AFP and SCAA troops suffered six casualties after encountering a unit of the New People’s Army under the Western Agusan Norte-Agusan Sur Sub-regional Command (NPA-WANAS) in Purok 7, Brgy. Zellovia, Talacogon, Agusan del Sur in August 5, 2014, around 6:20 AM.

One regular soldier was killed while three others were wounded, while one member of SCAA was killed and another was wounded.

At around 6:20 AM, the Red fighters first encountered around 15 SCAA troops. They are serving as rabid guards of Provident Tree Farm Incorporated (PTFI) which was then harvesting mangium and falcata trees. After a few moments of firefighting, the NPA safely withdrew after the SCAA troops mixed in with civilians. A SCAA member, Carlito Perez, was killed here while another was wounded.

At around 6:40 AM, 26th IB troops quickly reinforced. Their battalion headquarter is only a kilometer away from the encounter site. But an NPA team employed a command detonated explosive against the reinforcement unit and a few minutes of firefight ensued afterward. One soldier was killed while another three were wounded.

On the other hand, the NPA unit safely withdrew after the two incidents.
The NPA has successfully punished these fascist troops which serve as protectors of the interests of PTFI, a landgrabber, environmentally-destructive and exploitative company in Agusan del Sur.

MILF: Editorial -- Moro-Christian unity platform

Zamboanga City Mayor Maria Isabel Climaco-Salazar, in her characteristic style, has again lashed out to the MILF for allegedly “violating the GPH-MILF ceasefire” when men allegedly identified with it are engaged in mining activities in sitio Tarlamgit in Barangay Baluno of this city.
  
True or not, the Mayor is not the proper person or authority to say whether the mining activity is legal or illegal; rather, it should be the Department of Environment and Natural Resources (DENR). Moreover, mining activity has nothing to do with the ceasefire between the government and MILF and does not deserved to be entertained directly in Manila.

This is not the first time that Climaco had excessively overacted to reports related to the MILF. In January this year, she protested to the alleged attempt of some MILF members to put up an MILF political office in Barangay Cawit, which turned out later as not really accurate. She capped her hysterical tendencies by “insulting” members of the Bangsamoro Transition Commission (BTC) who paid her a courtesy call on February 12. However, the visitors kept their cool and never hit back at the virtual tongue-lashing.

It is a pity that a public official like Mayor Climaco still pursues a confrontational platform or policy rather than dialogical approach. She is a far cry from the ways of the late Zamboanga City Mayor Cesar Climaco, who endeared himself to the Muslims for his fairness, understanding, and accommodation. (Of course, Beng Climaco does not directly belong to the blood line of the late mayor).

In the long run, confrontational approach would backfire, because history showed that in the end the way of peace will always prevail over the path of antagonism. A politician in Central Mindanao, pursuing the same antagonistic policy of dividing Moros and Christians, had lost in two successive elections when another candidate presented herself, with a clear platform of Moro-Christian dialogue or unity. The Moro votes made the routing possible and complete.

It is not farfetched that a similar situation would emerge in Zamboanga City. There are many Christians in the City who do not subscribe to the ways and styles of the Mayor. On the part of the Muslims, only few stooges and collaborators speak for the flawed policy of the Mayor while the overwhelming majority remains defiant in their hearts. Among other facts, they know the history of the city that it was once the capital of the Moro Province from 1903 to 1913. The Moros, therefore, are part and parcel of the City and shall remain so forever. 

Regarding her stiff opposition to the inclusion of Zamboanga City to the proposed Bangsamoro political entity, we assure her that the MILF has no such intention. It is not clear in the Framework Agreement on the Bangsamoro (FAB) that waters can provide contiguity which can be used by the inhabitants therein to petition for inclusion once a plebiscite is called for the purpose. In the same vein, the FAB did not state either that waters cannot provide contiguity. It is totally a gray area that it is better part of judgment to treat it that way.

However, for whatever reason or reasons, ambitions, hatred, prejudices, or selfish or vested interests should and must not be used or allowed to suppress the basic right of people especially Moros to self-determination. What appears in this city now is that Mayor Beng Climaco seems to have arrogated to herself the right of the people to freely express their right to self-determination.

Various sectors in Pagalungan, Maguindanao representing members of the MILF Political Committee, private sectors, youth, the academe and representatives from non-government organizations convened last August 1 and expressed their strong support and commitment to the MILF – GPH Peace deal in whatever possible means.
   
Prof. Badrodin S. Abdulkadir, Dean of the Institute of Middle East and Asian Studies (IMEAS), University of Southern Mindanao (USM), kabacan, North Cotabato who represented the academe expressed his commitment to the peace pact between the two peace panels and urged those in attendance to join him in extending support to the Moro people’s struggle for lasting and sustainable peace in the Bangsamoro homeland.

He recalled that from the start of the negotiation both panels agreed that the MILF shall not pursue its demands for independence and the government not to invoke the constitution as basis for negotiation.

Shiekh Hussain Abbas, one of the local leaders called on the participants to be united and trust Allah in achieving the aspiration of the Moro people. He added, “We should be true Muslims in order to gain love and mercy of Allah (SWT).

Before concluding his message, he reminded the participants on the principles invoked and followed by the late MILF Chairman Shiekh Salamat Hashim in pursuing Jihad Fi Sabilillah.

He encouraged the youth to seek knowledge or pursue their studies not just for their social and economic well-being but as a form of worship to Allah (SWT).

