COTABATO CITY, Philippines — The Western Mindanao Command (Westmincom) is optimistic of peaceful days ahead in Basilan and Lanao del Sur, saying Maute militants and Abu Sayyaf bandits in the areas have been noticeably “silent.”
Westmincom chief Lt. Gen. Cirilito Sobejana said there was no terrorist attack initiated by remnants of the Maute group since their leader, Abu Dar, was killed in Tuburan, Lanao del Sur on March 14.
“It was a big leap toward improving peace and order in Lanao del Sur. The provincial peace and order council is helping us... by supporting Westmincom’s community peace programs,” Sobejana said.
He said the police is also actively involved in the manhunt for the remaining Maute militants.
Sobejana also cited the surrender of around 200 Abu Sayyaf bandits in Basilan recently, among them minors trained in bomb-making.
He said Basilan is ”generally peaceful” despite isolated incidents involving Abu Sayyaf bandits.
“We have enough forces standing by. Any provocation shall be dealt with accordingly. Westmincom will continue working with local government units in Basilan to maintain peace,” Sobejana said.

Radical Islam’s growing threat in PH

Philippine military authorities recently disclosed that one of the two attackers behind the twin blasts in Indanan, Sulu, on June 28 was a Filipino. Based on DNA samples, the alleged perpetrator was identified as Norman Lasuca, 23, who will go down in this country’s wretched history of terrorism as the first native suicide bomber.
According to his mother, Lasuca was a victim of physical abuse by his father. To escape the violence at home, Norman, no older than 17, joined the terrorist organization Abu Sayyaf Group (ASG) sometime in 2013.
Lasuca’s conversion into a suicide bomber represents a new level of murderous skill and derangement on the part of the ASG. It provides evidence that foreign jihadists are succeeding in brainwashing our Muslim youth, and that the ASG has evolved into a formidable full-blown terrorist organization, no longer just a vicious kidnap-for-ransom gang. Most worrisome is that it exposes a new reality: the deepening alliance between ASG and foreign Salafi jihadists.
This deadly collaboration resulted in the five-month-long siege of Marawi City starting in May 2017. Government forces engaged the Maute and ASG terrorist groups affiliated with the Islamic State of Iraq and the Levant, also known as the Islamic State of Iraq and Syria, in the longest urban battle in contemporary Philippine history. The military revealed that eight foreign militants, along with the ASG’s Isnilon Hapilon and Omar Maute, acted as leaders of the jihadists.
Despite the constraints imposed by martial law in Mindanao, the bombings defiantly go on. Lasuca’s companion is suspected to be the son of the Moroccan attacker behind another suspected case of suicide bombing in July 2018 in Lamitan, Basilan. Late last January, the ASG received credit for the twin bombings of the Jolo Cathedral in Sulu.
Few locations are as attractive to guerillas as the southern Philippines. Its lush jungles, porous borders and gut-wrenching poverty are an open invitation to violence and extremism. But its greatest attraction is the existence of homegrown insurgents: the ASG, the Maute group, the Bangsamoro Islamic Freedom Fighters, the Ansar Khalifa Philippines.
The Islamic State’s defeat in Syria in late 2017 did not annihilate the idea of a caliphate. Carrying that idea, battle-hardened veterans simply dispersed to more hospitable lands as evangelicals and mentors of a younger generation of Islamic fighters. Along with Filipino returnees, some insurgents from the Middle East, North Africa and South Asia infiltrated the Philippines, and are now posing a credible threat to national security.
As one expert put it, these extremist groups “have become more decentralized, turning to their affiliates further afield to spread their message of violence and mayhem.” It is a rational fear by the public that more Norman Lasucas will be recruited as suicide bombers. If this happens, it is possible that a coordinated attack by a native group of suicide bombers could inflict destruction and carnage in our metropolitan areas, similar to what occurred in Sri Lanka on April 21. On that date, three churches and three luxury hotels in that country were devastated by a series of coordinated suicide bombings by Sri Lankan terrorists, killing some 259 people and injuring 500 others.
The motivations of suicide bombers are often simple: martyrdom and a cash bounty for the family left behind. But their beliefs are what empower them. Shiraz Maher, a specialist in jihadist radicalization, asserts that the five doctrinal tenets of Salafi jihadists create a coherent ideology: jihad (holy war), tawhid (the oneness of God), hakimiyya (true Islamic government), al-wala walbara (loyalty to divine truth and disavowal of untruth and polytheism), and takfir (the naming of disbelievers).
While this extremist creed reflects core Islamic beliefs, it is widely rejected by the vast majority of Muslims. Takfir, for instance, is inconsistent with Islamic orthodoxy since it assumes that most Muslims are beyond salvation. This is why, in the Marawi siege, the jihadists brutalized a community of fellow Muslims due to the belief and practice of takfir—the act of declaring whole swaths of Muslims as apostates.
In our impoverished southern regions, there are thousands of Filipino Muslim youth who might end up lured to follow the footsteps of Norman Lasuca. Unless we can provide a decent level of education, development and opportunity for them, we will perpetuate a cycle of desperation, chaos and violence. This is precisely why the ASG will never lack for recruits.

Presidential Communications Operations Office Undersecretary Lorraine Badoy on Saturday said the European funding for several non-government organizations allegedly linked to communist rebels has been shut off almost completely.
"So we went to Europe to tell them about this, and to also ask that they stop funding fronts of the CPP-NPA (Communist Party of the Philippines-New People's Army) because this funds that they were giving out fronts were being used to finance terrorism and poverty to our country," Badoy said during the Saturday news forum at Annabel's Restaurant in Quezon City.
"I’m very happy to report to you that a lot of this, close to 100 percent of those we approached have stopped funding," she said.
Badoy is head of the strategic communications for the National Task Force to End Local Communist Armed Conflict.
In December 2018, President Rodrigo Duterte issued Executive Order No. 70 creating the task group.
Late in March, National Security Adviser Hermogenes Esperon Jr. wrote to European UnionCounter-Terrorism Coordinator Gilles De Kerchove, alleging that EU funds were being used for the recruitment and exploitation of vulnerable sectors such as indigenous peoples.
Esperon said Belgian non-government organizations SOLIDAGRO, Viva Salud, and KIYO have "indirectly and unwittingly partnered" with Philippine NGOs accused of communist ties.
“Alam mo sila, they’re very strict when they’re cutting funds. Sabi nila sa amin, ‘We go through a process...’ [so] we kept our communication lines open and whatever they want and whatever evidence we gave them. So in the end, they decided to cut the funding,” Badoy said.
She added that the "left is really hurting now" because of the government has successfully "turned off their funds, their bloodline."

