Matapos maghasik ng teroristang karahasan sa mga bayan ng Guinobatan, Pioduran at syudad ng Ligao, inaasahang sasaklawin na rin ng mga operasyong Retooled/Modified Community Support Program ang bayan ng Oas. Sa darating na Oktubre 5, unang papasukin ng militar at pulis ang mga baryo ng Badbad, Mayag at Bangyawon.

Dapat tutulan ng mamamayang Oasnon ang militarisasyon ng kanilang mga komunidad. Dapat magkaisa ang taumbaryo, mga barangay official at LGU upang biguin ang atake ng 49th IB at RTF-ELCAC sa atung lupa, buhay at karapatan. Huwag tayong pumayag na kumalat ang karahasan at COVID 19 virus na ngayo’y dinaranas ng iba pang naturang mga bayan sa ikatlong distrito ng Albay.

Tama na naman ang sinabi ni Albay Police Provincial Office Director Col. Primitivo Bayungan: patuloy na kikilos ang mga yunit ng NPA upang biguin ang tangka ng kaaway na ipailalim ang buong prubinsya ng Albay sa teroristang lagim na hatid ng gera kontra-mamamayan ni Duterte at ng NTF-ELCAC.

Nakikiisa ang Santos Binamera Command-Bagong Hukbong Bayan Albay sa pagkundena sa panibagong serye ng pekeng pagpapasuko ng 26 sibilyan sa bayan ng Milagros, Masbate noong Setyembre 23, 2020. Sa naturang aktibidad, ipinagmayabang pa ng Provincial Task Force to End Local Communist Armed Conflict na sa naturang prubinsya umano naitala ang pinakamaraming sumukong rebelde sa buong bansa.

Nakatuntong ang ipinagmamayabang ni Duterte at ng AFP-PNP-CAFGU na pagkaubos ng Bagong Hukbong Bayan sa patung-patong na eskandalo ng kasinungalingang laganap nang umaalingasaw sa publiko. Sariwa pa nga sa publiko ang pekeng balita ng 2nd Infantry Battallion sa tapal-tapal na imahe para sa 306 umano ay sumuko sa Masbate City noong Disyembre, 2019. Nahaharap din ngayon ang pamunuan ng AFP at PNP sa malaking eskandalo matapos alisin ng Facebook ang daan-daang social media accounts na naglalaman ng mga pekeng balita at paninira sa mga progresibong grupo at indibidwal. Inamin din ng mismong direktor ng pambansang ahensya sa paniktik na si Director General Alex Paul Monteagudo na siya ay nagshe-share ng mga fake news sa naturang social media site. Kinailangan pang pagbantaan ni Duterte ang Facebook para lamang pahupain ang paghagulgol ng mga upisyal ng AFP at PNP sa pangyayari.

Sa kabila nito, tigas-mukha pa ring ginagamit ng Joint Task Force Bicolandia (JTFB) at RTF-ELCAC ang mga luma, paulit-ulit at hindi kapani-paniwala nitong mga estilo ng panlilinlang para pagtakpan ang bigong pakana ng kanilang punong kumander na si Duterte na durugin ang rebolusyonaryong kilusan.. Paanong tutugma ang pagtaya ng AFP na mayroon na lamang umanong 4000 kabuuhang pambansang lakas ang NPA sa kahina-hinalang libu-libong bilang pinasuko sa prubinsya pa lamang ng Masbate?

Paulit-ulit na red-tagging, mga gawa-gawang enkwentro, estilong Tokhang nanlaban na pamamaslang sa magsasaka gamit ang mga arrest warrant na walang due process, mga pekeng surenderi, pakitang-taong proyekto at paulit-ulit na paninisi sa NPA: sa ganitong pare-parehong padron lamang sistematikong nilalason at iniinsulto ng AFP at PNP ang dunong at pagsusuri ng mamamayan.

Masahol, pinopondohan nila nang P19 bilyon ang NTF-ELCAC para lamang ipakalat ang ganitong klase ng mga panloloko. Ito ba ang landas ng kaunlarang sinasabi ni Duterte at ng mga pasistang upisyal ng AFP at PNP?

Sa sistematikong pagkalantad ng panlilinlang ng mismong pambansang pamunuan ng militar at pulis, anong katotohanan pa ang maaasahan ng masang Albayano sa mga ipinalalabas na balita ng JTFB at RTF-ELCAC? Walang kredibilidad at hindi mapagkakatiwalaan ang patung-patong na pahayag ng militar kabilang ang nangyaring pamamaslang sa dalawang barangay official sa Batbat, Guinobatan at sa mga sibilyang pinaslang sa Mandaon, Masbate na pinalabas bilang mga NPA. Marami-rami na rin ang mga kasong nalantad ang panloloko ng militar sa rehiyon tulad ng nabunyag na pagpapanggap ng militar na si Joselito Naag bilang umano’y sumuko na NPA dito sa Albay, at ang pagpapatunay ng LGU ng Pandan, Catanduanes na sibilyan ang limang magsasakang pinatay ng militar noong Set. 22, 2019.

Mahalaga ang papel ng midya sa panahon ng malaganap at sistematikong panlilinlang ng rehimen. Huwag tayong matakot at hayaang maging pasibong tagatanggap ng mga pekeng balita at propaganda ni Duterte at ng militar. Tularan ang mga kagawad ng midyang tulad ni Jobert Bercasio na hanggang sa huli’y nanindigan para sa katotohanan at interes ng taumbayan. Pumunta rin tayo sa mga komunidad ng kanayunan at liblib na lugar nito upang alamin ang tunay na mga pangyayari at kalagayan ng masang magsasaka.

Nananawagan ang SBC-BHB Albay sa mamamayang Albayano na higit pang maging mapanuri at mapagbantay. Nasa rurok ng desperasyon ang JTFB. Huwag magpalinlang at hayaang patuloy itong gawing tuntungan ng militar para patindihin ang kanilang pang-aabuso. Sa halip, ilantad at kundenahin bawat kaso ng karahasan at pang-aatake ng militar sa ating mga karapatan. Ipaglaban ang hustisya at panagutin ang AFP-PNP-CAFGU sa kanilang mga pasistang krimen.

