THE Chinese Coast Guard (CCG) continues to harass Filipino troops in the West Philippine Sea (WPS), which has sometimes resulted in a delay in the delivery of provisions to soldiers stationed at the Ayungin Shoal in the Kalayaan Island Groups (KIG).

BGen. Charlton Sean Gaerlan, Armed Forces of the Philippines deputy chief-of-staff, on Tuesday confirmed that there is "continuous harassment" of Filipino troops by the CCG.


Gaerlan made the remark when he faced the Commission on Appointments for the deliberation of his ad interim appointment. Fifty other general/flag and senior AFP officers also underwent the CA deliberation.

"There's always continuous harassment of our troops at [the] Kalayaan Island Groups and sometimes the provision of our troops there is always delayed, depending on the situation," he said.

"When there is lots of news about the conflict at the WPS that's the time also that they usually are very aggressive and not allowing some of our ships to go there," Gaerlan said.

He added, "Nevertheless, our ships continue to attempt to go there until such time that they are able to pass through."

"However, sometimes these maneuvers are very dangerous, especially to our Navy men, who are using the ships and it may cause damage or even loss of lives if there will be a lot of miscalculation," Gaerlan said.


The Philippine military in 1999 ran the BRP Sierra Madre aground at the Ayungin Shoal or Mischief Reef, some 196 kilometers from Palawan, in response to China's illegal occupation of the area.

The CCG last February 8 beamed a military-grade laser light on a Philippine Coast Guard (PCG) ship in Ayungin Shoal which was on a resupply mission to BRP Sierra Madre. The incident caused temporary blindness to the PCG personnel.

The PCG had also reported the presence of a People's Liberation Army Navy vessel, a CCG vessel, and 42 suspected Chinese maritime militia vessels within the surrounding waters of the Pag-asa island.


Sen. Joseph Victor "JV" Ejercito has expressed concern over the continued aggression experienced by Filipino soldiers stationed at the Ayungin Shoal.

"We are trying to shore up, we cannot fight China of course, but at least, we can put up the minimum credible defense posture that we all aspire for," Ejercito said.

Sen. Jose "Jinggoy" Estrada on Monday called on fellow senators to support the cause of the brave men and women of Pag-asa island in the KIG and help uplift their living condition.

Estrada, who personally visited the island on May 18, maintained that it is their moral obligation, as public servants, to ensure that Pag-asa island residents have access to basic necessities such as education, healthcare and livelihood.

A total of 350 civilians are currently living on Pag-asa Island, 73 of them are children.

50 AFP officers get CA nod

The powerful bicameral Commission on Appointments (CA) on Tuesday, May 23, confirmed the appointments of 50 ranking officers of the Armed Forces of the Philippines (AFP).

Lt. General Charlton Sean M. Gaerlan, deputy chief of staff of the AFP, and Maj. General Patriach Robinson P. Fel led the list of confirmed AFP officers.


Their confirmation was formalized by the banging of the gavel by Senate President Juan Miguel Zubiri, concurrent CA chairman, during the Commission’s plenary session at the Senate session hall.

Confirmed as Brigadier General’s were Leo Edward Y. Caranto, Orlando D. Edralin, Ulpiano T. Olarte, Alvin V. Luzon, Patricio Ruben P. Amata and Rey B. Alemaia.

Juario C. Marayag was confirmed as Commodore.


The confirmation hearing of the nomination of Antonio C. Rota Jr. was deferred because CA Deputy Majority Leader Senator Joseph Victor ‘’JV’’ Ejercito wanted him to be present in next week’s CA hearing.

During the committee hearing, Gaerlan, a Marines commandant, told Ejercito that Chinese Coast Guard vessels moving around the Kalayaan group of islands guarded by the AFP have been "very hostile."

Gaerlan said there is a "continuous harassment" at the Kalayaan Island Group (KIG), particularly when there are news of conflicts between the Philippines and China.

These two countries are at odds on the territorial ownership of the West Philippine Sea.

Gaerlan said Navy supply ships usually attempt to go to the damaged BRP Sierra Madre but are harassed or blocked. Such supply entails dangerous maneuvers when successful, he added.

Ejercito said the good news is that the focus of President Ferdinand "Bongbong" R. Marcos is on the country’s external defense.

He echoed Senate President Juan Miguel Zubiri’s pronouncement that the Senate fully supports the AFP’s modernization program.

"Thank you for your services to the country," Sen. Christopher "Bong" Go told the 50 AFP officers.

Representative Ramon Guico, CA vice chairman, said the officers have proven their exemplary professionalism, adding that the country sin good hands.

During the CA committee hearing, Gaerlan shared that China’s harassment against Philippine troops in Kalayaan Island continues after Senator JV Ejercito asked how often the incidents of hostilities by the Chinese Coast Guard are.

“There is always a continuous harassment of our troops there in Kalayaan Island Group and sometimes, the reprovision of troops there are always delayed depending on the situation at hand,” Gaerlan said.

He added that China is becoming more aggressive when reports are focused on the conflict in the West Philippine Sea.

“Nevertheless, our ships continue to attempt to go there until such time that they were able to pass through… However, sometimes these maneuvers are very dangerous especially to our Navy men who are using the ships and it may cause damage or even loss of life if there will be a lot of miscalculation on our part,” he added. — Hana Bordey/RSJ, GMA Integrated News

In the past few months, defense and foreign affairs analysts, journalists, diplomats, and politicians have observed the Marcos administration’s efforts to revitalize the Philippine-US alliance. President Ferdinand “Bongbong” Marcos, Jr. considered a close security relationship with the United States as necessary because, based on the experience of the immediately preceding Duterte administration, there is no guarantee that more intimate economic relations with China would mitigate its coercive and expansionist behavior in the South China Sea. Marcos Jr. prioritized the maintenance of healthy and vibrant security ties with the US, which marks a departure from his predecessor, President Rodrigo Duterte, who initially tried to unravel the Philippine-US alliance to minimize Manila’s dependence on Washington and diversify the country’s security relations to include revisionist states such as China and Russia.

In August 2022, Marcos Jr. warmly welcomed US Secretary of State Anthony Blinken. More significantly, he allowed the Armed Forces of the Philippines (AFP) to boost its ties with the US armed services. In late September 2022, the Philippines and US armed services held the annual Mutual Defense and Security Engagement Boards meeting in the US Indo-Pacific Command in Hawaii, USA. The two sides agreed to ensure continued robust military-to-military relations between the two armed forces as both sides agreed to hold over 500 joint activities in 2023. These activities will include exercises, training, and capability-building in maritime security, combatting terrorism and transnational crime, cyber security, humanitarian assistance, and disaster relief (HADR). This will mark a 75%-increase from the more than 300 annual military engagements the two allies conducted in 2022 that ranged in size and scope from the huge Philippine-US Balikatan (Shoulder-to-Shoulder) joint military exercise, to port visits, to the exchange of Subject Matter Experts (SME) for table-top-exercises. Early this year, the AFP announced that four more bases would become Enhanced Defense Cooperation Agreement sites where US forces cannot construct military facilities for joint use by Filipino and American troops.

Unfortunately, the dramatic improvements in the Philippine-US alliance seem to have made people forget that the Philippines also has meaningful security partnerships with like-minded middle powers such as Japan, South Korea, and Australia.

