The Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) governors have raised concern over the alleged “obscurity” in the decommissioning process of the 40,000 combatants of former rebel Moro Islamic Liberation Front (MILF).

The BARMM Governors’ Caucus (BGC)-Sulu Facebook page posted that there was a request from the regional governors to review the decommissioning process of the former MILF fighters during their recent meeting with some national government officials led by Department of Interior and Local Government (DILG) Secretary Benhur Abalos Jr. and Department of National Defense (DND) Secretary Gilbert Teodoro.

It said that Lanao del Sur Governor Mamintal Adiong Jr. brought up the issue, noting that BARMM has identified 40,000 combatants and 20 percent of them were reported to have been decommissioned already.

“However, no official list of these combatants (was) made known to them for ‘confidentiality reasons’,” the FB post said.


Maguindanao del Sur Governor Mariam Mangudadatu, who raised similar concern, reportedly said that because of the obscurity, the provincial local government units (LGUs) were “unable to keep track of them.”

“The funds being disbursed by the Government to these nameless decommissioned combatants (Php 100,000 per combatant + mobilization expenses) are already too exorbitant to ignore,” BGC-Sulu said.

Mangudadatu reportedly said that the quantity of firearms surrendered did not equate the number of the decommissioned combatants.

BGC-Sulu said Sulu Governor Abdusakur Tan, for his part, reportedly suggested that Brigade commanders must be given the opportunity to voice out what is really happening on the ground.

The governors reportedly submitted their position paper on the matter to the DILG and DND officials.

BGC-Sulu said that Teodoro promised to visit the BARMM provinces “to have a more palpable and substantiated report” regarding the issues in the region.

COTABATO CITY, Philippines — The police busted last Monday a nine-member gang during an entrapment operation for allegedly peddling shabu in Jolo, Sulu and sharing fractions of drug money to the Abu Sayyaf terror group.

Brig. Gen. Allan Nobleza, director of the Police Regional Office-Bangsamoro Autonomous Region, said Wednesday the nine suspects fell in an anti-narcotics sting in Barangay Asturias in Jolo.

The operation was conducted with the help of members of the Sulu Provincial Peace and Order Council and Muslim religious leaders in Sulu.

Nobleza said Warlito Edjung Dela Cruz, Jai Ahadain Majung, Shakir-Nasif Pawah Hayudini, Aldrin Parahis Alih, Abdul-Ajim Isnirul Sangkula, Abdulnajir Pala Hajan, Rashid Hajihil Aggih, Nadzmier Dampal Indanan and Ronie Aladja Sabturani had been charged with violation of the Comprehensive Dangerous Drugs Act of 2002.


In separate reports to Nobleza, the Sulu Provincial Police Office and the Jolo Municipal Police Station said plainclothes policemen had seized a total of P109,700 worth of shabu from the nine suspects in a tradeoff in Barangay Asturians.

“They were long under surveillance. Their illegal activities were reported to our units in Sulu by vigilant local officials and members of the local Islamic community,” Nobleza said.

Units of PRO-BAR in Sulu and agents of the Philippine Drug Enforcement Agency-Bangsamoro Autonomous Region in Muslim Mindanao together arrested 27 large-scale drug dealers in a series of entrapment operations in the province in the past 12 months.

COTABATO CITY — The police busted on Monday a gang that allegedly peddled illegal drugs in the island province of Sulu and gave part of its earnings to the Abu Sayyaf terror group.

Bangsamoro Police Regional Director Allan C. Nobleza said Wednesday the nine members of the group were caught in an entrapment operation in the provincial capital Jolo.

Mr. Nobleza said the sting operation was planned with the help of members of the Sulu Provincial Peace and Order Council and Muslim religious leaders in the province.

The suspects, who had been charged with violation of the Comprehensive Dangerous Drugs Act of 2002, were identified by the police as Warlito Edjung Dela Cruz, Jai Ahadain Majung, Shakir-Nasif Pawah Hayudini, Aldrin Parahis Alih, Abdul-Ajim Isnirul Sangkula, Abdulnajir Pala Hajan, Rashid Hajihil Aggih, Nadzmier Dampal Indanan and Ronie Aladja Sabturani.

MANILA, Philippines — The families of activists Gene Roz Jamil “Bazoo” De Jesus and Dexter Capuyan filed on Wednesday petitions for a writ of habeas corpus before the Court of Appeals over two months after they were reported abducted by state forces.

The petitioners asked the CA to immediately issue a writ of habeas corpus directing Lt. Gen. Andres Centino of the Armed Forces of the Philippines, Police Gen. Benjamin Acorda Jr. of the Philippine National Police, and Police Brig. Gen. Romeo Caramat of the police Criminal Investigation and Detention Group to present De Jesus and Capuyan before the court.

They also asked the CA to issue an order directing the immediate release of the two activists after notice and hearing.

De Jesus is a member of the staff of the Philippine Task Force on Indigenous Peoples Rights (TFIP), while Capuyan used to be an activist in the Cordillera region.


Habeas corpus is Latin for “produce the body.” It is an order to present a person before the court to determine if the arrest or imprisonment is legal or if a person must be released from custody.

The privilege of the writ of habeas corpus can be suspended by presidential declaration in case of rebellion or invasion.

String of disappearances

De Jesus and Capuyan, former student leaders at the University of the Philippines Baguio, went missing on the evening of April 28 in Taytay, Rizal. According to their friends and colleagues, the two were taken by men who identified themselves as members of the police’s CIDG, and were forced into different vehicles.

“We lost no time in searching for them, imploring various government agencies and military and police facilities throughout Luzon for their urgent assistance. And yet, still no trace of Dexter or Bazoo,” indigenous peoples’ group KATRIBU said in a release.

“In this light, it is clear to us that the government is not incapable of action; rather, it is unwilling to do so. Thus, we are compelled to request for a writ of habeas corpus in aid of surfacing Dexter and Bazoo,” it added.

The Student Christian Movement of the Philippines has monitored at least 21 cases of alleged abductions of activists and organizers by state forces since Marcos assumed office. Some were found, while others suffered torture and killed. Many—like De Jesus and Capuyan—remain missing.

Capuyan has been accused of being a “communist terrorist group personality”— the government term for the Communist Party of the Philippines, New People's Army and National Democratic Front. Red-tagging or labeling an individual or an organization as a member or supporter of the armed movement has resulted in harassment, threats or, in worse cases, death of subjects.

His photo is included in the poster circulated by the Department of National Defense and the Department of the Interior and Local Government with a P1.85 million bounty.

Apart from the disappearances, activists have also been accused of terrorism and similar charges that their supporters say are made up.

Recently, Anakbayan Southern Tagalog regional coordinator Ken Rementilla and Mothers and Children for the Protection of Human Rights secretary general Jasmin Rubia were accused of violating Section 12 of the Anti-Terrorism Act, or providing material support to terrorists.

CEBU CITY – The Armed Forces of the Philippines (AFP) cited the accomplishments of the Visayas Command (Viscom) in dealing with the Communist Party of the Philippines-New People's Army (CPP-NPA) through major armed encounters and strong collaboration with the community.

In a statement Thursday, Viscom said the command received six plaques of recognition of its performance in conducting internal security operations in the Visayas which led to the devastating losses suffered by communist insurgents in the first six months of 2023.

The awards were conferred to different military units in the three central Philippine regions under the operational control of Viscom during a simple ceremony last Tuesday (July 4, 2023) at the AFP General Headquarters in Quezon City.

Two of the awards were conferred to Joint Task Force Storm of the 8th Infantry Division for their major armed encounters against the rebels n Eastern Visayas, while four were conferred to JTF Spear for their major armed engagement with NPA fighters in Western and Central Visayas.


Lt. Gen. Benedict Arevalo, Viscom commander, cited the military units' active community engagement as its major tool to effectively address the insurgency problem in the Visayas.

Arevalo said that based on their inventory, the troops have confiscated a total of 223 firearms of different calibers from the 156 rebels neutralized during the last six months’ internal security operations.

Of the number of rebels neutralized from Jan. 1 to June 30 this year, 103 surrendered, 42 were killed in encounters and 11 were arrested during joint law enforcement operations.


He cited the strong links between the military and the community in the fight to end the insurgency.

"Much of what we have accomplished is the result of our collaboration and active partnership with the community, the local government units, and the different government agencies who are members of the local task force to end local communist armed conflict," Arevalo said.

He also thanked the LGUs and the civil society organizations in the Visayas "for their untiring and overwhelming support."

The Viscom chief assured that "our relentless focused military operations will be sustained, as we continue our quest for the attainment of just and lasting peace in the entire Visayas region.”

He said the awards will serve as an added boost to the morale of the troops, as they continue to exert their efforts in eradicating the CPP-NPA in the Visayas region, at the soonest possible time.

Naglunsad ng kilos protesta ang mga grupong nagsusulong ng kalayaan sa pamamahayag sa harap ng National Intelligence Coordinating Agency sa Quezon City noong Hulyo 3 upang kundenahin ang ikatlong taon ng pagsasabatas ng Anti-Terror Law.

Ayon kay Neil Eco ng Altermidya Network: “Tapos na ang panunungkulan ni Duterte, pero nagpapatuloy ang paggamit sa Anti-Terror Law para supilin ang mga nagpapahayag ng katotohanan.”

