President Rodrigo R. Duterte has high hopes that the government is “winning the war” against the New People’s Army (NPA), noting that many of the rebels have started laying down their arms.
“I think we are winning the war finally. Maraming front sa Mindanao bumagsak na, especially on the right side, eastern --- Davao, Agusan (There are many front in Mindanao that have collapsed),” Duterte said in his speech in Malacañang on Wednesday.
“I think that kung maawa ang Panginoong Diyos (if God will be merciful), this will be over by about the second quarter of next year. Ang rami na kasi nagsu-surrender (There are many of them surrendering),” he added.
Duterte said he knew all of these from intelligence personnel who have information about communist rebels and leaders who have surrendered.
The President earlier reached out to Communist Party of the Philippines founding chairman Jose Maria Sison to return home and talk peace. However, there was a stalemate in the talks because Sison wanted a coalition government.
Duterte said he was still open to the resumption of peace talks but Sison had to comply with his conditions--for the peace talks to be held in the Philippines, for the rebels to stop collecting revolutionary taxes, and for hostilities to cease, among others.
The President had promised to give all rebel surrenderees housing and livelihood opportunities.

Highlighting the strong friendship between the Filipino and Japanese people, the Philippine Navy and Japan Maritime Self-Defense Force (JMSDF) conducted a so-called "Relation Exercise" (RELEX) at Clark Air Base, Pampanga last Sept. 17 to 18.
Navy spokesperson Commander Jonathan Zata said Thursday the PN's Naval Air Group and JMSDF Air Patrol Squadron participated in the exercise which aims to strengthen the friendship and bond of the two allied navies as well as foster better working relationship in the field of maritime security cooperation between Manila and Tokyo.
The pilots and crew of PN Beechcraft King Air C-90 Aircraft with tail number NV-392, led by pilot-in-command, Lt. Cmdr. Jerry T. Catbagan, headed the Navy delegation for the exercise.
The JMSDF was represented by the P3-C "Orion" with a crew of 19, headed by JMSDF Air Patrol Squadron 2 executive officer, Capt. Koichi Matsuura.
Zata said both PN and JMSDF delegates both rendered a courtesy call to Lt. Col. Sherwin G. Agag, Commander, 600th Airbase Group, Clark Air Base, Pampanga prior to the exercise on Monday.
Both navies were given an opportunity to showcase their respective aircraft. On board the P3-C, the PN delegates were given a short presentation of JMSDF’s procedure on surface target identification.
As part of the lecture, a demonstration on the procedure of taking photos during their flight missions was highlighted by P3-C’s tactical coordinator.
Likewise, the C-90 pilots gladly invited the pilots of P3-C to board their aircraft to show the upgrades done with the plane, particularly with the avionics equipment.
"The success of the activity reflects the progressive and lasting strategic partnership between the Philippines’ and Japan’s Defense Departments which is geared towards a stronger cooperation in addressing common maritime security challenges," Zata added.

The Philippine Navy (PN) on Friday will conduct a send-off ceremony for the 440-man contingent aboard strategic sealift vessel BRP Tarlac (LD-601) which is scheduled for a port visit to Russian Pacific Fleet in Vladivostok, Russia.
Send-off ceremonies will take place 7 a.m. at Pier 13, Manila South Harbor, Navy spokesperson Commander Jonathan Zata said in a statement Thursday.
Aside from the Russian port visit, BRP Tarlac and all naval personnel, including a helicopter detachment afloat, will also participate to the International Fleet Review from in South Korea.
"This is the first time that a Philippine Navy contingent will visit the Russian Pacific Fleet in Vladivostok and likewise its first time to participate in the International Fleet Review in Jeju, South Korea," Zata added.
The port visit aims to strengthen cooperation and relationship with regional counterparts in addressing common maritime challenges.
Zata earlier said the voyage from the Philippines to Vladivostok, Russia will take " eight to 10 days."
He added that BRP Tarlac's port visit will last five days.
The scheduled PN portcall is in reciprocation of the visit of Russian warships in Manila last June and those of last year, Defense Secretary Delfin Lorenzana earlier said.
The Tarlac-class SSVs are the largest PN ships in service as of this posting and consists of the BRP Tarlac and BRP Davao Del Sur (LD-602).
These vessels have an overall length of 120 meters,breadth of 21 meters, draft of five meters and can carry a payload of 2,800 tons.
Both have a cruising speed of 13 knots and maximum speed of 16 knots and a minimum operating range of 7,500 nautical miles.
Both SSVs can carry 500 troops, two rigid-hull inflatable boats, two landing craft units and three helicopters.