Shiekh Hashim was born in Kudal, Pagalungan, Maguindanao and the founder of the MILF. The participants expressed their commitment and full support to the agreements signed by the GPH and MILF. At the end of the gathering, the participants expressed their commitment for the wholesome development of the youth and to continue supporting the struggle.

On their part, the Youth Sector of Pagalungan Political Committee contemplates to conduct Youth Empowerment Programs as initial step towards developing the spiritual, social, economic and political well-being of the youth. The gathering was facilitated by the Pagalungan Political Committee headed by Datu Ali “Datu Genda” Simpal and his Municipal Secretary Mr. Said A. Taluyan.

Moro Islamic Liberation Front 1st Vice Chairman Ghazali Jaafar said on Wednesday, August 6, “That there is no truth to reports that the Moro Front is engaged in mining activity in any part of Mindanao, including Zamboanga City.
  
He expressed dismay on the report involving MILF members who allegedly took samples of mineral products at Barangay Baluno, Zamboanga City on July 31, that according to Chairman Jaafar could imperil the peace agreement signed the GPH and the Moro Front.

“Mining is not part of MILF’s agenda and our people are not engaged in such activity,” Jaafar told a local radio station here in reaction to an allegation by the city government that MILF men, led by a certain Bob Jumadil took samples of mineral products at said barangay, Philstar quoted Jaafar saying.

Jaafar said the city government should have first verified the report with them to determine whether the group involved really belongs to MILF or merely using the name of the organization.

Jaafar said while mining is allowed provided they first secure legal documents, the group does not tolerate any of their members to engage in this activity.

The MILF’s reaction came after Mayor Ma. Isabelle Climaco-Salazar brought the case before Presidential Peace Adviser Secretary Teresita Deles.

Climaco-Salazar said Deles ordered the Coordinating Committee on the Cessation of Hostility to look into the allegation.

The Negotiating Panels of the Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF) condemn in the strongest possible terms the recent spate of violence against innocent civilians in Talipao, Sulu.

The July 28 attack, which reportedly killed 25 people including a three-month old infant and an 85-year old elderly woman, is a direct violation of the sanctity of life that is a basic precept of Islam. Even more tragic, it was done on Eid’l Fitr, the supposedly joyful and festive day marking the breaking of month-long Ramadhan fasting.

The GPH and MILF Panels grieve with the families of victims of the massacre. We continue to work in an endeavor to halt indiscriminate violence and we are one with the people of Sulu in this shared responsibility to build peace in our communities.

More than 12,000 residents of Zamboanga City will march on August 11 to proclaim their advocacy for peace amid the conflict between Muslim and Christian groups in Mindanao.

“Peace does not belong to one person, but it is everyone’s responsibility to become a messenger of peace. If one truly cares for their nation, they would work together to establish an international law for the cessation of war and violence,” said Man Lee, chair of the international non-profit organization Heavenly Culture, World Peace, and Restoration of Light (HWPL) which organized the event. The walk is in response to recent clashed between the Moro National Liberation Front and the local government in Basilan and Sulu.

Prominent religious leaders, such as Archbishop Romulo Dela Cruz and Deputy Mufti for Western Mindanao Sheikh Abdulwakil Tanjilil, as well as government officials, such as Mayor of Zamboanga Maria Isabelle Climaco-Salazar, Governor of Basilan Jum Jainudin Akbar, Vice Governor of Sulu Abdusakur Tan II, Governor of Tawi-Tawi Sadikul A. Sahali, lawyer Paulino Ersando, and Chairman of the Indigenous People Council of Leaders Dr. Pendatun Laja. About 5,500 students from Western Mindanao State University and Ateneo de Zamboanga University will also join the event.

HWPL will host next month a landmark World Alliance of Religions: Peace Summit 2014 in Seoul, South Korea. The summit will bring together top religious and government leaders, as well as the youths from the Middle East, Europe, Africa, Asia, and the United States.

The Philippine Army announced it overran on Thursday a New People’s Army rebel camp in Lopez town in Quezon and recovered communist documents and explosive devices.

Col. Roderick Parayno, Army chief in Quezon, said soldiers on foot patrol in the village of Sta. Rosa led by Lieutenant Nelmar Rico chanced upon the rebel encampment at 5 a.m. and engaged some 15 armed rebels in a fierce firefight.

The firefight lasted for 15 minutes after which the rebels were forced to abandon their camp and retreated in different directions.

No soldier was hurt in the clash, he said.

Parayno said the soldiers found 11 makeshift shelters or bunkers in the NPA camp.

“The camp could accommodate more than 20 rebels,” Parayno said over the phone.

The soldiers also recovered three explosive devices and a backpack containing communist documents, he said.

The Philippine Army’s 71st Infantry Battalion on Wednesday night seized high powered firearms, ammunition and improvised explosive device (IED) detonating accessories at a civilian residence in Barangay Elizalde, Maco town in Compostela Valley Province.

Civil Military Officer 1LT Joeaser C. Escares Jr. of the 71st Infantry “Kaibigan” Battalion, 7ID, PA, disclosed that the seized materials included four M16A1 rifles, one M653 rifle and two AK-47 rifles, one M203 40mm grenade launcher, ammunition, electrical wires and IED firing devices.

According to Escares, the “Peace and Development Team” (PDT) seized the firearms after a guard on duty noticed the movements of a man near their post at around 9 p.m., prompting him to check using night vision goggles.

The duty guard immediately alerted the members of the team members and approached the person, who ran away after seeing the team.