Tinukoy ng mga grupo na ang naturang batas ay isa sa mga dahilan kung bakit nakararanas ng pagsikil sa mahigit 27 website ng mga progresibong organisasyon at media oulet na nagsusulong ng alternatibong pagbabalita.

“Pagkatapos ng tatlong tatlong taon, napatunayan natin na ginamit ang Anti-Terror Law para maghasik ng takot sa mamamayan. Lahat ng nagsasabi ng katotohanan, kritisismo, at mga karaingan ay binabansagang ‘terorista,'” wika ni Len Olea, mamamahayag mula sa Bulatlat at National Union of Journalists of the Philippines.

Ayon sa grupo, tahasan ang pambubusal hindi lamang sa paraan ng pagsesensor (censorship) kundi pati sa aktwal na pang-aaresto sa mga mamamahaya, tulad ni Frenchie Mae Cumpio ng Eastern Vista na nakabase sa Samar. Patong-patong ang gawa-gawang kasong isinampaya sa kanya.

“Dapat ibasura ang Anti-Terror Law, palayain si Frenchie Cumpio, i-unblock ang 27 websites bunsod ng blocking order ng National Telecommunications Commission, at itigil na ang censorship,” pagdidiin ni Olea.

Ginagamit rin ito laban sa mga manggagawa na nananawagan para sa kanilang lehitimong karapatan sa dagdag na sahod at karapatan sa pag-uunyon. “Nagbibigay basbas ang Anti-Terror Law para patayin at ikulong ang mga manggagawa at unyonista na nagpapahayag ng kanilang mga panawagan,” ayon kay Julie Gutierrez mula sa grupong Kilos na Manggagawa.

Kamakailan lamang ay ginamit rin ang naturang batas laban sa dalawang lider-estudyante na sina Kenneth Rementilla at Jasmin Rubia, parehong mula sa Univeristy of the Philippines kampus sa Los Banos, Laguna.

Laman ng balita kamakailan ang pag-iinspeksyon ng 17th IB ng Philippine Army at lokal na gubyerno sa bayan ng Flora sa Upper Atok, Flora, Apayao noong Hunyo 28-29 sa 50-ektaryang lupa sa barangay. Ito ay para sa planong itayong kampo militar sa naturang barangay.

Taliwas sa pinalalabas na kapayapaang ihahatid ng kampo militar, pinsala at kaguluhan sa buhay ng mga residente ang palaging naiuulat na dala ng mga kampo militar sa iba’t ibang prubinsya. Maraming pagkakataong inirereklamo ng mga residente ang kaguluhan, anti-sosyal na mga aktibidad at krimen na dala nito. Sa ilang lugar, natutulak ng mga residente na palayasin ang nagkakampong mga sundalo na itinuturing na peste sa kanilang lugar.

Noong 2021, naiulat sa Quezon sa Southern Tagalog ang pitong pagkakataon na nagpalayas at pinigilan ng mga residente ang pagtatayo ng mga kampo militar sa kani-kanilang mga barangay. Isinagawa ng mga residente ang sama-samang pagtindig sa mga barangay sa bayan ng Lopez, Macalelon at General Luna.

Reklamo ng mga residente na lagi’t-laging naiistorbo ang buong komunidad dahil sa presensya ng mga sundalo sa lugar. Hindi na sila makatrabaho sa kanilang sakahan at makapasyal sa mga gubat dahil sa walang awat na operasyong militar.

Sa isang kaso sa Barangay San Francisco-B, Lopez, pinangunahan ng mga kagawad at tanod ng barangay ang pagharang sa planong pagtatayo ng mga kampo militar noong Agosto 7, 2021. Sama-samang pinalayas ng mga residente ang mga tropa na magtatayo ng detatsment. Ayon sa mga upisyal, agad na nagpaabot ng reklamo ang mga residente dito nang mabalitaan nila ang plano ng militar.

Sa Abra, sama-samang kumilos noong Pebrero 21 ang mga magulang at guro ng Mataragan National Agricultural School sa Barangay Mataragan, Malibcong laban sa mga sundalong nagkakampo sa loob mismo ng paaralan. Anila, banta ng mga ito sa seguridad ng mga bata. Matagumpay nilang napalayas ang mga sundalo.

Matagal nang nakikipagsabwatan sa AFP ang lokal na gubyerno ng Abra. Maaalalang noong huling kwarto ng 2020 ay naglabas na “kill order” si Apayao Provincial Governor Elias Bulut Jr. Ayon sa atas, bibigyan niya ng pabuya ang sinumang makadadakip o makapatay ng isang kasapi ng rebolusyonaryong kilusan. Ang atas na ito ay tahasang nagtutulak at nanghihikayat ng ekstrahudisyal na pamamaslang at labag sa mga karapatang-tao at internasyunal na makataong batas.

Nagsimula noong Hulyo 2 at tatakbo hanggang Hulyo 21 ang ikalawang serye ng Cope Thunder, war game na nilalahukan ng Philippine Air Force (PAF) at US Air Force sa bansa. Hindi bababa sa 225 ang kabuuang bilang ng mga sundalo ng US at Pilipinas ang lalahok sa naturang ehersisyong militar.

Ang Cope Thunder ay itinulak ng US Pacific Air Force para pahigpitin ang operational control nito sa PAF sa ngalan ng “interoperabilidad.” Liban dito, pagkakataon din ang war game para ilako ng US ang mga eroplanong pandigma nito, na pinaglalawayan naman ng matataas na heneral ng AFP.

Tulad sa naunang serye nito noong Mayo 1 hanggang Mayo 12, inilulunsad ang pagsasanay sa Clark Air Base sa Pampanga, Mactan Air Base at iba pang mga paliparan sa Pilipinas. Sasanayin ng dalawang pwersang militar sa war game ang paggamit nito ng C-130 Hercules, A-10 Warthogs, at F-22 Raptors.

Huling inilunsad ang katulad na pagsasanay noong dekada 1990 bago ibinasura ng Senado ang kasunduan para sa pananatili ng mga base militar ng US sa bansa.

Sa unang serye ng Cope Thunder, sinabi ng tagapagsalita ng Philippine Airforce na ang unang serye ay para sa mga depensibong aksyon, habang ang pangalawa ay nakatuon sa mga operasyong opensibo. Ang mga opensibong atake ay nakatuon para sa mga mga “kaaway na target” sa ere at sa lupa.

Tulad ng Balikatan at karagdagang mga “pinagkasunduang lokasyon” ng mga base militar ng US sa bansa sa ilalim ng Enhanced Defense Cooperation Agreement, ang Cope Thunder ay kabilang sa estratehiyang pang-uupat ng US laban sa katunggaling imperyalistang bansang China.

12 Abril 2023 | Nagsunog ng bilyun-bilyong pera ng bayan ang Northern Luzon Command (NoLCom) at 5th Infantry Division Philippine Army (IDPA) sa mahigit dalawang buwang kampanyang search and destroy nito sa prubinsya ng Cagayan. Ginamit ang tatlong batalyon ng Philippine Army sa ilalim ng 501st Infantry Brigade at dalawang batalyon ng Marine Battalion.

Sa kabuuan, hindi bababa sa 2000 pinagsama-samang tropa ng AFP, PNP, CAFGU, Marines at special forces o isang kumpanya sa isang tipak ng baryo ang ipinakat sa walong bayan ng East Cagayan. Pangunahing diin nito ang bayan ng Baggao kung saan may militanteng pagkilos ang masa laban sa usura, gayundin ang mga laylayan ng Northeast Cagayan kung saan ipoposisyon ang sinasabing radar base ng US sa ilalim ng Enhanced Defense Cooperation Agreement (EDCA). Layunin ng kampanya-militar na ubusin ang “natitira” pang NPA sa prubinsya, bahagi ng di matapus-tapos na target ng bulok na estado na pabagsakin ang rebolusyonaryong kilusan sa bansa, at magsilbing suportang panseguridad sa pinakamalaking ehersisyo ng Balikatan.

Pinadapa ang naturang mga komunidad sa takot at ligalig nang apat na beses nitong bombahin ang kanilang mga bukirin at pamayanan sa loob lamang ng 45 araw. Ito ay sa gitna ng matinding pagdarahop ng mga magsasaka matapos ang sunud-sunod na hagupit ng bagyo. Nagdulot ito ng malawakang dislokasyon at sapilitang pagpapalikas sa hindi bababa sa 350 pamilya. Ginawang tabing ang mga armadong sagupaan sa pagitan ng NPA-East Cagayan at mga militar upang bigyang-katwiran na gawing free-fire zone ang mga baryo ng Agaman, Sta. Desperado ang rehimen at ang AFP-PNP na supilin ang malawak na pagtutol ng mamamayan sa base militar ng EDCA. Batas militar ang naghari sa mga komunidad upang tabunan ang umaalingawngaw na opinyong publiko na tumutuligsa at bumabatikos sa lantarang pagtataksil sa bayan ng rehimeng US-Marcos II. Kung anu-anong pakitang-tao at hungkag na programa ng iba’t-ibang ahensya ang ibinubuhos ngayon sa rehiyon upang pabanguhin ang EDCA at ikondisyon ang isip ng mamamayan.

