Three persons were killed while two others were hurt in a mid-afternoon ambush in Pikit, North Cotabato on Monday, police said.

the ambush occurred around 3:30 p.m. in Sitio Dingaya, Barangay Bulol and was triggered by “rido” (family feud) involving Muslim clans, which happened to be members of the Moro Islamic Liberation Front (MILF).


Pangandigan, in a radio interview here Tuesday, identified the fatalities as Maan Pananggilan, 32; Unday Abdulkadir, 29; and Mohamed Ahad, 28, all residents of Barangay Rajamuda and members of a local MILF faction.

“Initial investigation revealed that the incident was brought about by a long-standing feud between the victims and the attackers,” he said.

Witnesses said the victims were onboard motorbikes from Barangay Lagunde to Barangay Rajamuda when four gunmen emerged and opened fire on them along a dirt road in Barangay Bulol.

Three of the victims died on the spot while responding cops rushed the two injured victims to the hospital.

Recovered at the ambush site were empty shells for M14 and M16 rifles and .45 caliber pistol.

Pangandigan said the investigation on the incident is still ongoing.

DAVAO CITY--A fact-finding committee has been created to investigate the Salugpungan Ta’Tanu Igkanogon Community Learning Centers Inc. (STICLCI), whose 55 schools around Davao Region have been suspended because of alleged links to the communist rebel movement.

Jenelieto Atillo, Department of Education-Region 11 (DepEd-11) spokesperson, said Monday the five-member committee has already conducted assessments on the available evidence as part of the investigation into the case.

Atillo said the committee's evaluation will be key into the final decision whether to lift the suspension order or to totally revoke STICLCI's permit to operate.

He said the committee was created following the allegations of National Security Adviser Secretary Hermogenes Esperon that the 55 STICLCI-run schools in Region 11 were used as training and recruitment centers for the New People's Army (NPA).

Esperon's allegations were based on the testimonies of former STICLCI students and teachers.

One of the teachers, Melvin Loyod, claimed in his affidavit that Salugpungan learners were taught with rebellion tactics against the government.

Loyod was assigned to a Salungponan school in Sitio Pongpong, Barangay Sto. Niño Talaingod, Davao del Norte, which has since stopped operating following clamor from local authorities and tribal leaders, who alleged that the school was teaching their learners NPA ideologies.

However, Atillo said the fact-finding team will not only rely on Loyod's testimonies but would dig deeper into the issue.

“We will not only limit ourselves with the statement of Secretary Esperon and Loyod. All concerned agencies and personnel and all angles related to the case will also be studied,” he added.

He also said the team will talk to STICLCI officials to get their side.

The Philippine National Police (PNP) said on Monday that it already has under its custody five suspects who may be involved in the ambush-slay of four policemen in Negros Oriental, which has seen a rash of killings over the past weeks.

PNP Spokesman chief Supt. Bernard Banac bared the arrest of two suspects in Negros Oriental and three more in Cebu City as he declared that the peace and order, and even the whole situation in Negros Oriental, had started to return to normal.

“Our police forces are continuing to provide security there,” he said, referring to the province, which for the past weeks, has logged more than 20 killings, which the New People’s Army (NPA) and the military blamed to each side.

Banac said the two suspects, who were arrested over the weekend, were allegedly involved in the killing of four policemen in Ayungon, Negros Oriental, last month, while the participation of the three suspects nabbed in Cebu was still being investigated.

The five were separate from the 11 suspects tagged by the police as responsible in the killing of the policemen, a case that was followed by spate of killings, wherein two of the victims were a school principal and a human-rights lawyer.

“We will make sure that all perpetrators of the killings will be made to answer before the court, and we are giving our assurance that the peace and order in Negros Oriental is under control. Trade, tourism and business should go on there,” Banac said.

The National Union of Journalists of the Philippines (NUJP) reported that the head of its chapter in Bacolod was suspiciously tailed by a motorcycle rider on Sunday afternoon while returning from covering the killings in Negros Oriental.

Marchel Espina, also the Bacolod correspondent for Rappler, was returning from Canlaon City when the driver of her rental car alerted her to the rider, who was of medium build and wore a bonnet concealing his face, a black jacket and pants, and with a backpack.

Espina said the rider trailed them for almost 18 kilometers, from Biak Na Bato to Taburda, in La Castellana town, Negros Oriental.

Espina quoted her driver as saying he blocked an attempt by the rider to overtake their vehicle and drove as fast as he could until they finally outmaneuvered the rider.

The NUJP also claimed that a former station manager of a radio station that focused on reporting indigenous peoples’ (IP) issues was reportedly harassed by elements of the 1st Special Forces Battalion based in Manolo Fortich, Bukidnon.

JB Deveza of the NUJP Western Mindanao Safety Office said the soldiers went to the house of Kristin Lim at around 8:30 p.m. on Saturday to “invite” her to go with them for questioning, but she refused “as the soldiers did not present a clear and valid reason for her to do so.”