Moro National Liberation Front (MNLF) founding chair Nur Misuari has “mellowed down” and has expressed readiness to talk anytime, President Duterte said Thursday amid government efforts to foster peace in the south.
The President has heaped praises on the former Autonomous Region in Muslim Mindanao (ARMM) governor during his visit to Ilocos Sur for the inauguration of a new road project Thursday.

“I have yet to talk to Misuari. Napakaganda naman ng puso ni Misuari [Misuari has a very good heart]. He is ready to talk anytime. He has remained firm about the declaration of a revolutionary war but over time he has mellowed down,” Duterte said.
“Every time we talk he said that, ‘Well, Mayor if you find it in your heart to agree with me this year, ipatawag mo lang ako [just call me],'” he added.
Duterte met Misuari and other MNLF officials in Malacañang last July 9, the third meeting following the ratification of the law creating the Bangsamoro autonomous region this year.
Duterte earlier said he was in a hurry to forge a deal with Misuari, who threatened to go war if the government fails to pursue federalism. The two leaders agreed to forge their respective five-member panels to further discuss the federalism proposal.
In a television interview last week, the President disclosed that he was ready to give Misuari and his group the same peace deal signed by the government with the Moro Islamic Liberation Front (MILF), the breakaway faction of the MNLF. The government’s peace accord with the MILF included the creation of the new Bangsamoro autonomous region with a larger territory and greater fiscal autonomy.
Duterte said he would offer Misuari the “same structure of government with the same concession.”
“Thank God that we were able to negotiate a peace agreement with Murad and the MILF and that’s what you would call now the BARMM, controlling the certain territory in Mindanao with a more adjustable local initiative — local autonomy, much, much powerful than the one given to the rest of the country,” Duterte said.
“Then you have Misuari. I said that in — maybe in God’s own time, he will realize and I’m ready also to offer to him the same — well, the same structure of government with the same concession,” he added.

MAKATI, Philippines –Soldiers and Airmen from the Hawaii National Guard (HING) gathered with their counterparts from the Armed Forces of the Philippines (AFP) to conduct an Incident Awareness and Assessment (IAA) Subject Matter Expert Exchange (SMEE) conference on July 16, 2019.
The goal of the meeting was to develop strong personal and professional relationships with the AFP through the State Partnership Program (SPP) on disaster response and emergency crisis management. The partners gathered to share their experiences and operational practices during the three-day event.
The State Partnership Program (SPP) is a joint Department of Defense (DoD) security cooperation program, managed and administered by the National Guard Bureau (NGB), executed and coordinated by the geographic Combatant Commands (CCMDs), with personnel provided by the National Guard of the respective partner States.
The Philippines was the first country brought into the SPP for U.S. Indo-Pacific Command in 2000 with Guam as an associate partner. Since then, the partners have participated in annual exchanges and joint exercises to increase each organizations over all readiness.
“The most important part of this exchange is to learn from each other,” said Master Sgt. Wayne Drowns, information analysis with the Hawaii Air National Guard. “The AFP gets to see how we do things in Hawaii and we get to learn from their experience as well.”
The officers provided a brief overview of how the Hawaii National Guard gather and disseminate information during a response. IAA operations are designed to provide timely and usable information to all levels of command and civil leaders in the event of a disaster.
“We can adapt these techniques to develop standard operating procedures to use during Humanitarian and Disaster Response (HADR) operations,” said Capt. Rene Datugan, an AFP Commander. “We need unity and clarity in the HADR mission sets in the roles and responsibilities area.”
“What we offer in this exchange is experience in both the wartime information operational picture and disaster response information operations,” said Lt. Col Brandon Torres, an intelligence officer with the Hawaii Army National Guard Joint Forces Headquarters. “This dual experience allows us to translate the similarities and differences in each operational picture.”

The ten M107.50 calibre sniper rifles are part of a series of equipment transfers designed to strengthen the AFP’s ability to meet mission requirements.
The US government provides support to the Philippines through grant assistance and expedited sales of arms and munitions to assist long-term AFP modernisation goals, as well as urgent counterterrorism and humanitarian aid and disaster relief requirements.
Previously supplied equipment has included radios, battle management systems, UAS and night vision devices, among others.

DOTr Secretary Arthur Tugade said a contract signing for the construction of the government-owned canine training facility at Clark Field in Pampanga is expected to happen before yearend.
The Department of Transportation (DOTr) will establish a canine school that will cater to the needs of government security forces.

“I will push it. I will see to it that the contract signing happens before the yearend for the construction to begin,” Tugade told The STAR.
Tugade said the dog center facility will be the government’s first national school for man’s four-legged best friend.
The dogs will serve the Armed Forces of the Philippines, the Philippine National Police, the Philippine Coast Guard, the Bureau Customs and the Bureau of Immigration, as well as other agencies like the Metropolitan Manila Development Authority (MMDA), the Bureau of Fire of the Philippines (BFP), the Bureau of Jail Management and Penology (BJMP) and the National Bureau of Investigation (NBI).
The military and the police deploys its K9 units for bomb and firearms detection as well as for human tracking during pursuit operations.

DOTr Secretary Arthur Tugade said a contract signing for the construction of the government-owned canine training facility at Clark Field in Pampanga is expected to happen before yearend.
“I will push it. I will see to it that the contract signing happens before the yearend for the construction to begin,” Tugade told The STAR.
Tugade said the dog center facility will be the government’s first national school for man’s four-legged best friend.
The dogs will serve the Armed Forces of the Philippines, the Philippine National Police, the Philippine Coast Guard, the Bureau Customs and the Bureau of Immigration, as well as other agencies like the Metropolitan Manila Development Authority (MMDA), the Bureau of Fire of the Philippines (BFP), the Bureau of Jail Management and Penology (BJMP) and the National Bureau of Investigation (NBI).

