The Armed Forces’ Eastern Mindanao Command (Eastmincom) said it has pushed New People’s Army guerrillas further into areas populated by Moro residents in the central Mindanao province of Lanao del Sur.

It said it was an unlikely occurrence for the guerrillas to venture into the Moro lands, but Eastmincom commander Lt. Gen. Greg T. Almerol said the NPAs were probably seeking refuge in an “unfamiliar terrain” after they were pushed out from their territories in Bukidnon after a series of armed skirmishes in the last two weeks.

He said the presence of the NPAs in Moro areas was confirmed after government soldiers figured in armed skirmishes in the tri-boundaries of the municipalities of Amai Manabilang, Lumba-Bayabao, and Maguing, all in Lanao del Sur on January 20.

Almerol said soldiers seized firearms and war materiel. In one encounter which lasted for two hours, soldiers collected two M-16 rifles, an M-653 rifle, an M-14 rifle, an AK-47 rifle, assorted magazines for M-16, M-14 and AK-47, five linked ammunitions for M-60 GPMG, 208 rounds of AK-47 ammunitions, three bandoliers, four cellphones, assorted medical supplies and paraphernalia, backpacks with personal belongings, subversive documents, and food supplies.


There was no casualty reported in the clash but soldiers said they found bloodstains along the withdrawal route of the rebels.

The skirmish came after soldiers pursued the trail of a group of guerrillas they have encountered in the previous days in Bukidnon.

Almerol said the fleeing guerillas may number to about 30. He said soldiers of the 403rd Brigade’s 1st Special Forces Battalion (SFBn) were pursuing “the remnants of North Central Mindanao Regional Committee’s [NCMRC] Sub-Regional Committee 4 [SRC4] and SRC5 in said area.”

He said soldiers from the 1st SFBn encountered the same NPA unit on January 8, which killed an alias Rasty/Ade/Hansel, the alleged political officer and team leader of Sub-Regional Sentro De Grabidad (SRSDG) Crackers Company of SRC5, NCMRC. Soldiers collected an M-60 GPMG, an M-4 rifle, M-16 rifle, M-14 rifle and an M-1 Garand rifle.

Soldiers were deployed to hunt down Abu Sayyaf terrorists blamed for the killing of a Muslim soldier in the southern province of Sulu, the Philippine Army's 11th Infantry Division said on Thursday.

It added that
the group of Abu Sayyaf sub-leader Ellam Nasirin ambushed a military truck in Patikul town that killed Pvt. Joefrazen Tawasil, a member of the 45th Infantry Battalion.

The attack, which took place on the night of January 25, also wounded two infantrymen.

"The 11th Infantry Division confirms that there has been an attack in Barangay Tugas, Patikul, where 45th Infantry Battalion's Private Joefrazen Tawasil, 25 years old, perished. He was part of a team onboard a military truck, facilitating movements of the battalion," the Philippine Army said in a statement.

It added that the attack was in retaliation for a relentless military operation against the pro-Islamic State Abu Sayyaf in December.

"This (ambush) is desperate vengeance. Our troops are currently in pursuit of the sub-leader," the statement said.

Tawasil just finished his military training last year and wanted to follow the footsteps of his elder brother, also a soldier.

"We are saddened by the untimely death of our brother-in-arms and we send our deepest sympathies to his family. He was born and raised in Indanan, Sulu; a loving son to his parents who are farmers.

"Inspired by his brother, also a member of the Armed Forces, Joefrazen underwent basic military training in 2021. His bravery in joining the fight against terrorism embodies the values of a Tausug warrior. He will remain in our hearts and we guarantee that his sacrifices will not go in vain," the Philippine Army said.

Tugas village chief Saujar Bara condemned the killing and the Abu Sayyaf, saying it derailed what the government had been doing to improve the lives of the Tausugs.

But Bara vowed to still strive for peace in Mindanao.

KOTA KINABALU: Five new members of the Abu Sayyaf Group (ASG) have been added into the Eastern Sabah Security Command’s (Esscom) wanted list.

This includes an ASG commander based in Sulu, southern Philippines.

There are now 20 people with links to the ASG on the list being sought for cross-border crimes as well as kidnap-for-ransom incidents in the Eastern Sabah Security Zone (Esszone).

Esscom chief Hamzah Ahmad said among those wanted is Madjid Said @ Ammah Patit, a commander who is the most senior leader of the Islamic State Daulah Islamiyah group, based in Sulu.

He said Madjid, a sub-leader in ASG, had been in command of the ASG Sulu and was poised to take over permanently from his predecessor, Hatib Hajan Sawadjaan, who was reported to have been killed after a clash with the Philippines’ army in 2020.

Another high-priority target is Mudzrimar @ Mundi Sawadjaan, who is the nephew of the late Hatib.

“Mudzrimar is a sub-leader in the ASG and specialises in making bombs,” Hamzah said in a statement today.

“He was also the mastermind behind the bombing incident at The Our Lady of Mt Carmel Cathedral in Jolo on Jan 27, 2020 as well as another incident in Jolo on Aug 24.”


The other three new additions are Ahadin Hussein, Ellam Sajirin @ Nasirin and Ismurah Jirah who are all wanted for kidnapping cases in the Tambisan waters off Lahad Datu, Sabah.

Hamzah said the 15 remaining suspects on the list were Salip Mura, Al Munjir Yadah, Ben Tatoh Quirino, Basaron Arok, Mujimar Sawadjaan @ Rasad, Marajan @ Manajan Asiri, Jul Aksan Abdurajan @ Halimaw, Jul @ Jun Hasan, Barak Undog @ Alvin, Hamsan Pakkan @ Black Cobra, Sabri Madrasul @ Salip Jul, Hadji Wahad @ Talip, Tampi @ Bunju, Haibin Mubin @ Apo Kuhambo and Sangbas Parisko.