Australian Foreign Minister and Senator Penny Wong’s four-day visit to the Philippines last week reminded Filipinos and Australians alike that to achieve a common goal of peace and prosperity for these two nations, the Philippines and Australia should work with like-minded security partners. She met Foreign Affairs Secretary Enrique Manalo to discuss issues of mutual interest, such as defense, security partnerships, development cooperation, trade and investment, and people-to-people ties. She stated that the Philippines and Australia have a long-standing security partnership. She added, however, that an intended outcome of her visit to the Philippines will be “to progress the uplifting of our relationship from a comprehensive partnership to a strategic partnership.”

THE PHILIPPINES’ MOST EXTENDED AND MOST RELIABLE SECURITY PARTNER

The 1995 Philippine-Australia Memorandum of Understanding on Cooperative Activities provides the legal basis for Philippine-Australian security relations. It enables the Australian Defense Force (ADF) and the AFP to undertake several defense-related activities in the holding of mutually beneficial cooperative defense activities such as the MTA LUMBAS (2001), the First Philippines-Australia Maritime Surveillance Exercise (Marsuvex), and the Australian-hosted multilateral Fleet Concentration Period Exercise KAKADU. Aside from these military exercises, there are regular exchange visits by Filipino and Australian defense and high-ranking military officials to boost confidence-building measures and common intelligence exchanges on various security issues.

Australia extended immediate and urgent assistance to the AFP during the Battle of Marawi City. The Royal Australian Air Force (RAAF) deployed two AP-3C Orion aircraft to provide surveillance and reconnaissance support to the AFP’s combat operation against Muslim militants who took control of the city. Signal and photographic intelligence provided by the American and Australian reconnaissance planes enabled the AFP to deploy its FA-50s fighter planes and OV-10 ground attack planes to launch surgical airstrikes on the ISIS’ positions in the city. During the fighting, Australia also considered sending ADF personnel to the Philippines to advise and assist the AFP in its counter-terrorism campaign against Islamic militants — something that the ADF had been doing in Iraq.

In the aftermath of the battle of Marawi City, Australia looked at further collaboration and capacity-building work with the Philippines and other regional partners on fostering cooperation among regional coast guards to tighten border control in the Sulu Sea. This was to limit the movement of money, technology, and fighters to extremist groups in the Southern Philippines.

FROM COMPREHENSIVE TO A STRATEGIC PARTNERSHIP

To show Canberra’s seriousness in uplifting its security relations with the Philippines from a comprehensive to a strategic partnership, Foreign Minister Wong announced initiatives to enhance maritime cooperation and more considerable official development assistance to the Philippines in 2023 and 2024. She said that maritime cooperation initiatives include technical assistance and capacity building for the Philippine Coast Guard; transfer of equipment, skills, and technology to improve maritime domain awareness and marine protection; and assistance to mitigate the oil spill’s environmental impact off Mindoro.

She also raised the prospect of Australia joining the Philippines, Japan, and the US in exercising freedom of navigation and overflight in the South China Sea. She added that Canberra is committed to continuing its long-standing naval presence in the Indo-Pacific region.

Finally, she discussed with Secretary Manalo the potential trilateral security cooperation between the Philippines, Japan, and Australia. Tokyo and Canberra coordinated their security assistance to the Philippines during the Duterte Administration when both middle powers became concerned over former President Duterte’s failed efforts to wean the Philippines away from the US and gravitate toward China. She announced that Australia is willing to work “with the Philippines and other parties, other nations to help shape the region.”

Our friendship and security partnership with Australia — one of the countries most trusted by Filipinos — is also something to be cherished.

Japan and the Philippines are preparing to start preliminary consultations before commencing formal negotiations for a “reciprocal access agreement” — also known as Visiting Forces Agreement — to boost defense cooperation amid concerns over escalating tensions in the South China Sea, Japan’s top envoy to Manila said.

In a recent interview with GMA News Online, Japanese Ambassador Kazuhiko Koshikawa said without elaborating that both countries are "just about to start the consultation for negotiation for this issue because both sides are open to this issue."

"Consultation to start formal negotiations," Koshikawa said.

"I hope that in the near future, there will be a framework that will further enhance the defense cooperation between our two countries," he added, noting that such agreement is called the VFA in the Philippines.


The VFA between the Philippines and the United States took effect in 1999 and now serves as a legal framework that allows American forces to visit the country temporarily for military exercises and provide humanitarian and disaster-response assistance. The 1987 Philippine Constitution prohibits foreign troops from establishing permanent military bases in the country.

Australia and the Philippines signed a similar accord in May 2007 called the Status of Visiting Forces Agreement (SOVFA), which they separately ratified later. The SOVFA has allowed joint training and exercises between Australian and Filipino forces in the country and more than 100 Australian military personnel took part in the largest US-Philippine “Balikatan” military exercises last April.

The details of a possible agreement to be negotiated by the Philippines and Japan remain to be seen. But such a pact will allow more Japanese forces to join annual military exercises involving the Philippines and the US, including the largescale “Balikatan” exercises, and allow Japanese forces to help provide humanitarian assistance faster in the future.

Japan Self-Defense Force officers joined the last “Balikatan” exercises as observers together with other observer delegations from Asia.

"Both the Philippines and Japan resolve to boost defense capabilities and further strengthen our overall security cooperation through strategic reciprocal port calls and aircraft visit, transfer of more equipment and technology and continuous cooperation on the previously transferred defense equipment and capacity-building activities,” Koshikawa said.

Diplomatic relations between Japan and the Philippines, which was established in 1956, have considerably strengthened over the years to become one of Manila’s most strategic and important in the field of economic, infrastructure, people-to-people and security cooperation.

While economic and people-to-people relations have been very robust, including Metro-Manila’s first-ever subway project, “our security cooperation has become an important pillar of our bilateral relations,” Koshikawa said.

Koshikawa disclosed other potential assistance by Japan to the Philippine Coast Guard, which the Philippine government has requested, including the construction of berthing or mooring facilities for the PCG’s modern fleet of Japanese-built vessels, which have been used to patrol the West Philippine Sea.

A crucial satellite communication system that will link Philippine Coast Guard vessels to the PCG headquarters is also in the pipeline, along with possibly more Japanese-built patrol vessels in the future, Koshikawa said.

While serving as Director-General in charge of Official Development Assistance in the Ministry of Foreign Affairs in Tokyo in 2011, Koshikawa said he helped oversee a major project that led to the turning over of 10 Japanese-built 44-meter multi-purpose vessels to the PCG. Two 97-meter patrol ships were also handed over by Japan to the Philippines, considerably boosting its coast guard capability to patrol and defend the country’s territorial waters and Exclusive Economic Zone, including in the West Philippines Sea.

"Japan is currently conducting feasibility studies on the facility such as PCG dedicated berth necessary for PCG’s functional activities," Koshikawa said.

"They need it. They have ten 44-meters and two 97-meters and maybe more patrol vessels in the future. I think the PCG this year should have their own berths or piers.”

Philippine President "Bongbong" Ferdinand Marcos Jr. traveled to Japan in February this year for a five-day official visit and held talks with Prime Minster Fumio Kishida and top Japanese officials. The two leaders agreed to further deepen their countries’ economic and defense ties.

Several agreements were signed, including the terms of reference on humanitarian assistance and disaster response activities between the Armed Forces of the Philippines and the Japan Self-Defense Force. The agreement would allow expanded exercises on jointly responding to natural disasters in the Philippines.