Defense Secretary Delfin Lorenzana revealed during the opening of Austal’s John Rothwell Assembly Bay in Balamban, Cebu that Austal is 70 percent certain to bagging the supply of 6 offshore patrol vessels (OPVs).
Austal, the world’s largest aluminum boat builder concentrating in the manufacture of military ships, is close to bagging the P30-billion contract with the Philippine Navy.

The practice of labor contractualization remains one of the biggest oppressive practice of the big capitalists against Filipino workers which create conditions of extreme exploitation. With labor contractualization, big capitalists extract the biggest profit from labor by denying them minimum wages, as well as other economic benefits that accrue to regular workers. Furthermore, contractualization has served as a weapon of the big capitalists against workers unions.
Duterte has repeatedly proved himself an enemy of Filipino workers. He has been bullheaded in opposing the demand of workers for wage increases. He has imposed onerous taxes which have increased the burden on working class families. His neoliberal economic policies have resulted drastic reduction in job creation and widespread unemployment. He has used military and police forces to break up strikes, attack workers unions and threaten organizers.
By oppressing the workers, the Duterte regime is demonstrating in no uncertain terms, the need for the Filipino people to struggle to end his anti-worker regime.
The CPP urges workers to strengthen and expand their unions and organizations in order to enable them to more effectively fight Duterte and end his anti-worker regime. The CPP further calls on all workers to join the national democratic revolution with the aim of establishing a people’s democratic government only under the interests of the toiling masses will be genuinely promoted.

The successive killing of seven civilians over the past two days in various parts of Negros island is the handiwork of the Duterte fascist regime and its military, police and paramilitary forces, including it’s henchmen in the RPA/ABB.
The Communist Party of the Philippines (CPP) joins the people of Negros and the rest of the Filipino people in condemning the series of killings of the past few days. This forms part of the pattern of murder and suppression against peasants and human rights defenders since the imposition of Memorandum Order 32 and the PNP and AFP’s Oplan Kapanatagan and SEMPO and Sauron operations.
The CPP holds the Duterte regime responsible for the Negros murder frenzy. The killings are Duterte’s cowardly retaliation for the losses suffered by his police forces last July 14 in Ayungon town in Negros Oriental.
The series of killings follows Duterte’s histrionics and baseless claims of torture with the aim of inflaming his police and military forces and paramilitaries. Unable to hit against the NPA, Duterte’s armed minions have directed his wrath against civilians who the AFP have red tagged and accused of being sympathizers of the NPA.
As a cobelligerent of the Duterte regime in the ongoing civil war, the CPP and NPA demands the Duterte regime to abide by the Geneva Conventions and other international protocols and call on all of Duterte’s forces to stop targeting and killing civilians.
In response to the Duterte regime’s relentless killings and suppression in Negros and elsewhere, the Party directs the New People’s Army to mount and intensify its tactical offensives to punish the most abusive military and police forces and defend the people of Negros and the toiling masses across the country.

Sultan Kudarat, Maguindanao -- The Ministry of Basic, Higher, and Technical Education of the Bangsamoro Autonomous Region in Muslim Mindanao (MBHTE-BARMM) spearheaded Thursday the launching of Department of Education’s (DepEd) Oplan sa Kalusugan (OK sa DepEd) program in Upi, Maguindanao, said a report by Philippine National Agency on Friday.
The program launching was held at the Pedro Dolores Elementary School (PDES).
"OK sa DepEd" is a convergence of DepEd's health programs, plans, policies, and activities for their effective and efficient implementation at the school level that aims to ensure the health and nutrition needs of students/pupils in public schools nationwide.
Minister Mohagher Iqbal of the MBHTE-BARMM said they will focus on six major program areas such as the School-Based Feeding Program; National Drug Education Program; Adolescent Reproductive Health; Water Sanitation and Hygiene in Schools; Mental Health; and Medical, Nursing, and Dental Services.
“It is the goal of the Bangsamoro government to improve the Bangsamoro education system by providing quality, holistic, and relevant instruction to every learner,” Iqbal added.
"It would be unacceptable if our students would miss school days, get behind in their lessons or drop-out due to health-related issues such as malnourishment, unintended pregnancies, and drug addiction," he said.
Iqbal said the health program is expected to help reduce the prevailing causes of death due to diseases of students in the region.
He said the monitoring team would be formed to ensure proper implementation of the program in BARMM schools.
"The ministry is committed not only in improving the teaching standards and facilities but also the school performance and learning capacity of every student in the Bangsamoro," he said.
Other health and nutrition programs initiated at the PDES were the proper handwashing demonstration, feeding program, deworming, and primary medical and dental care.

MILF: DAP, OPAPP ink MOA to assist in BARMM’s transition period

The Development Academy of the Philippines (DAP) has signed a memorandum of agreement (MOA) with the Office of the Presidential Adviser on the Peace Process (OPAPP) Thursday as part of the national government’s commitment to assist in the transition period of the newly-established Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).
Under the MOA, the DAP will help the ad hoc committees of the Bangsamoro Transition Authority (BTA) in crafting the codes for the creation of offices in the BARMM, while OPAPP will provide the needed operational support.
The agreement is an offshoot of a meeting between BTA members and policy experts who agreed to carry out capacity-building initiatives that will guide the ad hoc committees in formulating the code for the creation of BARMM offices.
After its creation in February, the BTA has already created at least eight ad hoc committees that will draft priority legislations of the interim government.
These legislations include the administrative code, internal revenue code, indigenous people’s affairs code, civil service code, education code, local government code, electoral code and the code for the creation of offices.
The agreement was signed by DAP President and CEO Engelbert C. Caronan, Jr., DAP Managing Director Jo Ann De Belen, and Presidential Peace Adviser Carlito G. Galvez Jr, and witnessed by BTA Speaker Ali Pangalian Balindong and Cabinet Secretary Karlos Alexei Nograles.
Under Article XVI, Section 4 of Republic Act 11054 or the Bangsamoro Organic Law, the BTA should formulate priority legislations.
“I would like to congratulate the OPAPP, the DAP, and the Ad Hoc Committee on the Creation of Offices for their prompt action to jumpstart the creation of principal government agencies that will serve as the foundation of the new BARMM regional government,” Balindong said.
“I am certain that you will be able to come up with a new BARMM bureaucracy which is efficient and responsive to the needs of our constituents,” he added.
According to Balindong, the parties “are tasked until the end of the year or earlier to draft a proposal to support the legislation of various offices mandated under the Bangsamoro Organic Law.”
Caronan, for his part, described the undertaking “as one of the most if not the most important social engineering process that the Philippines has undergo.”
“We realized the importance of the undertaking. We know that it affects not only now but the future generations as well, and so we would like to thank you for the trust that you have given to the DAP to facilitate the process,” he said.
Carona clarified that the DAP will “only facilitate the process.”
“It is your intentions. It is your aspirations that has to appear, that has to be seen in the work that we are going to be facilitating,” he said.
Galvez said the MOA is a fulfillment of OPAPP’s commitment to assist the BARMM during the transition period.
“We will help in whatever contribution we can do to support the Bangsamoro,” he told the BTA officials who attended the signing ceremony.
Galvez said the assistance is in “compliance of the President Rodrigo Duterte’s guidance.”
“When we had our Cabinet meeting, President Duterte told us to help the Bangsamoro. His guidance is to utilize the state colleges, particularly the Development Academy of the Philippines to assist the BTA,” he said.