He said Esscom would intensify its special operations on land as well as the state’s waters to track down these suspects.

Matapos pagkaitan ng prangkisa, tinanggal na rin ng rehimeng Duterte ang pagkakataong makabalik ang dambuhalang network na ABS-CBN sa dati nitong broadcast frequency o daluyan sa ere. Inianunsyo ng National Telecommunications Commission (NTC) noong Enero 25 at 26 ang magkakasunod na paggawad nito sa apat na frequency ng network sa mga kilalang kroni at tagasuporta ni Rodrigo Duterte.

Sa gayon, kahit mabigyan ng panibagong prangkisa ang network ng susunod na kongreso, hindi na magagamit ng ABS-CBN ang dati nitong frequency. Noong mayroon pa itong brodkas, ang ABS-CBN ang may pinakamalawak na naaabot na tagapanood sa telebisyon. Hawak noon ng ABS-CBN ang mga frequency na Channel 2, 23 at 43.

Noong Enero 25, kinumpirma ng NTC na ibinigay nito sa Advanced Media Broadcasting System Inc, isang kumpanya na pagmamay-ari ng pamilyang Villar, ang karapatang magbrodkas gamit ang Channel 2 at Channel 16 “simula Enero 6, mula alas-7 ng umaga hanggang alas-10 ng gabi” hanggang isara ang mga analog na brodkast sa 2023 (o kung kailan makukumpleto ang paglipat ng mga signal tungong digital). Sa mga frequency na ito dating dumadaloy ang libreng brodkas ng ABS-CBN.

Sa sumunod na araw, inianunsyo naman ng NTC ang paggagawad sa Channel 23 sa Aliw Broadcasting Corp na pagmamay-ari ng dating ambasador na si Antonio Cabangon Chua, at ang Channel 43 sa Swara Sug Media Corporation ni Pastor Apollo Quiboloy. Dating napapanood sa Channel 23 ang ABS-CBN Sports and Action, samantalang ang Channel 43 ay ginamit nito para sa mga channel na TV+.

Sina Villar, Chua at Quibiloy ay mga tapat na tagasuporta ni Duterte. Dating tinangka ni Villar na makakuha ng prangkisa para mag-opereyt ng network pero nakuha ang pangatlong prangkisa ng Dito Telecommunications, isang kumpanya ni Dennis Uy, isa pang kroni ni Duterte. Si Chua ang may-ari ng istasyon ng radyo na DwIZ at pahayagang Business Mirror. Si Quiboloy ay may sariling istasyon ang Sunshine Media Network Inc at nagpapatakbo rin sa istasyon ng telebisyon ng “simbahan” nitong Kingdom of Jesus Christ.

“Walang kahiya-hiya,” ang pagkundena ni Danilo Arao, propesor ng journalism sa University of the Philippines at kombinor ng grupong Kontra Daya sa pag-agaw ng mga Villar sa frequency ng ABS-CBN. “Gantimpala sa tagasuporta,” naman ang tawag dito ni Rep. Carlos Zarate ng Bayan Muna.

Kabilang sa mga kongresista na bumoto para ipagkait sa ABS-CBN ang prangkisa sa network noong 2020 ang kongresistang si Camille Villar. Kabilang din sa pamilyang Villar ang undersecretary sa Department of Justice — ang ahensyang “pumasada” sa desisyon ng NTC at nag-apruba nito. Liban sa dalawang Villar, nakaupo bilang kalihim ng Department of Public Works and Highways si Mark Villar at kaalyado ni Duterte sa Senado si Cynthia Villar.

Pinahintulutan ng Kongreso at Senado, kung saan myembro ang dalawang Villar, na bilhin ng Planet Cable ang Advance Media noong Setyembre 2021. Ang Planet Cable ay pinatatakbo ni Paolo Villar, anak ni Cynthia Villar. Ang pinakapuno ng pamilya na si Manny Villar ay kilalang pinansyer ng mga kandidato ni Duterte at ni Duterte mismo.

Ang mga frequency sa ere ay itinuturing na pag-aari ng publiko, kung kaya’t kinakailangan ng pahintulot ng kongreso ang paggamit ng mga ito. Ang pinakahuling paggawad ng frequency ay noong 2018 sa Dito Telecommunity, ang kumpanyang itinayo ng kroni ni Duterte na si Dennis Uy kasosyo ang China Telecom.

Higit isandaang manininda ng Carbon Market at kanilang mga tagasuporta ang naglunsad ng 2-araw na welga, mula Enero 24 hanggang 25, sa palengke sa Cebu City para tutulan ang pakanang pribatisasyon dito. Nanawagan sila sa lokal na gubyerno ng Cebu City at Megawide Corporation na dinggin ang kanilang hinaing na ihinto ang pribatisasyon. Pinamunuan ang sama-samang pagkilos ng Movement Against Carbon Market Privatization at Carbon-hanong Alyansa. Noon pang Enero 2021 unang inihapag ng lokal na gubyerno ang planong pribatisasyon ng palengke.

Ikinasa ng mga manininda ang dalawang araw na tigil-tinda sa Carbon Market para kundenahin ang sapilitang pagpapasara sa kanilang mga pwesto upang ilipat umano sa Unit II ng “modernisadong” bagong palengke na itinayo ng Megawide Construction Corporation at lokal na gubyerno ng Cebu City.

Ayon sa mga manininda, hindi pa tapos ang naturang mga gusali at wala pa umanong mapagkukunan ng tubig, mga banyo at iba pang pangangailangan. Tinakot pa ang mga manininda na kung hindi kusang isasara ang mga pwesto sa lumang palengke ay hindi bibigyan ng espasyo sa bagong itinayong mga gusali.

