The involvement of the United States Coast Guard (USCG) in Washington’s Indo-Pacific strategy is remarkably making headlines. For the first time, the USCG cutter Bertholf joined a U.S. Navy destroyerin crossing the Taiwan Strait last March to demonstrate U.S. commitment for a free and open Indo-Pacific. Relatedly, the same USCG vessel also conducted a maritime exercise with Philippine Coast Guard (PCG) vessels in the vicinity of Scarborough Shoal last month. Another vessel, USCGC Stratton, which is also of the same size and capability, is now deployed with the 7th Fleet based in Yokosuka, Japan.

Numerous maritime security scholars have tried to explain why U.S. white hulls are now finding their way along the seas and shores of Southeast Asia. The most considerable argument is that Washington has to distribute its operations with other branches of its military service, the U.S. coast guard included. Others have explained this in the context of effectively countering the three sea forces of China — the navy, the coast guard, and the maritime militia. Moreover, U.S. Coast Guard Pacific Area Commander Vice Admiral Linda Fagan claimed that Washington intends to actively support the region through “law enforcement and capacity-building in the fisheries enforcement realm.”

In evaluating each explanation to comprehend the nature of the USCG’s deployment in the Pacific, it can be argued that these answers do not fully capture the essence why the United States is now utilizing its white hulls. The idea of the distribution of operation among its other military services like the coast guard does not seem to value the identity of the said institution, but rather oversimplify what it is needed for. It is also important to highlight that it is not just the U.S. Navy that carries the burden alone in asserting freedom of navigation in the South China Sea; numerous countries have already sent their navy ships and patrolled the said waters as well. Furthermore, to claim that the USCG will be used for maritime law enforcement is not a resounding tell-all rationale, because even before China became assertive, the region had been plagued with nontraditional security threats like piracy, armed robbery, illegal fishing, and even drug trafficking, but the USCG ships did not make a bold and significant contribution to addressing such threats.

Hence, the question that needs to be answered is why Washington is bringing the USCG into the South China Sea, despite its existing strong naval capability and the robust support of Western countries to its initiative of ensuring free and open Indo-Pacific?

Japan’s Coast Guard Model

As a backgrounder, it is worth noting that the external support for the development of coast guards in the region is not something new. Due to Japan’s pacifist constitution and imperialist past, it had been innovative in employing the Japan Coast Guard (JCG) in establishing maritime cooperation in Southeast Asia for more than five decades now. Notably, since the JCG was first projected as a maritime agency focused on safety and environmental protection, Tokyo had been successful in establishing stable maritime cooperation with littoral states along where its sea trade routes pass. Notably, most of its projects did not just support the interests of Japan, but also benefited the region more broadly. Likewise, in the context of maritime law enforcement, the JCG supported the establishment of coast guards in the region through capacity building measures, sponsoring ASEAN coast guards for training and seminars in Japan, and deploying JCG experts in Southeast Asia. Finally, in response to China’s rise and aggressive behavior, Japan employed white ships in the disputed Senkakus to illustrate that militarization in a territorial row would exacerbate the situation and not be a solution. This approach has once again set the standard for the claimant states in the South China Sea in utilizing white ships instead (except for the Philippines in 2012 during the Scarborough Shoal stand-off).

It is in this context that Japan demonstrates how a coast guard organization — low-key but relevant, effective in policing yet not aggressive, and lightly armed but not provocative — can perform a security role but remain open for cooperation. Thanks to this influence, those countries located along Tokyo’s sea trade routes understood the importance of white hulls and the crucial role they can play in establishing maritime order. Southeast Asian countries recognized that a coast guard’s functions are limited in ensuring safety, guarding trade routes against nontraditional security threats, protecting the marine environment, and maintaining the maritime order.

The U.S. Naval Strategy and ASEAN’s Response
In the case of the United States, since it does not have the same handicap as Japan, the Americans have embraced Mahan’s doctrine of the importance of having a powerful navy. The United States takes pride in having the most formidable naval fleet in the entire world. Thus, their cooperation with Southeast Asian countries, especially with allies, is always tied to naval exercises that mainly involve the United States Navy, like Cooperation Afloat Readiness and Training (Exercise CARAT) and the Rim of the Pacific Exercise (RIMPAC).

Given the U.S. position as the victor of World War II and the ruling hegemon after the end of the Cold War, the majority of countries in the region have been supportive of these naval war games. However, due to the rise of China economically and militarily, most of the Southeast Asian countries had been hesitant to pursue the same level of support for these activities. In 2016, Philippine President Rodgridgo Duterte even warned the United States that the Philippine-U.S. war games that year would be the last, since it was dragging Manila into conflict with Beijing.

As expected, when Washington began conducting more frequent freedom of navigation operations (FONOPs) in the region, ASEAN members expressed misgivings. These countries are afraid that FONOPs could lead to an armed conflict with China. Malaysian Prime Minister Mahathir Mohamad in particular expressed his unease with the presence of warships in the South China Sea; he has always underlined that slight mistake at sea could lead to war. In the case of the Philippines, despite the constant presence of China’s paramilitary forces in its occupied Thitu Island and its place as Washington’s oldest ally, Manila until now has not expressed its full support to the FONOPs.

With these responses from the leaders of the claimant states in the South China Sea, it can be perceived that the concept of FONOPs is difficult for them to accept since they have interpreted it as a direct realignment with the U.S. interest. Moreover, any activities that involve military organizations are something these countries worry could offend their major trading partner and big investment spender, China. A second possible factor is that the sovereignty sensitive countries of Southeast Asia don’t necessarily trust the intentions of the Americans yet. In 2003, the U.S.-led program Regional Maritime Security Initiative (RMSI) to safeguard the Straits of Malacca and Singapore (SOMS) strait was criticized by Malaysia, Indonesia, and Singapore due to the issue of sovereignty and hesitation to allow Washington to have the freedom to patrols and police their backyard.

Adopting Japan’s Coast Guard Diplomacy Template

Learning from Japan’s coast guard diplomacy, the United States is now replicating what Tokyo has done. The USCG already started establishing maritime cooperation with Southeast Asian coast guards, even before its cutters were deployed this year. In the case of the Philippines, Vietnam, Indonesia, and Malaysia, their coast guard officers and enlisted personnel in recent years had been participating in short training courses in U.S. Coast Guard training facilities. Moreover, the United States Coast Guard Academy accommodated cadets from the Philippines and Malaysia to join its corps in 2011 and 2015, respectively.

