The Philippine Army (PA) is expected to receive 20 new Israeli defense manufacturer Elbit Systems Land Sabrah ASCOD (tracked) light tanks which are expected to greatly enhance its armor capabilities.

In a message Thursday night, Col. Xerxes Trinidad, PA spokesperson, said these armored vehicles are part of the Army's Light Tank Acquisition Project under Horizon Two of the Revised Armed Forces Modernization Program (RAFPMP).

"As part of the Light Tank Acquisition Project under the Horizon 2 of the Revised AFP Modernization Program (RAFPMP), the 20 units of Sabrah ASCOD (Tracked) Light Tanks are expected to be delivered this year," he said.

Meanwhile, another 10 Sabrah PANDUR II (Wheeled) light tanks, are scheduled to be delivered by 2023.


Asked how these light tanks will be organized once they are delivered, Trinidad said these vehicles will comprise the planned 1st Tank Battalion of the PA Armor Division.

"These armored vehicles are mounted with 105mm cannons. As to their organization, the tanks will be organic to the proposed activation of 1st Tank Battalion of the Armor Division to compose the first modern light tank fleet of the PA," he said.

The contract is worth around PHP9.4 billion and was acquired via government-to-government mode.

President Rodrigo Duterte urged the Communist Party of the Philippines (CPP) and its armed wing, the New People's Army (NPA), to allow the government to operate amid the pandemic and calamities.

"I am directing this [message] to the Communist Party of the Philippines. This time of our national life, we are having a serious problem. If you cannot cooperate, if you cannot help, then, maybe you can stand aside and allow the government to operate," Duterte told the CPP-NPA during his prerecorded Talk to the People aired Thursday night.

This, after Duterte received reports that the NPA terrorists continue to extort the people's cash assistance from the government

"Kasi yung ayuda ng gobyerno, balita ko lang pinupuntahan ninyo (I heard that you are going after the assistance from the government)," Duterte said. "That's stupid, tulong yan sa kapwa tao, maghingi lang kayo maski PHP500. Okay na iyan, huwag niyo na kunin ang lahat ng pera ng tao (that's assistance for the people, you can ask them PHP500. That's fine, but don't take all their money)."

Duterte offered the communist groups to partake in the government's program for the sake of the people on the ground.

"I assure you if you give us an advance notice that you are going down to participate in these people who are offering their services. Tutal magbayad man ako. Magtulong kayo. Tapos pagkatapos niyan (Since I will pay you. You will help. After that) I can also guarantee that you can go back to your unit and fight another day," he said.

The President said he will "graciously" welcome the communist groups who will help the government and even offered them a visit to Malacañang for a coffee treat.

"Pero kung pababain ko kayo kasi magtulong kayo, eh okay masyado. Pagkatapos niyan magkape pa tayo dito sa aking opisina so that makita ninyo yung palasyo ng tao (But if you will go down because you will help, that's much better. And then let's have a coffee here in my office so that you can see the Palace of the people," he said.

Duterte noted the communist terrorist groups have "considerably" reduced in number as the military and police forces have successfully dismantled their guerilla fronts.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

Residents in different communities of Carmen, Surigao del Sur have condemned the communist New People’s Army (NPA) for harassing soldiers and civilians during the conduct of preemptive evacuation in the town due to Typhoon Odette.

During the first virtual press conference conducted by the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) on Monday, Carmen Mayor Jane Plaza said the people of the town have condemned the NPA rebels for the attack last December.

“We condemned the rebels for the attack. All of the barangays in Carmen and the municipal government have already declared the NPA rebels as persona non grata since 2019,”
Plaza said.

Included in the declaration of persona non grata are the legal fronts of the Communist Party of the Philippines (CPP), she added.


On Dec. 15, 2021, government troopers, in coordination with the local government unit of Carmen, were conducting preemptive evacuations in preparation for the landfall of Typhoon Odette in Barangay Esperanza when fired upon by the NPA rebels.

