Sultan Kudarat, Maguindanao- After having been safely held by members of the Bangsamoro Islamic Armed Forces-Moro Islamic Liberation Front (BIAF-MILF) under the command of Sheikh Bashir T. Abdulbayan, in Sitio Project, Brgy. T’mar, Talayan, Maguindanao, a CAFGU named Jannel Malang Bio was turned-over to the Joint GPH and MILF Coordinating Committee on the Cessation of Hostilities (CCCH), and subsequently to LTC. Michael Maquilan of 90IB, PA on 22 July 2019. Bio is a resident of Sitio Cabagayan, Brgy. Sibulan, Toril District, Davao City. 

Recently, he was assigned in Datu Odin Sinsuat, Maguindanao. After staying there for seven (7) days, he was receiving death threats that forced him to escape. He immediately proceeded to a police station to seek for help and was assisted to take a van so he can go home to his hometown of Toril.

While on his way, Bio noticed that the van he was riding on was being followed by unidentified individuals. By then, he immediately alighted from the vehicle somewhere in Talayan, Maguindanao. He randomly proceeded by walking and hid in the Al-Sahar Agri Venture, Inc. banana plantation until unknowingly reached inside Camp Badr of BIAF-MILF.

When he was found by members of the BIAF, Bio was interviewed, and introduced himself as a CAFGU. This was validated through his COMELEC and Philippine Army identification cards. Upon knowing his real identity, Bio was held in good condition by the concerned BIAF members in accordance with the existing ceasefire protocols.



These acts proved the MILF’s strong adherence and commitment to the signed Ceasefire Agreement. It is a manifestation that the agreement is observed, respected, and honored by the MILF.

BANCASI, Butuan City – 31 personnel coming from the Philippine Army (PA) and Philippine National Police (PNP) enhanced their skills as they completed the 3-Day News Writing Training held at Headquarters of 402nd Infantry (Stingers) Brigade, Philippine Army located at Brgy Bancasi this City.

In partnership with the Philippine Information Agency (PIA) Caraga, the Basic News Writing Training participated by twenty one (21) personnel of the 402nd Infantry (Stingers) Brigade and ten (10) personnel of Butuan City Police Office (BCPO) formally culminated in a Closing Ceremony on July 20, 2019.

“We are very grateful for including us in this training. It really helped us a lot in learning the skills in news writing and the proper way of conveying our messages to the people”, Police Corporal Mabilog of BCPO expressed at the trainings culmination ceremony

During the training, participants underwent a series of workshops and presentations. They were subjected to straightforward critiquing from the subject matter experts of PIA Caraga to evaluate and improve their individual outputs.

1st Lieutenant Jayson Tulang from 36IB under the 402nd Brigade said that his expectation on the training were surpassed. The skills he learned were exceptional considering the limited number of training days. “Our skills were clearly enhanced. Not only did we learn about how to craft a news release but also using the info graphics to reinforce on how we convey our stories and to the intended audience. We are very thankful to PIA for painstakingly guiding us”.

The closing ceremony was attended by Col Maurito L Licudine, the 402nd Brigade Commander and the Keynote Speaker together with Mr Fryan Abkilan, Assistant Regional Director of PIA Caraga and Col Cerilo C Balaoro Jr, Deputy Brigade Commander.

In his speech, Col Licudine conveyed his heartfelt gratitude and appreciation to the PIA Caraga for the overwhelming support to the training and lending their precious time in sharing their expertise and knowledge in the realm of news writing and information to Army and PNP personnel. “I would like to congratulate the participants coming from different battalion and combat support units together with the PNP personnel of Butuan city for enduring the training. I am confident that the participants learned a lot as they go back to their respective units with the acquired learning and skills, they will be able to contribute to the information operation guided by the accomplishment of our mission in line with our campaign to end the local communist armed conflict.

