TACLOBAN CITY –– At least five alleged members of the New People’s Army (NPA) surrendered to the top policeman in Eastern Visayas on Tuesday, Jan. 12.

Those who surrendered to Brigadier Gen. Ronaldo de Jesus were identified only through their aliases: ‘Bening,’ 26; ‘Bebot,’ 45; ‘Jinky,’ 29; ‘Narcing,’ 58; and ‘Nora,’ 59.

The former rebels were part of the sub-regional committee, which operates in Samar province.

They also surrendered several firearms consisting of a caliber.45 pistol loaded with three ammunition; M1 Garand rifle with one magazine clip loaded with eight ammunition for caliber 7.62 mm, eight live extra ammunition for the same caliber; and a carbine rifle with one magazine loaded with 12 live ammunition.

De Jesus said the rebels decided to return to the fold of the law as the Philippine National Police, together with other government agencies, strengthened the implementation of Executive Order No. 70 that aims to end the long-running insurgency in the country.

“The return of these rebels to the folds of law is a promising development for this year. As they pledge loyalty to the government, the police force in the region also guarantees to give necessary assistance so they could start living in genuine peace again,” the regional police director said.

Camp Olivas, Pampanga—Some 1,023 suspected communist guerillas, mostly supporters and some holding sensitive positions in the underground movement, have returned to the fold of the law in separate occasions in Central Luzon from January to December last year, the Police Regional Office 3 announced Tuesday.

This developed as PRO3 director BGen Valeriano De Leon appealed to families of New People’s Army (NPA) members to encourage their relatives to surrender and embrace the government through the Regional Task Force to End Local Communist Armed Conflict (RTF-ALCAC) programs.

De Leon said the government is calling on both active and former members of the NPA to surrender and start a new life.

“I’m appealing to the families of NPA rebels to encourage their relatives to lay down their arms and start their lives anew this New Year. Our government has several programs to retool you so that you could all become even more productive members of our society,” said De Leon in a statement.

On Monday, four communist guerillas surrendered to authorities in Aurora province bringing to 12 the number of NPA rebels who returned to the fold in a span of two weeks, the Public Information Office (PIO) stated.


The rebels were identified thru their aliases Edwin, Edith, Marvin and Tony, all members of Militiang Bayan and residents of Dipaculao, Aurora.


Last week, a seven-man team of guerillas operating in Tarlac- Zambales areas voluntarily submitted themselves to the local police in Mayantoc, Tarlac. They were processed and took their oath of allegiance before they were released and sent home.

De Leon said the RT-ELCAC is gaining headway with the huge number of supporters and guerillas who have availed of the government offer to achieve lasting peace as envisioned in the program.

The RT-ELCAC was created under Executive Order 70 which calls for a nationwide approach in attaining sustainable peace and creating a regional task force to end local communist armed conflict by adopting the National Peace Framework.

BACOLOD City – To evade patrolling soldiers, a suspected New People’s Army rebel abandoned her two-month-old son yesterday morning in the house of a villager in Barangay San Fernando in Talisay City, Negros Occidental.

“We are saddened that the baby was abandoned by her mother for a senseless cause,” said Lieutenant Colonel Gerard Alvaran, commander of the Philippine Army’s 79 Infantry Battalion (79IB).

According to Alvaran, 79IB troops arrived in Hacienda Ambulog, Barangay San Fernando after learning about the presence of rebels there, prompting “Ka Jandy” and comrade “Ka Moneth” to flee.

“Ka Jandy had a choice, but she chose to leave her child and go against the government,” Alvaran said.

The infant was turned over by the soldiers and the Talisay City police station to the care of the City Social Welfare and Development Office.

Around 2:20 p.m., the troops came to the house of Marilyn Dianton and found the baby.

They recovered subversive documents with high intelligence value, medical supplies, including a pack of birth control pills, infant’s clothes, feeding bottles, disposable diapers, and other baby stuff, as well as food items such as rice, canned goods, and instant noodles.

The troops also seized three mobile phones, seven phone batteries, two cellular phone chargers, a power bank, and a gas stove with five butane fuel canisters.

Alvaran thanked the residents who provided the information about the rebels.

“Your continuous support by way of relaying information (to us) contributes a lot to our fight against insurgency,” he added.

Alvaran urged “Ka Jandy” and her comrades to “lay down their arms and abandon the pointless armed struggle.”

