Insitu was awarded a $47.9 million contract to deliver 34 ScanEagle unmanned air vehicles (UAV) to Malaysia, Indonesia, the Philippines and Vietnam.
The tactical UAVs are expected to all be delivered by March 2022, according to a Department of Defense notice online. In addition to the aircraft, the orders provides for spare payloads, spare and repair parts, support equipment, tools, training, technical services and labour of field service representatives.

Malaysia’s order was worth $19.3 million, including 12 aircraft; the Philippines’ $9.6 million, including eight aircraft; Indonesia’s $9.2 million, including eight aircraft; and Vietnam’s $9.7 million, including six aircraft.
The ScanEagle is a popular tactical UAV for maritime surveillance. The Malaysian navy has said it plans to use its ScanEagles to patrol the South China Sea portion of East Malaysia and the Sulu Sea. Moreover, Malaysia, Indonesia, the Philippines, and Vietnam each have coastlines on the South China Sea, a body of water that is hotly contested with China.
The UAV is launched using a catapult and recovered using a skyhook, both of which can be mounted on small patrol boats. It has a more than 24h flight endurance and a maximum speed of 80kt (148km/h).

CPP-NPA and the Duterte Administration: Post-Activism, Insurgency, and Terrorism
Five decades of insurgency and terrorism in the Philippines has presented a socio-political dilemma for both the government and the general public. From the perspective of the Communist Party of the Philippines (CPP) and its armed wing, New People’s Army (NPA), the platform espoused by the Duterte administration’s tagline of “change is coming” has been not realized until now. The NPA’s actions of late reveal a presumption of justification of its violent struggle, as protracted infighting within its ranks draws increased attention from the authorities and society at-large.
The government’s over-arching strategy is to prevent communist rebels from committing atrocities and acts of violence going forward. Increased engagement on the part of the government highlights the policy guidance of President Rodrigo Duterte, amidst conflicting internal and external factors as well as joint cooperative operations (i.e., AFP-DND’s DSSP Kapayapaan 2017 and an audit request to the European Union over the alleged funding of communist NGOs).
Even after the fiftieth anniversary of Communist Party of the Philippines (CPP) on December 26, 2018, there are two compelling and competing dilemmas in Philippine political climate that may or may not come to a head until the end of this year. The first is a continued push for charter change (CHA-CHA), vis-a-vis legal reformation, and a restructuring of the political system (i.e., Federalism). The second is finding a resolution over the insurgent and terrorist activities of the Communist Party of the Philippines (CPP) and the New People’s Army (NPA) through the resumption of peace talks.
The current negotiations, to date, are the longest–running peace talks since the CPP-NPA began its armed struggle. After years of guerrilla warfare, disinformation, and a strategy which is heavily influenced by communism and radical left-leaning ideology, the NPA’s seemingly newfound use of terror tactics attempts to sway the minds of many to favor the group’s cause, as well as to drive recruitment to boost its numbers.
Between January 16 and February 1, 2017—six months after Duterte was inaugurated as president—the NPA was involved in fifteen incidents, nine of which occurred on January 30. Around the same time, talks between the NDFP and GRP (Government of the Republic of the Philippines) proceeded in Romefrom January 19-25, which involved discussion of the implementation of the NDFP’s socioeconomic reform program. Though the talks were considered productive by all parties, it resulted in few concessions by either side. In particular, the GRP maintained its refusal to release 392 NDFP prisoners from custody until the issue of amnesty was fleshed out.
On January 30, 2017, the NPA broke a ceasefire with simultaneous assaults in Mati, Surigao Del Norte, Valencia City, Bukidnon, Pag-asa, Lebe, Sarangani, Union, Compostella Valley, San Isidro, Mahayahay, Hinambangan, Kitcharao, and Agusan Del Norte. Subsequently, on February 1, the NPA unilaterally called off its ceasefire, citing the failure of the GRP to release their political prisoners and generally abide by the terms of the ceasefire. In response, on February 3, Duterte withdrew the GRP from its ceasefire in response. In May 2017, President Duterte suspended peace talks with the NDFP, accusing communist rebels of attacking government forces while engaging in negotiations. Months later, on November 23, 2017, President Duterte signed Proclamation No. 360 that formally terminated the talks. Eleven days later, he issued Proclamation No. 374, declaring the CPP and the NPA to be terrorist organizations.
The CPP-NPA Theater of Power
An analysis of the works of Jose Maria Sison (JOMA)—such as the Rectify Errors, Rebuild the Party! (1968), Our Urgent Tasks (between 1969 and 1975), and Specific Characteristics of our People’s War (1971)—reveals that the main difference between the new communist party founded by JOMA in 1968 to that of its precursor, the old communist party of the Lavas’ and Taruc is the former’s emphasis on the importance of a sound mass base. The works above also provide for the phasing and general direction of the revolution which calls for the adoption of stages in the development of revolution through a protracted war of encircling the cities from the countryside and by concentrating first on building a strong base and a peasant army.

