Balikpapan-class Landing Craft Heavy (LCH), intended for delivery to Philippines. “Last week our Happy Buccaneer loaded three Navy Landing Crafts,” BigLift Shipping said March 21.

“Two vessels were loaded in Darwin and one in Cairns. All three with destination Cebu – Philippines,” BigLift Shipping said.

These vessels – former HMAS Balikpapan, HMAS Wewak and HMAS Betano – were decommissioned from the Australian Navy service then acquired by Philippines at a giveaway price, within 10 to 15 percent of the actual value of vessels.

The acquisition was after two vessels of same class were donated by Australia to Philippines. Donated vessels were commissioned as BRP Ivatan (formerly HMAS Tarakan) and BRP Batak (ex-HMAS Brunei) to Philippine Navy last year.

“These vessels will reduce our dependence on the kindness of other nations; we will be able to accelerate delivery to different parts of the Philippines, and more promptly send aid, supplies, and other heavy equipment such as bulldozers, which are needed for clearing and relief operations,” President Benigno S. Aquino III said during his last State of the Nation Address (SONA).

The Chinese government said it has no other choice but to strengthen its supervision in Bajo de Masinloc also known as Panatag Shoal and Scarborough Shoal. This is after China claimed that Filipino fishermen provoked and disobeyed the Chinese Coast Guard operating within the said territory early March.

Bajo de Masinloc was a traditional fishing ground for Filipino fishermen and a shelter during bad weather, until China restricted access in 2012.

“Chinese official vessels, acting in line with law, persuaded illegal Philippine fishing vessels to leave this area. But the Philippine ships refused to obey, and some people aboard even waved around machetes and flung fire bombs, carried out deliberate provocation, and attacked the Chinese law enforcers and official boats,” Chinese Foreign Ministry Spokesperson Hua Chunying said today in a press conference.

According to her, Filipino fishermen “intruded into lagoons without any permission, trawled illegally in relevant waters and illegally stayed for a very long time.”

“China has no other choice but to strengthen supervision in waters off Huangyan Dao (Scarborough Shoal) to uphold sovereignty as well as safety and order in the relevant waters,” she said.

Few days ago, US Chief of Naval Operations Admiral John Richardson said the US Navy detected increased Chinese activity including survey activity in Bajo de Masinloc.

Philippine sailors threw "fire bombs" and brandished knives at Chinese government vessels during a dispute over contested fishing grounds in the South China Sea, Beijing said Tuesday, March 22.

Philippine media this week said local fishermen had been rammed by the Chinese coast guard while fishing off Scarborough Shoal, which China has occupied since a 2012 stand-off but which lies within the Philippines' claimed exclusive economic zone.

The incident is the latest in a series of sometimes violent disputes between China and other claimants to the South China Sea – through which about a third of all the world's traded oil passes – that have put the region on edge.

Speaking at a regular press briefing, Chinese foreign ministry spokeswoman Hua Chunying said that the Philippine fishing vessels had "defied" orders to leave the area.

"People on Philippines' vessels even brandished knives and hurled firebombs at Chinese ships," she said, adding that the attacks were intended to "deliberately provoke" Chinese law enforcement vessels "and seriously endanger the order and safety of Huangyan's territorial waters."

Scarborough Shoal is known as Huangyan in China.

Tensions in the South China Sea have mounted in recent months since China transformed contested reefs into artificial islands capable of supporting military facilities.

China claims almost all of the sea, including some islands currently controlled by the Philippines. Beijing has never clearly defined its claims to the strategic region.
Manila has brought a case before an international tribunal to rule on the disputes over territories, including Scarborough Shoal.

The move has infuriated Beijing, which insists the matter is outside the court's remit.
A ruling on the matter is expected before May.

The Philippine Army recently inaugurated ‘Balay Pagbag-o’, its half-way house for former rebels who want to return to the folds of the government.

Located within the compound of Camp Major Nelson Gerona of the 303rd Infantry Brigade, the inauguration was graced by Governor Alfredo G. Marañon Jr., Assistant Commander of the 3rdInfantry Division BGen. Dinoh Dolina and Brigade Commander of the 303rd Infantry Brigade Col. Francisco Delfin.