In the Philippines alone, since Duterte came into office, there was a tremendous upsurge of the number of coast guard personnel being sent to the United States to participate in coast guard related training. According to Philippine Coast Guard (PCG) records, the average number of PCG personnel who were funded by the United States for foreign training is roughly 60 in the past three years. This is a big jump from 2015, when only six PCG officers went to the U.S. for coast guard courses. Furthermore, another bit of staggering information is that Washington, through its U.S. Defense Threat Reduction Agency and the Joint United States Military Assistance Group, was able to train more than 1,500 PCG personnel in different places in the Philippines since 2016. USCG personnel taught and trained the PCG in various courses related to their roles as sailors in different capacities, as law enforcers, and even as crisis managers. Relatedly, it is also worth noting that PCG just recently inaugurated a $3 million law enforcement training facility funded by the U.S. government.

Conclusion

Washington’s litmus test for its borrowed coast guard diplomacy was the maritime exercise between the PCG and USCG. By the mere fact that it was not disapproved of or criticized by the Duterte government, it can be presumed that the white hulls and coast guard functions are both recognized as a much better alternative in courting the approval and support of other Southeast Asian leaders. The willingness of Southeast Asian countries to accept this kind of cooperation has long been built by the JCG and is now being extended to USCG as well.

Nevertheless, it is imperative to highlight that despite the entrenched perception of the region regarding coast guards, such warm acceptance and trust to the USCG would not be extended if Washington did not carefully adapt Japan’s approach. The United States deserves to be commended since they did not just drastically assimilate the white hull strategy; it took them years to break the barrier of suspicion and eventually gain trust. Lastly, the most compelling reason for the cordial welcome to USCG vessels in the region is because Southeast Asian leaders have come to accept the notion established by Japan that a white hull has more leeway for positive cooperation that cannot be equated to aggression.

Armed Forces of the Philippines chief Gen. Benjamin Madrigal Jr. is calling for stronger cooperation with Malaysian authorities to address the spate of kidnappings in Sabah.

Madrigal made the call in the wake of last Tuesday morning’s kidnapping of 10 fishermen by heavily armed suspects off the coast of Sabah.

“There’s no use in pointing fingers, blaming each other,” Madrigal said Thursday.

He added that lowering one’s guard offers a window for lawless elements to commit crimes.

Several senior military officials in Sulu, Basilan and Tawi-Tawi have yet to establish if the 10 hostages have been taken to the Philippines by the kidnappers.

Malaysian authorities earlier said the kidnappers could be Abu Sayyaf militants, who might have taken the hostages to Tawi-Tawi or Sulu.

Reports said the 10 victims are undocumented Filipinos living in Sabah, while the six others whom the suspects released are Malaysians.

“If the Abu Sayyaf is behind the kidnapping, for sure they will not release the Malaysians,” said a military official in Sulu.

MARAWI/PHILIPPINES: Two years after Daesh-inspired militants besieged Marawi city, leading to a five-month bloody war that left the core of the city in a shambles, the military is taking a new tack to fight terrorists and extremist groups.

Armed with tractors instead of tanks, dropping seeds instead of bombs, soldiers led by Brig. Gen. Romeo Brawner Jr., commander, Army 103rd Brigade, visit Dawlah Islamiyah-Lanao (DI-Lanao)-influenced villages in Lanao Del Sur to reach out to communities.

One of the areas recently visited by the soldiers was Padas village in Pagayawan town, site of an encounter in March between government troops and the DI-Lanao (former Maute group) and home to the 101st Moro Islamic Liberation Front (MILF) Base Command.

Brawner said it was during the encounter in Pagayawan that Owayda Abdul Najid Marohombsar, alias “Abu Dar,” the remaining leader of DI-Lanao, was killed. Dar was also the former lieutenant of Isnilon Hapilon, a US-designated terrorist who led a faction of the Abu Sayyaf Group (ASG), together with Omarkhayam Maute of the Maute Group that took Marawi City by force in May 2017.
On June 8, Brawner and his troops returned to Padas village. This time their mission was to conduct a series of peace-building activities in cooperation with the MILF 101st BC.

Activities include providing medical services and distributing relief goods, gift packs to children, seeds and seedlings for planting; and a dialogue with the community.

The highlight was the installation of the first playground equipment in the village, with some of the former MILF fighters being the first to try the seesaw.

Brawner said that the playground set would provide young members of the MILF community with an avenue for cohesive and positive social engagements instead of divisive and potentially vicious activities that could pull them into violent extremism.

Soldiers and MILF commanders in the area also ate side by side during the boodlefight, a cherished tradition in the Philippines military symbolizing camaraderie.

“It’s part of our confidence-building measures with the MILF. They should be our partners,” Brawner said. The MILF used to be the largest Muslim rebel group in the Philippines but has since made peace with the government.

Brawner, however, said that during the profiling of Maute Group fighters who had surrendered to the military it was noted that some of them were former MILF members prior to joining the Daesh-inspired group.

The village they visited in Pagayawan was solely an MILF community and also where Dar sought refuge before he was killed by government forces.

“During our interactions with the community, particularly with the MILF commanders there, they gave us assurance that it will not happen again, the coddling of DI-Lanao or Maute militants,” Brawner said.

Three DI-Lanao members from the area have recently surrendered to the military, but there are five more Daesh-inspired militants hiding in Pagayawan. The MILF has committed to help convince them to surrender.

“Pagayawan and Sultan Dumalandong are DI-Lanao influenced. Our purpose in going there was to reach out to the communities. It’s all part of our building confidence-building measures to prevent the occurrence of violent extremism,” Brawner said.

Many of the former Maute Group members who have surrendered were also farmers who were lured into becoming jihadists aligned with Daesh. The military is now helping them to cultivate their land by lending tractors and giving them seeds and seedlings to plant.

Marawi ruins

When President Rodrigo Duterte declared the liberation of Marawi following the death of Hapilon and Omarkhayam Maute in October 2018, he also announced “the beginning of the rehabilitation of the city.”