Marcos told reporters after his visit that Kishida briefly discussed the possibility of a possible “reciprocal access agreement.” He added that the Philippines is considering and studying such an accord.

"If it will be of help to the Philippines in terms of protecting, for example our fishermen, protecting our maritime territory ... I don't see why we should not adopt it," Marcos told reporters based on an official transcript. Philippine officials would have initial discussions with the Japanese Embassy in Manila, he said.

Before his visit to Japan, Marcos approved in early February four additional Philippine military bases where US forces and their defense equipment can temporarily station under the 2014 Enhanced Defense Cooperation Agreement (EDCA). Three of the new EDCA sites would be located in the northern province of Cagayan and Isabela and the fourth will be in Palawan province, which faces the disputed South China Sea.

China opposed the intensifying US military presence, saying it will allow American forces to intervene in the Taiwan Straits problem and the South China Sea territorial disputes and added the American military presence will endanger regional stability.

Relatedly, Japan announced its biggest defense capability buildup since World War II in December in a move partly fueled by concerns over China’s increasingly aggressive actions in the region.

Maintaining freedom of navigation and overflight and upholding the rule of law in the South China Sea is very strongly in Japan’s national interest and is of crucial importance too in the Indo-Pacific region, Koshikawa said.

Russia’s invasion of Ukraine was shaking “the very foundation of the international order,” Koshikawa said.

"In the South China Sea, neither international law, particularly the U.N. Convention on the Law of the Sea, nor the arbitration award rendered by the international tribunal under this very important convention in 2016 is being complied with," he said.

Similarly in the East China Sea, China has unilaterally attempted to change the status quo by force in violation of international law over the Senkaku islands, he said.

China claims the islands as its territory and refuses to recognize Japan’s claim to the uninhabited islands which the Japanese call Senkakus in Japanese and the Chinese call Diaoyu.

Beijing regularly sends Chinese coast guard vessels and planes into waters and airspace surrounding the islands to harass Japanese vessels in the area in actions that have forced Japan to scramble jets.

"Japan is taking a very firm stand against such attempt by China. We have a small island in the East China Sea, the Senkaku Island. On a daily basis, they are invading or intruding into our territorial waters, chasing Japanese fishing boat over there," Koshikawa said.

Along with the tensions in the East China Sea and the South China Sea, there have also been fears over the situation in the Taiwan Straits.

"These are essential and most serious underlying issues that Prime Minister Kishida expressed a strong concern or a sense of urgency that Ukraine today may be East Asia tomorrow," Koshikawa said.

"In the face of China’s unilateral action to change the status quo in the South China Sea, Japan has been working very closely with the Philippines and the Association of Southeast Asian Nations (ASEAN) members to realize a common commitment to freedom of navigation and overflight in the South China Sea," he said.

"We strongly support the rules-based approach of the Philippines and other ASEAN members in resolving competing claims in maritime areas within the framework of international law in particularly the UN Convention on the Law of the Sea, or UNCLOS."

"Japan has been assisting in the peace and stability for a free and open Indo-Pacific. This is very important and this is a legitimate concern for all the international community,” Koshikawa said, citing Japan’s decision to increase its defense budget, which shows “the special determination of the Japanese government to face this very difficult changing security environment in this region."

"We are not claiming any territorial claims on the islands but the South China Sea is of vital importance to Japan,” he said, adding Japan “depends on this very important sea lane for transportation of goods and resources and energies."

The Marcos administration is determined to build on the gains of the comprehensive Philippine peace process by sustaining its momentum and pushing forward with the implementation of all signed peace agreements.

This was emphasized by acting Presidential Peace Adviser Secretary Isidro Purisima to participants of the Mindanao Development Forum 2023 spearheaded by the Mindanao Development Authority (MinDA) on May 18.

In a statement Sunday, Purisima stressed that peace and development “must always go hand in hand” and should be pursued with the “same level of intensity and vigor” in his talk to representatives of national line agencies, official development assistance (ODA) community, and diplomatic corps.

He noted that the dividends of peace are now being felt across the island region, as evidenced by the decreasing poverty rates in the Bangsamoro and the decision of former rebels to lay down their arms and return to the fold of the law, among others.


“This is the reason why the Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) is employing cross-cutting strategies to implement an integrated, transparent, people-centered, and human rights-based peace and security policy,” Purisima said.

He also added that all of OPAPRU’s peacebuilding interventions, particularly in conflict-vulnerable and conflict-affected areas in Mindanao, are dovetailed to the current administration’s Philippine Development Plan 2023 – 2028.

In the implementation of the Bangsamoro peace process, he said the agency is focused on ensuring that former Moro Islamic Liberation Front (MILF) combatants are able to successfully reintegrate into mainstream society.

“The meaningful transformation of combatants, their families, and communities, lies in its community-driven approach,” Purisima said.

He also added that “all members of the community, particularly local government units and residents are part of the peacebuilding process.”

Under the normalization track of the Comprehensive Agreement on the Bangsamoro (CAB), the third phase of decommissioning of MILF members will resume this year, as decommissioned combatants and their families are now being provided with socioeconomic assistance.

Purisima said OPAPRU, through the Task Force for Decommissioned Combatants and their Communities, is also transforming six government-acknowledged MILF camps and 33 core barangays in the region into zones of peace and development.

To promote healing and reconciliation in the Bangsamoro, he said the OPAPRU is also focused on completing the national government’s remaining commitments under the Final Peace Agreement it had signed with the Moro National Liberation Front (MNLF).

He said the agency is set to roll out a transformation program for MNLF members and their families this year, which aims to capacitate them to become peaceful and productive members of society and actively involve them in the region’s socioeconomic development.

“With the reunification of the MILF and MNLF under the Marcos Administration’s banner of unity, we are confident that we shall continue to achieve more milestones under the Bangsamoro peace process,” Purisima said.

In line with its efforts to fulfill the commitments it had made under peace agreements, he said the OPAPRU is also implementing a similar Transformation Program for KAPATIRAN and Cordillera Bodong Administration – Cordillera People’s Liberation Army members.

Under the CAB’s political track, Purisima said the Inter-Cabinet Cluster Mechanism on Normalization has been reconvened under the Marcos administration to coordinate and mobilize the resources of the national government to effectively implement the Normalization Program.

He also reported that the Implementing Rules and Regulations (IRR) of the National Amnesty Commission (NAC), which is under the leadership of its chairperson, lawyer Leah Tanodra-Armamento, are now being reviewed by the Office of the President.

“Once the NAC’s IRR is finalized, it can already carry out its mandate of accepting and processing the amnesty applications of former (FRs) rebels through the Local Amnesty Board, and determine their eligibility under Proclamation Nos. 1090 and 1091,” Purisima pointed out.

MANILA: The Philippine military said on Monday it had received reports of the death of Radullan Sahiron, the remaining top leader of the militant Abu Sayyaf Group.

Formed in 1991, ASG was initially heavily influenced by Al-Qaeda and has been notorious since the early 2000s for assassinations, extortion, and kidnappings.

The group was a significant source of violent conflict between 2011 and 2018, with some of its factions pledging allegiance to Daesh in 2014.

Sahiron is ASG’s chief leader and was one of its first members. He has been on the FBI’s most-wanted list since 1993, with a $1 million bounty on his head.

“We have obtained information (that Radullan Sahiron) is dead,” Maj. Gen. Ignatius Patrimonio, commander of the 11th Infantry Division designated to fight militancy in Sulu, told Arab News on Monday.