BACOLOD CITY -- One hundred thirteen sympathizers of the Communist Party of the Philippines-New People’s Army (CPP-NPA) in Himamaylan City, Negros Occidental have renounced their support to the rebel movement, the Philippine Army has confirmed.
The Army’s 303rd Infantry Brigade based in Murcia, Negros Occidental said last week, two groups of rebel supporters -- 27 from Barangay Mahalang and 86 from Barangay Buenavista -- took their oath of allegiance to the government.
Col. Alberto Desoyo, commander of the 303rd Infantry Brigade, said in a statement on Tuesday he is grateful for the decision of the people of Himamaylan to stop supporting the NPA.
“The people are starting to realize the true nature and objective of the terrorist organization which is to sow terror and hinder progress,” he said.
Desoyo urged parents to educate their children to avoid the recruitment activities of the CPP-NPA.
The ceremonies, facilitated by the 62nd Infantry Battalion led by its commanding officer, Lt. Col. Egberto Dacoscos, were held in Barangay Mahalang on September 10 and in Barangay Buenavista on September 13.
Both rites concluded with a candle-lighting ceremony as a symbolic sign of peace.
The Army said the rebel group’s supporters testified they were deceived by the CPP-NPA and were encouraged to create a people’s organization and to contribute taxes, which later became revolutionary taxes.
This led them and other counter-revolutionary personalities to withdraw support to the CPP-NPA, it added.
Dacoscos lauded the courage of “those who stood up against the terrorist organization and their criminal activities.”
He added that it is the result of the close coordination between the security sector, government agencies, local government units, and the public as well as the efforts on the localized peace talks with the CPP-NPA.
Last month, 18 mass base supporters of the CPP-NPA in Barangay Carabalan, Himamaylan City also abandoned the rebel movement and took an oath of allegiance to the government.

DAVAO CITY – The Philippine Army’s 1003rd Brigade based Davao City is pushing for 16 more villages here to be declared as "insurgency-free".
Brig. Gen. Ernesto Torres, commander of the 1003rd Brigade, said Wednesday he will submit the list of villages for validation by the clearing board in October.
The board -- composed of representatives of the Philippine National Police (PNP), Mayor Inday Sara Z. Duterte, and barangay chairmen -- is empowered to assess whether certain areas are cleared of New People's Army (NPA) affectation.
Torres told the AFP-PNP Press Corps here that the areas subject for validation are Gumalang, Dacudao and Lacson in Calinan; Baganihan and Magsaysay in Marilog; Atan-awe, Kilate and Tagluno in Toril; Dalagdag in Calinan; Pandaitan, Fatima and Sumimao in Paquibato; Tigatto and Indangan in Buhangin; and barangays Gatungan in Buhangin and Lampianao in Calinan.
“Should these barangays be validated, we will have a total of 64 barangays in the area under the 1003rd Brigade that are considered cleared of insurgency,” the military official said.
Earlier, Torres said, a total of 48 barangays in the city and Davao del Norte have been cleared of insurgency.
Clearing barangays of insurgency would pave the way for more economic activities, peace and development, local officials said.

"Sana nga matapos na yung problema natin sa insurgency dahil walang dinudulot na mabuti ito lalo na sa ating mga kababayan natin. (I hope our insurgency problem ends soon because it doesn't benefit us at all, especially our fellow Filipinos.) It's time to unite and give peace a chance," PNP Chief Director General Oscar Albayalde said.
“Matagal na itong protracted war na ito, almost 60 years, sa tingin ko, hindi ka pa pinapanganak may problema na itong insurgency. Ito ang nakakapagpabagal sa ating ekonomiya, sa pag-develop ng isang bansa, kapag meron kang internal problem na ganyan mabagal ang pag-usad ng bansa (This protracted war has been in place for almost 60 years. I think this has been a problem even before some of you were born. This hinders our economic development. If you have an internal problem like insurgency, your progress will be slow),” Albayalde said.
Citing the case of Malaysia, which ended its insurgency problem in 1995, he said unqualified support for the administration against insurgents facilitates economic progress.
The police chief said those who are the hardest hit by this problem are the poor in rural areas, who do not have access to government aid.
"I have been in the mountains many years before. Nakikita natin kung gaano kahirap ang ating mga kababayan at sila pa rin ang nagiging biktima nito. Ngayon, pagbigyan natin ang ating Presidente dahil ito ang gusto niya, bigyan ng maginhawang buhay ang bawat Pilipino. (Nakikita) naman namin yung kanyang dedication, so let us support itong programa ng ating Pangulo (We have been seeing the difficult situation of our fellow Filipinos and they are the victims of this problem. Now, let us give the President a chance because this is what he wants: to provide a better life for Filipinos. We have seen his dedication, so let us continue to support the programs of the President," he added.