Lim claimed the soldiers left, but came back at about 8 a.m. on Sunday. The soldiers only left past noon after barangay officials intervened and proposed the holding of a dialogue between Lim and the soldiers at the village hall.

Deveza said Lim used to be the station manager of Radyo Lumad, a project run by the Rural Missionaries of the Philippines-Northern Mindanao Region (RMP-NMR). The radio station was under the Healing the Hurt Project co-funded by the European Union and the World Association for Christian Communication mainly to communicate IP rights and issues.

In Quezon province, the military claimed it has prevented another “extortion” activity by the NPA following an encounter with its members in Barangay Santa Rosa, Calauag, at around 9:45 p.m. on Sunday.

The soldiers recovered a poncho, water bottles, a lunch box, utility rope, t-shirts and other paraphernalia that were left by the rebels.

Brig. Gen. Arnulfo Marcelo Burgos Jr., commander of the 2nd Infantry Division, said the encounter, which took place following tips from residents, showed the communities have already gravitated away from the NPA.

There was no verified terror attack in cities with business centers and churches in Northern Luzon, the Armed Forces of the Philippines (AFP) clarified Monday.

Brigadier General Edgard Arevalo, AFP spokesperson, issued the clarification amid the leak of an alert memo issued to intelligence units in Northern Luzon.

Over the weekend, an alert memo issued to the intelligence units of the AFP-Northern Luzon Command (Nolcom) showed they were directed to conduct heightened intelligence monitoring to verify a report about a “Crusader City” with business centers and “Crusader Churches” in their area of operation that are “being targeted for terror attack.”


The alert memo, issued on Friday and signed by Colonel Glenn Celebrado, assistant chief of the unified command staff (ACUCS) for intelligence, was apparently leaked and has since made the rounds of social media.

A crusader city is a term used by Islamic State (IS) in describing a “target area” to fuel what they call “Bandar Crusade” or a supposed “war between Muslims and Christians,” according to the alert memo.

Meanwhile, a crusader church is the IS’ generic term for all historic Catholic Churches, it added.

The military in the region was ordered to conduct heightened intelligence monitoring which fit the description of areas in the intelligence information including Laoag City; Vigan City; Manaoag in Pangasinan; and Tuguegarao City among others.

“The document is genuine but the intent for issuing it is primarily for verification as to the reliability of the source and the veracity of the information,” Arevalo said.

Lieutenant General Ramiro Manuel Rey, commander of the AFP-Northern Luzon Command (Nolcom), echoed Arevalo’s pronouncements, and said the intelligence information turned out to be “negative” upon validation.

“It’s authentic [memo]. It’s raw information given to our intelligence unit that’s why we want to verify it. It’s not an advisory, it was issued to confirm the authenticity of the information we received,” he explained.

“We advised our intel [intelligence] to confirm the report but walang kwan (there’s no truth to it). Kumbaga (It’s a) raw information,” he noted.

Rey further stated that it was a normal process within the organization to issue an alert memo if they receive intelligence information concerning the public’s safety.

“It’s a normal process that when we receive an information, you’ll get that [alert memo],” he said.

“Upon confirmation of the information, that’s the only time that we will make an announcement to the public,” he added.

Arevalo appealed to the public to remain calm but vigilant, and be actively involved in monitoring and reporting to authorities any suspicious people or activities in their communities.

“Terrorism will prosper only if we let our guards down,” he emphasized.

A Quezon City court has dismissed the charges filed against a man allegedly involved in a foiled bombing at the United States embassy in Manila in 2016.

Nasip Ibrahim, said to be a member of the Islamic State-linked Maute terrorist group,
was cleared of the illegal possession of firearms charges filed against him by the police following his arrest in March 2017.

Regional Trial Court Branch 95 Judge Edgardo Bellosillo, in a March 25 decision released to the media recently, granted Ibrahim’s demurrer to evidence plea after Cpl. Mencio Rubi, the policeman who supposedly seized the firearm from Ibrahim, failed to appear during the two-year trial.



Ibrahim was arrested when police served a search warrant at the home of Jamil Baja Tawil, another alleged member of the Maute group, and was initially charged with illegal possession of firearms and explosives and illegal drug possession.

The charges of illegal possession of explosives and illegal drugs were dropped after the court deemed that the items were not within the immediate control of the accused.

Ibrahim posted P80,000 bail in November 2017.

Two more suspected New People’ Army rebels, one of them linked by a witness to the torture and summary execution of four police intelligence operatives on July 18, were separately apprehended by government forces on Saturday in SitiosYamot and Sook, Brgy. Mabato, Ayungon, Negros Oriental.

Nabbed first on Saturday by the combined forces of the Regional Mobile Force Battalion 7 and 94th Infantry Battalion led by Maj. Epream Paguyod in Sitio Yamot, Brgy. Mabato, Ayungon, was
Edmar Acibo Amaro. His arrest yielded a .38 caliber revolver with three live ammunition, a rifle grenade, a black uniform with marking “PKP 50”, combat shoes, a poncho, and a blue back pack containing personal belongings.