Bago magsimula ang welga, naglunsad ng programa ang mga manininda kung saan nagbigay ng mga talumpati ang mga lider-manininda, mga tagasuporta, mga maralitang komunidad na maapektuhan ng pribatisasyon at organisasyong kabataan na naninindigan kasama nila. Nagpaskil ng mga panawagang ‘we are on strike’ sa mga pwesto sa palengke. Ang ilan sa mga nakapaskil ay tinanggal ng mga tauhan ng lokal na gubyerno.

Nagpaabot ng suporta sa laban ng mga manininda ang National Union of Students of the Philippines-Cebu at mga organisasyon mula sa University of the Philippines-Cebu at University of San Carlos.

Gayundin, isinaad ni Ikit Crispe, residente ng Sityo Bato, Barangay Ermita, komunidad na mahahagip at mapapalayas ng mga proyekto ng Megawide, na malinaw na anti-mahirap ang naturang kumpanya. Dagdag niya na isang buwaya ang Megawide na hindi dapat tanggapin ng publiko lalo na ng mga manininda at residente ng Sityo Bato.

Kabilang sa 7.8 ektaryang lupa na nakapaloob sa proyekto na napirmahan sa Joint Venture Agreement ng lokal na gubyerno at Megawide ang aabot sa isang libo hanggang dalawang libong residente na maapektuhan mula sa Barangay Ermita.

Samantala, noong Enero 26, dumating ang kinatawan ng Gabriela Women’s Party na si Rep. Arlene Brosas para magpaabot ng suporta sa laban ng manininda ng Carbon Market at residente ng Sityo Bato.

Matatandaang nagsumite ng isang resolusyon si Brosas sa Kongreso noong Hulyo 2021 para kwestyunin at paimbestigahan ang kontrobersyal na pribatisasyon ng naturang palengke.

“Peke” ang localized peace talks na ipatutupad ni Lacson kapag siya ang manalo sa darating na halalang pampresidente, ayon kay Prof. Jose Ma. Sison, Chief Political Consultant ng National Democratic Front of the Philippines. Ito ang tugon ni Ka Joma sa panibagong buladas ni Sen. Panfilo “Ping” Lacson, retiradong pulis at kandidato sa pagkapangulo, na “local peace talks” sa rebolusyonaryong kilusan.

Ani Ka Joma, hindi makapaglilinlang sa mamamayan ang huwad na kapayapaan ni Lacson.

Dati nang itinutulak ni Lacson ang localized peace talks bilang nakaupong tagapangulo ng Senate Committee on National Defense and Security. Aktibo rin itong itinutulak ni Rodrigo Duterte at kanyang anak na tumatakbong pagkabise-presidente na si Sara Duterte-Carpio. Sa Davao City, kunwa’y ipinatutupad ito ni Duterte-Carpio sa pamamagitan ng pasista, maka-dayuhan at pahirap na mga “planong pangkaunlaran” tulad ng Peace 911 sa Paquibato District.

Ayon kay Prof. Sison, ang tinatawag na local peace talks ay ipaiilalim sa kontrol at sarbeylans ng militar at pulis ng reaksyunaryong gubyerno. Inihalintulad niya ang pagpapatupad nito sa Oplan Tokhang kung saan ang mga nasa listahan ng mga “surenderi” ay madali na lamang patayin anumang oras” dahil sa pamamagitan nito nakukubra ng mga upisyal ng militar at pulis ang mas matataas na pabuya.

Nauna nang ipinahayag ni Prof. Sison na doble ang kikbak ng militar at sundalo sa ganitong kaayusan. Ayon sa kanya, ang mga inilistang surrenderee ay maaari pang akusahan ng rehimen na bumalik sa rebolusyonaryong kilusan matapos gamitin ng militar sa kanilang mga operasyon laban sa kilusan.

Ayon kay Ka Joma, “ang sinasabing local peace talks ay may mahaban na ang kasaysayan kumpara sa usapang pangkapayapaan sa pagitan ng mga awtorisadong kinatawan ng GRP at NDFP sa pinakamataas na antas.”

Tinukoy niya na hanggang bago nagbukas ang pormal na usapan sa pagitan ng GRP at NDFP noong 1995 sa Belgium, ipinatutupad noon ng National Unification Commission sa pamumuno ng yumaong si Commissioner Haydee Yorac noong 1992.

“Lahat ng mga rehimen pagkatapos sa rehimen ni Ramos ay nagkunwaring nakikipagnegosasyon nang tatlo hanggang anim na buwan bago bibigay sa presure ng mga maka-gera sa US at mga papet nila sa DND at AFP,” aniya.

“Mas mahaba rin ang kasaysayan ng pagkabigo ng (localized peace talks) na linlangin ang rebolusyonaryong kilusan at mamamayan, taliwas sa pinalalabas ni Duterte at iba pang reaksyunaryong tulad niya,” dagdag ni Sison.

Sampung katutubong Mangyan na mga residente ng Barangay Monteclaro, San Jose, Occidental Mindoro ang dalawang buwan nang iligal na ikinukulong 2nd ID, ayon sa ulat ng National Democratic Front-Southern Tagalog. Ayon sa pamilya ng sampu, hindi na nila nakita o nakontak man lamang ang kanilang mga kamag-anak matapos silang ipatawag ng 203rd Brigade noong Nobyembre 2021.

Sa ulat ng NDF-ST, dalawang beses na ipinatawag ng mga sundalo ang sampu bago sila nawala. Inutusan silang magdala ng damit sa pangalawang patawag at mula noon ay hindi na pinauwi. Hindi alam ng mga kamag-anak kung saan sila dinala.

Lumapit sa barangay ang mga kapamilya para humingi ng tulong pero hindi sila pinakinggan. Ayon sa NDF-ST, inabutan pa ng upisyal ng barangay ng ilang libong piso ang asawa ng isa sa mga biktima para manahimik at tumigil na sa paghahapag ng reklamo.