Balay Pagbag-o will house these former rebels who will also be hired and trained to work at the Army’s wellness farm for their livelihood, a release from the Provincial Information Office said.

Rev. Fr. Brian Butanas of the St. John Bosco Parish Church blessed the renovated six-room building funded by the Provincial Government.

This is in line with the 119th Anniversary celebration of the Philippine Army.

Meanwhile, newly-elected officers of Youth for Peace Philippines – Negros Occidental Chapter who participated in the Youth Leadership Summit were sworn into office by Marañon.

Marañon said that he is very happy to see the enthusiasm and sincerity of the youth to serve the country.

He enumerated the various programs and projects undertaken by the provincial government and urged them to remain true to their commitment and help combat the rampant spread of drugs in the country.

“Let us work together for the future of our province and our new Negros Island Region,” Marañon added.

The Balantang Memorial Cemetery National Shrien deserves to be a tourism zone because of the story of heroism and gallantry that visitors should know.

Speaking during the 71st anniversary of the Liberatiion of Panay, Veterans Affairs Office Administrator Ernesto Carolina said Ilonggos should lobby to make the Balantang Memorial Cemetery National Shrine a place where tourists go and visit to experience their history.

“Let those who visit find the common link between history and people, those who fought for freedom in this corner of the country,” Carolina said.

He told Ilonggos, war veterans, their families and the police and the military, to visit the place often.

“The lives of your heroes are here told in the memorial shrine and yours is the obligation to preserve them,” Carolina added.

In recalling history, Carolina said that the Balantang Shrine was built in honor and memory of the gallant men and women of the 6th Military District under the command of Gen. Macario Peralta, who liberated the island of Panay from the Japanese Imperial Army during World War II.

It is the only military cemetery built outside of Metro Manila and the site of the bloodiest revolution, which lasted for more than a month.

It was declared a national shrine in 1994.

Its features include the 64 feetMD Pylon which stands at the center of the shrine bearing the National Historical Commission Marker dedicated to the freedom fighters of Panay; the Wall of Memories unveiled in 2008, which bears the name of 2,421 freedom fighters who perished iduring the Pacific War.

Further, there is also the Museum which displays World War II documentary pictures, relics and ammunitions, a bust of Gen. Peralta and his personal memorabilia.

In the shrine is the Peralta Hall which houses the administration building and the Veterans Hall, and at the far end is the tomb of Gen. Peralta and his wife Natividad.

Meanwhile, Carolina, who is also the Defense Undersecretary, asked Ilonggos to maintain the cleanliness and sanctity of the shrine and preserve it for the next generations.

“On top of it, I urge you to be ambassadors of the shrine, tell people about it, let them learn of real love of country as shown by our heroes buried in this place and those who are still living to tell their stories,” he added.

President Benigno S. Aquino III on Tuesday led the awarding of medals to outstanding soldiers during the 119th founding anniversary of the Philippine Army (PA) in Fort Bonifacio, Taguig City.

The President was joined by Defense Secretary Voltaire Gazmin, Armed Forces of the Philippines (AFP) Chief of Staff Gen. Hernando Irriberi, and PA Commanding General Lt. Gen. Eduardo Año in the presentation of awards and plaques of recognition to those who have contributed to the accomplishment of the Army's mission.

The Distinguished Conduct Star, the second highest combat medal after the Medal of Valor, was conferred to 1Lt. Dionizer Mark delos Santos for his "acts of conspicuous courage and gallantry in action" during an encounter with New People's Army rebels in Abra last November.

Delos Santos, a member of the Philippine Military Academy Class of 2008, led a platoon from the Army's 41st Infantry Battalion during the firefight that resulted in the death of five rebels.

In his speech, President Aquino thanked the Army for living up to its mandate of "securing the land and serving the people".

"Ito na nga po ang imahen ninyong maiiwan sa karaniwang Pilipino: isang Hukbong Katihan at Sandatahang Lakas na lagi nilang maasahan, na siyang katuwang sa pagsusulong ng estabilidad at kaayusan sa mga pamayanan. Mula rito umuusbong ang kumpiyansa na siyang kailangan sa pagsusulong ng progreso,” he said.