“The government is willing to help them start anew,” he said.

THE DAVAO City Police Office received 10 former supporters of the New People’s Army (NPA) with standing warrants of arrest who surrendered to the military.

First Lt Gen Adrian Gautane, Civil Military Operation (CMO) officer of the 27th Infantry battalion, said former rebel supporters turned themselves over as a result of the
relentless information campaign of the unit and the support of the of the Local Peace Committee of Paquibato District.

The battalion and its mother unit, the 1003rd Infantry Brigade, turned them over to the police at the Malabog gym.

Present during the ceremony were Brig. Gen Nolasco Mempin, brigade commander; Lt. Col. Victorino Seño, battalion commander; Lt. Col. Donald Gaffud, battalion commander of the 89th Infantry Brigade, City Police Director Col Kirby John Kraft; Major Marvin Hugos, Paquibato Police Station commander; Malabog Barangay Chair Jessie C Areja; Lumiad Barangay Chair Celso Bughao Sr; Atty. Elisa D Evangelista-Lapiña, municipal administrator of Sto. Tomas in Davao del Norte; and, Aileen Mabanding, Peace 911 focal person and guest of honor of the event.

In his message, Bughao thanked the uniform personnel of the police and the military as well as those who surrendered for making what he termed as a right decision.

“Makita nato karong adlawa ang kadaugan ug kalampusan sa gobyerno na mabalik ang katawhan,” Bughao said.

He added more supporters and members of the rebel movement are set to give themselves up.

He encouraged those who have remained with the movement to take advantage of the programs of government that have been implemented for those who return to the folds of the law.

“Naay daghan benepisyo ang gobyerno sama sa livelihood assistance para sa mga surrenderees, dili kamo pasagdan ug dili kamo sakiton sa gobyerno, ” Bughao said.
Seño also thanked those who surrendered, adding that believed “that you will soon be able to enjoy the help of our government to provide a quick solution to the problem you are facing.”

” I would also like to thank all the government officials who have become instrumental in making this activity a success for our brothers and sisters who are facing problems,” Seño said.

BUENAVISTA, Agusan del Norte, Jan. 13 – A member of the Communist Terrorist Group (CTG) was killed and a number of high-powered firearms were recovered in an encounter with the troopers of 23rd Infantry (Masigasig) Battalion (23IB), Philippine Army recently in KM 6, Purok 26, Lawaan, Barangay Tungao, Butuan City.

Lt. Col. Julius Cesar C. Paulo, the commander of 23rd IB, sent troopers in response to a verified report from civilians on the presence of armed men in their barangay. During the conduct of a strike operation, the Masigasig troopers encountered more or less six Communist New People’s Army (NPA) Terrorists (CNTs) believed to be remnants of Guerrilla Front 4A (GF4A) NCMRC led by Junjun Makaundag @KITKIT, Former Squad Leader of Sentro de Grabidad CAOACAO. The firefight lasted for about five minutes and after which, the enemies scampered towards the western direction in the area.

The troopers immediately scoured and cleared the encounter site and recovered the cadaver of the dead NPA member identified as Alias ALAS/AYLON along with one M14 rifle, two cal .45 pistol, one magazine of M14 loaded with ammunition, one magazine of cal .45 loaded with three ammunition, one magazine of M16, five rolls of Blasting Cap Leg Wire, two motorcycles, five cellphones, one generator, assorted food supplies, subversive documents and personal belongings. Heavy bloodstains were also visible in the withdrawal route which indicates that there are still members of CNTs who suffered severe wounds while there is no casualty on the government side.

The recovered cadaver of the dead NPA was turned over to the members of the barangay council of Tungao for proper disposition.

Lt. Col. Paulo extends his deepest sympathy to the bereaved family of the dead CNT. He also hoped that the incident would serve as a lesson to the remnants of the CTGs and realize that they are just fighting for the false ideologies and propagandas that will never defend them in times of distress.

“As you can see, they only left the cadaver of their fallen comrade. Inside the 52 years of terrorizing the innocent people, it is very impossible for them to topple down the government especially now that the residents were revealing their whereabouts as they were fed-up by the manipulation and torments done by the armed group in their community,” Paulo said. BUENAVISTA, Agusan del Norte, Jan. 13 -- The troopers of 23rd Infantry (Masigasig) Battalion (23IB), Philippine Army formally handed over the cadaver of the slain New People’s Army (NPA) member to his immediate family on January 4, 2021.