“It is essential that we continue to equip and enhance our soldier’s skills not only in combat but also in the aspect of news writing especially the knowledge to convey the Army’s message effectively and appropriately to its intended audience. This will ensure that our soldiers have the ability to efficiently propagate and amplify the Army’s professionalism in performing its mandate to serve the people and secure the land in line with the Army’s Transformation Roadmap professionalizing our ranks to attain our vision as a world class Army that is a source of national pride”, Col Licudine ended.

MALAYBALAY CITY, Bukidnon, 22 July 2019 – Newly promoted soldiers under 403 Infantry Brigade (403Bde) were donned of their new rank insignias this morning during a simple ceremony in Camp Osito Bahian, Malaybalay City.

A total of 206 army enlisted personnel from the battalions under 403rd Bde in Bukidnon, Misamis Oriental, and Cagayan de Oro City were promoted. Five were promoted to Master Sergeant, 20 to Technical Sergeant, 36 to Staff Sergeant, 62 to Sergeant and 83 to Corporal.

BGen Edgardo De Leon, Commander of Army’s 403Bde led the pinning of ranks. On his message, he reiterated that discipline, along with mission accomplishments, are requisites to promotion. Those who were promoted serve as models for others to emulate. “Alagaan ninyo ang nakuha ninyong promotion, disiplina ang kailangan para mapangalagaan at mabigyan ng dignidad ang ranggo. Ang pinakamataas na uri ng disiplina ay ang disiplina sa sarili. Ito ay ang paggawa ng tama kahit walang nagmamasid, kahit walang nagbabantay, kahit walang nakatingin” De Leon said.

De Leon further encouraged soldiers to serve well to help accomplish the unit’s mission of serving the Filipino people. He encouraged the soldiers to continue their skills development training and be abreast of the current events. He said “as soldiers, you must create opportunities for yourselves and make yourselves qualified for career advancement by attending regular and specialization courses, trainings and seminars.

According to Cpt Ryan Layug, 403Bde spokesman, Non-Commisioned Officers or NCOs perform as support staff of Commisioned Officers in overseeing the day to day operations of the Armed Forces of the Philippines (AFP). He added that NCOs whose ranks range from Sergeant (Sgt) to Senior Chief Master Sergeant (SCMS) comprise 60% of the AFP workforce.

In coordination with the LGUs of Bunawan, ADS, the Army troops of 75IB headed by Lieutenant Colonel Jaime R Datuin, Commanding Officer and the PNP Regional Director PRO 13 headed by Police Brigadier General Gilberto DC Cruz together with the Municipal Vice Mayor of Trento, ADS, Honorable Felimon S Marte and Mr Rogelio Galendez, Executive Assistant of Bunawan, ADS gives attention to the burial of late Roy Zala @RED, Squad Leader, Squad 1, Platoon 1, Weakened Guerilla Front 14, North Eastern Mindanao Regional Committee (WGF14, NEMRC).

Moreover, the Army troops and PNP together with the LGUs express their sympathy and respect to the late Roy Zala @RED. The Late Roy Zala was a victim of the failed ideology the New People’s Army (NPA) is fighting for. On the other hand, Roy Zala @RED is still a fellow that needs a peaceful interment.

In this regard, Lieutenant Colonel Jaime R Datuin, Commanding Officer 75IB and Police Brigadier General Gilberto DC Cruz gave respect to the slain NPA member who was identified as one of the two (2) members got killed during the encounter of the 75IB troops last July 13, 2019.

“It’s in our hearts and the duty to serve despite of their acts opposing
the government.” PBGen Cruz said.

Thus, Lieutenant Colonel Jaime R Datuin, Commanding Officer 75IB said, “The respect is still there because it’s not their fault, they had been just deceived by the CPP-NPA. And the service we do to the people is the service we do even to our enemy. Yet, they must stop recruiting as they are destroying the lives of the people with their futile ideology and principles. ” Datuin ended.

With this matter, the government have done their part so as the Army and other LGUs in promoting the campaign through the Community Support Program, the basic services rendered to the community by the government by the Executive Order No. 70 otherwise known as the institutionalizing the Whole Of Nation Approach in attaining inclusive and sustainable Peace in creating the National Task Force to End The Local Communist Armed Conflict (NTF-ELCAC) to stop the NPAs terroristic act.