“Sa tuwing merong bagyo, sa harap ng matinding buhos ng ulan at hagupit ng hangin, nariyan ang Sandatahang Lakas at iba pang mga kasapi ng gobyerno, gumagawa ng paraan na mai-clear ang kalsada para makapasok ang ayuda, gaya na lang ng nasaksihan natin noong mga bagyong Yolanda, Ruby, Lando, at iba pa. Sa ganitong pagkilos, talagang batid ninyong nasa likod ninyo ang ating mga Boss, at ang dulo nito ay isang virtuous cycle ng tiwala, pag-aambagan, at positibong pagbabagong makabubuti para sa ating lahat."

With only 100 days left as commander-in-chief, President Aquino said he is proud to leave the AFP with a high morale and the respect of the Filipino people.

"Ito na nga po ang Army at AFP na ipapamana natin bilang isang namamaalam na Commander-in-Chief: Isang hukbo na napakataas ng morale at handang-handa para sa anumang hamon; isang hukbo na tangan ang pagkilala at respeto ng taumbayan; isang hukbong propesyonal at may matibay na mga prinsipyo," he said.

The President also noted the 68 big-ticket projects worth Php 58.43 billion that have benefited the AFP. The amount included the Php 7.79 billion for facilities and equipment upgrade.

President Aquino also mentioned that aside from livelihood programs for active and retired uniformed men, 61,000 units have been completed under the AFP-PNP Housing Program.

"Sa paglalakbay natin sa Daang Matuwid, sinasabi ko... na karangalan kong makapaglingkod bilang inyong pinuno at Commander-in-Chief. Balang-araw, matatanaw ko ang puntong ito ng ating kasaysayan nang may pagmamalaki. Kasama ng Army at buong AFP, ginawa natin ang tama at isinabuhay natin ang katotohanang ‘The Filipino is definitely worth fighting for’," he said.

Recipients of the Gold Cross Medal were 2Lt. Franz Arvin Balmaceda of the 73rd Infantry Battalion and Corporal Cliforduin Bade, a gunner of the 8th Scout Ranger Battalion. Col. Juvymax Uy, commander of Task Force Zamboanga, was presented the Philippine Legion of Honor (Degree of Legionnaire) for his "exceptionally meritorious and valuable service rendered" as commander of the Army's Intelligence Security Group "during the actual conduct of extensive and intensive case build-up and intelligence operations" from September 21, 2014 to May 3, 2015.

The other awardees were Col. Francisco Millare (Outstanding Achievement Medal); Lt. Col. Rosendo Abad, Jr. (Distinguished Service Star); Major Gen. Edmundo Pangilinan (Gawad sa Kapayapaan); Lt. Col. Wilfredo Manalang III (Military Achievement Medal); Col. Cirilito Sobejana (Gawad sa Kaunlaran); Pfc. Leonel Torrel (Bronze Cross Medal); Cpl. Military bomb experts on Tuesday detonated an improvised explosive device planted by outlawed Bangsamoro Islamic Freedom Fighters (BIFF) along a major highway in the province.

While members of the military bomb disposal team were attending to the roadside bomb, hundreds of commuters plying portions of the Cotabato-Davao highway, particularly in Datu Unsay, Maguindanao, were stranded for about an hour beginning at 11:00 a.m.

Citing reports from the 2nd Mechanized Infantry Battalion, Capt. Joann Petinglay, 6th Infantry Division spokesperson, said the improvised bomb fashioned from a mortar round with black pweder and metal sheets as shrapnel, was found strapped on a steel road railing in Barangay Iganagampong, Datu Unsay, Maguindanao.

Police said the IED was first found by motorists passing by the village and quickly alerted an Army detachment about 400 meters away.

To prevent accidental explosion, bomb experts detonated the IED using a water disruptor.

IED has been a regular armaments of the BIFF that it had been using against military.
 
The BIFF has been blamed for at least 40 roadside bombings in Maguindanao this year.

According to the military, the IED was meant for government forces passing by the Maguindanao major thoroughfare.

Roadside bombing is very dangerous, especially if bombs are placed on areas where civilians regularly commute.