Based on the said works of JOMA, the old party pushed for the immediate overthrow of the “reactionary” government by directly confronting the military. Without a stable base to launch its offensive, the former party became vulnerable to the Armed Forces of the Philippines (AFP) counter-offensive. Learning from this mistake, the new Communist Party of the Philippines (CPP) of JOMA and its armed wing, the New Peoples Army (NPA) established Guerrilla Fronts (GFs) all throughout the Philippine archipelago to spread out the AFP and dissipate it away from the seat of national government in Metro Manila purposely to provide initiative and flexibility to the Party and the Army.
The CPP-NPA document Reaffirm Our Basic Principles and Carry the Revolution Forward! (1991) reveals that an ideological split in the early 1990s among the CPP-NPA’s top leaders over the general direction that the revolution shall follow resulted in a divide between the “Rejectionist” (anti-Sison) bloc and the “Reaffirmist” (pro-Sison) bloc. The “Reaffirmists” accused the “Rejectionists” of leftist adventurism and rightist opportunism that undermined the revolution. The leftist adventurists departed from the protracted war concept and pushed the revolution into the urban centers, while the rightist opportunists espoused legal and parliamentary participation as the primary means of struggle relegating the armed struggle to the backdrop.
The document, together with other CPP-NPA published documents, also called for the implementation of the “back to basics” program to correct deviations and repudiate in particular the strategic counter-offensive (SCO) concept of the “leftist adventurists.” The SCO concept had resulted in large NPA formations decimated by the AFP. Also mentioned in the document is the assertion made by JOMA that the strength of the NPA is still in no match to the AFP. He directed to break down the NPA military formations back into platoons and squads and intensify mass works to recover the lost mass base left unchecked and regained by the AFP. JOMA pointed out that the continued decline of the party’s base would isolate both the party and army, as happened to the old CPP.
An analysis of the CPP-NPA documents previously mentioned as well as to other CPP-NPA Anniversary Statements published over the past two decades would disclose that the “back to basics” program of the 1990s was designed to alter the NPA development from vertical to horizontal in order to enable the NPA platoons and squads to cover a wider area and build as many GFs as possible, necessary for the survival of the Party and the Army.
In terms of ongoing counter-insurgency methodologies, the AFP has come up with Internal Security Operations (ISO) concepts and methods to address the internal security threats. One of these is the triad concept of Civil-Military Operations (CMO), Intelligence, and Combat Operations. There has been much debate over the years as to which triad component shall prevail over the rest.
The Philippine government grappled for the right solution to the country’s communist insurgency problem, while the AFP—with a mandate to conduct ISOs—initiated several campaigns to address this primary threat to the country’s internal peace and security, with little success. The ascent to the presidency by the then Senator Benigno Simeon Cojuangco Aquino III in the 2010 national election through an overwhelming victory gave hope for a speedy resolution of armed conflicts in the country.
The Aquino administration promoted the peace process as the centerpiece of its internal security program anchored on the overarching concept of “Unified Action,” a holistic approach which emphasizes that “the AFP will focus on the military dimension, while it will be supporting and/or assisting other government agencies in the economic and political dimensions” of insurgency (AFP Strategic Intent, p. 12). As regards to ISOs, “a grand plan in dealing with internal threats, including the non-traditional actors, had been laid out through the Internal Peace and Security Plan (IPSP) (Ibid., p.10).” While it is indisputablee that the AFP’s success in all of the aforesaid mission areas is crucial, it cannot also be an overstatement that its success in ISO is as critical as ever, for in order to focus on other mission areas especially in Territorial Defense, the current internal threats must be addressed first and foremost.