The soldiers managed to escape unharmed during the attack but two civilians who were onboard a single motorcycle who happened to be at the ambush site were wounded by the NPA insurgents.

The pick-up truck used during the preemptive evacuation was also burned by the insurgents.

The wounded civilians were declared safe after treatment in a medical facility in the area.

Not only during calamities, but the NPA rebels also harass civilians during the rollout of barangay development projects in the town, the mayor pointed out.

Plaza cited some incidents last year in geographically-isolated and disadvantaged areas (GIDAs) in the town where residents who were doing a cash-for-work program were pestered by the burst of gun fires intentionally done by the NPA insurgents.

“The NPA rebels don’t want these development projects in our GIDA areas. They scare the people and we are saddened by these incidents,” Plaza said.

She added that the local government of Carmen will continue to implement development projects in barangays to finally end the terrorism of the NPA insurgents.

"As for LGU-Carmen po, patuloy kaming gumagawa ng programa, lalo na sa aming mga GIDA (Geographically Isolated and Disadvantage) areas para tuluyan na itong mawala, itong mga teroristang grupo na nandudoon, dumadaan at bumibisita pa rin kahit na hindi na po sila welcome ng mga tao; nagpapakita at nagpaparamdam pa rin po sila. Pero hindi po kami tumitigil sa aming mga efforts po para sa ELCAC," Plaza added.

The NPA rebels, she pointed out, are no longer welcome in the communities in the town of Carmen.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Anti-Terrorism Council also formally designated the National Democratic Front as a terrorist organization on June 23, 2021, citing it as “an integral and separate part” of the CPP-NPA that was created in April 1973.

DATU PIANG, Maguindanao – Mayor Victor Samama here believes he was the target of the series of harassments, which included a strafing and grenade explosion, that hit this town on two separate occasions.

“These could be the handiwork of my political opponents,” Samama told reporters here Monday.

A member of the Barangay Peacekeeping Action Team (BPAT) manning a coronavirus disease 2019 control point in Barangay Poblacion was injured when gunmen strafed his location last Friday night.

The mayor said the BPAT detachment, which was near his home, was attacked by gunmen on Friday with the bullets hitting his vehicle parked nearby.

On Saturday night, he said a rifle grenade attack also hit a house near his home at the town proper.

Colonel Jibin Bongcayao, Maguindanao police director, said an initial investigation showed that the strafing and rifle grenade attacks appeared to be directed toward the house of the mayor.

Bongcayao has appealed to the town residents to help the police prevent violence by providing timely and accurate information about lawlessness, especially the carrying of guns by unauthorized individuals.

It was a dream come true for Erham Awaluddin, then a construction worker in Patikul, Sulu, to become a soldier.

Unknown to Awaluddin, his effort by risking his life as a first responder in the July 2021 C-130 “Hercules” plane crash would help him fulfill his dream to be a member of the military.

The C-130 plane with tail number 5125 crashed in Sitio Amman, Barangay Bangkal, Patikul on July 4, 2021 while about to land at the Jolo airport coming from Laguindingan airport in Cagayan de Oro City.

At least 53 people, including 50 soldiers, died during the incident.

Awaluddin caught the nation's attention after a photograph of him assisting a crash survivor (later known as PFC Ganney C. Ligayan) circulated all over the Internet.

Awaluddin and his companion, who owns a motorcycle, rushed to the crash site when they saw the C-130 plane crash while working on a road concreting project in Barangay Bangkal, Patikul.

“We did not mind the danger even though we can hear bullets exploding. We just wanted to help,” he recalled.

Two days after the C-130 air mishap, officers of the 11th Infantry Division (11ID) recognized Awaluddin in the queue of applicants about to take the Armed Forces of the Philippines (AFP) Service Aptitude Test at the Mindanao State University - Sulu.

From then on, the 11ID officers guided Awaluddin throughout the application process.

In recognition of their bravery, all C-130 first responders were given medals and certificates on July 15, 2021.