Ang mga taktikal na opensiba ng Santos Binamera Command – BHB Albay at iba pang komand ng mga probinsya ng rehiyong Bikol ang patunay sa kabulastugan ng mga “pekeng pagsuko”, lubhang katawa-tawa at tampulan ng kantyaw ng iniinsultong dunong ng masang Bikolano sa tuwinang lumalabas sa midya ang mga ito. Sa patuloy na paglakas ng BHB at rebolusyonaryong pakikibaka, muling matatala sa kasaysayan ng lipunang Pilipino ang panibagong dagundong ng kilusang masang magpapatalsik sa tirano, traydor sa bayan, kurapto, punong druglord at palsipikador ng balita na Panggulong Duterte at mga alipures nito.

Paquibato District, Davao City – Ang Technical Education and Skills Development Authority (TESDA) Region 11 kasama ang 27th Infantry Battalion at nagbigay ng oryentasyon tungkol sa Livelihood Program na bahagi ng EO 70 tungkol sa pagtatanim ng cardava tissue para sa mga pamilya ng katutubong Ata Manabo sa Barangay ng Pañalum sa Distrito ng Paquibato bayan ng Dabaw noong October 2, 2020.



Pinangunahan ni Engr Lorenzo Macapili, Regional Director ng TESDA R11, Director Gilbert Importante, Southern Mindanao Agriculture Aquatic & Natural Resources Research & Development Consortium (SMAARDEC) ng University of Southeastern Philippines (USEP), at ni 1st Lieutenant Eddie Rey Navales, Charlie Company Commander ang oryentasyon tungkol sa pagtatanim ng cardava tissue para sa pamilya ng mga katutubong Ata Manobo na naninirahan sa nasabing lugar. Ang nasabing programa ay dinaluhan ng opisyal ng Indigenous Political Structure (IPS) na si Datu Boyson Anib, na isa ring katutubong Ata Manobo at limampung katutubong Ata Manobo.

Isang mensahe ang ibinahagi ni Engr Macapili para sa mga katutubong Ata, “Naa mi dire karon bahin sa EO 70 na magkahiusa tanan na ahensya sa gobyerno na matabangan ang mga katawhan dire sa inyohang lugar”

Nagpaabot naman ng pasasalamat si Datu Boyson Anib sa ahensya ng gobyerno at sinabi niya “Ang gihatag na pagtagad sa pang gobyerno dili nato sayangan kay kini dakong tabang sa atoang kalamboan ug panginabuhi”.

Bilang tugon, “Sisiguraduhin ng inyong kasundaluhan ng 27th IB na tutulong kami at susuporta sa mga programa ng ahensya ng gobyerno upang maihatid ang serbisyo para sa mga mamayan at komunidad ng Distrito ng Paquibato, Bayan ng Dabaw”, pahayag ni Lieutenant Navales.

LUPON, Davao Oriental — A 5-day Law Enforcement, Territorial Defense and Disaster Response training and capacity building was held for our Indigenous People (IP) communities in one of the Hinterland Barangay in the town of Lupon.



Thirty five (35) volunteers from Sitio Banhawan, Purok upper Polia, Purok lower Polia and Purok Seniorita while twenty eight (28) volunteers from Sitio Tiombocan, Purok Matigdao, Purok Bislong and Purok Cabugayan have actively participated during the conduct of the said training that was held at Sitio Banhawan and Sitio Tiombocan respectively.

This activity is part of ‘Oplan Marayag’ under Governor Nelson Dayanghirang’s Executive Order (EO) 13 and PRRD’s EO 70 that aims to empower and equip our communities with knowledge and skills necessary for their security and survival in any form of disasters especially those in Geographically Isolated and Disadvantaged Areas (GIDA).

Col Krishnamurti Mortela, the newly installed Brigade Commander, Lt. Col. Alexander D Banatao, Commanding Officer of the 28th Infantry Battalion together with Representatives from the Provincial and Municipal Local Government Units and some Government Agency heads graced the closing ceremony and congratulated all volunteers as they completed the 5-day training.

The Barangay Local Government Unit of Marayag headed by no less than Punong Barangay Helen Manggob and the Municipal Indigenous People’s Mandatory Representative (IMPR), Hon Gregorio Manggob and Barangay IPMR, Hon Joselito Lemindog, expressed their heartfelt gratitude to the people behind the success of this activity.

The genuine intention for peace and collaborative efforts of all stakeholders especially the local communities will greatly contribute in the Task Force’s purpose in Ending Local Communist Armed Conflict in the Province of Davao Oriental.

Guipos, Zamboanga del Sur — The San Miguel Municipal Task Force to End Local Communist Armed Conflict (MTF-ELCAC) conducted the Ceremonial Groundbreaking of its ELCAC projects and a Handog Serbisyo Caravan Friday, October 2, 2020 in Barangay Concepcion, San Miguel, Zamboanga del Sur province.



The construction of Concepcion farm-to-market road (FMR) and Brgy. Concepcion Covered Court, sourced from local fund, will be realized through the efforts of the Municipal Government of San Miguel led by Hon. Mayor Martinez, Army’s 53rd Infantry Battalion led by Lt. Col. Jo-ar Herrera, and Army’s 547th Engineer Battalion led by Col. Emerito Pineda.

The 303-meter FMR and Covered Court, which was sourced from local fund, will benefit 601 residents in an around Barangay Concepcion.

In his message, Army’s 1st Infantry Division Assistant Division Commander Brig. Gen. Bagnus Gaerlan calls for understanding and participation between and among the government agencies and the locals in addressing the communist armed conflict.

“Barangay Concepcion’s infrastructure projects will only be a success with the common understanding, participation, and the combined efforts of everyone involved,” said Brig. Gen. Gaerlan.

Zamboanga del Sur’s 2nd District Representative Hon. Leonardo “Jun” Babasa Jr. also encouraged the NPAs still in the hinterlands to return to the folds of law and avail of the government programs and initiatives.

Also, San Miguel mayor and MTF-ELCAC Chairperson Hon. Angelito Martinez II reiterates that ELCAC projects are for the people and are symbols of good governance.

“These projects are not for us— these are for you, your sons and daughters, and the following generations after them— so they will remember what good governance looks like,” said Hon. Martinez.

A Handog Serbisyo Caravan was also conducted which included free haircut, Operation Tuli, bloodletting, and free medical checkup.

Camp Melchor F Dela Cruz, Upi, Gamu, Isabela- Through the successful implementation of the Community Support Program (CSP) facilitated by the 5th Infantry Division, Philippine Army, the Department of Agrarian Reform (DAR), Department of Public Works and Highways (DPWH) and Provincial Government of Isabela assisted residents to address their primary issues and concerns.