A ranking official of the National Task Force to End Local Communist Armed Conflict (NTF ELCAC) lambasted the National Union of People's Lawyers (NUPL) for saying that they are "drawing the line" against alleged government harassment by pursuing their writs of Amparo and habeas petitions before the Court of Appeals (CA) on Tuesday afternoon.
"You do not draw the line. You are so self-righteous with your pretentious notion that you are the aggrieved party. After 50 years of silence, the government will draw the line for your deception of peace-loving people and your intimidation of the government, especially the security sector who has been at the receiving end of your legal harassment. That deception and your bullying stop now," Major General Antonio Parlade, Jr. said in a statement Monday.
Parlade, who is also Armed Forces of the Philippines Deputy Chief of Staff for Civil Military Operations, was reacting to an NUPL National Executive Board Resolution dated June 2 which states that the organization and its members will not be cowed or distracted despite tagged by military and police authorities as having links to the Communist Party of the Philippines-New People's Army (CPP-NPA), aside from being accused of destabilizing the government.
The NUPL also claimed that labeling runs afoul of the Constitution aside from being a violation of the United Nations Basic Principles on the Role of Lawyers which obligates the State to ensure that lawyers are able to perform their functions without intimidation, hindrance, harassment, or improper interference and guarantees that lawyers are not identified with their clients or their clients’ causes as a result of discharging their functions.
"The NUPL is drawing the line. There shall be a reckoning, whether or not the dust has already settled. The push back starts with the petition for issuance of writ of Amparo filed against incorrigible officers of the military and shall not stop until the climate of impunity that has enabled the attacks against the NUPL and other human rights defenders is dispelled," it added.
Parlade also slammed the NUPL for its inability or unwillingness to condemn the brutal killings and other atrocities committed by CPP-NPA terrorists against indigenous peoples (IPs) despite their claims of being lawyers of the people.
"We have been challenging you to condemn the brutal killing of IPs by the NPAs and you have not. You can not," he said.
He also dared the NUPL to say something or do something for the seven innocent civilians who were reportedly kidnapped by communists in Barangay Mampi, Lanuza, Surigao Del Sur on May 30.
"What can you say about the kidnapping last May 30 of seven innocent civilians who were identified as Ryard Badiang, 24; Wendil Delicuna, 25; Angelo Duazo, 34; Moni Bulando, 20; Rodelo Montenegro, 40; and children John Badiang, 8, and Gerald Sedron, 12, all residents of Barangay Mampi, Lanuza, Surigao Del Sur who were kidnapped by the NPAs?" he added.
These people, he said, also deserve NUPL's commitment to safeguarding their lives and liberty.
"What about the Manobos that your communist cohorts have been killing? Do you adore the NPAs and their cause so much that you can't say a word about their violations of International Humanitarian Law?" he added.
And despite their lack of response or criticism of the communist rebels various atrocities, he said, the NUPL still has the temerity to invoke their Constitutional rights as lawyers of the people.
"Whose people? (CPP founding chair) Jose Maria Sison's people only? You are full of hypocrisy," he said.
With these dark developments, Parlade urged idealist members of the NUPL to themselves clear from the group while they still have the chance.
"For those of you from NUPL who are unfairly dragged by your communist members in the 'Lupon ng mga Manananggal ng Bayan' (Lumaban), the underground organization of NUPL, you still have the chance to abdicate and abandon your communist friends," he added.
Parlade also scored NUPL chair and "Makabayan" Bloc senatorial bet Neri Colmenares, who lost badly in the May 13 elections, for having the gall to again avail of the democratic process provided by this democracy he wish to destroy.
"Again, who do you fool by announcing that 'the NUPL will PURSUE its petition on writs of Amparo and habeas data?' This is another cheap trick because the hearing is pursuant to the May 20, 2019 CA resolution that by agreement of the parties, the next hearing is the presentation of petitioners’ evidence, ergo, it is not a matter of pursuing but abiding by the CA directive pursuant to parties ‘ agreement. Propaganda, no matter how cheap is what you are good at," he added.
Despite claiming that they are providing legal advice for the poor and being pro-people, Parlade said the NUPL cannot convince the public that they are working for such goals if they cannot condemn atrocities committed by the CPP-NPA, a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.
"In the end, no matter what you claim, the fact remains aside from deceiving the people by your inaccurate statements that you still cannot denounce the kidnapping and brutal slaying of our IPs and poor folks in Surigao, Agusan, Butuan, Davao, and Samar by the NPAs. So tell us, are you the people's lawyers?" he said.

The push back starts with the petition for issuance of writ of Amparo filed against incorrigible officers of the military and shall not stop until the climate of impunity that has enabled the attacks against the NUPL and other human rights defenders is dispelled," it added.
Parlade also slammed the NUPL for its inability or unwillingness to condemn the brutal killings and other atrocities committed by CPP-NPA terrorists against indigenous peoples (IPs) despite their claims of being lawyers of the people.
"We have been challenging you to condemn the brutal killing of IPs by the NPAs and you have not. You can not," he said.
He also dared the NUPL to say something or do something for the seven innocent civilians who were reportedly kidnapped by communists in Barangay Mampi, Lanuza, Surigao Del Sur on May 30.
"What can you say about the kidnapping last May 30 of seven innocent civilians who were identified as Ryard Badiang, 24; Wendil Delicuna, 25; Angelo Duazo, 34; Moni Bulando, 20; Rodelo Montenegro, 40; and children John Badiang, 8, and Gerald Sedron, 12, all residents of Barangay Mampi, Lanuza, Surigao Del Sur who were kidnapped by the NPAs?" he added.
These people, he said, also deserve NUPL's commitment to safeguarding their lives and liberty.
"What about the Manobos that your communist cohorts have been killing? Do you adore the NPAs and their cause so much that you can't say a word about their violations of International Humanitarian Law?" he added.
And despite their lack of response or criticism of the communist rebels various atrocities, he said, the NUPL still has the temerity to invoke their Constitutional rights as lawyers of the people.
"Whose people? (CPP founding chair) Jose Maria Sison's people only? You are full of hypocrisy," he said.
With these dark developments, Parlade urged idealist members of the NUPL to themselves clear from the group while they still have the chance.
"For those of you from NUPL who are unfairly dragged by your communist members in the 'Lupon ng mga Manananggal ng Bayan' (Lumaban), the underground organization of NUPL, you still have the chance to abdicate and abandon your communist friends," he added.
Parlade also scored NUPL chair and "Makabayan" Bloc senatorial bet Neri Colmenares, who lost badly in the May 13 elections, for having the gall to again avail of the democratic process provided by this democracy he wish to destroy.
"Again, who do you fool by announcing that 'the NUPL will PURSUE its petition on writs of Amparo and habeas data?' This is another cheap trick because the hearing is pursuant to the May 20, 2019 CA resolution that by agreement of the parties, the next hearing is the presentation of petitioners’ evidence, ergo, it is not a matter of pursuing but abiding by the CA directive pursuant to parties ‘ agreement. Propaganda, no matter how cheap is what you are good at," he added.
Despite claiming that they are providing legal advice for the poor and being pro-people, Parlade said the NUPL cannot convince the public that they are working for such goals if they cannot condemn atrocities committed by the CPP-NPA, a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.
"In the end, no matter what you claim, the fact remains aside from deceiving the people by your inaccurate statements that you still cannot denounce the kidnapping and brutal slaying of our IPs and poor folks in Surigao, Agusan, Butuan, Davao, and Samar by the NPAs. So tell us, are you the people's lawyers?" he said.