Another alleged NPA member identified as Jojo Torres Ogatis was also apprehended by the same police and military units in Sitio Sook, Brgy. Mabato, also in Ayungon town.


Ogatis, according to the police, was identified by a witness as one of the suspects in the summary execution of four intelligence operatives of RMFB 7 on July 18 in Sitio Yamot of the barangay.

A witness surfaced, following an offer of P5 million reward by President Rodrigo Duterte, to anybody who may provide information that may lead to the arrest of NPA rebels responsible for the summary execution of four policemen in Ayungon town.

The arrest of Amaro and Ogatis came three days after three suspected NPA members reportedly fleeing from Negros Oriental, were intercepted and arrested on July 31 in Badian town Cebu.

The apprehension of the intercepted rebel suspects identified as Danny Harold Tancinco, Ronnie Herebias and Marlon Basalo yielded a .45 caliber pistol, two .38 caliber revolvers, two rifle grenades, two 40mm M-203 grenade launcher ammunition, a fragmentation grenade, tactical maps, P17,170 in cash, subversive documents and personal belongings.

Also on July 29, three other suspected NPA members were also arrested by the police in Bindoy and Ayungon towns that also yielded two .38 caliber revolvers, a rifle grenade and an improvised explosive device (IED).*

President Rodrigo Duterte Friday evening vowed to implement severe measures against the New People’s Army following a spate of killings in Negros Oriental that left 21 dead, including 4 policemen.

“I’ve been telling you, I will implement a more severe measure…Maghintay lang kayo. Kasi sabi ko sumosobra na kayo (You just wait, you have gone too far),”
the President said in his speech during the Mindanao-wide distribution of Certificates of Land Ownership Awards in Davao City.

“You cannot do it unrestrained, unbridled, uncontrolled as if you are the killing machine of the Filipino,”
he said.

The NPA has denied killing the civilians among the 21 slain in Negros Oriental.


The president who has alleged that the policemen killed in Ayungon were tortured, said”I will not allow you to do that, I will not. I will give you tit for tat. That’s my order to the military. Give them what they deserve. They are not fighting a conventional war. They are not obeying the Geneva convention”.

“These communist, they are blaming the government for the killings, when actually you started the spate of murders there,” he said.

The hardest hit are soldiers, policemen, barangay captains, and people who are openly for the government, he said.

And they are killing teachers and principals, too, he added.

“Anyone that is anti-communist or does not like the communist, you kill,” Duterte said.

Duterte also took aim at Karapatan, which he tagged as a movement of demons and a legal front of the rebel movement.

“You know what you did in Negros, it is not just fighting. The danger there is you are now implementing the commune system of the discredited communist party strategy.” Duterte said.

“It is lawless violence,” he said, of their entry into properties already covered by land reform. He said the beneficiaries who should have first option to the land are those who have been toiling on it for years.

“In Negros, it is not the case. You know in Negros you are forced to join a federation, and that federation will choose the people who will occupy the land that has been already covered by the land reform law,” he said.

He told those engaged in such activity: “If I can use your carcass as a fertilizer, I might do that to increase the yield”.

“Look the reason why we cannot develop fully is the countryside…is infested with parasites like you. You do not work, you exact taxation,” he said.

Duterte said his order to the DAR is: “Give the land to the beneficiaries according to our laws.”

He said the two Negros provinces and Central Luzon are the areas with the most trouble arising from land disputes.

The NPAs are descendants of the tenants when the Spaniards came, he said.

When the Spaniards came to the Philippines they subjugated us, confiscated our lands and gave them to the Insulares, who are the rich today, he said.

That is why in Bacolod those mestizos are rich, he said.

The feudal system that was started by the Spaniards has become part of the genetic order, he said.*

To fast track the institutionalization of EO 70 or the whole of nation approach in attaining inclusive and sustainable peace, Gov. Wilter Y. Palma recently convened the members of the Provincial Task Force To End Local Communist Armed Conflict (PTF-ELCAC) for orientation and action planning to address the root causes of insurgencies and other armed conflicts.



“People always long for government as they cry out for help in distressed areas. We are here, we must let them know and feel that we have a government that cares. I appeal to all of you for your active involvement as we unify efforts to reach out and work towards a common goal,” Gov. Palma urged.

He also called on member agencies to prioritize and harmonize the delivery of basic services and social development packages of the government and ensure active participation of all sectors in the pursuit of the country’s peace agenda.

The governor also appealed to local legislators to pass a resolution declaring the CPP-NPA as persona non grata in their municipalities.