In addition, Colonel Allan D Hambala, Commander 401st Infantry Brigade said, “An NPA member ceased to become an enemy once he/she is dead and surrender his/herself to the authority. Even if that person is already dead, still, we take care of them because we care also for his/her family. We, the Philippine Army are doing what is right and humane for our people and the service we carry on to be able to protect and serve our country better.” Hambala ended.

CAMP PERALTA, Jamindan, Capiz – A send-off ceremony for the Community Support Program (CSP) teams of the Army’s 61st Infantry Battalion was held at Camp Carreon, Barangay Libot, Calinog, Iloilo today, July 22, 2019.

The said ceremony which signaled the start of the deployment of the nine (9) CSP teams was led by Col. Orlando Edralin, Deputy Brigade Commander, 301st Infantry (Bayanihan) Brigade and Hon. Renato Casinao, Vice Mayor of Calinog.

Also present during the activity were Hon. Regina Fancubilla, SB Member, Tapaz, Capiz; Director Joselito Dela Banda, Director II, DOLE-RFO6; Director Delia Bagolcol, Assistant Regional Director, DSWD – RO6; Mr. Francis Oliver Ortiz, LGOO V, DILG – RO6; Mr. Ricardo Camarig Jr., Tribal Affairs Assistant, NCIP – Tapaz; PMAJ Jose Nemias Pamplona, Chief, Calinog Municipal Police Station; and PCAPT Bryant Fallera, OIC, Tapaz MPS.

These CSP teams will be deployed to different barangays of the aforementioned municipality.

The deployment of the CSP teams is in line with the Development Support and Security Plan “Kapayapaan” of the Armed Forces of the Philippines to conduct Development Support Operations, to sustain the peace, ensure security and help maintain public order to foster the foundation for economic and human development.

LTC Joel Benedict Batara said that, “CSP is our means to help our local government in addressing the peace and security concerns of the communities and to deliver basic government services especially in the far flung and conflict-affected areas. It also aims to bring our government closer to the people”.

LTC Batara added “The success of every peace-related undertaking lies in the unity of all members of the community; hence I am urging every sector of the society most especially Calinognons to help and support their Army in its quest towards the attainment of sustainable peace and development not only in Calinog but in the whole province of Iloilo.”

For his part, MGen Dinoh Dolina, Commander, 3rd Infantry (Spearhead) Division commended the LGU – Calinog for giving its full support to the Army’s peace initiatives specifically to the CSP. “Your support also means that you have full trust to your Army in bringing genuine peace to your beloved municipality,” MGen Dolina emphasized.

BUENAVISTA, Agusan del Norte- The Technical Education and Skills Development Authority (TESDA) Caraga, in partnership with the 23rd Infantry (Masigasig) Battalion and 29th Infantry (Matatag) Battalion under the operational control of 402nd Infantry Brigade and the Provincial Social Welfare and Development, awarded Certificates of Completion to thirty nine (39) Former Rebels (FRs) for the Technical for Works Scholarship Program (TWSP) at the Headquarters of 29IB, Barangay Del Pilar, Cabadbaran City, Aguan del Norte on July 19, 2019.

The 39 FRs, considered as Special Clients, completed the training in Food Processing and Wellness Massage “Hilot” training. This is part of the Enhanced-Comprehensive Local Integration Program (E-CLIP) of the government in capacitating the FRs in preparation for their reintegration to the mainstream society.

One of the FRs from 23IB @MARS, expressed his gratitude to the government for the assistance they provided to them. “Dako kayo ang akong pasalamat sa gobyerno tungod sa ilang tabang nako. Niadtong anaa pa ko sulod sa kalihukan, grabe nga kalisod ang akong natagamtaman mao nga nakahuna-huna ko nga mobalik na sa sabakan sa gobyerno kay wala gyod koy kaugmaon kung mopadayon ko sa NPA.