In a press brief, Escares said they chased the person until they reached Purok 4 of Barangay Elizalde near a certain Allan Montecalvo's house. They immediately checked the house and saw the firearms through a hole.

They are not however sure if the person they chased was Montecalvo, who is reportedly the spokesperson of Indug Kautwan, a group identified with the militant organization fighting against military atrocities and human rights violations.

LTC Denis M. Tanzo, the 71st Infantry Battalion Commanding Officer, lauded the confiscation of the firearms, saying “These weapons will surely inflict damage to both military and civilian lives.”

The Philippine National Police (PNP) will celebrate its 113th Police Service Anniversary on Friday in simple rites with President Benigno S. Aquino III at the PNP national headquarters in Camp Crame, Quezon City.

In a statement, Chief Supt. Reuben Theodore Sindac, chief of the PNP-Public Information Office, said that in commemoration of more than a century of commitment and dedication of police officers, President Aquino is expected to raise concerns and major accomplishments related to national peace and order issues.

The PNP celebrates August 8 as Police Service Anniversary in commemoration of the joint founding anniversaries of the Insular Constabulary established in 1901 and the Integrated National Police organized in 1975, both forerunner organizations of the PNP.

The 113th Police Service Anniversary is celebrated with the theme: “Pulisya Kaagapay ang Mamamayan para sa Patuloy na Kapayapaan at Kaunlaran.”

Sindac said that among the highlights of the ceremony, Department of Interior and Local Government (DILG) Secretary Manuel Roxas II and PNP chief, Police Director General Alan Purisima, will assist the Chief Executive in presenting awards and decorations to PNP units and personnel with outstanding achievements.

Leading the awardees is Police Deputy Director General Felipe L. Rojas Jr., the Deputy Chief PNP for Administration, who will receive a Plaque of Recognition for outstanding achievement in the field of Police Administration.

Rojas was cited for his management and supervision from the preparation until the execution of the 34th ASEANAPOL Conference, where the PNP earned accolades from the Chief of National Police of the ASEAN, held on May 12-16, 2014 at Sofitel Philippine Plaza, Manila.

Sindac said that also to be cited is Criminal Investigation and Detection Group (CIDG) Director, Police Director Benjamin B. Magalong, to receive a Plaque of Recognition for outstanding achievement in the field of Criminal Investigation.

Magalong was cited for leading the CIDG in cleansing its ranks to ease out misfits within the organization, made various innovations to enhance the competence of crime investigators, and initiated various investigations that led to high profile police operations which earned positive response from the public.

Meanwhile, the police unit awardees are following:

Police Regional Office 9, for outstanding achievements in the campaign against threat groups;

Anti-Cybercrime Group, for outstanding achievements in the campaign against Transnational Crimes;

Regional Public Safety Battalion Cordillera and Zamboanga City Public Safety Company, for outstanding achievements in the campaign against threat groups;

Criminal Investigation and Detection Group, for outstanding achievements in the campaign against wanted persons; and

Armed Forces of the Philippines (AFP) chief-of-staff Gen. Gregorio Pio Catapang has ordered the Air Force leadership to investigate and determine quickly what caused one of its brand-new W-3 "Sokol" combat utility helicopters to crash a few minutes after getting airborne in Camp Ranao, Marawi City Thursday afternoon.

"The AFP chief-of-staff, Gen. Gregorio Pio P. Catapang Jr. has already directed the Commanding General of the Philippine Air Force, Lt. Gen. Jeffrey F. Delgado to determine the cause of the accident," AFP public affairs office chief Lt. Col. Ramon Zagala said.

All the seven other "Sokol" are to be grounded pending the results of the investigation.

Two W-3A "Sokol" combat utility helicopters had just taken off at the headquarters of the 103rd Infantry Brigade in Camp Ranao in Marawi City when one of the aircraft crashed around 2:23 p.m. after the pilot apparently lost control when heavy winds struck the helicopter.

The crashed "Sokol" was then serving as backup aircraft for Secretary of National Defense Voltaire T. Gazmin who was aboard the other aircraft along with Interior Secretary Manuel Roxas II.

The other "Sokol" carrying Gazmin and Roxas has safely arrived in its destination at Langundingan Airport about 3:13 p.m.

"As a result of the crash, one crew from the chopper was wounded while a civilian was injured.

The helicopter was airborne for three minutes when it encountered difficulty. It was flying at the height of 50 feet.

At the time of the crash, the helicopter was transporting 4th Infantry Division commander Major Gen. Ricardo Visaya, some of his staff, the helicopter crewmen and civilian staff of the Department of National Defense.

LA TRINIDAD, Benguet—A joint team of police and military intelligence operatives arrested a top leader of the New People’s Army (NPA) in the Cordillera Region in Jaro, Iloilo last Tuesday, a senior police official said.

Chief Supt. Roberto Soriano, deputy regional director for administration, said the operatives nabbed Eduardo Almores Esteban, secretary of the Ilocos-Cordillera Regional Committee, near Landheights Subdivision in Barangay Bantala, Jaro.

“Esteban is listed number one in the Order of Battle. He has a P5.8 million prize on his head,” Soriano said.

Esteban, 60, who was hiding in Iloilo, was the highest NPA official in the Cordillera Region to fall. Operatives reported it took about three months of tight surveillance operation to pin down Esteban.

The NPA leader also faced murder charges in Abra and Ilocos Sur. The trial courts in Bangued and Candon City have issued warrants for his arrest.