Tinatayang sapilitang dinala ang mga biktima sa Camp Capinpin, Tanay, Rizal na headquarters ng 2nd ID para sanayin maging CAFGU. Sa mensaheng naipadala ng isa sa mga dinukot na katutubo sa kanyang pamilya, sinabi niyang “huwag nang pumayag na may sumunod pa sa kanila” dahil tiyak na pahihirapan din ang mga ito.

Matagal nang pokus ng mga operasyong kombat, saywar at pandarahas ang Barangay Monteclaro ng mga sundalo ng AFP. Noon ding Nobyembre 29, 2021, sa isa sa mga operasyong kombat ng mga sundalo, apat na Mangyan-Batangan at Alangan ang iligal na dinakip habang namamasko sa mga kaibigan at kakilala nila sa kapatagan ng Occidental Mindoro.

We are still awaiting verification of the reported death of NDFP peace consultant Pedro Codaste (Ka Gonyong), supposedly in an armed encounter between the AFP and an NPA unit in Impasug-ong, Bukidnon last January 21.

Since 2017, Ka Gonyong has long sought safety and refuge in the guerrilla zones since Duterte one-sidedly terminated the NDFP-GRP peace negotiations and ordered a manhunt for consultants and other personnel of the NDFP to either imprison or kill them.

Revolutionaries must take heart: The movement has defeated Martial Law before

Only in a society as rotten and as corrupted as the Philippines can the Marcoses continue to endure and even thrive.

Instead of doing jail time for unabashedly enjoying the spoils of his father’s Martial Rule, Bongbong Marcos is free and free to run for the highest position in the reactionary government. Corrupt courts downgraded his own criminal endeavors, particularly the tax evasion watered down to failure to file income tax returns. His Oxford diploma and the Tallano gold, just some of the outrageous lies he and his family perpetrated, persists through his troll farms and other means of dogged disinformation. By all appearances, Marcos is a strong contender for the position of reactionary Philippine president.
Like Father, Like Son

As millions of Filipinos have already observed, the so-called democratic elections is but a sham run by the ruling class. And the Marcoses, despite their ouster and exile in 1986, never stopped being a part of this class. Rodrigo Duterte himself extends grievous allowances to the Marcoses, as evidenced by his maneuvers to have Ferdinand Marcos buried in the Libingan ng mga Bayani in 2016.

Recall that it was in 1980, under dictatorial rule, that the senior Marcos had Apo Macliing Dulag killed because the latter defended his kakailian and the Chico River from the 1,400 square kilometer mega-dam project. Had it gone through, it could have displaced 100,000 homes. Today, the people of Cordillera honors that sacrifice and opposes the return of the Marcoses because there is every indication that the younger Marcos will but continue his dictator-father’s legacy of greed and plunder. Firstly, in his efforts to court the voting public, Bongbong seems content on citing his father’s questionable ‘achievements’ as his qualifications. That, and the fact that his credentials as a politician is equally questionable, and that other fact that he is beneficiary to the ill-gotten wealth (10 billion USD) that his family refuses to return to the people and even bemoans the decision from a Hawaii class action lawsuit that they are liable to compensate the almost 10,000 victims of their patriarch’s bloody regime, it is evident that the fruit does not fall far from the tree.
Martial Law v2.0

If his commitment to evade legitimate journalistic interviews, critical questions and any kind of opposition is anything to go by, it appears that Marcos Jr will not be the type to tolerate dissent. If he does win the presidency, a formally declared or even a de facto Martial Law looms over the Filipino people like an ominous dark sky bringing in summary executions, enforced disappearances, illegal arrests, torture and various other human rights violations. He will most certainly not hold Duterte accountable for the latter’s crimes under Oplan Tokhang, NTF-ELCAC and other state machineries for murder and persecution. Instead, especially with Duterte’s Anti-Terror Law already in place, it would be open season against anyone from revolutionary forces to progressive thinkers to ordinary critical citizens.

And there would surely be a lot of criticisms because Bongbong’s rule will be a flash flood of poverty, sweeping away even more Filipino families in its wake. Barely passing Economics in college, the only economics he has mastered is the neoliberal policies his father allowed into the country in return for huge debts from the International Monetary Fund and the World Bank. In 1981, the older Marcos lowered imports’ tariffs from 100 percent to as low as 10 percent. Thereafter, he filled his own pockets, provided for his family’s appallingly lavish lifestyle and then deposited billions of dollars in Swiss banks, Panaman shell companies and Liechtensteiner foundations for Bongbong and his other descendants to enjoy at the expense of the Filipino people.

If and when Marcos does impose Martial Law, his dictatorship will be a double-edged sword, much like his father’s. Ruling with an iron hand and with impunity can last only for so long. Ferdinand Marcos’ own tyranny led to his downfall when it resulted in millions of Filipinos learning to be critical, mobilizing and further organizing for his removal. The First Quarter Storm gave birth to a generation of hardened revolutionaries whose contributions and legacies continue to this day. Most importantly, the New People’s Army welcomed activists who stood by the basic principle that genuine societal change will come after the triumph of a protracted people’s war against imperialism, feudalism and bureaucrat capitalism.

Marcos might have succeeded in his campaign of revisionism and disinformation. But the truth will out; and like his father before him, from his own doing. Even those who have been victims of miseducation will live the truth of Marcos tyranny and they, too, will rage against the family that continues to plunder the masses and the system that allows them to do so. Meanwhile, revolutionary forces are far better prepared now than the last time. The national democratic movement has defeated a Marcosian monster more than three decades ago. It will do so again and turn that victory into further fuel to bring the revolutionary struggle even closer to victory. ###

Usa ka dakong bakak ang gipasiatab sa 75th IBPA nga usa kuno ka aksidental ang pagkamatay ni Maca kaniadtong Enero 23, 2022 sa may alas 5:00 sa hapon didto sa Dreamland Patrol Base, Alba, Tago, Surigao del Sur.