Pagsurender nako, wala ko nagdahom nga hatagan kog importansya sa gobyerno ug gitabangan gyod ko aron sa pagbaton ug bag-ong kinabuhi ug mas hayag nga kaugmaon pinaagi sa ilang mga programa. (I am so grateful to the government for helping me. When I was still in the underground movement, I experienced too much hardship until I decided to go back to the folds of the government. The time I surrendered, I didn’t expect that the government will give me an importance and encouraged me build a new life.”- said @Mars

Meanwhile, Dr. Ashary Abanto, Regional Director of TESDA stressed that: “The TESDA together with other government agencies continuously conduct trainings for Special Clients (FRs) to help them have better lives as they go back to the mainstream society,”-Dr. Abanto stated.

Likewise, Congresswoman Ma. Angelica Rosedell M Amante-Matba of ADN as the Guest of Honor and Speaker stated “Our government is always willing to help you but we beg you to value everything we gave to you. Don’t waste it for nothing.”- said Amante-Matba.

Moreover, Lieutenant Colonel Francisco Molina Jr, Commanding Officer, 23IB expressed his extreme gratitude to the government and to the FRs. “We will continue encouraging the remaining victims of the CPP-NPA to return to the folds of the government. It’s not yet the end of their time. Especially now that all government agencies are working together towards this endeavor.”

MARAMAG, Bukidnon -The Barangay Local Government Units of Barangay Cawayan and Brgy Minongan of Quezon, Bukidnon declared CPP-NPA as Persona Non Grata in their respective Barangay on July 18 2019.

The declaration was spearheaded by the Punong Barangays namely Hon. Federico Ubanan and Hon.Armando Arnado along with them are Undeground Mass Organization (UGMO) members who denounced their support to the NPA. The activity was highlighted during the communal dialogue/pulong-pulong with Local Government Agencies . The activity was highighted with a pledge of commitment to the government. A total of 300 members of UGMO joined the said event.

Representatives from different government agencies attended the said event to address some misconceptions and issues by the people with the following attendees; 88IB of the Philippine army, Engr. On the later part, the Municipal Health Office offered medical assistance for common illness for the residents.

Federico Ubanan and Hon Armando Arnado; the two Punong-Barangays, who led the reading of declaration of CPP-NPA as persona non-grata, commended the efforts of AFP and expresses their thanks that helped to enlighten the minds of the people from the lies and deceptions of the CPP-NPA-NDF. They show their support to the AFP by withdrawing their support to the CPP-NPA terrorists.

As what your punong-barangay said, continue to show your support to the government. TAGO, Surigao del Sur – The Army’s 36th Infantry (Valor) Battalion (36IB), 4ID, PA as peace advocates break the walls of impossibilities in Sur Sur under the leadership of LTC Xerxes A Trinidad INF (GSC) PA situated at Sitio Upper Mambago, Brgy Dayo-an, Tago, SDS.

The area of operation of 36IB in Surigao del Sur for the past decades has been widely known as lairs of the Communist NPA Terrorist since the 1980s. Decades of waging fears and threats not only to the community but also to the businesses and livelihood of the residents.

The NPAs has already formed a shadow government in the geographically isolated and disadvantaged areas (GIDAs) wherein basic services of the government were denied. Through the deployment of Community Support Programs, various CMO activities, and the relentless military operations to thwart the armed groups threatening the community, the 36IB together with the collaborative efforts of the different government agencies was able to slowly realize the delivery of basic services to the locals.

Notably, the national highway of Surigao del Sur particularly in the area of 36IB was cleared of CNT atrocities for the entire year of 2018 up to this date as compared to the previous years where tourism and economic activities were hampered by the frequent ambuscades, burning of private trucks and equipment, attacks on businesses, and the flagging down of travelers along the national highways.