There is no more stopping the Armed Forces of the Philippines from launching an all-out offensive against the Abu Sayyaf bandit group following Friday’s death of Dutch national Ewold Horn, reportedly their last foreign hostage.
In an interview aired on Sunday over dzBB, AFP Western Mindanao Command (Westmincom) spokesperson Col. Gerry Besana said that previous military operations against the Abu Sayyaf had been “selective and surgical” because of the presence of hostages whose safety was their primordial concern.
Limited offensive
“We could not go all out [in our offensive] … because of the chances that kidnap victims might get caught in the crossfire. If we conduct airstrikes, the kidnap victims might get hurt,” Besana explained, adding that the presence of hostages limited the military offensive.
He pointed out, “That is why we, our countrymen, can anticipate a more all-out offensive against them (Abu Sayyaf) because there is no longer anything stopping us in doing what we can do militarily.”
Besana said that there had been no report of kidnappings by the Abu Sayyaf nor of captives that the bandits still hold.
“There is really nothing stopping us now from further intensifying our offensive against this group,” he stressed.
In April 2019, after the rescue of three foreign fishermen held hostage by the Abu Sayyaf, Besana said Horn and four Filipinos were still believed to be held captive by the Abu Sayyaf.
Killed while trying to escape
Horn, a Dutch birdwatcher held captive by the Abu Sayyaf for seven years, was allegedly killed by a bandit, purportedly when he tried to escape during the May 31 clash between the bandit group and the military in Sitio Bud Sub-Sub, Barangay Pansul, in Patikul, Sulu province.
The Dutch national was kidnapped along with Swiss national Lorenzo Vinciguerra and Filipino Ivan Sarenas on Feb. 2, 2012, in Panglima Sugala, Tawi-Tawi province.
Sarenas managed to escape immediately while Vinciguerra fled during a 2014 firefight in Sulu.
To boost the military offensive against the Abu Sayyaf, the AFP has deployed 1,500 troops from the Army’s 1st brigade combat team (BCT) to beef up the newly created 11th infantry “Alakdan (scorpion)” division, which was activated on Dec. 17, 2018, at the Joint Task Force Sulu headquarters in Camp Teofilo Bautista, Jolo town.
The Alakdan division is dedicated to pursuing and fighting Islamic State-inspired terrorists and other threat groups, including the Abu Sayyaf, in Basilan, Sulu and Tawi-Tawi.
According to Besana, current efforts are focused on Sulu where the Army’s 1st BCT has been deployed.

MANILA, Philippines – The Philippine National Police is monitoring the possible recruitment of students by the New People’s Army (NPA) as school year 2019-2020 kicked off Monday, PNP chief Gen. Oscar Albayalde said.
“That is being monitored not only by the PNP but also by the intelligence community, especially the Armed Forces of the Philippines, and I hope also the Commission on Human Rights,” Albayalde said in a press briefing at Camp Crame.
Albayalde also slammed the recruitment of minors into the armed rebellion, which sometimes brings them into conflict with state forces.
“Although palagi nilang sinasabi na ganito, ganun, and yet they are recruiting minors dito sa kanilang rebellion (Although they always say this and that, they are recruiting minors in their rebellion),” he added.
During the summer vacation season, Albayalde also warned parents and school administrators against the possible recruitment activities of the NPA.
The Department of Education said around 27.2 million students were expected back in schools on Monday, June 3.