Malacañang on Thursday expressed optimism about ending communist insurgency in the second quarter of 2019, saying the government has a combination of both a stronger military force and livelihood programs for members of the New People’s Army (NPA) who would lay down their arms and surrender.
“Kombinasyon po ‘yan -- 'yung patuloy na pakikipaglaban sa kanila at patuloy na pag-eenganyo na mag-surrender ang mga nanlalaban sa ngalan ng Communist Party of the Philippines (It’s a combination of continuing to fight with them and continuing to encourage them to surrender),” Presidential Spokesperson Harry Roque said in a Palace briefing.
He made this remark after President Rodrigo R. Duterte on Wednesday said he sees the NPA's defeat by the second quarter of 2019, noting the huge number of rebels returning to the folds of law.

Roque also assured that all government policies are directed to address the root causes of poverty and promise NPA fighters “a new lease on life.”
Meanwhile, Roque said the executive order for localized peace talks with the NPA has already been drafted by the Office of the Presidential Adviser on the Peace Process (OPAPP).
“There’s a draft already, it’s a matter of getting it issued. Siguro tinitingnan ng (Perhaps it is being reviewed by the) Office of the Executive Secretary because it was prepared by OPAP,” Roque said.

The Armed Forces of the Philippines (AFP) is on the right track to defeat the New People's Army (NPA) next year, Col. Edgard Arevalo said Thursday.
"We are on the right track in our campaign to decimate the terrorists NPA by middle of next year," Arevalo, the AFP spokesperson, said in a statement sent to reporters.
He attributed this to the resolve of the current administration, and the cooperation of other agencies of government.
With this strong support, he added, the AFP is confident that it will succeed in its anti-insurgency campaign.
"The number of NPA regulars and supporters surrendering in droves with their firearms is phenomenal. Their Guerrilla Fronts were either dismantled or downgraded one after the other. High-ranking leaders of this terrorist group are neutralized in succession," the AFP spokesperson said.

A mini “Lakbayan” kicked off in northern Negros yesterday to mark the 33rd anniversary of the Escalante massacre that left 21 dead and scores injured in Escalante City, Negros Occidental.
The commemoration of the infamous Escalante Massacre that left 21 dead and scores injured 33 years ago kicked off with a mini “Lakbayan” from Sagay City and Toboso in northern Negros Occidental yesterday.
About 1,300 marchers are expected to reach the site of the massacre at the Escalante Public Plaza at dawn today, Mike Dela Concepcion, Bayan Negros secretary general, said.
San Carlos Bishop Gerardo Alminaza said as we mark the anniversary of the Escalante Massacre, it is good to remember that it happened during a protest-rally on the 13th anniversary of the declaration of Martial Law.
On Sept. 20, 1985 para-military forces gunned down defenseless civilians holding the protest-rally at the Escalante Public Plaza, he said, in stressing that he is joining those who are opposing ongoing human rights violations, historical revisionism and the return of another dictator.

The Lakbayan marchers are calling for genuine land reform, the junking of the TRAIN Law, wage increases and peace based on social justice, he said.
Dela Concepcion said the participants of this year’s march are from various progressive organizations and alliances, led by Bayan-Negros, National Federation of Sugar Workers, Negros Alliance of Human Rights Advocates, which include families and survivors of the Escalante Massacre.
A reenactment of the massacre will be held at the Escalante City public plaza 1 p.m. today, he said.
Meanwhile, Alminaza said he in solidarity with those who will join the United People’s Action Against Dictatorship at Luneta Park at 3:30 p.m. tomorrow after the 2:30 p.m. Mass for Dignity and Peace at the San Agustin Church, Intramuros, Manila and other mass actions in many other parts of the country.
“Our prophetic voice, as the people of God, against the current situation reminiscent of that dark past is balanced with the hopeful celebration of the International Day of Peace,” he said.
“Let us celebrate the gift of life as we uphold its dignity and resist the creeping dictatorship. Our collective action to pursue these aspirations will be the salt and light of our time,” he said.