However, evidence of the fierce fighting persists, particularly in the “most affected area” (MAA) of the siege. While life is now back to normal outside of ground zero, the MAA remains abandoned.
The deep scars left by the 2017 conflict continue to haunt more than 100,000 people who still do not have a home to return to and have grown frustrated by what they see as slow progress in the rehabilitation of the city.

Some of the displaced residents have been living with relatives or are in evacuation centers and transition sites where they struggle for access to drinkable water and viable livelihoods.

Amid the growing frustration of displaced residents, Housing and Urban Development Coordinating Council and Task Force Bangon Marawi Chairman Eduardo del Rosario assured the people of Marawi that it will rise as a prosperous city again.

He explained that currently the main challenge of the rehabilitation program was clearing unexploded explosives and ordinances. Bombs planted by the militants have a 650-meter blast radius — potentially wiping out all of the buildings in the area.

Del Rosario said once all debris management work was completed by November, the construction of vertical infrastructure would begin.

Decisive victory

Brawner said that the end of the Marawi siege was a decisive military victory. Because of the campaign against extremists, Daesh was unable to establish a caliphate in the country and in Southeast Asia.

He added that the DI-Lanao, from a maximum number of about 1,000 fighters, were down to 25 and had been leaderless since the death of Dar.

On concerns that the militants could use the frustration of residents as a tool to recruit new fighters, Brawner said there had been attempts but Daesh-inspired groups had been unable to convince potential recruits.

“I think the people are now aware that even if they are victims, this is not the right way to do it, attacking the community. It’s unIslamic,” Brawner said.

“In fact we have to prepare the community because the people here are saying if they see the rebels, even if they have surrendered already, they themselves will kill them because they believe these rebels were the ones responsible for destroying Marawi City,” Brawner said.

“Maybe yes, maybe no. Depende na lang sa backchannelling natin. But one thing is clear, again I restate: You have to declare a ceasefire and you have to stop collecting money from the people and from the businessmen,” Duterte said in Davao City during the oath taking ceremony for his son Sebastian "Baste" Duterte as city vice mayor.

Duterte said he is open to footing the bill for the hotel accommodation of communist rebels if they agree to his pre-conditions.

In March, Duterte said the rebels can just talk to the next President after he announced the termination of the talks and dissolved the government negotiating panel led by Labor Secretary Silvestre Bello III.

"It's a stalemate," he then said.

Duterte ordered backchannel talks in January with Communist Party of the Philippines founder Jose Maria "Joma" Sison.

Meanwhile, Duterte's daughter Sara, mayor of Davao City, said she wants to rid the city of communist insurgency in three years.

She said the strategy will take off from Peace 911—a peace and development program which seeks to counter the influence of communist rebels and was piloted in the city’s Paquibato district.

The CPP, along with its armed wing, the New People's Army, was called a terrorist group by Duterte in December 2017.

TAWI-TAWI: The reported abduction of ten Filipino (Bajau Laut) fishermen in Lahad Datu, last Tuesday morning will not affect the desires of all the newly elected provincial and municipal officials to boost economic opportunities for the southernmost island province of Tawi-Tawi.

Spearheaded by its Governor-elect Yshmael Sali and strongly supported by all the eleven island municipal elected mayors and their respective councillors, the new administration remains focused in improving infrastructure and strengthen peace and security leading to a more business-friendly environment.

“Governor Sali is very much concerned about the recent abduction incident executed by suspected members of the notorious Abu Sayyaf militants, known for carrying out kidnap-for-ransom activities both at home and neighbouring Sabah,” Turtle Island municipal Mayor Haji Faizal Jamalul said.

No group had claimed responsibility as of press time and it was not immediately clear if the Sulu-base Abu Sayyaf Group was involved.


Speaking after attending a two-day orientation and training activity organised by the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) in Cotabato held during the weekend, Faizal and Sali expressed regret that the incident again brought negative perception to the peace-loving Tawi-Tawians (natives) and the province in general.
He said the province is blessed with many tourism potentials, abundance of marine life products and rich with coal minerals, to name a few.

Apart from being known as the most peaceful province of BARMM, he said Tawi-Tawi was never identified as safe haven for Abu Sayyaf, foreign terrorists, and other criminals.

The newly established BARMM (formerly ARMM) consists of five Muslim dominated provinces, namely Lanao Del Sur, Maguindanao, Basilan, Sulu, and Tawi-Tawi.

Faizal who is also the Mindanao chairman for the BIMP-EAGA Business Council (BEBC) noted that Abu Sayyaf had been using the geographical location of Tawi-Tawi as an escape route every time they execute kidnapping activities or heinous crimes in Sabah.
“Kidnappers and criminals would normally stop over and hide in the many islets in Tawi-Tawi after committing crimes in Sabah for re-fuel purposes before proceeding to their destinations in Sulu or Basilan provinces,” Faizal explained, adding that the vast coastal lanes of the Sulu Sea had made it difficult for the local uniformed authorities to timely detect their presence.

He vowed to enhance security in Turtle Islands (Taganak) and strengthen its co-operation with Sabah authorities as a deterrent measure.

“My municipality (Turtle Islands) is less than an hour boat ride from Sandakan and I do not wish to see criminals and terrorists using my place as escape route for them now and in the future,” he stressed.

“If bloodshed is needed to protect my people, community, Tawi-Tawi, and our friendly Sabah neighbour, so be it!” Faizal said.


On the recently concluded orientation cum training, the event organised by the BARMM Ministry of Interior and Local Government last June 16-17 was attended by all the newly-elected local chief executives (LCEs) across the region.

It was designed to orient the local officials on the basics of governance, what laws or ordinances they need to enact, special bodies to organize, what steps to take before actually assuming their elected posts.

The activity, anchored on the theme “Creating Synergy in the Bangsamoro Towards Moral Governance,” encourages participating LCEs to give inputs on the Islamic perspective on leadership and management, salient features of the Bangsamoro Organic Law (BOL) on local governance, and deconstruction of the poverty incidence in the BARMM.

The training of the newly-elected officials was considered as a first of its kind in the region, where the trainees participate in a series of dialogues focusing on nutrition, education, revenue generation, child-friendly local governance, and peace and order.