4,687 Certificate of Land Ownership Award were given to 3,715 Agrarian Reform Beneficiaries (ARBs) in 25 municipalities in the said province with 5, 729 total land area. Water pumps worth of P57,776.00 was also awarded including P6.9M worth of various farm inputs and P2.5M worth of tractors to the beneficiries.

DAR Secretary John Castriciones acknowledged the efforts and importance of the farmers in the country. “We express our appreciation to our farmers bringing food to our tables.”

Meanwhile, the DPWH completed the construction of bridge worth of 50 million pesos in Benito Soliven, Isabela connecting the Barangays of Andabuen, Ara, Capuseran, Guilingan, Balilao and Nacalma. The bridge was implemented under the “Tulay ng Pangulo para sa Repormang Agraryo” project benefits 1,574 ARBs to easily transport their agricultural products from farms to markets and other trading centers.

The bridge serves as an access to increase economic activities in the province of Isabela particularly in the municipality of Benito Soliven. The residents now have an easy access to transport their farm products and buy products in commercial areas.

Said services and projects were delivered to respond to the CSP identified primary issues which includes land reform and road access to transport farm products.

BGen Laurence E Mina PA, Commander of 5ID, lauded the unified efforts of the Command, the different government line agencies and the Provincial Government of Isabela centered towards people welfare.

He reiterated the importance of the Community Support Program in identifying issues in the communities particularly in the conflict affected areas.

“The projects and services provided for the public is a testimony of the government’s desire to address people’s concerns. United in action, the different government agencies together with the security forces will continuously work hand in hand for the benefit of the people.”

BUENAVISTA Agusan del Norte – The 23rd Infantry (Masigasig) Battalion facilitated the provision of medical care and assistance to three (3) pregnant former rebels (FRs) and thirty (30) children of former Communist New People’s Army Terrorists (CNTs) through the medical services activity held at the battalion headquarters at Jamboree Site, Purok 6, Barangay Alubihid, Buenavista last Friday afternoon, October 2, 2020.





The medical activity, which included free deworming, immunization and pre-natal check-up was conducted in partnership with the members of Barangay Health Workers (BHWs) of Alubihid headed by Ms. Jasmine Millagracia, the barangay nurse.

The success of the activity was also made possible through the collaboration of the Department of Social Welfare and Development (DSWD) and the local government unit (LGU) of Buenavista who are part of the implementation of the Enhanced Comprehensive Local Integration Program (ECLIP) of the government.

The said health activity is among the regular programs being done by the 23rd IB to monitor the health situation of the FRs, including their children at their half-way house called “Happy Home” inside the battalion headquarters. It is also aimed to protect the FRs and their families from the threats of the coronavirus disease 2019 (Covid-19).

Alias “Jannah”, a pregnant FR was among the beneficiaries of the medical activity who thanked the Army and the government for providing them and their children the much-needed health interventions.

“Dili gyod masukod ang kalipay nga among gibati karon. Wala gyod ko nagmahay nga nibalik ko sa sabakan sa atong gobyerno. Ni surrender ko nga buros. Sa una, nagtuo ko ug nahadlok nga pasagdan ra ko sa mga sundalo. Apan sayop ang maong pagtoo. Gi atiman ug gitagad nila ako og maayo ilabi na kay ako us aka mabdos nga nagkinahanglan sa medical nga atensiyon. Wala ako gipasagdan sa mga sundalo ug sa atong gobyerno,” Jannah said.

She also added in her testimony that the proper care she received from the soldiers since she surrendered will help her prepare to reintegrate back to her family and community.

“Kaning maayong pagtagad ug pag-amuma sa akoa dakung tabang aron maandam nako ang akong kaugalingon sa pagbalik nako sa akong pamilya ug komunidad. Akong napamatud-an ang sensiridad sa atong gobyerno sa pagtabang nga matul-id ang kinabuhi sa mga kanhing nabiktima sa mga teroristang NPA,” Jannah said.

Lt. Col. Julius Cesar C. Paulo, the commander of 23rd IB expressed his full support to the activity and thanked the partner agencies and the LGU concerned for the support they extended to the former CNT combatants and their children.

He also condemned the CNTs for the continuing act of injustice that they do to the families and children of their combatants who, for years, were denied of the access to the health services of the government.

“When you returned to the fold of the law, among the primary services that the government has provided you is health care. The Army, the line agencies, and the LGU wants you to be in good health, especially your children,” Paulo said.

He also emphasized that the provision of regular health services will also ensure the physical growth and development of the children of the FRs who are considered as the future leaders of Agusan del Norte, Caraga Region and in the whole country.

“These children are our future leaders. We condemn the CNTs for denying them the right to access to health services. We are aware that here in Agusan del Norte and the rest of the region, hundreds of children, whose parents are still enthralled by the false ideology and claims of the CNTs are suffering from malnutrition and other life-threatening ailments,” Paulo said.

He also urged the remaining CNT members in Agusan del Norte to make one and concrete decision to abandon the communist movement and go back to the government.

kabukiran ug nagpadayon pa sa pag subay sa sayop nga idyolohiya sa mga komunista nga mobalik na kamo sa sabakan sa panggamhanan tungod kay ang inyong pamilya ug komunidad nagpaabot na kaninyo. Ang inyong kasundalohan sa 23rd IB andam kanunay sa pagdawat ug pagtabang kaninyo,” Paulo said.

He also pointed out that the government has been giving favorable treatment to former rebels who wishes to change their lives and face a renewed future.

General Gilbert Gapay, Chief of Staff of the Armed Forces of the Philippines (AFP), on Sunday (Oct. 5) reiterated the need for the military to defeat the New People’s Army (NPA) to end the communist insurgency that has plagued the country for over five decades.

“In order to address the challenges of our campaign against the communist terrorist group, I direct our commanders to focus on the dismantling of the enemy’s so-called guerilla fronts,” Gapay said in a statement.

On Oct. 2, the AFP Chief led the virtual third quarter command conference at Camp Aguinaldo, Quezon City, which was attended by different unit commanders and chiefs of offices nationwide.

He told unit commanders to double their efforts to achieve their targets by the year’s end.

“The AFP has achieved significant gains in our campaigns in the areas of internal security and external defense. I urge everyone to continue to exert utmost effort and dedication in the performance of respective tasks towards the accomplishment of our mandate,” Gapay said.

For the first three quarters of 2020, unit commanders reported the dismantling of eight NPA guerilla fronts across the country: three each in Luzon and Mindanao, and two in Visayas.