Australian Ambassador Steven Robinson announced on Friday his country’s willingness to continue helping promote quality education in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).
BARMM Education Minister Mohagher Iqbal and Robinson led on Friday an activity for the “Brigada Eskwela” in Kurintem Elementary School in Datu Odin, Maguindanao.
The “Brigada Eskwela” is the “National Schools Maintenance Week,” that aims to bring together all education stakeholders to participate and contribute their time, effort, and resources to prepare public school facilities for the opening of the school year in June.
Robinson told media men that education is one good solution to underdevelopment as “it is the key to peace and prosperity.”
As part of the “Brigada Eskwela” activity, Robinson and Iqbal distributed paints for chairs and classrooms, and school supplies to the Kurintem Elementary School.

The city government of General Santos hosted the Special Iftar (break of a fast) for Muslim orphans, widows and the underprivileged including solo parents on Wednesday May 29 at Mindanao State University- Gensan covered court.
The Iftar reception is now in its seventh year and it was facilitated by the City Mayor’s Office – Indigenous Cultural Affairs Division.
“We invited the orphans, widows, solo parents and the some underprivileged families as our special guests in this LGU-sponsored Iftar,” Jocelyn Lambac-Kanda, Division Chief of CMO-ICCAD said.
Aside from the Iftar meal served, CMO-ICCAD also facilitated the provision of Ramadan food packs shared by benevolent sponsors.
Invited Ulama (Muslim scholars) shared the virtues and benefits of fasting to individual and the society.
“This occasion provided an opportunity for our sponsors to reach out the underprivileged Muslim Generals,” Kanda added.
She said the special Sftar where needy Muslims were served, manifests one of the important virtues of the holy month of Ramadan which is sharing or giving charity.
“Actually, this is an innovation unlike the previous Iftars wherein most of the guests were Muslim community leaders and development partners,” Kanda disclosed.
In his inspirational message, Mayor Ronnel Rivera said “We have innovations and still have many things to do to improve our programs in order to provide the Muslim constituents with better services.”
He also thanked the Muslim community leaders for supporting the development initiatives of the city government.
“Rest assured, we in the LGU will continue to innovate, partner with the Muslim religious and community leaders and institutions,” Rivera said.

Proclamation 729 issued on Thursday, May 28, 2019, put the nation on holiday to give opportunity for the entire Filipino people to join their Muslim brothers and sisters in peace and harmony in observance and celebration of the Eid’l Fitr, one of the two major holidays in the Muslim world.

TALACOGON, Agusan del Sur – A former NPA Commander, his wife and three others peacefully surrendered to government forces in Brgy. Poblacion, Loreto, Agusan del Sur on Friday, May 31.
Javier and his wife Ann, a squad political officer, supply officers Ricky and Yaw, and team leader James (not their real names), surrendered to the Philippine Army’s 26th Infantry Battalion, reports say.
All five belonged to Guerilla Front 34 of the CPP-NPA’s Southern Mindanao Regional Committee (SMRC). The notorious communist- terrorist group reportedly operates in the boundaries of Caraga region and Compostela Valley Province.
They brought along with them assorted weapons and paraphernalia including two caliber .30 Carbine Rifles with three magazines, one caliber .30 sub-machine gun with two magazines,one KG9 sub-machine gun, two shotguns, one caliber .45 with one magazine, one fragmentation grenade, and one Anti-Personnel Mine (APM).
The couple’s decision to surrender came after realizing the deception they have fallen into for many years. Ann said the CPP-NPA never fulfilled any of its promises when they were recruited years ago. Instead, they were separated from their five children who were left to fend for themselves.
“Gusto nako bisitahon akong mga anak, pero among mga labaw dili musugot, bisan kahibalo sila na kinahanglan nako atimanon ang akong anak nga naay sakit. Ug ang ilang mga saad nga suporta para kanamo, wala matuman, ilabi na gyud pagka-hospital sakong anak, wala silay gihatag bisan piso. Dili gud sila uyon sa pamilya,” she claimed. (I wanted to visit my children but our leaders did not allow me, even though they knew I needed to attend to my sick son. Also, the support they promised to us for our children never came especially when my youngest son was hospitalized. They did not even bother to provide a single centavo. They don’t care about family.)
The couple finally found an opportunity to abandon the armed group after a friend told them about the Enhanced Comprehensive Local Integration Program (ECLIP).
Meanwhile, Ricky who was only 17 when he was recruited last year, also lamented about the hardship he suffered being a member of the NPA. “Kanunay mi managan kung adunay operasyon ang sundalo, ug osahay wala na miy kaon sulod sa duha ka adlaw kay dugay ang suplay sa pagkaon. Mao nang hinungdan nga niambak ko sa kalihukan samtang ako naggwardiya, para musorender”, he said. (We were always on the run when there were military operations. Sometimes we don’t eat for two days because of delayed food supplies. We decided to escape while we were posted as guards because we cannot take it anymore.)
Lt.Col.Romeo Jimenea, the 26th IB Commander said the five were all victims of the CPP-NPA-NDF’s vicious lies and propaganda especially Ricky who was a minor when he was recruited.
“The International Humanitarian Law prohibits the recruitment of persons under 18 years old to become combatant, even in local armed conflict,” Jimenea said.
Jimenea attributed the influx of surrenders from Loreto to the recent declaration of CPP-NPA-NDF and its supporters as “persona non- grata” by the Municipal Peace and Order Council (MPOC), and the Manobo Tribal leaders.
Records show that from January to date, 151 NPAs from Agusan del Sur have already surrendered to the government. They also handed-over 50 firearms of various calibers.
Col. Allan Hambala, 401st Brigade Commander lauded the troops for facilitating the peaceful surrender of the five former terrorists. He vowed to help them live normal lives again through the government’s ECLIP. He said the military will be relentless in its offensive operations against the few remaining armed terrorists as the entire nation strives to end local communist armed conflict.