BARMM interim Chief Minister Ahod “Al Haj Murad” Ebrahim, who opened the activity on Saturday (June 15), stressed the need of having continued discussions with local government units (LGUs) in achieving the aspirations of the Bangsamoro people.

“It is very important that we have a talk like this, in order to understand everybody and in order to have one common line,” Ebrahim said, adding that more gatherings of such are expected to take place in the future with the LGUs.

Two suspected members of the New People’s Army were killed in a shootout with the military in Barangay Talalak, Santa Catalina town, Negros Oriental on Friday.

Brig. Gen. Ignacio Madriaga, 302nd Infantry Brigade commander, said
about 10 NPA rebels first opened fire on a military outpost, prompting the military to retaliate.


The NPA rebels later scampered in different directions, leaving their two slain comrades whose identities were still being established by the military.

Government troopers recovered from the rebel-vacated positions three magazines of an M-16 rifle containing 25 ammunition, three M-14 rifle live ammunition, an unexploded fragmentation grenade without a safety pin, an electrical wire, an empty shell of an M-203 grenade launcher, one bandoleer, assorted medicines, a sling bag, and a brown bull cap.

No one was hurt among the government troopers manning the detachment. A hot pursuit operation was launched against the fleeing rebels.

In a bid to ensure continuity of programs for special clients, the Technical Education and Skills Development Authority (TESDA) has started the conduct of skills training for the beneficiaries of the members of the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) who were killed in action (KIA) or killed in police operation (KIPO).

The 58 legal dependents of AFP-KIA and PNP-KIPO who were provided skills training at the TESDA Women’s Center belong to the 15th and 16th batch of the Capacity Building Training (CBT) under the Comprehensive Social Benefits Program (CSBP) implemented by the agency.

The CBT, conducted under the concept of the CSPB, aims to provide financial literacy, skills and entrepreneurship training for the legal dependents of police and military personnel.

The trainings are conducted to ensure that the remaining 193 target beneficiaries to be trained for 2019 will be met.

The TESDA Regional offices have also been mandated to conduct similar training to ensure 100% accomplishment of this target by the end of the year.

To date, TESDA has trained a total of 628 beneficiaries on various competencies such as Process Food by Salting, Curing and Smoking, and Sugar Concentration, Fruit and Meat Processing, and Bread and Pastry Production.

Since the signing of the Memorandum of Agreement (MOA) with 17 other government agencies on February 15, 2017, the Authority has become the lead agency for the CBT together with the Bangko Sentral ng Pilipinas (BSP), and the DTI.

The MOA guarantees the enactment of the CSBP alongside the provision of benefits for the target beneficiaries such as special finance assistance (SFA) for the battle/duty casualties, shelter and health care assistance, and educational assistance.

Accompanying TESDA in this skills training program are the Department of Interior and Local Government (DILG), Department of National Defense (DND), Department of Trade and Industry (DTI) and National Police Commission (NAPOLCOM).

“Together with the DILG, DND, DTI, BSP, AFP, and PNP – the team behind CBT, TESDA will continue to provide skills training assistance to the beneficiaries of our police and soldiers, as it is our responsibility as an agency to make sure that no matter the adversities faced, our fellow Filipinos and their families are capable to face them,” Secretary Isidro “Sid” Lapeña said.

The 15th batch of trainees for the Process Food by Sugar Concentration (Leading to Food Processing NC II) completed the said course on June 19 (Wednesday), while the 16th batch is set to finish on June 21 (Friday).

ZAMBOANGA CITY — The Armed Forces of the Philippines – Western Mindanao Command (AFP-WestMinCom) said Friday that President Rodrigo Duterte issued Executive Order (EO) No. 70, providing for the creation of a national task force and the adoption of a national peace framework to end local communist-based armed conflict in the country.

AFP-WestMinCom said that under E.O. No. 70, the national task force is meant to formulate and implement a national peace framework anchored on the whole-of-nation approach to address insurgency.

The framework pushes for inter-agency convergence and addresses insurgency through sector participation and peaceful mechanisms, complementing the peace efforts of local government units and national agencies.

Colonel Arnulfo Bajarin of the AFP Peace Development Office presented the implementation plan during a meeting held in Camp Navarro, Calarian on Wednesday morning, June 19.

Lt. Gen. Arnel Dela Vega, WestMinCom chief, said that “synchronizing all efforts is an effective mechanism to combat insurgency.”

“The framework is there to ensure that counter-insurgency actions reflect the local governments’ approach and a unified and inclusive solution is employed to resolve insurgency,” Dela Vega added.

Also present were Police BGen. Joselito Salido, of the Directorate for Integrated Police Operations; Police BGen Eugenio Paguirigan, of the Directorate for Operations; and other military, coast guard, and public officials.

Lieutenant General Salvador Melchor Mison Jr., vice chief of staff of the Armed Forces of the Philippines (VCSAFP), has formally retired after more than 39 years in the military service.

General Benjamin Madrigal, AFP chief-of-staff, presided the joint Change of Command and Retirement Ceremony on Thursday at Camp Aguinaldo in Quezon City where Mison turned over the command to Vice Admiral Gaudencio Collado Jr., the deputy chief of staff (TDCS), as the newly-installed VCSAFP.

In his speech, Madrigal honored Mison whom he acknowledged as his “primary adviser and collaborator.”

“As my primary adviser and collaborator, General Mison Jr. closely worked with me in the administration and management, specifically policy formulation, implementation, and oversight of the overall conduct of AFP operations, as well as AFP capability development objectives,” Madrigal said.

“He provided effective functional supervision over the major services, unified command, and AFP-wide support and separate units, with skillful employment of a systems approach and improvement of processes in providing innovative and cost-effective solutions in support of our mission accomplishments,” he added.

Mison was given the Philippine Legion of Honor Award with the Degree of Commander for the “meritorious and exceptional service” that he “rendered to the country and the Filipino people.”

A member of the Philippine Military Academy (PMA) “Maharlika” Class of 1984, Mison completed a total of 39 years, three months and five days of active military service, according to the AFP Public Affairs Office (PAO).

