Army scores in three encounters in Albay and Camarines Sur provinces

LEGAZPI CITY (PIA) – Joint Task Force Bicolandia and 9th ID Commanding Officer Maj. Gen. Adonis Bajao expressed appreciation to the villagers for their vigilance and continued support, emphasizing that their operations rely on such cooperation to ensure success.

The 9th Infantry ‘SPEAR’ Division scored anew in three consecutive clashes with members of the New People’s Army (NPA) in separate locations in the province of Albay and Camarines Sur.

The said encounters were the result of the community’s vigilance in reporting sightings of suspicious armed individuals in their areas.

Division Public Affairs Office (DPAO) Chief MAJ Frank Roldan stated that their troops are receiving feedback from residents. This valuable input has significantly aided the government troops in tracking elements of the Communist Terrorist Group (CTG) leading to the surrender of some members and the seizure of weapons and ammunition.

The first confrontation took place at Brgy. Salvacion, in Pioduran, Albay on Saturday, Feb. 24 at 6:15 in the morning when the 49th Infantry Battalion, along with personnel of the Philippine National Police (PNP) Police Provincial Office and Criminal Investigation and Detection Group (CIDG)-Albay encountered seven (7) CTG members.

A 10-minute firefight between the government troops and the group led by Ka Mar or Bokno ensued. Outnumbered, CTG members scampered in different directions, leaving one (1) M16 rifle; one (1) M653 rifle; one (1) Cal.30 carbine; one (1) bandolier, and one (1) hammock.

On Monday, Feb. 26, two separate encounters were recorded in Camarines Sur; 1:40AM at Brgy. Binalay in Tinambac and 6:25 in the morning in Brgy. Lubgan, Bula.

While conducting a combat operation in the vicinity of Binalay, said town, 83IB troops encountered approximately 15 CTG members.

With no casualties or injuries on the government side, the troops believe that there are wounded CTG members, judging from the blood stains found at the encounter site.

Joint Task Force Bicolandia and 9th ID Commanding Officer MGEN Adonis Bajao immediately conducted a follow-up operation to locate the injured NPA member/s, ensuring they will receive the necessary medical treatment at the hospital.

While fleeing, the NPAs abandoned one (1) M16 rifle, one (1) Cal.45 pistol, six (6) pcs. magazines for 5.56mm, one (1) piece magazine for Cal.45 pistol, three (3) pcs Improvised Explosive Devices (IED), and two (2) bandoliers.

A cell phone, five (5) backpacks, ten (10) hammocks, and other personal belongings were also recovered at the encounter site.

Several hours following the initial morning encounter, an exchange of gunfire echoed in the hinterlands of Brgy. Lubgan, in Bula, Camarines Sur when the 81st Infantry “SPARTAN” Battalion encountered ten (10) CTG members, engaging them in a 10-minute firefight.

Lubgan Elementary School which is located a few meters away from the encounter site was temporarily closed after the incident.

Similar to the previous encounters, the NPAs fled in different directions. The government troops successfully seized two (2) M16 rifles, four (4) magazines, one (1) bandolier, and other personal belongings.

Bajao once again called on the remaining CTG members to put down their arms and reunite with their families. The commander also conveyed the government’s sincerity in offering a new life to the former rebels who want to have a new lease in life and live a ‘normal’ life with their families.

A MILITARY operation on Wednesday, February 28, 2024, in the area near Barangays Lomboyan and Torocadan, San Joaquin, Iloilo, resulted in the recovery of three bodies and the discovery of two additional from the Communist New People's Army (NPA) Terrorist (CNT) of Southern Panay Front Komiteng Rehiyon – Panay (SPF, KR-Panay).

Following a clash between the 61st Infantry (Hunter) Battalion (61IB), the Philippine Army, and the CNT at 3:20 a.m., the Scene of the Crime Operatives of the Police Regional Office VI (SOCO, PROVI) secured the encounter site and ensured the area was clear of potential landmines.

Three CNT members were found dead at the location have been identified as Jonathan Sasi Sanogal alias Jeros, member of Squad SM, Puregold Platoon, from Barangay Langca, San Joaquin, Iloilo; Patrick Reovoca alias Kim, member of Squad Gaisano, Puregold from Barangay Alegre, Sebaste, Antique; and Mario Reovoca alias Mike or Jaguar, Squad Leader, RSDG Platoon resident of Barangay Alegre, Sebaste, Antique.

The remains of Jonathan were transported to Siscar Funeral Service in Miagao, Iloilo, while those of Patrick and Mario were brought to Arnulfo Sumagpao Funeral Homes in Santa Barbara for paraffin testing, post-mortem examination, and proper disposition.

Later, in Barangay Camabaan, San Joaquin, Iloilo, two members of the CNT, one wounded and one deceased, were found abandoned.

The 61IB troops gave medical assistance to the injured female CNT member, identified as Rosel Nabua Esmediana, also known as Michelle or Poleen, the deputy secretary for education of SPF, KR-Panay. She is currently undergoing treatment at a hospital in San Joaquin Mother and Child Hospital, San Joaquin, Iloilo.

The deceased, Rena Rhea Camariosa, also known as Kira, was properly handled by local police. She is the 2nd Deputy Secrerary ED, SPF, KR-Panay in Barangay Manampunay, Leon, Iloilo, and Barangay Camabaan, San Joaquin, Iloilo

Brigadier General Michael Samson, commander of the 301st Infantry (Bayanihan) Brigade, said that troopers were provided with air surveillance of the Philippine Air Force (PAF) and artillery during the encounter.

During the encounter, there were approximately 20 to 30 CNT, Samson said.

February 29, at 10:15 a.m., the 61IB engaged in a second firefight with the SPF, KR-Panay in the remote area of Barangay Roma, San Joaquin, Iloilo. No report of the encounter as of press time.

Samson is closely monitoring the situation and expressed his condolences to the families of the deceased.

He emphasized the tragic consequences of involvement with CNTs and urged their members to return to mainstream society.

“What a waste of life we see today because of the deception done by the heartless Communist Terrorist Groups. If only the members of the CNTs heeded our call for them to go back to the mainstream society, this incident should not have happened,” Samson said. (SunStar Philippines)

An encounter between troops of the 61st Infantry Battalion (IB) and alleged communist-New People’s Army-terrorist (CNT) group ensued in the early morning of February 28, 2024 at a forested part of Barangay Torocadan, San Joaquin, Iloilo Province.

The 301st Infantry Brigade through the 61st IB launched a Focused Military Operation (FMO) in the area in response to information provided by concerned citizens.

Members of the CNT group purportedly fired at the soldiers first.

As the government troops were in a reportedly disadvantage position, the troops requested for fire support.

The 301st IB provided artillery fire support at about 3:20 a.m., as reported.

Earlier, about 30 alleged armed persons were spotted in the boundaries of Hamtic, Antique and San Joaquin, Iloilo.

Brigadier General Michael Samson, brigade commander of 301st IB, expressed his gratitude to informants for providing information on the presence of armed persons in the area.

“This operation serves as a warning to the remaining members of the CNTs that still espouse violence to pursue an unwanted cause. That it is never too late to choose the path of peace and go back to the folds of the law and be with their families and loved ones,” Samson said.

