BULACAN, Philippines – The Malolos Regional Trial Court acquitted retired major general Jovito Palparan and five auxiliary forces of the military on Friday afternoon, October 6, for the 2006 kidnapping and serious illegal detention with physical injuries of brothers Raymond and Reynaldo Manalo.



According to Manalo’s lawyer Julian Oliva Jr., Judge Francisco Felizmenio of the Malolos RTC Branch 19 said the Manalo brothers had failed to clearly identify the men who abducted them from their farm in San Idelfonso, Bulacan, in February 2006.

A distraught Raymond rushed out of the courtroom following the reading of the verdict.

“Paano nangyari?” he wailed as kin and human rights advocates comforted him. (How did that happen?)

Aside from Palparan, the others acquitted are Technical Master Sergeant Rizal Hilario, Citizen Armed Force Geographical Unit auxiliaries Michael dela Cruz, Jose dela Cruz, Maximo dela Cruz, Roman dela Cruz, Randy Mendoza, and Rudy Mendoza.

Quoting the decision as it was read in the courtroom, Oliva said the judge also found Raymond’s recollection of his meeting in Bulacan with Palparan was flawed.

In Filipino, Oliva said the judge said the nighttime meeting between Raymond and Palparan in a Bulacan military camp also did not show clear identification.

The judge noted the dark environs of the meeting. He also said that when Palparan asked Raymond if he recognized him, the latter said, no.

“Of course, if you were being asked in his place, you would reply, no,” Oliva said in Filipino. “But the truth was that Rayond said he recognized Palparan.

The judge said the description of the place where they talked, which Raymond had sketched, was disputed by the former barangay chairman.

“Of course, after 15 years or 10 years, the place would have changed,” said the lawyer, adding that the chairman also confirmed other parts of Raymond’s description.

Raymond managed to pull himself together within half an hour.

“Tuloy ang laban,” he told supporters. “Hindi ako titigil hanggat di ko nakakamit ang hustisya.” (The fight continues. I won’t stop until justice is served.)

The Manalo brothers filed the case in 2016, a decade after they were abducted at gunpoint from their farm in Bulacan on February 14, 2006. Raymond was then 22 years old; his brother, 38. The military suspected them to be members of the communist New People’s Army.

On July 24, 2015, Ombudsman Conchita Carpio Morales said her office found probable cause to indict Palparan and nine others for kidnapping and torturing the Manalo brothers.
Prolonged torture

In their testimonies, the brothers said they experienced torture while military personnel interrogated them over 18 months at various military camps across the country, beginning at Fort Magsaysay.

Raymond said he met Palparan in San Miguel, Bulacan. The military officer offered to release him to his family if his mother dropped the habeas corpus case filed on his and his brother’s behalf.

By then, the farmer was almost crippled after spending months in a metal cage four feet long and two feet wide.

Raymond had tried to escape his captors but failed. After the incident, Palparan told him that another escape attempt would mean the murder of his parents in San Ildefonso.
Important witness

Raymond was a key witness in the 2006 kidnapping of two University of the Philippines students, Sherlyn Cadapan and Karen Empeno.

His testimony led to Palparan’s first conviction in September 2018.

In 2012, Rappler reported:

Manalo testified that he met Cadapan, Empeño, and Merino at Camp Tecson in San Miguel, Bulacan. He claimed Cadapan told him that she had been raped by soldiers, and that she and Empeño had been beaten by Palparan himself.

Manalo also claimed to have personally witnessed the torture of the two girls, which included beating while they were naked, cigarettes held against their skin, and various implements shoved into their vaginas by a number of soldiers.

Raymond saw Cadapan and Empeño in April 2007. In August of the same year, he and Reynaldo finally managed to escape.

The Supreme Court, describing Raymond’s testimony as harrowing and “clear and convincing,” granted his petition for a writ of amparo.

Flight, arrest

Palparan went into hiding in December 2011, when a Bulacan regional trial court issued a warrant of arrest against him in connection with the Cadapan and Empeno cases.

The government of then-president Benigno Aquino III issued a P2-million bounty for Palparan, who was arrested in Manila on August 12, 2014.