He held a number of positions in the military including serving as the AFP deputy chief of staff (TDCS); commander of the Air Education Training and Doctrine Command; chief of Air Staff of the Philippine Air Force (PAF); inspector-general of the Headquarters Service Support Group (HSSG); deputy commander of the 1st Air Division; wing commander of the 220th Airlift Wing; and as an instructor pilot.

He also served as a member of the PAF Education and Training Board and PAF Board of Senior Officers; he was also vice chairman of the PAF Military Pilot Training selection board.

Meanwhile, Collado, who took over Mison’s position, was described as “an accomplished Navy officer.”

Collado previously commanded four Navy ships, including the BRP Ang Pangulo, and held various “sensitive staff and leadership positions in the Philippine fleet.”

Madrigal expressed confidence that Collado will “be able to deliver as expected” as he said the latter had served as the deputy chief of staff (TDCS), which is the third highest-ranking position in the AFP.

CPP: Lorenzana chickens out of China tit-for-tat

Knowing that Defense Secretary Delfin Lorenzana is the highest active agent of the US imperialists in the Duterte cabinet, it is interesting to see how he chickened out from his earlier bellicose statements over the June 9 Recto Bank incident which he himself initiated, and eventually backed down and echoed Duterte’s spineless position to downplay the incident.

In his statements, Lorenzana strongly condemned the Chinese fishing vessel that rammed a Filipino fishing boat last June 9 and abandoned the Filipino crew. He also demanded that China apologize for the incident. His statements appears to be timed with the US announcement of its plans to deploy a US Coast Guard cutter, the USS Stratton, to purportedly “help protect” the Philippines’ exclusive economic zone. US officials further stated that similar incidents of “attacks” could trigger the Mutual Defense Treaty, a position supported by some politicians.

The combative position which Lorenzana and the US took aimed to put China on a defensive. However, to Lorenzana’s chagrin, Duterte came to China’s defense and shamelessly echoed its statements that the ramming was “a simple maritime accident,” even if he insisted that an investigation must still be carried out. (Not surprisingly, after being “invited” by the Malacañang boss, the Filipino fishermen eventually modified their earlier statement to make them fit with China and Duterte’s line, and are now under pressure to forever keep their mouths shut.)

As things turn out, this round of political fireworks goes to China, with the US coming in as second winner. With Duterte’s spinelessness, China continues to insist on its claims over the Philippine seas even as the US continues to justify its imperial right to deploy its military forces on the country’s territorial waters.

In the end, it is the Filipino people, especially the Filipino fishermen, who are the big losers. Not only has Duterte failed to pursue justice for the victims of the Recto Bank incident, more importantly, it has again allowed China and the US to use the country as a playground for their big power brawls.

In his speech before the 8th Infantry Division, Pres. Rodrigo Duterte of the GRP yesterday chided the Party and NPA for having an “outdated” ideology and declared that the Armed Forces of the Philippines (AFP) can defeat the revolutionary armed movement in Samar and across the country.

In fact, it is Duterte’s ideology—fascism—that is old and rotten. It is an ideology based on hatred of the poor and dispossessed who have learned to stand up and speak out against tyranny and oppression. Fascism is the worst ideology of the reactionary classes who aim to perpetuate their power and wealth accumulation.

It is the same ideology behind Hitler’s holocaust of the 1930s, and various bloody dictatorial regimes from Europe to the Americas and Asia—from Batista to Somoza, Suharto to Marcos and a number of other tyrants who plundered their countries but were eventually overthrown by the people who learned to wage resistance valiantly.

The Filipino people have long rejected fascism in the Philippines and will continue to resist it because it is oppressive and aims to condemn them to eternal hardships and poverty. With his fascist ideology, it is a certainty that Duterte will fail miserably in his declared aim of defeating the people’s armed and non-armed resistance.

The CPP, guided by the most advanced theory of Marxism-Leninism-Maoism with its democratic ideals, will continue to strengthen and draw deep support among the broad masses of the people and lead the New People’s Army and the democratic mass movement to greater heights.

Now, again exposing his character as a traitor and paid agent of China, Duterte wants to have a joint investigation with China to further put down the Filipino victims and worst of all to insinuate that China has joint jurisdiction over the exclusive economic zone of the Philippines.

Instead of toying with the stupid notion of joint investigation, the Philippines should condemn the intrusion of the Chinese militia boat and ramming crime in the exclusive economic zone of the Philippines and demand from China the surrender of the Chinese culprits. It is the misfortune of the Philippines to be ruled by a tyrant who is self-serving and yet so cravenly servile to his foreign master.

BANSUD, Oriental Mindoro –The statement of Karapatan – Southern Tagalog that they were harassed by the PNP and Military in Mansalay, Oriental Mindoro is not true.

According to Brigadier General Marceliano Teofilo, Commanding Officer of 203rd Infantry Brigade, who has jurisdiction over Mindoro Island, there is no such thing as harassment on the members of Karapatan – ST headed by its Paralegal Team Ms Nievefe Numeron and Pastora Gleofe Balontong of Methodist Church in Roxas, Oriental Mindoro.

“All we ask is that legal procedures will be observed such as making sure that the remains will be claimed by their relatives. The statement of Karapatan puts malice on the efforts of the PNP and the Army who has been the partners of the LGU in protecting our fellow Mindoreños from CPP-NPA atrocities. Surprisingly, they are so quick to cry out harassment from the government forces yet no condemnation of any of the terroristic actions of the CPP-NPAs in Mindoro”, BGen Teofilo added.

The Karapatan members went to Mansalay days after the successful encounter of joint PNP and Military against CPP-NPA wherein three (3) NPA terrorists were killed and capturing five (5) high powered firearms, two (2) improvised explosive device (IED), live ammunitions and other subversive materials last 13 June 2019.

BGen Teofilo assures every Mindoreños that their Army will continue to defend them from this NPA terrorists, protecting them from harm and ensuring that their human rights will not be violated.

He also urge Karapatan and NUPL to condemn the killings made by the NPA to Mr Jose Barera of San Jose, Mr Kenndy Dam-in Aquino of Rizal, both of Occidental Mindoro and Mr Jun-jun Ysog of Panaytayan, Mansalay. Help their families to achieve justice and show to the people of Mindoro that Karapatan and their allies are for peace and protection of the real victims of CPP-NPA atrocities....