Soriano said Esteban will be turned over the court in Abra where he faced charges of rebellion and several counts of murder and frustrated murder.

He said the arrest of Esteban was a big blow on the insurgency movement in the Ilocos and Cordillera regions and he expect other NPA leaders to fall in the next several months.

“We will continue to intensify our operations against the remaining remnants of the communist movement in our areas of jurisdiction so that they will be forced to yield  and we can bring lasting peace in the remote villages in the region,” Soriano said.

In Cabanatuan City in Nueva Ecija, a trial court in the capitol compound suspended its hearings following a bomb alert that turned out to be a hoax, court officials said.

Executive Judge Primo Sio said a court personnel received a call about a bomb set to explode inside the courthouse and he immediately ordered employees to leave the building.

The army’s explosives ordnance and disposal team responded to call for assistance and used trained dogs to go over the building and later declared the area safe.

At least seven people have been reported killed while more than 5,000 people have been displaced in the wake of a clash caused by rido (family feud) in Basilan province since Sunday, the National Disaster Risk Reduction and Management Council said Thursday.
 
In its 8 a.m. report, the NDRRMC said the violent fight started at 8 p.m. Sunday, and involved the families of Abubakar Palaman and Jabbar Sandiki in Barangay Lower Cabengbeng in Sumisip town.
 
Citing initial details, the NDRRMC said the fighting displaced 1,050 families who sought refuge with their relatives in Barangays Upper Cabling, Sapa Bulak, Languyan, Mebak and Etub-Etub.
 
Of the seven fatalities, four were from Palaman's group while three were from Sandiki's group.
 
The Office of Civil Defense in Autonomous Region in Muslim Mindanao has coordinated with the Municipal Disaster Risk Reduction and Management Office in Sumisip and Provincial Disaster Risk Reduction and Management Office in Basilan in addressing the matter.

Malacañang on Thursday downplayed reports that the peace agreement between the Philippine government and the Moro Islamic Liberation Front was nearing collapse, as the two sides continue to disagree on the provisions of the proposed Bangsamoro Basic Law.
 
Communications Secretary Herminio Coloma Jr. said that the government and the MILF were determined to come up with a mutually acceptable bill providing for the creation of a new Bangsamoro political entity.
 
"Dapat lang po siguro na iwasan ‘yung mga maliligalig na espekulasyon hinggil diyan dahil patuloy pa rin naman po sa pagsisikap na makabuo nitong Bangsamoro Basic Law," Coloma told reporters in a news briefing.
 
He added that both parties were focusing on what they could agree on, and not on points of contention.
 
"Sa ganitong proseso, ang higit na pinag-uukulan ng pansin ay kung paano magkaroon ng common ground o ‘yung pinagkakasunduan at hindi ‘yung mga hindi pinagkakasunduan," Coloma said.
 
On Wednesday, Reuters quoted MILF chief negotiator Mohagher Iqbal as saying that the group "cannot accept this proposed law as it is."
 
The news agency described Iqbal's statement as "the first public indication that the agreement is close to collapse."
 
 
Coloma, for his part, reiterated the government's hope that the two panels finish the draft bill soon.
 
The crafting of the Bangsamoro bill has been stalled in the past months after President Benigno Aquino's legal team supposedly made changes to the draft submitted by the Bangsamoro Transition Commission. 
 
Last month, government chief negotiator Miriam Coronel-Ferrer said certain provisions in the draft Bangsamoro law may be unconstitutional.

Armed Forces of the Philippines public affairs office chief Lt. Col. Ramon Zagala on Thursday downplayed claims that the reward offered by the US government for Zulkifli bin Abdul Hir, alias Marwan, had been already been given to an informant.
 
"There was no reward given because his death was not validated. The only way to validate is to physically see his body or if its confirmed by DNA (test). Thats the only way you can validate it and thats the only time when you'll give the reward," Zagala said.
 
Marwan is the leader of the Southeast Asian regional terrorist network Jemaah Islamiyah. He turned out to be alive after being reported killed in an air strike in Sulu in 2012.
 
But Zagala said military operations were ongoing to neutralize Marwan, who was linked to the deadly Bali bombings in Indonesia in 2002.
 
Intelligence Service of the AFP chief Maj. Gen. Eduardo Año on Wednesday said there were strong indications that Marwan was alive. He cited reports of Marwan's presence in Central Mindanao.
 
In February 2012, then AFP Western Mindanao Command chief Lt. Gen. Noel Coballes said Marwan, an alleged Jemaah Islamiya member Mohammad Ali, and 13 Abu Sayyaf men were killed in an air strike in Parang, Sulu.
 
But Zagala maintained the military "never said [Marwan] was dead."
 
"There was a report that he was killed in that air strike. However, it was never validated. Therefore, we consider him as alive," Zagala said.
 
"He is somewhere in Mindanao, specifically where I cant reveal to you. But there are ongoing operations against him...He is hunted by the government. He is subject by law enforcement operation," he added.
 
But Zagala said Marwan was already "ineffective" because he was on the run.
 
"As far as we are concerend, he is ineffective and we will get him sooner or later," he said.

ZAMBOANGA - A 30-year-old fisherman was abducted by at least three armed men off Barangay Bolong, east of Zamboanga City past 2 p.m. on Wednesday.

According to the Zamboanga City Police Office, Bong-bong Sabado was on board a fishing vessel along with six other fishermen when they were robbed by three armed men on board a motorized boat.