Five government forces were killed and 30 others were hurt in roadside bombings since the Army launched offensives against the BIFF in Datu Salibo, Maguindanao for attacking workers of a government flood control project.

Five civilians, including the town treasurer of Datu Salibo, were also killed when the BIFF set off a road side bomb on the treasurer's vehicle mistaken as Army truck in Datu Saudi Ampatuan, also in Maguindanao.

An official of the Millennium Challenge Corporation (MCC) lauded the implementation of the Kapitbisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS), which is a recipient of USD120-million grant and additional USD12-million incentive grant from the United States government.

KC-MCC is one of the modalities of the community-driven, poverty alleviation program that was implemented in the country since 2011. It is being implemented in six regions in the country, including Western Visayas.

“We’re very happy about the result of the compact,” said MCC resident country director John A. Polk in today’s last leg of the series of learning forum for the program that will officially close on May 2016.

Polk said that with the successful implementation based on their scorecard, Philippines become eligible for second MCC compact, which is another five-year program.

KC-MCC is present in 3,760 barangays of the country’s six chosen regions benefitting almost a million Filipino families said Tomi A. Cabueños Jr., national program manager of KALAHI-CIDSS.

The PHP6.25 billion project, to already include the fund from the Philippine government, translated to 3,970 sub-projects with 3,297 sub-projects already completed.

The program implementation also benefited 290,000 volunteers who availed of various trainings conducted and employed 164,267 individuals.

Marivic E. Anoñuevo, managing director and chief executive officer of the Millennium Challenge Account-Philippines (MCAP), said that the program manifested how people could deliver if you will just capacitate them and if given the chance to develop their potentials.

MCA oversees the implementation of the program in the Philippines.

“More than the physical projects we have funded, we hope that this will bring about people participation in governance, community development and that it will be something for generations to come,” she said.

Meantime, DSWD assistant Secretary Felipe S. Ramiro Jr. said that the proposed second compact between the government and the MCC is a challenge although the first grant showed how the community-driven program is working on the ground.

“DSWD looks forward to partnering again with MCC and MCAP in terms of really institutionalizing community-driven development as an approach to genuine empowerment of the poor people in the Philippines,” said Ramiro.

Polk, meantime, said that the second compact will provide counterpart requirements while the first one was a grant.

However, he added that despite no counterpart was required during the first compact, yet they saw the significant contribution of the government and the locales to ensure the success of the program.

President Benigno Simeon Aquino III has announced that millions of pesos worth of infrastructure projects have been lined up for this province.

The President made this announcement during his visit to to this town on Monday, where he spearheaded the inauguration of the 131.18-kilometer Basilan Circumferential Road (BCR).

Mr. Aquino said the concreting of the Basilan Transcentral Road (BTR) Phase I covering 21 kilometers is ongoing. The project cost is PhP252 million.

The BTR links one town to the other passing through the center of the province while the BCR is the major road that links all the municipalities and cities of this province.

Phase I of the BTR started from the highway in Barangay Sta. Clara to Barangay Bohe Nange in Lamitan City to the barangays of Kapatagan Small, Kapatagan Grande and Masola in Isabela City.

President Aquino said Phase II of the BTR covering 34.30 kilometers worth PhP806.05 million is scheduled for bidding.

The second phase is from the highway in Barangay Lower Mahayahay to Upper Mahayahay in Maluso town to Masola in Isabela City and then to Sampinit, Punoh Mahadji, Dahingan, Tumahubong in this municipality.

Once completed, the President said the travel from this town to Isabela City will be shortened by one hour while it will just take 45 minutes from Maluso to Isabela City.

The President said the concreting of almost 20 kilometers road from the municipality of Al-Barka to Tipo-Tipo town is completed.

He said the national government has also allocated PhP274.61 million for the construction of farm-to-market-roads and water system projects in this province.

For the fishery sector, President Aquino said PhP67.7 million has been allocated for the construction of municipal fish ports and community fish landing centers.

These projects will be constructed in this municipality and in the towns of Maluso, Akbar, Hadji Mohamad Ajul, Lantawan, Tabuan Lasa, Ungkaya Pukan, Tipo-Tipo as well as in Lamitan City.