The turnover was also supported by the city government of Butuan City and the Butuan City Police Office (BCPO).

It can be recalled that a member of the Communist Terrorist Group (CTG), identified as Rommie Gumansil Mansilyohan alias Alas/Alon, a resident of Sitio Pinikalan, Barangay San Pedro, San Luis, Agusan del Norte was killed in an encounter with the troops of 23rd IB on December 30, 2020, in KM 5, Purok 26, Lawaan, Barangay Tungao, Butuan City.

The cadaver was painstakingly carried by the government troops from the encounter site then brought to the funeral parlor in Butuan City for proper documentation and disposition. Thereafter, it was brought to the covered court of Barangay Tungao for burial thinking that the said remains will no longer be claimed by his loved ones.

Moments before the said internment, the family of the late Alias Alas/Alon finally arrived in Tungao to claim his remains.

Liza Gumansil Mansilyohan, the mother of Alias Alas/Alon said that her son was already missing for one year. Despite the loss, the family expressed their gratitude to the government for the assistance they have given to them.

Lt. Col Julius Cesar C. Paulo, the Commanding Officer of 23IB once again expressed his deepest sympathy to the bereaved family of Alias Alas/Alon.

"Another family cried for the loss of their loved one because of the deception and lies brought by the CTG's," Paulo said.

He also reiterated his call to the remaining members of the CPP-NPA in the area to consider the offer of the government, through the Enhanced Comprehensive Local Integration Program (ECLIP) and surrender.

"May this serve as a lesson to the remnants of CPP-NPA Terrorist Groups. The government is eager to finish this 52 years of insurgency. Your Army will always be the protector of our land and is ready to use its force against CTGs who will go against the government. Nevertheless, we are willing to accept anyone who would want to go back to the folds of the law. The government troops will assist you to avail the ECLIP as you embrace your new life," Paulo added. CAMIGUIN, Jan. 13 (PIA)--To strengthen campaign against insurgency, and further attain peace and order in their areas, Columbia, Sultan Kudarat in Region 12 and Camiguin in Region 10 prioritize projects and bring government services to their identified Convergence Areas for Peace and Development (CAPDev).

During the Network Briefing News interview with Communications Sec. Martin Andanar, Columbio Mayor Edwin Bermudez said they have organized 24 farmers' associations or groups in the area with the help of the Armed Forces of the Philippines (AFP).

Columbio said they assisted the groups' banana plantation and vegetable projects. The local government unit (LGU) has also given goat and poultry as well as they provided assistance in boosting fishponds in the said areas.

In December 2020, the LGU along with the various national line agencies visited 12 CAPDev areas and conducted a caravan to provide immediate assistance to the residents who needed government services or aid.

"Sa pamamagitan ng whole-of-nation approach, natulungan natin ang mga kababayan at naibsan ang kanilang paghihirap (With the whole-of-nation approach, we were able to help our constituents and aided in alleviating their difficulties)," Bermudez said.

Maintaining peace, order in Camiguin

In Camiguin, aside from conducting caravans to bring government services and programs closer to the people through the various national line agencies, the 58th Infantry Division is continuously conducting security operations in the province’s points of entry and exit.

Furthermore, the Department of the Interior and Local Government (DILG)-Camiguin reported 100 percent compliance of all LGUs in the province down to the barangay level on the organization of local task forces on Ending Local Communist Armed Conflict (ELCAC).

The Retooled Community Support Program (RCSP) was already launched in the five identified pilot barangays of the province and these include Barangays Manduao, Butay, Owakan, Benhaan and Cuna.

In the said RCSP launching, a total of P300,000 livelihood assistance was provided by the Department of Labor and Employment (DOLE).

The Department of Trade and Industry (DTI) has also conducted the Serbisyo Negosyo sa Barangay and provided livelihood starter kits to qualified beneficiaries.

The Whole of Nation Initiative (WNI) is a coordinating body that strategically addresses underdevelopment in areas affected by conflict. WNI convenes representatives from line agencies and taps private sector participation towards specific goals. (RTP/PIA10)

ISABELA CITY, Basilan, Jan 13 (PIA) – Two Abu Sayyaf Group members laid down their arms and returned to the fold of the law in Isabela City, Basilan on January 11.