The encounter was confirmed by Police Captain Felix Perez, chief of San Joaquin Municipal Police Station in an interview with GMA Super Radyo Iloilo.

Police checkpoints are also mounted in areas close to the encounter site.

ILOILO CITY , Philippines — The body of another New People’s Army rebel was discovered as firefights between government troopers and NPA guerrillas in San Joaquin, Iloilo continued yesterday, bringing the death toll to four.

The body of Rena Rhea Camariosa, alias Kira, was found abandoned in a nipa hut in Barangay Camabaan, more than five kilometers away from the clash site in Barangay Torocadan, Brig. Gen. Michael Samson, 301st Infantry Brigade commander, said.

Alfred Sambayan, village chief of Barangay Camabaan, turned over a wounded NPA amazon identified as Rosel Esmediana of the Southern Front of the NPA’s Komiteng Rehiyon-Panay to the San Joaquin police.

Esmediana was brought to the San Joaquin Mother and Child Hospital for treatment.

Three NPA rebels were initially killed in encounters with government troopers in San Joaquin, which started on Wednesday.

Two of the fatalities were identified as Jeniel Estoque and Mario Reovoca.

Samson said members of the 61st Infantry Battalion also overran an NPA camp, which had 10 makeshift tents.

Pursuit operations for the fleeing rebels were ongoing in Barangay Roma yesterday morning.

The military said eight other NPA rebels have been killed in clashes in the Visayas in the past week.

Three were slain in encounters in Escalante City in Negros Occidental, five in Bohol and four in Panay from Feb. 21 to 27.

Thirty-two firearms were recovered from the fatalities.

“Our deliberate planning to end insurgency in Western and Central Visayas, especially in Negros, Bohol and Panay islands, has paid off,” Sison said. ”The effectiveness of our whole-of-government and whole-of-nation approach through the National Task Force to End Local Communist Armed Conflict coupled with the support of the people has been instrumental in the remarkable achievements in our campaign to end the local communist armed conflict.”

Commentary: Are we losing the flower of our youth?

It is with particular sadness to learn that a young lawyer, a compañera, Hannah Jay Cesista, who just passed the “best bar ever” in 2022, was among those killed in hostilities between the New People’s Army (NPA)-Bohol and combined police-military units on Feb. 23, in Barangay Campagao, Bilar, Bohol. Whether it was a “legitimate encounter” or a “massacre,” depending on which side is saying so, is still under the usual and proverbial fog of war and propaganda of both parties. Let whatever honest, impartial, competent, timely, and credible investigation sort out the truth as the basis for accountability and justice as warranted. But there are other questions to sort out.

Cesista was “Ka Maya” in that NPA-Bohol group of five, led by Domingo “Ka Silong” Compoc, said to be the secretary (head) of NPA-Bohol and the subject of several arrest warrants. All five of them, referred to as the “Bilar 5,” were slain in that incident, as was one police officer aside from another one wounded. All lives matter of course, but the circumstances of Cesista’s young purposeful life and untimely death are particular cause for pause, including again on that famous question, “What is happening to our country, General?”

The underground Kabataang Makabayan (KM)-Negros Island, in giving a “Red salute” to Cesista, said: “We particularly raise our fists to our fellow youth, Hannah Jay ‘Ka Maya’ Cesista, whose revolutionary martyrdom serves as inspiration in expressing our militancy through joining the ranks of the NPA. Her pursuit of championing human rights took her to the difficult path of armed struggle after witnessing state fascism and terrorism and, by extension reactionary law, as but utilities of the ruling class to exploit and oppress the people … Ka Maya offered her expertise and intellect to strengthen the revolutionary ranks of the NPA in Bohol, serving the people wholeheartedly … she has proven, along with the thousands of martyred Red fighters, that the revolution continues through the ceaseless flow of new blood from the youth who are radicalized in the cities and the countryside, eager for genuine national democracy and lasting peace.”

The aboveground National Union of Peoples’ Lawyers (NUPL)-Cebu Chapter hailed Cesista as “Lawyer, Revolutionary, Martyr of the People.” They say she earned her political science degree from the University of the Philippines-Cebu before taking law at the University of San Carlos.“NUPL-Cebu members can attest to Hannah’s unwavering dedication and active involvement in the chapter’s activities in providing legal services to marginalized communities.” There appears to be no mention of any security threat on her. Could she not have stayed or been convinced to stay in NUPL as a much needed rare lawyer for the people?

Why did she shortly join the ranks of the NPA in Bohol, “to the difficult path of armed struggle”? The above-quoted KM-Negros Island statement has its own answer to that question that may reflect Cesista’s own answer. If that indeed is her own answer, it is of course to be respected as her free choice as a young intelligent person. But does it really have to be that way or to come to that for all concerned Filipino youth, especially young lawyers, even in the face of “state fascism and terrorism and, by extension reactionary law”? And must there be the spilling of “the ceaseless flow of new blood from the youth”?

All that for winning the insurgency campaign or for winning the revolution? Who is really winning this war when we, our country and people, are losing the flower of our youth? Are they necessary or unnecessary sacrifices in the altars of revolution and counter-revolution? Please take pause, take stock, more than five decades already into this. What ever happened to your promising Joint Statement of Nov. 23, 2023 where you “agree[d] to a principled and peaceful resolution of the armed conflict”?

VICE President and Education Secretary Sara Duterte is asking for help to protect the school children so they would not be easily recruited by the New People's Army (NPA).

Duterte said in her speech during the Joint Regional Task Force to End Local Communist Armed Conflict (Elcac)-Davao Region Meeting on Wednesday, February 28 that all the stories that the Department of Education (DepEd) concerning the recruitment of children in far-flung barangays, particularly the youth of the indigenous peoples, are true.

“Kaya humihingi rin kami ng tulong para maprotektahan ang kabataan natin at mapanigurado na sila ay nasa loob ng paaralan at sila ay makapagtapos ng pag-aaral (That is why we are asking for your help in protecting our children and ensure that they are inside schools and finish their studies),” Duterte said on Thursday, February 28, 20224, at the Apo View Hotel.

She added that it does not mean that since the Davao Region was declared insurgency-free last October 12, 2022, there are no longer problems concerning insurgency. This, as she revealed that any complaints by the far-flung communities may be utilized by the Communist Party of the Philippines-New People's Army-National Democratic Front (CPP-NPA-NDF) to spark movements.

Shen then stressed the importance of joint meetings as an avenue to discuss the steps needed to maintain peace in the region.

Meanwhile, Davao del Norte Governor Edwin I. Jubahib said during a media interview that the Elcac program of former President Rodrigo Duterte has helped solve the problems caused by insurgencies and that the people of the region are working on sustaining peace.

“Diri sa Mindanao sigurado nga ang tanan mutrabaho para ma-sustain ang atoang gain as insurgency free Region 11 (Here in the Mindanao I am sure that everybody is willing to work to sustain the gains as an insurgency-free region),” he said.

Jubahib is hopeful that the current administration would prioritize the promised benefits for the former rebels so they would no longer be vulnerable in recruitment to regroup the CPP-NPA-NDFA. He also said that through the benefits, the government could easily convince other rebels to surrender to the government.

