NEW SET OF GALLANT SCOUT RANGERS OF 90IB

Kabacan, Cotabato- 90th Infantry (Bigkis-Lahi) Battalion warmly welcomed another five (5) Bigkis-Lahi Warrior enlisted personnel who completed the rigorous training of Scout Ranger Course at Scout Ranger School, First Scout Ranger Regiment, PA, Camp Tecson, San Miguel, Bulacan.

The entire Bigkis-Lahi Warriors received them through a traditional handshake of brotherhood as the Battalion’s way of giving them a “Heroes Welcome”.

LTC ROMMEL T MUNDALA INF (GSC) PA, Commanding Officer, in his message, expressed his warm welcome to the new set of gallant Scout Rangers. He also encouraged the new graduates to live up to the long-treasured character of every Scout Ranger as well as uphold the unit’s tradition of excellence.
 
Aside from welcoming the four (4) graduates, he also congratulated and acknowledged the perseverance of the fifth member of the unit’s new set of Scout Rangers who successfully finished the course despite being wounded during their test mission. The Bigkis-Lahi Warriors is praying for his full recovery and waiting for him to rejoin his comrades and brothers.

Isulan, Sultan Kudarat 04 October 2021 – The 7th Infantry (Tapat) Battalion facilitated the Ground Breaking of Former Rebel’s Village at Sitio Lemangga and turnover of Ram Pump Project of DOST XII at Sitio Tupi Bato both of Barangay Midtungok, Senator Ninoy Aquino, Sultan Kudarat.

The 7IB in collaboration with the National Housing Authority (NHA XII), Provincial Government Unit of Sultan Kudarat, Local Government Unit of Senator Ninoy Aquino and 549 Engineering Battalion, Philippine Army assisted the 10 Former Rebels in the construction of their own house. The construction of the so-called “FR’s Village” started through the conduct of Ground Breaking Ceremony.

In addition, the Department of Science and Technology (DOST XII) formally turnover their first Ram Pump Project in central Mindanao to the Manubo-Dulangan Tribes at Sitio Tupi Bato. The said project addressed the absence of potable water source in the area that will cater the 264 Manubo-Dulangan in the area.

The series of activities were participated by the 7th Infantry Battalion headed by Lieutenant Colonel Romel S Valencia, Commanding Officer of 7IB, Major Mark Anthony L Pambid, Commanding Officer of 549 Engineering Battalion, Police Captain Roberto Trinidad Chief of Police of Senator Ninoy Aquino, Sultan Kudarat, Hon. Randy L. Ecija Jr, Mayor of Senator Ninoy Aquino, Engr. Zenaida M. Cabiles, Regional Manager - National Housing Authority (NHA-XII), Datu Yahiya G. Sinenggayan, Focal Person of PTF-ELCAC, Bevelyn K Zapanta, Chairman Committee of Indigenous People Mandatory Representative, Mr Mamerto B Parong, Barangay Chairman, Mr. Juvy U. Flores Jr., Sitio Leader and Former Revels of Barangay Midtungok, Senator Ninoy Aquino, Sultan Kudarat.

Said projects are some of the programs to addressed the gathered issues and concerns during the Community Support Program (CSP) of 7IB aligned with EO. 70 of the National Government to End Local Communist Armed Conflict (ELCAC) at Barangay Midtungok.

The 7th Infantry Battalion will continuously do its mandate to develop the conflict affected areas free from insurgency and conducive for living specially in the areas of our beloved Indigenous People (IP).

AFP Chief of Staff General Faustino leads 3rd quarter Command Conference

CAMP AGUINALDO, Quezon City—The Armed Forces of the Philippines conducted its 3rd Quarter Command Conference Friday, October 8, with the military’s top commanders and senior officers in attendance.

The Conference allows AFP commanders to monitor the status of its campaigns to address traditional and non-traditional threats to security, as well as propagate the Chief of Staff’s Command Guidance for the next quarter.

“I commend all the members of the Armed Forces of the Philippines for your unyielding efforts to ensure the security of our people and defense of our territory. Everyone is performing well, which brings us closer and closer towards the successful accomplishment of our various timelines, particularly to defeat all threat groups by June 2022,” AFP Chief of Staff General Jose Faustino Jr said.

The Supreme Court (SC) has affirmed its 2019 ruling that barred members of the Philippine National Police (PNP) from surveilling or monitoring the family members of a suspected New People’s Army (NPA) member who was killed by the police in Antique in 2018.

In a resolution made public last Oct. 8, the SC – through Associate Justice Marvic M.V.F. Leonen – denied the motion for reconsideration filed by the PNP as it reiterated its permanent protection order (PPO) issued in favor of Vivian A. Sanchez and her two children.

The 2019 decision granted the petition for a Writ of Amparo filed by Sanchez.

A Writ of Amparo “is a remedy available to any person whose right to life, liberty and security is violated or threatened with violation by an unlawful act or omission of a public official or employee, or of a private individual or entity.”

In its 2019 decision on Sanchez’s petition, the SC said: “Pursuing rebels is a legitimate law enforcement objective, but the zeal with which our law enforcement officers clamp down on persons of interest or their loved ones must be bound by the fundamental rights of persons.”