Meanwhile, a total of 102 barangays were also cleared of the NPA’s armed and propaganda units.

There were 93 alleged NPA leaders and high-value targets, and 12 finance officers who were also either killed, arrested, or surrendered while 44 firearms, 1,824 anti-personnel mines, and 141 hideouts were seized.

Fifteen military units were awarded by Gapay for their individual accomplishments in the fight against communist insurgency, which has been waged by the NPA for 51 years.

These were the 502nd Infantry Brigade and the 95th Infantry Battalion from Northern Luzon; the 902nd and 903rd Infantry Brigades and 9th and 31st Infantry Battalions from the Bicol Region; 403rd Infantry Brigade and 88th Infantry Battalion from Eastern Mindanao; the 102nd Infantry Brigade and 44th and 10th Infantry Battalions from Western Mindanao; and the 801st and 802nd Infantry Brigades and 46th and 14th Infantry Battalions from Visayas.

US Ambassador Sung Kim: “I will miss so many things about the Philippines. Beautiful and meaningful places like Baguio I am quite fond of Baguio.”

Exclusive to The Philippine Star

I was fortunate to have met the now outgoing US Ambassador Sung Kim on his first week of posting in the Philippines in 2016. Hilda and I were the first ones to give him a bienvenida dinner upon his arrival and a despedida dinner last November 2019. When the gracious Ambassador approached for a beso on the cheek, Hilda jokingly said that the custom here is to “beso-beso” three times on the cheeks.

Four years later, Ambassador Kim would conclude his duty in the Philippines with several diplomatic accomplishments, including stronger ties between Manila and Washington than when he first arrived. On Sept. 7, he was given the highest award bestowed by the Philippine government to foreigners — The Order of Sikatuna with the rank of Datu (Grand Cross), Gold Distinction — from President Rodrigo Duterte.

To say that Ambassador Kim will be missed in the diplomatic circles of Manila is an understatement. His brand of diplomacy is one that is founded on respect, humility and openness to understand where the other party is coming from.

We had this last conversation after a delicious sendoff lunch, which he hosted for me this time at his official residence before his departure. Ambassador Sung, thank you for inviting Hilda and I, which you originally set for dinner. However, Hilda does not go out of the house because of this pandemic. She is sorry that she could not bid you farewell in person as she really considers you a very special friend and she finds you a very amiable, charming, pleasant person with a great sense of humor. Thank you for moving it to lunch even if it was only the two of us.

I am sharing excerpts from our casual interview here to give you a glimpse of the good ambassador’s fondness for our country and the Filipinos. As I write this, it is only a few days away before he flies to Jakarta, where he is assigned as the next US Ambassador to Indonesia.

Jose Antonio: What are your biggest learnings about the Philippines and its people?

Ambassador sung kim: It’s been an amazing experience to serve as the US ambassador here and I think what made it so special was the Filipino people: their incredible warmth, resilience and strength. And I think Americans and Filipinos have this very strong connection and bond that is very hard to find in other places. And so, being here, being able to work with and get to know Filipinos was the most special aspect of my ambassadorship here. I had, of course, met many Filipino-Americans in the United States and I had positive impressions even before I came here. But I think being here, living here for almost four years, I experienced it more directly and it’s been wonderful.

And you have been part of the Philippine scene, the Manila scene?

It’s been a busy time. I met some wonderful friends and so I am leaving the Philippines with great memories.

What do you consider the biggest accomplishments or successes of your office during your posting here? And what would you still want to accomplish if you had more time?

You know, I don’t think we are ever completely satisfied, so if we had more time, if I had more time, I’m sure I would want to do more in terms of every single important aspect of the relationship. Whether it’s promoting more educational exchanges or whether it’s doing more exercises and training between our two militaries, trying to strengthen our trade and investment partnership with the Philippines.

Despite the pandemic slowing things down.

Yes, it’s been a challenging period for all of us. I think in terms of important accomplishments, I’m glad we were able to return the Bells of Balangiga. It’s an important milestone for the relationship. It’s something that the Philippines had wanted for a long time. I’m really glad and proud to do it during my tenure here.

Thank you for that, and for your initiative. The whole country is very thankful for that. It’s a bell, but it’s also an important symbol.

We also had some very important visits by senior leaders and President Trump had a very productive visit to see the Philippines in 2017. Secretary (Mike) Pompeo had a very important visit to the Philippines. I think what he clarified during his visit to the Philippines regarding the applicability of the Mutual Defense Treaty (assuring Manila that any armed attack on any Philippine forces in the South China Sea would trigger mutual defense obligations under the US-Philippines Mutual Defense Treaty) – it was a very important statement, a very important clarification, not just for the US-Philippines audience, but for the entire region to hear it very clearly from a senior official of the US government.
I also think our mission promoted strong economic partnership, the fact that US firms have made some major investments in the Philippines and there will be more in the years to come. I’ve always said the Philippines has one of the best, capable and young labor forces anywhere. That is a very attractive feature.

What are the memories of the Philippines you will cherish, what will you miss, and maybe not miss?

Well, I think, I will not miss the traffic (laughs), which I think is a sentiment shared by many people.

I’ll miss so many things about the Philippines. I’ve been able to travel quite a bit inside the country and to some beautiful places. Beautiful and also meaningful places like Baguio – I’m quite fond of Baguio – the special history and US-Philippine relations. I had a chance to go up to Baguio recently because we were celebrating the 75th anniversary of the signing of the surrender papers by Japan, so I went up briefly for one last visit.

I’ve also been able to visit some beautiful beach areas like Palawan. I’ll miss all that. I’ll also miss Filipino food. I’ve become quite fond of it. My favorites are lumpia and fried tilapia. I think, most importantly, I’ll miss the Filipino people. I made some really great friends, including the beautiful and lovely Hilda and you, Ambassador Antonio.

We will miss you, but friendships will not be forgotten. They’re expected to continue and, in fact, are enhanced.

Well, I expect my good friends from the Philippines, including you, to come and visit me.

We look forward to visiting you and seeing you again soon. My last question — and I’m sure you have an insight on this — what do you think are the qualities that make an effective diplomat?

I think that it’s important to understand the other party, and to get to know the culture. Because in order to serve effectively in representing your country’s views and policies, I think it’s important to understand the context and the audience. Six new turboprop warplanes adorned with vintage World War II-era snarling shark face nose artwork will soon be providing close air support for the military’s counterinsurgency missions.