“Ang kanang naa pa sa bukid nga nagpadayon pa, wala pa musurender mas ma-convince nato sila, dali nato sila nga ma-convince nga mubalik-loob na sa gobyerno ug mahimo nato nga friend rescued tungod kay very promising ang gobyerno nga mutubag sa tanan nga atoang gi-promise sa ilaha (Those who are still in the mountains who are still continuing their operation and have not surrendered would be convinced, we could easily convince them to surrender to the government and they would be our friend rescued because our government makes do its promises),” he said. COTABATO CITY— Residents of the now markedly peaceful Basilan are optimistic that their weeklong Tennun Pakaradjaan 2024 Festival launched on Tuesday will attract investors from outside to venture into capital-intensive projects in the province.

Basilan and two other island provinces, Sulu and Tawi-Tawi, are touted as the new investment hubs in the Bangsamoro Autonomous Region in Muslim Mindanao.

The Tennun Pakaradjaan 2024 Festival, highlighting the Yakan handwoven Tennun fabric that islanders value as centuries-old icon of their identity as a community, is part of the commemoration of the 50th founding anniversary of the creation of Basilan province that started as Basilan City about three decades prior.

“There is no question about Basilan being labelled now as one of the new investment hubs in the Bangsamoro region. Indeed, it is,” Mohammad Omar Pasigan, chairman of the Bangsamoro Board of Investments, or BBOI, told reporters on Thursday.

President Ferdinand Marcos Sr. created Basilan province in 1974 via a presidential order, then covering only seven municipalities, Isabela, Lantawan, Maluso, Sumisip, Lamitan Tipo-Tipo and Tuburan. It now has 11 towns and two cities, Isabela and Lamitan, as a component-province of BARMM.

Provincial and municipal officials led by Gov. Hadjiman Hataman Salliman, Brig. Gen. Alvin Luzon of the Army’s 101st Infantry Brigade and Col. Carlos Madronio led Tuesday’s launching of the Tennun festival.

The festival showcases how residents of Basilan patronize the Tennun cloth that experts weave using wooden hand looms and how the local government units and local business blocs are sustaining the industry via essential technical and fiscal interventions.

The seven-day event’s symbolic start was capped off with a caravan of more than a hundred vehicles, carrying political, religious and traditional leaders and representatives from the Yakan, Sama and Tausug communities, that motored through the Basilan circumferential highway, straddling through barangays that were once bastions of the Abu Sayyaf group, now “peace zones,” where former terrorists are thriving as farmers and fishermen.

Reports obtained on Wednesday from the Bangsamoro trade and investment ministry, the BBOI, the business groups in Basilan and its mayor's league indicates that the province had generated P1.6 billion worth of investments in the past seven five years, apart from the expansion of the businesses of local traders during the period.

In separate Viber messages on Thursday, Lt. Gen. Roy Galido, commander of the Philippine Army, and the regional director of the Bangsamoro police, Brig. Gen. Allan Nobleza, said they will help assure interested investors that it is safe now to pour in capital inputs for viable agricultural and industrial projects in Basilan.

Nobleza said that more than 400 members of the Abu Sayyaf group in Basilan surrendered in batches to different police and Amy units in Basilan since late 2016, achieved through the joint efforts of the Provincial Peace and Order Council, the League of Mayors and Muslim and Christian religious leaders in the province and units of the 101st Infantry Brigade and the provincial police.

After decades of focusing on internal security operations against communist rebels and other threat groups especially in Mindanao, the Philippine Army has started shifting its operational capabilities to territorial defense operations.

And to test its defense strategic plan implementation, more than 6,000 Army troopers are expected to join the Philippine Army’s CATEX, or the Combined Arms Training Exercise (CATEX) “Katihan”.

Army spokesperson Col. Louie Dema-ala said those who would participate would come from contingents from various parts of the country.

“The exercise bolsters the Army's shift from internal security to territorial defense operations. The large-scale exercise will effectively test the Army’s capability to move, maneuver, and sustain large-scale forces during combat operations,” said Dema-ala.

He said the final discussion on how the exercises would be carried out next month was already ironed out during a meeting of top Army officials.



The CATEX “Katihan” military exercises will be held in various Army camps in Luzon, Visayas and Mindanao.

Defense and military officials have started the shift to territorial defense after the peace agreement with the large armed group in Mindanao, as well as addressing the threats of terror groups that include the Abu Sayyaf Group.

In the case of the communist rebels, the national government has been successful in reducing the operational capability of the Communist Party of the Philippines-New People’s Army in the past years.

The death of CPP founder Joma Sison and other possible replacements also helped a lot in creating a leadership vacuum that affected the strength and capability of the CPP-NPA, experts said.

The shift to the territorial defense of the AFP has long been planned, the concept is to leave the internal security operations to the Philippine National Police (PNP) using its elite units like the Special Action Force.

MANILA, Philippines – President Ferdinand Marcos Jr. delivered a security-centric speech before the Australian Parliament on Thursday, February 29, joining an elite list of foreign leaders who had addressed the legislative body in the past.

“We have long known that our prosperity and development are anchored on the peace and stability of the Indo-Pacific. Today, that peace, that stability, and our continued success, have come under threat,” he said.

Here are the highlights of his 17-minute speech, which was met with a round of applause and standing ovation from Australian lawmakers.

South China Sea

In many of his foreign trips, Marcos takes advantage of the international stage to highlight developments in the South China Sea, which Beijing continues to claim entirely despite a 2016 arbitral ruling against its favor.

Marcos’ speech on Thursday was no exception, thanking Australia for adhering to international rules-based order.

“The protection of the South China Sea as a vital, critical global artery is crucial to the preservation of regional peace and, I dare say, of global peace,” Marcos said.

“We have an abiding interest in keeping our seas free and open and in ensuring unimpeded passage and freedom of navigation. We must uphold, preserve, and defend the unified and universal character of the United Nations Convention on the Law of the Sea as the constitution of the oceans,” he added.

Just before he departed for Australia, Marcos told reporters that the presence of Chinese warships in the West Philippine Sea was “worrisome.”

In the past months, Beijing and Canberra have agreed to improve diplomatic ties, after going through a rough patch in recent years.

Nuclear arms

Marcos commended Prime Minister Anthony Albanese for expressing his commitment to a world free of nuclear weapons.

“Through the treaties of Bangkok and Rarotonga, our two regions serve as pockets of freedom from these destructive weapons. Within the ambit of the ASEAN Regional Forum and the Nuclear Non-Proliferation Treaty, our two countries are champions of nuclear disarmament and advocates for nuclear risk reduction,” he said.

In past foreign outings, Marcos sounded the alarm on the threats posed by the “buildup of rising powers in global weapon stockpiles,” particularly in North Korea, and in connection with the war between Russia and Ukraine.

Climate change

Marcos said climate change remains the world’s “most pressing vulnerability,” one which “threatens the very survival of our peoples, one that threatens our very future.”

“We cannot allow geopolitics to paralyze global governance,” he said.

“This glaring disproportion between our share of responsibility and our vulnerability reflects an injustice that must be corrected. Developed countries must do more. And they must do it now,” he added.