Human rights defenders called Palparan “Berdugo” or “The Butcher,” but then-president Gloria Macapagal-Arroyo promoted him twice and called him “my hero.”

Following Palparan’s arrest, Rappler published a timeline of his tour of duties – and the bodies left in his wake.

Palparan is currently detained at the New Bilibid Prison in Muntinlupa City.

Tense encounters about 100 miles off the Philippines are becoming more frequent in Asia's most contested waters as China presses its claim of ownership over almost the entire South China Sea

NEAR THE SECOND THOMAS SHOAL, South China Sea – The crew of the Philippine Coast Guard boat watch anxiously as an imposing Chinese vessel draws near and cuts off its path, coming within a meter of collision in a vast stretch of open water in the South China Sea.

The captain of the BRP Sindangan shuts off the engine and activates the reverse throttle. China’s coast guard issues a warning via megaphone to leave as the Filipino crew watch closely on a radar that shows two vessels side by side.

“In accordance with international and Philippine national laws we are proceeding,” a crew member responds.

“Request to stay clear from our passage.”

Tense encounters like this, about 100 miles (185 km) off the Philippines and witnessed by a Reuters journalist, are becoming more frequent in Asia’s most contested waters as China presses its claim of ownership over almost the entire South China Sea.

China rules the waves here, and the Philippine mission is symbolic of a wider battle between Beijing and neighbors determined to uphold sovereign rights in their exclusive economic zones (EEZ).

The Philippine coast guard ship is escorting smaller boats to the Second Thomas Shoal that carry supplies to a handful of troops posted to a makeshift garrison aboard the Sierra Madre, a World War Two navy ship that was intentionally grounded on the reef a quarter of a century ago.

Strategic battleground

Their constant presence aboard the rusty ship has irked China and turned the Second Thomas Shoal into a strategic battleground, with Beijing deploying its more modern coast guard ships and clusters of fishing boats as far as 620 miles (1,150 km) from the Chinese coast.

Just 800 meters away, a grey navy ship starts to follow the Sindangan, joining the four Chinese coast guard vessels and five other boats suspected by the Philippines of being militia.

The Sindangan hangs back as the supply boats advance to complete the remaining nine miles (17 km) to reach the troops aboard the Sierra Madre.

China condemned the resupply mission, saying Philippine vessels had “intruded” in its waters in the Spratly Islands without its permission. It has previously ordered the Philippines to tow the grounded ship away from the atoll.

The stakes are high if this brinkmanship turns to miscalculation in the South China Sea.

Relations between the Philippines and China have further soured this year at a time of strengthened military engagement between Manila and Washington that Beijing says risks stoking regional tensions.

The Philippines and the United States have a Mutual Defense Treaty, and the Pentagon in May made clear it would protect the Philippines if its coast guard came under attack “anywhere in the South China Sea”.

Jay Tarriela of the Philippine Coast Guard said it was his country’s right to operate freely in its EEZ and accused China of violating international law.

“They have carried out dangerous maneuvers and blocking operations to prevent our routine operations in providing supplies for our military troops,” he told reporters. – Rappler.com

BULACAN, Philippines – Lawyers and activists expressed shock and anger after a Malolos Regional Trial Court judge on Friday afternoon, November 6 dismissed charges of kidnapping and illegal detention with serious physical injuries that brothers Raymond and Reynaldo Manalo filed against former general Jovito Palparan and five others.

“Unbelievable, if not, disturbingly shocking,” said National Union of Peoples’ Lawyers chairperson Edre Olalia of the decision handed down by Judge Francisco Felizmenio of Branch 19.

“It would be tremendously difficult to explain to the Manalo brothers, the parents of still missing Karen and Sherryl, and countless others he had redtagged and victimized how they cannot seek legal redress despite the ‘credible, categorical and convincing’ accounts that even the appellate courts have priorly established,” said the lawyer.

“It is a huge challenge to make sense of how he (Palparan) can be earlier convicted, mainly on the basis of the testimony of the same witness survivor by one court, and years later be acquitted on the same testimony,” he added.

Christina Palabay, secretary-general of the human rights group Karapatan, raised a question. “Is this part of a grand scheme that will enable Palparan et.al.’s pardon in the near future?”