The President said so far, the national government through the Department of Public Works and Highways (DPWH) has allocated PhP14.85 billion from 2011 to 2016 for infrastructure projects in this province.

Thousands of Grade 5 boys and girls from different public elementary schools in North Cotabato have gathered in Barangay Dualing, Aleosan, North Cotabato today for the 6th Gov. Lala Taliño-Mendoza Summer Kids Peace Camp (SKPC), a three-day camp initiated by Mendoza to promote peace, understanding and appreciation among Christian, Moro and Lumad children or Tri-People living in the province.

Norito T. Mazo, Community Affairs Officer I and SKPC provincial coordinator, said the youth of the province has been anticipating this event.

“It is the much awaited activity every summer where we gather as many fifth graders and teach them the importance of peace as well as developing leadership skills among them,” Mazo said in a statement.

As in previous youth peace camp, the participants have started exploring differences in religion, culture, faith, belief and tradition then find common denominator.

Mazo said this yearly the youth have already recognized their crucial roles to play in the universal efforts for lasting peace in North Cotabato and in the island of Mindanao which has been beset war and conflict for decades.

“To put the children in the activity and let them talk about personal beliefs and how they view things as well as telling their stories, are the things we want to happen and these are brave and noble acts from the young participants,” Mazo said.

For the past six years, the camp has helped more than a hundred thousand children to better understand themselves and their peers through the lectures and trainings of SKPC.

From Aleosan, the three-day camp series will be conducted in all the municipalities and lone city (Kidapawan) throughout April and May.

As her brainchild to encourage unity, camaraderie and peace among the Tri-People by engaging the youth, Mendoza hoped that children will be opened to new doors in SKPC.

“Through the camp, we aim to make the youth understand the complexities of their religious identities, culture and the rest of their beliefs and developed a sense of trust and confidence with each other and erase animosity, confusion and fears,” Mendoza said.

In 2015, close to 25,000 5th graders successfully completed the three-day camping held in various public elementary and high schools in North Cotabato where they acquired peace initiatives, leadership skills training and even environmental protection and basic survival skills.

At the end of the three-day camp, Mendoza believed that the participants, after spending three days together will develop good relationships and create a stronger bond among Christians, Moro and the Lumads.

“The camp aims to find a way for children of different religions to appreciate each other’s important place in the society and develop consciousness that despite their differences they need to learn to exist together peacefully,” Mendoza said in a statement.

Dr. Omar Obas, DepEd Cotabato schools division superintendent, described the youth camp as “life-changing experience for children” as they blend and connect with another, celebrate their differences and eventually create stronger, inclusive relationships.

Aside from DepEd, the SKPC as a peace initiative gained support from local officials who provide logistical and other support to ensure the success of the activity.

Children aged 10-11 years old are selected to undergo trainings in SKPC because as incoming Grade 6, they still have one year to apply all the learning and re-echo these to other grades or to their respective communities.

For many participants, it would be first time for them to be away from home for three days. But knowing the significance of the camp, parents and guardians gave their permission to their children to join and let the facilitators, trainers and support staff take charge of them.

USS Ohio arrives at Subic Bay

The Ohio-Class submarine USS Ohio (SSGN 726) on Tuesday arrived here for a visit as part of its deployment to the Western Pacific.

With its 150 crew and officers, Ohio will conduct missions and showcase the latest capabilities of the U.S. Navy’s submarine fleet.

Measuring 560 feet long and displacing more than 18,000 tons of water when submerged, Ohio is one of the largest and most versatile submarines in the world.

It is capable of supporting a vast multitude of missions, including anti-submarine warfare, anti-surface ship warfare, tomahawk strike, naval special warfare involving special operations forces, and intelligence, surveillance and reconnaissance.

Ohio is equipped with advanced sonar, fire control, and weapons systems and state-of-the-art sound silencing equipment allowing it to conduct its missions while remaining completely undetected.

Commissioned in 1981 as SSBN-726, Ohio was once the lead boat of the Ohio-class ballistic missile submarine.

From 2002 to 2005, Ohio underwent an extensive refuel and overhaul where it was converted from a ballistic missile submarine into a guided missile submarine.

Ohio was re-commissioned in 2005 as SSGN-726.

