CPP: Duterte is the Philippine drug overlord

The Filipino public is in the right for criticizing the promotion of sacked Bureau of Customs head Isidro Lapeña to Duterte’s cabinet as new head of the TESDA. Why would Duterte promote Lapeña after he has been publicly exposed as having refused to act to stop the smuggling last June of more than 1.6 tons of methamphetamine hydrocholoride (shabu) worth P11 billion from China?, many skeptically asked.

It reignites the earlier question: why would Duterte continue to appoint former BoC chief Nicanor Faeldon to various state agencies (most recently as head of the Bureau of Corrections) despite the fact that he was indicted as a conspirator over the smuggling in May 2017 of more than 600 kilos of shabu worth P6.4 billion from China. The smuggling involved Duterte son Davao City Vice Mayor Paolo and son-in-law Mans Carpio who were in close contact with Faeldon before the smuggling. Charges were later dropped.

Indeed, by continuing to support Lapeña and Faeldon with government appointments, Duterte is making himself appear to be rewarding the two for having allowed the large shipments of shabu from China, keeping them close, ensuring their loyalty and silence.

Duterte’s actions give the people a clear picture how he himself is lording it over the illegal drug trade in the Philippines. He has been protecting the big shabu smugglers which include his son and son-in-law and in fact managing it through his appointees in the BoC. He is, in fact, the country’s drug overlord presiding over the Philippine narco-government .

The illusion of Duterte’s “war against drugs” has been shattered. All the pompous declarations of being against drugs is all smoke and mirrors. Under Duterte’s rule, shabu smuggling and local trafficking thrives.

Before the recent shabu smuggling was fully exposed in congressional investigations, Duterte had insisted the smuggling of shabu was “pure speculation.” He had wanted all customs officials to keep their silence.

However, not everyone toed the line and chose to expose how the smuggling took place, using the body of magnetic lifters as transport. Now, he has ordered the overhaul of the entire BoC in a bid to make sure that everyone will follow the lead of the BoC’s head and that no future smuggling attempt will be exposed to the public.

Duterte has appointed former AFP chief Rey Leonardo Guerrero, continuing the line of ex-military officials to head and man the customs machinery, and further strengthening the ties between the military, Duterte, the shabu smugglers and the criminal drug syndicates.

The Philippines is now swamped in shabu. In just over a year, at least two tons of shabu have been smuggled in the country. This has reportedly pushed down the price of shabu from a high of P8,000 per gram in 2016 to P1,500 per gram at present.

Under Duterte, the Filipino people are being made to wallow in shabu, earning billions of dollars for the criminal drug syndicates and their bureaucrat capitalist cohorts. They must be held accountable and punished for their grave crimes against the Filipino people.

Matagumpay na nagdepensa ng sarili ang mga pwersa ng NPA-Quezon at nakapagkontra-atake laban sa sumasalakay na sundalong kabilang sa 92nd IB-PA. Isang platung tropa ng 92nd IB-PA ang nagtangkang salakayin ang isang platun ng NPA-Quezon na naglulunsad ng konsultasyon sa hanay ng mga magsasaka, at katutubong Dumagat at Remontado sa Sityo Tiklupan, Umiray, Gen. Nakar, Quezon sa eksaktong 9:49 ng umaga, Oktubre 27, 2018. Tumagal ng 20 minuto ang putukan na nagresulta sa dalawang (2) patay at tatlong (3) malubhang nasugatan sa panig ng mersenaryong AFP habang wala ni isa mang napinsala sa hanay ng NPA-Quezon.

Ang nasabing sumalakay na tropa ng AFP ay bahagi ng laking batalyong pwersa ng AFP na nagsasagawa ng malaganap na operasyong militar sa Umiray, Gen. Nakar, Quezon at mga katabing barangay. Ang nasabing mga tropa ng AFP ay matagal nang inirereklamo ng magsasaka at katutubo dahil sa ginagawa nilang pananakot at paglabag sa karapatang pantao mula pa Mayo 2018 hanggang sa kasalukuyan.

Ipinagbunyi ng mamamayan ng Gen. Nakar, Quezon ang matagumpay na pagdepensa-sa-sarili at ang patuloy na pagtatanggol ng Bagong Hukbong Bayan sa interes ng mamamayan at pagbibigay-katarungan sa kanilang dinaranas na kaapihan sa kamay ng mersernaryong mga tropa ng AFP na wumawasak sa buhay, kabuhayan at ari-arian ng mamamayan.

Ang tagumpay ng aksyon ng BHB na ipagtanggol ang sarili at magkontra-atake ang patunay na mabibigo ang layunin ng Rehimeng US-Duterte na durugin ang rebolusyonaryong kilusan sa taong 2018 hanggang 2019. Ang tiyak, maagang paaalisin ng mamamayan sa kapangyarihan ang Rehimeng US-Duterte dahil sa mga kasalanan nito sa mamamayang Pilipino. Sa gitna ng mabangis at walang-habas na pananalakay ng mersenaryong tropa ng AFP sa buhay ng mamamayan, makakaasa ang sambayanang Pilipino na patuloy na gagampanan ng BHB ang dakilang misyon nito na paglingkuran ang sambayanan at ialay ang buhay para itaguyod ang interes ng manggagawa, magsasaka, mga pambansang minorya, peti-burgesya ng kalunsuran, at iba pang aping sektor ng lipunan. Petsa- 22 ng Oktobre 2018 alas 4:40 ng hapon sa pagitan ng Brgy. Mainit at Sooc, Bato, Camarines Sur, matagumpay nanaisagawa ng isang tim ng BHB ang isang atritibong aksyon laban sa malaki at malakas na bilang ng kaaway. Napatay ang isang 2nd LT. at nasugatan ang isa pang sundalo sa isinagawang isnayping ng mga kasama sa nag-ooperasyong pwersa ng 83rd IB. Ang nasabing opisyal ay si 2nd LT. Jayson Predireck Pasco at ang sugatan ay may apelyedong Aquino. Matapos ang pangyayaring ito ay dumagsa ang dagdag pang pwersa ng 83rd IB na halos binuhos ang isang kompanya para tugisin ang maliit na bilang ng BHB sa lugar bilang ganti sa pagkalagas ng kanilang opisyal at pagkasugat ng isa pa. Umabot ng lampas isang linggong todo operasyon ang isinagawa ng 83rd IB sa ilang barangay ng Bato, Camarines Sur na pinaniniwalaan nila na malakas ang impluwensya ng CPP/NPA/NDF, para bumawi at ipakita sa taong baryo ang lakas nila nang sa ganon ay mapahina ang suportang masa sa mga kasama. Pero dahil alam ng masa na makatarungan at para sa kanila ang ipinaglalaban ng mga kasama, ligtas at nakamantine ang mga kasama sa lugar sa kabila ng ginawang operasyong dumog ng mersenaryong sundalo. Napatunayan din na kapag ginagamit at sinusunod ng mga kasama ang taktikang gerilya sa paglaban at pagharap sa malakas at malaking bilang ng kaaway ay di ito magtatagumpay na durugin ang mga kasama at ang buong rebolusyonaryong kilusan sa pamamagitan ng Oplan Kapayapaan o ‘all out war policy’ ng pasistang rehimeng US-Duterte.