CAMP CAPINPIN, Tanay, Rizal – Sixteen Former Rebels (FRs) who voluntarily surrendered and returned to the folds of law were awarded government grants under the Enhanced Comprehensive Local Integration Program (E-CLIP) during the 2nd Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) 4A meeting on 25 July 2019 at the headquarters of 2 nd Infantry Division.
Secretary Eduardo M Año of the Department of the Interior and Local Government handed over the Certificates of Scholarship for Livelihood and Skills Development Training from the Poverty Reduction, Livelihood and Employment Cluster of RTF- ELCAC 4A.
The scholarship grant entitles the FRs to gain the skills that they need to acquire through the trainings and seminars provided by the government’s Technical Education and Skills Development Authority (TESDA)which will eventually help them in their journey of reintegrating to mainstream society.
According to Brigadier General Burgos Jr, Commander of the 2nd Infantry Division whichcovers Southern Tagalog, “the recent influx of surrenders is a result of the active and collaborative efforts of RTF-ELCAC’s member agenciesin response to PRRD’s Executive Order Number 70.”

CAMP CAPINPIN, Tanay, Rizal – Sixteen Former Rebels (FRs) who voluntarily surrendered and returned to the folds of law were awarded government grants under the Enhanced Comprehensive Local Integration Program (E-CLIP) during the 2nd Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) 4A meeting on 25 July 2019 at the headquarters of 2 nd Infantry Division.
Secretary Eduardo M Año of the Department of the Interior and Local Government handed over the Certificates of Scholarship for Livelihood and Skills Development Training from the Poverty Reduction, Livelihood and Employment Cluster of RTF- ELCAC 4A.
The scholarship grant entitles the FRs to gain the skills that they need to acquire through the trainings and seminars provided by the government’s Technical Education and Skills Development Authority (TESDA)which will eventually help them in their journey of reintegrating to mainstream society.
According to Brigadier General Burgos Jr, Commander of the 2nd Infantry Division whichcovers Southern Tagalog, “the recent influx of surrenders is a result of the active and collaborative efforts of RTF-ELCAC’s member agenciesin response to PRRD’s Executive Order Number 70.”

Mawab, Compostela Valley Province – Three (3) Former Rebels (FRs) who were assisted by 71st Infantry (Kaibigan) Battalion graduated from High School last July 25, 2019 in Mawab.
A.K.A Kalyn, A.K.A Dalusoy and A.K.A Jimbo successfully completed the
Program of Instructions for High School under the Alternative Learning System (ALS) and earned diploma during their Completion Program at Mawab Central Elementary School, Brgy. Poblacion, Mawab, Compostela Valley Province.
Lieutenant Colonel Esteveyn E Ducusin, Commanding Officer of 71st IB with an earnest desire to give hope to every FR initiated the enrollment of said FRs to ALS in a weekend based instructions.
Also, 71st IB rendered financial, transportation, board and lodging assistance to sustain the needs of FRs while studying.
A.K.A Kalyn said, “Our diploma is a celebration not only of our hard work but also of the support of the unit especially Lieutenant Col. Ducusin for being patient in bearing with us. He never fails to remind us how important education is.”
“I have seen potentials in these people so I decided to open doors. Upon learning that they have not yet graduated from High School, I decided to coordinate with Mawab CES and enrolled them in ALS,” Ducusin said.
“Today shows that these people are paving a way to a better life. With the help of different agencies, I assure that they would be laid opportunities to study farther and even work to have a better life,” Ducusin added.
During the program, Honorable Ruperto S Gonzaga III was also present. In his speech he said, “Let’s support one another for progress and fulfillment.” He also promised to employ two of the honor students of the ALS Batch 2019.

CAMP SIONGCO, Maguindanao – Top military officials from the 602nd Infantry (Liberator) Brigade joined the Government of the Philippines (GPH) Implementing Panel in their visit to Camp Rajamuda, one of the Moro Islamic Liberation Front (MILF) major strongholds, in Pikit North, Cotabato.
The visit is part of agency’s program to provide updates to the MILF troops on the implementation of socio-economic programs, confidence building and amnesty, decommissioning of MILF combatants, and creation of Joint Peace and Security Teams to secure their communities until 2022.
Under the socio-economic program, MILF members and their families will undergo processing to receive social protection (health insurance), livelihood and educational assistance, and other development package.
The GPH panel was led by Office of Presidential Adviser on the Peace Process (OPAPP) Undersecretary Gloria Jumamil-Mercado.
“We are currently at the implementation stage on what has been agreed upon during the negotiation part of this peace process”, USec Mercado said.
“We had finished the negotiations part and our challenge now is the timely implementation of the agreement set forth,” the USec added.
On the other hand, Jack Abas, MILF-BIAF Eastern Mindanao Front Commander and now a member of Bangsamoro Transition Commission, stressed that he is one with the implementing panel as there will be no more discussion about the BOL but a time to implement of what has been agreed.
“This activity is to introduce the peace agreement for everyone to understand. This peace is for our people,” Abas added.
Brig. Gen. Alfredo V. Rosario, Commander of 602 nd Infantry Brigade, assured the MILF members that the AFP will work hand in hand in the implementation the peace process.
“We will continue to implement the guidance of President Rodigo Roa Duterte as reiterated during his SONA for us to fully support the peace process and ensure peace and order in our communities,” Brig. Gen. Rosario said.
“The activity was another historic event during the implementation of the peace process with the MILF in Mindanao. The task at hand now is to implement what has been agreed during the negotiations. The Government Implementing Panel, the AFP and the MILF will continue working together and move forward in attaining a long and lasting peace in Mindanao,” said Maj. Gen. Diosdado C. Carreon, Commander of 6 th Infantry Division.