It was also during the occasion that Maj. Gen. William Gonzales, 11ID commander, personally assured Awaluddin that his heroic actions would have merit in his application to be part of the Philippine Army.

The 22-year-old Awaluddin and 298 other individuals officially joined the ranks of the 11ID soldiers as privates when they took an oath of special enlistment on Dec. 9, 2021.

This February, Awaluddin and his batchmates are set to undergo Basic Military Training at the 11th “Mastal” Division Training School in Camp Bud Datu, Barangay Tagbak Indanan, Sulu.

Meanwhile, he and his batchmates are getting a taste of military life in performing a dozen of Army exercises and road runs, and undergoing lectures and on-the-job training at various offices inside the camp.

“I thank all the people who helped realize my dream to become a soldier and to those who expressed beautiful words for my efforts as first responder,” he said in a statement Saturday.

“I will not put to waste the opportunity given me, I will try my very best to be a good soldier,” he said, adding, “I will help my mother.”

On Thursday, Ligayan and Awaluddin shared light moments over cups of coffee and “junay” (a local rice cake delicacy) at Camp General Teodulfo Bautista, home of the 11ID in Barangay Busbus, Jolo, the capital town of Sulu.

MIDSAYAP, North Cotabato – Military and local officials here have welcomed the surrender of 14 members of the extremist Bangsamoro Islamic Freedom Fighters (BIFF) who all wished to live peaceful lives once more, military officials said Saturday.

Lt. Col. Edgardo Vilchez, 34th Infantry Battalion (IB) commander, said
the BIFF group surrendered before them Friday afternoon at their headquarters in Barangay Salunayan.

“Twelve of the BIFF combatants were adults while two were minors,” he said.

Vilchez, who presented the BIFF batch to Col. Jovencio Gonzales, 602nd Infantry Brigade commander, during the surrender rites, said the group also turned in seven high-powered firearms that included an M-16, a Garand, and M14 rifles, two .50-caliber modified Barret sniper rifles, a 7.62mm modified sniper rifle, a .45-caliber pistol, and various ammunition.


In a statement Saturday, Maj. Gen. Juvymax Uy, the Army’s 6th Infantry Division commander, lauded the efforts of the 34IB and the local government of Midsayap for the facilitation of the rebels’ surrender.

“This is part of President Rodrigo Duterte’s marching order and the 6ID, together with the Joint Task Force Central, is dedicated to achieving this (surrender of rebels),” Uy said.

Gonzales, meanwhile, noted that Friday’s submission of 14 BIFF fighters was preceded by the surrender of another BIFF member on Thursday before 34IB officials.

“Hopefully this realization amongst the ranks of the BIFF and Dawlah Islamiya will continue,” Gonzales said.

Uy reiterated that the 6ID will not stop pursuing violent extremists who refuse to peacefully surrender.

The death of the most wanted leader of the New People’s Army (NPA) is a major blow to the communist group and left a huge void in their ranks, the Eastern Mindanao Command (Eastmincom) said Friday.

In a statement, Lt. Gen. Greg Almerol, commander of Eastmincom, said
the death of Menandro Villanueva alias Bok was a major breakthrough as it will take the NPA some time to replace him. Villanueva was killed by government troops in an encounter at Barangay Libudon, Mabini, Davao de Oro on Wednesday evening (January 5).


“It will take the NPA some time to replace a seasoned leader as Villanueva. As a result of this, we expect more communist terrorists to either yield to the troops or continue to suffer defeats under an inexperienced leader in the coming days," Almerol said.

Villanueva was the longest-serving secretary of the NPA's Southern Mindanao Regional Committee (SMRC) and currently, the secretary of Komisyong Mindanao (KOMMID), commanding officer of the NPA’s National Operations Command (NOC), and member of the POLITBURO of the Central Committee of the Communist Party of the Philippines (CPP).

Villanueva is one of the founding members of the NPA in Mindanao during the 1970s together with Edgar Jopson. During his student years in Ateneo de Manila, he was an activist under the Kabataang Makabayan (KM) and went underground when Martial Law was declared.