Palparan’s 2018 conviction

Olalia was referring to the September 2018 Malolos RTC Branch 15 conviction of Palparan and two others for the kidnapping and serious illegal detention of University of the Philippines (UP) students Karen Empeno and Sherlyn Cadapan.

In acquitting Palparan, Malolos RTC Branch 19 Judge Francisco Felizmenio said the Manalo brothers had failed to clearly identify the men who abducted them.

Manalo’s lawyer Julian Oliva Jr., sharing points from the promulgation, said the judge also found flaws in Raymond’s recollection of his meeting in Bulacan with Palparan.

But that same testimony by Raymond was crucial to Palparan’s conviction, which the Court of Appeals upheld on June 5, 2022.

During the hearings on the Cadapan and Empeño case, the farmer told the court he saw both women at a military cell, where soldiers also kept him.

He testified seeing military men torture and sexually molest Cadapan, 29 at the time, and Empeño, 22.

Raymond also declared in court that he saw and talked to Palparan twice while in detention.

Manalo was abducted with his brother in February 2006. The abductions of Cadapan and Empeño happened in June of the same year.

Then Commission on Human Rights called the decision by Judge Alexander Tamayo “an important judgment.”

“It sends a strong signal that victims of human rights violations are still able to secure justice so long as there is a strong will on the part of the victims, their lawyers, and the human rights defenders who support them to hold perpetrators to account,” said then CHR chairperson Chito Gascon.
‘Lopsided justice system’

Palabay said the outcome on the Manalo brothers’ case is an example of a “lopsided justice system” on human rights violations.

The court “junked the truthful, credible and consistent accounts of the Manalo brothers, which have been affirmed many times over by several courts,” she added.

In upholding Tamayo’s judgement and dismissing Palaran’s appeal in June 2022, the CA’s First Division said, “the prosecution evidence is credible, clear and categorical.”

Felizmenio ‘s judgement, Palabay said, “disregarded the history and legal battle that the case of the Manalo brothers have gone through for 16 years.”

Manalo, even in tears, vowed to continue the fight and not rest until he and his brother get justice.

As of writing, the video has gained 150,000 views, 9,300 reactions, and 496 comments.



What the video says: The video presented itself as breaking news, claiming that the SPYDER Philippines Air Defense System from Israel would soon be delivered to the Philippines.

The post’s title reads: “CHINA NAPAKAMOT NA LANG! Advance Defense System Ng Israel IBABIYAHE NA Papunta Sa Pilipinas!” (China just scratched! Israel’s Advanced Defense System is en route to the Philippines!)

It said that this defense system includes a launcher, radar system, and command and control unit.

The video also claimed that a Filipino based in Israel captured photos of the defense system while it was being transferred.

The facts: The SPYDER Philippines Air Defense System from Israel was already delivered to the Philippines.

The SPYDER, which stands for Surface-to-Air Python and Derby mobile air-defense missiles, was accepted by the Philippine Air Force on November 8, 2022, at the Basa Air Base in Floridablanca, Pampanga. President Ferdinand Marcos Jr. was present during the turnover.

On September 23, 2019, the Department of National Defense entered into the GBADS contract with the Israel Ministry of Defense and Rafael Advanced Defense System.

This air defense system is classified as a “medium-range air defense missile system.”

“The GBADS is projected not only to protect vital military installations and various ground and air assets but is also intended, when necessary, to secure our nation’s centers of gravity, critical government utilities and other essential facilities and assets of national importance,” Philippine Air Force spokesperson Colonel Ma. MANILA, Philippines – China faces “global isolation” if it continues to conduct “irresponsible actions” in the West Philippine Sea, the Philippine military spokesman said on Saturday, October 7.

Armed Forces of the Philippines (AFP) spokesperson Colonel Medel Aguilar made the statement after the China Coast Guard sought to justify their latest attempt to block Philippine Coast Guard (PCG) vessels on a resupply mission to Ayungin Shoal, as part of their “law enforcement activities” in the South China Sea that Beijing claims in its entirety.