Kung mayroon mang nakinabang sa walang-puknat na mga FMO, ito ay walang iba kundi ang imperyalismong US at mga naghaharing-uri na mga malalaking kumprador burgesya at panginoong maylupa. Higit kanino man, sila ang may pinakamalaking interes na durugin ang rebolusyonaryong kilusan sa rehiyon at supilin ang nagkakaisang paglaban ng mga mamamayan laban sa pagtatayo ng base militar ng US sa ilalim ng EDCA. ###

24 Mayo 2023 | Niyanig ng malalakas na pagsabog ang mga residente ng Sta. Teresita at Buguey matapos magpalawala ng kanyon ang Armed Forces of the Philippines (AFP) sa kasagsagan ng Balikatan 2023 sa prubinsya ng Cagayan, gabi ng Abril 22 at Mayo 3. Taliwas ito sa pahayag ng AFP at mga lokal na burukrata na walang magaganap na live firing habang nagsasanay. Ginawang katwiran ng mga tropa ng AFP at US Armed Forces ang ilang engagement ng New People’s Army (NPA) sa pagitan ng mga tropa ng 501st Infantry Brigade (IBde) upang magpalipad ng mga kanyon na tumarget sa mga komunidad at kabundukan.

Sa loob ng isang linggo, dalawang beses na kinanyon ng AFP ang mga pagitan ng Dungeg at Aridowen sa bayan ng Sta. Teresita, ika-22 ng Abril bandang alas-8 ng gabi matapos itong maghulog ng bomba at mag-istraping mula sa himpapawid gamit ang .50 caliber machine gun. Sinundan ito sa Alucao, Sta. Teresita at Villa Cielo, Buguey noong Mayo 3, pasado alas-11 ng gabi. Tinatayang sa mga natukoy na base ng Enhanced Defense Cooperation Agreement (EDCA) nakaposisyon ang artillery—sa Lal-lo International Airport sa bayan ng Lal-lo at sa Camp Camilo Osias Naval Base sa Sta. Ana na gagawing radar station ng US. Sa mga lugar na ito sinanay ng binuong Quick Reaction Force 3rd Littoral Regiment ang mga tropa ng Marine Battalion Landing Team-10 ukol sa aerial surveillance sa pamamagitan ng mga unmanned aircraft system o drone.

Bago pa man pormal na mag-umpisa ang tinaguriang “pinakamalaking Balikatan sa kasaysayan” na nilahukan ng 17,500 kasundaluhan ng bansa, US at Australia, mag-aapat na buwang nananalasa ang mga tropa ng 5th Infantry Division (ID) sa mga bayan ng Northeast Cagayan upang bigyang-daan ang mga instalasyon at base ng EDCA sa lalawigan. Hindi bababa sa 2,000 pinagsama-samang tropa ng Philippine Army, Regional Mobile Force Battalion, Marine Battalion, Special Action Force, Scout Ranger, 52nd Division Reconnaisance Company at CAFGU ang ipinakat sa 15 baryo na sumasaklaw sa limang bayan ng Northeast Cagayan: Lallo, Buguey, Sta. Teresita, Gonzaga at Sta. Ana. Samantala, nananatili pa ring militarisado ang ilang baryo sa mga bayan ng Gattaran at Baggao. Ito ay sa kabila ng walang-kamatayang deklarasyon ng Northern Luzon Command (NoLCom) at 5th ID na wala nang NPA sa Cagayan at sa buong rehiyon ng Cagayan Valley.

Hindi ito ang unang kaso ng terorismo mula sa himpapawid ng pasistang AFP sa Northeast Cagayan at sa buong lalawigan. Matatadaang pitong mga magdirigma ng NPA ang nagbuwis ng buhay nang maghulog ang TOG2-PAF ng 250-librang bomba gamit ang FA-50 fighter jet noong Setyembre 2021 sa Dungeg, Sta. Teresita na sinundan noong Enero at Pebrero 2022 sa Bagsang, Sta. Clara, Gonzaga kung saan may mga nasawing katutubong Agay na nag-uuling sa bundok.

Sa unang hati pa lamang ng taon na ito, nakapagtala na ng anim na insidente ng aerial bombardment sa ilalim ng rehimeng US-Marcos II. Asahang sasahol at mas magiging garapal ito sa pagpasok ng mga sundalong Amerikano at pagtatayo ng mga base militar ng EDCA. Lalala ang kaso ng mga paglabag sa internasyunal na makataong batas tulad ng airstrike dahil hindi nito napag-iiba ang mga sibilyan sa mga armado o kombatant. Nagdulot din ito ng mararamihang ebakwasyon at sikolohikal na trauma sa mga residenteng direkta at hindi direktang naapektuhan ng nasabing pambobomba. Sa kasamaang palad, hindi pa rin napananagot ang AFP sa mga krimen na ito.

Sa ilalim ng AFP Modernization Program, ayuda militar ng US ang lahat ng mga ginamit na kagamitan at armas na pandigma sa naturang mga insidente. Sa halip na itutok ang mga ito sa mga mananakop, mga pamayanang sibilyan ang walang pag-aalangang inaatake nito. Mayabang at “matapang” ang AFP sa mga kalaban nitong mahina pa ang lakas-pamutok gayung bahag ang buntot sa pagtatanggol sa soberanya ng bansa laban sa pagyurak ng US at China.

Marapat lamang na buklurin ang pinakamalawak at pinakamalapad na nagkakaisang prente laban sa pagtatayo ng EDCA base sa rehiyon. Dapat na ilantad at sukdulang kundenahin ang indiscriminate aerial bombing ng NoLCom sa prubinsya kasabay ng malakas na panawagan at militanteng paglaban upang palayasin ang mga militar sa kanayunan, na hindi lamang naghahasik ng teroristang lagim bagkus ay nagsisilbing kasangkapan ng US para sa EDCA at sa gera kontra-mamamayan.

17 Hunyo 2023 | Walang dapat ipagmayabang ang 501st Infantry Brigade Philippine Army sa mga “accomplishment” nito laban sa rebolusyonaryong kilusan sa Cagayan. Imbento na nga ang mga numero, napakaliit pa nito kumpara sa bilyun-bilyong kabang-yaman sana ng mamamayang Pilipino na nilustay ng brigada para sa halos kalahating-taong focused military operation (FMO) sa prubinsya na kinatangian ng serye ng mga indiscriminate aerial bombardment at malawakang okupasyong militar ng 2,000 tropa kasama ang PNP at CAFGU sa mga komunidad at pamayanan. Matatandaang buong-pagmamalaki nitong ibinahagi sa Facebook, na tinanggal din kalaunan, ang accomplishment report sa loob lamang daw ng 92 araw—mga pinatay, dinakip na hindi idinaan sa due process at mga armas na “isinuko” ng mga dating myembro ng NPA.
Gawa-gawa at recycled na mga datos

Nauna nang inilinaw ng NPA-East Cagayan (Henry Abraham Command) na wala ni isang nasawi sa hanay ng NPA matapos ang sagupaan sa pagitan nito at ng 95th IB noong Pebrero 3 sa Sityo Birao, Hacienda Intal, Baggao taliwas sa deklarasyon ng 501st IBde sa body count ng kanilang mga “nanyutralisa.” Ang totoo, gustong bigyang-katwiran ng 501st IBde at TOG2-PAF ang ginawang pambobomba sa mga sakahan at komunidad ng Birao at Regga-ay na umani ng galit at pagkundena mula sa mga residente at sa iba’t ibang grupo at organisasyon. Matatandaang nagresulta ito sa sapilitang paglikas ng 149 pamilya o halos 300 indibidwal.

Makikita rin sa ulat ng brigada na mayroon silang idineklarang tatlong nahuli—isang kalihim ng komiteng larangan, isang giyang pampulitika at isang iskwad lider. Kabilang dito sina Cedrick Casano at Patricia Cierva na pagkatapos dakpin at itago sa publiko ng 17 araw ay iprenisenta bilang mga “surenderi” sa press conference ng PTF-Elcac noong Hunyo 2. Napilitan ang AFP na ilitaw sina Casano at Cierva dahil sa malakas na panawagan ng mga unibersidad, organisasyon at mga kaibigan na ilitaw sila ng mga militar.

Hindi lang sina Casano at Cierva ang tinatakan bilang mga “surenderi.” Gayundin maging ang ilan pang nadakip, sa layuning magkaroon ng epektong bandwagon ng surender at demoralisahin ang rebolusyonaryong pwersa at base, mga alyado at kaibigan. Madaling maunawaang sasabihin nila Casano at Cierva na kusa silang sumuko dahil hawak sila ng kaaway at nasa balag ng alanganin ang kanilang buhay sa kamay ng AFP na malamang pa na ibunton ang sisi sa NPA.

Mayroon din yaong umalis na sa pormasyon, naghangad lamang ng buhay-sibilyan at walang balak magsurender, subalit hindi natupad ang pagnanais na makapiling ang kanilang mga pamilya dahil sa halip na sa tahanan ang uwi nila, sila ay dinakip, ipinaradang surenderi at ikinulong sa mga kampo. Bagamat mayroon din talagang iilang nagsurender na inaaliw sa mga panandalian at pansamantalang “ginhawa” at “magandang pakikitungo” na mabilis ding kukupas kapag wala na silang pakinabang sa mga kasundaluhan.