In December, the Philippines secured a seat in the board of the loss and damage fund, which would assist vulnerable countries in responding to phenomena aggravated by climate change.
Strategic partnership

Marcos highlighted the long ties between Manila and Canberra, which are celebrating 78 years of diplomatic relations this year. Both nations fought side by side during World War II.

He noted that Australia is the only country aside from the US with a Visiting Forces Agreement (VFA) with the Philippines.

Marcos also invoked personal history, saying his father and namesake, the late fictator Ferdinand E. Marcos. toured then-Australian prime minister Edward Gough Whitlam in Bataan and Corregidor in 1974, and that Australia brought relief to his mother Imelda’s hometown Tacloban in the aftermath of Super Typhoon Yolanda (Haiyan) in 2013.

“In Australia we see a lifelong friend with whom we have endured joint sacrifices, reveled in our shared victories, and now pursue common aspirations,” he said.

Speaking before the Australian Parliament is a great honor, and the invitation received by Marcos highlights the key role that the Philippines plays in geopolitical relations.

Other world leaders who delivered a speech before the legislative body include former US presidents Barack Obama, George H.W. Bush, George W. Bush, and Bill Clinton; Chinese President Xi Jinping and his predecessor Hu Jintao, Singapore Prime Minister Lee Hsien Loong, and Indonesian President Joko Widodo.

BACOLOD City – Lieutenant Colonel Evelio C. Ilanga III is the new acting commanding officer of the 62nd Infantry Battalion (62IB) under the Philippine Army’s 3rd Infantry Division (3ID).

Colonel William C. Pesase Jr. handed over his position to Ilanga in a change of command ceremony on Tuesday, Feb. 27, at the 62IB headquarters in Barangay Libas, Isabela, Negros Occidental.

The ceremony was presided over by 3ID commander Major General Marion R. Sison.

“I’m appealing for everyone’s continued support, cooperation and participation, and together we will pursue ‘stable internal peace and security’ in Negros Island. To the Unifier Troopers, we shall remain committed as dependable partners in peace, security and development,” said Ilanga during the turnover.

The ceremony was also attended by various dignitaries, including Colonel Victor M. Llapitan, deputy brigade commander, and several battalion commanders stationed in Negros Island.

Also in attendance were Police Lieutenant Colonel Alvimar M. Flores, commander of the 2nd Negros Occidental Police Mobile Force Company; other police officers from Negros Island; local chief executives; and partner stakeholders of 62IB.

Before assuming his new role, IIanga served as the brigade executive officer of the 303rd Infantry Brigade at Camp Major Gerona, Barangay Minoyan, Murcia, Negros Occidental.

Meanwhile, Pesase, who served the 62IB in Central Negros for more than two years, will be reassigned to higher headquarters.

Pesase commended the 62IB troops for their cooperation, understanding and support, expressing gratitude for their commitment during operations. He also emphasized his full responsibility and accountability for all actions of the battalion, regardless of success or failure.

Furthermore, Sison recognized the significant accomplishments of 62IB in ensuring stable internal peace and security across Negros Island.

He lauded Pesase for his exemplary service and remarkable leadership, particularly for dismantling the Central Negros 1 Front and the invaluable contributions of various local government units and local chief executives towards fostering peace and security.

ILOILO – Three members of the New People’s Army (NPA) were killed in an encounter yesterday with the Army’s 61st Infantry Battalion (61IB) in Barangay Torocadan, San Joaquin, Iloilo.

The three fatalities, who were all males, have yet to be identified.

According to Lieutenant Colonel J-Jay Javines, spokesperson of the 3rd Infantry Division (3ID), personnel from 61IB responded to the information from the residents that armed men were seen in the mountainous area of the said barangay.

The clash erupted at around 3:20 a.m. when soldiers from 61IB encountered at least 20 armed men believed to be members of the Southern Panay Front, Komiteng Rehiyon-Panay (SPF KR-Panay), under the leadership of Nahum Camariosa, alias “Bebong.”

Several surveillance planes have been deployed but no air strikes were carried out, the Army clarified.

Five high-powered firearms (four M16 rifles and one AK-47 rifle), three bandoleers, one commercial radio, and nine backpacks containing the personal belongings of the rebels were recovered after the encounter.

“The soldiers also saw traces of thick bloodstains on the withdrawal routes, indicating that there were members of the rebels who suffered severe wounds,” Javines said.

On the other hand, Brigadier General Michael Samson, head of the 301st Infantry Brigade (301IBde), through the 61IB, launched a Focused Military Operation (FMO) in the area.

The FMO was conducted to preempt the rebels’ plan to conduct terrorist activities and a tactical offensive targeting government security forces and government flagship development projects.

“The consolidation of the CTGs belonging to the SPF KR-Panay posed a significant threat to peace and stability in the region,” Samson said.

He further said that the prompt and accurate information provided by the residents indicates that the presence of communist terrorists in the area is no longer welcome by the people.

“This operation serves as a warning to the remaining members of the NPA rebels that still embrace violence to pursue an unwanted cause. It is never too late to choose the path of peace, go back to the folds of the law, and be with their families and loved ones. The government welcomes them to go back to the mainstream of society; otherwise, the long arms of the law will eventually catch up on these rebels,” Samson added.

The death toll in the series of armed skirmishes in Visayas has reached 12, as Army soldiers in pursuit of fleeing New People’s Army rebels in San Joaquin town of Iloilo, recovered a cadaver of a suspected rebel, and her injured companion, on February 29.

In a statement issued by the Army’s 301st Infantry Brigade, the slain rebel was identified as Rena Rhea Camariosa, alias Kira, while the injured amazon was Rosel Nabua Esmediana, alias Michelle and Poleen, deputy secretary of the Southern Panay Front, under Komiteng Rehiyonal Panay.

Brig. Gen. Michael Samson, commander of the Army’s 301st Infantry Brigade, disclosed that the two rebel amazons were abandoned by their fleeing comrades.

The medical treatment of Esmediana was facilitated by the 61IB, following her discovery at the encounter site, according to the 301st Infantry Brigade.

The encounter on Feb. 28 between about 20 armed members of the Southern Panay Front under Nahum Camariosa and 61st Infantry Battalion soldiers, at a forested area of Brgy. Torocadan in San Joaquin town of Iloilo, led to the death of three suspected rebels, and the recovery of four M16 assault rifles and an AK 47 rifle, among other war materials.

Two of the slain rebels were identified by the Philippine Army as Jeniel Estoque, alias Jabjad and Fritz, of Igbaras, Iloilo, and Mario Reovoca, alias Mike and Jaguar, of Sebaste town, Antique.

The encounter also led to the seizure of a rebel camp abandoned by the group of Camariosa, who was thought to be responsible for the death of Negrense soldier, PFC Rodelo Alfanza, following an encounter on January 17 in Barangay Igpaho, Tubungan, Iloilo, according to the 301st Infantry Brigade.

On Feb. 21, three rebels also died in an encounter with 79th Infantry Battalion soldiers in Brgy. Pinapugasan, Escalante City, Negros Occidental.

Twenty firearms were recovered in the nine encounters between 79IB soldiers and remnants of the dismantled Northern Negros Front, on Feb. 21, 22 and 27.

On Feb. 23, five suspected NPA rebels also died in an encounter with 47th Infantry Battalion soldiers in Bilar town of Bohol.