CAMP EVANGELISTA, Cagayan de Oro City – Furious and disheartened Mayor Salvacion S Azarcon of the Municipality of Lanuza, Surigao del Sur condemned the Communist NPA Terrorists (CNTs) for kidnapping her innocent constituents, including minors, last May 30, 2019.
In an official statement she expressed, “I am furiously condemning this act of terrorism of the NPAs with no respect to Human Rights and the International Humanitarian Law.” “The Lanuzanons are disheartened by this heartless incident especially that children aged 8 to 12 years old were also included, a clear violation of RA 7610 (Strong deterrence and Special Protection Against Child Abuse, exploitation and Discrimination and for Other Purposes),” she added.
Azarcon also asked her contituents, “Let us not tolerate any acts of terrorism such as this to happen again in our locality.” The brave mayor further demanded to the CNTs, “Release the kidnapped victims and let the people of Sitio Ibuan live in peace. Their families are worried, weary and depressed.”
It can be recalled the last May 30, seven (7) innocent civilians who were identified as Ryard Badiang, 24 y/o, married, Wendil Delicuna, 25 y/o, Angelo Duazo, 34 y/o, Moni Bulando, 20 y/o, Rodelo Montenegro, 40 y/o, married, John Badiang, 8 y/o and Gerald Sedron, 12 y/o all residents of Sitio Ibuan, Brgy Mampi, Lanuza Surigao del sur were kidnapped by the NPAs.
Accordingly, the kidnapped civilians were drifting cut logs for their daily income and expenses when they were suddenly flagged down and held captive by MOL seven (7) CNTs equipped with high powered firearms.

Accordingly, the kidnapped civilians were drifting cut logs for their daily income and expenses when they were suddenly flagged down and held captive by MOL seven (7) CNTs equipped with high powered firearms.

President Rodrigo Duterte certified as urgent a bill requiring Grade 11 and 12 students to undergo the Reserve Officers' Training Corps (ROTC) program.
Duterte certified as urgent Senate Bill No. 2232 on Monday, June 3, through a letter to Senate President Vicente Sotto III. A copy of the document with his certification was given to Rappler by the Presidential Legislative Liaison Office.
The Senate bill mandates the "institutionalizing, development, training, organization, and administration" of basic ROTC for Grades 11 and 12 in public and private educational institutions.
Duterte, in his letter, said a law is required to restore basic military and leadership training for the Filipino youth "to invigorate their sense of nationalism and patriotism necessary in defending the State and to further promote their role in nation-building."

Amid Malacañang's last-minute certification of the bill as urgent, the Senate said it has no time left to pass the controversial measure making the Reserve Officers' Training Corps (ROTC) programmandatory for Grades 11 and 12.
Duterte certified as urgent Senate Bill No. 2232 on Monday, June 3 – the second to the last day of session. He also certified other measures, including the amendments to the Public Services Act and the Foreign Investments Act.
Senate leaders stood their ground and said the chamber needs time to thoroughly debate the said bills. The House of Representatives approved a counterpart ROTC measure in May 2019.
Senate Majority Leader Juan Miguel Zubiri said Malacañang should have issued the certifications earlier.
"These measuers will take a lot of hours of debate. We have a different system in the Senate. The committee approves it quickly…. but debates happen here on plenary. We wish they were able to come out with the priority certification much earlier to let us be able to plan and study and debate the measure," Zubiri said.
"We gave priority to the sin tax, tobacco measure for Philhealth for additional funds for the health services of the government, so I hope that our friends in the executive department will not take it against us that we only have one day left tomorrow," he said.
He added, "In my personal experience, it would be next to impossible unless we close our eyes and just approve in toto these measure, which I know our colleagues will not agree to."
Zubiri said they would ask Malacañang in the next Congress to certify the bills in the beginning to allow for "thorough" and "extensive" discussions.
Senate Minority Leader Franklin Drilon agreed with Zubiri and said the President's certification only dispenses the three-day rule between the 2nd and 3rd reading approvals of bills, and not plenary deliberations.
The plenary deliberations on bills happen in the period of interpellations and amendments, before they are approved on 2nd reading. Depending on the nature of the measure, Senate deliberations may take days or months.
"Just for the record, the certification by the President would only dispense the 3-day rule…. There is nothing in the certification which would shorten the debate on any measure," Drilon said.
"The debates will be governed by the rules of the Senate," he added.
Senate President Vicente Sotto III agreed, citing time constraints.
He said even if the chamber approves the bills on final reading, there is still a need to convene the bicameral conference committee to thresh out differences between the House and Senate versions.
The 17th Congress is set to officially adjourn on June 8. The 18th Congress will open on July 22, the same day that President Rodrigo Duterte delivers his 4th State of the Nation Address.
Some legislators opposed the bill, arguing that requiring ROTC for students would expose them to corruption.