Sa katunayan, sa 21 na idineklara ng PTF-Elcac na “nagbalik-loob” sa unang-hati ng taon, lima ang deklaradong nadakip, lima ang recycled o taon nang wala sa hukbo pero paulit-ulit pa ring laman ng balita, samantalang ang iba ay tinugis noong sila ay umalis sa pormasyon at nakuha ng militar sa iba’t ibang sirkumstansya at kaparaanan.

Maliban sa mga tao, gawa-gawa rin ang kwento sa kung paano napasakamay ng AFP ang mga baril na iprenisenta kasama nila Casano at Cierva at ng iba pa sa naturang presscon. Ayon sa Regional Operations Command ng NPA-Cagayan Valley, wala pa sa sampung baril ang nasamsam ng kaaway mula sa mga depensibang labanan. Ngunit maging ang mga ito ay kinategorisa na mga “isinuko” ngunit sa katunaya’y nauulit-ulit na ipinarada tulad ng mga baril na itinanim sa mga dinakip o sa mga ‘nanlaban’ na pinaghihinalaang sangkot sa droga. Ang totoo, wala namang hukbo na talagang kusang nagsuko ng armas.

Maaaring may ilang nawalan ng kapasyahang lumaban ngunit dapat ding tukuyin na sa aktwal na mga labanan, maging yaong nasa kaaway ang inisyatiba, ay hindi nawalan ng loob ang mga kasama. Bagkus, nagpamalas ang mga kumander at mandirigma ng di-matatawarang katapangan at kabayanihan sa mga labanan, sa hirap at sakripisyo, kahit pa kamatayan.
Teroristang paninibasib

Sa kabilang panig, ang mga numero at larawan na mistulang tropeyo ng kasundaluhan ay naani sa pamamagitan ng pagpapataw ng dahas at kamay na bakal at paghahasik ng takot at ligalig sa mga magsasaka sa kanayunan. Nakamit ng 501st IBde ang naturang mga accomplishment sa kapahamakan ng mamamayan ng Cagayan.

Sinindak ng 5th ID at ng Task Force Tala ang mga magsasaka nang ideploy sa mga kagubatan, sakahan at kabahayan ang hindi bababa sa 2,000 pinagsamang tropa ng AFP, PNP, CAFGU at special forces sa East Cagayan lamang na may diin sa mga bayan ng Baggao, Gattaran, Sta. Teresita at Gonzaga. Sa kabila ng walang kamatayang-deklarasyon ng NoLCom na “wala nang kakayahang lumaban at tira-tira na lang” ang NPA sa rehiyon, ginasgas at pinagod nito ang apat na batalyon upang tugisin at durugin ang rebolusyonaryong kilusan.

Sa loob lamang ng tatlong buwan, mula Pebrero hanggang Mayo, nagpakawala na ito mula sa himpapawid ng hindi bababa sa 30 pinagsama-samang bomba, rockets at kanyon o halos dalawang beses kada buwan na teroristang atake mula sa ere.

Tinatanaw ng 501st IBde na karangalan at prestihiyo ang pagkawasak sa kabuhayan at kinabukasan ng mga mamamayan lalo na ng mga bata at matatanda na hindi na pinapatulog ng traumatic na karanasan. Hindi lang isang beses na tumigil ang pasok sa mga eskwelahan dahil sa takot sa mga airstrike at naantala ang mga gawain sa bukirin dahil sa pagkontrol sa malayang pagkilos ng mga magsasaka.

Nagmukhang tanga at kasuklam-suklam ang AFP dahil pagkatapos nitong bombahin ang kanilang mga komunidad at sapilitan silang palikasin, bibigyan sila ng kakarampot na limos o relief upang maghugas-kamay sa krimen na ginawa. Ito ang mukha ng “good governance” ng estado sa kanayunan sa pamamagitan ng NTF-ELCAC.

Nagkukumahog ang NoLCom na kamtin ang deadline na tapusin ang insurhensiya sa Cagayan Valley sa unang hati ng taon nang sa gayun ay gawing “war zone” ng US ang Northeast Luzon at tuluyang ipasungalngal ang bansa sa dobleng kapahamakan—proxy war o launching pad ng pre-emptive strike ng US sa China at masaklap na unang tatanggap sa ganti o atake ng China.

Walang dapat ipagmayabang ang 501st Infantry Brigade Philipinne Army sa kanilang mga “accomplishment” laban sa rebolusyonaryong kilusan sa Cagayan. Makapatay man sila at makadakip ng ilang rebolusyonaryo, hindi nila mapapatay o mapapahinto ang rebolusyon sa bayang lubhang nagdarahop at supil ang mamamayan. Mahalaga ang kantidad subalit ang mapagpasya ay ang kapasyahang ipagwagi ang dalawang-yugtong rebolusyon.

Sukdulang kinukundena ng National Democratic Front-Cagayan (NDF-Cagayan) ang paglapastangan ng kasundaluhan ng 77th Infantry Battalion Philippine Army na pinamumunuan ni Lt. Col. Magtangol Panopio, sa isa na namang kaso ng paghuhukay sa mga labi ng bayani at martir ng Bagong Hukbong Bayan.

Tahasang paglabag sa internasyunal na makataong batas ang paggamit sa bangkay o mga labi ng isang tao para gawing tropeyo at pampropaganda. Kasuklam-suklam ang 77th IBPA sa paglulubid ng kwento upang ipawalang-kabuluhan ang naging buhay at pakikibaka ni Francisco “Ka Gundo” Reyes sa dalawang dekada nitong paglilingkod sa masang anakpawis na walang hinintay na anumang kabayaran o kapalit.

Higit sa lahat, walang karapatan ang 77th IBPA na angkinin ang karangalan o prestihiyo sa pagkatunton sa libingan ni Ka Gundo dahil namatay siyang lumalaban at ni isang saglit ay hindi hinayaang magtagumpay ang kaaway na kunin sa kanya ang rebolusyonaryong optimismo at kapasyahang lumaban. Sa kabiguan ng 5th Infantry Division Philippine Army na durugin at ubusin ang “natitirang NPA” sa Cagayan, ang mga wala nang buhay ang kanilang tinutugis. Bagay na hindi nakapagtataka bakit nila tyinaga ang mahigit tatlong araw na lakad papunta sa lugar na hindi kayang lapagan ng kanilang helikopter.

Nagbuwis ng buhay si Ka Gundo sa kasagsagan ng mahigpit na kampanya at operasyong militar ng Northern Luzon Command (NoLCom) noong ika-30 ng Marso 2023. Nahulog siya sa bangin habang nangunguha ng bilagot o pikaw (wild taro) para sa hapunan. Sinubukan siyang lapatan ng paunang-lunas ng mga kasama ngunit fatal ang sugat nito sa ulo na tumama sa matulis na bato. Para na rin sa medical purposes, kinunan ng litrato ang kanyang sugat. Taliwas ito sa pahayag ng Manila Bulletin na nasawi siya sa labanan noong Marso 17 at higit lalo sa paglulubid-buhangin ng 77th IBPA na nahulog si Ka Gundo habang tumatakas. Sabagay, mas madali sa kasundaluhan na manira kaysa patampukin ang kabayanihan at katapangan ng kanilang kalaban.

Pinapabulaanan din ng NDF-Cagayan ang pahayag ni LtC Panopio na inabandona at hindi inilibing, bagkus ay tinabunan na lamang ang bangkay ni Ka Gundo. Ang mismong pagkakuha ng mga militar sa kanyang buong mga labi na mahusay na nabalot ng malong, plastic at kawayan kasama ng kanyang rekord o pagkakakilanlan, at nakalibing sa mahusay na kalupaan ay sapat nang patunay para ipawalang-saysay ang kanilang mga paninira. Siguradong maging ang mga tropang naghukay kay Ka Gundo ay namangha at naantig sa kung paano pinahalagahan ng hukbong bayan ang isang kasamang namayapa kahit payak lang ang puntod nito.

Dagdag pa rito, pormal na ihinarap sa Sangay ng Partido sa lokalidad nila Ka Gundo ang nangyari sa kanya at ipinaliwanag ang sitwasyong militar kung bakit hindi kinayang mai-uwi ang kanyang mga labi. Sa kanilang baryo at mga yunit ng BHB, ginawaran siya ng pinakamataas na parangal at pulang saludo, bago pa nilapastangan ng militar ang kanyang mga labi.

Hindi matatawaran ang mga naging ambag, sakripisyo at pagsisikap ni Ka Gundo sa pagsusulong ng matagalang digmang bayan sa lalawigan ng Cagayan. Hindi siya natinag sa mga kahirapan at suliraning kinaharap ng hukbo at ng Partido sa buong rehiyon mula pa noong Oplan Bantay Laya II hanggang sa Oplan Kapatanagan; kasama siya sa paghina, paglakas, paghina ulit, at pagpapanibagong-lakas ng BHB sa East Cagayan at; hindi nawalan ng loob sa harap ng matinding operasyong at kampanyang pagtugis at pagdurog sa rebolusyonaryong kilusan na sinulsulan ng US. Kilala si Ka Gundo ng masa at mga kasama bilang “baker king” dahil sa galing nitong gumawa ng tinapay at magluto ng mga putaheng Ilokano. Ngunit hindi sa lahat, tumatak siya sa puso at isip ng masa dahil sa katatagan, kababaang-loob at pagiging malapit sa kanila.