In response to reports on China’s harassment of PCG ships in Ayungin Shoal on October 4, CCG spokesperson Gan Yu reiterated China’s “indisputable sovereignty over the Nansha Islands, including the Ren’ai Reef, and its adjacent waters” and called the resupply mission “illegal.”

To this, Aguilar said: “The use of the word ‘indisputable’ is disputable. For one, the UNCLOS says no to its claim. Second, the arbitral award invalidated it. Third is several countries have expressed their support to the Philippines and to the rules-based international order, while no one has openly supported China in its actions at the West Philippine Sea.”

“Its unfounded claim and offensive and irresponsible actions at the WPS are leading it to global isolation,” he added.

Commodore Jay Tarriela, PCG spokesperson for the West Philippine Sea, posted on social media on Friday, October 6, details and videos of China’s “dangerous maneuvers” against PCG ships. He noted that the PCG “recorded a total of eight dangerous maneuvers” carried out by the CCG and the Chinese maritime militia (CMM).

During the last successful Rotation and Resupply (RORE) mission, it is important to note the actions taken by the People's Republic of China:

“A total of four CCG vessels were dispatched to obstruct the resupply mission, and they were actively assisted by five CMM vessels. Notably, two of the CCG vessels were nearly the same size as the MRRV. This suggests that their objective may have been to address the ‘David and Goliath’ scenario, and to potentially provide more maneuverability for the CCG in their efforts to block the RoRe mission,” he said.

The 2016 Hague ruling asserted Manila’s rights in waters in the West Philippine Sea and ruled that China’s expansive nine-dash-line had no legal basis. Despite this, China has continued to ignore the ruling, which had “no effect” on its assertive claims in the disputed waterway.

Foreign governments, including the United States, have called out China for its actions against Philippine vessels in the West Philippine Sea.

ILOILO City – The Armed Forces of the Philippines (AFP) has presented the New People’s Army (NPA) in Western Visayas with three choices determining their fate.

Lieutenant General Benedict Arevalo, commander of the Visayas Command, said if the rebels persist with their armed struggle, their story would conclude in one of three ways:

* reintegrated safety and peacefully to society thru government assistance after surrender

* captured and imprisoned

* perish in a military operation

“You cannot evade the law forever. When the law catches up, you may end up in the cemetery, just like what happened to the three rebels recently killed in an encounter in Leon, Iloilo,” Arevalo said during a visit to the 301st Infantry Brigade in Camp Hernandez, Dingle, Iloilo.


Arevalo clarified that no specific deadline would be imposed on the Philippine Army’s 3rd Infantry Division (3ID) to resolve the insurgency in the Visayas, as long as they persist with their offensive operations.

Currently, additional troops have been deployed to chase down armed groups resisting surrender.

“It would be best if they come forward, surrender, and avail themselves of the benefits the government offers to them and their families,” said Arevalo.

On a related note, the 3ID commander, Major General Marion Sison, reiterated his plea for the remaining members of the NPA in the region to abide by the law, especially following the surrender of 12 members in Northern Negros on Sept. 29.

“I hope all of you see the uncertain future for both you and your families within the terrorist movement and that this realization pushes you to abandon the rebel group. Your comrades who have surrendered have understood that opposing our government is futile. As we’ve always said, you essentially have two choices: surrender or perish fighting a doomed battle,” said Sison.

The 12 individuals who surrendered included the Front Secretary (name withheld for security reasons) of the now-dismantled Northern Negros Front (NNF).

They also handed over 12 various firearms to the government.


In return, these individuals received numerous provisions and support, including grocery packs, rice sacks, food packs, and seeds from various government and local entities.

“This is an opportunity for you all to surrender. The government is always eager to assist and guide you onto the correct path. Instead of facing adversity, let’s unify and work towards the peace we all desire. We must persuade our fellow countrymen still engaged in armed conflict that the government cares for them, and a brighter future awaits if they choose peace,” said Sison.

ILOILO – The Iloilo Police Provincial Office (IPPO) has identified the suspects behind the grenade explosion on Monday that damaged the library of Dingle town.

IPPO director, Colonel Ronaldo Palomo, confirmed that the individuals implicated were members of the Philippine Army, specifically assigned to the Forward Support Supply Unit.