CABADBARAN CITY, Agusan del Norte, July 23 – The 29th Infantry “Matatag” Battalion (29IB), 13th Regional Maneuver Forces Battalion, 1st Special Action Force Battalion and the Local Government Unit of Remedios T. Romualdez (RTR), Agusan del Norte facilitated the joint Send-off Ceremony of Community Support Team (CST), held during the Flag Raising Ceremony at RTR Municipality on July 22, 2019.
The CSP is a community and issue oriented AFP operational concept employed in conflict affected areas. It is a multi-stakeholder community based, people oriented, peace and development effort to establish and develop disaster and conflict resilient communities, stable community livelihood programs and a strong community defense and security. It also offers the proficiencies in the disaster preparedness, environment protection, infrastructure projects and in coordination of the LGUs, support to anti-illegal drugs and anti-criminality campaigns, local leaders’ competency development, youth leaders’ programs and IP empowerment.
The Send-off Ceremony is an activity symbolizing that the Army, PNP and LGU and other stakeholders are one in achieving peace and development as well as sustainability and resiliency in the area. The CSP team will be deployed in the eight conflict affected barangays in the municipality of RTR, Cabadbaran City and Butuan City under the operational jurisdiction of 29IB.
The CSP teams will conduct dialogues with the residents in order to determine the prevailing issues and concerns of the communities that are needed to be addressed by the concerned agencies and Local Government Units.
Hon. Richard P. Daquipil, Municipal Mayor of RTR said “Magtinabangay ta, labi na sa mga barangay na naapektohan gyud niining problemaha, gihangyo nako ang tagsa-tagsa ka barangay na motabang ug mo koopera sa atong mga kasundaluhan ug sa kapulisan kay dili kini masulbad kung sila ra. (Let’s help one another, especially those who are in affected barangay. I urged you to help and cooperate with our military and police for they cannot solve it alone.)
”Moreover, Governor Dale B. Corvera of Agusan del Norte said, “Ang solusyon niini nga problima ang hiniusa nga lihok, dili lamang sa kasundaluhan ug kapulisan, kun dili lihok sa tanang lumulopyo sa atong nasod. (The solution for this problem is the combined efforts, not only of the military and police, but also of every citizen of this country.)
” Lt. Col. Isagani O. Criste Commander of 29IB said that, “In this send-off ceremony, we are not sending our men to war, we are sending them off to conduct peace and development mission.”
“The CSP is not a pure military operation. This is just the tip of the arrow of the governments of the whole-of-nation approach in ending local communist armed conflict. The deployment of CSTs is one way of bringing the government closer to the people particularly in the conflict affected areas where government services infrequently reach and or hardly felt by our people,” Criste ended.

CAMP SIONGCO, Maguindanao – Two members of the Bangsamoro Islamic Freedom Fighters (BIFF) surrendered to the military in Kabacan, North Cotabato last Monday (July 22, 2019).
The 2 former rebels were both active members of BIFF under Karialan faction. They surrendered to 7th Infantry Battalion based in Barangay Lower Paatan of Kabacan town.
The two also surrendered their homemade calibre 50 rifle and a 7.62mm M14 rifle, both with ammunitions. “The surrender of these rebels is a result of the persistent military operation against the
terror groups and continuous coordination with the local government units and civilian communities in the region where the terrorists thrive,” 6th Infantry Division Commander Maj. Gen. Diosdado C. Carreon said.
“I am encouraging other BIFF members to lay down their arms, surrender to the government, and live with peace together with your family while the government will provide you with livelihood assistance,” the Commander added. Last week (July 17), five BIFF members surrendered to 90th Infantry Battalion in Talitay, Maguindanao.

WESTMINCOM: Terrorized school reopens in Basilan

After being closed for more than a year, the terrorized Kamamburingan Elementary School in Ungkaya Pukan, Basilan Province finally reopened on July 25, 2019, through the efforts of the Department of Education and the 18th Infantry Battalion.
The school was victimized by the terrorists, forcing its shutdown, in May 2018.
To fulfil its mission of clearing the area, 18IB initiated the conduct of Community Support Program (CSP) that led to the establishment of an Integrated Territorial Defense System whose primary duty is to maintain peace and order in the area. Members of the ITDS include the CAFGU, PNP, AFP and residents of Kamamburingan.
Through the Project Shoebox of the Philippine Army CMO Regiment, 18IB distributed school supplies during the opening ceremony that benefited more than 200 students.
“This activity depicts the success of the interagency collaboration and unwavering support from the civilians,” said Lieutenant General Cirilito Sobejana, commander of the Western Mindanao Command.

After being closed for more than a year, the terrorized Kamamburingan Elementary School in Ungkaya Pukan, Basilan Province finally reopened on July 25, 2019, through the efforts of the Department of Education and the 18th Infantry Battalion.
The school was victimized by the terrorists, forcing its shutdown, in May 2018.
To fulfil its mission of clearing the area, 18IB initiated the conduct of Community Support Program (CSP) that led to the establishment of an Integrated Territorial Defense System whose primary duty is to maintain peace and order in the area. Members of the ITDS include the CAFGU, PNP, AFP and residents of Kamamburingan.
Through the Project Shoebox of the Philippine Army CMO Regiment, 18IB distributed school supplies during the opening ceremony that benefited more than 200 students.
“This activity depicts the success of the interagency collaboration and unwavering support from the civilians,” said Lieutenant General Cirilito Sobejana, commander of the Western Mindanao Command.