In a statement, Visayas Command chief Lt. Gen. Benedict Arevalo said they will never hesitate to use their full force against NPA remnants in the Visayas.

“The choice is in their hands. Either they heed the continuous call of the government to return to the folds of the law and grab the opportunity to live a peaceful life, or suffer the same fate as their fallen comrades.” Arevalo said.*

VICE PRESIDENT Sara Duterte recognized the efforts of the Joint Regional Task Force to End Local Communist Armed Conflict (ELCAC) to protect and maintain peace and order in the region.

The Vice President also leads the awarding of the National Task Force-ELCAC Gawad Parangal, given to agencies for their outstanding contribution to ending armed conflict in the Davao Region.

“I can now emphasize the importance of your anti-insurgency programs in your respective agencies and offices,” Duterte said during the meeting between the ELCAC XI, Regional Peace and Order Council, and Regional Development Council XI at The Apo View Hotel on Wednesday, Feb. 28.

“It will determine the future of our cities and municipalities and the future of our children,” she said.

Duterte, who attended the meeting on Wednesday is also the vice-chairperson of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

The Vice President said the declaration of Davao Region last October 2022 as insurgency-free does not mean zero problems, especially since the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF) has not been totally eradicated.

“Mao nang kinahanglan dunay ingon ani nga avenues, joint meetings of RPOC and RDC where we can discuss kung ano ba yung dapat nating gawin to protect the peace here in Davao region (That’s why we need avenues like these joint meetings of RPOC and RDC where we can discuss how to protect the peace here in Davao region),” she added.

Moreover, the NTF-ELCAC vice chair asked for support to protect the youth, especially the indigenous youth who are typically targeted in the [NPA] recruitment.

“Kaya humihingi din kami ng tulong ninyo na protektahan ang kabataan natin at mapanigurado na sigurado sila ay nasa loob ng paaralan at sila ay nakapagtapos ng pag aaral (So, we are also asking for your help to protect our youth and make sure that they are in school and able to finish their studies),” the education secretary further said.

Also during the meeting, NTF-ELCAC executive director Ernesto Torres Jr. said the most difficult part of the campaign is how to preserve the peace gains.

“Yan po sana pagtulungan natin dito and we have experienced the beauty of the whole of government approach, whole of nation participation, and importance of good governance,” Torres said.

“We must continue to let it work for us to sustain our peace gains and make Davao region greater than what it is today,” he added. “My call is to renew our commitment and sustain our collaboration and convergence.”

As discussed during the meeting, Lawyer Elisa Lapiña, Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) Eastern Mindanao director, said they are now more focused on reconciliation and transformation of the former rebels, their communities, and their families.

Lapiña cited as an example Ka Marikit, a former NPA commander who surrendered last 2021 but till now have not yet received the benefits from E-CLIP (Enhance Comprehensive Local Integration Program ).

She earlier said the issue of delayed E-CLIP benefits surfaced during OPAPRU’s transformation program planning workshop in three regions, where FRs and various stakeholders raised the concern in the plenary.

E-CLIP is a government initiative that aims to provide a comprehensive package of benefits and assistance to FRs who have decided to return to the fold of the law.

THE REMAINS of New People’s Army (NPA) leader Aprecia Gonzales Alvarez arrived at her hometown in Loreto, Agusan del Sur on Wednesday, Feb. 28.

Brig Gen Ronnie Babac, commander of the 1001st Infantry Brigade, said the 55-year-old was killed in an encounter with soldiers of the 1st Infantry Division early morning on Feb. 27, 2024, in Dumingag, Zamboanga del Sur.

She was the head of the Western Mindanao Regional Party Committee (WMRPC), a regional NPA unit operating in Zamboanga Peninsula.

She joined the armed movement in the early 1990s in the Municipality of Compostela, Davao de Oro, and served as the political instructor of the dismantled Guerrilla Front 3.

She arrived in Loreto, Agusan del Sur via Black Hawk Military Helicopter.

In a statement, Babac conveyed his condolences to the family of the slain guerilla.

“It is with deep sorrow watching people weep for their deceased loved ones, fighting a senseless war against the government. This could have been avoided (death) if she only surrendered and returned to mainstream society, but instead, they (NPA rebels) chose to fight it out with the government to the death,” Babac said.

“At any rate, we facilitated her transport from Zamboanga to her hometown because we gave importance to the feelings of her loved ones. We hope that it might somehow lighten their sorrows.” Babac added.

Alvarez was received by her sister, Carolyn Alvarez-Ecrin, and will be laid to rest in Loreto, Agusan del Sur.

MANILA – The Department of Foreign Affairs (DFA) on Wednesday welcomed the Senate approval of the Philippine Maritime Zones Bill on the third and final reading, saying it would harmonize the country’s law with the international treaty on the seas.

“As one of the President's priority legislative measures, the bill is a crucial step for the Philippines to put its archipelagic house in order and to harmonize its domestic law with the UN Convention on the Law of the Sea (UNCLOS),” the DFA said in a statement.

“We look forward to its enactment so that (the Philippines) could effectively enforce its relevant domestic laws and related international laws to protect its marine and fish resources, preserve and conserve its marine environment, and enhance maritime safety and security,” it added.

While the Philippines is a signatory to the UNCLOS, the proposed measure's explanatory note said it does not automatically transform the treaty as domestic law.

Once enacted, the measure is expected to declare the country’s maritime zones based on the standards set by the UNCLOS and eventually the 2016 Arbitral Ruling, which itself was also based on UNCLOS.

The DFA said the measure would codify the status and regime of the waters inside the archipelagic baselines and redefine the extent of Philippine territorial sea, including the contiguous zone.

The contiguous zone extends up to 24 nautical miles from the baselines from which the territorial sea is measured.

The Senate passed the Senate Bill No. 2492 or the Philippine Maritime Zones Act on Monday.

In a separate interview, Philippine Ambassador to the US Jose Manuel Romualdez said the Senate approval shows that the government is “serious about not giving up any one of our territorial sovereignty”.

“So we will do everything, including making laws on maritime security so forth and so on,” he told reporters on the sidelines of the Consular Corps of the Philippines meeting in Makati.

“All that is part and parcel of our total pushback in making sure that we are coordinated and we want to protect our shores,” he added.

MANILA – The real flashpoint in the region lies in the West Philippine Sea instead of Taiwan Strait where China’s response is expected to be “more calculated,” the Philippines’ envoy to the United States said Wednesday.

Ambassador Jose Manuel Romualdez explained that the situation in the waters, where China is a claimant state, is much more unpredictable and covers a larger area where “an accident can easily happen”.

“My opinion is, the real problem and the real flashpoint, which is why I’m telling you how critical it is for us, is in the West Philippine Sea,” he said during the Consular Corps of the Philippines meeting in Makati City.

“All of these skirmishes that is happening there, there can be one major accident and either one of our countries, the US or the Philippines can invoke the MDT (Mutual Defense Treaty) and when we do, a commitment made by the US or a commitment we make will happen then all hell breaks loose,” he added.

The government remains “cautious” as this is the exact same scenario Manila wants to avoid, he said.

“That’s what we are working hard on. We want to avoid having to find a situation where we will have to call each other and say we want to invoke the Mutual Defense Treaty,” he said.