Matod sa pulis report, gibutang kuno ibabaw sa lamesa ang M16 (pinatindog) nga isyo ni Caa Rodel Quillano Maca sulod sa bunker. Gipunit kuno sa biktima ang pusil ug nasabod ang trigger niini sa liston sa military knapsack. Aksidental kuno nga naigo ang iyang tuong bukton ug dughan nga maoy hinungdan sa iyang hinanaling kamatayon.

Dili na kini bag-o nga mga pasumangil sa AFP kun adunay mga mamatay sa ilang han-ay. Wala nila angkuna ang kamatuoran nga adunay lalom nga mga bangiay tali sa han-ay sa kadreman ug mga CAFGU niini sulod mismo sa ilang mga kampo detatsment. Madumduman nga kaniadtong tuig 2019, gipatay sa kadreman sa detatsment sa brgy Pakwan, Lanuza, Sds ang usa ka membro sa CAFGU niini tungod kay gikabit sa kadreman ang asawa niini.

IMPASUGONG, BUKIDNON – Sorrow after losing his party wife brought a CPP-NPA Terrorist (CNT) back to the folds of the law last January 23, 2022, at Headquarters 8th Infantry “Dependable” Battalion, Poblacion, Impasugong, Bukidnon.

He is Hodi Singayan Almahan @Talumbaboy, 35, a Squad Leader of Squad 2, Platoon Copper, Headquarters Force Neo, North Central Mindanao Regional Committee (NCMRC) and a resident of Brgy Binicalan, San Luis, Agusan del Sur. He brought with him one M16 Rifle, four short magazines, and six live ammunitions.

Almahan revealed that his party wife Hailyn Saplidan Almahan @Enzie, former Medic or Supply Officer of the same unit, and his relative Ayon Almahan @Ayon, a former member of the same unit died after an encounter between the government troops at the hinterlands of Sitio Tamyang, Brgy Binicalan, San Luis, Agusan del Sur last May 8, 2021.

“Grabe akong kasubo ug kahiubos sa mga NPA tungod human namatay akong asawa ug pag-umangkon ila kong gibyaan lamang. Dako akong pagmahay nga nahimo kong NPA human sa kasakit nga akong nasinatian,” Almahan added. (I was in great sorrow and was dishearten with the NPA because after the death of my wife and relative, they left me. I regretted joining the NPA after the sufferings I had endured.)

Meanwhile, as Almahan surrendered, there were also seven Milisya ng Bayan (MB) members who chose to live a peaceful life namely: Noli Almahan Guilosan @Tats, 32, CO, MB, HQF Neo, NCMRC; Jerry Fabiana Saplidan @Kalunsasawi, 20; Benedy Odinlay Flores @Kayumang, 27; Wilson Fabiana Saplidan @Patiyukan, 18; Manlistahan Buscada Saplidan @Kaduyan-duyan, 75; @Sarah, 17; and Jemalyn Saplidan Almahan @Ana, 27.

LTC Anthony Bacus, Commander, 8IB, stated, “Among gikalipay ang pagbalik sa sabakan sa gobyerno nila Almahan kauban ang iyang kabanay tungod aduna na usab pamilya nga atong nasalbar. Atoa silang tabangan nga makadawat sa hinabang gikan sa Enhanced Comprehensive Local Integration Program (E-CLIP) alang sa ilang maayong kaugmaon.” (We are happy because Almahan and his relatives decided to return to the folds of the law and we were able to save yet another family. We will help them avail of the benefits from the Enhanced Comprehensive Local Integration Program (E-CLIP) for their peaceful and better future.)

Units under Northern Luzon Command continue with their humanitarian mission and relief operation drives for the victims of typhoon Odette in Visayas.

In a statement from Lt. Gen. Ernesto Torres Jr, Commander of Northern Luzon Command, the military in Northern Luzon continues to work hand in hand with other government agencies and stakeholders to bring uninterrupted flow of support to the victims of typhoon Odette who are still on the process of recovery.

“Troops from the Tactical Operations Wing Northern Luzon (TOWNOL) hauled and delivered 85,048 kgs. of relief goods from Clark Air Base, Mabalacat City, Pampanga to Pier 13, Manila on January 27, 2022, while the Joint Task Force Kaugnay gathered a total 4, 211 kgs assorted goods from various stakeholders, all intended for the relief and recovery of communities in Visayas,” said Lt. Gen. Torres.

“TOWNOL with our assets and personnel successfully transported 85, 048 kgs. of family food packs, sleeping kits, hygiene kits, and bottled water which was all made possible with our collaboration and partnership with the Office of the Civil Defense-CAR and Department of Social Welfare and Development-CAR who have initiated the augmentation operation plan dubbed as Oplan Binnadang (a Cordillera term for the spirit of Bayanihan) to help provide assistance in expediting the recovery of the communities heavily- affected by Typhoon Odette,” said Brig. Gen. Araus Robert Musico, Wing Commander of TOWNOL.

On the other hand, Maj. Gen. Andrew D Costelo, Commander of Joint Task Force Kaugnay thanked the stakeholders for their generosity and support to the troops in their conduct of relief mission.

“The generosity and compassion of our stakeholders will make a big difference to the lives of the victims of typhoon Odette as they are given a chance to start rebuilding their lives after the devastation of the typhoon,” furthered Maj Gen Costelo.

Meanwhile, Lt. Gen Torres said that “the relief goods/items will be transported through a Philippine Navy vessel, BRP Tarlac (LD-601) to Cebu and will be turned over to Visayas Command who will then transport the goods to the affected families in Cebu, Leyte, Bohol, and Dinagat Islands.”

“With the efforts of our NoLCom units and the support of other government agencies and stakeholders, NoLCom is able to extend humanitarian assistance even outside its area of responsibility specifically to our fellowmen in the Visayas region who were greatly devastated by the lashing of typhoon Odette,” added Lt. Gen. Torres.