Palomo said the suspects were identified from surveillance footage where they were seen riding a motorcycle.

This identification was corroborated by eyewitness accounts, he added.

Palomo believes the attack might have been spurred by personal grievances the suspects held against the Dingle Municipal Police Station (MPS), possibly due to increased checkpoint activities.

Before the explosion, these two individuals were stopped for a traffic violation.


The incident, which occurred around 12:05 a.m., involved a grenade detonating beside the road. The aftermath of the explosion led to the shattering of the town library’s glass windows, damage to the wheels of a parked fire truck, and shrapnel scattering onto three nearby rescue boats.

The implicated soldiers hold the ranks of Sergeant and Private First Class.

Lieutenant Colonel J-Jay Javines, spokesperson for the Philippine Army’s 3rd Infantry Division, said the two soldiers are currently under the custody of FSSU as investigations continue.

He also said both soldiers denied the allegations against them.

The Armed Forces of the Philippines Visayas Command reported that it neutralized 54 suspected New People’s Army rebels, of which 19 had been killed in various encounters with Army soldiers in the Visayas for the month of September.

Thirty-two other rebels have surrendered, while
32 assorted firearms and nine antipersonnel mines were recovered in the same period, according to a statement issued by the AFP Visayas Command.

On September 29, 12 armed remnants
of the dismantled Northern Negros Front under Komiteng Rehiyonal Negros/Cebu/Bohol/Siquijor (KR NCBS) surrendered to the 79th Infantry Battalion, a week after six rebels also died in an encounter with 47th Infantry Battalion in Kabankalan City, Negros Occidental.

In a statement, VISCOM chief Lt. Gen. Benedict Arevalo disclosed that the losses suffered by the CPP-NPA will add up to the dwindling manpower and degrading their armed capability, which will significantly deter their plans to conduct atrocities and sow fear to people in the upcoming synchronized barangay and Sangguniang Kabataan elections.


Arevalo said the NPA remnants in Visayas are now restless and under so much pressure.

He added that they have no safe place to hide, stressing also that it is only a matter of time before they are pushed to the brink of irreversible collapse.

The Army’s 3rd Infantry Division categorized the three remaining guerilla fronts in Negros Island, Central Negros 1, Central Negros 2 and South West Front of KR NCBS as “weakened,” after dismantling the Northern Negros Front and South East Front.

“Our collective efforts with the local government units in clearing the barangays from NPA infestation has gained grounds, as the people are not only aware of the evils brought by the CPP-NPA, but have become more active in supporting our internal security operations resulting in the series of setbacks suffered by the terrorist group throughout the Visayas region,” Arevalo said.*

Remnants of the New People’s Army in Negros have two options: surrender or die fighting a lost cause.

This was the message of Maj. Gen. Marion Sison, 3rd Infantry Division commander, to NPA remnants in Negros, following the mass surrender of 12 armed rebels belonging to the dismantled Northern Negros Front( NNF) of the Komiteng Rehiyonal Negros/Cebu/Bohol/Siquijor, to the 79th Infantry Battalion.

Among the 12 former rebels include the NNF secretary, whose identity is being withheld by the 3ID for security reasons.

Last week, six NPA rebels also died in an encounter with 47th Infantry Battalion soldiers in Brgy. Tabugon, Kabankalan City, Negros Occidental.

The Army’s 62nd Infantry Battalion yesterday recovered high powered guns and assorted ammunition, among other war materials, following an encounter with New People’s Army rebels in Sitio Capaklan, Brgy. Santol, Binalbagan, Negros Occidental.

1Lt. Mary Liza Joy de Guzman, 62nd Infantry Battalion Civil Military Operations officer, disclosed that Army soldiers responded to reports of civilians on the presence of armed rebels in their community.

De Guzman said the firefight lasted about five minutes, after which the rebels scampered in various directions,
leaving behind an M60 general purpose machine gun with a link of ammunition, a caliber .30 bolt action sniper rifle with ammunition, a rifle grenade, three backpacks containing medical paraphernalia, assorted bullets, subversive documents, and personal belongings.