Now in its resolution that denied the motion for reconsideration, the SC said: “One’s right to privacy is not set aside because of their relationship with a person of interest or because they have become a person of interest.”

It pointed out that “the continued drive against communists — with President Rodrigo Duterte even proclaiming that the New People’s Army posed a bigger threat than extremist groups — puts petitioner (Sanchez) and her children in a precarious position, because while respondents (police) deny surveilling petitioner and her children, they nonetheless admit that as the family members of a communist, they were proper subjects of investigation.”

“The totality of petitioner’s evidence convincingly shows that she and her family became subject of unwarranted police surveillance due to their relationship with a suspected member of the New People’s Army, resulting in an actual threat to their life, liberty, and security due to the government’s unparalleled zeal in eradicating communism,” it added.

Case records showed that Vivian learned of the death of Eldie Labinghisa, her estranged husband, on Aug. 16, 2018. Eldie was one of seven suspected NPA members who were killed by the police in Barangay Atabay, San Jose, Antique.

Vivian went to the funeral home to verify the news of her husband’s death but she left in a hurry after policemen took her photographs without her permission.

She again went to the funeral home but left hurriedly when policemen threatened her of arrest and detention if she would not answer their questions.

Later, two policemen went to Vivian’s house and showed her a photograph of Eldie’s cadaver. She confirmed that the body belonged to her estranged husband.

Vivian testified during the trial of her petition for Writ of Amparo before the trial court that a police car had frequent drive-bys in front of her house and that a vehicle tailed her when she and her children went to Iloilo to attend her husband’s wake.

She also testified she feared for her and her children’s safety every time she noticed that someone was following her and monitoring her and her children’s whereabouts.

While the trial court issued a temporary protection order for her and her children, it eventually dismissed her petition for a Writ of Amparo. The dismissal prompted her to elevate the case to the SC which granted her petition.

Dismissing the PNP’s motion to reconsider the 2019 decision, the SC ruled:

“WHEREFORE, the Motion for Reconsideration is DENIED. The issued PERMANENT PROTECTION ORDER prohibiting members of the Philippine National Police from monitoring or surveilling petitioner Vivian A. Sanchez and her children, Scarlet Sanchez Labinghisa and Star Sanchez Labinghisa, over their suspected association with the New People’s Army is REITERATED. SO ORDERED.”

NPA cook surrenders

A 59-year-old member and cook of the Communist Party of the Philippines – New People’s Army (CPP-NPA) surrendered to authorities for the second time.

Alias “Ka Abing” was persuaded to surrender due to his advanced age and the hardships he experienced in the movement, said Police Regional Office 6 (PRO-6) spokesperson, Lieutenant Colonel Arnel Solis.

Last month, Ka Abing sought permission from his commander to have a vacation. He grabbed the opportunity to escape.


He surrendered to the Philippine Army’s 12th Infantry Battalion headquarters in Camp Carreon in Calinog, Iloilo on Sept. 26. He was convinced by military and village officials of Barangay Tacayan in Tapaz, Capiz.

Ka Abing was listed in the Philippine National Police’s periodic status report (PSR) as a member of Squad 2, Platoon 2, Front 14 of the Komiteng Rehiyon Panay (KR-P).

Solis said Ka Abing was recruited by Kumander Alano July 1986 and served as a semi-legal team lecturer on land reform for five years.

He first surrendered to the government in 1991 and availed himself of amnesty and benefits from the government.


Ka Abing was among the subjects of search warrants implemented during simultaneous law enforcement operations on Dec. 20, 2020 but he was not home.

“Probably due to fear, he returned to the underground movement. He was recruited by Ka Mayok/Glu,” Solis said.

Ka Mayok is the secretary of Front 14 of the KR-Panay based in Barangay Nayawan, Tapaz, Capiz, said Solis.


On Jan. 5, 2021, Ka Abing returned to the movement where he served as a cook for Front 14, until his surrender on Sept. 26.

He yielded a .45 Colt pistol, one magazine, and five pieces of ammunition for a .45 caliber gun.

Solis, however, said upon assessment, Ka Abing was found to have standing warrants of arrest.

Ka Abing faces eight counts of attempted murder and violation of Republic Act (RA) 9516 or the Unlawful Possession of Explosives for his alleged participation in an ambush at Lugtuga Creek in Barangay Nayawan, Tapaz on Oct. 7, 2013 that injured an operative of the 61st Infantry Battalion.

“For now, we could not say if he could avail himself of benefits due to his existing warrants. But what we know is that the trial for his cases will continue,” Solis added.

Ka Abing, who was already presented to the courts that issued the warrants, is now in the custody of the Tapaz police.

The court fixed the bail for his attempted murder cases at P120,000 each while no bail was recommended for the charge of violation of RA 9516. (PNA)

PIKIT, North Cotabato – The Army’s 6th Infantry Division (6ID) has lauded military units for the recovery of high-powered guns near the Commission on Elections (Comelec) office in this town on Friday.

This was after Maj. Gen. Juvymax Uy, the 6ID commander, directed the 90th Infantry Battalion (90IB) and all other military units in the province to remain on alert for possible retaliatory attacks.