Authorities said the suspects were looking for the captain of the fishing vessel.

But after failing to find the captain, they instead took Sabado and brought him to their boat.

The armed men left a supposed extortion letter addressed to all the operators and owners of fishing vessels in the area.

They were asking for P2,000 protection money per fishing vessel every month.

Raymond Muriedas, owner of the fishing vessel used by Sabado, said the suspects left contact numbers in their letter.

Muriedas said he already turned over the letter to the police officers handling the case.

He said extortion activities in the area had stopped a few years ago following the death of a certain Commander Kamsa in a fierce encounter with local policemen in Naga, Zamboanga Sibugay.

Local operators of fishing vessels are now asking for additional security personnel along the coastal areas of Barangay bolong.

A number of kidnapping incidents has been reported in Zamboanga City in the past few years, targeting low-profile victims ranging from fishermen to local teachers.

Police said kidnap-for-ransom groups have been zeroing in on these so called easy targets, asking for a small amount of ransom for the freedom of each victim.

Troopers from the 46th and 71st Infantry Battalions have recovered an arms cache during operations in Purok 4, Barangay Elizalde, Maco town, Compostela Valley Province Wednesday night.

This took place 9: 30 p.m., Capt. Ernest Carolina, 10th Infantry Division spokesperson, said in a message to the PNA.

The alleged owner of the arms cache was a certain Allan "Em-Em" Monticalvo.

Recovered were four M-16A-1 automatic rifles, an M-653 rifle and two AK-47 automatic rifles.

The arms cache was discovered after a man was seen entering Monticalvo's house through a hole in the wall.

Carolina added that the latter has no business storing these weapons as he is a civilian.

Appropriate charges are now being prepared against Monticalvo.

The Armed Forces of the Philippines (AFP) announced that one of the two Air Force W-3A "Sokol" combat utility helicopters crashed upon its take-off at the Army’s 103rd Brigade Headquarters based in Camp Ranao in Marawi City Thursday afternoon.

The "Sokol" chopper crashed about 2:23 p.m. due to loss of control when heavy winds struck the aircraft.

The helicopter was supposed to serve as backup helicopter for Defense Secretary Voltaire T. Gazmin and Interior and Local Government Secretary Manuel "Mar" Roxas II, who were aboard the other aircraft.

The other chopper carrying the two Cabinet secretaries has safely arrived in its destination at Langundingan Airport, Cagayan de Oro City about 3:13 p.m.

As a result of the crash, one crew from the chopper and a civilian were wounded.

The AFP hopes for the fast recovery of those wounded who are now being treated with proper medical care.

PA chief Lt. Gen. Hernando DCA Iriberri together with Army officers, enlisted personnel, and civilian employees were present along with DepEd Secretary Armin A. Luistro.

"Abot Alam" is a nationwide convergence program of various national government agencies and non-government organizations and institutions, with the vision of helping our out-of-school youth through opportunities for education, employment and entrepreneurship.

The AFP Officers’ Ladies Club Philippine Army Chapter signified its intention to support the program through information dissemination, conduct of the literacy/academics as part of the Alternative Learning System and for the sustainability of the program.

The PA likewise expressed its commitment to help and support the DepEd in achieving the zero out-of-school youth goal of the government.

The recent encounter in Escalante City, Negros Occidental, took a new twist when the Philippine Army tagged the New People's Army rebels, who had encountered government troops, of being responsible for the death and injuries of two of their members.
 
The engagement between patrolling Army soldiers and 10 suspected NPA members took place at about 4:30 am Friday last week in Sitio Madrak, Brgy. Dian-ay, Escalante City.
 
Col. Jon Aying, 303 rd Infantry Brigade commander, said that, based on their assessment, Danilo Amar was killed and Romly Palotes was injured when they were hit by bullets from their own comrades. The two were alleged members of the NPA Yunit Militia.
 
The encounter also caused an injury to Lt. John Rey Espinosa, 27, commander of the 62 nd Infantry Battalion Bravo Company, who is now confined at the Dr. Pablo O. Torre Memorial Hospital in Bacolod City.
 
Aying said that Amar and Palotes, who served as guides and were leading the group of NPA rebels, alerted their comrades, who were following them. Immediately, the NPA opened fire, ironically, hitting Amar in the back, who fell where the 62IB soldiers were positioned and also hit Palotes, he said.
 
He also said that, before the Army soldiers managed to retaliate, the two NPA members had already been hit.
 
In the course of gunbattle, Espinosa was also hit in the head.
 
A .45 caliber pistol with ammunition left behind by the fleeing rebels was recovered at the encounter site by Army soldiers pursuing them.
 
Aying disputed the allegations of Palotes that they were about to fetch a “paltera (midwife)”, when they were fired at by Army soldiers. He said their investigations showed that the pregnant woman has yet to give birth.
 
Aying said the condition of Espinosa has further improved, after five days of confinement at the Intensive Care Unit of Dr. Pablo O. Torre Memorial Hospital in Bacolod City.
 
Brig. Gen. Romeo Labador, deputy commander of the AFP Central Command, yesterday visited and conferred Espinosa with the Wounded Personal Medal, for injury incurred during actual combat. Aying said they may not pursue the filing of charges against Palotes if he will turn state witness. If not, they will include him in the charges against other NPA members.

The Armed Forces of the Philippines (AFP) on Thursday expressed confidence that they will soon capture Jemaah Islamiyah (JI) bomb maker Zulkifli bin Hir alias "Marwan".