“Even if we are hundreds of miles away from ground zero, the defenders of the north will remain committed to ensuring that the uninterrupted flow of support to the relief and rehabilitation efforts in the Visayas region will continue,” furthered Lt. Gen. Torres.

Lt. Gen. Torres ended his statement by reaffirming their commitment to serve, protect and look out for the welfare of their fellow Filipinos saying “Rest assured that the defenders of the north will remain steadfast in our mandate of protecting the people even amidst of the most trying times.”

Three members of the communist terrorist group yielded to the military in Sultan Kudarat on January 26, 2022. The three submitted themselves to the soldiers at Headquarters, 37th Infantry Battalion, Barangay Tibpuan, Lebak, Sultan Kudarat.

“Based on the report from the ground, the surrendered personalities are former members of the Hqs Company, West Daguma Front, Sub-regional Committee Daguma, Far South Mindanao Region,” said Lt. Gen. Alfredo Rosario, Jr., Commander of Western Mindanao Command.

Surrendered personalities handed over one 5.56mm M16 rifle, one 7.62mm M14 rifle, and one M67 Fragmentation Hand Grenade. They underwent medical check-ups and custodial debriefing facilitated by the 37th Infantry Battalion.

According to Joint Task Force Central Commander, Maj. Gen. Juvymax Uy, the successful surrender of the three CTG members was a result of the combined efforts of the 37IB and the intelligence units. “This is a result of our continuous campaign against terrorism here in central Mindanao,” Maj. Gen. Uy said.

The surrendered personalities revealed that their former comrade convinced them to lay down their arms and return to the folds of the law. Their identities are not disclosed for their safety and protection.

From January 1 to date, a total of seven CTG members have already been neutralized, of whom six surrendered and one was killed during an encounter.

“Congratulations to the troops of Joint Task Force Central for the splendid job. It is but more fulfilling to win this fight against terrorism without single bloodshed, “said Lt. Gen. Rosario Jr.

Joint Task Force Basilan together with the provincial government of Basilan launched a livelihood program intended for those who have surrendered their small arms and light weapons (SALW) to the government. The launching activity was held in Barangay Tabuk, Isabela City, Basilan on Januay 24, 2022.

Lt. Gen. Alfredo Rosario, Jr., Commander of Western Mindanao Command said that the program is part of the normalization process under the Comprehensive Agreement on the Bangsamoro that aims to significantly reduce the number of loose firearms to a manageable level.

During the activity, two fishing “Bancas” were given to former violent extremists Tonong Junaha and Alladin Alamsahi, both residents of Lantawan, Basilan. They both surrendered to the 19th Special Forces Company, 4th Special Forces Battalion.

The launching of the SALW Livelihood Program was graced by the presence of Mr. Manny Muarip, Provincial Administrator of Basilan, Lantawan Mayor Nursiya Ismael, 4th SF Battalion Commanding Officer Lt. Col. Alex Ampati, 101st Infantry Brigade Executive Officer Lt. Col. Cyril Santander, and 19th SF Company Commanding Officer Cpt. Mark Christian Sta. Ana.

Mr. Muarip expressed his gratitude to the military and police for the continued efforts to sustain the peace in the province of Basilan.

Meanwhile, Lt. Gen. Rosario, Jr. said that now is the best time to address the root cause of criminality and conflict. “Congratulations to all leading agencies for this milestone event in the campaign against the proliferation of illegal firearms in Basilan. Let us continue to work for peace for the Basileños,” the WestMinCom Commander added.

Vice President Ma. Leonor “Leni” Robredo visited the Western Mindanao Command on Wednesday afternoon, January 26, 2022. She was received by WestMinCom Commander Lt. Gen. Alfredo Rosario, Jr.; Naval Forces Western Mindanao Commander Rear Admiral Toribio Adaci, Jr.; Deputy Commander for Operations Brig. Gen. Arturo Rojas; Deputy Commander for Administration Brig. Gen. Antonio Nafarrete; Joint Task Force Zamboanga Commander Col. Randolph Rojas and the command staff.

The Vice President commended the military’s contribution to the peace and development in Western Mindanao. According to VP Leni, she has observed noticeable improvements in the peace and order situation and developments in the communities during her visit to the different municipalities in the Zamboanga Peninsula, Sulu, Tawi-Tawi, and Basilan. She also gave her full support to the military’s campaign on dismantling the remaining terror groups in the region. Also, VP Leni donated antigen test kits and other medical supplies to Camp Navarro General Hospital.

Lt. Gen. Rosario, Jr. expressed his gratitude to Vice President Robredo for taking time to visit the command. “It is our great honor to be visited by the Vice President of our country and to hear her words of encouragement and commendation,” the WestMinCom Commander said.

VP Leni visited the different provinces of Western Mindanao from January 24 to 26, 2022.

Newly-promoted PBrig. Gen. Roderick Augustus Alba got more positions in the Philippine National Police following his promotion.

PNP chief Dionardo Carlos has designated Alba to a full-time position as chief of the PNP Public Information Office, in addition to his duties as PNP head coordinator with the Presidential Task Force on Media Security, and executive producerof PNP public affairs programs on radio, television and social media platforms.


However, his job as the PNP spokesman was delegated by PNP chief Gen. Carlos to PCol. Atty. Jean Fajardo.

Alba is a member of the PNP Academy Class of 1992, while Fajardo belongs to PNPA Class of 1996. He used to be the officer-in-charge of the Negros Occidental Police Provincial Office and later as provincial police director of Iloilo.

Fajardo, on the other hand, used to be former Deputy Director for Operations of the PNP Drug Enforcement Group (DEG). She also served former provincial police director of Pampanga, and former Chief, Regional Intelligence Division of Police Regional Office 3 in Central Luzon.

At least 200 families in a remote village in T’boli town in this province benefited from an outreach program by the South Cotabato Provincial Police Office (SCPPO).