Further, BGen Teofilo wanted to convey a message to them not to waste their lives being activists and being members of progressive bloc of the CPP-NPA. They are not threatened because they are members of Karapatan or NUPL, but as they carry weapons to destroy our people and disrupt the peace, they will definitely meet their end trying to engage in armed conflict with our Army Peace Operators.

Isinuko rin ni Blas ang 9 na landmine na pinapatago sa kaniya ni Kumander Jeffrey ng 1st PBC-1 ng NPA, na unang nahuli ng militar.

Ayon kay Blas, 2015 pa umano niya itinatago ang mga pampasabog at sa pagkaaresto ni Jeffrey wala na umano itong rason para itago pa ito.

CAMP PERALTA, Jamindan, Capiz – Two (2) unidentified members of the CPP-NPA Terrorist killed in their own attack against a CAFGU Detachment in Sitio Kakha, Barangay Talalak, in Sta. Catalina town, Negros Oriental at about 4:55 in the morning of June 21, 2019.

The 94th Infantry (Mandirigma) Battalion reported that more or less ten (10) fully armed members of the CPP-NPA Terrorist attacked the said CAFGU Detachment which prompted the troops to immediately fire back. The exchange of fire lasted for about thirty (30) minutes which resulted to recovery of two (2) slain bodies, and various war items including one (1) magazine long (plastic) of M16; two (2) magazine short (steel) of M16; twenty-five (25) ammunitions of M16; three (3) ammunitions of M14; one (1) unexploded hand grenade (w/o pin); electrical wire; one (1) empty shell of M203; one (1) bandolier; assorted medicines, and other personal belongings. No one was hurt on
the government’s side.

MGen Dinoh Dolina, the Commander of the Army’s 3rd Infantry (Spearhead) Division emphasized that “This is another cowardly act of anti-people, anti-peace and anti- development communist-terrorists who are desperate enough to hamper the peace and security efforts of our troops in the area. Unfortunately, they failed to do so, since our troops managed to counter the attack. This clearly shows that our troops are always ready for any attacks, and prepared to defend the people at all times”. “That’s why I am always telling our troops to never stop hunting this traitor and cold-blooded CPP-NPA Terrorist so as to prevent them from destroying not only peace and development but also innocent lives of the Negrenses,” MGen Dolina stressed. Further, Dolina reiterated his call to the remaining members of the CPP-NPA Terrorist to lay down their arms, abandon armed movement and embrace the culture of peace. “Armed struggle cannot solve any of your problems. It will only make your situation even worse and will cause suffering to your families. Many of your comrades have already received assistance from the government’s integration program; why not follow their path for you to start a new life. Your Army and PNP together with the community are willing to help you on your mainstreaming,” he added.

Sta. Catalina along with other municipalities in Negros Oriental used to be the hotbed of the CPP-NPA Terrorist in Eastern Negros taking advantage of the poor economic situation of the populace; hence the Provincial Peace and Order Council (PPOC) passed a resolution declaring the communist-terrorist group persona non grata last March, 12, 2019. The PPOC believed that the atrocities perpetrated by the group are manifestation of betrayal of achieving peace, thus, disrupting peace and order situation in the province.

The surrenderers were identified as Alias YAM, female, 21 years old a Political Instructor of SYP16C, Alias RONIE, male, 21 years old former Vice Commanding Officer of SYP16A and Alias APOL, 20 years old Vice Squad Leader of SYP16B all from Guerilla Front 16, Northeastern Mindanao Regional Committee.

Said personalities brought along with them One (1) M4 Bushmaster Rifle (SN:270842), one (1) AR-15 Rifle (SN:4950912), one (1) AK47 Rifle (SN: Defaced), two (2) anti-personnel mines and subversive documents.These former NPAs mentioned the weakening support of their masses that affected their morale to continue the armed struggle. A number of their newly recruited fighters and seasoned red figthers consequently left without any permission and went into hiding

Alias YAM disclosed that her surrender was due to pressure and hunger while avoiding military operations. She observed the injustice on their rank and file as she mentioned that only their leaders “are in comfort” while the members suffer, “kapoy ang lawas tungod sa kagutom ug walay klaro nga pagdumala sa kadagkuan mao nga nag surrender ko ug nakita nako na luoy ang membro, ang pamunuan ra ang bulahan” she said in local dialect.

“This development is a big blow to the communist terrorists as expected, they are doomed to fail” Lt. Col. Allen Raymund C Tomas, Commanding Officer of 30IB said.

“With the help of the Provincial Enhanced Comprehensive Local Integration Program Committee of Surigao del Norte we will process their immediate enrollment to avail the benefits of the said program” Lt. Col. Tomas added.

“It is only a matter of time that this NPA terrorist group will cease to exist. We urge the remaining members to heed the call for peace while they still have time. We will continue with our combat operations to keep the pressure but we remain open to those who are willing to give up their non-sense activities” Col. Maurito Licudine, 402bde Commander stated.

The 3 surrendered personalities are now being comforted with food, clothing and shelter while their benefits under the Enhanced Comprehensive Local Integration Program (E-CLIP) are being processed.

Their surrender was very timely as PRRD renewed his call to the NPAs to drop their arms and talk peace instead.

San Jose, Occidental Mindoro, Dalawang daan at limampung (250) mag-aaral ang nabiyayaan ng kagamitan pang eskwela sa paaralan ng Naibuan Minority School, Barangay Naibuan, kasama ang mga stakeholders, kasundaluhan ng 4th Infantry Battalion, kapulisan ng 1st PMFC, at MPS, San Jose noong June 13, 2019.

Kasunod nito ang Dental Mission at pamimigay ng hygiene kit at aklat na ginanap sa Sitio Napisian, Brgy Cambunang, Bulalacao Oriental Mindoro, noong June 17, 2019 na umabot sa isang daan at dalawampu (120) ang nabiyayaan ng nasabing kagamitan at libreng dental service. Sa pamamagitan ng JCI San Juan Dambana, Uniliver Philippines, 1362nd Dental Det, Army Station Hospital, 2ID, at ang 4IBn. Naipaabot ang libreng serbisyo sa ating mga kababayaan at mag-aaral ang tamang pag alaga sa sarili at pag papahalaga ng education.