The Rachalle Mae Palang Command reported that it has successfully carried out punitive action against a quarry operator in Brgy. Cawitan, Santa Catalina, Negros Oriental, by burning its three heavy equipment.
RMPC spokesperson Ka Estrella Banagbanag said in a statement that the red fighters of the NPA also disarmed the security personnel of the quarry operator, after incinerating backhoes and pay loaders.
The Philippine Army yesterday estimated the damage on three heavy equipment at P12.9 million, Senior Supt. Raul Tacaca, Negros Oriental police director, said.
Ka Estrella claimed that RMPC action was in response to various complaints and demands of residents in the area against the plummeting of their crop production due to quarry operations.
Nestor Lim of HN Trading, who is engaged in a quarry business in Sitio Major Danao, Brgy. Cawitan, Santa Catalina, told the military that two backhoes were destroyed , while the payloader suffered damage, as a result of the burning incident, Capt. Samuel Maglinao, acting Civil Military Operations officer of the 303rd Infantry Brigade, said.
Maglinao added that members of the NPA also took two 21-plated batteries of the heavy equipment, two cellular phones, a bag containing cash and personal belongings of quarry workers.
In previous months, three heavy equipment, that were used for a national road concreting project, were separately burned by NPA rebels at barangays Luyang and Bagtic in Mabinay town, Negros Oriental.
Estimated damage has been placed at P5.4 million.
The Army’s 303rd Infantry Brigade condemned the latest atrocities claimed by the NPA in southeast Negros.
In the past eight months of this year, the 303IB recorded 22 incidents of atrocities perpetrated by the NPA in Negros Island, and 14 liquidation activities.
Ka Estrella called on all business enterprises and economic undertakings operating within the guerilla zones to abide with the environmental policies and other social impact regulations set forth by the people’s democratic government.
The NPA will not hesitate to impose punitive action to those who destroy the environment and deprive the people of their sources of livelihood, the rebel spokesperson added.

CAMP GEN SERVILLANO AQUINO, Quezon City (DWDD) – As the eye of Typhoon Ompong made its landfall at the municipality of Baggao,Cagayan last Sept 15, 2018 (Saturday), the Northern Luzon Command (NOLCOM) was one of the first government bureau to respond to the call for help of the people in ground zero during the lashing of typhoon Ompong, side by side with the Alagang Kapatid Foundation, a non-government foundation who immediately took initiative to provide relief packages and necessities for the people in Cagayan.
NOLCOM’s 502nd Infantry Brigade (502IB), 77th Infantry Battalion (Cadre) (77IBC), 17th Infantry Battalion, Tactical Operations Group 2 (TOG2), and NBCO are all deployed in Cagayan Valley to immediately respond to the calls for help of the people.
NOLCOM’s Disaster Response Units deployed in the area helped the Alagang Kapatid Foundation to reach their destination by clearing the roads manually to make them passable so that help will reach the ground zero areas.
They were able to serve hot cooked meals, and drinks for roughly 800 individuals. The residents took advantage of Libreng Tawag using Smart Communication Satellite phones to get in touch with their loved ones as well use the free charging services, courtesy of One Meralco generator set.
PLDT Smart Foundation and Sogo Employee Council gave out blankets to the senior citizens and pregnant women at the site. With the situation at hand, sources of clean water have been compromised thus water filters which are able to purify rainwater or contaminated water to potable drinking water from Metro Pacific Investments were turned over to the barangay officials to remedy their problem with lack of drinking water.
The team has already served 2 evacuation centers in Apparri, Sta Ana and Gonzaga towns in Cagayan. Currently, the team is on their way to extend assistance to the affected barangays in Gattaran. Afterward, they’ll head out to the provinces of Ilocos and Benguet.
The day after Ompong made its landfall in Cagayan (September 16, 2018) The Felix Y Manalo (FYM) Foundation in close coordination with Civil Relations Service AFP was able to immediately give out 47,000 bags of relief packages which comprises of rice, canned goods, drinking water and other basic necessities for all of those who were affected by Typhoon Ompong in La Union, Ilocos Sur, Ilocos Norte, Isabela, Abra, Pangasinan, Benguet, and Cagayan particularly in Baggao.
With the continuous clearing operations of NOLCOM’s DRTUs in Cagayan, more help was able to reach these ground zero areas.
Moreover, Lt Gen Emmanuel B Salamat, Commander NOLCOM personally went to Isabela on September 15, 2018, to assess the isolated barangays in the area as well as oversee the conduct of operations in ground zero.
Over 13,000 soldiers were deployed all throughout the areas of Northern and Central Luzon to mitigate the damages brought by Ompong as well as perform HADROs during and after its onslaught.
Regardless of the constraints of being part of the Armed Forces of the Philippines, NOLCOM will strive harder to perform HADRO more efficiently and operationally and ensure that their people are safe from any type of disasters.