ROTC was previously implemented at the college level, but it was scrapped in 2002 after an investigation showed that a University of Santo Tomas student was murdered after he exposed alleged corruption in the program.

Tyron Uy for leading the bayanihan spirit that involved the different stakeholders, particularly the community, in putting up the school building in just 15 days in the once conflict-affected area in Sitio Puting Bato, Barangay Ngan, Compostela,
The school building was turned over to the Department of Education on Friday in a ceremony led by the governor himself.
“This is a testament that it can resolve the root causes of conflict,” Santos said.
“This and other projects of the governor in addressing the issues of conflict and his strong resolve of ending insurgency… will surely concretize the peace gains and make it durable and sustainable,” Santos added.
As Regional Peace and Order Council chair, Uy is pushing a comprehensive approach in addressing insurgency by integrating all effort of different agencies in a Regional Security Plan and aligned it with the Regional Development Plan of the Region.
The governor pushed the construction of the school after the community expressed their disapproval on the existence of the Salugpungan school in the sitio and demanded its eventual demolition.
The construction started after the governor led the kick off ceremony last May 15, which was attended by Major Gen. Jose Faustino Jr., commander of the 10th Infantry Division, Col. Manuel Sequitin, commander of the 701st Infantry Brigade, Compostela mayor Lema Bolo and other stakeholders.
Prior to the kick-off, social preparation was made by the town government and the Community Support Team (CST) of the 66th Infantry Battalion to ensure the acceptance and commitment of the community on the project.
The project is a convergence effort of the Gawad Kalinga, 10th ID, the local governments of Compostela Valley and Compostela town, Department of Education, the community, and other partner organizations.

During the forum, Datu Manlighud Manandog Victor D. Manpatilan, Supreme Datu of the four provinces, Agusan del Norte, Agusan del Sur, Misamis Oriental and Bukidnon and Datu Bawang Eddie Ampiyawan, IPMR of Agusan del Norte put forward the need to declare the CNT as persona non-grata in all the Ancestral Domains of Higaonon, Manobo, and Banwaon.
The declaration makes the CPP-NPA and their allied organizations and supporters not welcome in their communities.

A village councilman in North Cotabato, who survived ab assassination attempt last month, succumbed to multiple gunshot wounds in a shooting in Pikit, North Cotabato on Sunday.
Samama Samok, 58, village councilor of Barangay Rajah Muda, Pikit, North Cotabato was sitting on his motorbike in front of a roadside variety store for a brief stopover when shot by two unidentified gunmen at 10:30 a.m.
Lt. Col. Bernard Tayong, speaking for police in North Cotabato, said Samok sustained multiple gunshot wounds in the head and body and was pronounced dead on arrival at the Cruzado Medical Clinic in Poblacion Pikit.
“Police investigators are looking at personal grudge as the motive behind the attack.
The identities of the attackers are also yet to be established,” Tayong said.
Samok survived an assassination attempt on May 18 while driving his motorbike along the national highway in Barangay Inug-ug of the same town.
Col. Maximo Layugan, North Cotabato police director, has ordered the Pikit municipal police office to fast-track the investigation to bring the perpetrators before the bar of justice.

DATU ODIN SINSUAT, Maguindanao -- The 14-week military training for 345 candidate-soldiers started Sunday at the 6th Infantry Division (6ID) Training School in Barangay Semba here.
Earlier on the same day, the candidate-soldiers took their oath at the 6ID grandstand followed by their send-off ceremony. The newest batch of soldier applicants stood before 6ID commander, Maj. Gen. Cirilito Sobejana with their loved ones as they took their oath.
Sobejana said the applicants underwent strict selection process after passing the physical, medical, neurological, and psychological examinations.
The 345 candidates were chosen from among 1,500 applicants. “They are now the most competent candidates who will be honed to become future soldiers of the Philippine Army,” Sobejana said.
He added that the candidate soldiers will undergo military training broken down into three modules --Transformation, Basic Squad Training, and Application of Knowledge.
“This training will mold them to become well-disciplined, competent and capable soldiers to fill in the enlisted ranks of the Army,” Sobejana said.
“I would like to assume that you have prepared yourselves to undergo the life-changing experience. These three to four months will help you to become the person you wish to be,” the 6ID chief added.
Of the 345 soldier aspirants, 310 are males and 35 are women. The candidate-soldiers came from the areas of coverage of the 6ID that include the provinces of Maguindanao, Sultan Kudarat, and parts of North Cotabato and Lanao del Sur.