Napakalaking insulto sa NoLCom at 5th IDPA ang mga katulad ni Ka Gundo na mas piniling suungin at pangibabawan ang mga sakripisyo at kamatayan kaysa sumuko sa kaaway at ibigay sa kanila ang karangalan ng ilang dekadang pagpapakasakit. Dakilang halimbawa si Ka Gundo sa lahat, maging sa kaaway, na hindi mahahadlangan ng pananabotahe at economic blockade ang kapasyahan ng mamamayan na lumaban, kahit pa mangahulugan ng gutom, pagod, at pag-aalay ng buhay.

Nakatanghal ang mga ng sandata ng BHB-Cagayan at iginigawad ang pinakamataas na parangal kay Ka Gundo, Ka Arrow (Ray Busania), Ka Aika (Lennel Domais), Ka Sungsong, Ka Jovani (Jomar Andel), Ka Jojo (Paolo Macaraeg)—na walang-pag-iimbot na nakibaka at nag-alay ng buhay—at sa lahat ng mga bayani at martir ng rebolusyon. Ang kanilang mga alaala ay nagsisilbing tanglaw sa pagtahak sa mahirap na landasin patungo sa maningning na hinaharap kahit pa pag-alayan ng buhay.

Iba-iba man ang paraan ng kamatayan—may nabubuwal sa labanan, may namamatay sa sakit, sa gutom, sa katandaan, at sa aksidente—hindi ito ang nagtatakda ng pagiging bayani, kundi ang paglilingkod sa sambayanang pinagsasamantalahan at inaapi, hanggang sa huling hininga.

Ano pa mang pamamaluktot ang sabihin ng 77th IBPA, bigo itong dungisan ang kadakilaan ni Ka Gundo.Sabi nga ng isang kasabihang Tsino, “Natural na lalangawin ang bangkay ng mga magigiting na mandirigma. Ngunit ang mandirigma kung mamatay ay mandirigma pa rin. Ang mga langaw patay man o buhay ay langaw lamang.”

The Filipino people are being subjected to worse oppression and exploitation as the basic problems of imperialism, feudalism and bureaucrat capitalism are aggravated under the US-Marcos regime. By all indications, the next five years under Marcos Jr will see unprecedented corruption, state terrorism, foreign subservience and antipeople policies. The broad masses of workers, peasants and the rest of the hardworking people are faced with no other recourse but to wage militant resistance in order to defend their rights and advance their aspirations for genuine national freedom and democracy.

Marcos Jr ascended to power through downright automated cheating during the 2022 elections, evidence of which have been exposed by technical experts showing questionable sources and transmission of votes during the counting. His presidency is thus widely considered illegitimate by broad segments of the Filipino people, a view reinforced by his penchant for expensive overseas junkets, his constant revision of history to burnish the image of his dictator father, and rush to put his dirty hands on hundreds of billions of pesos in public funds.

Sitting on top of the rotten reactionary political heap, Marcos Jr is busy recovering and securing his family’s hidden wealth accumulated during his father’s 14-year martial law dictatorship. Marcos, his cronies and their heirs—from Juan Ponce Enrile to the Benedictos and Floirendos—are busy taking back their riches, taking advantage of their bureaucratic privileges and perpetuating their political dynasties.

To win the loyalty of the military and police, Marcos continues to pamper and indulge its men with high salaries, bonuses and other perks. Extraordinary funds for so-called “modernization” and counterinsurgency line the pockets of both active and retired military officers.

Marcos uses his powers to extend protection to local big bourgeois compradors engaged in smuggling, many of whom also form cartels to control domestic supplies and prices. They pocket billions of pesos in their quasi-illegal operations, while the broad masses of the Filipino people suffer from spiralling prices.

Marcos is in political collusion with the equally corrupt Dutertes and Arroyos. Marcos owes Duterte his 2022 computer-generated “landslide” victory. In exchange, he provides hundreds of billions of pesos of funding for the Davao and other Mindanao infrastructure projects, and affords Vice President Sara Duterte with key positions in government, extra funding, as well as a special role in the defense sector. As reward for lining up her political retinue for Marcos, Gloria Arroyo has been given a special seat in Marcos junkets to allow her to secure deals and take care of her billions stashed in foreign banks.

The Marcos-Arroyo-Duterte alliance of corruption and tyranny is not monolithic. Cracks are slowly coming to the foreground amid early political posturing for 2028. Attempts to amend the 1987 constitution to remove term limits have so far failed to pass through congress.

Marcos plans to sign the Maharlika Investment Fund soon, likely before his state of the nation address later this month, in order to start using the fund’s ₱500-billion to favor the businesses of his cronies and further expand his political patronage. The MIF is set to become the mother lode of the Marcos corrupt regime.

Foreign subservience

The Marcos regime is subservient to foreign powers, primarily to military, geopolitical and economic interests of US imperialism, and its financial agents such as the World Bank and other institutions. It kowtows to superpower China even in the face of outright military and economic intrusions into Philippine territory.

While the US and other big capitalist centers are jealously protecting their economies, Marcos continues to vigorously push for neoliberal policies that destroy local productive forces, dispossess the people of their means of production, and undermine the local economy.

These measures include further liberalization of agricultural imports to the detriment of local producers and the broad masses of the people. As a result, domestic supply of rice, sugar, onions, vegetables and other basic food commodities have become precariously dependent on imports. Local agricultural producers, including small tillers, are being pushed to bankruptcy.

Last year, the agricultural trade deficit shot up to \$11.8 billion, the highest since 1979. Rice imports are set on reaching record levels. Marcos’ recent ratification of the Regional Comprehensive Economic Partnership (RCEP) is bound to bring forth a deluge of agricultural imports that will cause even more massive economic dislocation. The power of bourgeois comprador cartels, and their foreign partners, to control supplies and prices of food is becoming more and more absolute.

Marcos is auctioning off the country to foreign big capitalists in his drive to attract foreign investments, promising tax-free operations and cheap labor. Foreign investments, however, continue to dwindle amid rising threats of a global economic slowdown.

Marcos is using his portfolio as agriculture secretary to push programs in line with foreign dictates. The sharp increase in the 2023 budget of the Department of Agriculture is being used by Marcos to increase imports of fertilizers and machinery which are then sold or rented out to peasant farmers and small producers. Like his father, Marcos Jr is now closely working with big agribusiness corporations to promote the use of patented seeds, chemical fertilizers and other inputs purportedly to raise the yield of rice land, measures similar to those under Masagana 99 which buried the peasant masses deep into debt.

Marcos’ subservience to US imperialism is starkly demonstrated by his acquiescence to US plans to build at least four more military bases, in addition to five existing, under the Enhanced Defense Cooperation Agreement (EDCA). Two of these bases and facilities are to be built in Cagayan province, another in Isabela and another in Palawan. Other facilities are being built clandestinely, including those in Ilocos provinces, as well as in the Babuyan islands.

The construction of these facilities form part of US plan and strategy to contain China’s rising power by encircling it within the First-Island Chain, and threatening to undermine Chinese sovereignty in Taiwan. The close connivance of the Marcos regime, especially officers of the Armed Forces of the Philippines (AFP) with the US, is pulling the country into the vortex of the US-China conflict which can lead to open military confrontation and war, to the detriment of the country’s national interests.

Marcos’ commitment to support US foreign policy was reinforced in the recent signing of the Bilateral Defense Guidelines in the US, which reaffirmed the Mutual Defense Treaty and all other military treaties that give the US extraterritorial rights in the country.

Anti-people policies

While rushing to enact the MIF, Marcos maintains the policy of ignoring the widespread clamor of various sectors for urgent action.

He remains oblivious to the widespread demand for substantial wage increases to enable workers and ordinary employees to cope with the sharp rise in prices and prevent the rapid deterioration of standards of living. The recent order to increase the daily minimum wage in the National Capital Region by ₱40 is a gross insult to workers. It represents less than 7% of the difference between the family living wage of ₱1,160 a day and the current minimum wage of ₱570.

Marcos has paid no heed to the acute problem of unemployment. His economic managers and statisticians try to hide the severity of the jobs crisis by bloating numbers and masking unemployment data with rising numbers of informal, self-employed and part-time workers. Marcos is vigorously pursuing the labor export policy as solution to domestic joblessness, deploying thousands of Filipinos everyday in dangerous jobs overseas, at the same time, mulcting them of their hard earned money through an endless stream of dues, fees and payments.

The Marcos regime turns a deaf ear to the clamor for genuine land reform and urgent economic aid amid widespread agricultural crisis. Instead, it has pushed for a new land use law (National Land Use Act) to facilitate the widespread land-use conversion which in turn will drive away peasants from their land. The race to expand of plantations and mining operations, construct dams and other infrastructure, ecotourism, as well as renewable energy projects, is resulting in widespread rural dislocation and unemployment.

The policies and programs of the Marcos regime are also causing widespread economic dispossession and dislocation, as well as destruction of the environment, where various sectors of the toiling masses are being driven away from their sources of livelihood. These include the so-called “transportation modernization program” which will take away the rights of hundreds of thousands of jeepney drivers and operators to ply their routes. Thousands of poor fishermen are being dispossessed of their sources of living as Marcos push for various land reclamation projects in connivance with foreign capitalists and banks. Small income earners are also being economically dislocated by various anti-poor and anti-people measures.