He made the remarks when asked about Washington DC’s likely response to the possibility of China taking over Taiwan.

Echoing an assessment from a fellow envoy in the US, Romualdez believes that Beijing would refrain from making a move unless it is certain that it can militarily take over the island.

China considers the self-ruled Taiwan as a breakaway province.

‘Should Trump win’

In the same forum, Romualdez said Washington DC’s position over the Indo-Pacific would remain should Donald Trump win the presidency.

“One of the close advisers of [former] President Trump has indicated that most likely, if President Trump is lucky to get back to the White House he will not change his policy towards the Indo-Pacific region,” he said.

The US has repeatedly reminded Beijing that interfering with the Philippines’ maritime operations in its waters is unlawful and “undermines” stability in the region.

In its previous statements, the US said it stands by the Philippines and is committed to the MDT.

Lodging of protests

In a press conference at the House of Representatives on Wednesday, House Special Committee on the WPS chairperson Neptali Gonzales II said the government will continue to file diplomatic protests against China's aggressive actions in the WPS to show the Philippines is not surrendering its claim over the area.

Gonzales said the reported illegal activities of China in the WPS territory and the Philippines’ exclusive economic zone (EEZ) should not go unnoticed.

He said lodging formal protests serves as notice to the whole world that the Philippines is not relinquishing an inch of its territory or EEZ.

“We have to show to the world that we are not relinquishing our claim. For us to be silent, halimbawa may ginawang ganito, wala na, hindi na natin napansin, eh di yung ating mga (for example they did something illegal, then we ignore it, then the) countries who are supportive of our cause will also lose interest if we ourselves cannot show any interest,” Gonzales said.

As the chair of the special committee, Gonzales said he is in close contact with the National Task Force for the West Philippine Sea (NTF-WPS).

Gonzales said diplomatic protests are better than silence.

“In the meantime, that’s what we can do. Dahil kasi (Because), at least, itong (the) DFA can continuously make diplomatic protests even if viewed by some na wala naman nangyayari (that nothing really happens [with these protests]),” he added.

Davao Oriental Rep. Cheeno Miguel Almario, for his part, said one of the things discussed in the special committee is to have a sustainable presence to assert the Philippines’ rights in the WPS.

South Cotabato Rep. Peter Miguel underscored that diplomacy is still key to de-escalating the tensions in the WPS.

“I just hope na magkaroon talaga ng diplomatic talk. Siguro 'yun ang pinakamaganda with this incursion, to me it's bullying kasi panahon na ng diplomasya (that there would be an opportunity for a diplomatic talk. MANILA – The Philippines and Australia must stand united in addressing the pressing issues that threaten peace and stability in the Indo-Pacific, President Ferdinand R. Marcos Jr. said on Thursday.

“Our two countries have always understood that without the predictability and stability of our rules-based order, our region would not have emerged as the driver of the global economy as it is today,” Marcos said in a speech delivered before the Australian Parliament at the Chamber of House of Representatives in Canberra, Australia.

“We have long known that our prosperity and development are anchored on the peace and stability of the Indo-Pacific. Today, that peace, that stability, and our continued success, have come under threat,” he added

Marcos lamented that geopolitical polarities and strategic competitions jeopardize the “hard-won peace” in the region, stressing that there remains to be “unresolved inequities and inequalities within and amongst nations”.

He also noted that “powerful and transformative” technologies can destabilize the political and social order.

He said the Philippines and Australia need to join forces and seek help from other allied countries “in the face of threats to the rule of law, to stability, and peace.”

“It has become crucial for us now to envision the shape, the breadth, and the depth of our Strategic Partnership and how it must move forward as we weather the storms of global volatility,” Marcos said.

“In Australia, we see a natural partner in our efforts to defend, preserve, to uphold our open, inclusive, and rules-based international order to ensure that it remains governed by international law and informed by the principles of equity and justice.”

The Philippines, Marcos said, will not allow any attempts to undermine regional peace, stability and success.

Protecting South China Sea

Marcos also stressed the need to protect the South China Sea (SCS) to ensure the continued prosperity of the region.

“The protection of the South China Sea as a vital, critical global artery is crucial to the preservation of regional peace and, I daresay, of global peace. We have an abiding interest in keeping our seas free and open and in ensuring unimpeded passage and freedom of navigation,” he said.

“We must uphold, preserve, and defend the unified and universal character of the United Nations Convention on the Law of the Sea as the constitution of the oceans.”

Amid the long-standing disputes in the SCS, Marcos maintained that the Philippines would remain firm in defending its sovereignty, sovereign rights, and jurisdiction.

“I shall never tire of repeating the declaration that I made from the first day that I took office: I will not allow any attempt by any foreign power to take even one square inch of our sovereign territory. The challenges that we face may be formidable, but equally formidable is our resolve. We will not yield,” Marcos said.

Nuclear risk reduction, carbon neutrality

Marcos also expressed support for Australian Prime Minister Anthony Albanese’s vision of “a world free of nuclear weapons.”

Considering the emerging technologies such as autonomous weapon systems, Marcos said “there is much room” for the two nations to work together.

“Within the ambit of the ASEAN (Association of Southeast Asian Nations) Regional Forum and the Nuclear Non-Proliferation Treaty, our two countries are champions of nuclear disarmament and advocates for nuclear risk reduction.

Marcos said climate change also “threatens our very existence,” adding that “tectonic shifts are acutely felt in the Indo-Pacific”.

He said developed nations must act now and do more to address the “glaring disproportion between our share of responsibility and our vulnerability.”

This, as he emphasized the importance of carbon neutrality.

“The Philippines has the potential to be a net carbon sink, absorbing more carbon dioxide than we emit. Yet, we are one of the most climate-vulnerable countries in the world, ranking first in the 2023 World Risk Index,” Marcos said.

“My country accepts its part in our collective responsibility. My administration is committed to accelerating our just, affordable, sustainable, and inclusive energy transition towards carbon neutrality,” he added.

MANILA – The Department of National Defense (DND) is looking at a possible logistics and defense collaboration with South Africa to support the country's self-reliant defense posture (SRDP) initiative.

DND Secretary Gilberto Teodoro Jr. made this remark during his meeting with South African Ambassador to Manila Bartinah Ntombizodwa Radebe-Netshitenzhe in a courtesy call on Feb. 23.

"Secretary Teodoro highlighted that logistics and defense industry collaboration could be a potential area of cooperation, given the priority efforts of the DND to develop the SRDP of the Philippines, and expedite the capability upgrade of the Armed Forces of the Philippines," said DND spokesperson Arsenio Andolong in a statement Wednesday.

The two officials also reaffirmed their commitment to enhancing defense and military relations between the Philippines and South Africa.

"Towards this end, both officials expressed optimism about concluding proposed defense cooperation agreements (DCAs), which will serve as a framework in formalizing and initiating joint activities in various areas of cooperation," Andolong noted.

The South African envoy welcomed the initiative as she underscored the need for countries to work together to address common defense and security challenges.

Amid global security developments, the two officials stressed the importance of strengthening ties with like-minded states and upholding a rules-based international order.