At about 2 p.m. Friday, elements of 90IB, while manning a checkpoint at the entrance of the municipal hall grounds here, noticed two firearms displayed in plain view at the back of a pick-up vehicle while approaching the government compound.

When asked, the driver and his passenger failed to present documents legalizing the possession and transport of high-powered guns.

More firearms were recovered inside the passenger’s side of the vehicle.

Soldiers recovered four M16 A1 rifles, 27 long magazines, one short magazine, 850 rounds of 5.56 ammunition, three bandoleers, and one caliber .45 pistol with six magazines and 45 rounds of ammunition.

“Our troopers noticed that the vehicle occupants were uneasy,” Uy said.

Uy, also the commander of Joint Task Force Central, said the driver and owner of the Toyota pick-up truck was identified as Benjamin Mantol alias Datu Mama, the village chief of Talitay, Pikit, North Cotabato.

The military turned him over to the Pikit municipal police for custody.

Charges for violation of the election gun ban and Republic Act 10591 (Comprehensive Firearms and Ammunition Regulation Act) are being prepared against Mantol and his companions.

A last-termer councilor here will seek the mayoralty post with the backing of the Moro Islamic Liberation Front (MILF) political party–the United Bangsamoro Justice Party (UBJP).

Former councilor Mohammad Bruce Matabalao, a journalist-turned-politician, filed his certificate of candidacy for mayor on Friday afternoon to challenge reelectionist Cynthia Guiani-Sayadi.

Matabalao has served the city legislative body for three consecutive terms and resigned early this year to work as director of the Bangsamoro Transition Authority (BTA).


Lawyer Naguib Sinarimbo, Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) interior minister and UBJP secretary-general, described Matabalao as a sincere, dedicated, and experienced local politician who was more than qualified to promote the UBJP advocacy of moral governance.

“We would just like to present a new kind of governance under Matabalao,” Sinarimbo said.

Sayadi, meanwhile, said she is willing to take on any challenger for the mayoralty post given her good track record as local chief executive.

“Cotabateños know me as they have seen my work for them the past three years. They could vouch for my record (as mayor),” she said.

Sayadi and her party, including vice-mayoral reelectionist Graham Nazer Dumama, filed their COCs under the local “One Kutawato” party before the Commission on Elections office here on Oct. 2, 2021.

The United Nations Philippines sent its sympathies to the bereaved families and friends of Commission on Human Rights (CHR) chair Jose Luis Martin "Chito" Gascon who passed away on Saturday morning due to coronavirus disease 2019 (Covid-19) complications.

“The human rights community in the Philippines suffered a terrible loss. Chito Gascon, chairperson of the Commission of Human Rights passed away. A remarkable human rights defender who played a fundamental role in the setting up of the UN Joint Program (UNJP) on Human Rights,” Gustavo Gonzalez, UN Resident Coordinator to the Philippines said.


In a separate statement, the UN Philippines cited Gascon’s important role in the negotiation of the first-ever national-level UNJP, a critical milestone for the promotion and protection of human rights in the Philippines.

“Chairperson Gascon was fiercely committed to ‘dignity of all’, and outspoken on issues ranging from vaccine equality to protection of civic space. He emphasized that the work for human rights, institutions, rule of law and change is a continuing effort, and he stressed the importance of investment in youth to build a better and more peaceful future,” it read.

“Chito was a visionary, deeply principled, brilliant and brave. I convey my heartfelt condolences to his family, friends and colleagues, including in the Commission on Human Rights and in civil society. He will be very much missed,” it added.

Foreign Affairs Secretary Teodoro Locsin Jr. also expressed grief over the late CHR chair’s passing and described him as a friend.

“We became friends too short; just when we had pulled it off, you, me, (Justice Secretary Menardo Guevarra), Gustavo. Why did you have to get yourself infected, my friend,” he wrote.

“Rest In Peace, you've earned it very well,” he said in a succeeding tweet.

COTABATO CITY – The Bangsamoro Development Agency, Inc. (BDA) will lead the project that will enhance the capacities of Civil Society Organizations (CSOs) for inclusive development interventions in Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) in Support to Bangsamoro Transition (SuBaTra).

SuBaTra aims to contribute for smooth and timely undertaking of the Bangsamoro transition through capacity building of the Bangsamoro Government and civil society organizations for 5 years.

The project is funded by the European Union, and co-financed by the Spanish Agency for International Development Cooperation (AECID), through an Agreement with the Government of the Republic of the Philippines.

Last September 30, 2021, the BDA has successfully launched the SuBaTra Justice and Security Project's Enhancing CSO Capacities for Inclusive Development (ECSO-CID) aired via live stream at Bangsamoro Multimedia Network (BMN) Inc.

The launching program was attended via online by BARMM Chief Minister Ahod Balawag Ebrahim, Spanish Ambassador to the Philippines Jorge Moragas, Head of Cooperation of the Delegation of the European Union in the Philippines Christoph Wagner, and BDA Executive Director Rhadzni Taalim and other members of Bangsamoro Transition Authority (BTA), and heads of partner CSOs.