Marcos has done practically nothing to address the high costs of food and other basic commodities. The token number of Kadiwa stores aims more to bring back images of Imelda and martial law, than actually provide the people with a stable source of affordable rice, sugar and other basic necessities. The Marcos government has ignored the call for state-procurement of agricultural supplies from local producers to help raise rural income and ensure sufficient supplies. It has colluded with cartels to manipulate the supply of rice, onions, vegetables and other produce to justify importation orders, and further raise prices.

Marcos’ national budget prioritizes debt servicing, pampering the overly bloated military and police, confidential and intelligence funds, anomalous infrastructure projects and other anti-people programs. Meanwhile, education and health services remain severely underfunded. Public school teachers and health workers are overworked and underpaid. Their bonuses are unpaid. There is a dearth of funds for state universities and colleges, and for the free tuition law, forcing tens of thousands of students to drop out annually from school.

Fascist terrorism

The US-Marcos regime continues to unleash more brutal and pervasive acts of state terrorism. At the same time, the military establishment continues to tighten its control over the entire bureaucracy through the National Task Force (NTF)-Elcac, where the AFP directs civilian agencies and civilian functions in the name of its “whole-of-nation approach.”

In the rural areas, armed agents of the reactionary state carry out campaigns of suppression against the people with even greater lethal force. Marcos’ military, police and paramilitary forces aim their guns, howitzers, jet fighters and helicopter gunships directly against entire civilian communities. De facto martial law reigns across the countryside. The AFP is carrying out a brazen war of deception to prevent the crimes perpetrated by state forces from being exposed in public. It floods the public with disinformation and false news, and issues threats against media and alternative media outfits which do not readily comply with the military narrative. Human rights defenders are vilified and targeted for armed suppression.

The military and police target especially those organizations which are active in advancing the struggle for land reform and defending the ancestral land of indigenous communities, especially against the expansion or incursion of mining activities, plantations, ecotourism and energy projects. Military operations characterized by large-scale mobilization of armed troops, hamleting of communities, aerial reconnaissance and combat operations continue to be stepped up in the desperation to keep up with their declarations of “crushing” the armed revolution. The AFP uses heavy bombs in aerial bombardment and artillery shelling in violation of the principle of proportionality under international humanitarian law.

Violations of human rights and international humanitarian law remain rampant. Extrajudicial killings and massacres by military and police forces of civilians and non-combatants are on the rise, with at least 100 victims over the past year, or almost two victims every week, including five children. There are increasing reports of abductions, illegal and secret detention, torture and incessant harassment. The military and police carry out their campaign to force people to “surrender” on the vague accusation of “supporting the NPA” without being charged or brought to court, in violation of their basic civil and political rights.

In the cities, military and police operations target leaders and members of workers unions, harassing them in their homes. Usually in collusion with company management, state forces aim to coerce them to disaffiliate from progressive and militant trade union centers. Organizations in poor communities also face harassments. There are also cases in which people are enticed by the military and police with promises of “aid distribution” only to find their names being included in a list of “surrenderees.” In high schools, colleges and universities, military and police personnel routinely conduct “seminars” in which they threaten students against joining national democratic or other progressive student organizations and alliances in outright violation of their basic rights and freedoms. Organizations of teachers and health workers are constantly threatened and smeared by the NTF-Elcac and its vile mouthpieces in social media.

Get organized and resist

The US-Marcos regime is currently the most concentrated expression of the rotten ruling system. It represents the interests of US imperialism and those of the ruling classes of big bourgeois compradors and big landlords. Its one-year reign is marked by corruption, foreign subservience, and state terrorism. Under the Marcos regime, the Filipino people suffer from worsening socioeconomic conditions and intensifying political repression.

The broad masses of the Filipino people are faced with no other option but to wage all forms of resistance in order to defend their rights and their lives against the fascist terrorist and puppet regime. A movement to get organized must steadily be carried out among the different classes and sectors. Organizations of all forms and kind must be built and strengthened in order for the people to draw courage from numbers and effectively carry forward their struggles.

Workers unions and associations must continue to be strengthened and new ones built in order to vigorously carry forward the fight for higher wages and their clamor for an end to contractualization. The peasant masses must continue to persist in building and strengthening their community organizations and associations, even in the face of outright military suppression of their rights, in order to carry forward the struggle for genuine land reform and other urgent demands. The people must continue to build and strengthen their organizations in school campuses, offices, urban communities, offices and workplaces, churches and wherever people congregate, in order to advance their various democratic demands.

The people must wage economic and political struggles and carry forward the broad antifascist, antifeudal and anti-imperialist movement by mobilizing the greatest number of people. Broad forms of alliances must be built on the basis of a common patriotic and democratic stand on important issues ranging from the MIF to US military bases. Education and propaganda campaigns must be carried out thoroughly and extensively in order to thoroughly expose and isolate the US-Marcos regime for its anti-poor and anti-Filipino policies and make it account for its increasing number of crimes of state terrorism.

The New People’s Army (NPA) must continue to wage people’s war across the country by strengthening ties with the peasant masses, assisting them in building their revolutionary mass organizations, helping them wage antifeudal struggles, and carrying out widespread and intensive guerrilla warfare. Units of the NPA, including those of the people’s militias, must continue to stage tactical offensives in order to defend the people, punish the fascists for their crimes, and seize their weapons to arm more and more Red fighters.

By subjecting the Filipino people to even worse forms of oppression and exploitation, the US-Marcos regime is generating conditions that compel the Filipino people to wage national democratic revolution with even greater energy and determination. Guided by past lessons and inspired by all their heroes, the Filipino people and their revolutionary forces will persevere along the difficult path of struggle until ultimate victory is achieved.

Sa unang taon ni Marcos Jr., pangita ang kawalan ng “unity” sa reaksyunaryong sandatahang pwersa na palatandaan ng mabuway na pundasyon ng kanyang rehimen. Patuloy ang hidwaan ng mga naghaharing-uri at kaguluhan sa loob ng militar habang dumaranas ng walang kaparis na krisis ang sambayanang Pilipino.

Hilong talilong na si Marcos Jr. kung sino at saan ilalagay ang mga masisibang heneral. Nitong Enero, umugong ang biglaan at kontrobersyal na agawan ng mga posisyon sa AFP. Si Gen. Andres Centino ang pumalit kay Gen. Bartolome Bacarro bilang AFP chief-of-staff. Si Gen. Eduardo Año ang itinalagang National Security Adviser at inalis si Clarita Carlos. Nagbitiw naman si Gen. Jose Faustino sa pagiging officer-in-charge ng Department of National Defense (DND) dahil sa biglaang pagpapalit ng chief-of-staff, kaya ipinalit si Gen. Carlito Galvez. Ilang araw matapos nito, idineklarang undersecretary ng DND si Galvez. At nitong Hunyo, itinalaga na si Gilbert Teodoro bilang kalihim ng DND kaya binalik si Galvez bilang Presidential Adviser on the Peace Process. Ang sulutan sa chief-of-staff ay inihalintulad sa naganap na bangayan ng mga heneral ng matandang Marcos noong Martial Law. Nagkaroon din ng balyahan sa PNP sa tabing ng pagpupurga ng mga opisyal na sangkot sa droga. Ipinalit na PNP chief si Gen. Benjamin Acorda kay Gen. Rodolfo Azurin.

Palabasin man ng mga Marcos at Duterte na “istable” ang reaksyunaryong gubyerno, lumilitaw ang mga girian sa militar sa proseso ng mga balyahan. Habang nagaganap ang seremonya ni Centino noong Enero, nakapakat sa labas ang mga tangke ng PNP. Malinaw na hakbangin ito para manmanan at pigilan ang anumang plano ng mga sundalong may disgusto sa pagkakatanggal ni Bacarro at bilang pag-upo ni Centino. Lumaganap din sa social media ang diskuntento ng mga sundalo at nagkaroon ng pangamba ng malawakang resignasyon sa kanilang hanay. Pilit inaapulahan ito ng AFP sa paglalabas ng pakitang taong pahayag na “nagkakaisa” sila at paglulunsad ng command conference na pinangunahan nina Centino at Galvez para isubo ang kanilang pamumuno.

Tiyak na may papel ang US sa loob ng mga balyahang ito. Ang mga ipinalit sa pwesto ay mga masugid na anti-komunista at ahente na nagpapatupad ng doktrinang US counter-insurgency guide sa Pilipinas. Sa pagpwesto ng mga tutang heneral sa sibilyang burukrasya, patuloy na nakapangingibabaw ang imperyalismong US sa malakolonyal at malapyudal na lipunang Pilipino. Nakaayon sa mga dikta ng US ang pagtatakwil ni Teodoro sa panunumbalik ng peace talks. Tiyak na patuloy pang mababahura ito sa pagkakatalaga ni Galvez sa Office of the Presidential Adviser on the Peace Process. Bukod sa kanilang presensya sa sibilyang burukrasya, nananatili at pinaiiral ang NTF-ELCAC sa loob ng reaksyunaryong gubyerno. May mga itinalaga pang heneral sa loob ng mga pambansang ahensya. Sa Department of Education, itinalaga sina retired Major Gen. Nolasco Mempin (undersecretary) at retired Brig. Gen. Noel Baluyan (Assistant Secretary for Administration). Si Mempin ay dating kumander ng 10th Infantry Division (ID) sa Davao habang naging assistant division commander sa 3rd ID si Baluyan.