Sulu province, in the country’s Mindanao region, was formerly a known stronghold of ASG.

Patrimonio added: “We haven’t seen the body… We have (made) efforts to find his corpse, so slowly we are reaching out to his former members and even members of his family.

“He is recognized as the remaining senior leader of the group and no one has emerged to become his successor… so it would lead to the demise of the ASG.”


Sahiron took over ASG’s leadership in 2006 after the death of Khadafi Janjalani, who had succeeded his brother and the group’s founder Abdurajak Abubakar Janjalani.

ASG has been identified as the main Daesh affiliate in the Philippines due to some of its factions, but Sahiron has never pledged allegiance to the militant group.

Patrimonio said authorities had received “a lot of reports” of Sahiron’s death, adding that at least 21 of his closest followers had surrendered earlier this year.

Patrimonio added: “There are reports saying that he is already sickly, probably due to old age. He is, I think, in his late 70s.”


Sahiron’s death would provide a chance for the Philippine military to eliminate the ASG, said Rikard Jalkebro, an expert on international relations and associate professor at Anwar Gargash Diplomatic Academy in Abu Dhabi.

Jalkebro told Arab News: “It could be a golden opportunity for the military. Right now, the demise (of ASG) has already started based on high-profile people being captured and killed and also surrendering. It’s a good sign.”

MARAWI, Philippines – A coalition of a dozen civil society groups called on Monday, May 22, for a congressional inquiry into the roots of the 2017 Marawi siege and the use of public funds in rehabilitating the predominantly Muslim city since the Duterte administration.

The coalition, composed of internally displaced persons, civil society organizations, women and youth, and Marawi leaders, made the call on the eve of the 6th anniversary of the devastation caused by months of fighting between government forces and a radical group.

It has been six years since thousands of families fled their homes in Marawi City due to the five-month battle, which claimed the lives of around 1,200 people, including soldiers, militants, and civilians.

The Maute Group, led by Abdullah Maute and his brothers, along with Isnilon Hapilon, the late leader of the Abu Sayyaf group, pledged their allegiance to Abu Bakr Al-Baghdadi and his Islamic State of Iraq and Syria (ISIS).

In 2016, ISIS declared Hapilon as the “emir of all Islamic State forces in the Philippines,” causing shockwaves throughout Marawi and the country.
Longing to return

Six years after the five-month conflict, many displaced Maranao families are still eager to return to their communities and rebuild.

“A truth-seeking process on the roots of the Marawi siege and documentation of the dead in the mass grave (Maqbara) must be initiated by conducting an independent legislative inquiry on what really happened in Marawi and how the budget for rehabilitation of the city has been spent since 2017,” read a joint statement released by the coalition of groups.

Many of the displaced people still live in temporary shelters without stable access to electricity and clean water to this day, relying on government assistance.

For instance, Emma Macalaba, a 72-year-old woman from Marawi’s most affected area, said her family received P70,000 in cash aid to establish a store, but they hope to move into a permanent shelter soon.
Appeal for more patience

Despite widely publicized rehabilitation efforts in the city’s most affected areas, the coalition claimed that the promise to rebuild the lives of siege victims and survivors remains unfulfilled.

As of March 21, the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA) reported that approximately 80,300 people, or about 16,070 families remain displaced since May 2017.

Around 70% of them reside in home-based settings, while the rest are in transitory sites or temporary shelter communities, according to the groups.

The Task Force Bangon Marawi reported that only 575 families have received permits to repair their houses, with an additional 680 families granted permits to construct homes in the most affected area.

On May 17, the Task Force Bangon Marawi handed over 500 houses to residents who were previously not allowed to rebuild their homes, especially those who lived near Lake Lanao before the 2017 battle.

The Philippine Center for Investigative Journalism (PCIJ) reported in March that the Duterte administration alone set aside more than P10 billion for the rehabilitation of Marawi and much of the funds were spent for the restoration of public infrastructure.




Melissa Aradanas, the assistant secretary of the task force, said their objective is to complete all government projects within and beyond the most affected area in Marawi by the end of this year.

Critical projects include the installation of water and power supplies, as access to these necessities is essential for residents to regain normalcy in their lives.

Aradanas appealed to the displaced families for patience, assuring them that the government is making every effort to address their immediate needs and, most importantly, facilitate their long-term return to the most affected area.

Other challenges

While the civil society groups commended the passage of the Marawi Siege Victims Compensation Act, they said the measure has limitations, and the government has a responsibility to address the urgent issues and concerns faced by the displaced population beyond mere financial compensation.

They called on the national and Bangsamoro regional governments to consider other challenges encountered by displaced families.

These challenges include land conflicts and dispossession in Marawi, which could result in the permanent displacement of thousands of residents especially in four barangays.

The groups also expressed apprehension about the construction of large-scale public infrastructure that allegedly does not meet the needs of the residents. They also highlighted the continued militarization of Marawi and the province of Lanao del Sur, with the presence of various military camps.

The groups claimed that human rights violations, illegal demolitions, and unresolved cases of unidentified victims persist from the siege, and families continue to seek justice for the innocent lives lost.

“For the longest time, the IDPs remained to be on the receiving end of systematic marginalization, dis-inclusion, and discrimination. We reiterate our view that rebuilding Marawi must go beyond rebuilding the streets, setting up traffic lights, and building barangay halls destroyed during the siege,” read a part of their joint statement.

Meanwhile, a group of internally displaced people has scheduled a walk for justice and peace to commemorate the 6th anniversary of the Marawi siege on Tuesday morning, coinciding with the signing of the implementing rules of the Marawi Compensation Act.

Manila: On Monday, the military of the Philippines announced that it had learned of Radullan Sahiron's passing, the militant Abu Sayyaf Group's last top figure.

ASG was founded in 1991 and was initially heavily influenced by Al-Qaeda. Since the early 2000s, it has gained a bad reputation for murder, extortion, and kidnapping.

Between 2011 and 2018, the organisation was a significant cause of violent conflict, and in 2014, some of its factions swore allegiance to Daesh.

Sahiron, one of the group's founding members, serves as its principal leader. He has a $1 million bounty on his head and has been wanted by the FBI since 1993.

ASG's former stronghold was the country's Mindanao region's Sulu province.

According to associate professor at the Anwar Gargash Diplomatic Academy in Abu Dhabi and expert on international relations Rikard Jalkebro, Sahiron's demise would give the Philippine military a chance to destroy the ASG.

"It could be a golden opportunity for the military," Jalkebro told Arab News. ASG's demise has already begun as a result of well-known individuals being apprehended, killed, and also surrendered. It's encouraging.

Brig. Gen. Ignatius Patrimonio, commander of 11th Infantry Division (11ID) and Joint Task Force (JTF) Sulu, said they received intelligence information that Sahiron died two months ago in Patikul town.

“I am 90 percent sure that he is dead,” Patrimonio said.

Patrimonio, however, clarified that the military has “no concrete evidence” of Sahiron’s demise as his body is not found.


“The remaining 10 percent will be confirmed if we see his body,” he said.

According to Patrimonio, the military received a “feeler” from Sahiron’s camp late last year suggesting that the ASG leader’s health condition was deteriorating. Sahiron is believed to be around 70 years old by now.

Sahiron reportedly ordered his sub-leaders to surrender to the military in December 2022, According to Patrimony. The following month or in January 2023, Patrimonio said at least 20 ASG fighters yielded to JTF Sulu.