She added that the 10 armed NPA rebels encountered by 62IB soldiers are believed to be members of the composite units of the Regional Striking Force (RSF) and remnants of the Central Negros 1, both under the Komiteng Rehiyonal Negros/Cebu/Bohol.

Aside from the firearms and explosives, bloodstains were also discovered at the encounter site and along the rebels’ withdrawal routes.


On October 1, two M653 assault rifles with six magazines containing ammunition, a link of 7.62mm ammunition, an improvised explosive device, three rifle grenades, and other war materials were also recovered by the 94th Infantry Battalion soldiers, following an encounter in Brgy. Buenavista, Himamaylan City.

Furthermore, six NPA rebels also died, while several firearms were recovered by Army soldiers as a result of an encounter in Brgy. Tabugon, Kabankalan City, on September 21.


In a statement, Lt Col. William Pesase, 62IB commander, lauded the efforts of the barangay residents in reporting the presence of rebels in their village, which led to the successful recovery of high powered firearms. No 62IB soldiers were injured in the armed skirmishes, according to the Philippine Army.

Pesase reiterated his call on the NPA remnants, especially those fleeing injured rebels to surrender, stressing that the 62IB will not stop hunting them down.*

The Army’s 3rd Infantry Division has assured its full support into the probe on death of six New People’s Army rebels in Brgy. Tabugon, Kabankalan City, Negros Occidental, disclosed yesterday by Vincent Parra, officer in charge of the Commission on Human Rights sub regional office in Bacolod City.

Parra said they are requesting an after battle report of the 3rd Infantry Division, in connection with Kabankalan encounter on September 21.

He however expressed dismay on what he calls the uncooperative attitude of the police in Kabankalan regarding the encounter.

Parra yesterday said he was denied of a copy of the police blotter, which he tried to secure from the Kabankalan police, despite being public record.

They are not the subject of his investigation, the encounter is, he stressed.

He added that the Kabankalan police referred him to the Philippine Army during the CHR investigation into the incident.

Parra said he was able to get the identities of the slain rebels from a funeral parlor.

Of the six persons that died, Parra said their initial investigation showed that one of them, which he identified as Ruben Gaitan, turned out to be a resident of Brgy. Camansi, Kabankalan City.

He added that the parents and siblings of Gaitan maintained that Ruben, an employee of the SONEDCO Sugar Central and working as a part time tricycle driver, is not affiliated with the NPA, contrary to claims of the military.

Parra raised the possibility that Gaitan may have been hired by the persons killed in the alleged gun battle.

Among the killed individuals, Parra said the names of [Bobby] Pedro and [Mario Fajardo] Mullon were identified by the NTF ELCAC (Ending Local Communist Armed Conflict) as among NPA personalities being urged to surrender.

Perhaps they were placed under surveillance prior to the incident, he added.*

President Ferdinand Marcos Jr. yesterday expressed his optimism that Western Visayas may soon declared “insurgency free,” because of the declining strength and support to the remnants of the New People’s Army, since 2019.

In his speech before troops of the 3rd Infantry Division at Camp Macario Peralta in Jamindan, Capiz, President Marcos Jr. stressed the importance of maintaining the peace, and to further weaken communist terror groups(CTGs), apparently referring to the NPA.

The Commander-in-Chief lauded the 3rd Infantry Division for their unwavering dedication in fulfilling their sworn duties and responsibilities to the country, particularly in countering insurgencies.

“We must continue to do what we have been doing because it is very clear that it is effective, and it successful” Marcos Jr. said, as he congratulated not only commanders, but also the troops of 3ID, for a job well done.

The Philippine Army declared that it has dismantled two guerilla fronts and classified the three remaining guerilla fronts as weakened, as well as another NPA guerilla front in Panay island.

“Maganda ang ating performance ngayon dahil mabilis ang ating progreso. Maliwanag na tama ang ating ginagawa, tama ang ating mga strategy, tama ang ating pag-apply ng NTF-ELCAC (National Task Force –Ending Local Communist Armed Conflict), ngunit patuloy pa rin ang military operations (Our performance is good because we are progressing quickly. It is clear that we are doing the right thing, employing the right strategies, applying the NTF-ELCAC while continuing military operations),” said Marcos Jr.