Earlier, Intelligence Services of the Armed Forces of the Philippines head Major Gen. Eduardo Ano said that there is large possibility that the Malaysian terrorist is still alive.

"A lot of them were already hunted down, arrested or killed, so we consider 'Marwan' as fugitive on the run and slowly we will get him, we will catch him sooner or later, " AFP public affairs office chief Lt. Col. Ramon Zagala said.

He added that military operations to get the JI operative is now ongoing.

Zagala also clarified that the AFP never did claimed that "Marwan" was killed in the Philippine Air Force strike in Sulu last Feb. 2, 2012.

"We never said he was dead, there was a report na he was killed in that airstrike, however it was never validated (and) therefore, we consider him as alive, and second, we never gave the reward for the information to be validated because it was never validated, the only way to validate is to physically see the body (of 'Marwan') or get a DNA sample (which will confirm the information)," he stressed.

He also expressed belief that the military and other law enforcement agencies will eventually get "Marwan".

"As far as we are concerned he is a fugitive on the run, he is subject (to) law enforcement operation(s), he is hunted by the government and as far as we are concern,we will get to him sooner or later," Zagala pointed out.

The Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF) are looking for areas of common ground to fast-track the completion of the draft Bangsamoro Basic Law (BBL).

Presidential Communication Operations Office (PCOO) Secretary Herminio Coloma Jr. made this assurance on Thursday amid alleged near-collapse of the peace deal according to MILF chief negotiator Mohagher Iqbal.

“Sa ganitong proseso, ang higit na pinag-uukulan ng pansin ay kung paano magkaroon ng common ground o ‘yung pinagkakasunduan at hindi ‘yung mga hindi pinagkakasunduan,” Coloma said in a Palace press briefing.

Coloma said the peace panels of the GPH and the MILF are continuously trying to agree on a common BBL.

“...Hindi natitinag ang determinasyon ng magkabilang panig na magkaroon ng kasunduan. Kaya dapat lang po siguro na iwasan ‘yung mga maliligalig na espekulasyon hinggil diyan dahil patuloy pa rin naman po sa pagsisikap na makabuo nitong BBL,” he stressed.

The PCOO chief further said the proposed law will be submitted to President Benigno S. Aquino III before it is submitted to Congress for deliberations and enactment.

“Hopefully, may sapat na panahon para magkaroon ng plebisito at makapagtalaga ng mga bubuo ng Bangsamoro Transitional Authority na maaaring ipakita ang kanilang husay sa pamamahala sa loob ng mahigit na isang taon bago idaos ‘yung 2016 national elections, at which time, umaasa tayo na maihahalal na rin ang mga unang opisyal ng Bangsamoro Political Entity,” he added.

BALLESTEROS, Cagayan – Heavily armed men believed to be members of the New People’s Army (NPA) blasted a tower and a manhole of a telecommunication company in Ballesteros town last Monday.

Senior Inspector Harvey Pajarillo, Ballesteros town chief of police, said that at least 30 fully armed men introduced themselves to the duty guard as members of the Special Weapons and Tactics (SWAT) as they tried to enter the Globe cellular site.

As the guard resisted, the armed men blasted the telecom’s tower and manhole thrice with improvised explosive devices.

Policemen assigned to secure the cell site opened fire at the suspects, forcing them to leave the area.

Pajarillo said that hot-pursuit operation against the attackers was ongoing as of yesterday.

Another army ranger took the helm of the military leadership in Basilan on Thursday and vowed a firm security campaign especially in the hunt against the notorious Abu Sayyaf group.

Col. Rolando Joselito Bautista, a seasoned counter-terrorism commander, formally took over the command of the 104th Army Brigade from Brig. Gen. Carlito Galvez in a ceremony held at its base in the coastal Barangay of Tabiawan, Isabela City, Basilan.

Brig. Gen. Gerry Barrientos, chief of the 1st Army Division, presided over the simple military ceremony and vowed the division support to the new leadership of the military to ensure the continuous stability in the island province.

Bautista, prior to his designation as chief of the 104th Brigade, was chief of the Task Force Gensan in General Santos City.

Galvez vacated the post after more than two years in leading the fight against the Abu Sayyaf and the lost command rebels of the Moro Islamic Liberation Front (MILF). He also initiated economic development in the far flung and formerly militant-infested areas of Sumusip, Tuburan and Al-Barka towns.

Galvez has been designated by the Philippine Army as head of the Philippine government's Coordinating Committee on the Cessation of Hostilities after his peace initiatives in reaching out to his MILF counterpart and his work in Basilan.

“My advise to my successor is to just to be firm in the campaign, hidi pabayaan ang Basilan and give his best,” Galvez told Bautista whom he described as his buddy as both were members of the Philippine Military Academy class 1985.

Galvez said the island province has been in relative peace now except in areas of Al-Barka and Tuburan areas that need the continuous security campaigns to back the government’s development programs.

Experts downplayed the Philippines' proposed triple action plan (TAP), which includes a moratorium on provocative actions in the disputed South China Sea, even as the Philippines said China might be convinced to heed it.

Maritime law expert Jay Batongbacal told Rappler on Thursday, August 7, that the TAP will not work without China's consent.

He said China, after all, is the “object” of the moratorium that the Philippines is set to propose to the Association of Southeast Asian Nations (ASEAN).

Speaking to Deutsche Welle, Southeast Asian studies expert Vikram Nehru also doubted the TAP's success citing China's refusal to cooperate.