In a press release, Lt. Gen. Corleto Vinluan, Jr., Commander of the Western Mindanao Command said that based on records, the two are members of the group under the late ASG leader Isnilon Hapilon.

“Ahmad Ontong, a.k.a. Abu Kujaypa, 35 years old, married, and a resident of Barangay Upper Manggas, Lantawan, Basilan and Absirin Abul, a.k.a. Abs, 38, married, and a resident of Barangay Palahanan, Pilas Island, Hadji Muhtamad, same province submitted themselves to Joint Task Force Basilan Commander Col. Domingo Gobway at the Headquarters of 101st Infantry Brigade in Barangay Tabiawan, Isabela City at around 9 a.m. today,” Lt. Gen. Vinluan, Jr. said.



During the initial debriefing, the two revealed that Hapilon threatened and forced them to join the group in 2001.

They were involved in the numerous attacks launched by the group in Basilan, particularly in Sumisip and Maluso areas.

Col. Gobway stated that the two did not participate in the Marawi siege, stayed in Basilan, and hid when Hapilon was neutralized.

“Tired of hiding, they decided to surrender and return to the mainstream society,” Col. Gobway said.

The duo handed over one M1 Garand rifle with one clip and eight rounds of ammunition, and one M14 rifle with one magazine and 17 rounds of ammunition.

“The deepened multi-sector alliance continues to bear positive results.

This is attributable to the good governance of the local chief executives, the resolve of our soldiers, and the support of our stakeholders,” said Lt. Gen. Vinluan, Jr.

“We call on those who remain in hiding, now is the time for you to come out and avail of our reintegration programs for you and your families,” the commander added.

ILOILO CITY, Jan. 13 (PIA) - - The Department of the Interior and Local Government (DILG)-Iloilo has asked Philippine National Police to prepare and set a schedule for the demilitarization of firearms surrendered under the government’s Enhanced Comprehensive Local Integration Program (E-CLIP).

DILG Iloilo Director Teodora Sumagaysay reported during a recent meeting of the Iloilo Provincial Peace and Order Council that a total of 16 firearms have been surrendered by former rebels under E-CLIP since 2017.



Based on the data presented by Sumagaysay, of the total 16 turned in firearms, four were surrendered in 2017 consisting of three rifles and a pistol; five in 2018 consisting of two revolvers, a pistol, a rifle and a shotgun; and seven firearms in 2019 consisting of three rifles, two revolvers, a shotgun and a pistol. All the firearms surrendered are serviceable.

She said that as an additional fund to support their reintegration, former rebels were remunerated for the firearms they surrendered based on the standard price ceiling set for the kind of firearm and its condition upon turnover.

She said after the turned over firearms were cleared by the Philippine National Police, these shall be demilitarized and disposed of accordingly except for those used in crime and required by an appropriate court for safekeeping and disposition.

The demilitarization and disposal procedures for firearms will be guided by the Department of National Defense and DILG’s Joint Memorandum Circular No 2018- 01 entitled “Guidelines for the Provision of DILG Administered Package of Assistance for Former Rebels and Militia ng Bayan" dated July 5, 2018.

Sumagaysay said the Police Regional Office –Firearms, Explosives and Ammunitions Disposal Committee (PRO—FEADC) was tasked to conduct the final demilitarization of the firearms through the following procedures: cutting of individual steel pieces using circular saw or blowtorch into sections: bending and deforming of each piece; deforming hammer and trigger using blowtorch; cutting or chopping wooden parts; and stamping aluminum parts.

As practicable, she said the demilitarization shall be done in the presence of members of the local community and representatives from the media.

The post-demilitarization will also be done by the PRO-FEADC through sorting and depositing the scrap in wooden crates for safekeeping/disposition and sale of the scrap through public bidding. (JSC/laf/PIA6 Iloilo)

Walo sa mga ito ay dating miyembro ng New People’s Army (NPA) at apat naman ang milisya ng bayan. Dalawa sa mga ito ang hindi nakadalo sa awarding ceremony, dahil sa nasa malayong islang barangay na nakatira ang mga ito.

TARLAC CITY, Jan.13 (PIA) -- About 222 former rebels in Northern and Central Luzon received PhP15.9 million worth of financial assistance through the government’s Enhanced Comprehensive Local Integration Program (E-CLIP) last year.