With the sincere gesture of the government to help uplift the lives of the locals, many have withdrawn their support from the local communist movement and voluntarily surrendered to the Army. From the year 2018 to this date, a total number of fifty nine (59) CNT regular members and MBs who surrendered to the unit have received financial assistance, livelihood, TESDA trainings, firearm remunerations, access to government services, medical assistance, psychological assistance, legal assistance and a lot more. Another one hundred seventy nine (179) of them are still on process to be validated and enrolled to the E-CLIP to receive the same assistance from the government.

As more and more communities became aware of the deceptions made by the CPP-NPA-NDF, shifting of mass support to the government was felt. Last march of this year, Brgy Mampi of Lanuza, SDS has declared the CPP-NPA-NDF and its allied organization as persona non grata. Other inner barangays of the province directly affected by the CNT influence followed through to include the areas of ancestral domains of the IP communities. As of this date, a total of 12 barangays, 1 municipality, 2 CADTs, and the province of Surigao del Sur have declared them persona non grata with other areas soon to follow.

Through the overwhelming support of the people, many attempted attacks of the CTGs against the government forces has been foiled due to the tipping off of the local populace who is already fed-up with the terrorists decades-long banditry.

It can be recalled that a supply cache was seized by the 36IB troopers at Sitio Himat-e, Brgy Cayale, Tago, Surigao del Sur last 02 January 2019 which were left for safekeeping in their trusted contact/supporter in the barangays purposely to ease some loads carried by CNTs when conducting raids/harassments or to avoid pursuing army troops. Another supply cache was captured in a cave through the revelation of a concerned resident of Purok Salikot, Sitio Bato, Brgy Bitaugan, San Miguel, Surigao del Sur last 17 April 2019 which resulted to the capture of dozens of medical supplies and other war materials.

Another incident of civilians giving timely information was the successful combat operation against CNTs at Brgy Cancavan, Carmen, Surigao del Sur last May 2019 which resulted to the death of four (4) CPP-NPA terrorist and capture of six (6) high powered firearms, one (1) low powered firearm and other documents with high intelligence value. The Local Government Unit of Carmen lauded the Army’s 36th Infantry (Valor) Battalion for the successful operation of anti-insurgency campaign against the Communist NPA Terrorist thru passing of a resolution and awarding of certificate of commendation.

The military alone was never a solution to end insurgency. Hence, collaboration amongst the different government agencies to include the private sector and the community itself must be realized applying the “whole-of-nation” approach. In line with the operationalization of PRRD’s Executive Order No. 70, the Army’s 36IB participated in the launching of skills, livelihood and enterprise development programs for the locals and former rebels of Sitio Ibuan, Brgy Mampi, Lanuza, Surigao del Sur last 18 July 2019 spearheaded by the Poverty Reduction, Livelihood and Employment Cluster (PRLEC), Surigao del Sur with TESDA as its lead agency. It aims for the adoption of a peace framework to address the root causes of the insurgency, internal disturbances and tensions and other armed conflict and threats. It also aims to prioritize and harmonize the delivery of basic services and social development package of the government by facilitating societal inclusivity and ensuring active participation of all sectors of the society in the pursuit of the country’s peace agenda.

In line with AFP’s mandate based on the Executive Order No. 23 making the anti-illegal logging operation as a military operation, the 36IB have enhanced its campaign against illegal logging in partnership with the PNP and DENR in support to the government’s program in the preservation and protection of the environment.

As of this date since January 2018, troops of the 36IB have conducted sixteen (16) successful anti-illegal logging operations in the province of Surigao del Sur that resulted to the confiscation of a total 66, 220.48 board feet illegal logs with an estimated market value worth P1, 647,054.80.

In his statement, Ltc Xerxes Trinidad PA, Commanding Officer of 36IB, “Now is the time to act and support our government in its peace initiatives towards our common goal of resolving the decades-long insurgency. Let us not be hindered by our individual differences and should work together as one. We are Filipinos known to the world as peace-loving people and resilient to all natural or man-made calamities.”

“Nothing is impossible if everyone commits to their mandates and obligations. Your soldiers will remain true to its mandate to serve the people and secure the land. We will do everything in our capabilities, no matter what the cost, just to ensure the safety of our people and the protection of our democracy towards a progressive country,” Army official added.