In a statement Thursday, Col. Nathaniel Villegas, the SCPPO director, identified the beneficiary of their outreach program as Sitio Lamkugo, Barangay Lamsalome in T’boli.

Villegas, who led the activity Wednesday, said the effort was their way of giving joy to the poor villagers, and at the same time overseeing the security and welfare of the people in the community.

“The SCPPO overpasses the distance to reach out to bring something as an expression of gratefulness and returning of favor for their support towards peace and development,” Villegas said.

Beneficiaries were given food packs that contain rice, canned goods, and other grocery items.

Part of the program is the lectures on Violence Against Women and Children (VAWC) and other relevant provisions on the welfare of women and children to educate the community about the existing law.

To encourage 200 children in the village to continue their studies amid the pandemic, they were given school supplies as the highlight of the activity.

The SCPPO conducted the outreach program in collaboration with the provincial government of South Cotabato as part of their anti-criminality campaign and the End Local Communist Armed Conflict (ELCAC) program of the national government.

In a separate statement, Boy Me, the sitio leader of Lamkugo, said the rare opportunity to be chosen as the beneficiary of the outreach program brought smiles to the faces of his constituents.

“It has been almost 30 years since an activity like this was brought by the government in our sitio, I am happy seeing men in uniform bringing such help, program, and activity,” Me said in the vernacular.

He assured their full support and help to the peace and development program of the government.

Youth group Kabataan Kontra Droga at Terorismo (KKDAT) in the Caraga Region on Thursday condemned the communist New People’s Army (NPA) for the killing of the father of a KKDAT active member here.

In a statement, the group said the father of KKDAT member John Harold Calvarez, Severino, 66, a foreman working at Equi Parco Construction, was gunned down inside their house by at least eight NPA rebels.

Initial police report said the armed men forcibly entered the Calvarez’s house and shot him dead at around 7:40 p.m. on January 24 in Purok 1, Barangay Anticala.

“KKDAT Caraga strongly condemns the CPP-NPA-NDF (National Democratic Front) and all their cronies. How many lives must we waste for everything to end?” the group said.

It added: “All for the sake of an illusory ideology that only serves your brainwashed whims which will never happen. Indeed, the NPA only exists to plunder, to kill, and to destabilize.”

The group cited that the family of John Harold has contributed much to the anti-drugs and anti-terrorism movement in Butuan City.

“We strongly call for justice to be served! For John Harold and his hero father, and to everyone who has lost their lives and family members to this bloody movement,” the KKDAT Caraga said.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Anti-Terrorism Council also formally designated the NDF as a terrorist organization on June 23, 2021, citing it as “an integral and separate part” of the CPP-NPA that was created in April 1973.

Philippine National Police (PNP) Chief, Gen. Dionardo Carlos, promoted 14 senior police officials to their next higher rank during a short ceremony in Camp Crame, Quezon City on Wednesday.

Promoted to two-star rank were PNP Director for Logistics, Maj. Gen. Ronaldo Olay; Director for Operations, Maj. Gen. Valeriano de Leon; and Deputy Inspector General of the Internal Affairs Service (IAS), Maj. Gen. Rex Urbano.

Meanwhile, 11 other officials were promoted to one-star rank – Public Information Office chief, Brig. Gen. Roderick Augustus B. Alba; Brig. Gen. Andre Dizon from the Office of the Chief PNP; Brig. Gen. Lyndon Mencio, area police commander for Western Mindanao; Brig. Gen. Dexter Rellora from the Directorate for Plans; Brig. Gen. Limson from the Police Regional Office (PRO) 8 (Eastern Visayas); Brig. Gen. Joaquin Alva from the Office of the Chief of the Directorial Staff; Brig. Gen. Ernesto Tendero Jr. from the PNP Academy; Brig. Gen. Pablo Labra II from the PRO-Bangsamoro Autonomous Region; Brig. Gen. Bowenn Joey Masaluding from the Directorate for Comptrollership; Brig. Gen. Carlos commended the promotees in this landmark in their career in the police service.

“The path you all went through is the same with the journey to success. It has not been an easy one. It has not been traversed overnight, rather it has been uphill all of the way. You were promoted to a higher rank of great importance because of your dedication, consistency, persistence, and commitment to public service," Carlos said in a statement Wednesday night.

He said as true public servants, they have to focus on the firm foundations of integrity and credibility.

“May this significant breakthrough in your careers inspire you to become better public servants and police officers as we sustain the efforts of good governance and our tireless pursuit of excellence and integrity," Carlos added.

Three of the seven sailors injured in the landing mishap on the deck of the USS Carl Vinson are now in stable condition after getting treatment in Manila, the United States Embassy in Manila said Thursday.

The F-35C Lightning II was conducting routine flight operations in the South China Sea when the incident happened on January 24.


The US Pacific Fleet said the pilot safely ejected from the aircraft and was recovered via a US military helicopter. The pilot is in stable condition.

There were seven total sailors injured, including three who required medical evacuation to a treatment facility in Manila. The remaining four were treated by onboard medical personnel.

"All three of the US sailors evacuated to Manila are in stable condition," US Embassy Chargé d'Affaires Heather Variava told reporters in a virtual press briefing.

"The US is so grateful for the care and professionalism of the Philippine medical personnel here who have been looking after them," she said.

The cause of the inflight mishap is under investigation, according to the US Pacific Fleet.

Anti-communist group, Liga Independencia Pilipinas (LIPI), believes that "scrapping" the bill institutionalizing the 1989 University of the Philippines (UP)-Department of National Defense (DND) accord into the UP Charter, will protect campuses from infiltration of communist terrorist groups (CTGs).

LIPI national chairperson Jose Antonio Goitia, in a statement Thursday, defended the DND's earlier decision to abrogate its agreement with UP, saying "it would end the underground mass recruitment of the communist groups inside campuses."