Equipped with dual drydock shelters, Ohio is uniquely capable of supporting extensive naval special warfare operations.

Ohio is armed with up to 154 tomahawk cruise missiles, far more than any other submarine or surface warship, and can launch its entire payload in a matter of hours while remaining submerged.

Ohio is homeported at Naval Base Kitsap in Bangor, Washington but remains forward deployed out of Apra Harbor, Guam, for most of its 16-month operational cycle.

It is manned by two separate crews (Blue and Gold) who alternate every four month.

The Department of Social Welfare and Development here committed to the completion of 62 remaining projects with little less than three months left before the Kapitbisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (KC) funded by the Millennium Challenge Corporation (MCC) comes to end in May this year.

Rebecca Geamala, regional director of DSWD in Western Visayas, revealed that 438 or 87.6 percent of the 505 sub-projects amounting to some Php653.557 million are already completed.

“I would like to ensure that we will be able to finish the sub-projects and closely monitor these, because we are looking forward for (another) assistance from our partner here,” she said in today’s press conference following the learning forum relative to the culmination of the KC-MCC in May.

These sub-projects are composed of 233 projects for basic social services such as school, day care center, health station, basic access infrastructure like bridges and farm to market roads; 68 environmental protection and conservation like sea wall and slope protection; 16 skills training on welding and handicraft, among others and 15 community production, economic support and common service facilities such as pre and post harvest facilities.

Aside from sub-projects, it also provided employment to 13,950 individuals in the region.

KC-MCC is funded by the government of the United States in a form of a grant.

The country’s 160,000-strong national police force will receive in April the first tranche of additional benefits package contained in Executive Order No. 201 by President Benigno S. Aquino III, effective Jan. 1, 2016, PNP spokesperson Chief Supt. Wilben Mayor said on Tuesday.

Mayor said that the grant of additional benefits, in the form of monthly Provisional Allowance for Military and Uniformed Personnel, Officers’ Allowance and increased Hazard Pay will be implemented in the next pay period in April 2016.

PNP Director for Comptrollership, Police Director Danilo S. Pelisco announced that the corresponding increase in differentials for January, February and March 2016 will be released on Wednesday, through the individual Land Bank of the Philippines ATM payroll accounts of PNP personnel.

EO 201, issued by President Aquino on Feb. 19, 2016, orders the implementation of a Modified Salary Schedule for civilian personnel and additional benefits to military and uniformed personnel over a 4-year period starting 2016 until 2019.

The first tranche of the monthly provisional allowance for uniformed police personnel ranges from Php342 for Police Officer 1 to Php 2,651 for Senior Police Officer IV; and Php 4,092 for Police Inspector to Php9,708 for Police Chief Superintendent.

The Hazard Pay of uniformed PNP personnel will be increased from the current monthly rate of Php 240 to Php 390 this year with subsequent annual increases up to Php840 in 2019.

Police Commissioned Officers with rank of Police Senior Superintendent to Police Director General will receive monthly Officers’ Allowance ranging from Php1,000 to Php 9,000 in the first tranche of implementation.

PNP Non-Uniformed Personnel (NUP), meanwhile, will receive the first tranche of the Modified Salary Schedule in April, with corresponding salary increase differential payable on March 23, 2016.

EO 201, also entitles all state workers to Mid-Year and Year-end bonuses beginning 2016 equivalent to one month basic salary.

Five US Navy ships will be participating in this year's "Balikatan" excercises, a military spokesperson confirmed Monday.

Capt. Celeste Frank Sayson, "Balikatan" spokesperson, however did not give the names and exact types of the participating American ships except one of them will be most likely a "guided missile destroyer."

He said the number of American ships to join the annual joint maneuvers could still climb as the listings are not yet final.

US Navy ships are expected to participate in the maritime interdiction exercises which will held off the eastern side of Palawan.

Sayson said two Philippine Navy ships are slated to participate in this activity.

He defined maritime interdiction as military efforts to deal with pirates and other vessels not cleared or without permission to enter Philippine territorial waters.

"Balikatan 2016" is scheduled to start on April 4 and end on the 15th.

An estimated 3,773 Filipino soldiers and 4,904 US troops will take part in the two-week military maneuvers.