During a security briefing, Major Gen. Marion Sison, 3ID commander, updated the President on the overview of the overall peace situation in Western and Central Visayas, including ongoing operations and their accomplishments.

“Hinihintay ko ang imbitasyon ninyo na makabalik ako dito sa 3ID para ideklara ang area na ito, insurgent-free. (I will wait for your invitation for me to return to 3ID, to declare this area as insurgent-free). Go ahead, keep up the good work, keep working, we will get there in the end” the President said.

THE 10TH Infantry Division will reactivate one battalion to focus on election duty during Barangay and Sangguniang Kabataan elections on Oct. 30.

“It is our ready available force If needed in a certain area,” Major Mark Anthony Tito, spokesperson of the 10th Infantry Division told reporters during the AFP-PNP press briefing held at The Royal Mandaya hotel on Wednesday.

The one election battalion will be the same size as an army battalion with four companies.

“So after the election, it will be deactivated. This was already done in the past elections,” he said.


He said they monitored no rebel groups in the region demanding a permit to campaign or a permit to win for the Barangay and Sangguniang Kabataan elections.

So, the 10ID continues to support the PNP and the Comelec in conducting checkpoints and security operations for the community’s safety. He said there are already 66 checkpoints conducted in its areas of responsibility.

MANILA – Bomb technicians of the Philippine National Police-Explosive Ordnance Division (PNP-EOD) disposed of some 362 lbs. of explosives seized in various operations.

In a statement Wednesday, the PNP-EOD said the explosives were disposed of in a "critical disposal mission" at Col. Ernesto Ravina Airbase (CERAB), Crow Valley Gunnery Range, Capas, Tarlac on Tuesday afternoon.

A total of 1,506 pieces of assorted unexploded ordnance (UXOs), explosive remnants of war (ERWs), improvised explosive devices (IEDs) and other deadly explosive materials were meticulously disposed of through a series of controlled detonations.

These explosives are capable of inflicting severe injuries or death on at least 100 persons.

The EOD said the presence of these menacing explosive materials, predominantly vintage bombs from the last World War and other recovered explosive devices, poses an imminent threat to the surrounding community.

PNP-EOD chief Brig. Gen. Albert Magno guided the team of highly trained experts who executed the disposal operation, which was also witnessed by PNP chief Gen. Benjamin Acorda Jr.

MANILA – The National Task Force for the West Philippine Sea (NTF-WPS) on Wednesday night announced that another successful rotation and resupply (RORE) mission has been conducted for the military personnel stationed aboard the BRP Sierra Madre (LT-57) which is standing watch at Ayungin Shoal.

In a statement, NTF-WPS said the mission was done by combined efforts of the Armed Forces of the Philippines (AFP)'s Western Command and the Philippine Coast Guard (PCG) upon instruction of President Ferdinand R. Marcos Jr.

"Despite attempts by a significant number of China Coast Guard (CCG) and Chinese Maritime Militia (CMM) vessels to block, harass, and interfere with the routine RORE mission, Philippine supply ships Unaizah May 1 and Unaizah May 2, escorted by PCG vessels BRP Cabra (MRRV-4409) and BRP Sindangan (MRRV-4407), successfully reached BRP Sierra Madre," it added.

The Philippines’ resupply missions and maintenance of BRP Sierra Madre are part of regular operations in line with domestic and international law and ensure the safety and well-being of Filipino military personnel.

"These missions are a legitimate exercise of the administrative functions of the Philippine Government over the WPS, in line with the United Nations Convention on the Law of the Sea (UNCLOS), the 2016 Arbitral Award, and domestic laws," NTF-WPS said.

The task force also said the Marcos administration will remain steadfast in adhering to a rules-based international order.

MANILA – The Department of National Defense (DND) said Thursday the Netherlands is interested in boosting its defense ties with the Philippines, especially in the field of naval defense cooperation.

Dutch Ambassador to Manila Marielle Geraedts conveyed this during her courtesy call on Defense Secretary Gilberto C. Teodoro Jr. on Oct. 2.