Ang maliit na aksyong ito ay malaking sampal sa kaaway at pagkakaroon din ng hustisya sa patraydor na atake ng 83rd IB sa mga kasama sa lugar noong buwan ng Abril sa Brgy. Payak, Bato, CamSur na kung saan may isang kasamang naging martir, isang sugatan, hinuli at ikinulong. At pagpatay sa mag-amang rinatrat habang nasa pagkokopra at pagdakip ng tatlong sibilyan na idinawit o binibintangang kasapi ng NPA para pagtakpan ang mga paglabag sa batas ng Digmaan na nakasaad sa Geneva Convention.

Sa muli ay nagpapaabot ang Edmundo Jacob Command sa mga kasama/yunit sa lugar ng mainit pagbati sa isinagawang matagumpay na aksyon laban sa malakas na bilang ng kaaway. Nagpapasalamat din ang Edmundo Jacob Command sa lahat ng masang- api at mga kaibigan sa kanilang tuloy-tuloy na suporta sa CPP/NPA/NDF upang abutin natin sa hinaharap ang hinahangad na pagbabago at makalaya sa pang-aapi at pagsasamantala sa sambayanang Pilipino ng mga naghaharing- uri sa dikta ng imperyalismong Estados Unidos.

Duterte’s military takeover of the Bureau of Customs signal his assumption of complete and direct control of the drug smuggling operations in the Philippines. Frustrated over how recent operations to smuggle in more than two tons of methamphetamine hydrocholoride (shabu) was publicly exposed, Duterte now wants to use martial law powers to take complete control of the BoC and throw out everyone outside his cabal, and use the military culture of secrecy to serve his criminal mafia ends.

By directly taking over of the customs through the AFP, Duterte has firmly consolidated his overlordship of the shabu smuggling and trafficking operations in the country. He is now the lord of all drug lords and the godfather of the Philippine narco-government.

Mulling over the military take over of the Bureau of Customs, Duterte has taken pains to depict the AFP as an incorruptible organization hoping to publicize it as an effort to clean up the agency. He however cannot conceal the fact that the AFP is one of the most corrupt agencies interlinked with criminal syndicates, including drug trafficking. Military field officials are notorious for their involvement in the drug trade in Marawi and across Mindanao. Units of the AFP are involved in widespread abuses of human rights and other nefarious operations.

Duterte is flouting the Philippine constitution by using the AFP to mount a military takeover of the BoC. He is exercising absolute power. He is flexing his muscle for his plan to declare nationwide martial law early next year to secure the mid-term elections and further strengthen his reign of crime and corruption.

Magiting na hinarap at binigo ng isang yunit ng Bagong Hukbong Bayan (BHB) sa ilalim ng Mt. Cansermon Command (MCC) ang tangkang pagkubkob ng mga elemento ng pasistang 62nd Infantry Brigade ng Philippine Army noong madaling araw ng Oktubre 17, 2018, sa Brgy. Carol-an, Ayungon, Negros Oriental.

Maagap na napanghawakan ng mga Pulang mandirigma ng MCC ang inisyatibang militar upang matagumpay na maitransporma ang sitwasyong depensiba tungong opensiba, na nagresulta sa pagkamatay ng apat (4) na sundalo ng Armed Forces of Philippines (AFP) at pagkasugat ng limang (5) iba pa.

Malinaw na pinasisinungalingan nito ang hambog na pahayag ni Capt. Ruel Llanes ng 303rd Brigade ng AFP na walang naging kaswalti ang kanilag tropa sa nasabing insidente liban sa dalawa nilang tauhan na “slightly wounded” o bahagya lamang umanong nasugatan.

Sa parehong labanan, nag-alay ng buhay ang 28-taong-gulang na si Kasamang Walter Mapa, isa sa mga kabataang Pulang kumander ng MCC at kilala sa masang kanyang pinaglingkuran bilang si Ka Toper.

Ang pagkamatay ni Ka Toper, na simbigat ng Bulkang Kanlaon, ay nagbibigay-tapang sa masa ng Ayungon at ng iba pang bahagi ng isla para isulong ang antipyudal na mga pakikibaka at labanan ang mga banta, pamiminsala, at pambubulabog ng mga nag-ooperasyong tropa ng estado kabilang na ang abusado at mapanglinlang na mga PDT team.

Si Ka Toper ay inspirasyon sa paglahok ng masa sa digmang bayan. Ang armas na kanyang inihabilin sa mga kasama sa huling sandali ng kanyang buhay ay tatanganan ng bagong kabataan na sasapi sa Bagong Hukbong Bayan.

Sa gitna ng papatinding militarisasyon sa kanayunan, crackdown laban sa organisadong mamamayan at rebolusyonaryong kilusan, at sukdulan-sa-bangis na pagpaslang sa masa – gaya ng pagmasaker ng mga kriminal at sinungaling na RPA/SCAA/AFP sa siyam na manggagawang-bukid sa Sagay City noong Oktubre 20 – tiyak na magpapatuloy ang pakikibaka para makamtan ang tunay na kalayaan at demokrasya sa buong Negros at sa buong bansa.

Kaisa ng masang anakpawis, nakahanda ang MCC sa pagtupad sa hamon ng panahon. Dadagundong sa buong Negros ang mga taktikal na opensiba laban sa bulok at pasistang armadong pwersa ng rehimeng US-Duterte.

Duterte, Lorenzana and their minions engage in squid tactics to cover up those responsible for the Sagay massacre and shift the blame to the NPA.

The Sagay massacre is obviously the collaborative work of the AFP, PNP and their paramilitary auxiliary RPA.

The squid tactics of Duterte, AFP and PNP is to link up the Sagay massacre to the already thoroughly discredited “Red October” yarn against the CPP and the NPA.

The squid tactics have become more impertinent and stupid with Lorenzana and his ilk linking the Sagay massacre to the Plaza Miranda “bombing,” the Kampanyang “Ahos” and the rectification movement of the CPP against Kampanyang “Ahos” and other events and holding me responsible for all these.

In the Mafia-like government of Duterte, the swell-headed gangsters and criminals in power are engaged in libel and slander in trying to shift the blame for the Plaza Miranda “bombing” from Marcos to me.

Thus, I have re-posted the definitive interview I made on video regarding the Plaza Miranda “bombing” and the documents of the reactionary government which finally absolved me of the false charge of multiple murder in the Plaza Miranda “bombing”.

Said documents are as follows: the 1994 resolution of the prosecutor’s office under the Manila Regional Trial Court dismissing the case against me and the 1998 certification of the Secretary of the Department of Justice which declared that said case had been dismissed and there were no pending criminal cases against me.

It is absurd that Kampanyang Ahos and other wrongdoings by certain renegades from 1985 to 1987 while I was in prison or abroad are cited against me. Even the subsequent benign rectification and educational movement to correct said wrongdoings are is misrepresented and slanted against me.

Even before the emergence of a people’s army, the toiling masses of workers and peasants suffer the daily violence of exploitation by the exploiting classes of big compradors and landlords.