The surrenderers then requested that they be brought to an undisclosed barangay in Sulu where they built a community away from the locals, Patrimonio noted.

At present, the validation continues although Patrimonio said the military is not pushing to search or exhume for Sahiron’s suspected remains in the community built by his supporters in order to “not violate their religion.”


‘Putol’

Patrimio described Sahiron as the “face” of the ASG in Sulu.

Sahiron took over the ASG leadership in 2006 following the death of its founder, Khadaffy Janjalani. The ASG has been associated by authorities with the Islamist militant group Al-Qaeda founded by the late Osama Bin Laden, and tagged in some of the most notorious terror attacks in the country.

Accordingly, Sahiron obtained his alias, Commander Putol, when his right arm was amputated above the elbow after sustaining injuries during an armed encounter with government troops in the 1970s.

Sahiron was tagged by the United Nations Security Council as the mastermind behind numerous kidnappings and bombings in Sulu including the abduction of 21 Filipino, Finnish, French, German, Malaysian, and South African nationals in April 2000; kidnapping of four ship passengers from MT Singtec Marine 88 in June 2002; kidnapping of four Filipino women in Jolo in August 2002; and the abduction of ABS-CBN reporter Ces Drilon and her crew in July 2008 among others.

Sahiron has been included by the US Federal Bureau of Investigation (FBI) in its most wanted list, placing a $1 million bounty on his head. He allegedly kidnapped a male US citizen on November 14, 1993 in Sulu, and transported him to a jungle camp in Jolo before being released on Dec. 7, 1993.

If the intelligence information on Sahiron’s death is confirmed, Patrimonio said that the ASG will only have Mundi Sawadjaan, who the military said is a notorious bomb-maker, as its remaining leader of the militant group.

Under Resolution 513-22, an amount of P500,000 each shall be granted to those identified as communist terrorist leaders, and an amount of P300,000 each shall be granted to those identified as communist terrorist group members.

According to Battalion Commander of the 10th Infantry Battalion Lieutenant Colonel Jose Andre Monje, the ceremonial handover of the reward to the former rebel, Cesar, who was the squad leader of "Guerilla Front Sendong," was to recognize and celebrate the transformation and reintegration of an individual who has chosen to leave behind a life of armed rebellion and embrace a path of peace and positive contribution to society.

Monje said the insurgency in Misamis Occidental is dwindling, adding that they reduced the rebel groups' firearms and manpower.


"We encourage them (rebels) to avail themselves of government services and leave the armed struggle," Monje said.

Cesar urged his former comrades who are still active in the communist group to surrender.

"Sulod sa duha gyud namo ka bulan dinhi, maayo gyud ang pagtratar. Akong panawagan sa akoang mga kauban nga kadtong nangaigo nga nangabali na ang ilahang mga bukton, labi na ni akoang ig-agaw nga si Jeboy, si Jane, si Jophel ug kadtong uban pa nga samaron na si Andot, si Richard. Og mogawas gyud sila, mosurrender maparehas sa akoa, andam gyud gihapon ang gobyerno motabang sa ilaha," Cesar said.


The governor of Misamis Occidental, for his part, also encouraged the members of the New People's Army (NPA) to lay down their arms and return to the folds of the law, saying there are only 16 left who are still in the mountains.

"Kung mahimo mag-uban na ta, gawas sa award nga ihatag sa national government, naa sad atong reward gikan sa probinsyal government ug dili lang kanang tag P500,000 kung dili naa ta’y sustainable livelihood program nga at least ma-enjoy sad ninyo," Oaminal said.

"Ang inyong pagbalik sa sabakan sa gobyerno na life is now getting more beautiful rather than naa dinha sa kabukiran," he added.

BACOLOD CITY – The Army 3rd Infantry Division (ID) said that the New People’s Army (NPA) suffered enormously, with the death of 10 rebels, the surrender of two other rebels, and recovery of 16 firearms in series of clashes in Negros Island over the weekend.

Major Gen. Marion Sison, 3rd ID commander, said that it is tragic that they have taken arms against the Filipino people, as he extended his deepest sympathy to the families and friends of those killed.

“Had they heeded my call, this demise will not happen to them, and their families will not mourn their loss. It is really sad to see parents claiming the bodies of their sons and daughters from funeral homes,” Sison said.

Sison reiterated his ultimatum to NPA rebels to surrender or they will face their worst nightmare.

“I have forewarned you numerous times that your only choice is to surrender. We can be friends, but if you continue espousing terrorism, death will always come to your doorstep. I will be your worst nightmare for the rest of your lives,” Sison said.

The series of clashes first transpired in Barangay Quintin Remo, Moises Padilla, Negros Occidental, killing five NPA rebels, and displaced at least 800 residents on Saturday, May 20.

It was followed by another clash in Barangay Trinidad, Guihulngan City, Negros Oriental, killing another four NPA rebels on Sunday, May 21. This encounter prompted two rebels to surrender to the government.

On that same day, another clash happened in Barangay Caliling, Cauayan, Negros Occidental, killing another NPA rebel.

The Army also seized explosives, magazines and ammunition, propaganda materials, personal belongings, and other war materiel.


“We are tracking them (NPAs) in precision because of the people’s support,” Sison said, as he thanked them for supporting the anti-insurgency campaign of the government.

In response to their clamor for an NPA-free community, we will be relentless in our efforts to pursue these rebels until they are incapable of sowing fear and terror, Sison said.

MANILA – The US National Guard is interested in pursuing more bilateral engagements with the Philippine Army (PA) to beef up the service's capabilities to respond to disasters and national emergencies.

This came after US National Guard Bureau chief Gen. Daniel Robert P. Hokanson paid a courtesy call at PA headquarters in Fort Bonifacio, Metro Manila where he was welcomed by Army chief of staff Maj. Gen. Potenciano C. Camba last May 20.

"During the courtesy call, Gen. Hokanson stated the willingness of the US National Guard Bureau to conduct bilateral engagements with the PA especially on upgrading the humanitarian response to disasters and national emergencies," Army spokesperson Col. Xerxes Trinidad said in a statement Sunday night.

Hokanson also visited the Philippines to observe the State Partnership Program of the country with the National Guard counterparts in Guam and Hawaii.


"The formal visit also discussed the reserve force development and the best practices in the management of the reserve component of the two countries," the PA spokesperson noted.

Meanwhile, Camba expressed the Philippine Army’s willingness to cooperate with the United States counterpart especially through the development of a reserve component as a vital force multiplier for defense and nation-building.

MANILA – The Marcos administration is determined to build on the gains of the comprehensive Philippine peace process by sustaining its momentum and pushing forward with the implementation of all signed peace agreements.

This was emphasized by acting Presidential Peace Adviser Secretary Isidro Purisima to participants of the Mindanao Development Forum 2023 spearheaded by the Mindanao Development Authority (MinDA) on May 18.


In a statement Sunday, Purisima stressed that peace and development “must always go hand in hand” and should be pursued with the “same level of intensity and vigor" in his talk to representatives of national line agencies, official development assistance (ODA) community and diplomatic corps.

He noted that the dividends of peace are now being felt across the island-region, as evidenced by the decreasing poverty rates in the Bangsamoro and the decision of former rebels to lay down their arms and return to the fold of the law, among others.

“This is the reason why the Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) is employing cross-cutting strategies to implement an integrated, transparent, people-centered, and human rights-based peace and security policy,” Purisima said.