The Philippines crafted the TAP after China started building artificial islands in the South China Sea, which allegedly changes the status quo in the disputed waters. The Southeast Asian country said it will propose the TAP in the ASEAN Ministerial Meeting in Myanmar from Friday to Sunday, August 8 to 10.

“But China has already said that it will not abide by a moratorium...so where else will that go? If you're talking about effectively stopping or preventing China from changing the status quo, clearly it's not going to work because of that statement,” said Batongbacal, director of the University of the Philippines Institute for Maritime Affairs and Law of the Sea.

China has rejected the TAP by saying it “can build what it wants in the South China Sea,” Reuters said in a report.

'Same situation'

Despite this, the Philippines pushes for the moratorium as the “immediate approach” to resolve South China Sea disputes.

The moratorium in the TAP is seen as a “more concrete definition” of the ASEAN-China Declaration of Conduct (DOC) of Parties in the South China Sea, a 2002 statement to maintain peace in the disputed waters.

Under the TAP, the Philippines also proposes an “intermediate” and a “final” approach.

The intermediate approach is to highlight “the need and call for the full and effective implementation of the DOC and the expeditious conclusion of the Code of Conduct,” a binding document to replace the DOC.

The final approach is to underscore “the need for a settlement mechanism to bring the disputes to a final and enduring resolution anchored on international law” – a move that the Philippines took when it filed a historic case against China in 2013.

Batongbacal, however, said he sees the TAP as “basically the same as the 3-pronged strategy” that the Philippines has emphasized especially in the past two years, since the standoff between Philippine and Chinese vessels in Scarborough Shoal in 2012.

“The only difference right now is that they're specifically asking for a moratorium as part of the diplomatic track. So it's still the same situation. I don't see anything that changes the equation,” he said.

The 3-pronged strategy, or the 3-track approach as the Philippines' Department of Foreign Affairs (DFA) calls it, involves the political, diplomatic, and legal tracks.

The DFA said in 2013 that the legal track, which involves filing a case against China, “presents the most durable option to defend the national interest and territory on the basis of international law.”

China has rejected the case, while political and diplomatic moves have failed.

'Snowball's chance in hell of success'

Nehru, for his part, told Deutsche Welle that “the main Southeast Asian claimant states,” such as the Philippines and Vietnam, “would be willing to consider the moratorium.”

The Philippines has said at least 3 ASEAN member-states support the TAP.
Nehru noted, however, that China has rejected the TAP, “and its reiteration at the Myanmar meetings will not change that position.”

“The triple action plan has a snowball's chance in hell of success,” he said.

The analyst explained that China “has not only rejected a freeze on construction activities in the South China Sea,” but also arbitration proceedings.

The Asian giant “has also not been in any hurry to finalize” the COC, “arguing that it should be the result of consensus while keeping 'the comfort of all parties in mind.'”

Nehru added that China rejects third-party involvement in South China Sea disputes – as seen in the TAP because a United States official proposed it.

'China might be convinced'

Batongbacal said “the best thing that can come out” of the TAP is “if it creates a united front among ASEAN members.”

This means setting “the ground rules for the region.”

“China will not participate, so in that sense it's not going to work against China. They will not be able to get China to agree to stop its activities, but it will cast Chinese activities in a rather bad light. So the result is political,” Batongbacal said.

The DFA, on the other hand, remained optimistic.

In a media briefing on Wednesday, August 6, DFA spokesman Charles Jose said: “It's good to hear about this proposal first. It's good for claimant countries, non-claimant countries, as well as the international community, to hear the proposal first and decide on the merits.”

Armed Forces chief General Gregorio Catapang Jr dismissed fears of violence in Mindanao as impatience grows over delays in the proposed law that will create and define the powers of the new Bangsamoro entity.

"We are still very hopeful it will be solved. We have reached a point that we all want a win-win situation.... That is the way things are. They are negotiating. Ganoon talaga kapag nag-uusap," Catapang said on Thursday, August 7.

Catapang assured the public that there is close coordination between the military's Western Mindanao Command (Westmincom) and the Moro Islamic Liberation Front (MILF) to avoid any "misunderstanding" that could disturb the ceasefire that has been in place for almost 2 years.

"[Westmincom chief Lieutenant General Rustico] Guerrero is talking with his counterparts. Ang sabi ko, kung gumalaw yung isang unit, mag-coordinate sa kabila. Tapos, kapag may movement sila, i-coordinate din para hindi magkaroong ng misunderstanding (I told them they should coordinate with the MILF if the units have movements. They should also coordinate with us if they are going to have some movements in order to avoid misunderstanding)," he said.

The military and the MILF, jointly, are in charge of the security situation until the Bangsamoro Police Force is set up.

The peace pact signed in March envisions a new Muslim region that will enjoy wider powers and autonomy. In exchange, 12,000 MILF fighters will give up their weapons and put an end to nearly 5 decades of armed rebellion. (READ: Real peace means the guns will have to go away)

Malacañang failed to meet its own deadline of submitting the draft bill to Congress in July. The MILF, the largest Muslim rebel group in the Philippines, is suggesting the government is reneging on its commitments after Malacañang lawyers supposedly deleted or revised "about 70%" of the draft bill. This sparked fears that peace talks could collapse and re-ignite encounters between government forces and the MILF.
The government and MILF peace panel representatives are in Davao for a fresh round of meetings.