Whenever they exercise their right to speak and assemble, the toiling masses face the threat and actual use of violence of the state apparatuses (the army, the police, the prisons and the courts). The reactionary state is institutionalized violence.

The New People’s Army (NPA) under the leadership of the Communist Party of the Philippines (CPP) arose long after the fact of people’s exploitation and oppression by the big compradors, landlords and corrupt bureaucrats. The people’s armed revolutionary movement is resistance to the prior unjust violence of the reactionary state.

The assertion of Duterte and his spokesman Panelo that the CPP and NPA promote violence and imply that they are the source of violence is utterly wrong. The US-Duterte regime is the main source, promoter and perpetrator of violence in the Philippines.

The NDFP, in representation of the CPP and NPA and other revolutionary forces, has been open to peace negotiations with any reactionary government willing to engage in peace negotiations.

Like all previous ruling cliques of the reactionary government, the Duterte ruling clique has delayed or stopped the peace negotiations whenever they cannot obtain the surrender and pacification of the armed revolutionary movement or whenever they can no longer tolerate the people’s demands for basic social, economic, political and constitutional reforms.

The US-Duterte regime is responsible for the termination of the peace negotiations and the continuance of the armed conflict between the reactionary government and the revolutionary movement.

From inside the Mafia-like Duterte ruling clique, the latest report is that Duterte himself and his innermost cabal are hell-bent on ensuring their stay in power through a presidential proclamation of martial law nationwide before the May, 2019 mid-term elections.

They have decided to make the martial law proclamation as early as January 2019 in order to ensure that they control and determine the results of the elections. In accordance with their decision, they are mobilizing government agencies to hype the threat of a supposed rolling ouster plot by Reds, yellows and unreliables within the AFP and PNP and to step up the vilification campaigns, intrigues and repressive actions.

While being panicky and violence-prone, Duterte and his cabal underestimate the extent and rate of the people’s rejection of the Duterte regime. They are practically power-crazed and seem to be blind to the fact that the Duterte regime is isolated and hated by the people, despite the paid slanted opinion poll surveys still giving Duterte an unbelievably high popularity rating.

The Duterte regime is fast becoming isolated and hated by the people for the following reasons:
  1. The economic and social conditions are fast deteriorating and making the people suffer from the soaring prices of basic goods and services, the decline in the value of the peso, the increased mass unemployment, worsened mass poverty, the widening budgetary and trade deficits and the mounting local and foreign public debt.The people hold the regime responsible for the excise taxes imposed at their expense and for the misuse of the tax revenues to overspend for the military and police forces, feed bureaucratic and military corruption, finance overpriced infrastructure projects and pay for the rising debt service.
  2. The people now recognize that Duterte’s “ war on drugs” is fake and is calculated to favor the Duterte drug empire, whose supreme overlord is Duterte himself and which includes as top players Duterte’s compadre Peter Lim, his own son Paolo and his son-in-law Mans Carpio, husband of his daughter Sara Inday. The Duterte drug empire has expanded its drug smuggling operations from Davao to other ports of the country.The people are neither impressed nor intimidated by the extrajudicial killings perpetrated to favor the Duterte drug empire but are angry that the targets of mass murder are not the drug lords and protectors at the level of governors and generals but the poor in the slum communities and the police officers are bribed by Duterte to carry out mass murder with public money.
  3. Criminality has become far worse than under any previous regime because the police officers under Oplan Tokhang and military officers under Oplan Kapayapaan have been emboldened by Duterte to abduct, torture, mutilate and murder drug and rebel suspects with impunity, presidential protection, cash rewards and promotions in rank. Criminals in power are far more abominable than ordinary criminals.Criminality in the form of corruption in the bureaucracy and in the security agencies is rampant. The Duterte ruling clique is the most corrupt, vicious and lawless of all ruling cliques that have arisen in the neocolonial history of the Philippines. It is also scandalously allied with the worst plunderers of the likes of the Marcoses, Arroyos, Estradas and Enriles.
  4. The word has spread nationwide that the destruction of Marawi City could have been avoided had Duterte allowed negotiations to be undertaken by the Sultan and the ruling families of Marawi with the small number of Maute and Hapsilon groups. But Duterte chose to destroy the city with aerial bombs and artillery fire in order to show off brute military force for the purpose of intimidating the Bangsamoro and Filipino nation. At any rate, the AFP suffered more than 2000 death casualties in Marawi City alone.Under conditions of martial law in Mindanao, the Duterte regime has unleashed atrocities not only on Marawi City but also in other areas of the Bangsamoro and the guerrilla fronts of the New People’s Army. The regime has exposed both its barbarity and its failure to suppress the growing people’s armed resistance. The overstretched maneuver battalions of the AFP have suffered severe casualties and have become worn out and demoralized.
  5. The Duterte regime is on record with Proclamation 360 of November 23, 2017 and Proclamation 374 of December 4, 2017 as the terminator or killer of the GRP-NDFP peace negotiations. These proclamations prove conclusively that the regime is not interested in peace negotiations because it wishes the armed conflict to continue and to scapegoat the CPP and NPA in order to be able to proclaim martial law nationwide.Unfortunately for the regime, it underestimates the capabilities of the revolutionary forces and the people to overcome the atrocities of the armed counterrevolution and to grow in strength and advance in the process. The escalation of exploitation and oppression of the people by the Duterte regime is generating favorable conditions for the further advance of the people’s new democratic revolution.
  6. In terminating the peace negotiations, the Duterte regime has shown its hostility to the people’s social and economic demands contained in the NDFP draft of the Comprehensive Agreement on Social and Economic Reforms. Moreover, Duterte has exposed himself as a big liar in promising land reform, national industrialization, the end of short-term contractualization, raising incomes of the workers and peasants and respect for the indigenous peoples’ right to self-determination and ancestral domain.Instead, the regime is violently trying to break up workers’ unions and strikes and murdering trade unionists and social activists supporting them. It is also murdering peasants and indigenous people and forcing their mass evacuation in order to make way for the mining, logging, plantation and tourist enterprises in Mindanao and nationwide. An increasing number of environmental activists are also being murdered by the regime.
  7. Duterte is still obsessed with charter change for federalism as a pretext for establishing a fascist dictatorship ala Marcos. He wants to concentrate all governmental powers in his hands and to handpick the warlords and dynasties subservient to him in the various regions of the Philippines.The people see through his scheme to use the May 2019 elections to maintain his supermajority in the Lower House and make a similar supermajority of at least 18 members of the Senate in order to ensure the success of his chacha scheme of fascist dictatorship under the guise of federalism.
  8. Duterte is overconfident that he has already turned the AFP and PNP into his private armies by promoting officers that are rabidly loyal to him, by doubling the salaries of personnel, by turning them into his criminal accomplices in the abduction, torture, mutilation and murder of rebel and drug suspects and by rewarding them with cash and promotions.But there is an increasing number of AFP and PNP officers and personnel who are opposed to Duterte’s favoritism and his criminalization and corruption of the security services. Like during the people’s struggles against the fascist regime of Marcos and the corrupt regime of Estrada, there are AFP and PNP officers and personnel who are discreetly organizing for the withdrawal of support from the tyrannical and corrupt Duterte regime.
  9. Before and soon after the May 9, 2016 elections, Duterte was irritated by US-based human rights organizations for condemning his record of human rights violations and by the prospect of US military assistance being reduced by the US Congress because of said violations. It came to the point that he threatened to adopt an independent foreign policy and even cursed Obama for wishing to scold him on human rights violations.But after his fellow ultra-Rightist Trump became US president, Duterte was assured of continued military assistance under Operation Pacific Eagle-Philippines. Thus, he has become openly a rabid US puppet. He has done nothing to contradict or abrogate any of the treaties, agreements and arrangements that maintain the US as the dominant imperialist power in the Philippines. Thus, we still speak of the US-Duterte regime to signify the puppetry of the Duterte ruling clique to US imperialism.
  10. What Duterte actually means by an independent foreign policy is to let any additional imperialist power take advantage of his treasonous and puppet character. Thus he has opened his regime to subservience to China. He wants to make the Philippines a debt colony and supplier of raw materials to China.Through a Joint Exploration Agreement with China, he is giving up the sovereign rights of the Filipino people over trillions of dollars worth of the oil, gas, rare earth metals and marine resources in the West Philippine Sea in exchange for a measly few billion dollars worth of overpriced infrastructure projects at high interest rates. Duterte is a complete traitor to the Filipino people. He does not respect the resounding legal victory of the Philippines against China before the Arbitral Tribunal in accordance with the UN Convention on the Law of the Sea. Patriotic officers of the AFP and PNP agree with the NPA that Duterte should not be allowed to betray and sell out the sovereign rights of the Filipino people to China.
In view of the foregoing reasons, candidates of Duterte in the forthcoming May 2019 elections will surely lose in many parts of the country if the elections would be clean and not manipulated by the Duterte appointees to the Comelec. But Duterte is not taking any chances and is hell-bent on declaring nationwide martial law.