He also added that all of OPAPRU’s peacebuilding interventions, particularly in conflict-vulnerable and conflict-affected areas in Mindanao, are dovetailed to the current administration’s Philippine Development Plan 2023 – 2028.


In the implementation of the Bangsamoro peace process, he said the agency is focused on ensuring that former Moro Islamic Liberation Front (MILF) combatants are able to successfully reintegrate into mainstream society.

“The meaningful transformation of combatants, their families and communities, lies in its community-driven approach,” Purisima said.

He also added that “all members of the community, particularly local government units and residents are part of the peacebuilding process.”

Under the normalization track of the Comprehensive Agreement on the Bangsamoro (CAB), the third phase of decommissioning of MILF members will resume this year, as decommissioned combatants and their families are now being provided with socioeconomic assistance.

Purisima said OPAPRU, through the Task Force for Decommissioned Combatants and their Communities is also transforming six government-acknowledged MILF camps and 33 core barangays in the region into zones of peace and development.


To promote healing and reconciliation in the Bangsamoro, he said the OPAPRU is also focused on completing the national government’s remaining commitments under the Final Peace Agreement it had signed with the Moro National Liberation Front (MNLF).

He said the agency is set to roll out a transformation program for MNLF members and their families this year, which aims to capacitate them to become peaceful and productive members of society and actively involve them in the region’s socioeconomic development.


“With the reunification of the MILF and MNLF under the Marcos Administration’s banner of unity, we are confident that we shall continue to achieve more milestones under the Bangsamoro peace process,” Purisima said.

In line with its efforts to fulfill the commitments it had made under peace agreements, he said the OPAPRU is also implementing a similar Transformation Program for KAPATIRAN and Cordillera Bodong Administration – Cordillera People’s Liberation Army members.

Under the CAB’s political track, Purisima said the Inter-Cabinet Cluster Mechanism on Normalization has been reconvened under the Marcos administration to coordinate and mobilize the resources of the national government to effectively implement the Normalization Program.

He also reported that the Implementing Rules and Regulations (IRR) of the National Amnesty Commission (NAC), which is under the leadership of its chairperson, lawyer Leah Tanodra-Armamento, are now being reviewed by the Office of the President.

“Once the NAC’s IRR is finalized, it can already carry out its mandate of accepting and processing the amnesty applications of former (FRs) rebels through the Local Amnesty Board, and determine their eligibility under Proclamation Nos. 1090 and 1091,” Purisima pointed out.

MANILA – A total of 43,909 police commissioned officers (PCOs) and police non-commissioned officers (PNCOs) across the country's 17 regions have been promoted in the regular promotion cycle in recognition of their qualifications, performance, and merit, PNP chief Gen. Benjamin Acorda Jr. said on Monday.

In a statement, Acorda said that he will personally induct into office a total of 607 PCOs on Monday afternoon.

The PCOs would be appointed into the PNP officer corps as line officers and technical service officers via lateral entry, mostly from the ranks of qualified NCOs and some civilians.


“By these human resource actions of promotion and lateral entry appointment, we are recognizing the good performance shown by these personnel and at the same time, professionalizing the service by appointing more responsible and qualified personnel and officers to crucial frontline service positions,” Acorda said.

Acorda congratulated all units for obtaining a high public trust and satisfaction rating of 80 percent in the first quarter of the “Tugon ng Masa” survey by OCTA Research.

He said the trust and satisfaction on the PNP is an affirmation of other related public surveys, particularly the opinion of 85 percent of Filipinos that the Philippines is headed in the right direction under President Ferdinand R. Marcos Jr.

He said the PNP will reciprocate the trust of the public with a commitment of genuine public service and honest performance even at the risk of their lives.

“To guarantee this commitment, the PNP has an institutionalized disciplinary mechanism in place that administers a judicious system of reward and punishment that is quick in giving due recognition for good performance, yet swift and decisive in imposing stiff sanctions for misconduct and breach of discipline,” said Acorda.

At the rate PNP anti-illegal drugs operations are going, Acorda confidently said the government is winning the fight against illegal drugs.

“Over the past four months from January 1 to May 19, 2023, a total of 23,395 drug personalities were rounded-up in 17,668 police operations against illegal drugs. Confiscated in these operations were a sizable quantity of illegal drugs estimated to be worth PHP5.76-billion,” said Acorda.

In line with the 2023 national crime prevention program approved by President Marcos on May 2, through Memorandum Circular No. 19, the PNP is focusing more on the preventive aspect of crime control by taking away the instruments of crime and violence, accounting for the criminal elements who set into motion the criminal motive, hardening of soft targets, and establishing strong police presence to further deny opportunities for crime to be committed.

He said these preventive actions against crime are more prominent in police operations against loose firearms and the arrest of wanted persons.

Police operations against loose firearms since Jan. 1 have yielded an assortment of 10,971 recovered, surrendered, and confiscated firearms from 3,435 arrested persons. A total of 6,221 firearms were also received by PNP units for safekeeping.

“To complement the firearms control measure as preventive action against crime, the PNP also arrested 27,948 wanted persons and accepted the surrender of 153 other wanted persons over the same 4-month period this year,” he said.

“Aside from operations against wanted persons and loose firearms, over the same 4-month period, the PNP neutralized 187 criminal gangs with the arrest of 854 and surrender of 86 gang members and the confiscation of 126 firearms,” he added.

MANILA – Philippine National Police (PNP) chief Gen. Benjamin Acorda Jr. has ordered all police offices and units nationwide to intensify operations against 48 private armed groups (PAGs) and loose firearms ahead of the 2023 Barangay and Sangguniang Kabataan Elections (BSKE) scheduled Oct. 30.

The PNP is continuously monitoring the activities of three active PAGs and 45 potential PAGs that may mobilize for the upcoming polls, Acorda said in a statement on Monday.

The PNP said it is focusing more on Regions 3 (Central Luzon), 5 (Bicol), 6 (Western Visayas), 13 (Caraga), Cordillera Administrative Region and the Bangsamoro Autonomous Region in Muslim Mindanao.


Acorda said part of the early interventions are operations to take away the instruments of crime and violence, particularly firearms.

“We are focusing more on the preventive aspect of crime control as instructed by the President. This is done by taking away the instruments of crime and violence by also accounting for the criminal elements who set into motion the criminal motive,” Acorda said.

PNP Public Information Office chief Brig. Gen. Redrico Maranan said that based on their records, PAGs are involved in murder and harassment cases.

“Meron tayong binabantayan sa Region 3, ‘yung PAGs natin. Meron din tayong binabantayan sa BARMM but basically buong Pilipinas ay binabantayan natin ‘yung existence nitong mga PAGs na ito but may mga focus areas tayo, ‘yung Regions 3, 5, 6, 13 at Cordillera meron potential PAGs ganun din sa BARMM meron din mga potential PAGs (We have something to monitor in Region 3, our PAGs. We also monitor BARMM but basically the whole Philippines we monitor the existence of these PAGs but we have focus areas in Regions 3, 5, 6, 13 and Cordillera that have potential PAGs and also in BARMM there are also potential PAGs.),” Maranan told reporters in a chance interview also on Monday.

Based on PNP data, a total of 10,971 loose firearms have been accounted by the police while a total of 6,221 more guns were received in various police units across the country for safekeeping, mainly due to expired licenses, since January this year.

The same data revealed that a total of 27,948 wanted persons were either arrested or surrendered to the police.