In a conference presided by Defense Undersecretary and Task Force Balik-Loob Chairperson Reynaldo Mapagu, Armed Forces of the Philippines Northern Luzon Command (NOLCOM) Commander Lieutenant General Arnulfo Marcelo Burgos Jr. said the financial aid is on top of the pangkabuhayan package, educational scholarships, skills and development training, and housing assistance offered by other government agencies.

Under E-CLIP, rebel returnees and their families were given a wide array of benefits to help them start anew as they were reintegrated to mainstream society.

“NOLCOM recognizes the significant role of E-CLIP in weakening and eventually dismantling of the communist terrorist groups in our area of operation,” Burgos stressed.

He furthered that NOLCOM’s guiding principle of “continuous improvement, progressive change” motivates them to innovate towards the sustainable implementation of E-CLIP.

CITY OF ILAGAN, Isabela, Jan. 11 (PIA) – Former rebels under the custody of 5th Infantry Battalion can now utilize the livelihood kits recently turned over by the Department of Trade and Industry (DTI).

In an awarding ceremony, DTI Isabela Provincial Director Winston Singun said the livelihood kits awarded to the former rebels is part of the department’s Pangkabuhayan sa Pagbangon at Ginwaha (PPG) program which aims to provide support to individuals and micro-enterprises affected by man-made and natural calamities, including the COVID-19 pandemic.

Singun said that a total of P150,000 worth of livelihood kits were already given in the form of sari-sari store business kits, gardening and farming kits composed of tools, implements and fertilizers, poultry kits composed of feeds and housing and mushroom spawns for their mushroom production.

Aside from the livelihood kits, Singun said that they have also assisted in the packaging of their business plan that was submitted to the labor department to support their request for financial assistance for the establishment of their poultry project.

“DTI is offering its programs and services to FRs in support to President Rodrigo Duterte’s Executive Order No. 70 or the National Task Force to End Local Communist Armed Conflict,” Singun said.

NARVACAN, Ilocos Sur, Jan. 13 (PIA) - Twenty-three residents of two villages affected by local communist armed conflict here have started their 42-day skills training on Animal Production (Swine) NC II under the Special Training for Employment Program of the Office of Ilocos Sur Second District Representative Kristine Singson on January 7.

The trainees are hog raisers from barangays Marozo and Cadacad where some identified New People's Army-Underground Mass Organization members have surrendered last year.

Of this number, one is a former UGMO member, four are relatives of former UGMO members, and the rest are residents of the two villages.

The Technical Education and Skills Development Authority (TESDA) in Ilocos Sur is implementing the training through its registered training provider – the Cooperative’s Initiative Program on Agro enterprise (CIPAG), according to TESD Specialist II Wendell Botacion.

He said that the training is divided into two parts – the first 39 days is for the actual skills training on Animal Production (Swine) NC II and the last three days is for the entrepreneurship training.

He added that the trainees will receive Php160.00 allowance per attended training, starter kit, and accident insurance of one year duration, Php500.00 personal protective equipment allowance, and Php500.00 internet allowance.

TACLOBAN CITY – Five members of the New People's Army (NPA) in Samar have abandoned the armed struggle against the government to start a new life this new year.

The Philippine National Police (PNP) identified the former rebels as alias Bening, 26; Bebot, 45; Jinky, 29; Narcing, 58; and Nora, 59, who surrendered on January 10 and were formally presented to officials of the Police Regional Office (PRO) 8 (Eastern Visayas) in Palo, Leyte on Tuesday.

Brig. Gen. Ronaldo de Jesus, PRO-8 director, said the provincial police office, including its intelligence unit and two mobile force companies, facilitated the surrender of the former rebels.

"The return of these rebels to the fold of the law is a promising development for this year. As they pledge loyalty to the government, the police force in the region also guarantees to give necessary assistance so they could start living in genuine peace again," he said in a statement on Wednesday.

The surrenderers handed over a caliber .45 Colt pistol with a magazine containing three live ammunition, an M1 Garand rifle with a magazine loaded with eight ammunition plus eight extra ammunition, and a Carbine rifle with a magazine containing 12 live ammunition.

Meanwhile, authorities are processing the application of the former rebels, so they could avail themselves of benefits under the Enhanced Comprehensive Local Integration Program or E-CLIP.