The Super Tucano A-29B made by Brazil’s Embraer SA will be the latest fixed-wing light attack aircraft of the 15th Strike Wing—the Philippine Air Force (PAF) unit responsible for supporting ground attack operations—after plans to acquire them under the previous administration had failed.

The control of the 15th Strike Wing, which used to be supervised by the PAF chief, is now under the Air Combat Command (ACC), which was formed recently to focus on counterinsurgency operations.


The PAF is keeping the tradition of the popular nose art, which are meant to intimidate adversaries, in a respectful nod to the distinct trademark of the 15th Strike Wing’s aging fixed-wing aircraft in the fleet—the North American Rockwell OV-10 Bronco and Aermacchi SF-260TP armed trainers.

“The Super Tucanos will be fulfilling the precious role of the OV-10 aircraft, that is to drop bombs. And it also has machine guns,” Defense Secretary Delfin Lorenzana told Inquirer.net.

Vietnam War vintage

The Philippines is one of the last operators of the legendary Vietnam War vintage Bronco, which the PAF used to bombard Islamic State-linked militants during the Marawi siege in 2017.

“The Super Tucanos are crucial because the OV-10s are for decommissioning. It will complement the FA-50 which we used in Marawi City. Meaning, we can have support planes in different parts of the country at any one time,” Lorenzana said.

The 5th Fighter Wing’s FA-50 fighter jets were the PAF’s most expensive and most capable combat aircraft in flushing out the militants in Marawi.

On Oct. 6, 2017, a few days before the six-month siege ended, Embraer was selected by the Philippine government to produce six light attack and advanced training aircraft for P4.698 billion.

With a price tag of P18.9 billion for 12 FA-50s, the cost of one jet was twice that of the Super Tucano.

The six planes, flown in by Brazilian pilots, recently landed in two separate flights at Clark Air Base in Pampanga. The 20-day journey of the first four planes started in Sao Paolo, Brazil, in late August and made several refueling stops which included Canary Islands, Portugal, Malta, Spain, Egypt, Bangladesh, United Arab Emirates, India, Thailand and Vietnam.

Embraer bills the Super Tucanos for close air support, light attack, surveillance, air-to-air interception and counterinsurgency roles.

Low cost, efficiency

At least 14 armed forces on three continents, including Columbia’s and Afghanistan’s, are using them for their low cost and efficiency.

Embraer says the plane typically costs $1,000 per hour to fly.

The two-seater planes have a maximum speed of 590 kilometers per hour, a flight ceiling of 10,668 meters and a range of 3,055 kilometers. They can take off and land on unpaved runways and are equipped with modern cockpit and multifunction displays and are fully capable of night operation.

They can be fitted with a variety of weapons, including .50-caliber machine guns, precision guided bombs, air-to-air and air-to-ground missiles. They are also capable of electro-optical infrared and laser-firing technology.

Under the contract with Embraer, the PAF will be provided with ammunition, spares, logistics and training.

One retired Air Force officer who was involved in the procurement of the planes said these have been combat-tested and were well-suited for the military’s close air support requirement in fighting insurgents.

The planes are also capable of performing limited reconnaissance patrols in the West Philippine Sea where the country is facing Chinese incursions.

What’s next?

The PAF used to be one of the finest in Asia, but its air assets declined over time without replacements because of funding problems and the painstaking process involved in the country’s military modernization program.

It is unclear whether the Philippines will buy additional fixed-wing light attack aircraft in the near future.

One senior official familiar with the military upgrade program said money for that was limited so what the Armed Forces did was to fund specific requirements according to their priority.

6 new attack helicopters

The 15th Strike Wing is also planning to acquire six new attack helicopters.

Lorenzana had said that due to budget constraints, they would be going for the Turkish-made Atak T-129 helicopters instead of the US-made competitors Bell AH-1Z Vipers, Boeing AH-64E Apache and the Sikorsky S-70i armed Black Hawk.

He said the Philippine government had allocated only P13 billion, which could buy just one or two of the American choppers.

If the helicopter deal materializes, Turkish Aerospace Industries (TAI) will provide six T-129 Atak helicopters to the PAF for about that same amount. The acquisition, however, is reportedly being snagged by Turkey’s problems in obtaining an export license from the United States.

Turkey has drawn the ire of the United States after it purchased Russia’s S-400 missile system, which could pose a security risk and was said to be incompatible with the Nato system.

In 2018, TAI signed a $1.5-billion deal with Pakistan for 30 T-129 helicopters but the company failed to obtain US export licenses. The same thing could happen to the PAF’s plan.

If everything goes smoothly, these Turkish helicopters would boost the 15th Strike Wing’s eight AgustaWestland 109E attack helicopters, which were acquired in 2015 for P3.4 billion, and several McDonnell Douglas (MD)-520MG attack helicopters.

South Korea choppers

On Friday, Lorenzana announced that the Department of National Defense was interested in getting South Korea’s retired MD-500 Defender helicopters along with the Bell UH-1H, which is mainly used for cargo and air transport.

The MD-500 choppers could end up with the 15th Strike Wing or the Philippine Army’s Aviation Regiment.

In late 2019, the PAF received two used Bell AH-1 Cobra attack helicopters from Jordan as a donation. The Inquirer has learned that these had been configured to fire TOW (tube-launched, optically tracked, wire-guided) and Spike NLOS (nonline of sight) antitank missiles and will soon be ready for combat.

With the prospect of a growing demand for air power in counterinsurgency missions, the PAF leadership made a few organizational changes in June.

Significant change

The ACC is now in charge of tactical air and special operations missions. The 15th Strike Wing will work closely with the 710th Special Operations Wing, the PAF’s elite rapid deployment force.

The 15th Strike Wing remains at its headquarters at Sangley Point, Cavite province, but will eventually relocate to Lumbia Airport in Cagayan de Oro City.

“This significant change is our definitive response to ensure that our units are dependable and functional to support the increasing combat demands of the Armed Forces,” Air Force chief Lt. Gen. Allen Paredes said in June.

“It is our way of building a robust combat posture and sustaining the gains of our continuing ISO (internal security operations) campaign plans against the enemies of the state,” he said.

Photos that a military official claims show a demonstration of how to ambush troops were from a skit performed by students for a school program, Alternative Learning Center for Agricultural and Livelihood Development, Inc. in Lianga, Surigao del Sur said.

In a Facebook post, Army Col. Harold Cabunoc said that the photos were proof of the "NPAzation of the lumads", or the supposed recruitment of Manobo youth into the New People's Army, a long-standing accusation against Alcadev and other Lumad schools.