MANILA – President Ferdinand R. Marcos Jr. on Thursday expressed optimism that the Philippines and Australia will continue to elevate their relations by improving defense, economic, maritime, and technology cooperation.

In his remarks delivered at the Prime Minister’s Office in Canberra, Australia, Marcos said he had a “very engaging” discussion with Australian Prime Minister Anthony Albanese on a wide range of opportunities and issues under the two nations’ strategic partnership.

“Our conversation centered on ways to maximize the enhanced status of relations between our two countries, including on defense, maritime cooperation, non-traditional security concerns, trade and investment, development cooperation, multilateral collaboration, and people-to-people linkages,” Marcos said.

The President said the three agreements signed during his visit to Canberra would help enhance information sharing, capability-building, and interoperability between the relevant government agencies of both countries in the maritime domain and maritime environment, cyber and critical technology, and competition law.

The three agreements add to the over 120 existing agreements between the Philippines and Australia in various fields, including defense cooperation, air services, education, research, and scientific and cultural cooperation.

“The Prime Minister and I both agreed to continue to look for ways to explore every option possible, to bring our countries closer than ever and collectively, with optimism and hopeful outlook, to be a force of good, unity, stability, and prosperity in our region,” Marcos said.

The Chief Executive is looking forward to amplifying the joint activities and the capacity-building efforts between the Philippines and Australia, considering that defense and security “remains a key area of cooperation” of the two countries.

He said future consultations and dialogues are welcome to “explore and map the uncharted waters that can bring in new opportunities for a closer and stronger relationship between our two countries.”

Marcos said he is also hopeful about the two nations’ deepening economic ties to enable them to withstand shocks and become resilient against economic coercion.

He added that an improved economic cooperation would provide an enabling environment for the Philippine and Australian businesses and labor markets to further flourish.

“At the same time, we look forward to our robust people-to-people ties to drive greater cooperation between our two countries and our peoples,” Marcos said.

“The significant Filipino diaspora, the fifth largest immigrant community here in Australia, has contributed significantly to the economic and cultural well-being not only of our country but yours as well. It is also an undeniable indicator of Australia’s openness to embrace a globalized and interconnected world,” he added.

Marcos is in Canberra as a “guest” of the Australian government.

Before delivering a joint statement with Albanese, he addressed the Australian Parliament, highlighting the need for the two countries to work together to defend and uphold “open, inclusive, and rules-based” international order.

Marcos is set to return home on Thursday.

MANILA – Over 6,000 soldiers will join the Philippine Army (PA)'s first-ever "combined arms training exercise" (CATEX) "Katihan" this March which would highlight the service's shift from internal security to territorial defense operations.

"The large-scale exercise will effectively test the Army’s capability to move, maneuver, and sustain large-scale forces during combat operations," PA spokesperson Col. Louie Dema-ala said in a statement late Wednesday.

He added that the drills would be held in various camps in Nueva Ecija and Tarlac.

The final planning for the exercise took place on Wednesday at Fort Magsaysay, Nueva Ecija.

It involves 4,706 "dismounted contingents" and 1,463 "mounted contingents" from various Army units in Luzon, Visayas, and Mindanao.

"Dismounted contingents" refers to units without any transport while "mounted contingents" are troops serving in motorized, armor, and tracked artillery formations.

MANILA – The Philippine Coast Guard (PCG) regained control of its hacked Facebook page early Thursday.

In a statement, PCG spokesperson Rear Admiral Armando Balilo said three accounts were removed from having control of the PCG Facebook page —Fatima Hasan, Murat Kansu, and Vicky Bates.

Investigation is ongoing whether these are the real identities of the hackers.

The backend operation for the recovery of PCG’s Facebook page was led by the Cybercrime Investigation and Coordinating Center (CICC) under the Department of Information and Communications Technology (DICT).

“The CICC confirmed that the hackers utilized malware to breach the Facebook page's security on 26 February 2024,” Balilo said.

On Friday, the CICC will also conduct a comprehensive hardware check on all office laptops and computers of the PCG Public Affairs Service (CGPAS) and computers used by CGPAS personnel to access their official social media platforms to remove remaining traces of malware and to strengthen cybersecurity against potential breaches.

In an interview on Wednesday, Balilo said the hack has not compromised any sensitive documents, with their Facebook page only containing publicly available information.

The PCG’s Facebook page was hacked on Monday evening, with the hackers posting several videos containing scenes from movies.

MANILA – The Philippines is exploring possible cooperation on rural farming and technical skills education with Cuba, the Department of Foreign Affairs (DFA) said Thursday.

Last week, the Department of Education (DepEd) and the Cuban Ministry of Education held their first meeting following the former’s working visit to Havana, Cuba in March 2017.

“To further develop the Philippines’ education agenda, DepEd looks forward to strengthening cooperation with the Cuban Ministry of Education, especially on alternative methods of learning, rural farming schools, and promoting work readiness through technical skills education,” DepEd Director for International Cooperation Margarita Ballesteros said during a virtual conference.

Both the Philippines and Cuba implement a program that allows more youth from the farming sector to access basic education.

Director for the Cuban Ministry of Education-Technical and Professional Education Alexander Manso shared Cuba’s experience in integrating local communities in their education system.

Cuba’s current system focuses on the general formation of students at the primary level and the technical and professional formation at the secondary level, Manso said.

He also shared the Cuban government’s use of digital education, especially in response to the impact of the Covid-19 pandemic on learning.

DepEd, on the other hand, shared the developments under the MATATAG curriculum in producing competent and job-ready students.

Ballesteros highlighted DepEd’s partnership with various government agencies, including the Technical Education and Skills Development Authority and the Philippine Rice Research Institute in providing quality agricultural education and training in the secondary level and promoting sufficient skills required in the agriculture industry.

DFA Assistant Secretary for American Affairs Jose Victor Chan-Gonzaga is optimistic the sustained interactions would further advance cooperation between Cuba and the Philippines in education.

“This meeting serves two purposes: the reconnection of our education agencies after 2017 and the demonstration of our countries’ commitment to a strong Philippine-Cuba bilateral relationship following the signing of our agreement on Political Consultations last year,” he said.

Cuban Ambassador to the Philippines Florentino Batista Gonzales, who was present at the meeting, invited DepEd to join the international conferences on education Cuba is hosting in 2024 and 2025.

The meeting between DepEd and the Cuban Ministry of Education is one of the first to be held in preparation for the inaugural Political Consultations between the Philippines and Cuba this 2024.

The upcoming bilateral meeting allows the two states to discuss various areas of cooperation, including education, health, trade, agriculture, science and technology, maritime issues, climate change, and disaster risk reduction and management, among others.

MANILA – President Ferdinand R. Marcos Jr. said Thursday his two-day visit to Canberra is crucial in advancing the relations between the Philippines and Australia.

In his arrival statement after his Canberra trip, Marcos said Australia remains and will continue to be “one of (the Philippines’) closest friends.”

“This visit is a significant step in realizing the opportunities and potentials set forth by our decision to elevate the bilateral relationship with Australia from a comprehensive to a strategic partnership,” he said.

“In the spirit of bayanihan (teamwork) and mateship, we shall forge ahead in fully maximizing the potentials and the gains of the strategic partnership between our two forward-looking, law-abiding maritime states. I look forward to exerting our tireless efforts to attain this vision.”