"We have stated this in our previous statement. We reiterate that the termination of the agreement allows the military and police to enter the campus without prior notification to the UP administration in order to provide effective security and ensure the safety and welfare of the universities' students, faculty, and employees against the Communist Party of the Philippines and the New People's Army (CPP-NPA),"
Goitia said.

He added that the bill will just allow the CPP-NPA and its front organizations to continue luring vulnerable students to overthrow the government, and later on, partake in the armed struggle.


"This is not a plan for intelligence operations, surveillance, raids on student offices, or the closure of essential resources like the bookshop or printing press," Goitia said.

The DND-UP Accord, signed on June 30, 1989, prohibits the military and the police from entering all UP campuses without prior notice to its administration.

Effective Jan. 15, 2021, the DND terminated the agreement citing the arrangement as "obsolete" and CPP-NPA’s means "to recruit students to join their ranks."

Goitia backed the termination of the accord as he lamented that "these campuses became breeding grounds" for armed revolution.

"(Defense) Secretary Delfin Lorenzana ensured that students' democratic rights are protected, respected, and encouraged,” he said.

Goitia said the public should view the abrogated UP-DND accord as the government's step towards putting an end to the long-standing communist insurgency.

The Lower Congress has approved the House Bill 10171 or the UP Security bill, which seeks to amend Section 11 of Republic Act 9500 (University of the Philippines Charter of 2008), on final reading on Sept. 21, 2021, getting 179 affirmative votes.

Meanwhile, Goitia slammed the proponents of the Senate version of the bill, including Senators Risa Hontiveros, Leila de Lima, Francis Pangilinan, among others.

"Clearly, these Senators are deaf to the realities. They are putting our children in danger. When did authorities become involved in peaceful protests? When were students unlawfully detained? Why are Senator Hontiveros, de Lima, Pangilinan, and others seeking to provide a safe haven for unlawful recruitment and brainwashing our students with a prohibited ideology? Why do we have Senators who appear to prioritize the CPP-NPA over the interests of parents and students?," Goitia said.

Goitia said passing the bill into law would endanger the gains of the government against the communist insurgency.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The United States government is looking forward to a "strong and productive" relationship with the next Philippine president who will be elected in the May polls, the US Embassy in Manila said Thursday.

In a media roundtable, US Embassy Chargé d'Affaires Heather Variava expressed confidence that the two nations' ties will remain strong based on their longstanding and wide-ranging cooperation.

She said the US government respects and supports the Philippine democratic process and look forward to working with whichever candidate is elected by the Filipino people.

"I think the bonds between our people are so strong and I think regardless of who is elected in May we look forward to having a strong and productive relationship with the new president, and we look forward to continuing that strong partnership and supporting the Philippine rights and sovereignty in the region,"
she said.


Variava said there are multiple areas the two nations could further work on, including security, trade, development, and cultural and educational exchanges, among others.

"Last year, we celebrate the 70th anniversary of the Mutual Defense Treaty and we continue to celebrate the 75th anniversary of our bilateral diplomatic relationship, both of which are reminders of the strength of our longstanding commitment to one another as friends, partners, and allies," she said.

Meanwhile, she noted Washington D.C.'s interest in participating in observation programs that the Commission on Elections may host for the upcoming national polls.

"We may indeed see observes from the United States joining as well. We don’t have details on that yet but we've gotten inquiries from some of the leading organizations about coming to observe and of course we are willing to work with Comelec to participate in whatever program is available," she said.

The Philippines' sovereignty over the disputed South China Sea (SCS) is a "non-negotiable" part of the United States' thrust in the Indo-Pacific region, the US Embassy in Manila said Thursday.

"The US is a proud Indo-Pacific member and we will forge stronger connections with our treaty allies, including the Philippines to promote broad-based prosperity and security," US Embassy Chargé d'Affaires Heather Variava said, citing a recent policy speech by State Secretary Antony Blinken.

"Philippine sovereignty over its territorial waters in South China is a non-negotiable part of the US commitment to a free and open Indo-Pacific," she added.


She said Foreign Affairs Secretary Teodoro Locsin Jr. has been "very active in his diplomatic efforts" to make clear what the Philippine rights are in the region, and the US "certainly supports that".

"I think you saw our statement after the Whitsun Reef incident last March and again in the Ayungin Shoal incident in November. We are continuing to reiterate these statements and urging the People's Republic of China to respect the rights of the Philippines and other regions when it comes to this issue," she said.

In a recent State Department report, the US government said Beijing's maritime claims in the South China Sea "gravely undermine the rule of law in the oceans".

Variava underscored the US' readiness to work with the Philippines and other nations to "help support and bolster" the international rules-based order, and free and open use of the South China Sea.

China, the Philippines, and several other littoral states are locked in a territorial dispute over the South China Sea, where Beijing claims about 80 percent of the strategic water based on what it calls "historic rights".

At present, the parties are utilizing bilateral and multilateral means to tackle the issue, including negotiating on a Code of Conduct with other members of the Association of Southeast Asian Nations.

The Philippines and China convene regular Bilateral Consultation Mechanism (BCM) on the SCS, with the most recent virtually held in May 2021.

As the 2022 elections loom, Variava expressed confidence that any discussions between the next administration and other countries on the South China Sea would not weaken the Philippine-US alliance.

"As a sovereign country, it is expected that the Philippines will have discussions with other countries in the region in attempting to resolve the territorial disputes, those discussions will not weaken a longstanding alliance between the US and the Philippines which is proven time and again to be a bedrock of stability and prosperity in this region," she said.

She also reiterated that the US commitment to Philippine security is firm as she cited the PHP57 billion military assistance it has provided since 2015.

"The Philippines remains the largest recipient of military aid in the Indo-Pacific and this is a testament to our commitment to the Philippines and the peace and stability in this region," she said.