"You play the victim but you turn young Lumads into child warriors," he also said.

Alcadev: Theater, not ambush instructions

In a response to Cabunoc's post, Alcadev said the photos were taken from school programs in December 2018 to mark the end of the year and in March 2019 to mark the end of the academic year.

"The children are acting out out how two Lumad farmers, Randell and Emel, were killed in January 2019 and how the [Armed Forces of the Philippines] harassed evacuees in August 2018," Alcadev said in a post in Filipino.


Lumad schools have long been a target of the government and of paramilitary forces who say that they teach children in indigenous peoples' communities to rebel against the government. In 2017, President Rodrigo Duterte threatened to have the Air Force bomb Lumad schools because "you teach nothing there but socialism and killings."

Put up to address lack of access to education in Geographically Isolated and Disadvantaged Areas that government schools may not be able to reach, the Lumad schools provide lessons in numeracy, literacy and skills like carpentry, sewing and agriculture.

The Department of Education has since put up schools in IP areas like Lianga. Lumad schools were also shut down last year for lack of government permits.

In an online exchange with Philstar.com, a former Alcadev teacher who was at the events where Cabunoc said children were taught how to ambush the military sent photos from the same programs.



"Those on the right side are the children playing evacuees. Then in the middle are church people. The soldiers are on the left," the source, who declined to be identified for security reasons, said.



"This scene shows soldiers about to shoot farmers who were simply planting crops," the source also said.

Alcadev said that Cabunoc's post is proof that the military is spreading misinformation.

"They have billions in funds to spread lies. That's why Facebook took down those accounts," it also said, referring to a network of accounts and pages that Facebook said it took down for "coordinated inauthentic behavior." The network has been traced to the military and police, Facebook said in its announcement.

Cabunoc: Photos came from former Alcadev student

But, in a follow-up post, Cabunoc insisted that the "disturbing image of violence na yan" came from a former Alcadev student who said the school was "turning them into NPAs."

"You teach hatred towards the government, protest rallies and skits to recruit for the NPA," he also said.


"Face legitimate Lumad leaders there like Datu Jumar Bucales and Datu Rico Maca," Cabunoc also said.

Bocales has been linked to the Magahat-Bagani paramilitary group blamed for the killings of Emerico Samarca—executive director of the Alternative Learning Center for Agricultural and Livelihood Development—and IP leaders Dionel Campos and Aurelio Sinzo in September 2015. Alcadev also commemorates the killings in its skits.

In 2018, Lumad groups said Bocales is a claimant for a Certificate of Ancestral Domain Claim in the Andap Valley Complex, one of the areas that the government is eyeing to open up to mining despite decades of opposition from Lumads like Manobo group Malahutayong Pakigbisog alang sa Sumusunod (MAPASU, or Persevering Struggle for the Next Generation).

Mining on ancestral land requires Free, Prior and Informed Consent from the IP group holding the land, a situation made complex by disputes over who stands as the legitimate representative of a tribe or IP group.

In a 2018 interview, Carlos Conde, a researcher for Human Rights Watch's Asia Division, the land disputes are part of a dynamic where "Lumad communities often suffer from the military's abusive presence, which makes them more susceptible to recruitment by the NPA. The military, in turn, accuses the rebels of exploiting the Lumad and taps them to fight the NPA."

Armed Forces of the Philippines Deputy Chief of Staff Lieutenant General Antonio Ramon Lim retired on Saturday and turned over his post to Rear Admiral Erick Kagaoan.

Lim, a member of the Philippine Military Academy "Sinagtala" Class of 1986, retired from military service after serving for 38 years, the AFP said.

Prior to being The Deputy Chief of Staff (TDCS), the third in command in the AFP, Lim was an officer of the Philippine Air Force and held vital positions.

"To be in the military is to accept that the welfare of our nation and our people comes before everything else that we hold dearly," Lim said during the Joint Change of Chief of Office and Retirement Ceremony held at Camp Aguinaldo.

Lim also received on Saturday the Distinguished Service Star for his service as TDCS and the Philippine Legion of Honor (Degree of Officer) for his service as AFP Inspector General.

Kagaoan, commander of the Naval Forces Western Mindanao, formally took over as TDCS.

He was formerly the commander of Naval Forces Northern Luzon, chief of Naval Staff, and director of Naval Management and Fiscal Office.

Kagaoan was also named one of The Outstanding Philippine Soldiers in 2019 by Metrobank Foundation.

"To RAdm Kagaoan, the AFP leadership will rally behind all your endeavors as the new TDCS for the betterment of our organization. Lt. Gen. Lim, as you leave, kindly take with you our deepest appreciation for your dedication to our Armed Forces," Gapay said.

Soldiers scouring the mountain ranges of Maguindanao in search of Islamic State-linked gunmen of the Bangsamoro Islamic Freedom Fighters (BIFF) found more improvised bombs and bomb-making devices left by fleeing rebels, the Army said.

Major General Juvymax Uy, commander of the 6th Infantry Division, said
the explosives were found in a shanty in Salman village of Ampatuan town on Saturday.

The area also has makeshift shelters that can accommodate up to 30 people at one time.

Uy said soldiers of the 2nd Mechanized Battalion found in one of the BIFF shelters three improvised bombs, bomb-making components, a flag of the Islamic State, and assorted rifle ammunition.


Following the series of clashes in the past weeks, various Army units were deployed for clearing operations in the areas of armed encounter.

The discovery of the explosives on Saturday came two days after soldiers from the 33rd Infantry Battalion also found improvised bombs fashioned from 60mm mortar shells with mobile phones as triggering devices.

A procedural diagram for making improvised bombs was also found.

The lair in Salman village is not far from the site of the 2009 Maguindanao massacre that left 58 people dead, 32 of them journalists.

The BIFF has been blamed for series of bomb attacks against military targets and civilian population in the region since 2015.

COTABATO CITY, Philippines — Three of those who passed the latest physician's licensure examination are from Basilan, another source of pride for the island province.

Basilan Gov. Jim Salliman said in a statement Saturday that he and his constituents are proud of having three more medical board passers in the province: Nada Hasanin Abdulmalik Ukkung, Irshada Palentinos Hasan and Dalvin Roy Wong.

"This proves that Basilan has indeed risen from its image of a so-troubled province. We have produced many professionals in the past five years," Salliman said.

A number of Basilan residents have become licensed physicians, lawyers, engineers, pharmacists and medical technologists during the period.