Col. Gerry Besana, Westmincom information officer, said the honorees are Col. Ismael Mandana Jr., and hospital personnel Anabel Escobar, Felina Jaugar, and Blessing Tacadena.
Besana said Mandanas received the Distinguished Service Medal for “eminently meritorious and valuable service rendered as the Assistant Chief of Unified Command Staff for Operations from July 1, 2018 to June 1, 2019”.
Besana said Mandanas, who is now assigned to the Office of the Assistant Chief of Staff for Operations at the headquarters of the Philippine Army, has supported and supervised 2,255 combat operations and completed 132,320 “Bayanihan” team activities during his stint.

The Western Mindanao Command (Westmincom) has received augmentation force to beef up its focused military operations against the Abu Sayyaf Group (ASG) in the province of Sulu, officials said Monday.
Col. Gerry Besana, Westmincom information officer, said the 1st Brigade Combat Team (1BCT) of the Philippine Army arrived Sunday in this city in preparation for their deployment in Sulu.
Besana said the 1BCT, led by Brig. Gen. Leopoldo Imbang Jr., was deployed here by the Armed Forces of the Philippines (AFP) purposely to conduct focused military operations against the ASG in Sulu.
"The AFP, through the Westmincom, will now again focus on the campaign against terrorism and violent extremism after the successful conduct of the midterm elections," the military official said.
He added that the deployment of the additional troops also intends to add to the required personnel and equipment of the newly activated army’s 11th Infantry Division.
Lt. Gen. Arnel Dela Vega, Westmincom chief, said they expect to sustain the fight against the lawless group.
“Now that our troops have been augmented, we are expecting more gains in the fight against the Abu Sayyaf Group that has been sowing terror, death, and destruction in Sulu,” he said.

"(The unit) will step up the operational tempo against (the terrorists)," Armed Forces of the Philippines (AFP) public affairs office chief, Col. Noel Detoyato said Monday.
He said the 1BCT would also help complement gaps among units of the AFP tasked to secure Sulu, he added.
"Operational area gaps (in Sulu) will be filled up (by the deployment of the (1BCT)," Detoyato pointed out.
The 1BCT was deployed to Sulu via the strategic sealift vessel, BRP Tarlac (LD-601), last May 31. It is the Army’s contingency force that is capable of addressing "conventional, unconventional, and asymmetric threats".
It is composed of an intelligence unit, combat engineer company, aviation and explosive ordnance disposal platoon, an air defense artillery battery, among others.
Since its creation in December 2018, the 1BCT has participated in the recently concluded "Salaknib" and "Balikatan" exercises with the United States Pacific Command.

The Senate on Monday passed on third reading a resolution concurring in the ratification of the agreement on the boundary line that delimits the exclusive economic zone (EEZ) of the Philippines and Indonesia.
With 20 affirmative votes and no negative vote, the upper chamber passed Senate Resolution 1048, which expresses concurrence in the "Agreement between the Government of the Republic of Philippines and the Government of the Republic of Indonesia Concerning the Delimitation of the Exclusive Economic Zone Boundary".
Senator Loren Legarda, chair of the Senate committee on foreign relations, said both the Philippines and Indonesia are state parties to the 1982 United Nations Convention on the Law of the Sea (UNCLOS), which gave parties entitlements to a 200 nautical mile EEZ for utilization of living and non-living resources.
Legarda, however, noted that both countries have overlapping EEZs in Mindanao Sea and Celebes Sea and in the southern section of the Philippine Sea in the Pacific Ocean and that the delimitation or division of the overlapping EEZ of opposite states shall be settled by an agreement on the basis of international law in order to achieve an equitable solution.
"Pursuant to UNCLOS, the Philippines and Indonesia conducted a series of negotiations to delimit their overlapping EEZs and embody the results of the negotiations in an agreement. After more than 20 years, the Philippines and Indonesia reached an equitable solution and agreed on a single EEZ boundary line to delimit the overlapping EEZs," Legarda said.
Legarda said with a clearly demarcated EEZ boundary, Filipino fishing vessels and fishermen will be able to operate and undertake livelihood activities in the country's EEZ knowing where the Indonesian EEZ begins.
Furthermore, law enforcement authorities of both countries will know the maximum extent of their respective jurisdictions where they are mandated to implement laws, rules and regulations on environmental protection and maritime security, she noted.
"This Agreement is a significant contribution to the best practices and efforts towards building a peaceful regional community which we are all aiming for as one ASEAN," Legarda said.