On the evening of that day, the BMN Kaunlaran sa Bangsamoro talk-show program arranged an interview with BDA OIC Director Taalim, Marbawi Edza, Program Coordinator of BDA and Norhana Kabagani, BDA Communication Officer where they discussed the SuBaTra project.

Edza said that the engagement of BDA in the project will focus on strengthening and enhancement of CSOs capacities in the Bangsamoro region in planning, networking, and advocacy. The project enables CSOs to formulate innovative ways to support the BARMM transition while promoting a culture of peace and dialogue.

“The Bangsamoro Development Agency is part of that component which is ‘Enhancing the Capacities of CSO’. The deliverables of the Bangsamoro Development Agency are focused when it comes to the CSO issue. If we look at the SuBaTra program, it has four result areas and of those four, number four is the focus of the Bangsamoro Development Agency and we have CBCS with us here where we will work together with them to deliver the expected outputs and outcomes in the result areas of this SuBaTra,” Edza explained.

The four programme components output area of SuBaTra are: 1. Enhanced capacity of the BTA’s executive branch to efficiently formulate and implement transitional policies, 2. Enhanced capacity of the Bansgamoro parliament to exercise its law-making, oversight and representation functions, 3: Enhanced capacity of the multifaceted Bangsamoro justice system to adjudicate litigation, 4: Enhanced capacity of the civil society organizations contribute to peaceful transition to BARMM.

He added that Project SuBaTra focuses on how Civil Society Organizations will contribute to the peaceful transition within the BARMM and on how to achieve its overall objective and “this is to contribute to a peaceful, cohesive, secure and inclusively developed Mindanao,” he explained.

“According to Edza, under the project partnership, the SuBaTra will be implemented by BDA for 3 years, “Based on the project document signed by BDA this project will take 36 months or 3 years and we will implement the project in 5 provinces of BARMM including Special Geographic Area.”

Edza also said that the beneficiaries of this Project are the CSO partner organizations that will help BDA to reach out the target communities such as the Joint Task Forces on Camps Transformation (JTFCT) for areas within the MILF camps, the People’s Organization, ALS, tribal leaders, local government unit and the BARMM agency.

Kabagani, on the other hand said that there are nine (9) CSO partners organizations in the implementation of SuBaTra. “We have nine partner orranizations, the Kapagawida Development Services Association, Inc., Rajah Mamalo Descendants of Southern Philippines, Inc., League of Bangsamoro Organizations (aka LBO), The Moropreneur Inc., Busikong Greenland Cooperative, Concerned Alliance of Professionals and Students, Inc., Tagah Youth Concern Association, Ittihadun-Nisa Foundation, Kabalikat Civicom and CBCS.”

Kabagani clarified that their task in the specific program is the Justice and Society programs of SuBaTra together with CBCS, “the entire SuBaTra program has four components, we are the fourth there, the Justice and Society or what we call Enhancing CSO Capacities for Inclusive Development Interventions in BARMM in Support to Bangsamoro Transition.

The BDA said that the budget for this SuBaTra project to be led by their agency is 35 million for the first year of implementation and the overall project cost for three years is more than 90 million.

The Bangsamoro Development Agency (BDA) is created by virtue of the GRP-MILF Tripoli Agreement on Peace of June 22, 2001. As agreed by both parties, the Moro Islamic Liberation Front (MILF) through a Central Committee Resolution on June 2, 2002, created the Bangsamoro Development Agency and asked the officers of the Bangsamoro Development Council, a civil society organization to run it. It is mandated to determine, lead and manage relief, rehabilitation and development in the conflict-affected areas in the Mindanao.

PARANG, MAGUINDANAO (October 6, 2021)--- Garbed in crisp camouflage uniforms and blue beret hats, the third batch of Joint Peace and Security Team (JPST) graduated from their month-long training in this sprawling police camp.

For Raffy Sarip, a member of the Moro Islamic Front - Bangsamoro Islamic Armed Forces (MILF-BIAF) and among the 163 JPST graduates, the training gave him an entirely different perspective of government forces.

The New People’s Army – Negros Island strictly adheres to the Declaration and Program of Action for the Rights, Protection and Welfare of Children of the National Democratic Front of the Philippines (NDFP) that protects and defends children’s rights and welfare “especially with the current worsening violations of the rights of children under the US-Duterte regime.”

This was the rejoinder of the Apolinario Gatmaitan Command (AGC-NPA) as it addressed 3rd Infantry Division (3ID) Commander MGen. Benedict Arevalo’s accusation that “the NPA Negros is exploiting minors as child warriors.”

AGC-NPA spokesperson Ka Juanito Magbanua debunked the allegation saying that an alias “RR” does not exist in any NPA unit in Negros and the alleged 10 minors recruited by the NPA was also false.

He added that the Armed Forces of the Philippines (AFP) wanted to smear the image of the NPA particularly in Negros Island through deceptive statements. “All these fake news propagated by the 3ID to the media is meant to discredit the NPA,” Magbanua said.