He is worried to death that his candidates for the Lower House and the Senate would be defeated by the opposition candidates and that there would be enough of the opposition in Congress to impeach him and try him for high crimes. He calculates that it would be less effective for him to declare nationwide martial law after his defeat or his questionable victory in the May 19 elections.

The Red commanders and fighters, and the entire revolutionary forces of North Eastern Mindanao Region (NEMR), renders its red salute to Kevin “Ka David” A. Banggan, Jimson “Ka Em-Em” C. Pecato and civilian Darwin Tejero – revolutionary martyrs!

Since Ka David and Ka Em-Em joined the New People’s Army, they learned from their revolutionary tasks that molded them into being disciplined and sincere in implementing their tasks and concern for their comrades and the masses. They were noble children of the masses who passionately and sincerely served the people.

Above all, they valiantly faced the demented enemy to protect and defend the wellbeing of the masses and the revolutionary movement.

Last September 7, an armed encounter happened in the mountain area of Sitio Gacob, Brgy. Hinapuyan, Carmen, Surigao del Sur between operating troops of the 36th IBPA and Ka David’s group. Ka David was shot but he first guaranteed the safety of his Red fighter comrades. Despite the effort of the Red fighters to rescue Ka David, they failed as the attacking enemy forces were just about 2 meters away. A sergeant from the enemy was killed and two were wounded.

According to Ka David’s comrades, he was still alive when he was captured by the enemy forces. Instead of providing first aid as his right as a hors d’combat (unable to fight back as defined in the rules of war), he was tied and left to die by the coldhearted fascists. Worst, instead of taking his dead body for proper burial, they threw and hid him in the cliff while the enemy continued with their operations, resulting in the inability of the Red fighters to rescue him. They were only able to find the rattan used to tie him, his watch, bracelet and shawl at the area of the incident. Several days after, Ka Sandara, spokesperson of Front 30, said that Ka David might have been captured by the enemy and demanded that he should be shown. Still, a month passed after their military operation before the 36th IBPA revealed the decomposed dead body of Ka David.

Meanwhile, Ka Em-Em died in an encounter in August against 29th IBPA forces in Sitio Cogonon, Brgy. Tagmamarkay, Tubay, Agusan del Norte. Before she died, Ka Em-em showed exceptional bravery with her leading a group of Red fighters to strike the demented enemy forces. Ka Em-Em bravely faced the enemy to defend the interest of the masses and the revolution against the dark designs of the fascists.

The actions of the AFP forces clearly disregarded and violated human rights, the International Humanitarian Law and other international rules of war.

Ka David and Ka Em-em were true members of the Communist Party of the Philippines (CPP) and the New People’s Army (NPA) until their last breaths. They did not easily relinquish the honor and prestige of the Party and the NPA amidst the sacrifices they encountered. They were revolutionaries who truly loved and served the people.

The civilian Darwin Tejero was killed on the first week of October in Sitio Palilihan, Brgy. Mahanob, Gigaquit, Surigao del Norte after being struck by the indiscriminate bombings and strafing of attack helicopters near a community, in support of the attacking mercenary forces of the 30th IBPA.

The bravery and strength displayed by Ka David and Ka Em-Em belies the fabrications and falsehoods mouthed by the US-Duterte regime and fascist AFP/PNP that Red fighters no longer abide by the correct principles. Instead, they sacrificed their lives for the revolution and the people they served. They chose to die while fighting instead of surrendering to the fascist US-Duterte regime. Their exemplary commitment can never be attained by the fascist forces of the AFP/PNP. The AFP/PNP, as mercenaries and reactionary soldiers, serve only the exploitative and oppressive classes of big bourgeoisie, land lords and US imperialists.

Ka David and Ka Em-Em might have died, but their deaths will inspire and intensify the morale and commitment of thousands of Red fighters and the youth to advance the national democratic revolution towards total victory. Like other martyrs of the revolution, Ka David and Ka Em-Em’s sacrifice and the death of Darwin, will further advance the people’s war towards the achievement of its goal of a socialist society.

The National Democratic Front of the Philippines-North Eastern Mindanao Region (NDFP-NEMR) and the entire revolutionary movement in the region, join the people in Surigao del Sur, especially those deprived and oppressed, in their sorrow for the death of beloved bishop Msgr. Ireneo Amantillo, CSsR, D.D. The revolutionary movement in the region renders high red tribute for a member of the church who sincerely served the people of Surigao del Sur.

Msgr. Amantillo became the bishop of the Tandag Diocese in 1978 under the brutal martial law of the Marcos dictatorship, until 2001. While bishop, he defended the rights of the poor, deprived, oppressed, exploited and struggling people of Surigao del Sur.

Under his leadership, the diocese effectively implemented the Catholic church’s Rome Vatican II and the Plenary Council of the Philippines (PCP) II documents which encouraged the formation of Basic Ecclesiastical Communities (BECs). Catechists, lay ministers and the faithful of the Diocese actively joined and helped their fellowmen especially the poor and powerless. The Diocese of Tandag joined the people in the struggle for their interests by establishing and strengthening the different diocesan apostolates that served the people, especially the Lumad and farmers. Some of the services rendered were education, health and livelihood. It played a big role in organizing and strengthening progressive organizations that advocated for the interests of the basic masses. This made the Diocese of Tandag truly a Church of the Poor.