Almerol lauded the troops for the accomplishment and the sacrifices of each member of the Eastmincom.

"Setting aside our personal desire and time with our loved ones during the holidays, our soldiers made sure that mission accomplishment is paramount at all times," he added.

Justice

For Jeaciell Ayuban, a wife of a slain Citizen Armed Force Geographical Unit (CAFGU) personnel, Villanueva's death has brought justice to civilians whose lives were ended by the atrocities of the communist group.

In an interview with Philippine News Agency (PNA) on Friday, she said upon hearing the news of Villanueva’s death, she had a feeling of relief as it gives justice to her husband.

“I am very happy that the death of my husband was finally given justice,” she said in vernacular.

She recounted how her husband, Jeymar, suffered under Villanueva as he was shot point-blank in Barangay Cabuyuan in Mabini, Davao de Oro six years ago.

“Until now, we really don’t have an idea why he killed my husband. During also that time, Bok and his group killed several members of CAFGU,” Ayuban said.

She added that when they were about to file a case against the NPA, the lone witness refused to testify and even flew to Manila.

However, she disclosed that Jeymar joined the military troops in an encounter in Pantukan, Davao de Oro which she believed prompted the communist group to retaliate.

“It’s been six years and the pain they caused me and my three children are unexplainable,” Ayuban added.

Meanwhile, Rudy Medado, also from Barangay Cabuyuan, said his brother also suffered from the barbaric acts of the NPA headed by Villanueva.

“They killed my brother and they put a sign in his dead body saying he committed a crime against the party [NPA],” he told the PNA.

He recounted that on Nov. 29, 2020, his brother who is a farmer was abducted in his house by members of the NPA.

“They tortured him and mercilessly killed him,” Medado said.

“We will no longer fear now. Their [NPA] presence are no longer found in our area because the soldiers are securing our place and we thank them for their efforts,” he added.

As of press time, the Eastmincom has already neutralized 17 top NPA leaders and tallied 545 surrenders in 2021.

The Commission on Elections (Comelec), Philippine National Police (PNP), and the Armed Forces of the Philippines (AFP) will convene on Saturday to officially activate the Provincial Joint Security Control Center (PJSCC) in preparation for the May 9 national and local elections.

City election officer, lawyer Ian Macaraya, spokesperson of the Comelec in Negros Oriental, said this will be the first in a series of meetings as the election period officially starts on Sunday, January 9.

Security matters will take center stage during the meeting, with both the police and the military presenting their respective security plans, Macaraya said.

“The PNP and the AFP are the ones in charge of security and we are expecting them to present in the meeting problems as well as recommendations to ensure the safety of the people and the maintenance of peace and order during the election period and afterward,” he said in mixed English and Cebuano.

Aside from the police and military commanders, election officers from the different towns and cities and the provincial election supervisor, lawyer Eddie Aba, are expected to attend the meeting.

Important provisions of the Omnibus Election Code, as well as election-related guidelines, will also be tackled, Macaraya said.

Apart from the Comelec gun ban that will also officially start on January 9, another prohibition by the poll body is the movement, transfer, re-assignment, or hiring of government employees, he said.

Unless otherwise authorized by the Comelec, government agencies, offices, and other entities are covered by this prohibition, he added.

Meanwhile, police provincial director Col. Germano Mallari said they have also activated the Provincial Election Monitoring Action Center (PEMAC) in Negros Oriental, in collaboration with the AFP and other agencies, for the sharing, validation, and counter validation of information relative to the elections.

More than 2,000 members and staunch supporters of the New People’s Army (NPA) surrendered in Leyte, Southern Leyte, and Biliran provinces in 2021, stalling the rebel group’s attempt to recruit new members in these provinces.

The majority of the surrenderers were members of the NPA’s front organizations, tasked to support their armed struggle in these three provinces.

The surrenderers were from Carigara, Ormoc City, Hilongos, Mahaplag, Abuyog, Leyte, Baybay City, and Tacloban City in Leyte; Sogod, Bontoc, and San Juan in Southern Leyte; and Culaba, Caibiran, Cabucgayan, Biliran, Naval, Almeria, and Kawayan in Biliran province.