He referred to Arevalo as a master butcher and spinner of intrigues and lies and forewarned of the spread of fake news and disinformation; pervasive violations of human rights; and rampant fake surrenders, illegal arrests and trumped-up charges, and massacres, bombings, extrajudicial killings and torture among others in Central and Western Visayas.
No bright future under rotten system

In its statement, the AGC-NPA stated that “children, most of them from the peasants and farm workers, urban poor and other oppressed classes and sectors, have no bright future under a rotten and oppressive semicolonial and semifeudal system bereft of their basic right to education, sufficient food and proper nutrition and a decent home.”

What is worse is they have become victims of the brutal counterrevolutionary campaign of the AFP and Philippine National Police (PNP) in the past regime up to the present, it added.

Magbanua stressed that children have a right and legitimate reason to take part in the revolution, however, they cannot join the NPA unless they reach legal age.

“Membership in the NPA is based on political consciousness, hence, it is open to all revolutionary forces including the youth who is 18 years old and above,” he clarified.

He further explained the the duty of all revolutionary forces which is to strengthen and advance the people’s democratic revolution and heighten the people’s war to strategic stalemate up to victory.
Military propaganda has no credibility

He also remarked that the military’s propaganda suggesting “people are led astray and every recruit of the NPA are given false promises” have no credibility.

“Regardless of the military’s effort to put the NPA in a bad light, the people will prove the deception of the AFP/PNP,” he said.

He recalled the 94th Infantry Battalion’s (94IB) brutal murder of Erming Kisan at Sitio Dala-upon, Barangay Carabalan, Himamaylan City who, afterward, was tagged as an NPA member allegedly killed in an encounter between the military and Red fighters.

“The [incident] remains fresh in the minds of the people in the area who knew Kisan was a member of the IP (or indigenous peoples) and was a native there,” he added.

He further commented: “At present, the 94IB troops of the AFP are exploiting minors with the same purpose. The enemies deception will surely backfire and further expose themselves. It is certain that they will garner failure and condemnation from the people.”

Doble ang pagkalugi ng mga magsasaka ng gulay sa Cordillera dahil sa ismagling ng gulay sa bansa. Ito ay ayon sa Alyansa dagiti Pesante iti Taéng Kordilyera (Apit Tako), panrehiyong balangay ng Kilusang Magbubukid ng Pilipinas sa Cordillera. Dagdag pahirap ito sa mahina na nilang kita dulot ng mga pagbabawal at paghihigpit na ipinataw sa ngalan ng pandemyang Covid-19.

Ayon sa grupo, naaalarma ang mga magsasaka sa pagbaha ng murang kontrabandong repolyo, carrot, at broccoli mula China. Ibinebenta ang mga ito sa Divisoria Market at mga iba pang palengke sa Metro Manila kung saan ibinebenta ang halos kalahati sa kabuuang produksyon ng gulay sa Cordillera.

“Sa nagdaang mga taon, nakararanas ang Pilipinas ng bultuhang pag-aangkat ng mga gulay mula China at ibang bansa sa panahong tumataas ang presyo ng lokal na produkto,” ayon sa Apit Tako.

Dahil dito, bumagsak ang benta, at kaakibat nito, ang presyo ng lokal na gulay. Ang presyo ng karot at repolyong ibinebenta sa ₱85 at ₱155 kada kilo sa Metro Manila ay hinihila pababa ng kontrabandong gulay na ibinebenta sa mas mababang ₱70 at ₱60 kada kilo. Pumipinsala ito sa mga magsasaka dahil napakataas ang gastos sa produksyon ng gulay.

Tinatayang nasa 58,000 sambayahan (bagsakan ng produkto) sa mga prubinsya ng Benguet, Mountain Province, at Ifugao ang nakaasa sa pagbebenta ng gulay sa pambansang kabisera, ayon sa datos ng Philippine Statistics Authority. Nakapagprodyus ang tatlong prubinsya ng halos 80% ng highland na gulay. Ang buong Cordillera ay nakapagprodyus ng 130,538 metriko tonelada ng repolyo, patatas, kamatis, kamote, cassava, talong at sibuyas noong 2020.

Dagdag ng Apit Tako, napipilitan ang lokal na maggugulay na itapon ang kanilang ani na di naibebenta. Kumpara sa lokal na gulay, mas matagal bago mabulok ang kontrabandong gulay dahil sa nilalaman nitong samutsaring gamot o preservative.

Binatikos ng Apit Tako ang Department of Agriculture dahil sa tugon nitong “nahuhuli, mababaw… at mahina” na walang ibang ginawa kundi mag-utos ng imbestigasyon sa taun-taon na lamang na problema ng malawak na ismagling.

Sa isang pahayag na inilabas noong Oktubre 8, sinabi nilang kailangan ng overhaul o sistematikong pagbabago ang sistemang pangkalusugan ng bansa. Anila, kailangan paglaanan ng estado ng malaking pondo at lagyan ng mga eksperto sa syensya at teknolohiya ang tugon sa pandemya. Tapos na ang paghahain ng mga papeles para sa pagkakandidato pero animo’y hindi pa pinal kung sino ang pipiliin ni Rodrigo Duterte na kumatawan sa kanyang pangkatin. Sa huling araw ng paghahain, ginawa pang katatawanan ng pangkating ito ang proseso nang biglang sumulpot si Sen. Roland de la Rosa bilang kandidato pagkapresidente ng PDP-Laban, ang partidong inagaw ng pinakamatatapat na alipures ni Rodrigo Duterte.