Pressure is on President Benigno Aquino III who wants the completion of the peace process to become part of his legacy. With less than 2 years left in his term, he wants the law signed by December 2014 and the elections for the new Bangsamoro leaders to be held simultaneously with the 2016 elections.
Lawmakers have expressed concerns they may not meet the Malacañang timeline if the Bangsamoro bill is delayed.

A Philippine Air Force Sokol combat utility helicopter carrying the commander of the Army’s 4th Infantry Division crashed as it took off from Camp Ranao, headquarters of the Army 103rd Infantry Brigade, in Marawi City this afternoon, August 7, a military report said.

Maj. Gen. Ricardo Visaya, commanding general of the 4th Infantry Division and several of his staff survived the crash but a pilot of the Polish-made Sokol helicopter suffered a leg injury, a military spokesperson said.

The ill-fated helicopter, which crashed into a row of empty houses as it took off from Camp Ranao at about 2:26 p.m. Thursday, was a back-up helicopter to the party of Defense Secretary Voltaire Gazmin, Local Governments Secretary Mar Roxas and Energy Secretary Jericho Petilla, Maj. Christian Uy, Public Information Officer of the 4th Infantry Division said.

Uy said the Sokol helicopter bearing Gazmin and Roxas was first to take off followed by the second helicopter with Visaya on board.

“General Visaya has no injury and all aboard the helicopter except for the pilot was unscathed,” he said.

 
“Bumagsak sa harap namin” (the chopper crashed a few meters ahead of us,” said Governor Mujiv Hataman of the Autonomous Region in Muslim Mindanao (ARMM), who was scheduled to take off next Hataman told MIndaNews in a telephone interview that there were five helicopters ferrying officials to Marawi for the meeting of the Inter-Agency Task Force on Lasureco (Lanao del Sur Electric Cooperative) that is addressing the problems on the board and management of the electric cooperative.

The committee is composed of representatives of the Department of Energy, Department of National Defense and Department of Interior and Local Governments.

He said the first helicopter that took off from the camp was the helicopter of the National Grid Corporation of the Philippines which was ferrying Secretary Luwalhati Antonino of the Mindanao Development Authority (MinDA) to Iligan City.

Hataman said the next helicopter, another Sokol, was ferrying Gazmin, Roxas and Petilla to Cagayan de Oro, followed by the helicopter that would ferry Gen. Visaya which crashed just outside the perimeter fence of the camp.

Visaya’s helicopter, Hataman said, took off about 10 to 15 minutes after the helicopter of the Cabinet secretaries took off. He said the Cabinet secretaries returned to Marawi upon learning their back-up helicopter crashed.

The Poland-made Sokol helicopters are the latest acquisition of the Armed Forces of the  Philippine modernization program.

In his State of the Nation Address (SONA) on July 28, President Benigno Simeon Aquino III said that in the ongoing modernization of the Armed Forces of the Philippines (APF), the country has acquired “brand new assets, including 8 Sokol Combat Utility Helicopters, 3 AgustaWestland-109 helicopters, and the first landing craft utility ship built right here in the country: the BRP Tagbanua, 4 refurbished UH-1 helicopters and 2 navy cutters have also arrived. This past May, we also inaugurated the Naval Forces West’s state-of-the-art Command Center in Palawan. Next year, 2 out of the 12 FA-50 lead-in fighter jets we procured will arrive in the country.

Thursday’s crash leaves the AFP with only seven Sokol helicopters.

A Philippine Air Force Sokol chopper carrying a dozen people crashed shortly after take-off Thursday afternoon at an army base in Marawi City in the southern province of Lanao del Sur, officials said.

Capt. Franco Suelto, a regional army spokesman, said the Sokol (921) was piloted by Major Marebell Manambao. He said two passengers were injured in the crash.

“Staff Sergeant Darius Valdes and civilian passenger Santiago Saavedra were injured from the crash. The chopper was carrying 11 military officers headed by Major General Ricardo Visaya and they are okay, including the two pilots,” he told the regional newspaper Mindanao Examiner.

The chopper’s tail and rotor were also damaged in the crash, he said.

He said the helicopter crashed 10 seconds after it took off from the headquarters of the 103rd Infantry Brigade where Visaya’s group accompanied Defense chief Voltaire Gazmin and Interior Secretary Mar Roxas and Energy Secretary Jericho Petilla, among other government officials, who were in an another aircraft. The group was in Marawi to discuss the power crisis in Lanao del Sur province.
“We still don’t know the cause of the crash, but it happened ten seconds after the chopper took off from the army base,” Suelto said.

The downed W-3A Sokol multi-purpose combat helicopter was one of 8 choppers - worth nearly P3 billion - purchased by the Philippines from PZL Swidnik of Poland in 2008. Last year, President Benigno Aquino in his State of the Nation Address, criticized the purchased of the choppers made during the time of President Gloria Arroyo, saying, it was example of an “irresponsible purchase” because it did not meet the specifications set by the Philippine Air Force.

Aquino said the door gun was blocking the (door) opening for mounting and dismounting troops in a combat situation, thus is unsuitable for its intended role as a combat utility helicopter.

According to the defense website - maxdefense.blogspot.com - the Department of National Defense also made a follow-on statement a few days later saying that the Sokol was indeed flawed for the said mission, and instead will be assigned as a search and rescue helicopter for the 505th SAR (Search and Rescue) Group. It reported that Gazmin even said that the 8 Sokol choppers will be the last order of its type, effectively killing hope for possible additional Sokol for the Philippine Air Force in the future.