Meanwhile, MGen Bagnus Gaerlan, commander of the 102nd Brigade said, “Kailangan ang teamwork para matugunan ang kahirapan, kaya nagrebelde sila dahil wala silang trabaho, pagkain, naghahanap sila ng kalinga ng gobyerno dahil kadalasan di sila inaabot ng basic government services.” He said they are lucky to have President Duterte’s E-Clip Program implemented by DILG, because it provides livelihood opportunities for them if they return to the folds of the law and live a normal life with their families.

“Ipakita natin sa kanila na mas maganda ang gobyerno natin, mas makatao, mas maka Diyos at mas makabansa,” Gaerlan stressed.

“We are here to be dynamically involved with EO 70 because we believe that the peace process is the best solution,” Oliver Ombos, DILG provincial director said. Never regretted his decision

In an interview with the Philippine Information Agency (PIA), aka Arnold said he never regretted his decision to return to the fold of law.

“Wala ko nagmahay sa akong deisisyon nga mobalik sa sabakan sa balaod tungod kay ang atong kagamhanan pinaagi ni Presidente Rodrigo Duterte matinud-anon pag-ayo pagpatuman sa mga programa alang sa mga rebelde (I have never regretted my decision to return to the folds of the law because our government thru President Rodrigo Duterte is very sincere in implementing the program for the rebels),” aka Arnold proudly said.

Aka Arnold, a squad leader of Sectoral Command-SENDONG of the Western Mindanao Revolutionary Committee of the Communist Party of the Philippines-New Peoples’ Army-National Democratic Front operating in the hinterlands of the Mt. Malindang Ranges and Misamis Occidental voluntarily surrendered to the 53rd IB in 2015 and yielded two M16 armalite rifle, and one AK-47 rifle. He received P148,000.00, remuneration for surrendered firearms under the E-CLIP program.

A great help to his family

He said the cash assistance and remuneration that he received from the government was a great help to his family adding that he used it in funding the college education of his younger brothers and sisters. He also acquired a multi-cab vehicle, bought a small farm lot and supported his poor parents.

He also said he did not expect that he will become a regular member of the Philippine Army.

“I took the Army qualifying exam and luckily, I passed. Immediately, I applied at the AFP and I was accepted,” aka Arnold happily announced.

Grateful to the government

Meanwhile, aka Jeffrey, a former squad leader of Sectoral Command KARA of the Western Regional Party Committee, said he is grateful to the government for allowing him to be a recipient of the E-CLIP program saying that at the time of his surrender, he received cash assistance of P65,000.00.

“I am grateful for the opportunity given to me by the government. They allowed me to serve as CAA member in the battalion since 2003 up to present,” he said.

Aka Jeffrey receives a monthly allowance of P4,500 and other benefits.

“With the benefits that I receive, I am able to help my poor parents,” aka Jeffrey said.

Living testament

Aka Jonathan said they are the living testament of the government’s sincerity in the implementation of E-CLIP program. "With our real life experiences, we have proved that our government is really honest and sincere,” he quoted.

“Sa akong mga kauban sa bukid, mohangyo ko ninyo nga manaug aron mausab ang inyong kinabuhi ug magpuyo kamo nga malinawon ug malipayon uban sa inyong mga mahal sa kinabuhi. Pahimusli ninyo ning talagsaon kaayo nga programa sa gobyerno sanglit dili pa ulahi ang tanan (To my comrades in the mountains, I am appealing to you to come down to change your life and to live peacefully and happily with your loved ones since it is not yet too late),” he concluded.

ISULAN, Sultan Kudarat – Acting on intelligence information, police and military authorities arrested on Saturday one of the suspects in the roadside bombing here last year that killed three people.

Tutin Kuti, 27,
was tagged as one of the two men responsible in setting off an improvised bomb in front of several “ukay-ukay” (second-hand clothing) stalls along the national highway in Barangay Kalawag 3 in the August 28, 2018 bombing, said Lt. Colonel Junny Buenacosa, Isulan town police chief.

Buenacosa said the suspect is believed to be a member of the Islamic State-linked Bangsamoro Islamic Freedom Fighters (BIFF).

Three persons, including a seven-year-old boy, were killed while 38 others were injured in the attack, which occurred as the town was preparing for its foundation anniversary celebration.

In a radio interview Monday, Buenacosa said the suspect was arrested by joint police and military forces at his residence in Barangay Madia, Datu Saudi Ampatuan, Maguindanao.

“Based on witnesses’ accounts, Kuti was allegedly one of the two young men who left a backpack with an improvised bomb under a parked motorcycle in front of the “Ukay-Ukay” stalls that went off at about 7 p.m. on that ill-fated day,” the police official said.

A second bombing allegedly perpetrated by the same group also ripped through an internet café in Barangay Kalawag 2, Isulan that killed two persons and injured a dozen others on Sept 2, 2018.

Buenacosa said Kuti was also linked to the March 2016 foiled roadside bombing here during a town-wide civic-military parade. Kuti was arrested based on a warrant for multiple murder and multiple frustrated murder issued by Regional Trial Court Judge Lorenzo Balo.