He bravely stood for the rights of the people of Surigao del Sur and contributed in uniting them to gain strength to struggle for their rights. The people of the province will not forget his going to the communities, talking with the victims of abuses and providing them sanctuary and help. Most of all, the Diocesan Pastoral Center in Tandag and the different parishes of the diocese were the first refuge of victims of militarization, killings, torture, harassment, forcible evacuations and other human rights violations under the Marcos dictatorship and the subsequent Cory Aquino, Fidel Ramos and Joseph Estrada regimes. The people knew their bishop will never turn them away.

They will always remember Bishop Amantillo joining their commemoration of the International Human Rights Day every December 10, his birthday. He always took time from his special day, to speak, support and demand with the people, respect for human rights.

The CPP-NPA-NDF in the province highly respects Bishop Amantillo. He sincerely served the people of Surigao del Sur and was able to unite the faithful in the diocese towards serving and taking on the causes of the oppressed in the face of harassments and brutality of the mercenary military. He supported the progressive priests who joined the people’s struggle and were attacked by the reactionary regime. He respected the principles of his priests and diocesan workers, supported them in their struggle for the welfare of the basic masses despite their imprisonment, amidst the accusations and vilification. He respected the decision of one of his priests, Fr. Frank Navarro when he joined the New People’s Army (NPA) and he understood that it was done because he wanted to serve the people through armed struggle.

Bishop Amantillo was peace loving. He opened the doors of the Catholic church for peace talks under the Cory Aquino administration and took up the role of third party facilitator between the two parties in conflict. Despite the failure of the talks, he continued to push for peace talks under the subsequent Ramos and Estrada administrations. The church also promoted the Joint Declaration for Safety and Immunity Guarantees (JASIG), Comprehensive Agreement on Respect for Human Rights and the International Humanitarian Law (CARHRIHL) and other completed agreements. He facilitated the release of prisoners of war of the New People’s Army and without hesitation, went to the mountains and talked with the representatives of the CPP-NPA-NDF in the province.

Bishop Amantillo defended the environment. He mobilized the entire Diocese of Tandag in educating the people on the destruction of the exploitative Mining Act of 1995. The diocese started opposing large scale mining operations that would destroy the mountains and environment of the province.

Even in retirement, he continued to support the people of Surigao del Sur, gave them strength and supported their causes.

His led a commendable life, worthy of emulation by the faithful especially under the current state brutality.

The Moro Islamic Liberation Front Central Committee reaffirms and strengthen its standing “hands off” policy on Philippine elections.
In a resolution issued last August 16, the MILF leadership recognized that there is possibility of negative effect of the MILF participation to the upcoming 2019 elections to the plebiscite and the formation of the Bangsamoro Transition Authority.

In the same resolution, the MILF leadership reiterates prohibition to its political, military and the United Bangsamoro Justice Party (UBJP) officers and non-officer of the Front to run in any elective position and join and participate in any political campaigns and rallies.

The prohibition also includes using the MILF properties including vehicles and equipment in campaigning or any election related activities.

The resolution further stated that violators shall be penalized of which suspension is the least that can be imposed.

In the past election seasons, the MILF issued resolution reiterating its hands off policy to local politics.

The BTA will be the body that will facilitate the transition of the current Autonomous Region in Muslim Mindanao to the new Bangsamoro political entity.

COTABATO CITY - To protect the Teduray residents of Barangay Limpongo in Datu Hoffer, Maguindanao, the Regional Reconciliation and Unification Commission (RRUC), 105th Base Command of MILF – BIAF, the 57th IB, PA and the Maguindanao Police Office in coordination with the Local Government Unit have established the Municipality of Datu Hoffer Coordinating Council to closely monitor peace and security in the area.
On September 1, 2018, at around 9; 55 in the morning a shooting incident took place at Sitio Buntod, Barangay Limpongo in the said town where Nestor A. Daingan, 68 years old, male, married, farmer, and Rene S. Usman, 28 years old, male, married, farmer, both residents of said barangay were killed.

According to the report of Datu Hoffer Municipal Police Station, the victims were farming in the area when the shooting incident took place. Before killing the victims, the perpetrators tied their both hands before they were shot point blank.

According to the police report, the suspects are still roaming around Sitio Buntod in said barangay.

As per account of Limpongo Chairwoman Jocelyn Unao Pantingan, a day before the shooting (August 31, 2018) at around 7pm the military detachment at Barangay Limpongo was harassed resulting to the death of Ricky Udas.

Upon receipt of the information, Ms. Fatima Kanakan, Executive Director of Office on Southern Cultural Communities (OSCC) immediately informed RRUC Chairman Romeo Sema regarding the plight of the indigenous peoples in the area, and subsequently, RRUC chairman called for a meeting in Cotabato City to discuss possible solutions to the problem.

RRUC – ARMM Executive Director Abdulbasit R. Benito revealed that upon the instructions of Chairman Sema, RRUC team immediately conducted a low profile fact finding mission on October 3, 2018.

Dir. Benito disclosed that during October 12 meeting in Cotabato City they have identified a long term and short term interventions, but the most urgent one is the creation of an area peace coordinating center.

To implement the said proposed solutions, Vice Mayor Bai Johaira “Bong” Ampatuan of Datu Hoffer Municipality hosted an RRUC – MPOC Joint meeting on October 15, 2018 held at the session hall of the municipality.

Municipal Administrator, and former Maguindanao 2nd District Board member Datu Norodin Mamaluba presided over the meeting. In that meeting, the CO of 57th IB Lt. Col. Gener Jr. discussed the concept of area coordinating center.

According to Col. Gener, there is really a need to initiate other security measures such as formation of Peace Monitoring Center that has been agreed in the Cotabato meeting. The said coordinating center will be led by the Local Chief Executive with the AFP and other members from different multi-sectoral groups in the area

He added that the “Creation of the coordination center is not the end, while we strengthen our forces in the area, we will also consider the education, health and sanitation of the people in the community. We also need to identify first their basic needs. If they don’t have fear in their community maybe we can provide some basic services for them”

PO Abas supports the idea of Col Gener Jr. saying that the meeting is actually a continuation of the RRUC meeting in Cotabato City that the creation of coordination peace center as main agenda is one of the good solutions, an immediate action of the group to the incidents in the municipality.

OSCC Fatima Kanakan disclosed the interventions made by her agency where they provided relief assistance to more than One thousand affected individuals. She said that they made a request to RRUC – ARMM assistance, thus this humanitarian undertaking is taking place.

On the part of the AFP on the issue of Teduray in Limopngo, the AFP committed to provide early response if needed.

The agreed formation of a coordination center will be composed of different sectors in the municipality such as, LGU of Datu Hoffer, Mayor as the Chairman,57IB (Ernesto) AFP, PNP (MPS- COP), Sangguniang Bayan Datu Akas Ampatuan,105th Base Command (MILF-Zukarno Gandawali), Council of Elders from Tabunaway - Rudy Binansilan, Council of Elders from Mamalu Salundab Kusan, MSWO/DSWD.