CAMP GEN SERVILLANO AQUINO, Quezon City (DWDD) – Northern Luzon Command (NOLCOM) troopers from the 70th Infantry Battalion- Cadre (70IBC) of the 7th Infantry “Kaugnay” Division were fired upon more or less ten (10) Communist New People’s Army Terrorists (CNTs) at their Patrol Base in Barangay Labi, Bongabon, Nueva Ecija, yesterday, September 17, 2018.
At around 11:20 am, CNTs from the group Kilusang Sierra Madre were believed to be positioned 500 meters away from the patrol base when they fired upon the on-duty personnel. Said army personnel returned fire as other troop members were instructed to be in their fighting position resulting in enemies withdrawing in different directions.
There are no reported casualties on the government side.
NOLCOM spokesperson Major Ericson C Bulosan (INF) PA said; “This eventuality shows the real intent of these terrorist groups that despite of the willingness of the NOLCOM troopers to provide help and assistance to its people who were heavily-affected by Typhoon Ompong, they picked this crucial time to attack and harass our forces who are currently on Humanitarian Assistance and Disaster Relief (HADR) mode” “Instead of being there with the people and lending a helping hand to the typhoon victims, they disrupt the composure of the helping troops as well as the community which serves as a setback for the servicemen in doing their HADR mission” he added.
All Community Support Program (CSP) Patrol Bases of the 91st Infantry Battalion are on the move to conduct combat and pursuit operations.

CAMP ELIAS ANGELES, Camarines Sur (DWDD) – The officers and enlisted personnel of the 9th Infantry “Spear” Division maintains its readiness through continous enhancement of their skills and capability.
In an interview by DWDD with Colonel Ferozaldo Regencia, spokesperson, 9th Infantry “Spear” Division, Spear Troopers are always ready to respond to any emergency or enemy atrocities.
Catanduanes, Camarines Sur and Camarines Norte experienced rains this past weeks due to TY Ompong but the region was not directly affected, but troops are ready to respond to any eventuality, in particular their Task Group that is tasked top ensure “Zero Casualty.”.
In other developments, an encounter occurred between troops of the 9ID and more or less ten (10) NPA members where two (2) Communist terrorist were killed. Recovered from the encounter site were voluminous subversive documents, guns, improvised explosive devices, and some personal belongings.
Aside from Humanitarian Assistance and Disaster Relief readiness and anti-insurgency operations, Spear troopers are also enhancing their Civil-Military Operational capability since it is a vital tool in winning the hearts and minds of the citizenry, most specially those who were deceived to join the rebel movement.
Meanwhile, the 9ID is also in the midst of strengthening the introduction of the Reserve Officers Training Course (ROTC) among Senior High School (SHS) students in the region. This after the Department of Education (DEPED) requested the AFP to prepare and test SHS students for training. It was the desire of the local government and even parents to see their sons and daughters in fatigue, joing military parades and becoming more responsive, disciplined and physically-prepared citizens AES / LQG.

CAMP GEN NAVARRO, Zamboanga City (DWDD) – The Armed forces of the Philippines (AFP) has branded as “black propaganda” the video being circulated in social media showing the remains of seven (7) members of the Abu Sayyaf allegedly civilians “massacred” in Patikul, Sulu.
In an interview by DWDD with LTC Gerry Besana, spokesperson, AFP WESMINCOM, the seven cadavers belong to members of the IS-inspired Abu Sayyaf killed in an encounter with Army Scout Rangers in Barangay Bakong, Patikul, Sulu last Friday, September 14, 2018.
LTC Besana added that the video was taken after the military turned-over the remains of the ASG members to barangay officials so it can be claimed by their relatives. But some critics of the AFP took the opportunity to use the incident to tarnish the image of our soldiers.
The AFP assured the public that what transpired was a legitimate operation by the Scout Rangers against an estimated 100 ASG terrorist. In the same battle, scores of Rangers were wounded in the firefight and are currently undergoing medical treatment for their wounds.