Marcos, who flew to Canberra on Wednesday as a “guest” of the Australian government to address the Australian Parliament, said he had “productive” discussions with the host country’s parliamentary leaders.

He said his engagements with Australia’s Senate president, House of Representatives Speaker, and opposition leader helped him gain their support, which is “instrumental in developing an enabling policy environment for the continuous upward orientation for our bilateral relations.”

“I conveyed to Australian legislators the important role of both nations as proponents of the rules-based international order and its significance amidst the present complexities in the global geopolitics,” Marcos said.

He said he also took the opportunity to emphasize the importance of a mutually beneficial economic relationship to support the two nations’ efforts in building economic resilience and achieving inclusive economic growth.

“In the same vein, we acknowledged the role of our long-standing people-to-people ties to support and inspire our efforts for closer Philippine-Australia relations,” he said.

The President said he also met with Australian Prime Minister Anthony Albanese to maximize the opportunities from the two countries’ strategic partnership.

He said he discussed with Albanese the need to improve cooperation in various areas, including trade, investment, and security.

He also noted that three agreements were signed between the Philippines and Australia in the fields of maritime cooperation, cyber and critical technology, and the implementation of competition laws.

LAMBAYONG, Sultan Kudarat – Police authorities here are searching for two gunmen who ambushed and injured the municipal mayor’s secretary on Tuesday afternoon.

Maj. Jethro Doligas, Lambayong municipal police chief, identified the victim as Borhanudin Delna, 40, of Purok Rang-ay, Barangay Poblacion.

Delna is the executive secretary of Lambayong Mayor Ferdinand Andy Agduma.

Agduma said he has directed the local police to bring the perpetrators behind bars, and assured Delna’s family that the local government unit (LGU) would provide financial aid to the injured employee.

“I also assure all LGU employees that the local government is ready to extend help should anyone get threats while performing their duties as civil servants,” he said in a radio interview Wednesday.

Delna was on board a tricycle for hire heading to Barangay Poblacion from nearby Tacurong City when ambushed by two gunmen riding a motorbike at past 4 p.m.

He sustained multiple gunshot wounds in the body and is now getting medical attention in an undisclosed hospital.

DAVAO CITY – Vice President Sara Z. Duterte lauded on Wednesday the efforts of various government agencies that made Davao Region insurgency-free.

During the Joint Regional Task Force-End Local Communist Armed Conflict (ELCAC)-11 meeting here, Duterte thanked the support of stakeholders in sustaining the “gains of peace” in the region.

President Ferdinand Marcos Jr. declared Davao as an insurgency-free region on Oct. 27, 2022 following the resolution passed by the Regional Peace and Order Council-11 several days earlier.

As concurrent Education chief, Duterte also asked concerned agencies to help address the recruitment of the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF) among young Filipinos, especially young indigenous peoples.

“I cannot over-emphasize the importance of your anti-insurgency programs in your respective agencies and offices. It will determine the future of our cities, our municipalities, and the future of our children,” she said.

Duterte also warned against complacency, saying the “insurgency-free” status is not a guarantee that insurgents will not be back in communities.

“Anytime that there is an issue or complaint that may be utilized by the CPP-NPA-NDF in the communities, it can spark movements again,” she added.

Duterte reiterated President Marcos’ reminder that community development remains the best approach to defeat insurgency.

Moreover, Duterte lauded the joint regional TF-ELCAC meetings for being an avenue to discuss ways how to sustain peace in the region.

In the same meeting, Duterte also led the awarding of the National TF-ELCAC Gawad Parangal to various agencies for their outstanding contribution to ending armed conflict in the region.

“I give special appreciation to Presidential Assistant for Mindanao-Eastern (OPAMINE) Secretary Leo Tesoro Magno for bringing everyone together to discuss peace and order here in the region,” she added.

CEBU CITY – The Philippine National Police (PNP) in Central Visayas posthumously awarded the Medalya ng Kadakilaan (PNP Heroism Medal) to Corporal Gilbert Amper Jr., killed during the Feb. 23 encounter with members of the New People’s Army in Bilar, Bohol.

Brig. Gen. Anthony Aberin, director of the Police Regional Office-7, led the ceremony of honoring the fallen officer at an undisclosed place in Bohol on Wednesday morning and personally handed over the medal to the family of Amper.

“(Corporal Amper) is posthumously recognized for his bravery and selfless performance of duty exhibited during police operation and execution of warrant of arrest against Alias Silong in Sitio Matin-ao 2, Barangay Campagao, Bilar, Bohol,” the citation, as read by PRO-7 chief of staff, Col. Aladdin Collado, said.

Amper was killed during the almost three-hour gunbattle between the government forces and a group of Domingo Jaspe Compoc, alias Silong, who was also slain along with four others, including a 2022 Philippine Bar passer, Hannah Jay Cesista.

Amper’s fellow officer, Corporal Gerard Rollon, was wounded during the encounter.

The police and Army soldiers were armed with warrants for the arrest of Compoc, who had a PHP2 million prize on his head, for various crimes of murder, attempted murder, homicide and attempted homicide.

Meanwhile, Eutropio Cesista, Hannah Jay’s father, spoke to the Cebu media on Tuesday following the cremation of his daughter at a funeral home in Cebu City.

Eutropio expressed an understanding of the government’s campaign against communism.

At the same time, he expressed disappointment towards the group his daughter had joined. He claimed he was against his daughter’s decision to join the group.

“Wala akong galit sa gobyerno. Yung hinanakit ko doon sa sinalihan na pinipigilan ko pero nagpupumilit siya (I never became angry with the government. My anger is towards the group that she joined, we tried to stop her but she was adamant in joining it),” he added.

Eutropio said he permitted his daughter to join NUPL only after being assured of its credentials and intentions, giving Hannah Jay words of caution for her to be vigilant, admitting that he was unaware of the group’s activities.

Reject ‘false promises’ of NPA

Meanwhile, the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) on Thursday urged the public to reject the false promises made by communist rebels in honor of fallen government troopers, including Amper, who have died in the line of duty.

"The NTF-ELCAC stands in solidarity with the families of those who have lost their lives in the line of duty, including Corporal Gilbert Amper, the brave policeman who made the ultimate sacrifice to protect our communities from the scourge of terrorism. Let us honor their memory by collectively rejecting the false promises of the communist terrorist groups (CTGs) and working together towards a future where all Filipinos can live safely, with dignity, and harmony," NTF-ELCAC executive director Undersecretary Ernesto Torres Jr. said in a statement.

In reiterating its call to the public to refrain from joining the NPA, the task force said joining the rebel group not only perpetuates violence but also undermines efforts to achieve lasting peace and prosperity.

“Furthermore, people who continue to be involved with the NPA run a great chance of becoming involved in illegal activities and being exposed to dangerous situations that could endanger their lives,” it added.

The NTF-ELCAC said Filipinos should instead embrace the path of dialogue, reconciliation, and lawful engagement to address grievances and build a truly peaceful and inclusive society.

“By opting for peaceful avenues of engagement and seeking solutions through lawful channels, individuals can safeguard their well-being and contribute to the overall stability of our nation," it said. (With a report from Benjamin Pulta/PNA)