Hundreds of young leaders joined the four-day leadership summit launched by 103rdInfantry Brigade in Marawi City on July 25.
The leadership summit will run from July 25 to 28 to establish a network of youth leaders from various youth organization, develop their character and leadership potentials, and empower them, as advocates of peace and development, to become active participants in social progress in nation building.
“You are the hope of our nation. Be an active youth, lead, and inspire others,” said Lt. Gen. Cirilito Sobejana, commander of Western Mindanao Command, to 200 young leaders.
Sobejana imparted his military experiences and the kind of leadership and management style that he applied which brought inspiration to the people he led.
“We want to empower our next generation of leaders and professionals through our lineup of engagements. This is one feasible solution to end terrorism in Mindanao,” he added.
Participants were selected youths from provinces, cities, and municipalities of Western Mindanao, including Lanao del Sur, Zamboanga City, Jolo, Tawi-Tawi, and Cotabato.
The military will select participants as contingents for the annual National Youth Leadership Summit being facilitated by the higher headquarters.
Preventing violent extremism will also be tackled for the youth to be enlightened and be aware of the radicalization of extremist groups.
Meanwhile, Brig. Gen. Romeo Brawner, 103rd Bde Commander, is pleased that the youth summit was held in Lanao del Sur.

Six Abu Sayyaf bandits, who surrendered to military troops this week, said they were lured into joining what terrorist leaders claimed as a religious front in Sulu.
“The former bandits admitted that fear from the military’s intensified combat operations in Sulu and the Abu Sayyaf’s declining support from the civilians have forced them to surrender,” said Maj. Gen. Corleto Vinluan, Jr., Joint Task Force Sulu Commander.
Military troops presented the surrendered militants and their three Garand rifles to Brig. Gen. Francisco Ariel Felicidario III, 11th Infantry Division Assistant Division Commander.
Five of them yielded on July 24 while another bandit surrendered on July 23 to the 32ndInfantry Battalion in Sulu.
Troops brought the surrendered bandits to Camp Teodulfo Bautista Station Hospital in Bus-bus, Jolo for medical check-up.
Disillusioned with the Abu Sayyaf’s hierarchy, many militants are now contemplating to lay down their arms, according to the surrendered bandits.
Two of the surrenderors claimed they were lured into joining the terrorist group at ages 11 and 13. They accounted 14 Muslim minors being exploited by the Abu Sayyaf at the time of their escape.
“We condemn the recruitment and exploitation of minors as combatants fighting for an unholy cause. The Abu Sayyaf does not, in any way, represent and inculcate the true teachings of Islam, as people who kill without compunction do not have a religion,” said Lt. Gen. Cirilito Sobejana, commander of Western Mindanao Command.
“We further denounce the Abu Sayyaf’s act of using Islam to propagate terrorism. This is a resonating call on deceived bandits to lay down their arms and to rebuild their lives for peace in Mindanao,” he added.
The former bandits will be registered to the government’s assistance program for their reintegration.

The Philippine National Police is not taking any chances in the possible spill over of violence from Negros Oriental to Negros Occidental.
Col. Romeo Baleros, Negros Occidental police director, said yesterday that they are now coordinating with the Armed Forces of the Philippines to seal off all possible entry points in the province, through border control operations.
Baleros said he shared his concerns with Col. Raul Tacaca, Negros Oriental police director, during a legislative conference with other commanders in Iloilo on Thursday.
The spate of killings in Negros Oriental and its possible effects were also discussed during the visit of Brig. Gen. Rene Pamuspusan, newly-installed regional police director, at Camp Alfredo Montelibano Sr. in Bacolod City, yesterday.
Pamuspusan said the sealing off of entry and exits points in the boundary of Negros Occidental and Oriental is part of their preparations for better border control mechanism.
At the same time, he also ordered all provincial police directors in Western Visayas to be aggressive in their security measures, when it comes to insurgency and terrorism, in coordination with the Philippine Army.
Military and police officials noted that New People’s Army rebels cross the boundary of the two provinces, once they are being pursued by the Philippine Army after some armed skirmishes.
Baleros said he is expecting more police personnel to address the shortage of manpower in Negros Occidental, once they graduate from the Basic Recruit Course at the Regional Training School in Brgy. Mansilingan, Bacolod City.
But he said that the presence of three Army battalions under the 303rd Infantry Brigade is a boost to them in maintaining peace and security in Negros Occidental.
P amuspusan, meanwhile, congratulated Negros Occidental Police Provincial Office for a job well done, and for its contribution in making the Police Regional Office 6 one of the five PNP regional offices vying for the Top Performing PRO, in line with the Police Service anniversary to be marked next week in Camp Crame.
During a meeting with all the Negros Occidental police commanders, Pamuspusan emphasized the need to institutionalize the programs of PNP.
“We will assess the level of implementation of the current programs so that we will know where to start and from there, we will work towards institutionalization.” he added.

Environment Secretary Roy Cimatu, the Cabinet member assigned to Western Visayas, has asked Negros Occidental officials to come up with an action plan on how to help end the insurgency problem in the province, Gov. Eugenio Jose Lacson said yesterday.
Cimatu met with the Western Visayas officials in Iloilo Thursday to discuss environment and insurgency concerns, the governor said.
Cimatu’s call for an action plan to end the insurgency problem in Negros Occidental, does not mean an all-out war, but finding ways on how local government units can contribute to solutions, Lacson added.
Lacson said next month a meeting will be held with Negros Occidental local government officials to come up with the action plan.
Cimatu said he will come to Negros Occidental in September, Lacson said, adding that that is when they will present their action plan to him.