Salliman, now on his second term as provincial governor, said one of the goals of his administration is to set up more learning institutions in remote areas in Basilan to sustain the peace now in the island province.

"Education is one of the solutions to peace and security issues in the province," he said.

The provincial government of Basilan and the office of the lone congressional representative in the province, the Deputy Speaker Mujiv Hataman, have jointly secured the surrender of close to 300 local Abu Sayyaf members from 2016 to early this year through backdoor negotiations.

The now reforming former Abu Sayyaf bandits are being reintroduced into Basilan's local communities with the help of the Police Regional Office-Bangsamoro Autonomous Region and the military's Western Mindanao Command.

"Providing our people with livelihood and infrastructures needed to improve their productivity is also essential to our efforts of producing more professionals from our local youth sector," Salliman said.

Thirty-three barangays in Negros Occidental have been declared insurgency-free.

Maj. Cenon Pancito III, 3rd Infantry Division spokesman, said each of the cleared barangays would each receive P20 million worth of projects under the P16 billion barangay development program of the National Task Force to End Local Communist Armed Conflict.

However, Pancito said 212 other barangays in the province are influenced or threatened by New People’s Army (NPA) rebels. Negros Occidental has a total of 662 barangays.

In Quezon, six rebel returnees will receive assistance under the government’s Enhanced Comprehensive Local Integration Program or E-CLIP.

The former NPA rebels surrendered and turned over their guns and ammunition to the 85th Infantry Battalion in Mulanay on Thursday.

Three suspects in the killing of a nurse and her brother in Pikit town of Cotabato province yielded to an official of the Moro Islamic Liberation Front (MILF) on Saturday, Oct. 3.

Capt. Mautin Pangandigan, chief of the Pikit Municipal Police Station, said the suspects, identified as Sardin Mudali, 29, Aladin Ali Bayah, 30, and Gapor Balabagan Datungan, 27, were put in the custody of Hadji Bayam, commander of the 108th Base Command of the MILF’s Bangsamoro Islamic Armed Forces (BIAF).

“They will be turned over to the local police for prosecution and to give justice where justice is due,” Pangandigan said in a radio interview.




Last Sept. 26, Bai Puto Pepcy Wahab, 20, and his brother Haizon, 29, were killed in Pikit town.

The suspects voluntarily surrendered after the MILF official ordered a manhunt against them, Pangandigan added.

According to Pangandigan, the suspects and the siblings agreed to meet in Pikit to complete the sale of a motorcycle.

The siblings, both from Datu Odin Sinsuat town in Maguindanao province, agreed to the sale through online negotiations and set a meet-up in Pikit for the handover of payment.

Citing statements from the suspects, Pangandigan said that after taking the money, they shot the siblings in the head and fled.

Lauban Wahab, the victims’ father, said he was determined to file charges against the suspects.

No casualties are reported

A fire razed a barracks of the Armed Forces of the Philippines (AFP) on Sunday, October 4, spokesman Brigadier General Edgard Arevalo confirmed.

In a phone call with reporters, Arevalo said the fire hit a barracks building inside the J2 (military intelligence) compound within Camp Aguinaldo in Quezon City at around 1:20 pm. The blaze was put out before 2 pm.

"What was burnt was the 3rd floor, which serves as the quarters of enlisted personnel," Arevalo said in a mix of English and Filipino.

There were no reported deaths or injuries.

Arevalo said the cause of the fire has yet to be determined.

The Sunday blaze is the second fire in two years inside the military camp, following the fire that hit a storage facility in March 2019.

The Army’s 3rd Infantry Division reported yesterday to have liberated 33 barangays from the influence and control of the New People’s Army in Negros Occidental.

But there are 212 barangays in Negros Occidental also being threatened with infiltration by the NPA, Maj. Cenon Pancito III, spokesperson of the Army’s 3rd Infantry Division, said last night.

There are 601 barangays in Negros Occidental, excluding the 61 in Bacolod City.

Pancito revealed that the 3ID is focussed on a stepped-up drive against the CPP-NPA in Negros Island, which has five guerilla fronts compared to two in Panay.

Each of the five Army battalions in Negros Island has been tasked to dismantle NPA fronts in their areas, following the transfer of operational control of 94th Infantry Battalion from the 303rd Infantry Brigade to the 302nd Infantry Brigade in Negros Oriental.


Pancito said that each of 33 cleared barangays in Negros Occidental are expected to receive P20 million worth of projects as stipulated under the P16 billion “Barangay Development Program” of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

The P20 million will be used for the construction of various infrastructures, including a concrete farm-to market road, construction of classrooms, water and sanitation systems, health stations and for the national greening or forest protection program, he added.

Pancito also said that the funds will be released to municipalities where the identified barangays are located and the implementation will be supervised by the provincial governments, and the regional task forces under the NTF-ELCAC.

LA TRINIDAD, Benguet, Oct. 3 (PIA) -- The Police Regional Office – Cordillera reported that 100 members and supporters of the communist terrorist groups (CTG) in the Cordillera region returned to the folds of the law since January this year.

The PRO-Cor said that the intensified operations of the PRO-COR and the Armed Forces of the Philippines resulted in the voluntary surrender of a total of 100 New People's Army (NPA) active members and supporters for the period of January to September 2020. Fifty five are members of the Militia ng Bayan while the 45 others are members of the Communist Party of the Philippines-NPA.

Most of those who surrendered were supporters of the Kilusang Larangang Guerilla (KLG) MARCO that operates in Mountain Province, and the towns of Alfonso Lista and Aguinaldo in Ifugao; and the KLG North Abra that operates in the municipalities of Boliney, Daguioman, Bucloc, Sallapadan, Malibcong, Lacub, Tineg and Baay-Licuan in the province of Abra.

There were also former rebels who belonged to the KLG BAGGAS operating in the areas of Upper Tabuk, Lubuagan and Tanudan in Kalinga and the KLG AMPIS operating in Tubo in Abra, Tadian in Mountain Province and Quirino in Ilocos Sur.


One of the most notable ranking official of the rebel group who surrendered to government authorities this year was Anne Margarette Tauli, an alleged Executive Committee member and former secretary of the Regional White Area Committee of the Ilocos- Cordillera Regional Committee .

The PRO-Cor noted that there are more who surrendered this year compared to the 72 in 2019 and 69 in 2018.