Batid ng marami na pinaghain si de la Rosa para lamang may mapatakbo ang PDP-Laban at habang pinaiinit pa ang pangalan ng totoong kandidato nito — ang anak ni Duterte na si Sara. Hindi kagulat-gulat na suot ni Bato ang kulay at simbolo ng Hugpong Pagbabago, ang partido ni Sara, nang ihain niya ang kanyang mga papeles sa Comelec. Nang tanungin siya kung payag siya na palitan ng nakababatang Duterte, ang sagot niya: “Mas maganda.” Si de la Rosa ang tatambal kay Christopher Go, na biglang tumakbo bilang bise-presidente, sa kabila ng unang deklarasyon na siya ang kandidatong presidente habang bise niya si Rodrigo Duterte.

Isang “tambalang gawa sa langit” ang paglalarawan noon ni Imee Marcos sa tambalang Sara-Bongbong. Naghain si Marcos ng kanyang mga dokumento noong Oktubre 4. Wala siyang katambal na kandidato. Aniya, handa na sana siyang dalhin bilang katambal si Duterte bilang bise, pero bukas din siyang dalhin si Bong Go, bilang kahalili.

Ito ay matapos ang ilang linggo ng di produktibong pakikipag-usap sa ibang mga kandidatong “oposisyon.” Bago nito, hinirang na siya ng 1Sambayan bilang kinatawan ng alyansa. Agad niyang tinanggap ang nominasyon.

LIban sa mga nabanggit na, naghain din pagkakandidato si Manny Pacquiao sa ilalim ng partidong Probinsiya Muna Development Initiative or Promdi. Unang binalak ni Pacquiao ang tumakbo sa ilalim ng PDP-Laban, bago siya sipain ng “baguhang” mga myembro na tapat kay Duterte. Katambal niya ang dating meyor ng Maynila na si Lito Atienza.

Naghain ng papeles pagkakandidato ang pinakaunang nabuong tambalan — ang tambalang Panfilo Lacson-Tito Sotto — noong Oktubre 6. Tulad kay Moreno, nakipag-usap sa kanila si Robredo para sa posibleng pagtutulungan pero walang naabot ang usapan. Di tulad ni Moreno, hindi pumasa sa mga kwalipikasyon ng 1Sambayan pareho si Lacson at Sotto.

Hindi lamang sinasapawan ng ational Task Force to End Local Communist Armed Conflict (NTF-ELCAC) ang Department of Education (DepEd), ginagamit din nito ang programa ng kagawaran para makakurakot ng bilyun-bilyong pondo.
Napag-alaman sa pagdinig sa Senado noong Oktubre 6 na 96% o 789 as 822 sinasabi ng task force na “tatayuan” ng mga eskwelahan ay meron nang nakatayong eskwelahan. Nanggaling mismo sa isang upisyal ng DepEd ang impormasyon na nagsabing dati na niya itong ipinabatid sa NTF-ELCAC.

Humihingi ang task force ng badyet na P28 bilyon para sa 2022. Ayon sa mga upisyal nito, tatanggap mula rito ang 822 barangay na “nalinis na sa insurhensya” ng P20 milyon kada isa. Ang P3 milyon kada barangay o P2.466 bilyon sa kabuuan ay igugugol sa pagtatayo ng mga paaralan.

“Sinabi na namin sa kanila na kung mayroon nang eskwelahan, huwag na silang magtayo ng eskwelahan,” ayon kay Alain Pascua ng DepEd.  niya, hindi simpleng konstruksyon ng mga gusali, tulad ng plano ng NTF-ELCAC, ang pagtatayo ng isang eskwelahan. CAMP ELIAS ANGELES, Pili, Camarines Sur-More and more members of the Communist Terrorist Group (CTG) in Sorsogon are now abandoning the terrorist group as it continues to crumble down due to series of debacles it suffered in the recent months.

At around 10:30 in the morning, Thursday, October 7, another eight CTG members yielded to the government troops and turned in an AK 47, AR15 and a caliber .45 pistol.

Lt. Col. Nelson Mico, Battalion Commander of 22nd Infantry Battalion (22IB), who received the surrenderers at their headquarters in Barangay Calomagon, Bulan, said that the continuing surrenders of CTG members in the said province are strong indications of the terrorist group’s disintegration as they continue to lose manpower and firepower; more importantly, the increasing awareness of the people about the horror of the CTG.

Col. Aldwine Almase, Brigade Commander of 903rd Infantry Brigade lauded the persistence of the troops to amplify the call of the government for the communist insurgents to return to the folds of the law.