“Aside from operations against wanted persons and loose firearms, the PNP also neutralized 187 criminal gangs with the arrest of 854 and surrender of 86 gang members, and confiscation of 126 firearms also since January this year,” said Acorda.

Pursuant to Commission on Elections (Comelec) Resolution No. 10902, the 90-day election period for the 2023 Barangay and Sangguniang Kabataan Election will commence on Aug. 28, with the filing of Certificates of Candidacy.

Acorda said the PNP will strictly enforce all prohibited acts during the entire election period as enumerated under the Omnibus Election Code and resolutions passed by the Comelec.

“These prohibited acts include the bearing, carrying, or transporting firearms or other deadly weapons in public places including any building, street, park, private vehicle, or public conveyance, unless authorized in writing by the Comelec and also prohibited during this period is the use of security personnel or bodyguards by candidates,” he said.

The COC filing period for the 2023 BSKE will be from Aug. 28 to Sept. 2.

MANILA – Cagayan de Oro City 2nd District Rep. Rufus Rodriguez on Monday said the Group of 7’s (G7) support for the 2016 Permanent Court of Arbitration (PCA) ruling boosts the Philippines’ claims in the West Philippine Sea.

“We thank the G7 led by the United States for their expression of support. This will strengthen our position that China should respect the ruling won during the Aquino administration and should recognize our territorial sovereignty over several islets, waters and the resources in them that China is claiming,” he said.

G7 is composed of the world's most powerful democracies -- the United States of America, Canada, Japan, the United Kingdom, France, Germany and Italy, plus the European Union (as a new member).

In a statement, the G7 leaders reiterated that the award rendered by the arbitral tribunal on July 12, 2016 “is a significant milestone, which is legally binding upon the parties to those proceedings and a useful basis for peacefully resolving disputes between the parties.”

“There is no legal basis for China’s expansive maritime claims in the South China Sea, and we oppose China’s militarization activities in the region,” they said.


The PCA ruling invalidates China’s nine-dash line territorial claims that cover nearly the entire South China Sea, including the Philippines’ 200-mile exclusive economic zone (EEZ).

Rodriguez said the disputed islands, reefs and shoals are within the Philippines’ EEZ established under the United Nations Convention of the Law of the Sea (UNCLOS).

He said the G7 statement is a rejection of China’s sweeping territorial assertion, and its continued occupation and militarization of several islands.

“Beijing (China) should now abandon its assertion of expansive maritime claims in the South China Sea, which has no basis in international law,” Rodriguez said.

Rodriguez reiterated his call for the Marcos administration to start exploring natural gas and crude oil in Recto Bank or Reed Bank off Palawan, which is inside the country’s EEZ.

He said the Malampaya natural gas project, also in Palawan, was projected to continue yielding natural gas up to 2024, though the service contract for it has been extended up to 2039.

“It’s good if there are residual resources there. But we should start the Reed Bank project, which is estimated to hold a lot more natural gas and oil reserves than Malampaya,” he said.

He said the government should not be stymied by anticipating any reaction from Beijing.

“Otherwise, we will not be able to do any activity there,” he added.

MANILA – Senate President Juan Miguel Zubiri assured his support for the modernization of the Philippine Army (PA), which will transition from mainly addressing internal threats to addressing territorial defense under the "Pagkakaisa 2023-2028" development plan of the Armed Forces of the Philippines (AFP).

Zubiri went to the Army headquarters at Fort Bonifacio in Taguig for an information briefing with Army commander Lt. Gen. Romeo Brawner, Maj. Gen. Steve Crespillo, Maj. Gen Potenciano Camba, Maj. Gen Rommel Tello, Brig. Gen. Moises Nayve, Brig. Gen Benjamin Hao, Brig. Gen Alejandro Papa, and other officers.


“Being from Mindanao, I have seen first-hand how the Army has taken great leaps to keep our communities safe, and how the Army has made way for rebel returnees to reintegrate themselves as valuable contributors to our communities,” the Bukidnon-native Zubiri said.

He gave his full support for the Mandatory Reserve Officers’ Training Corps Act; pending Army-related measures in the Senate, foremost of which is the National Defense Act which is a priority measure of the Marcos administration and is aimed at providing mechanism for the coordination of departments and agencies in addressing the multi-dimensional facet of national defense and security; and the bill rationalizing the disability pension of veterans, which has been approved by the Senate, meant to increase the disability pension for military veterans in accordance with their disability rate.

Zubiri visited the Philippine Navy early May for the christening of two new patrol gunboats and the blessing of the newly upgraded Naval Shipbuilding Yard at the Naval Station Pascual Ledesma in Cavite City.

Zubiri assured the Army that the Senate will support its budgetary needs for 2024.

“I want to see our Armed Forces be on equal footing with the technology and equipment of our neighboring countries. For that to happen, we need better ships, new jets, missile systems, and armaments, among other things. MANILA – Department of National Defense (DND) chief Carlito Galvez Jr. has lauded the Government Arsenal (GA) in Limay, Bataan for its efforts in boosting the country's defense posture with its capability of producing small arms ammunition.

“I commend you for achieving your target manufactured ammunition quantities and your desired quality by decreasing the rejection rate from 2 percent to below 1 percent for various types of ammunition," he said in a statement late Monday.

Galvez visited the GA inside Camp General Antonio Luna in Limay, Bataan last May 18.

During the visit, GA director Gerry Amante, together with key personnel, provided an organizational briefing highlighting the bureau's mandate, capabilities, achievements, as well as their issues and concerns.

The DND chief also lauded the GA for improving its responsiveness to inter-agency requests for the manufacturing of ammunition.


Galvez acknowledged the GA's unique capability to manufacture primers, making it the sole entity in the Philippines with this capability. “I commend you for achieving your target manufactured ammunition quantities and your desired quality by decreasing the rejection rate from two percent to below one percent for various types of ammunition," he added.

“Most importantly, you have developed the capability to manufacture the M-4-type assault rifle, which has been tested by the Philippine Army, as well as the 9-millimeter MP9-carbine,” Galvez noted.

The DND chief also lauded the GA’s efforts to increase its capacity to manufacture weapons and small arms ammunition through co-production or joint venture arrangements with local defense industries, aligning with the vision of a self-sufficient Philippines through the Self-reliant Defense Posture (SRDP).

"These are, nonetheless, milestones and remarkable steps towards our vision of a self-sufficient Philippines through the SRDP. Thus, this track will ultimately enable the Government Arsenal to produce, sell, and even export selected products,” he added.

Galvez also noted that the SRDP would enable the GA to expand its current capacity for small arms and ammunition production, and assured the bureau of his full support for their endeavors.

“The SRDP is the key, and your capable hands are the means for us to achieve it –and I want to assure you of my full support,” he added.

Galvez also urged all DND bureaus and key officers to protect their people and the organization.

"Upon my assumption as Defense Chief, I issued straightforward guidance to the One Defense Team: protect our people, our organization, and our resources. One of my urgent priorities is to visit units and bureaus of the DND to personally check the welfare of our people, conduct an ocular of their workstations to ensure safety, boost productivity, and discuss ways to enhance their total well-being," he added.

And recognizing the need for quality healthcare for GA personnel, Galvez emphasized the need to rehabilitate and equip the facility's clinic, including the services of permanent medical staff. He directed the human resource office to facilitate the creation of necessary positions for this purpose.