The provincial government of Negros Oriental under the leadership of Governor Roel Degamo is gearing up for the official launching of the Provincial Task Force to End Local Communist Armed Conflict or PTF ELCAC.

This is the localized counterpart of the National Task Force ELCAC, in line with President Rodrigo Duterte’s proclamation of Executive Order No. 70 to attain inclusive and sustainable peace via a Whole-of-Nation Approach.

Degamo signed last July 25 Executive Order No. 18-2019 for the creation of the PTF ELCAC, which aims to ensure the sustainability of peace and order efforts in local communities affected by the insurgency through the delivery of government services and socio-economic programs that will benefit these communities.

Last week, the governor met for the first time with the heads of the different government line agencies that are involved in the PTF ELCAC to discuss their different roles as well as to prepare for the drafting of their respective implementing action plans.

The ELCAC has been divided into 12 different clusters with more than 50 government agencies and other partners involved.

It aims to eliminate armed conflict, harmonize the plans, programs and actions of national government agencies, and foster community participation.

During the recent regular monthly Provincial Peace and Order Council Meeting, the Department of the Interior and Local Government (DILG) presented a briefer on EO NO. 70 and the ELCAC and its different functions and memberships.

Under this program, the PPOC and the Provincial Development Council will now be merged into one, Degamo said.

He emphasized that the PTF ELCAC is very timely because of the volatile situation in Negros Oriental following the spate of killings last month in the aftermath of the July 18 brutal murders of four police intelligence officers allegedly by the Communist Party of the Philippines-New People’s Army (CPP-NPA) in Sitio Yamot, Barangay Mabato in Ayungon town.

At least 21 people were killed in separate shooting incidents in the second half of July in Canlaon City, Guihulngan City, Ayungon, Siaton, Zamboanguita, and Sta. Catalina.

Not all of these cases, however, were allegedly perpetrated by the CPP-NPA as police investigators are still digging deeper to bring to court those responsible for the crimes amid widespread talks of Martial Law being imposed in the province.

President Duterte announced last week the possibility of a Martial Law declaration in the province based on a recommendation from military and police commanders.

The PTF ELCAC launching is scheduled next week at the Negros Oriental Convention Center in this capital city, Capitol Information Officer Bimbo Miraflor said.

A People’s Dialogue with the Interior Secretary Eduardo Año is set on August 14 while the launching of the PTF ELCAC is on Aug. 15.

Miraflor said Defense Secretary Delfin Lorenzana and National Security Adviser Hermogenes Esperon have been invited to attend the event.

BRP Conrado Yap (PS-39), the former South Korean "Pohang"-class corvette "Chungju" (PCC-762), will serve as the Philippine Navy (PN)'s transition platform for the two Jose Rizal-class missile frigates which are now undergoing construction at the Hyundai Heavy Industries (HHI) shipyard in South Korea.

This was stated by PN spokesperson, Captain Jonathan Zata when asked on how the acquisition of the BRP Conrado Yap will help the Navy in its ongoing modernization programs aside from boosting their numbers.

"She is a welcome addition to the PN’s surface patrol capability and will serve as a critical transition platform for the arrival of the newest Jose Rizal-class frigate next year,"
he said in the message to the Philippine News Agency Monday.


BRP Jose Rizal (FF-150) is expected to be delivered by HHI to the PN by April 2020 while its sister-ship, the BRP Antonio Luna (FF-151) is expected by September of the same year.

Turn-over ceremonies for the BRP Conrado Yap is slated on Monday afternoon at the Jinhae Naval Base, South Korea.

It will be escorted to the Philippines by the strategic sealift vessel, the BRP Davao Del Sur (LD-602), which arrived at the above-mentioned facility last August 2 after attending the Russian Naval Day celebration in Vladivostok, Russia last July 28.

Aside from serving as patrol and training platforms, Zata said the South Korean-donated ship will enhance the PN's anti-submarine warfare capabilities. The ex-"Pohang"-class corvette was formally donated to the Philippines in 2014.

"BRP Conrado Yap will provide the PN (with) that needed anti-submarine warfare capability and an important platform to train officers and sailors on anti-submarine warfare operations. It increases the PN’s firepower since it will be the most powerful ship in the current fleet inventory," the PN spokesperson stressed.

The ship measures 88.3 meters long, with a beam of 10 meters and draft of 2.9 meters while her displacement is at 1,216 tons full load.

BRP Conrado Yap is rated for a crew of 118 personnel and can sustain operational presence for 20 days.

The vessel's combined diesel or gas (CODOG) propulsion configuration of motor transport unit (MTU) diesel engines and LM2500 gas turbine with controllable pitch propellers (CPP) enable the ship to move to a maximum speed of 25 knots to a distance of 4,000 nautical miles.

The ship is armed with two Oto Melara 76mm main guns, a 30mm automatic cannon, anti-submarine torpedoes and variety of sensors, including sonars, and radars.