The E-CLIP gives former rebels a holistic package of benefits, such as livelihood, medical, education, housing, and even legal assistance.

The NPA, the armed wing of the Communist Party of the Philippines, is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

COTABATO CITY – Alert troopers of the Army’s 6th Infantry Battalion (6IB) discovered two explosives, a hand grenade, and a homemade bomb, in Maguindanao on Tuesday.

The two unexploded ordnances (UXOs) were found in Barangay Pandi, Datu Salibo, Maguindanao, where lawless Bangsamoro Islamic Freedom Fighters (BIFF) members have been operating.

Maj. Gen. Juvymax Uy, commander of the Army’s 6th Infantry Division, said 6IB troopers were conducting clearing operations near their camp in Barangay Pandi at past 5 p.m. when they noticed the explosives.

He said the explosives were probably thrown by the lawless elements toward the patrol base but did not explode.

“The UXOs might be used for manufacturing of anti-personnel mines if not recovered as it could inflict injuries to both civilian populace and our troops,” Uy said.

He added that the BIFF continues to sow terroristic acts due to their incapability to counter massive focused military operations in the area.

Uy urged the communities to continue their cooperation with the military by reporting suspicious individuals and items in their vicinity for the preservation of lives.

CITY OF SAN FERNANDO, Pampanga – A total of 222 former rebels in Northern and Central Luzon received PHP15.9-million financial assistance through the Enhanced Comprehensive Local Integration Program (E-CLIP) last year.

This is apart from the other benefits offered by different government agencies such as the “Pangkabuhayan Package” from the Department of Labor and Employment (DOLE); educational scholarship offered by the Department of Education (DepEd); skills development training offered by the Technical Education and Skills Development Authority (TESDA), and housing assistance from the National Housing Authority (NHA).

E-CLIP is a flagship program of the Duterte administration that seeks to address social healing and national unity toward the higher objective of attaining just and lasting peace.

The program, which is closely supervised and monitored by Task Force Balik-Loob, aims to provide social equity to former members of the Communist Party of the Philippines-New People's Army- National Democratic Front (CPP-NPA-NDF) and the Militia ng Bayan to help reintegrate them into mainstream society.

Defense Undersecretary Reynaldo B. Mapagu, who is also the chairperson of the Task Force Balik-Loob (TFBL), said on Tuesday during a press conference held at the Northern Luzon Command (Nolcom) headquarters in Camp Aquino, Tarlac, thanked the Nolcom for its support to the implementation of the program.

“Your steadfast commitment to support the implementation of E-CLIP is a testament of how serious Northern Luzon Command in defeating the communist terrorists in your area of operation,” Mapagu said.

He asked the men and women of Nolcom to continue performing their duty, even if there is a problem besetting the country.

“We must do our share of good governance and use it as the basis of our approach in defeating the communist terrorists in this part of the country,” he added.

Lt. Gen. Arnulfo Marcelo B. Burgos Jr., Nolcom commander, for his part, cited the importance of E-CLIP “in weakening and eventual dismantling of the communist terrorist group in our area of operation.”

“With this principle, continuous improvement, progressive change, Nolcom will sustain its efforts and will continue finding innovative ways in support to the implementation of the program,” Burgos said.

ILOILO CITY – The 3rd Infantry Division (3ID) of the Philippine Army is winning in its campaign against the communist terrorist groups (CTGs) in Panay.

Maj. Cenon Pancito III, the spokesperson of the 3ID, in an interview on Wednesday, said they have “successfully achieved” their objectives for 2020.

Data provided by the spokesman showed that last year 15 barangays in Panay composed of 11 from Iloilo and four from Capiz were cleared from the influence of CTGs.

Their continuous campaign also resulted in the neutralization of 25 CTG members to include one who surrendered from Capiz; while in Iloilo four were killed, 12 have surrendered, and eight were apprehended.

Their operations yielded a total of 11 low-powered firearms and eight high-powered firearms.

“Our tools and tactics have proven effective as government troops retain the upper hand in our fight with the insurgents,” Pancito said.

Among those that tactics employed were the deployment of community support teams in the so-called influenced barangays, focused military operations, and active participation on the whole of nation approach.

“With this, we shall maintain our momentum to effectively dismantle the remaining guerrilla fronts, pursue some more red fighters and clear the remaining CTG-influenced barangays,” he added.