“As the GA is a unique defense organization tasked with producing ammunition, I believe that one of their primary concerns is health care for their personnel. For this, we need to rehabilitate your clinic and upgrade its equipment. Your health facility should be manned permanently by medical professionals," Galvez said.

He also encouraged the GA to continue their outstanding work, improve their facilities, pursue legislative modernization agendas, and expand their production capacity.

“Continue with your exemplary work, keep improving and upgrading your facilities, work on your legislative agenda on modernization, and increase your production capacity for small arms and ammunition production. Shy not from the challenges and continue to dream bigger, beyond the confines of your production plants. Let us continue to contribute significantly to the attainment of our President’s vision of a better and stronger Philippines through economic recovery, nation-building, and most importantly, national unity,” Galvez said.

MANILA – The Department of Budget and Management (DBM) on Monday released another PHP3 billion worth of funding for the acquisition of six offshore patrol vessels (OPVs).

The Special Allotment Release Order (SARO)-BMB-D-23-0017230 was released to the Department of National Defense (DND) to "cover the funding requirement for the Offshore Patrol Vessel Acquisition of the Philippine Navy under the Revised Armed Forces of the Philippines Modernization Program."

The first SARO for the OPV project was released on June 16, 2022.

The DND and South Korean shipbuilder Hyundai Heavy Industries (HHI) on June 28, 2022 signed the PHP30 billion OPV contract which seeks to provide six ships to the PN.


It was signed by then DND Secretary Delfin Lorenzana and HHI vice chairperson and president Sam Hyun Ka.

The OPV project aims to further enhance the maritime patrol capabilities of the PN and includes technology transfer, particularly human engineering operators and maintenance training of equipment, operations training, technical publications and manuals.

"In addition to this is a design ownership, granting the PN license to manufacture/build using the OPV's design for the exclusive use of the Philippine government," DND spokesperson Arsenio Andolong said earlier.


The OPV project was prioritized under the Second Horizon of the Revised AFP Modernization Program, as approved by then President Rodrigo Roa Duterte in May 2018.

The two sides also signed a lifetime service support contract for the sustainment of the two Jose Rizal guided-missile frigates now in service in the PN, Andolong said.

These planned OPVs measures 94.4 meters long, 14.3 meters wide, have a displacement of 2,400 tons, maximum speed of 22 knots, cruising speed of 15 knots, and a range of 5,500 nautical miles.

The OPVs are expected to replace the World War II surface assets decommissioned by the PN.

MANILA – President Ferdinand R. Marcos Jr. has named journalists Paulino Gutierrez and Jose Torres Jr. as respective heads of the Presidential Task Force on Media Security (PTFoMS) and the Philippine Information Agency (PIA), Malacañang announced Tuesday.

Marcos signed Gutierrez and Torres’ appointment papers on March 19, based on a list of new presidential appointees released by the Presidential Communications Office (PCO).

Prior to their new appointments, Gutierrez and Torres both held a position at the National Press Club, serving as secretary and director, respectively.

Gutierrez, holding a rank of Undersecretary, replaced former PTFoMs executive director Joel Sy-Egco who was appointed under the administration of former president Rodrigo Duterte.

On Oct. 11, 2016, Duterte signed Administrative Order (AO) 1, creating the PTFoMS to make the Philippines a safer place for media workers.

PTFoMS, by virtue of AO 1, is mandated to protect the life, liberty and security of media workers in the country.

Torres succeeded PIA Ramon Cualoping who tendered his resignation on April 4, 2023.

Torres vowed to strengthen PIA’s mission of disseminating information about government programs, projects and services to the Filipino public.


“I am grateful to President Marcos for the opportunity and the privilege to serve the country in these trying times of misinformation and disinformation,” he said in a statement.

The PIA serves as the country's information arm, with a network spanning 16 regional offices and 78 provincial information centers.

The agency’s mandate is to empower Filipinos by providing them with accurate and timely information, enabling them to actively participate in the nation’s democratic processes.

Torres began his career as writer for the alternative news service Philippine News and Features in the late 1980s. He later worked for various media outlets both in the Philippines and abroad

He covered Pope Francis’ trips to Asia in recent years as a member of the Vatican Accredited Media Personnel.


Other appointees

Marcos also tapped Alberto Francisco Pascual as acting president and chief executive officer of the Philippine Guarantee Corporation.

Pascual will also serve as member of the agency’s Board of Directors, based on his details from the PCO.

Marcos also named Karlo Fermin Adriano as Finance Assistant Secretary and Vanessa Grace Samson as head executive assistant of the Presidential Legislative Liaison Office.

The other new presidential appointees who will be holding the rank of Director IV are Gilbert Cacatian (Department of Labor and Employment), George Almaden (Department of Transportation’s Office for Transportation Security), and Karen Kreez Tangco-Pascasio (Governance Commission for Government-owned or -Controlled Corporation)

Their appointment papers were also signed on March 19.

CEBU CITY – The Visayas Command (Viscom) on Monday warned peace spoilers that their days of sowing fear and terror in Visayan communities are numbered as focused military operations will never stop until they surrender or get neutralized.

“This is never going to stop. We cannot allow these peace spoilers to further sow fear and terror, as our operations will continue without any letup. We will continue to push with our focused military operation and push harder until justice is served for the atrocities that the terrorist group has committed on our people,” Viscom chief Lt. Gen. Benedict Arevalo, said in a statement.

Arevalo said the Armed Forces of the Philippines is determined to end local communist armed conflict in the Visayas soonest.


Arevalo’s statement came as 10 New People’s Army rebels were killed, one surrendered, and another one was arrested in Negros Island in just two days of operations.

On Sunday afternoon, a rebel was killed after an encounter with the members of the 15th Infantry Battalion in Barangay Caliling, Cauayan, Negros Occidental.

On Saturday also, five NPA rebels were killed in three clashes between the members of the 62nd Infantry Battalion and the weakened guerrilla front Central Negros 1 (CN1) of the Komiteng Rehiyon Negros, Cebu, Bohol, and Siquijor (KR NCBS) at the different sitios in Barangay Quintin Remo, Moises Padilla in Negros Occidental.

The encounters in Moises Padilla were followed by another clash in the early morning on Sunday where four NPA rebels were killed, one was apprehended and another surrendered in Sitio Cambawgon, Barangay Trinidad in Guihulngan City, Negros Oriental.


“Our call for peace continues. The door of opportunity for you to return to the folds of the law remains open as we don't want more lives to be wasted,” Arevalo said, as he urged remaining members of the weakened guerrilla fronts in the Visayas to give up and surrender.

As he commended the troops for their efforts in pursuing the peace spoilers, Arevalo said the AFP’s sustained focused military operations proved to be successful against the communist insurgency in the Visayas.

Meanwhile, Gandara town mayor Warren Aguilar in Samar province has called on the remaining fighters of the New People’s Army (NPA) to surrender following a recent clash between government forces and rebels in their town.

In a statement Monday, Aguilar said the local government is ready to assist rebels who will surrender to authorities.

“Through our Local Social Integration Program and Enhanced Local Social Integration Program, we are ready to receive all rebels who will return to the folds of law,” he said.

The mayor issued the statement days after a clash between government troopers and 10 armed rebels in upland Mabuhay village in Gandara town on May 17 where a Bushmaster semi-automatic rifle, two M16 rifle magazines and a backpack with personal belongings were recovered.

Gandara, a second-class town in Samar province has a population of over 35,000, is located 152 kilometers north of Tacloban City, the province’s capital.