“Nagbubunga na ang lahat ng mga pagsisikap natin na ipaunawa sa mga miyembro at tagasuporta ng CTG na walang kabuluhan ang layunin ng teroristang grupong ito at wala silang patutunguhan sa loob ng kilusan kaya lalo nating pag-iibayuhin ang ating mga kampanya para puksain ang kanilang karahasan at pananakot at kasabay na tulungan ang mga gustong magbagong buhay katuwang ang ating mga kapanalig sa pagseserbisyo sa bayan. Subalit kung ang mga nagmamatigas nilang mga kasamahan ay magpupumilit na makipaglaban gamit ang kanilang mga armas, hindi tayo magdadalawang-isip na supilin silang lahat upang pangalagaan ang katahimikan ng mga pamayanan,” Col. Almase said.

PBGEN JONNEL C ESTOMO, Regional Director of Police Regional Office 5 (PRO-5) welcomed this development and encouraged the surrenderers to join the government in its fight to end communist insurgency in the region.

“Ngayong nakalabas na kayo sa kilusan, sana tulungan ninyo kaming i-educate ang mga kaanak ninyo tungkol sa totoong kulay at motibo ng CTG upang wala ng iba pang malinlang,” PBGen. Estomo said.

MGEN HENRY A ROBINSON JR PA, Commander of Joint Task Force (JTF) Bicolandia, on the other hand, assured the surrenderers of the assistance the government has prepared for them.

“Matapos nilang makumpleto ang proseso ng reintegration, makatatanggap sila ng mga benipisyo mula sa Enhanced Comprehensive Local Integration Program (E-CLIP). Patunay ito na kahit minsan silang naging kalaban ng pamahalaan, hindi natin sila pababayaan at tutulungan natin silang magkaroon ng maayos na pamumuhay,” MGen. Robinson said.

JTF Bicolandia also believed that the outpour of surrenderers in Sorsogon stemmed from the growing belief and support of the Sorsoganons to the Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) coupled with the efforts of local government units (LGUs) and local chief executives (LCEs) to negate the CTG and efficiently deliver basic goods and services to the public.

Prior to this, 27 CTG members also surrendered in Juban yesterday and early today, while last January, 20 CTG members who were part of the Sentro de Grabidad also yielded to the government bringing with them 20 high-powered firearms.

Fort Magsaysay, Nueva Ecija – Twenty members of Rural Improvement Club (RIC) in Barangay Libang, Cervantes, Ilocos Sur benefited from the Livelihood Basic Skill Training facilitated by the Poverty Reduction, Livelihood and Employment Cluster (PRLEC) of the Provincial Task-Force to End Local Communist Armed Conflict (PTF-ELCAC) on October 06, 2021.

Lieutenant Colonel Marcelo F Valdez Jr., Commanding Officer of 69th Infantry (COUGAR) Battalion, Philippine Army said that the activity was intended for those individuals and families in Conflict-Affected Areas during this pandemic.

Leonida F. Bides, Trainer from Department of Trade and Industry Vigan City, and Kia Dadpaas of DTI Negosyo Center, Cervantes, Ilocos Sur spearheaded the activity.

RIC President, Epifemia Quinpuan, also expressed her gratitude for those who facilitated their training, “Nagpapasalamat kami sa DTI, LGU ng Cervantes at 69IB sa binigay ninyong livelihood program para sa amin. Sa ganitong panahon ng pandemya ay malaking bagay at tulong ito sa amin. Maraming salamat po.”

“We want to resolve the issues affecting the different sectors of the society to include our treasured IP communities because they are also vulnerable to the exploitation and deception of the communist terrorists. We thank the DTI for its efforts and contributions to the anti-insurgency campaign.

With our collaborative efforts, we will surely attain lasting peace,” LTC Valdez said emphasizing the commitment of the Army.

Meanwhile, the Acting Commander of the 7th Infantry (KAUGNAY) Division, Philippine Army Brigadier General Luis Rex D. Bergante PA said that part of the Army’s commitment to the government’s anti-insurgency campaign is their assistance with the National Government Agencies and LGUs in the implementation of its programs for the conflict-affected communities in its Area of Responsibility.

“Natutuwa tayo na isa na namang grupo ang nabigyan ng livelihood training sa Ilocos Sur. Ang inyong kasundaluhan kasama ang NGAs at LGUs ay walang ibang hangad kundi mapa-unlad ang inyong kabuhayan kaya narito kami nagtutulongan upang maisakatuparan ito,” said BGen Bergante.

New Bataan, Davao De Oro – Isinagawa kaninang umaga, Oktubre 08, 2021 ang Municipal Task Force to End Local Communist Armed Conflict (MTF-ELCAC) – IP Youth Peace Forum na may temang, “Building Sustainable Peace and Development for Davao Oriental Indigenous Cultural Communities” sa Brgy Maragatas, Lupon, Davao Oriental.

Dinaluhan ang nasabing programa ng nasa tatlumpong (30) kabataan na nasa edad 15 hanggang 21 taong gulang na kabilang sa tribong Mandaya ng Brgy Maragatas Indigenous Cultural Community na masikhay na nakiisa at nakinig sa mga paksang tinalakay ng mga Subject Matter Experts gaya ng Perpective of a Youth Leader; Rights of IP Youth; Laws on Child Exploitation and Abuse; Insights on EO70; Roles of IP Youth in ELCAC at Communist Terrorist Group (CTG) Deceptive Recruitment and Exploitation of IP Youth.