Supervision and monitoring group are RRUC-ARMM, OSCC, CCCH-GPH, PPO, and the CSO-IRWW (Monitoring)

Datu Hoffer MPDS Headquarter will serve as the temporary center of the coordinating council. To strengthen the mechanism, the Sangguniang Bayan of Datu Hoffer will pass a resolution/ordinance for the creation of the said coordinating council. As a support group, IRRW was requested to provide assistance (logistics and capacity building) as part of their program.

TANDUBAS, TAWI-TAWI - A group of peace advocates from mainland Tandubas town conducted peace advocacies and information- drive on Bangsamoro Organic Law (BOL) in various island barangays of this town on October 22.

Moro Community Leaders from adjacent barangays of Naungan, Taruk, Salamat and Baliungan and organic members of the Moro Islamic Liberation Front (MILF) and its line agencies converged into one venue at Barangay Tandubato in a bid to understand what is BOL all about and its benefits to Bangsamoro people.
The peace advocacies and information-drive were organized and facilitated by Moro Community leaders in partnership with Municipal Chairman of MILF Provincial Political Committee Ibrahim Ibnohasan along with some members of 117th Base Command of Bangsamoro Islamic Armed Forces (BIAF-MILF).

Mr. Tirso S. Tahir from Bangsamoro Leadership and Management Institute (BLMI) elucidated on the salient provisions of BOL by explaining them thoroughly in Sinama , the Tawi-Tawian dialect.

“We are fervently praying and hoping that with the advent of Bangsamoro Government, the marginalized sectors and remote communities will have its fair share from social services and livelihood programs that the new region will undertake in Bangsamoro communities,” Imam Kammo-o said.

“Uplifting our impoverished conditions through good governance is what we expect from the Bangsamoro Government. We are hoping that the new government will really serve the general welfare of the Bangsamoro people” Bapa Allih said

More Information-drive and productive dialogue in grassroots communities will be conducted so that every Moro is enlightened and updated on the importance of BOL, and to ensure its wider acceptability especially during the plebiscite on January 21, 2019.

Sultan sa Barongis, Maguindanao ----   Speaking during an advocacy on illegal drugs and terrorism held in Bulod in this town on October 25, Sultan sa Barongis (SSB) Municipal Mayor Ramdatu M. Angas told community leaders in attendance to support Government Initiatives Against Illegal Drugs and Terrorism, and the Bangsamoro Organic Law (BOL).
Mayor Angas stressed that the “Yes Vote must prevail in SSB during the January 21st Plebiscite.”

In support to the GPH-MILF campaign for Peace and Security, the LGUs, AFP, PNP and MILF have been working together to eradicate illegal drugs, combat terrorism, and extremism to pave the way for lasting peace in Mindanao.

AFP ILT Eddie F. Dayag, MRD (Makabayan) Infantry Battalion, said the barangay officials can initiate and pass barangay ordinances to prevent drug dealers, users, and terrorists from doing their trade in their communities. The ordinances can support the GPH-MILF Peace and Security Programs.

Professor Esmael A. Abdula, President of Kalilintad Peacebuilding Institute, and member of Steering Committee of Bangsamoro Leadership and Management Institute (BLMI) told the participants that the BOL is the result of decades Moro struggle that resulted to the loss of thousands of lives.

Abdula said “Bangsamoro people has the solemn duty to cast the yes vote during the plebiscite.”

Shiek Abdulfatah Delna, Head of Hayyatol Ulama of Damakling Province stressed that “Islam is peace, then all forms of illegal activities are against Islam.”

Delna quoted a Qur’anic verse: “You are the best among the Ummah (community), forbidding what is wrong and doing what is good (right).”

Delna added “Muslims should be role models in their communities. Every Bangsamoro Muslim should help in achieving peace, justice and development. They should also support the GPH-MILF campaign for the ratification of BOL by voting yes during the plebiscite.”

Cotabato City - The Geneva Call represented by Mr. Alain Detetroz, Country Representative to the Philippines launched “Conflict Has Rules too” Campaign Project on October 22, 2018 at the Pavillion Hall of Pagana Native Restaurant, Cotabato City.
The launch aims to introduce the program to give understanding and send the message to the people in the community that in times of different conflict especially in war zone areas, the rules of conflict must be recognized and respected by the armed groups whether it is from the government or rebel groups in securing and protecting civilians.

The Geneva Call developed and ratified the Geneva Convention which regulates policy that has been signed by the government as a Non-state project.

The program concerns are on saving lives of children as primary victims of war, on gender and sexual violence where in other countries it has become a bigger issue for them.

It also pushes to give respect to the medical mission roles.

Mr. Detetroz says that in the context of conflict resolution, “we give space or seat for women as we recognize their role on the peace process because we believed that when they belong to that circle, the peace process becomes a whole.”

He clarified that it is the International Humanitarian law (IHL) that gives protection to the displaced people and prohibiting forced displacement, protecting the medical care both for troops who will be wounded in the zone of war because they deserve it, prohibiting gender and sexual-based violence and protecting the cultural heritage of a state or country, Including protecting children and prohibiting the use of child soldiers, protecting schools and universities and banning an anti-personal mines.

“On how do they conduct it? It is through humanitarian dialogue in different states, advocacy and distributing educational campaign materials and now, including the social media posting as part of tool in disseminating accurate information,” he added.

Detetroz disclosed that for the past many years, their organization has already been working together, and well-coordinated with the Moro Islamic Liberation Front (MILF) in popularizing the rules of conflict to give awareness to the people of Mindanao.

The MILF is the first group engaged by the Geneva Call in the entire globe, and being the first signatory in an agreement that prohibits child soldiers that has been welcomed by the state officials of Geneva Call who work on the aspect on security.

Architect Edward Guerra, Co-Chair of the Joint Normalization Committee (JNC) of the MILF who was invited to the event to present a collaborative works in their joint efforts with the Geneva Call.

Guerra said that in the past, representatives of the organization came to Mindanao with the perception that the MILF is engaged in child recruitment as rebel soldiers.

Thus, we have signed a deed of commitment seeing the horror of landmines where people become victims and are suffering, he added.

He also presented the Code of Conduct of MILF where he cited Article 34 regarding “Truth of Behavior” that every member of the MILF must obey and adhere to.

He stressed that, “The mujahideens or combatants of Bangsamoro Islamic Armed Forces (BIAF) must follow and respect the rules imposed on them in accordance with Islam.

As such, they shall save the lives of the civilians not to harm them. Combatants shall not kill without justification or valid reason any creation of Allah (S.W.T) like animals, not to destroy forest, and the captives in war shall be treated humanely, and many others.

In ending his message, he wished and would be glad to make Cotababto City as a place for peace. Though it has a lot of conflict but may it become a model of ending the deed of agreement they have signed before.

“Conflict transformation, normally takes place after the signing of peace agreement, assumes the last phase of peacebuilding and is the hardest part,” said Guiamel Alim, Chairman of the Consortium of Bangsamoro Civil Society.
“Peace agreement sometimes or most of the time look only at the political side of the conflict but fail to move forward the process of transforming oppressive structures and institution that can hopefully lead to healing and reconciliation in the long run,” the Moro civic leader said.