The ship was named Conrado Yap to uphold the legacy of a gallant Filipino military leader who served in the Korean War as part of the Philippine Expeditionary Forces to Korea.

Yap was a captain in the Philippine Army and considered as the most decorated Filipino soldier during the Korean War.

He posthumously received a Philippine Medal of Valor, the country's highest military honor, as well as a US Distinguished Service Cross, for gallantry in action as part of the Tank Company, 10th Battalion Combat Team, Philippine Army.

Tribal leaders on Monday expressed support to the National Housing Authority’s plan to download PHP60 million to the provincial government of Davao del Norte for the construction of a housing project for indigenous peoples (IP) communities and former rebels.

“Nagpapasalamat po kami sa ganyang tulong dahil po isa yun sa mga rason sa mga isyu na bakit nagrerebelde yung mga tribo — yung kakulangan ng pansin mula sa gobyerno dati (We are thankful for the help because the lack of action from the government before has been one of the issues why tribal communities rebel),” Datu Awing Apuga said in an interview.

Apuga, a former child warrior of the New People’s Army, armed wing of the Communist Party of the Philippines, said development projects have not been able to penetrate into the countryside because communist insurgents are blocking them.

“Importante po yung ganitong housing project doon sa amin, dahil wala pa talagang mga project galing sa gobyerno dahil hindi papayag ang mga NPA na pumasok ang mga project. Ang project na ito ay makakatulong para sa mga taong hindi na magpapagamit sa mga kabilang grupo (This housing project is important because there were no projects entering our communities because members of the NPA would not allow them. This project would greatly help people who decided to refuse the other camp’s narratives),” he added.

Datu Nestor Apas, chief of Langilan Manobo tribe of Davao del Norte, said the project is crucial especially for tribe members who went back to the folds of law after they were deceived by members of the NPA.

“Ngayong binigyan na ng gobyerno ng paraan lalo itong housing, lalong gaganda ang mukha natin sa community. Sana tuloy-tuloy na ito.(Now that the government is doing this through this housing project, our communities will become more beautiful. I hope this continues),” he said.

Apas, however, called on authorities to exercise the principle of Free and Prior Informed Consent by sitting down with tribal chieftains and working hand in hand in the project.

“Kahit galing sa gobyerno yan, magkaron ng pag-uusap. At pinu-push po natin yung free and prior informed consent. Kasi baka ang project mapunta sa kalaban ng gobyerno (Even if it came from the government, there should be dialogues. We are pushing for the free and prior informed consent because the project might go to the enemy of the state),” he said.

Apas also called on members of IP communities in the province to be vigilant against corrupt activities.

“Dapat bantayan din natin, ayaw natin na baka may mag-corrupt sa budget. Ayaw natin yung ganyan. Baka mapunta yung pera doon sa hindi karapat-dapat (We should also be on guard, we don’t want the corruption in the budget. We don’t want that the money is spent to those undeserving people),” he said.

More projects for IPs

Davao del Norte Governor Edwin Jubahib said of the PHP60-million budget, PHP20 million was already downloaded to the province while the remaining PHP40 million will be downloaded anytime this week.

The project would cater to the residents of barangays Sto. Niño, Dagohoy, and Palma Gil in Talaingod.

The provincial government also recently announced to build a road project not later than September this year to provide better services in remote tribal villages.

The planned 20-kilometer road project will connect three IP communities in Barangay Gupitan, Kapalong town, to the rest of the province.

Apuga and Apas were among the eight tribal leaders who went to the United States for a speaking tour aimed at rallying the international community against the CPP-NPA, a terrorist-listed organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

During their US tour, they called on the Filipino community to be vigilant in providing support to groups asking for financial assistance, saying these might be channeled to groups affiliated with the communist armed movement.

The tribal leaders also lodged a formal complaint before the Office of the United Nations High Commissioner for Human Rights and the Permanent Forum on Indigenous Issues (PFII) Secretariat, urging them to launch an investigation into the attacks committed by the CPP-NPA.

A senior official of the US State Department also committed to look into the tribal leaders’ claims of abuses and attacks by the rebel group.

Efforts are now underway to validate reports claiming that terrorists will conduct attacks on targets in the Northern Luzon Command (NOLCOM) area-of-responsibility (AOR).

"On 02 August 2019, we received information that is, up to this moment, being validated by our intelligence operatives. This is about reported possible terror attacks, subject to verification, in named areas in the NOLCOM AOR. For which, a memorandum was written,"
said Armed Forces of the Philippines (AFP) spokesperson, Marine Brig. Gen. Edgard Arevalo, in a message to reporters Monday.

Arevalo was referring to an "alert memo" received by the NOLCOM stating that a "Crusader City" with business centers and "Crusader Churches" in Northern Luzon are being targeted for attack.


"The memo was intended for our intelligence units in the NOLCOM AOR," he added.