As other Asia-Pacific countries resist China’s incursions into their waters, the Philippines says China must be allowed to fish at Recto Bank
To counter China’s increasingly aggressive moves to dominate the Asia-Pacific, the US Coast Guard (USCG) called on countries to “push back” as it increases its own presence in the region.
"I think there needs to be an international push-back to say you know, we reject the types of behaviors, the antagonistic, aggressive behaviors that are not consistent with the rule-based order,” USCG Commandant Admiral Karl Schultz told reporters in a phone interview earlier this week.
Schultz criticized the increased deployment of the Chinese Coast Guard (CCG) and even the People’s Liberation Army (PLA) Navy in waters outside of China’s legal jurisdiction.
“The Chinese Coast Guard is grossly manifested, increased its number of ships,” Schultz said, pointing out that even the CCG, supposedly a civilian force, has been placed under China’s People’s Military Police, which means it is a form of military presence.
Even China’s fishing trawlers have been known to function as a maritime militia.
"I think we are seeing behaviors out of the Chinese Coast Guard, out of the Maritime Militia, that are not consistent with the rule-based order,” said Schultz.
The USCG will have more "engagements” with its partner countries like the Philippines to help boost their capacity to police their waters, Schultz said. It also deployed two of its flagships to the Indo-Pacific, particularly near US territories in Oceania.
Schultz said they would “champion transparent engagement” and model “maritime governance” based on the rule of law – a tacit swipe at China’s activities in the South China Sea, including the West Philippine Sea.
Lorenzana: “They can fish there"
On Thursday, July 25, Defense Secretary Delfin Lorenzana said the Philippine Coast Guard (PCG) cannot yet dare to accost the CCG in the West Philippine Sea, even as he led the unveiling of the PCG’s newly-acquired assets and equipment.
"How can you drive away a coast guard of the PLA Navy that is 124 meters? Sige nga. Baka umangan ka lang ng water cannon ay hindi ka na makalapit eh(Let’s see. All it might take is they aim a water cannon at you and you won’t even get near),” Lorenzana told reporters, comparing the CCG’s ships to the PCG’s upcoming largest vessel, which is 83.6 meters long.
The defense chief said the government plans to keep beefing up the PCG as it tries to keep up with the increasing number of foreign vessels – mostly fishers – venturing into the country’s exclusive economic zone (EEZ) or even its territorial waters.
"If we find them trawling there, it’s the mandate of the Coast Guard and the [Bureau of Fisheries and Aquatic Resources]” to apprehend them or drive them out.
However, it is unclear where Philippine authorities will draw the line, as President Rodrigo Duterte has insisted on a “fishing deal” he supposedly made with Beijing that allows the Chinese to fish in the Philippines’ EEZ, particularly Recto Bank.
On June 9, a Philippine fishing boat anchored at Recto Bank was hit by a Chinese trawler and foundered. The Chinese vessel immediately left the scene, and the 22 Filipino crew struggled to stay afloat until they were rescued by a Vietnamese boat hours later.
The incident raised questions about the Chinese vessel’s presence in an area well within the Philippines’ EEZ.
"Well, according to the President, mayroon silang agreement ni 'kwan na in-allow niya ‘yung fishing ng Chinese doon, (he had an agreement with so-and-so that he allowed the Chinese’s fishing there). That’s it. They can fish there,” Lorenzana quipped.
Vietnam, Malaysia pushing back
This past week, Vietnam has repeatedly demanded China to pull out its survey ship from its EEZ.
Although Hanoi declined to specify the Chinese vessel’s location, it said the ship was “completely in Vietnam’s sea area” and that the country “resolutely and persistently protects” its sovereign rights “by peaceful means based on international law.”
As Hanoi demanded that Beijing respect its sovereignty, Beijing said that it hoped Hanoi would respect “China’s jurisdiction.”
Despite China’s sweeping claim over the South China Sea, Vietnam and Malaysia have continued oil and gas operations in their EEZs.
Both countries have stood up to harassment from the CCG and have been able to carry on their activities, contrary to Duterte’s claim that such would spark a war with China.
Analysts and officials have refuted that claim, saying China would not risk its position in the international community were it to turn into a full-on aggressor, and that the Philippines’ Mutual Defense Treaty with the US adds another layer of deterrence.

Despite denials from the Philippine defense chief and the Chinese ambassador, it appears the aircraft carrier Liaoning did pass though Philippine waters
The map image appeared on the OedoSoldier Twitter account on June 20, as well as on the Facebook page Philippine Defense Forces Forum, which said: “Taiwan has released its tracking of China's aircraft carrier Liaoning and 5 other warships of the PLA-N (People’s Liberation Army-Navy). The PLA-N (Carrier Strike Group) CSG's transit to the SCS (South China Sea) brought it close to the US territory of Guam before it changed course and headed southwest and down Mindanao and entered the SCS [West Philippine Sea] south of Palawan.”
The South China Morning Post reported on June 25 that the Liaoning and 5 of its escort vessels passed through the Taiwan Strait coming from the South China Sea. This is consistent with the June 20 map that showed the Liaoning entering the South China Sea.
Maritime law expert Jay Batongbacal posted the map on social media on Friday, July 26, saying, “Oh, here it is: route of the Liaoning's recent transit thru southern PH waters…"
Although Sibutu Strait is within the country’s territorial waters, it has been declared an international sea lane where foreign commercial ships have the right of innocent passage.
In the case of navy ships, however, foreign states must notify the Philippines of their passage, said Lorenzana.
Carpio had criticized China’s “double standard” as it would not have allowed Philippine vessels easy passage in its own waters, or even Philippine waters China claims for itself.

It appears the Chinese aircraft carrier Liaoning did pass Philippine waters after all, based on a map tracking the warship’s passage published by several Taiwanese media outfits.

The South China Morning Post reported on June 25 that the Liaoning and 5 of its escort vessels passed through the Taiwan Strait coming from the South China Sea. This is consistent with the June 20 map that showed the Liaoning entering the South China Sea.
Maritime law expert Jay Batongbacal posted the map on social media on Friday, July 26, saying, “Oh, here it is: route of the Liaoning's recent transit thru southern PH waters…"
Last week, on July 19, Supreme Court Senior Associate Justice Antonio Carpio told reporters on the sidelines of a forum at the University of the Philippines Diliman that the Liaoning recently passed through the Sibutu Strait.
Although Sibutu Strait is within the country’s territorial waters, it has been declared an international sea lane where foreign commercial ships have the right of innocent passage.
In the case of navy ships, however, foreign states must notify the Philippines of their passage, said Lorenzana.
Carpio had criticized China’s “double standard” as it would not have allowed Philippine vessels easy passage in its own waters, or even Philippine waters China claims for itself.