“We are calling to the remaining CNTs to surrender now and avail the E-CLIP. Let us make Surigao del Sur a peaceful place that could foster the foundation of an economic growth for a better Philippines,” Ltc Trinidad ended.

LAPAZ, AGUSAN DEL SUR – Another big blow against the CPP-NPA as the hinter Barangay of Lydia, Lapaz, Agusan del Sur where the residents mostly composed of Manobo and Banwaon Tribe and a former mass base of the communist terrorist, strongly denounced the CPP-NPA and its allied organization and declare them as Persona Non Grata during a Barangay Assemby held at the Brgy Hall on Saturday July 20, 2019.

Other services are also provided by the unit and LGU of La Paz thru Rural Health Unit, Local Civil Registrar such as medical checkup, consultation, supplementary feeding, free haircut and information drive on Birth Registration, Marriage Registration and Death Certificate was also extended for the said activity.

The declaration was formalized thru a Barangay Resolution No. 15 s. 2019 duly signed by the members of the council and witnessed by the residents. Spearheaded by the Punong Barangay, Hon Antonio P. Pequiro who led the declaration and officiated the Oath of Allegiance to the Constitution of 300 CPP NPA members and supporters composed of 11 Militia ng Bayan, 1 NPA regular, 78 members of the Underground Mass Organization (UGMO) and 210 Supporters/ Symphatizers.

“Gikapoy nami sa mga pangilad, pang abuso ug sa mga terroristang aktibidad sa mga NPA kontra sa among mga katawhan hilabina katong pagpatay nga walay kalouy kay CAFGU Felipe Amado nga katong panahona off duty, walay armas kauban ang mga sibilyan sa pagpartisipar sa Brigada Eskwela para makatabang sa iyahang anak nga estudyante”,Hon Piquero said.

It can be recalled last May of this year that the late CAFGU Felipe Amado was ambushed and killed by more or less 7 heavily armed NPA’s while he was on his way from gathering materials for the construction of a makeshift classroom as his contribution for his children who are students in Lydia Elementary School.

“Dili gyud ko muhatag ug pasaylo sa nagpatay sa akong bana. Kamong mga NPA, wala pa gyud mo makuntento sa tanang mga kagubot, pagpatay ug abuso sa mga katawhan, mopatay pa gyud mo ug mga inosenteng mga sibilyan. Mao na kining panahuna ang inyohang pagkahugno”, Lotti said, wife of the killed CAFGU.

On the other hand, Datu Eddie F Amado, Brgy Tribal Chieftain said, “Sa kadugay nga panahon nga nagsuporta kita sa ilaha (NPA’s)”, wala sila’y proyekto nga gihatag sa atua nga mkatabang sa atong kalisod, mao na kini ang panahon nga isalikway na nato sila ug suportahan nato ang atong tinood nga gobyerno ky sila man (National Government) ang tinuod nga maghatag ug mga proyekto nga ikaasenso nato sa mga umaabot nga panahon”.

In a statement, Lt Col Romeo C Jimenea, Commanding Officer of 26th Infantry Battalion, said that Brgy Lydia is the first barangay in the Municipality of La Paz, Agusan del Sur who declare the CPP-NPA as undesirables. “I commend every residents for the courage and gutsy stand to denounce the CPP NPA Terrorist as Persona Non Grata in their community. It is a clear message that the people in remote areas already realized the evils of CPP NPA and cannot be fooled by their lies and deception. The 26th IB will continue to support and assist the local council of the barangay especially the peace and order”.

“This is the continuation in achieving peace with the political will of the barangay leaders to act accordingly against our common enemy, the NPA’s can no longer thrive in this area”, Lt Col Jimenea added.

“With the continuous support of LGU’s in our area of operation, together with the implementation of EO 70 (Whole of the Nation Approach), we can surely assure that the goal of our National Government to end this five decades of armed struggle will be successful”, he ended.