Alim was speaking in a plenary attended by more than two hundred delegates from the Southeast Asian states during the 5th International Conference on Human Rights, Peace & Conflict in Southeast Asia held at Pasig City on October 15-17, 2018.

“The question is: What should we do about the thousands of serious crimes that have been committed?,” he asked and added “Our choices can be: do nothing, deny the past, give amnesties to the perpetrators, …provide official apology, reform institutions that can hopefully lead to healing and reconciliation in the long terms” he added.

Alim narrated the efforts initiated in the Philippines to address the legacy of the past that includes the ongoing undertaking by the Human Rights Violations Claim Board to compensate victims of Martial Law from the recovered money of Marcos.

The data shows around 11,000 out of more than 70,000 claimants had been able to receive payments, according to the speaker.

“Nevertheless, these initiatives have had yet small or insufficient impact, notably regarding the satisfaction of victims, especially in Mindanao, and in guaranteeing the prevention of the recurrence of violations,” he said.

Alim said among the reasons why initiatives related to transitional justice often viewed ineffective includes: they have mainly not addressed the root causes; they were not implemented as a result of broad and transparent consultations; they promoted isolated measures instead of holistic strategy and they did not contribute to the prevention of revisionist discourse and denial about injustices committed.

He added that studies show that peace violence and human rights abuses not necessarily end in a post-conflict era and even after signing of peace agreements in Mindanao.

“Peace agreements are not enough. It requires a transformation of the parties, their relationships to each other, and the structural elements that underlie he conflict,” the speaker pointed out.

“Conflict transformation process deals with the past and bring the protagonists into the situation where they can work together, but that can only happen when there is healing and reconciliation and that social justice and institutional reforms are installed to guarantee the non-recurrence of violence,” he explained.

Alim said, “Peace agreements therefore shall embody the mechanism that can lead to addressing the legitimate grievances and injustices that characterized the past relationship,” he added.

He ended his presentation saying “In the Philippines and in the Bangsamoro, the fight to end the violence and building a lasting peace is a work in progress. Conflict transformation dictates the need for inclusive and sustainable human security development program.”

Datu Abdullah Sangki, Maguindanao--- The 1st Brigade of Guerilla Operations, Inner Guard Base Command, National Guard Front, BIAF-MILF headed by Brigade Commander Hajji Tho Paduman hosted Advocacy on Bangsamoro Organic Law (BOL) in this town on October 27.
MILF BIAF commanders and elements belonging to the brigade, MILF Political Committee officers and members, local folks, religious sector, women, and local political leaders attended the advocacy.

Abdulrahim Kanakan, a religious leader said, “As Muslims, we must perform first our religious obligation because it is the very foundation of our struggle.

“Let us strengthen our faith in Allah (S.W.T.), pray for his guidance in seeking lasting peace in our homeland”, added Kanakan.

Khairudin Anwar, a staff of Kalilintad Peacebuilding Institute, said “In our struggle to achieve right to self-determination, we cannot easily get what we want as there is a need to spend our properties and lives for the common cause.”

Anwar told the participants to be ready for the coming plebiscite, a crucial stage of our democratic struggle.

Moidjoddin Talusob, General Secretary of Federation of Bangsamoro Civil Society Organizations (FBCSO), said “We encourage our women to exercise their rights to cast their vote, and vote yes during plebiscite on January 21, 2019.”

“Our participation in the plebiscite is the key to the success of the BOL, Talusob added.

Busra Diliyuden, Deputy on Guerilla Operation, said “We have gathered today as a show of our unity and solidarity in support to the BOL, so let us overwhelmingly cast the yes vote on plebiscite day.”

Diliyuden told the BIAF field commanders and elements that they must obey the MILF leadership in sustaining peace in the community.

“We should implement all orders of the MILF Central Committee pertaining to the organic law so that the yes vote will win during plebiscite”, Diliyuden emphasized.

Esmael A. Abdula, Training Officer of Bangsamoro Leadership and Management Institute, said that the BOL when ratified will “bring the government to the people”.

“The organic law when ratified, the new regional government will pursue peace, and justice for all, and infuse development in our homeland. That is why we should oblige ourselves to vote ‘yes’ during the plebiscite”, Abdula added.

“Our affirmative votes for BOL are our legacy to the next generation.”

Abdula explained that the stages of Moro struggle underwent series of bloody wars and on-and-off negotiations that resulted to the signing of milestone peace agreements between the Philippine Government and the Moro Islamic Liberation Front, the largest Moro revolutionary front in Mindanao.

CAMP LEONO, Kalandagan, Tacurong City (DWDD) – The CAMP LEONO at Kalandagan, Tacurong City named after the late BIENVENIDO LEONO, JR. is the brainchild of Bogz Jamorabon, who authored the resolution for the vacant land of the city for the use of the military.

From the former semi-forested and muddy area due to the clayish consistency of its soil, it has admirably been transformed into a beautifully-landscaped camp, that gives an impression of being a resort.

Currently, at the helm of the camp is Colonel Robert C Dauz, Brigade Commander, 1st Mechanized Infantry Brigade.

During the tree-planting sponsored by the Fit Mart in Tacurong on October 28, 2018, Col. Dauz was joined by Colonel Efren P Baluyot, Deputy Brigade Commander/ Commander of Taskforce “Talakudong” Captain Diego Guinanas Jr., Civil-Military Operations Officer 1st Lieutenant Elvis Jayson, Acting Commandant of Headquarters and Headquarters Company, 1Mech Brigade. The Fit Mart group on the other hand was spearheaded by the Store GM Wilma Febreo and HR Manager, Irene de la Cruz.

BISLIG CITY, Surigao del Sur (DWDD) – Communist Party of the Philippines – New People’s Army terrorist (CNT) of Guerilla Front Committee 14 (GFC14) voluntary surrenders to Charlie Company of 75th Infantry MARAUDER Battalion (75IB) bringing along with him a firearm at Brgy Bayugan 3, Rosario, Agusan del Sur, on October 25, 2018.

The surrenderee was identified as Alias Kalbo, 48 years old, married and a resident of Rosario, Agusan del Sur. He brought along one (1) .357 magnum pistol loaded with ammunition.

 

Lieutenant Colonel Jaime R Datuin, Commanding Officer of 75IB appreciates the prudent decision of Alias Kalbo treasuring not only his life but also his family’s future.

“I encourage those rebels are still in the mountains, to lay down on your arms. We will assist you in your reintegration to our society. The government has Enhanced Comprehensive Local Integration Program that former NPA terrorist can benefit from it. It will help you and your family to start a new life away from chaos, hunger and fear of losing your life from an encounter with our troops.” Datuin added.

Brigadier General Andres Centino, Commander of 401st Infantry Brigade applauded the marauder troopers for another accomplishment.

“My sincerest appreciation to the Marauder troops for the continuous efforts exerted in helping 401st Brigade accomplish our mission.” BGEN Centino ended.

CAMP SIONGCO, Awang, Datu Odin Sinsuat, Maguindanao (DWDD) – The 6th Infantry “Kampilan” Division of the Philippine Army commemorated on October 24, 2018 its 31st founding anniversary with pride and honor.