Kapansin-pansin na ang mga naitalaga sa posisyon ay ang mga sagadsaring berdugo ng naunang administrasyong Duterte. Repleksyon ito ng nagpapatuloy na bangayan at agawan sa kapangyarihan at poder ng mga naghaharing uri. Ang mga balyahan ng opisyal ay karugtong ng pailalim na tunggalian ng mga Marcos at Duterte sa estado. Bukod sa pulos maka-Duterte na mga heneral, itinalaga rin si Sara Duterte na co-vice chair ng NTF-ELCAC upang higit na makonsolida ng kanilang paksyon ang mga militar.

Kaakibat ng agawan ng matataas na heneral ng AFP-PNP sa mga susing posisyon ang pag-uunahan nila sa pagkopo ng pondo sa militar at depensa at mga ayudang militar mula sa imperyalismong US. Nasa 4.7% o P249.9 bilyon ng P5.268 trilyon ng pambansang badyet ang laan sa depensa. Mas mataas ito kumpara sa P221.1 bilyon noong 2022. Labas pa rito, may mga pondo sa iba’t ibang ahensya na pinakikinabangan ng militar at NTF-ELCAC. Noong 2021, inilantad ng Commission on Audit ang milyong pisong anomalya sa mga proyekto ng NTF-ELCAC at AFP-PNP sa ilalim ng Barangay Development Program at iba pang ahensya ng gubyerno.

Sa takot ni Marcos Jr. na matulad sa ama at makudeta ng mga militar, binubusog niya ang mga ito ng pera at pabuya gaya ng ginawa ni Rodrigo Duterte. Urong-sulong siya sa pagpapatupad ng reporma sa pensyon ng mga unipormadong tauhan ng gubyerno lalo’t ipinahayag ng Department of Budget and Management na hindi ito kayang tustusan ng kasalukuyang pondo ng reaksyunaryong gubyerno. Bukod pa rito ang mga dagdag na sahod na iginawad sa mga militar na di hamak na mas malayo sa kinikita ng mga guro, nars at karaniwang empleyado ng gubyerno.

Sa harap ng mga kaguluhan sa hanay ng militar, nagpapatuloy at lumalala ang mersenaryo at berdugong tradisyon ng AFP laban sa mamamayan. Duguan ang kamay nina Centino, Año at Galvez sa kabi-kabilang pamamaslang ng AFP at kaso ng paglabag sa karapatang tao. Sa unang taon ni Marcos Jr., naitala ang 97 pamamaslang, kabilang dito ang mga kaso ng pagpatay ng AFP sa 9-taong batang si Kyllene Casao sa Taysan, Batangas; isang 14-taong Mangyan Buhid sa Roxas, Oriental Mindoro; sityo leader ng mga Mangyan Batangan na si Dante Yumanaw sa Sablayan, Occidental Mindoro; at si Maximino Digno, 59, matandang may kapansanan sa pag-iisip sa Calaca, Batangas.

Ang mga pulis at militar ang nagsisilbing pribadong goons at protektor ng mga proyekto ng naghaharing uri sa bansa. Ang AFP-PNP ang kasangkapan ng estado para buwagin ang nagkakaisang hanay ng mamamayan at supilin ang pakikibaka para sa demokratikong karapatan. Sa rehiyon, ginagamit ang AFP-PNP sa pagbuwag ng mga piketlayn ng manggagawa, rali ng mga komunidad sa Romblon at Palawan laban sa pagmimina, pamamaslang sa mga lider magsasaka at iba pa. Karimarimarim na ang mga nagkukumpitensyang heneral sa likod ng mga atrosidad ay nabibigyan pa ng mga pabuya at promosyon.

Bukod sa naglalakihang mga pabuya sa masisibang heneral, ginagastusan din nang malaki ng pasistang rehimen at ng US ang mga armas at sasakyang pandigma ng AFP-PNP. Ang mga ito ay walang-pakundangang ginagamit laban sa mamamayan. Tulad ng amang diktador at ng tiranikong rehimeng Duterte, tumampok sa unang taon ni Marcos II ang mga masaker sa mga sibilyan at mga rebolusyonaryong walang kapasidad na lumaban. Nagpapatuloy rin ang pambobomba sa mga komunidad ng magsasaka at katutubo

Sa iba’t ibang bahagi ng bansa, kabi-kabila ang mga dinudukot, pinapatay at sapilitang pinapasuko ng rehimen sa tabing ng brutal na gera kontra-terorismo. Sa rehiyon, hanggang ngayon ay iligal pa ring nakadetine sa Camp Capinpin ang mga organisador ng BALATIK na sina Arnulfo Aumentado at Mary Joyce Lizada. Dalawang buwan na silang binibinbin ng militar, pinagkakaitan ng dalaw at iba pang karapatan ng mga detenido.

Nararapat na magbuklod ang mamamayan at palakasin ang anti-pasistang pakikibaka laban sa ilehitimong rehimeng US-Marcos-Duterte. Singilin at papanagutin ang AFP-PNP sa mga krimen nito sa bayan. Tutulan ang paglalaan ng labis na pondo sa militar, depensa at NTF-ELCAC. Igiit ang paglilipat ng pondo tungo sa serbisyong panlipunan.

Paigtingin ang pagsusulong ng digmang bayan bilang sandata ng mamamayan laban sa terorismo ng estado. Itutok ang buong pwersa ng bayan sa palpak, pahirap at tutang ilehitimong rehimeng US-Marcos Duterte.

Hinahamon ng Melito Glor Command-NPA Southern Tagalog ang mga tunay na makabayang sundalo at pulis na pakinggan ang daing ng kababayan nilang naghihirap at biktima ng karahasan ng AFP-PNP. Dapat nilang buksan ang mga mata na sila’y ginagamit bilang mga piyon at pambala sa kanyon ng pasistang estado para supilin ang makatarungang pakikibaka ng bayan. Marapat nilang talikuran ang mersenaryong tradisyon ng AFP-PNP at lumaban para sa tunay na kalayaan at demokrasya.###

Today, July 1st marks the 13th year when comrade Azad was kidnapped in the city of Nagpur and was brutally murdered by the Indian reactionary government. Comrade Azad’s work is important not only to the Adivasis, Dalits, peasants and workers of India, but to the global anti-imperialist struggle as well.

As in India, in the Philippines, comrades Ka Laan and Ka Bagong Tao were forcibly disappeared and killed by the Philippine bourgeois state. They, like so many other revolutionary men and women, are martyrs who sacrificed their lives for the people, for the revolution, for the abolition of classes in communism.

Several China Coast Guard (CCG) ships once again attempted to block two Philippine Coast Guard (PCG) vessels from escorting the routine rotation of troops and reprovisioning mission of the Philippine Navy at Ayungin Shoal last week.

The incident took place between June 29 and July 1, coinciding with Commodore Alan Javier’s participation in the mission to visit and evaluate the condition of the government troops stationed aboard BRP Sierra Madre (LS 57), a source told Palawan News.

The source claimed that during the mission, there were instances where CCG ships engaged in risky maneuvers in close proximity to the PCG vessels and civilian-contracted wooden resupply boats. The shadowing and blocking incidents started from Sabina Shoal just 70 nautical miles off Palawan.

The CCG vessels identified by their bow numbers as 4203 and 5201 were observed deliberately obstructing the PCG’s BRP Malapascua (MRRV-4403) and BRP Malabrigo (MRRV-4402), to prevent them from approaching Ayungin. Two People’s Liberation Army Navy (PLAN) gray ships were also in the area.

However, in the face of unrelenting harassment from the Chinese coast guard, indicative of their continuous aggressive stance in the WPS, the rotation of troops and delivery of supplies persevered and were accomplished “smoothly and successfully” until the conclusion of the mission on July 1.

Furthermore, during the mission, approximately 12 Chinese militia and large fishing vessels were observed converging in the vicinity of Ayungin. A development, which the source claimed, should already raise significant concerns for the government.

“Nagtuloy tuloy lang ang mission kasama si Commodore Javier. Pero swarming na din ang China sa Ayungin—andoon na talaga sila,” the source claimed.

Two rigid hull watercraft of the CCG also deliberately approached within 100 yards from the Philippine ship outpost in an apparent overt effort to capture visual evidence through photos and videos of the detachment.

The shoal, located 105 nautical miles west of Palawan, is at risk of becoming another flashpoint due to China’s aggressive efforts to seize Philippine-claimed features and construct artificial islands, thereby bolstering its presence over Philippine waters.

More troops needed in WPS

Due to the ongoing and escalating provocative behavior exhibited by China within the country’s territory, the impact extends even to the fishermen embarking on fishing sojourns near Ayungin. Despite being familiar with the presence of swarming militia, CCG vessels, and PLAN warships in the area, the continuous presence of such forces continues to generate heightened levels of anxiety among the fishermen.

Furthermore, Filipino fishermen have brought to light reports indicating the involvement of foreign fishing vessels, surpassing their own in size, in unlawful fishing practices such as the use of superlights and other methods that cause significant environmental damage.

Emphasizing the gravity of the situation, a Philippine Navy officer, who has recently completed his tenure as officer-in-charge of military personnel stationed in Ayungin, underscored the urgency for the national government to deploy additional troops to the WPS.

Lieutenant Junior Grade Darwin Datwin, pointed out the significance of deploying additional troops in a statement released by WESCOM on Tuesday night, July 4.