Brig. Gen. Zosimo Oliveros, Philippine Army 802nd Infantry Brigade commander, lauded local government officials and former rebels for facilitating the surrender of NPA allies in these provinces.

"The return to the fold of the law of the Communist Party of the Philippines (CPP)-NPA- National Democratic Front (NDF) party members, white area operatives, and mass members is a clear sign that the people have gone sick and tired of the lies and deception of the communist terrorist group,” Oliveros said in a phone interview on Friday.

As mass supporters, residents served as contacts and couriers where they provide and facilitate the procurement and delivery of supplies, food, and medicines.

Mass surrender

The most notable mass surrender was held on November 26 when 186 NPA supporters in Carigara town formally cut their ties through a ceremony held at the town’s gymnasium.

The event was witnessed by members of the regional and local Task Force to End Local Communist Armed Conflict (ELCAC).

Among the surrenderers was 24-year-old Jonnel Anos, the lone NPA fighter among those who yielded that day.

Traumatized by clashes with soldiers in the outskirts of Hilongos, Leyte, sleepless nights, and hunger, Anos decided to return to his family in December 2018.

"We were told that the fight is for the welfare of the poor, but I realized that it's all about their propaganda," Anos of Canlampay village here said during an interview with the Philippine News Agency (PNA) on November 26.

The NPA persuaded him to join as a combatant when he was 20 years old in 2017.

In Tacloban City, where NPA front organization members usually converge to hold anti-government demonstrations, 152 supporters formally turned away from the group in a ceremony on December 13.

They all belonged to groups affiliated with the Kilusang Mayo Uno (KMU), a group linked to the CPP-NPA.


One of them was Napoleon Escalona, 54, who realized that he was deceived by the CPP-NPA for the past 10 years.

He was convinced to join the NPA-affiliated group when his 20-year-old son died at work due to an accident – sacks of cement buried him alive.

"We were made to believe that laborers like us are oppressed and undesirable. They took advantage of our vulnerable situation. Usually, the NPA mobilized us to conduct rallies, especially during the demolition of houses of poor families," Escalona, former chair of labor group Katrabaho, said when interviewed during the ceremony.

NPA combatants who yielded to authorities received financial assistance from the government through the Enhanced Comprehensive Local Integration Program (ECLIP).

The amount ranged from PHP25,000 to PHP75,000, with additional compensation for every firearm that was turned over.

Those front members who cut ties with the NPA have been formed into integrated peace and development workers association. They have been prioritized for livelihood assistance and skills training from the government.

Zero recruitment

Maj. Gen. Edgardo de Leon, commander of the Philippine Army’s 8th Infantry Division, said the number of surrenderers among regular NPA members has been increasing since the formation of task force ELCAC, both at the national and local levels, three years ago.

"With the disaffiliation of their supporters, the NPA finds it hard to find new recruits if their members are killed, captured, or surrendered. The zero recruitment in several villages has weakened their organization in the region," de Leon said in a press briefing here on December 14.

The zero recruitment is a result of the "soft approach" where various government agencies ensure the delivery of basic services to vulnerable communities.

"People join the NPA not because they are poor but because of the propagation of hatred against the government by the communist terrorist group," he said. "If they see that services are available in their communities, the NPA will fail to stir hatred against the government."

The CPP-NPA, which has been waging a five-decade armed struggle against the government, is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

COTABATO CITY – A manhunt is underway against two men who shot and seriously injured a village chairperson and his companion while they were praying inside a mosque here on Thursday night.

Maj. Rustom Pastolero, city police Station 2 commander, identified the victims as Chairman Amil Sula, 45, of Barangay Rosary Heights 5; and former village councilor Abner Ampaun, 39.

“Both sustained gunshot wounds in their bodies,” Pastolero said

Sula was praying at 7:10 p.m. inside the mosque along 2nd Road, Don E. Sero Street in the village when the gunmen barged inside and opened fire using high-powered weapons.