The celebration kicked off with the wreath laying on the tomb of the unknown soldier in recognition of his heroic acts with Commander Western Mindanao Command Lt. Gen. Arnel B. Dela Vega.

After the wreath laying, the celebration was highlighted with the ceremonial demilitarization of captured, confiscated, surrendered and recovered firearms in the area of 6th ID from the provinces of Maguindanao, North Cotabato, Sultan Kudarat, Lanao del Sur and cities of Cotabato and Tacurong spearheaded by 6th ID Commander Maj. Gen. Cirilito E. Sobejana.

At least 760 firearms were destroyed and flattened by a road roller during the ceremony witnessed by the local government chiefs and other guests of the anniversary celebration.

The celebration continued with the Testimonial Parade and Review with Department of National Defense Secretary Delfin Lorenzana as the guest of honor held at the Kampilan Grandstand.

The Command gave a plaque of recognition to all stakeholders who been partners of the 6ID’s endeavors for peace and development in Central Mindanao that contributed to the accomplishment of its mission. Former 6th ID Commanders present in the event were also given plaques as gesture of gratitude for their contribution to the Command during their stint.

Also awarded with plaques of recognition as Best Junior Officer, Enlisted Personnel, CAA and Civilian Employees were 1st Lt Charles Joseph P. Ramos a, SSg Ramil G. Binoya, CAA Lucas S. Alpilarta and Mrs. Rosemarie S Bustamante, respectively.

Likewise, the 603rd Brigade was adjudged as the Best Brigade, 7th Infantry Battalion as Best Battalion and 61st Reconnaissance Company as Best Company.

Military personnel that exemplified heroic acts and best efforts in the discharge of their duties were awarded with Gold Cross, Silver Cross, Bronze Cross and Military Merit medals.

The activity was attended by the Philippine Army Commanding General Maj. Gen. Macairog S. Alberto, Lt. Gen. Dela Vega; former 6th ID Commanders, local chief executives in 6th ID area of jurisdiction, non-government organization heads, members of the Kamplan Multi-Sector Advisory Board, Moro Islamic Liberation Front (MILF) and Moro National Liberation Front (MNLF) leadership, and key stakeholders who contributed in peace and development endeavors of 6th ID.

“The Kampilan Division will never be above you, never below you, but always beside you,” Maj. Gen. Sobejana emphasized in his message.

Adding more excitement to the celebration, the Cultural Show and Binibining Kampilan 2018 was held during the night. The eight teams from organic and operationally controlled units of Joint Task Force Central composed of Black, White, Brown, Yellow, Blue, Gray, Red and Orange competed in the most awaited events.

The White team was declared winner of the cultural show and Ms. Sypril Eloisa Bauzon representing also the white team bagged as the champion of Binibining Kampilan.

Various activities for thanksgiving, community service, intensifying stakeholder’s engagement, troops recreation were held as part on the month-long celebration that started last September 25.

TACURONG CITY, Sultan Kudarat (DWDD) – Nine (9) members of IS-linked Bangsamoro Islamic Freedom Fighters (BIFF) led by Datu Parido Balabagan a.k.a. Commander Banog, a well—known BIFF field commander surrendered to the Army and was presented to the 1st Mechanized Infantry Brigade, Mechanized Infantry Division, Philippine Army.

Colonel Robert Dauz, Commander of 1st Mechanized Infantry Brigade welcomed and received the surrenderors as presented by Lieutenant Colonel Harold Cabunoc, Commanding Officer of 33rd Infantry Battalion on 26 October 2018 at the Headquarters of 1st Mechanized Infantry Brigade at Camp Leono, Brgy. Kalandagan, Tacurong City.

The effort was part of the Mechanized Brigade intensified campaign on Military Operations and Information Operations against lawless group especially the BIFF in the area of operation in General Salipada K. Pendatun, Maguindanao.

Gov’t spending for intelligence in 2017 rose by whopping 102%

THE national government’s “confidential, intelligence, and extraordinary expenses (CIE)” in 2017 rose by a whopping 101.78 percent to P8.98 billion compared to P4.52 billion in 2016.

Broken down by departments or offices, the top three spenders were the Office of the President with P2.515 billion, National Defense with P2.222 billion, and the Congress of the Philippines with P1.797 billion.

Combined, these three offices accounted for 72.87 percent of the total amount spent on confidential and intelligence activities by the government last year.

The OP’s share accounted for 28.05 percent, that of National Defense, 24.78 percent, and Congress, 20.04 percent.

The remaining 27.13 percent was apportioned among the rest of the agencies in government – Interior and Local Government (P883.462 million), other executive offices (P434.716 million), Justice (P346.372 million), The Judiciary (P236.898 million), Autonomous Region in Muslim Mindanao (P104.502 million), Finance (P77.243 million), Education (P47.643 million), and Other Departments and Offices (P301.632 million).


By classification of expenditure Intelligence Expenses had the biggest slice of last year’s CIE pie with P4.403 billion, up 303 percent from just P1.093 billion in 2016.

Extraordinary and Miscellaneous expenses saw only a slight uptick to P2.566 billion in 2017 from P2.548 billion the year before.

Confidential expenses accounted for P1.998 billion up 1.49 percent from P803.353 million in 2016.

The figures were summarized in the 706-page 2017 Annual Financial Report released by the Commission on Audit last October 25.

Copies of the same report were earlier submitted to the Office of the President, the Senate, and the Lower House on September 25, 2018.

A review of the Office of the President’s CIE expenses year on year showed a huge increase in 2017, the first full year of the Duterte administration.

In 2015, the last full year of the previous administration, CIE expenditure totaled P453.592 million. This went up to P715.231 million in 2016 before nearly increasing three-fold to P2.515 billion in 2017.

Neither the 2016 nor the 2017 Financial Statements of the OP’s financial audits contained any explanation for the increases.

The General Headquarters-Armed Forces of the Philippines showed from only P152.648 million in 2016, its total CIE expenses ballooned to 1.682 billion in 2017 or a jump of 1,001 percent.

“The significant increase in the intelligence expense of Central Office was due to the massive/extensive intelligence and counter intelligence activities of the AFP during the Marawi crisis,” according to the explanation provided under the agency’s 2017 Financial Statement.

On the part of the Department of National Defense, the spending for the same purpose hardly moved from P35.939 million in 2016 to P36.028 million in 2017.

The House of Representatives listed only Extraordinary and Miscellaneous expenses totaling P1.523 billion in 2017, up only a tad from 2016’s P1.469 billion.

On the other hand, the Senate’s CIE expense in 2017 actually went down to P260.135 million compared to P298.01 million in 2016.

For the Philippine National Police (PNP), the Confidential, Intelligence and Extraordinary expenses increased by 235 percent from P252.55 million in 2016 to P845.51 million last year, attributed to the government’s ongoing war on drugs.

“Notable increase in this account was due to approved additional Intelligence Fund on top of regular intelligence fund received by the PNP from previous years and Intel Fund for PNP Anti-Illegal Drugs Campaign Plan (Double Barrel),” the agency clarified in its Financial Statement.