He expressed that this is not only essential for enhancing security but also crucial for safeguarding the well-being of Filipino fishermen who are unjustly deprived of their equitable share of the marine wealth.

“We need more troops and law enforcement platforms to better protect our territory from the illegal activities that destroy our natural resources and rob our countrymen of their rightful share in our country’s marine wealth,” Datwin stated.

Javier, in the same statement, stressed that the presence of troops on BRP Sierra Madre has instilled a sense of confidence among the fishermen. Consequently, these fishermen now embark on regular fishing sojourns to Ayungin, knowing they have the support and protection of the soldiers.

He said the soldiers actively contribute to the welfare of the fishermen by not only safeguarding their fishing rights in the vicinity of the shoal but also extend their assistance by providing extra provisions such as food, water, and even shelter during inclement weather conditions.

Nonetheless, it is crucial to prioritize the augmentation of law enforcement presence and the allocation of supplementary resources in the area. This is imperative in order to effectively combat the rampant illegal activities that pose a substantial threat to the ecosystem of the WPS.

“Beyond the blessings of nature, our journey was made extraordinary by the unwavering commitment and passion of our troops. The fair winds, clear skies, and following seas became secondary to the awe-inspiring sight of their firm resolve and tenacity in protecting our country’s farthest territories,” he said.

Marine Aviation Support Activity (MASA) 23, a biannual joint military exercise between the Philippines and the United States, is set to commence in the country from July 6-21.

The Information Office of the Public Affairs Section of the U.S. Embassy in the Philippines said in a statement Wednesday that MASA aims to bolster mutual defense capabilities, foster stronger relationships, and practice emerging aviation strategies.

Aligned with the Mutual Defense Treaty and Visiting Forces Agreement, the training events will encompass a wide range of interoperability exercises. These include live fire drills, bilateral air assaults and airfield seizures, joint forward arming and refueling operations, as well as other aviation support activities.


Doing the undertaking together, participating Philippine and U.S. forces seek to enhance cooperation and interoperability, reaffirming their commitment to each other as friends, partners, and allies.

“MASA 23 facilitates the collaborative development of aviation, ground, and logistics related capabilities. This exercise serves as a testament to the enduring partnership between the Philippines and the U.S., strengthening our ties and enhancing capabilities between our nations,” said Brig. Gen. Robert Brodie, commander of I Marine Expeditionary Force (Forward).

Aside from the training events, Philippine and U.S. forces will also engage in various subject matter expertise exchanges encompassing diverse military activities.

These will cover areas such as expeditionary refueling, aerial casualty evacuation, water purification, health services, close air support, aviation safety, and more. Such collaborative initiatives foster lifelong friendships and connections among service members from both nations, further solidifying the partnership and contributing to regional peace and stability.

“By sharing knowledge and skills in air operations, live-fire events, and dozens of other training evolutions, we deepen our partnership and contribute to regional peace and stability, promoting a free, open and prosperous Indo-Pacific region,” Brodie said.

BAGUIO, Philippines – Red-tagging, the act of labelling people as members or supporters of the communist New People’s Army (NPA), not only comes with the threat of being charged in court, arrested, disappearing, or being killed, but it also creates psychological trauma for the victims.

For Fortunata “Emi” Carreon, being red-tagged also brings back disturbing memories of the abuse she and her siblings experienced at the hands of the military more than three decades ago.

The military has accused the 52-year-old Baguio Night Market vendor of being a part of the Agustin Begnalen Command, the NPA unit operating in Abra province.

Her face and name appeared in leaflets and presentations titled “Current Threat Situation, Pictures of Identified Personalities” of the North Abra guerrilla front. According to her, she was listed as the No. 9 rebel personality in the Periodic Security Report for the 4th Quarter of 2022.


Carreon said this reminded her of the abuse she and her siblings suffered at the hands of the military over 34 years ago in their hometown, Licuan-Baay.

In a handwritten statement in Ilokano sent on July 3, Carreon recalled how government troops threatened and accused them of being NPA members and held them hostage.

“It was December 22, 1988. I can never forget how they used us as human shields when they chanced upon us on the road at the boundary of Licuan and Lacub during a battle between them (the military) and the NPA,” she said.

Carreon is the former secretary-general of the provincial chapter of the Cordillera Peoples Alliance in Abra. However, she resigned when she moved to Baguio in 2000 after having her child. She has continued her activism as a volunteer for Innabuyog, the regional chapter of the women’s group Gabriela.

Since 2014, she has been helping her husband sell food at the Baguio Night Market while continuing her volunteer work.

Pressure and threats

In a July 4 interview, Carreon said state agents have been pressuring her family in Licuan-Baay to convince her to come home to Abra and “clear her name.”

“They instructed them to convince me to go to Abra to clear my name and told them that if I did not comply, a warrant of arrest would be issued against me,” she said.

MANILA, Philippines – The Philippine Coast Guard on Wednesday, July 5, said Chinese ships “harassed” and blocked Filipino vessels that accompanied the Philippine Navy for a resupply mission to Ayungin Shoal (Second Thomas Shoal).

Speaking at state-run PTV-4’s Laging Handa briefing, Philippine Coast Guard (PCG) spokesperson Commodore Jay Tarriela said the Chinese ships “came close to [Philippine] vessels” during the mission on June 30.

He said the two PCG boats were “constantly followed, harassed, and obstructed by the significantly larger Chinese coast guard vessels,” in a separate statement.

Because the Chinese vessels were so close, Tarriela said the two PCG ships were forced to decrease their speed, even as they both responded to radio challenges from China and issued challenges of their own.

At one point, said Tarriela, Chinese maritime militia tried to block Filipino ships from coming closer to Ayungin Shoal in the West Philippine Sea, or the part of the South China Sea within the Philippine exclusive economic zone.


One of the ships, said the Philippine Coast Guard official, had come from Bajo de Masinloc.

“The PCG has expressed concerns regarding the behavior of the Chinese Coast Guard vessels (CCGVs). It appears that the CCGVs are exerting additional effort to prevent the PCG from reaching Ayungin Shoal,” said Tarriela in a statement.

Manila also said they were “deeply concerned” about Chinese Navy ships near Ayungin Shoal. “This is particularly alarming as the Philippine Navy’s naval operation is solely humanitarian in nature. Despite this, the Chinese have deployed their warships, raising even greater concerns,” added the PCG.

The resupply mission was successful, and both the Philippine Coast and Philippine Navy soon returned to their original areas of operation.

China still claims most of the South China Sea, despite an Arbitral Tribunal Ruling that rejected China’s all-encompassing claim on the resource-rich waters.

Although relations between Beijing and Manila are warming under President Ferdinand Marcos Jr., Chinese vessels continue to assert their claim in the West Philippine Sea.

The Philippine Coast Guard has repeatedly made public China’s aggressive moves in the volatile waterway.

3 Army officers with Negros links promoted

Three of the 25 newly promoted senior officers of the Armed Forces of the Philippines, either presently and formerly assigned in Negros Island, were promoted to the rank of brigadier general.

They are Brig. Gen. Joey Escanillas, 302nd Infantry Brigade commander; Brig. Gen. Efren Morados, 803rd Infantry Brigade commander; and Brig. Gen. Gulliver Señires, who is now assigned at the Army’s 7th Infantry Division in Nueva Ecija.

Morados used to serve as commanding officer of the 62nd Infantry Battalion in Sagay City, while Señires had been the Civil Military Operations officer of the 303rd Infantry Brigade in Murcia, Negros Occidental.

The Army’s 803rd Infantry Brigade is presently deployed in northern Samar.

Prior to his designation as 302nd Infantry Brigade commander in Tanjay City, Negros Oriental, Escanillas served as commander of the Task Force Cebu.

ZAMBOANGA SIBUGAY - Two motorcycle gunmen shot dead a policeman in a daring broad daylight attack on Wednesday in the southern Philippine province of Zamboanga Sibugay.

Police confirmed the killing and identified the slain cop as Chief Master Sergeant Ronald Sumamban who was gunned down in Kabasalan town. The assailants escaped after the horrific murder.

Sumamban was driving his motorcycle when he was shot from behind by one of the attackers.


The local government has offered a P50,000 bounty for the capture of the gunmen. No individual or group claimed responsibility for the killing.

Police were investigating the motive of the attack. Sumamban’s family has not released any statement or whether the policeman was receiving death threats prior to the murder.

ZAMBOANGA CITY – Police were hunting three motorcycle men behind an explosion in the southern Filipino port city of Zamboanga, although there were no reported casualties in the blast.

Maj. Shellamie Chang, the regional police spokeswoman, said the trio, two of them believed teenagers, set off the explosion late Tuesday in the village of San Jose.

She said a witness told police investigators that the three men arrived in two motorcycles and were asking for directions. One of the men lighted an object inside a thermos before the gang sped away, and minutes later it exploded.


“A witness immediately closed their gate and peeked outside then saw the male person lighting the object. The unidentified suspects immediately left the area heading towards Johnston Drive, and moments later the aforesaid object left by the male persons exploded,” Chang said.

“No reported damages to property or persons being injured during the incident. Personnel of City Explosives and Canine Unit conducted a post blast investigation. PNP personnel of Zamboanga City Police Station 11 are presently conducting thorough investigation to determine the motive of the incident and identity of the suspects,” she added.

Police did not say what type of explosive was used by the trio until the investigation was completed.