FORT ANDRES BONIFACIO, Taguig City (DWDD) – Army Engineers and K-9 units have been deployed to assist search and retrieval operation at the Itotgon landslide site.
According to Philippine Army spokesperson LTC Loiue Villanueva, members of the 525th Engineer Combat Batallion and the Army K9 Military Working Dogs were deployed in Itogon Benguet to assist in the rescue and retrieval operation of people, mostly miners buried by landslide after TY Ompong hit the country.
The team is composed of six (6) Search and Rescue Retrieval Teams equipped with heavy equipment and specialized tools for such an incident.
Meanwhile, the K9 Search and Rescue Team has the capability to detect victims under the rubble and mud.
Efforts has been hampered by tons debris, mostly boulders and mud.
Based on reports received by the Philippine Army, rescuers have so far retrived 39 cadavers, there are still 65 missing and 15 wounded. AES / ALS / MCAG

CAMP GEN SERVILLANO AQUINO, Tarlac City (DWDD) – The Northern Luzon Command (NOLCOM) together with Regional Disaster Risk Reduction and Management Council (RDRRMC) 3conducted a Send-Off Ceremony to the One Central Luzon RDRRMC Contingent September 19, 2018 at the NOLCOM grandstand.
According to Major Ericson C Bulosan (INF) PA, acting Chief, Public Information Office, NOLCOM, there are a total of 179 personnel already deployed in Benguet from 525thEngineering Combat Battalion, 548th Engineering Combat Battalion, Philippine Military Academy Disaster Response Task Group, Tactical Operations Group 1DRTG, Joint Task Force NCR, 505th Search and Rescue Group of the PhilippineAirforce, Philippine Army K9.
Additional 74 personnel from the 355th AviationEngineering, Air Logistics Command of the Philippine Airforce and the Army Artillery Regiment of the Philippine Army. Volunteers from the Northern Luzon Command, Bureau of Fire Protection, DRRMCs (Angeles, Mabalacat, Nueva Ecija, Palayan, Tarlac, Cabanatuan) and Office of theCivil Defense joined together to extend added assistance for the victims of the onslaught of Typhoon Ompong particularly in Benguet, where multiple land slide incidents occurred.
Their mission is to provide additional Disaster Risk Reduction Management (DRRM) support to the already deployed DRRM agencies in Baguio. Their Search, Rescue,and Retrieval (SRR) operations will begin as soon as they arrive at the site and will stretch until September 23, 2018.
The main proponent of One Central Luzon Disaster Response Group, Mr. Marlou LSalazar, the chairperson of RDRRMC 3 and regional director of the OCD3 briefed the volunteers on the areas they will be tackling, the preparations and the guidelines and protocols they need to follow before, during and after their deployment.
“Always observe safety, remember you are not bringing yourself, but you are bringing the name of your organization, and you are bringing the name of the One Central LuzonConcept, “ he said as he reminded the volunteers.
Commander of NOLCOM Lt Gen Emmanuel B Salamat was at the ceremony to give an inspirational message to the volunteers and thank them personally for their selfless service and initiative to lend a helping hand to the communities that were struck by the lashing of typhoon Ompong.
Lt Gen Salamat said, “Together we will continue to intensify this Bayanihan Spirit of getting together and the sense of volunteerism to take part in this worthy endeavor to help the people in Benguet.” “And as we send you all off today, we wish and pray for your safety and success as you tackle this mission “he added.
The program ended with a blessing of the volunteers done by Captain Joven L Caycong, the Command Chaplain of Training and Doctrine Command. NOLCOM will continue to coordinate with other stakeholders in order to continuously intensify the “Bayanihan Spirit” of the Filipinos and help for the speedy completion of their SRR mission as well as aid in the affected communities’ faster rehabilitation.

ON BOARD BRP TARLAC, Pier 13, South Harbor, Manila (DWDD) – The Philippine Navy is set to send one of its premier ship to Russia for a historic port visit.
BRP Tarlac (LD-601) is set to sail tomorrow to from Pier 13, Manila South Harbour with an estimated 400-strong contingent composed of sailors, marines, and members of the media to include DWDD, your Armed Forces Radio.
The visit to Vladisvostok, Russia is considered a historic first for the Philippines and the Philippine Navy, which will usher a stronger relationship with their government and their Armed Forces.
Last July, the Russian government committed to supporting the programs of the Philipine Navy in the aspect of training, maintenance and sustainment of future acquisition. This was after Vice Adm Robert Empedrad, Philippine Navy Flag Officer in Command had a successful talk with Adm. Vladimir Ivanovich Kolorev, Russian Navy Head.