Meanwhile, Jenelyn Bilbao, village chief of Barangay Katipunan, in Tapaz, Capiz, said their village was declared as cleared from the influence of CTGs in 2017.

After a year, a detachment of the Citizen Armed Forces Geographical Unit (CAFGU) was established in the barangay as “Katipunan used to be a hotbed in Panay,” she said.

On Jan. 8, she brought with her members of the family of an active New People's Army (NPA) member alias “Tonying” to the “VOLTing in for Peace” event of the Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) in Calinog, Iloilo to seek assurance from authorities that they will not be subjected to police operations.

Together with 12 other residents of the barangays, who are said to be active demonstrators in previous anti-government rallies, the family of Tonying pledged allegiance to the government.

Pancito said though Barangay Katipunan has been cleared from the influence of the CTGs, there is still a need to revisit the place.

He said Katipunan is within the “guerrilla base” of NPA rebels so there is a need to follow up after they carried out community support program efforts.

“For now we have deployed seven teams to nine adjacent barangays so the cleared areas will be widened and will not be easily recovered by the enemies. We have noted that these areas are the stronghold of the NPAs, they have been there for decades so we need to have more intensified efforts in our clearing,” he added.

The Communist Party of the Philippines (CPP)-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

BACOLOD CITY – A suspected Communist Party of the Philippines-New People’s Army (CPP-NPA) rebel left her two-month-old son in the house of a villager in Talisay City, Negros Occidental to evade soldiers patrolling the area early morning on Wednesday.

Troops of the 79th Infantry Battalion (IB) arrived after learning about the presence of communist-terrorists in Hacienda Ambulog, Barangay San Fernando, prompting the woman, identified as “Ka Jandy”, and her comrade, “Ka Moneth” to flee.

“We are saddened that the two-month-old baby was abandoned by her mother because of a senseless cause. ‘Ka Jandy’ had a choice, but she chose to leave her child and go against the government,” Lt. Col. Gerard Alvaran, commanding officer of 79IB, said in a statement.

The infant was turned over by the Philippine Army and the Talisay City Police Station to the care of the City Social Welfare and Development Office.

Around 2:20 a.m., the troops came to the house of Marilyn Dianton and found the baby. Dianton told them that he is the son of “Ka Jandy”.

They recovered subversive documents with high intelligence value, medical supplies, including a pack of birth control pills, infant’s clothes, feeding bottles, disposable diapers, and other baby stuff, as well as food items such as rice, canned goods, and instant noodles.

The troops also seized three mobile phones, seven phone batteries, two cellular phone chargers, a power bank, and a gas stove with five butane fuel canisters.

Alvaran thanked the residents who provided the information about the presence of the communist-terrorists.

“Your continuous support by way of relaying information (to us) contributes a lot in our fight against insurgency,” he added.

Alvaran also urged “Ka Jandy” and her comrades to “lay down their arms and abandon the pointless armed struggle.”

“The government is willing to help them start anew,” he said.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

MANILA – The Philippine Air Force (PAF) in partnership with the Land Bank of the Philippines (LBP) formally launched the PAF Online Payment System (POPs) Tuesday.

In a statement on Wednesday, PAF spokesperson Lt. Col. Aristides Galang said Defense Secretary Delfin Lorenzana and LBP President and Chief Executive Officer Cecilia Borromeo graced the launch at the Department of National Defense (DND) Social Hall in Camp Aguinaldo, Quezon City.

"The POPs is part of the five-point digital agenda of PAF chief Lt. Gen. Allen T. Paredes and his thrust to nurture a culture of innovation and excellence," Galang said.

He added that this initiative followed the first-ever digital Integrated Financial Management System for more efficient and transparent handling of appropriated funds.

Through POPs, the PAF will now enjoy fast and efficient alternative payment services that promote contactless and online transactions anytime and anywhere.

Galang added that POPs is in compliance with Republic Act 8792 known as the “Electronic Commerce Act of 2000”.

It also ushers the PAF into the digital financial age and makes it the 767th member of LBP that uses its digital platform and the first among the major services of the Armed Forces of the Philippines.

PAF personnel and its stakeholders are now empowered through the LBP iAccess or LinkBiz Portal in the collection, payment, and processing of utilities and other services to include electric billing of concessionaires and government quarters’ occupants, hospital billings, and PAF bidding documents.