While stressing that the document is genuine, Arevalo said the intent for issuing it is primarily for verification as to the reliability of the source and the veracity of the information.

"Our SOP (Standard Operating Procedure) dictates never to take chances by dismissing the information outright or believing it as gospel truth. Because no matter how doubtful or credible (a piece of) information is, we do verification. We have to take, as we have been instituting, appropriate security measures in either case," the AFP spokesperson stressed.

With this development, Arevalo said military intelligence personnel, in cooperation with other relevant government agencies, are vigorously pursuing leads to validate the veracity of the report, deter its occurrence if found true, secure and protect the people, and contain the threat.

"We advise our countrymen to remain calm and continue with their daily and routine activities—never to be stopped or deterred by such unconfirmed report," he added.

Arevalo said the AFP is also urging everyone to be vigilant and actively involved in monitoring and reporting any suspicious people or activities in their communities.

"Terrorism will prosper only if we will let our guards down," he said.

At 97, retired Maj. Maximo Young, one of the few, if not the only living Filipino veteran of three wars – World War 2, Korea and Vietnam – remains strong and healthy despite nearing the century mark.

Young celebrated his 97th birthday with vigor by walking around, smiling and shaking hands with visitors who attended his natal day celebration at the Officers Clubhouse in Camp Aguinaldo on Saturday.

A thanksgiving mass preceded the grand birthday celebration.

During the singing of a birthday song for him, his wife, Mercedes, 68, hugged him to the delight of friends and visitors.

When World War II broke out on Dec. 8, 1941, Young, a cadet at the Philippine Military Academy (PMA,) joined the Filipino forces to fight the Japanese, who invaded the Philippines. He was 19 at that time.

As a guerrilla fighter, Young demonstrated his bravery fighting the Japanese.

At one instance, Young almost got killed when a boat of the guerrillas carrying supplies was intercepted and sank by the Japanese in the Visayan Sea.

He evaded being captured by swimming to the shoreline.

Following the surrender of Japanese forces in 1944, Young continued his military career as a lieutenant of the Philippine Army.

Six years later, when the Korean War broke out on June 25, 1950, Young volunteered to join the Philippine Expeditionary Force to Korea (PEFTOK) to fight the Chinese and North Korean communist forces who invaded South Korea.

As a tank commander of the 10th Battalion Combat Team (BCT) of PEFTOK, Young and his troops fought the Chinese and North Korea troops in a two-day close-quarter fighting in what is now known as the Great Battle at Yultong, stopping the enemy from entering South Korea.

It was at Yultong that Young and his troops showed the Filipino gallantry in combat against all odds.

For his heroic action Young was awarded the “Taegeuk Medal”, the highest military award of South Korea given to a soldier for bravery in combat.

Another Filipino trooper who was awarded posthumously the same medal was Capt. Conrado Yap, who was killed during the Battle at Yultong, after he refused to leave his men and courageously fought single-handedly against the Chinese and North Korean forces.

The fighting in Korea ended in 1953 with a divided Korea, with the South as a democratic country and North a communist-ruled nation to date.

The dividing line is called the Demilitarized Zone (DMZ).

In 1966 when the Vietnam War erupted, Young found himself in South Vietnam as a military advisor of the South Vietnamese government.

Though he did not fight in Vietnam, he witnessed at close range the heavy fighting in that once war-torn country.

During his 97th birthday bash, Young thanked God for a long life, surviving World War II, Korean War and the Vietnam War without injury.

At age 97, Young looks younger at 70 as he walks without a cane, reads without reading glasses and most of all, plays badminton regularly to keep him fit and young, connoting his family name.

He and his wife are blessed with eight children with the same number of in-laws and 27 grandchildren.

In greeting Young, retired Lt. Gen. Nesty G. Carolina, administrator of the Philippine Veterans Affairs Office (PVAO), said that he will pray that Young would reach the age of not only 100 but 123 years old.

With his good health, Young may reach that age with God’s blessings, nothing is impossible.

The Philippine Air Force (PAF) on Monday announced that it has deployed a Bell UH-1 "Super Huey" to conduct aerial-search operations over the Iloilo-Guimaras Strait, where three motor bancas have capsized Saturday due to inclement weather, drowning more than 20 people.

Major Aristides Galang, PAF spokesperson, said the "Super Huey" with tail number 890 and carrying pararescue personnel will operate alongside the Philippine Coast Guard (PCG).

The aircraft is from the Air Force's 505th Search-and-Rescue Group.

Aside from the helicopter, the PAF's Tactical Operation Group-6 in Iloilo has also provided KM-450 and M-35 trucks to help ferry survivors from Parola Wharf to Lapuz Port in Iloilo City.

Galang added that as of 8 a.m., PAF units over the Guimaras Strait has spotted a victim on the waters, who was later retrieved by the PCG.