Layunin ng aktibidad na ito na maipaabot ang kahalagahan ng edukasyon, at kalinisan sa katawan na matulongan at maiparamdam sa kanila ang suporta na galing sa mga may butihing puso at sa mga kasundaluhan at kapulisan na laging handa na maipabot ang tulong sa ating mga mag-aaral na katutubong mangyan na naninirahan sa liblib na lugar ng barangay naibuan at cambunang..

Nag pasalamat ang mga mag-aaral sa tulong na naipaabot sa kanila lalo na ang mga guro na nagsisilbing pangalawang magulang ng mga bata sa silid paaralan. Kaya lubos silang nag papasalamat sa mabuting hangarin ng mga nagbigay tulong para sa mga mag-aaral.

Sa mga stakeholder na nagbigay tulong sa mga mag-aaral ito ay taos pusong pagbahagi nila sa mga kabataang salat sa kagamitan sa pang eskwela, binigyan nila ito ng diin na sana ito ay pahalagahan ng bawat mag-aaral ang mga kagamitan na ibinahagi sa kanila at mapagbuti nila ang kanilang pag-aaral at kalusogan.

Ipinaabot ni Lieutenat Colonel Alexander M Arbolado Batalyun Kumander ng 4th Infantry Battalion ang taos pusong pasasalamat sa mga stakeholders at sa mainit na pag tanggap ng paaralang elementarya ng naibuan at brgy cambunang sa mga kasundalohan at kapulisan na nag hatid sa kanila ng mga biyayang matatanggap nila mula sa mga stakeholders. Sa pamamagitan ng ganitong aktibidad mas lalo pa nitong pina igting ang ugnayan ng mga stakeholders, kapulisan at kasundalohan na maipabatid sa kanila ang pagmamahal ng isang tunay na mamamayan ng mindoro na may malasakit sa kapwa.

NSFA, Panacan, Davao City – The readiness of Eastern Mindanao Command's (EMC) fortified its disaster preparedness after simulating its role as lead agency in Search, Rescue, and Retrieval (SRR) cluster in the whole Eastern Mindanao during disasters of great magnitude, during the National Simultaneous Earthquake Drill (NSED), held nationwide on June 20, 2019.

The Command executed the drill in two phases: the first phase was focused on Duck, Cover and Hold evacuation procedure while the second phase was the simulation of the Command's role of overseeing the SRR operations in Eastern Mindanao. It also covered communication exercises among its subordinate units, battle staff action, and Rapid Damage Assessment Survey.

During the drill, the Command likewise simulated a crisis management action via video teleconference with the National Command Post at Bayugan City, Agusan del Sur.



Lt. Gen. Felimon T. Santos Jr., Commander of Eastmincom reiterated the importance of the drill to the Command, being the lead agency in SRR Operations.

"Being the lead agency in SRR cluster, our exercise must go beyond duck, cover and hold to ensure our readiness and preparedness in carrying out our role in the wide range of disaster risk reduction management," Lt. Gen. Santos Jr. said.


The event here was evaluated by an Inter-Agency Team from the Disaster Risk Reduction Management Council (DRRMC) XI while the video teleconference in the National Command Post in Bayugan City was supervised and evaluated by the members of the National Disaster Risk Reduction Management Council.

The provincial government of Lanao del Sur has allayed fears of its residents that another siege could happen in Marawi City due to the alleged presence of ISIS-inspired terrorists in the three-day Juhor currently happening at Abubakr Masjid (Markaz), Basak Malutlut.

“Please be informed that there is no truth to the rumor that there will be another siege that shall happen in Marawi City,” the local government said.

Quoting Brigadier General Romeo Brawner Jr. of the 103rd Brigdade, it said that Juhor has been coordinated with the security sector a month ago, and soldiers and policemen have been deployed in the area to ensure a peaceful conduct of this holy activity.

Security measures are already in place, it added.

“The participants of the Juhor promised that they will police their own ranks, and will report to the military any suspicious person or activity,” the provincial government said.

Also part of the precautionary measure, the Armed Forces of the Philippines (AFP) has required the participants to submit the names of the foreign participants.

Muslim soldiers have also been joining this event.


“Please be assured that the provincial government, city government, municipal mayors, religious and community leaders, and securiry sector are working together to ensure that the Marawi siege in 2017 will not be repeated ever again Insha Allah,” the local government said.

About a thousand people died and thousands of families have been displaced in the Marawi siege two years ago.

The government is still rehabilitating and rebuilding the war-torn city.

The 74th Infantry (Unbeatable) Ranger Battalion has conducted lectures on cultural sensitivity awareness in Zamboanga City.

The program Tuesday, June 18, was held as part of the military’s campaign in preventing and countering violent extremism and terrorism, according to the Western Mindanao Command (Westmincom).

The activity, in partnership with the Muslim Student Association Council of Elders Foundation, was attended by the Unbeatable troops at the headquarters of the 74th IB in Barangay Pasonanca.

Lt. Gen. Arnel Dela Vega, Westmincom Command chief, said military troops sustain not only their focused operations but also their programs to end violent extremism and terrorism in the joint area of operations.

Despite the establishment of the Moro Islamic Liberation Front (MILF)-led Bangsamoro government, the ceasefire agreement with the former rebels and the government would continue, a government peace official said.

Office of the Presidential Adviser on the Peace Process (OPAPP) Assistant Secretary Dickson P. Hermoso explained that there is still a ceasefire deal as part of the adjustment period.

“Wala na tayong giyera with the Moro National Liberation Front and MILF so ano pa ang ating ceasefire? Nandiyan pa rin dahil sa adjustment period dahil hindi pa naiintindihan ng lahat sa ground,” he said.

“Kung may nag-commit ng crime, hindi niya p’wedeng sabihin na MILF siya,” the official added.

The Bangsamoro government led by interim chief minister and MILF chairman Al Haj Murad Ebrahim has been put in place this year after the passage last year and ratification early this year of the Organic Law for the Bangsamoro Autononous Region in Muslim Mindanao (BARMM).

BARMM replaced ARMM.