"The implementation of the POPS is very timely as we continue to live in the “new normal” wherein exposure to people and places are restricted to prevent the spread of the coronavirus disease 2019 (Covid-19) pandemic", he said.

MANILA – Defense Secretary Delfin Lorenzana on Wednesday night said the military is more than willing to help the Philippine National Police (PNP) in implementing the arrest warrants to be issued by the court against the nine dismissed Jolo policemen implicated in the fatal shooting of four Army intelligence operatives in June last year.

"If they need AFP (Armed Forces of the Philippines)'s help, they will get it," he said in response to the Philippine News Agency (PNA)'s queries on whether he believes that the PNP can arrest its former operatives.

While disappointed with the PNP's earlier decision to release the nine to the custody of their families and lawyers due to the absence of an arrest warrant, Lorenzana noted that the police just gave itself additional work in doing so.

"Yes, but the PNP just gave themselves additional work. They will be the ones to serve the warrants and make the arrest," he said.

Lorenzana added that the Department of the Interior and Local Government (DILG) told him that the PNP was forced to release these police officers as they were already dismissed from the service.

"According to the DILG the PNP has to release them because they are already discharged (from the service)," he added.

Last week, a panel of prosecutors of the Department of Justice (DOJ) found probable cause to indict the nine police officers -- Senior M/Sgt. Abdelzhimar Padjiri; M/Sgt. Hanie Baddiri; S/Sgt. Iskandar Susulan; S/Sgt. Ernisar Sappal; Cpl. Sulki Andaki; Pat. Moh Nur Pasani; S/Sgt. Almudzrin Hadjaruddin; Pat. Alkajal Mandangan; and Pat. Rajiv Putalan for four counts of murder and planting of evidence.

The panel also did not recommend bail for the accused. PNP chief Gen. Debold Sinas earlier approved the dismissal from service of the nine police officers.

Killed in the June 29, 2020 incident were Maj. Marvin A. Indammog, 39; Capt. Irwin B. Managuelod, 33; Sgt. Jaime M. Velasco, 38, and Cpl. Abdal Asula, 33.

The four soldiers were conducting intelligence and monitoring operations against two suspected suicide bombers when gunned down by the nine Jolo police officers.

MANILA – The officers and enlisted personnel aboard the prospective BRP Antonio Luna (FF-151), the country's second missile frigate, is now conducting unit training at sea.

"(They are now conducting) unit training (as of this time). This means that the crew is now conducting a hands-on operation on the different systems aboard the ship. This includes machinery, weapons, and sensors," Philippine Navy (PN) public affairs office chief Lt. Commander Maria Christina Roxas said in a message to the Philippine News Agency on Thursday, when sought for updates about the ship.

Roxas added that the ship is also performing maneuvers during this period except undocking which is being done with the assistance of a harbor pilot.

She added that the unit training took place shortly after the BRP Antonio Luna's final drydock, painting and outfitting after its satisfactory sea acceptance trials (SAT) which took place last December 14 to 18 off Ulsan, South Korea.

Earlier, Rear Adm. Alberto Carlos, head of the PN's Technical Inspection and Acceptance Committee (TIAC), declared that FF-151 is compliant with the agreed technical specifications after personally witnessing the warship's performance during the sea trials.

"FF-151 is 95 percent complete at this time. All machinery and combat systems were subjected to test procedures as stipulated in the contract and were observed to be working properly. More importantly, I'm happy to announce that FF-151 passed the prescribed standards and procedures," he said.

Built by South Korean shipbuilder Hyundai Heavy Industries (HHI), BRP Antonio Luna is a modern naval warship capable of surface, sub-surface, air, and electronic warfare using state-of-the-art electronic sensors, long-range missiles, acoustic guided torpedoes, and an embarked anti-submarine helicopter.

The ship is expected to be delivered and turned over to the PN by the first quarter of 2021.

The first frigate, BRP Jose Rizal (FF-150), was delivered and subsequently commissioned into the PN last July 10.

BRP Antonio Luna's keel-laying on May 23, 2019, coincided with the launch of BRP Jose Rizal (FF-150).

The contract for the BRP Jose Rizal and the BRP Antonio Luna was placed at PHP16 billion with another PHP2 billion for weapon systems and munitions.