The victims was later identified as Romeo Baguio, Sr., one of the passengers of the ill-fated bancas, and was taken to the West Visayas Medical Center, Iloilo City.

The first batch of Special Action Force (SAF) troops assigned to help the local police in anti-criminality and internal security operations, following the spate of killings in Negros Oriental, has arrived in the province.

“A part of the SAF contingent is already there, that is one company or around 60 to 80 members. They are now in Negros Oriental and additional troops will be deployed,”
Philippine National Police (PNP) spokesperson Brig. Gen. Bernard Banac told reporters in a press conference in Camp Crame on Monday.


Banac said the PNP maintains its stand that placing the said province under martial law is not necessary.

"On the part of the PNP, we continue our enforcement of the law as well as maintenance of peace and order. For now, everything is going back to normal, including the situation in Negros Oriental. Our police officers continue to secure the area but assessment of the local executives may say otherwise,” Banac said.

“For now, we cannot say or recommend the declaration of martial law because we know that we are in control of the situation. The assessment of the political leaders there, though, maybe different. We are just basing everything on our data and based on this, we are in control of the situation," he added.

Banac said PNP chief, Gen. Oscar Albayalde awaits for the report from the Directorate for Investigation and Detective Management (DIDM) which conducted an investigation on the killings.

Meanwhile, six members of the communist rebels, who were allegedly involved in the killing of the four cops in Ayungon in Negros Oriental, have been arrested.

Those arrested were identified as Victoriano Bangala Anadon Jr., Edmar Acibo Amaro, Jojo Torres Ogatis, Danny Harold Tancinco, Ronnie Herebias and Marlon Basalo.

According to sacked Negros Oriental Police chief Colonel Raul Tacaca, Anadon was arrested in the said town on July 19, a day after Police Corporal Relebert Beronio, Patrolman Raffy Callao, Patrolman Ruel Cabellon, and Patrolman Marquino de Leon were tortured and killed in front of the residents in Barangay Mabato.

Anadon was among the six identified persons, along with Jonathan Baldivino, Rengie Anadon Baluhabo, Gelie Anadon Ebedo, Joseph Torres Ogates, Jelly Anadon Ebedo who were charged of four counts of murder and theft in connection to the killing of the policemen.

The others implicated in the said charges were identified as John Does.

The charges stemmed from the information coming from the witnesses—the residents present during the killing.

On July 31, Tancinco, Herebias and Basalo were arrested after their motorized banca docked in Badian town in Cebu.

Police Regional Office (PRO) 7 Chief Brig. Gen. Debold Sinas said the three, who admitted involvement in the execution of the policemen, went to Cebu to hide.

They were charged with illegal possession of firearms and explosives after they yielded .38 caliber revolver with four live ammunition, two rifle grenades one .45 caliber firearm, one .38 revolver, 10 live ammunition, two 40MM M203 ammunition and a hand grenade during their arrest.

On August 3, Ogatis and Amaro were arrested in a joint police-military operation in Sitio Yamot and Sitio Sook, both in Barangay Mabato, respectively.

Sinas said cases have already been filed and persons of interests have been identified in the recent series of shooting incidents.

“Just like in any other cases outside the province, crimes are committed, that’s why the police are investigating and gathering pieces of evidence for the filing of charges in court and that is what we are doing. I don’t know why the same is being presented as a very big crisis when the situation is very manageable on the point of view of the police,” he stressed.

While Sinas said there is nothing extraordinary in the shooting incidents in Negros Oriental, the recent spate of killings include the summary execution of the four policemen, the killing of ex-Ayungon Mayor Edsel Enardecido, the two Bayawa siblings, the killing of the barangay captains in Buenavista, Guihulngan City and Panubigan in Canlaon City, and that of Canlaon City Councilor Ramon Jalandoni.

He said police authorities are doing everything in responding to these situations, such as random checkpoints conducted, implementation of municipal and city ordinances, and the imposition of a curfew on minors, among others.

Bureau of Immigration (BI) intelligence agents have arrested three Pakistani nationals caught working in the cities of Zamboanga and Isabela, Basilan without work permits and visas.

Zada Rahim, Ali Sajid, and Muhammad Salim.


Operatives from the BI’s Mindanao intelligence task group (MITG) arrested Zada and Ali July 8 at the Buner Appliances Store in Zamboanga City, while Muhammad was apprehended July 10 in the store’s branch in Isabela.

The Pakistanis were employed as cashier and helpers.

It was learned that two of the aliens were found in the same establishment in Zamboanga City where a Pakistani named Waqar Ahmad was arrested by BI agents in June for the same offense.

Military intelligence authorities tagged Ahmad as a possible member of the Dawah Islamiyah Group allegedly behind terror attacks in Basilan.

Immigration intelligence officer Melody Gonzales, BI-MITG head, said it was Ahmad who tipped off her team about the presence of the other Pakistanis.

“We later confirmed that they are only here as tourists and do not have the appropriate travel papers,” Gonzales said.