“The keywords here are trust and confidence. There is an opportunity for us to gain peace in our area. Let’s grab it — not for us, but for the next generation,” Hermoso said.

Changing his stance, Sulu governor-elect Abdusakur Tan now pledged to support the new Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), noting the “people have spoken.”

“Since nandirito na, hindi pwede na hindi namin suportahan kasi (Since it is here already, it is not right for us not to support it because) we will suffer. We cannot afford to suffer for the next three years, six years or nine years,” said Tan, a come-backing governor of Sulu who headed the province from 2007 to 2013.

Tan, who ran but lost in the 2016 gubernatorial race in the Autonomous Region in Muslim Mindanao (ARMM), and over a hundred others graced the orientation and training seminar for newly-elected local chief executives in the BARMM in Cotabato City on June 16 to17.

The BARMM replaced the ARMM following the plebiscites early this year that resulted in the overwhelming ratification of Republic Act 11054 or the Organic Law for the Bangsamoro Autonomous Region in Muslim Mindanao, popularly called the Bangsamoro Organic Law (BOL).

The BOL is anchored on the final peace agreement signed by the government and the Moro Islamic Liberation Front (MILF) in 2014 after four decades of conflict that claimed over 120,000 lives, including civilians.

Only Sulu rejected the ratification of the BOL. The other ARMM provinces—Maguindanao, Lanao del Sur, Basilan (except Isabela City) and Tawi-tawi—voted in favor of the BOL, as well as Cotabato City, the seat of the then ARMM and now the BARMM regional government.

But Sulu could not opt out of the new Bangsamoro region because its votes were counted along with the other provinces that comprised the ARMM, which overwhelmingly resulted in favor of BOL’s ratification.

The Tans campaigned heavily for the rejection of BOL in Sulu, one of the poorest provinces in the country.

A few months before the plebiscite, Gov. Abdusakur Tan II, Tan’s son and Sulu’s incoming vice governor, questioned before the Supreme Court the legality of the BOL.

The high tribunal has yet to decide on the case.

In an interview with a regional television network, the elder Tan assured they would abide with the decision of the Supreme Court.

Tan said that incoming Sulu public officials graced the orientation for new local chief executives because they want to know the programs of the Bangsamoro government.

The winners in the May 13 elections will assume office on June 30.

BARMM interim Chief Minister Ahod Ebrahim welcomed Tan’s support to the new Bangsamoro government.

“I’m very happy that the (incoming Sulu) governor expressed his willingness to cooperate and willingness to be a partner (of the Bangsamoro government,” said Ebrahim, popularly known as MILF chair Al Haj Murad Ebrahim.

Ebrahim stressed the need for unity and collaboration among local officials to meet the Bangsamoro people’s high expectations in the new BARMM government.

Lawyer Naguib Sinarimbo, BARMM Minister for Local Government, said they organized the orientation and training seminar for incoming local chief executives in the BARMM to rally their support and for them to adopt “moral governance” as a tool to improve the plight of the impoverished Bangsamoro region.

ROXAS CITY, Capiz -- Peace and development czar in the Visayas has called on the soldiers to help in harmonizing peace, security and development agenda to end terrorism.

Presidential Adviser for the Visayas Secretary Michael Lloyd L. Dino, during his visit at the Army’s 3rd Infantry Division at Camp Gen. Macario Peralta in Jamindan, Capiz, June 17, sought the support of the military in realizing Executive Order No. 70 or the “National Task Force to End Local Communist Armed Conflict."

Dino said President Rodrigo Duterte has recently appointed him as one of the members of the Cabinet Officers in Regional Development for Security (CORDS) in the Visayas who is incharge to oversee peace and development efforts in the Visayas.

As CORDS members, he is also to assist the President in the speedy, efficient and orderly resolution of problems in so far as government operations are concerned, particularly to harmonize peace, security and development agenda in the region.


“The challenge to end insurgency now does not only involve the Armed Forces of the Philippines but espouses the whole of nation agenda in attaining inclusive and sustainable peace and security in the country,” Dino stressed.

With the framework for the 'whole-of-nation' approach to end terrorism, he urged everyone to work hand-in-hand with the local government units, government-owned and controlled corporations, civil society organizations and all other stakeholders in implementing the national government program.

Likewise, Dino thanked the Army for their continued service to the country and countrymen.

“You don’t only secure the land, but made us stand with pride as Filipinos. You defend our land against those enemies who want to overthrow the duly constituted authorities,” he said.

He added that President Duterte is also urging the troops to “do their jobs and at the same time make us proud Filipinos.”

Three high-ranking New Peoples Army (NPA) rebels surrendered to the 30th Infantry Battalion (30IB), Philippine Army on June 18, 2019, in Surigao del Norte.

The surrenderers were identified as alias Yam, female, 21 years old, a Political Instructor of Samahang Yunit Propaganda (SYP) 16C; alias Ronie, male, 21 years old former Vice Commanding Officer; and alias Apol, 20 years old, Vice Squad Leader of SYP16B, all from Guerilla Front SYP16A, Northeastern Mindanao Regional Committee.

Said personalities brought along with them one M4 Bushmaster rifle, one AR-15 rifle, one AK47 rifle, two anti-personnel mines, and subversive documents.


Alias Yam disclosed that her surrender was due to pressure and hunger while avoiding military operations.

She also observed the injustice with the rank and file members as she mentioned that only their leaders "are in comfort" while the members suffer.

Also, she mentioned the weakening support of their masses that affected their morale to continue the armed struggle. Most of their newly-recruited fighters and seasoned red fighters consequently left without any permission and went into hiding, she added.

Lt. Col. Allen Raymund Tomas, 30IB commanding officer, welcomed the said development. “With the help of the Provincial Enhanced Comprehensive Local Integration Program Committee of Surigao del Norte we will process their immediate enrollment to avail the benefits of the said program,” said Lt. Col. Tomas.

Col. Maurito Licudine, 402nd brigade commander said it is only a matter of time that the NPA terrorist group will cease to exist.

Col. Licudine then urged the remaining members to heed the call for peace while they still have time, for the government troops will continue its combat operations to keep the pressure but remain open to those who are willing to give up to their nonsense activities.