An alleged member of the lawless Bangsamoro Islamic Freedom Fighters (BIFF) was seriously injured as well as his 10-year old son, while his wife was killed when improvised explosives he kept in his safe house in North Cotabato accidentally tripped.
Joint Task Force (JTF) Central commander Maj. Gen. Diosdado Carreon said the explosion transpired Thursday, July 25, when the government troops were conducting focused operations to thwart hostile plans of BIFF and Abu Toraypie group in Brgy. Dasawao, Shariff Saydona Mustapha, Maguindanao.
“This alerted BIFF factions who thought they were being attacked by government forces in Kabasalan, Pikit, North Cotabato,” he said.
Carreon added that terror groups plan to launch IED attacks in urban and populated areas in Central Mindanao.
Masla is a follower of BIFF key leader Abdul Haber Usman, alias Commander Edsgrapil, under Bungos’ faction.
Edsgrafil and his cohorts safekeep, transport, and dispatch IEDs kept at their houses in Sitio Butilen, Barangay Kabasalan.
Their safe houses served as the launching point of bombings perpetrated by BIFF in North Cotabato and Sultan Kudarat, posing an imminent threat to all residents in Central Mindanao and in nearby regions.
“The military will never allow these terror groups to thrive in the area and terrorize the people of Central Mindanao. We will work hand in hand with other government agencies to maintain peace and security so that the BARMM government can serve the people without interruption,” said Lt. Gen. Cirilito Sobejana, commander of Western Mindanao Command.
“We will sustain our campaign to defeat peace spoilers and engage local leaders and the community in order to secure the coveted peace and development in the BARMM (Bangsamoro Autonomous Region in Muslim Mindanao),” he added.

The Western Mindanao Command (Westmincom) tendered on Friday military honors to Chief Master Sergeant Eliseo Jagna-an Jr., the outgoing Command Sergeant Major of Westmincom.
Maj. Arvin John Encinas, Westmincom spokesperson, said Jagna-an was awarded a plaque of Honorable Service in recognition of his over 34 years of "honest and loyal service" as a non-commissioned officer of the Philippine Marine Corps.
Encinas said a plaque of appreciation was also presented to Jagnaa's wife, Mary Joji, "in grateful appreciation for her unselfish support" to her husband.
Encinas said Jagna-an led all the enlisted personnel under the Westmincom’s joint area of operations for over five years as command sergeant major.
In his valedictory message, Jagnaan expressed his gratitude to the officers, enlisted personnel, and civilian personnel of the Westmincom for their "untiring support" during his term.
“I will now go back to my family after serving the Armed Forces of the Philippines for 34 years, 4 months, and 11 days, to which I will face another challenge that is to live my life as a civilian and full-time husband to my wife and a full-time father to my children,” Jagna-an said.
Jagna-an was succeeded by Senior Master Sergeant Felix Sedano.
“It is time for you to take off your uniform permanently and spend more quality time with your family,” Lt. Gen. Cirilito Sobejana, Westmincom chief, told Jagna-an during the ceremony.
“Retirement can be one of the best moments of a soldier, especially if one had gone through a good and fruitful military career,” Sobejana added.

The Department of Transportation (DOTr) has expressed deep regret over the delay caused by an arson incident perpetrated by five communist rebels at the construction site of the Bicol International Airport (BIA) in Daraga, Albay on Friday morning.
“Such attacks bring unnecessary delay to the fruition of (President Rodrigo Duterte’s) transportation goals, most especially as (the) DOTr has been working triple time to deliver infrastructure development in the hope of spurring regional growth and development,” the department said in a statement released to the media late Friday.
Citing reliable sources, the DOTr said the five “confirmed members of the New People’s Army”, who were carrying high-powered firearms, stopped a dump truck owned by Cuerpo Construction at a “checkpoint”, waylaid it and set fire to the vehicle.
It said soldiers pursued the five and reportedly engaged them in a gunfight.
The DOTr said the Philippine Army has been directed to investigate the incident, which was not the first to have occurred in the area, and identify the perpetrators.
Cuerpo Construction Co. is one of the contractors for the New BIA Complex project, which is being built by the DOTr under the “Build, Build, Build” program of the Duterte administration.
The project aims to develop a new international-standard airport in Daraga, Albay that could accommodate larger aircraft, which in turn would serve the growing volume of air passengers in the Bicol region.

The proposed mandatory Reserve Officers Training Corps (ROTC) training for senior high school students does not force high school students to become soldiers, the spokesperson of the Armed Forces of the Philippines (AFP) said.
Marine Brig. Gen. Edgard Arevalo was reacting to Senator Imee Marcos' pronouncement that she cannot accept the proposal, saying, "You really cannot force a kid to become a soldier."
"We take cognizance of the view of the good Senator Marcos as against 'forcing the kid to becoming (a) soldier' with regard to the ROTC. With all due respect, however, we maintain that taking and completing the ROTC program does not make him -- or her -- ipso facto a soldier," he said in a message to the Philippine News Agency (PNA) on Friday.
Arevalo noted that the proposal to revive the ROTC training merely prepares the country’s youth and capacitates them to respond to exigencies, such as calamities and national emergencies.
"Unless, in their own volition, these young and patriotic Filipinos opt to join the Armed Forces of the Philippines," he added.
Citing Article II Section 4 of the Constitution, Arevalo said it is the prime duty of the government to serve and protect the people.
"Thus, the government may call upon its citizens to render personal, civil, or military duties to defend the State. And the ROTC program readies our men and women to fulfill that constitutionally mandated obligation," he said.
AFP Chief-of-Staff Gen. Benjamin Madrigal Jr., said these times call for the reintroduction of ROTC as it is needed to train and instill among the youth the values of discipline, nationalism, respect for authorities, and love of country, among others.
In a letter to Senate President Vicente Sotto III dated June 3, President Rodrigo R. Duterte urged the Senate to certify the immediate passage of Senate Bill 2232, which institutionalizes ROTC in senior high school.
On May 20, the House of Representatives voted 167-4-0 to approve on third and final reading their version of the ROTC bill, House Bill 8961.
Under House Bill 8961, ROTC training would apply to “all students in Grades 11 and 12 in all senior high schools in public and private educational institutions” and shall be a requirement for graduation.
The following students may, however, be exempted: those who are physically or psychologically unfit; those who have undergone or are undergoing similar military training; those who are chosen by their school to serve as varsity players in sports competition; and those who may be exempted from training for valid reasons, as approved by the
Department of National Defense, upon recommendation by an educational institution where the student is enrolled.
The proposed measure also strictly prohibits the use of ROTC training for “political” objective and teaching and instilling a particular political ideology on students.
House Bill 8961 also bans hazing and other forms of physical or mental abuse.