Ampaun, who was near the official, was also hit in the barrage of gunfire.

Residents claimed several other men praying inside the mosque have sustained minor injuries.

Initial police investigation showed that two motorcycle-riding in tandem assailants with facemasks and hooded jackets arrived and went inside the mosque then fired at the village official.

Pastolero said the gunmen sped away while the victims’ relatives rushed them to the hospital.

Police investigators recovered at the crime scene empty shells for a .45 caliber pistol and an M16 rifle.

“We are still investigating what triggered the shooting, who was behind it, and the possible motive,” Pastolero said, adding that he was uncertain whether the shooting was due to “rido” (family feud) or not.

He said probers are also gathering information to determine if the incident was work-related.

After a series of neutralization of leaders of the New People’s Army’s (NPA) Southern Mindanao Regional Command (SMRC), an official from the 10th Infantry Division (10ID) said the communist organization is on the "brink of collapse."

Capt. Mark Anthony Tito, the spokesperson of the 10ID, in an interview over SMNI's "Laban Kasama ang Bayan" program on Thursday, said the SMRC is one of the strongest units of the NPA but if fully dismantled, all other units of the NPA across the country will also crumble.

“It is the start of the end of the reign of NPA not only in the Mindanao but all over the country. They are already on the brink of collapse,”
he said.


Among the SMRC leaders neutralized by government troops were Jorge Madlos, also known as Ka Oris, commander and spokesperson of the NPA’s national operations command and spokesperson of the National Democratic Front (NDF) in Mindanao; Anna Sandra Reyes alias Kaye Secretary of the Regional White Area Committee under SMRC; and Menandro Villanueva alias Bok, the longest-serving Secretary SMRC.

Villanueva, Tito said, belonged to the top NPA leaders operating the country led by its founder Jose Maria "Joma" Sison and followed by Benito Tiamzon and his wife, Wilma Austria-Tiamzon.


“These neutralizations have a very huge impact in the overall operation of the Communist Party of the Philippines (CPP)-NPA,” Tito said, adding that the Communist Party of the Philippines (CPP)-NPA in Mindanao has only three guerilla fronts remaining and is bound for collapse this year.

“We have achieved the given timeline of President Rodrigo Roa Duterte and currently we are now pursuing Eric Casilao alias Wally/Elian also a high-ranking member of the SMRC,” he said.

He assured that Casilao will also be neutralized in due time since he is still in the operation area where Villanueva was neutralized.

“We can neutralize Casilao anytime from now. It might not be easy, but it is very possible as we have proven it with the neutralization of Kaye and Bok,” Tito said.

PRRD’s NTF-ELCAC

Tito said the National Task Force to End the Local Communist Armed Conflict (NTF-ELCAC) under the Duterte administration has a major contribution to the success of the series of neutralization.

The NTF-ELCAC is a task force organized by the government of the Philippines to respond and raise awareness of the ongoing communist rebellion in the Philippines.

It was created to synchronize the utilization of the government's instrumentalities of power with the capabilities of government and private sector stakeholders to finally end the more than 50 years of deceit, lies, and atrocities committed by the CPP-NPA.

“We will not be able to accomplish this without the NTF-ELCAC or the whole of nation approach. The government and the private sector are in unison in achieving peace that is why we have this accomplishment,” Tito added.

He pointed out that Executive Order (EO) 70, which created the NTF-ELCAC, is the backbone of their operations.

EO70 seeks to institutionalize the whole-of-nation approach for collective participation and action in harmonizing government development efforts and services to support, facilitate and pursue the country's peace agenda.

“We are grateful to all our stakeholders for the overwhelming support. We are calling the public to continuously support the programs of the NTF-ELCAC,” he added.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Anti-Terrorism Council also formally designated the National Democratic Front as a terrorist organization on June 23, 2021, citing it as “an integral and separate part” of the CPP-NPA that was created in April 1973.