Layunin ng Lupon MTF-ELCAC ang mailayo ang mga kabataan sa masamang gawain lalo na sa mapaminsalang dulot ng panlilinlang at pangrerekrut ng mga CTGs sa mga kanayunan na sakop ng probinsya ng Davao Oriental at kinokonsiderang “Conflict Affected Areas”.

Pinangunahan ang nasabing programa ni Lupon MTF-ELCAC Chairman Erlinda D. Lim na siya ring alkalde ng bayan ng Lupon katuwang ang lokal na pamahalaan ng Brgy Maragatas na pinamumunuan ni Brgy Chairwoman Beverly L. Rebalde; Sanguniang Kabataan ng Brgy Maragatas SK Richard R. Arguilles; Brgy IPMR Vicente M. Catog, Municipal Police Station ng Lupon at kasundalohan ng 66th Infantry (KABALIKAT) Battalion.

Ayon kay Kapitana Beverly Rebalde, lubos ang kanyang pasasalamat sa mga myembro ng MTF-ELCAC ng Lupon katuwang ang 66IB sa pag-organisa ng IP Youth Peace Forum sa kanilang lokalidad, giit pa niya, na sana’y magpatuloy ang ganitong mga programa upang tuluyan ng magwakas ang panlilinlang ng mga CTGs at pangrerekrut ng kabataan sa kanilang pamayanan.

Dagdag pa ni Lt. Colonel Julius M. Munar, Battalion Commander ng 66IB, isa sa mga prayoridad ng Philippine Army ang mailayo ang mga kabataan sa mapanlinlang na gawain ng mga CTGs sa mga kanayunan at mapagtagumpayan ang layunin ng Task Force-ELCAC sa pagsugpo ng insurhensiya sa bansa.

KKLFI donated 50 Tablets in support to 4ID’s ‘Education for All’ Peace Campaign

CAMP EVANGELISTA, Cagayan de Oro City – In support to 4ID’s “Education for All” peace campaign, the Kilos Kabataan Livelihood Foundation Incorporated (KKLFI) donated fifty (50) digital tablets for the Indigenous Peoples (IP) youth beneficiaries on Thursday afternoon, October 7, 2021.

In collaboration with the KKLFI, the 4ID has been advocating ‘Education for All’ as a peace campaign to address the education’s challenges and gaps, particularly on the online education of the less fortunate youths, especially in these time of the pandemic.

13 Tablets were immediately distributed to the selected IP youth beneficiaries identified by 8th Infantry Battalion in Bukidnon province, while the 4ID is still finalizing the identification of other beneficiaries of the remaining tablets.

The symbolic turn-over was held at the 4ID Headquarters in Camp Evangelista, Patag, Cagayan de Oro City. The 4ID was represented by Colonel Michele B Anayron, the Assistant Division Commander for Retirees and Reservist Affairs, together with Lt Col Jenny De Mesa, the OIC, G7, and received the tablets from Ms. Kristin Bangot, the Founder and Chief Executive Officer of the KKLFI.

Ms. Bangot said that the endeavor is part of their “Education for All’’ advocacy which they extend to communities that are considered as geographically isolated and disadvantaged areas with hopes to bridge educational gaps in those parts of the country.

“We want to give aid to students who want to study but are hampered with difficulty due to lack of digital gadgets for online education. We intend to share quality education and equal opportunities for everybody particularly in digital education especially that we have this pandemic”, Ms. Bangot said.

One of the selected beneficiaries who was present during the said activity is Joshua Villasco, a street kid from Cagayan de Oro City, who with tears of joy was grateful for the opportunity given to him. “Pasalamat gyud ko sa Kilos Kabataan ug sa mga kasundaluhan kay maski walang wala ako, gihatagan ko nilag paagi nga mahuman ko sa akung pag-eskwela”. (I am really thankful to Kilos Kabataan and the AFP because even though I have nothing, they (KKLFI and AFP) helped me and gave me an opportunity to finish my education.)

With this, the 4ID expressed its utmost gratitude for the digital devices that are beneficial to the education of the underprivileged youths and will significantly give a great impact to its peace campaign in the AOR. Education has always been strongly regarded as a pillar of national development and a primary avenue for social and economic success.

“This collaboration was initiated by our Commander, Maj Gen Brawner Jr. This is very timely for the needy youths in the AOR during this pandemic as these gadgets will impact their lives. This is in line with the Commander’s intent to promote education as one way in countering radicalization of youths in violent extremism”, Col Anayron said.

In a statement, Maj Gen Romeo S Brawner Jr, Commander of the 4ID, said that the partnership with KKLFI is a big boost to the 4ID’s campaign against violent extremism as it helps contribute in stopping youth radicalism in Caraga and Northern Mindanao regions.

“We must promote education for all to address radicalization. The CPP-NPA-NDF radicalized youths to become violent extremists such as the bearing of firearms and fight the government. It must be stopped as it poisons the young innocent minds of our youth. We urge other stakeholders to partner with us in this endeavor and jointly denounce the Communist Terrorist Group’s youth radicalism. Thru the “education for all” peace campaign, we can significantly address violent extremism. Edukasyon hindi radikalisasyon”, MGen Brawner Jr said.