The Pro-Cor said that the continued surrender of rebels back to the mainstream society in the region is attributed to the massive information campaign and tactical operations being conducted by the operating elements of PRO-Cor and the AFP through the various Task Forces on Ending Local Communist Armed Conflict in the regional, provincial and municipal levels.

According to the PRO-Cor, they are surrendering after realizing that they have been fighting without cause and have only been causing agitation to their families and communities. Moreover, they experience hardships, hunger, exhaustion, false promises and various deception.

The police force also noted that one of the factors why the rebels surrender is to avail of the Enhanced Comprehensive Local Integration Program (E-CLIP) of the government which was already availed by many of their comrades who are now living peacefully in the community.

PRO-Cor Regional Director PBGen R’win Pagkalinawan lauded the efforts of all operatives as well as the local government units in the region for the surrender of these CNTs and Militia ng Bayan members.

“This could not have been possible without the united efforts and support of the LGUs, the indigenous people communities and peace partner stakeholders under the Task Force in Ending Local Communist Armed Conflict,” Pagkalinawan said.

CALOOCAN CITY, Oct. 4 (PIA) -- National Security Adviser Hermogenes Esperon over the weekend defended the P16.4-billion budget proposal for the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) under the proposed 2021 national budget, and said it would be used to spur economic development in far-flung areas where rebels used to settle.

A report by PTV-4 Sentro Balita said the requested budget for the government's campaign against insurgency has been allocated for the economic programs of barangays that have been declared insurgency-free. Each barangay will receive a Php 20 million-allocation.

Esperon reported that around 822 barangays are now recovering from the impacts of CPP-NPA violence that government now wishes to address under the task force's "Support to the Barangay Development Program."


"Ito ay social and economic program that will free up the countryside that are conflicted. Alam naman natin na hindi maka-take off ang ekonomiya sa mga lugar na may gulo," Esperon said.

"Sobra bang bigyan ng P20 million [worth of] projects ang barangay?" he added.

Esperon said the amount was determined by the local government units, police and the military.

Among the programs included in the funding are the Road to Market Project, the establishment of schools, and the provision of livelihood to residents.

Esperon justified that such measures will weaken the forces of the New People’s Army and will create more stable communities. Guerilla bases of the NPA will be eliminated which will make it easier for security forces to pursue them.

Meanwhile, Esperon countered the allegation of the progressive bloc that the program is considered pork barrel.

He explained that the Department of Budget and Management (DBM) is in charge of releasing the fund directly to municipalities and that there is already a list of target beneficiaries.

"Hangga't may kahirapan d'yan, hangga't may social problem, hangga't may hinaing ang mga tao na hindi malulunasan ay mas madali silang makuha ng NPA na ma-recruit. Ang CPP-NPA (Communist Party of the Philippines-New People's Army) ay nabubuhay sa pagsasabi na kulang tayo sa serbisyo," he said. (PIA NCR)

Mauricio Domogan and PMA Superintendent Vice Admiral Allan Ferdinand Cusi led the virtual launching of the Host Parent Program for PMA MADASIGON (Mga Mandirigmang Dakilang Isinilang para sa Pagbabago ng Nasyon) Class of 2023 here last Saturday.

Cusi, in presenting the cadets of the MADASIGON Class of 2023, expressed the Academy’s gratitude to the members of the Host Parents Association as they embark on another year of providing a home away from home to the cadets as well as in providing parental care, moral support and guidance to mold the character of the country’s future leaders.

Mayor Benjamin Magalong, as the father of the city and in behalf of the Host Parent Association, formally accepted the PMA MADASIGON Class of 2023 as the host parents’ and the city’s sons and daughters.

Philippine National Police Chief, PLtGen Camilo Pancratius Cascolan, in his keynote message, expresses gratitude to the host parents for adopting the PMA cadets as members of their families as it would surely boost the morale and enhance their performance in successfully completing their course and in molding the future leaders not only of the armed forces but also leaders of the communities and the country.

Cascolan assured that to repay the host parents’ kindness and good deeds, the PNP along with the Armed Forces of the Philippines promise to maintain a safe and progressive nation.

The Chief PNP also called on the cadets to regard the support, guidance and care that the host parents give them as inspiration to strive and do their best always.

City Councilor Betty Lourdes Tabanda , the PMA Host Parents Association Inc. Vice – chairperson, also affirmed their commitment to provide a second home for the cadets, a home away from home.

Being a PMA host parent is both a privilege and a challenge as it includes the responsibility of helping mold the moral and spiritual character of the future leaders of the country, Tabanda added.

The PMA Host Parents program started in 1979 and is now on its 41st year. Host parents are assigned to each of the 324- strong men and women cadets of MADASIGON Class of 2023.

An indigenous peoples (IP) leader and two other companions were killed on Sunday afternoon in an ambush by suspected communist rebels in Lianga, Surigao del Sur.

Initial report from the National Commission on Indigenous Peoples (NCIP) said Datu Hawudon Jumar Bucales, of the Manobo tribe, along with seven others were reportedly traveling to Brgy. San Isidro when they were allegedly ambushed by around 20 fully armed men believed to be members of the Communist Terrorist Group-New People’s Army (CTG-NPA) at around 1:30 p.m.

The report added that also killed in the ambush were Alberto dela Peña and Artemio Moldes, both members of the Manobo tribe, while two others identified as Ronald Acevedo and Oluver Rosaldo were wounded.


Bucales is the Indigenous People Mandatory Representative (IPMR) of Lianga, Surigao del Sur.

He supported the passage of the Anti-Terrorism Act of 2020, saying it will help IP communities ward off continuing harassments, extortion, and killings perpetrated by communist rebels.

Bucales previously released statements against the NPA and other party-list groups and led the closure of Lumad schools in Surigao del Sur.

Last month, he and Datu Rico Maca challenged Bayan Muna Party-list Rep. Eufemia Cullamat to go to Surigao del Sur and conduct an investigation on the killings done by the NPA to the members of her tribe.

Bucales joined NCIP Chairperson Allen Capuyan and NCIP 13 Regional Director Marlon P. Bosantog in the inter-agency visits of IP communities in Region 13 last August and September.

He also joined the opening ceremony of the Department of Education schools that replaced lumad schools and the Tribal Filipino Program in Surigao del Sur, which he personally dismantled and closed in 2017.

Last Saturday, a relative of Datu Rico Maca, also one of NTF-ELCAC’s supporters, identified as Ariel Guinsod Maca, was also killed.

These are already the 11th and 12th IP killings by the suspected NPA rebels in San Miguel, Surigao del Sur since March this year.