"Noting the Philippines’ recent adoption of the National Security Policy 2023-2028, the Dutch Ambassador reiterated the proposal on establishing naval defense industry cooperation with the Philippines, underscoring its strategic and economic advantages in the long term," DND spokesperson Arsenio Andolong said in a statement.

The Netherlands' naval industries is one of the most capable in the world and is known for constructing high-quality patrol ships, corvettes, frigates, and submarines.


"Secretary Teodoro agreed and further proposed to develop broader defense cooperation, taking into consideration the importance of other areas, such as cyber and artificial intelligence, as well as the Netherlands' potential to become a partner in these areas," Andolong said.

He also said Teodoro proposed "greenfield opportunities" in various industries, particularly in defense and security, with the Netherlands and the European Union, as a means to advance overall bilateral cooperation.

"Relatedly, the SND (Secretary of National Defense) shared about the recalibration of the Philippines’ defense strategy, which sees a shift in favor of territorial and external defense, and underscores the development of a credible defense posture that will effectively protect Philippine interests in the country’s exclusive economic zone," Andolong said.

Stronger PH-Norway maritime, cybersecurity ties

Meanwhile, Teodoro and Norwegian Ambassador to the Philippines Christian Halaas Lyster reaffirmed their commitment to the rule of law and the 1982 United Nations Convention on the Law of the Sea (UNCLOS) when he paid a courtesy call on Oct. 2.

"As the Philippines and Norway celebrated the 75th anniversary of establishing diplomatic relations on March 2, 2023, Ambassador Lyster proposed on exploring maritime, energy, and fisheries industry cooperation with the Philippines. Secretary Teodoro, for his part, welcomed Norway’s support, noting that it would enable the country to refocus on deterrence, increase footprint in the West Philippine Sea, and assert sovereign rights for resource exploration and exploitation in the country’s exclusive economic zone," Andolong said.

During the meeting, Teodoro and Lyster discussed non-security concerns and reiterated the importance of the cyber domain and the seriousness of threats, such as fake news, as interconnectivity in information systems dramatically increases.

"To that end, both sides highlighted coordination with like-minded partners, especially in strategic messaging, as an effective means to counter such threats," Andolong said.

MANILA – The Philippine Army's (PA) 203rd Infantry Brigade on Wednesday night debunked the claim of a militant group that the arrest of three New People's Army (NPA) members in Oriental Mindoro on Sept. 23 was a case of an abduction or "enforced disappearance."

In a statement, Brig. Gen. Randolph Cabangbang, 203rd Infantry Brigade commander, described as "fabricated" the posts of
Karapatan Southern Tagalog on the incident.

He added that
Job Abednego David, Peter del Monte and Alia Encelo were identified by soldiers as members of the NPA's Main Regional Guerilla Unit (MRGU), through a profile and gallery of the MRGU.

"During the capture, they attempted to resist and reach for some object inside their bags but upon seeing that they had been surrounded, decided to heed the soldiers' call not to move anymore. This is most definitely not a case of enforced disappearance but an example of how the Army follows procedures and values human rights," he added.


He debunked claims that the operations that resulted in their arrest caused damage to life or property.

"No damage to life or property is reported by anyone contrary to the claims of Karapatan. Only the NPAs are affected during massive combat operations," he said.

The three were arrested in a mountainous area of Sitio Lawaan in Barangay Lisap, Bongabong, Oriental Mindoro.

Government troops found in the bags of the three NPA members improvised landmines and grenades, which Cabangbang said they may have planned to use in ambushing government troops.

Cabangbang said Encelo, 19, is an active member of Gabriela Youth.

Citing information from Encelo, Cabangbang said the three communist rebels had been in hiding for months due to continuous military operations and have not eaten a decent meal for two months.

He said Encelo joined the armed group in January 2023 while David and del Monte, both 29 years old, have been with the NPA for more than six years.

David is a Fine Arts college student while del Monte is a high school drop-out from Tondo, Manila.

After undergoing inquest proceedings last Sept. 26, Encelo reunited with her mother Sept. 28.

Cabangbang said David's mother was "tricked" by a certain Jaworski Jordan N. Cruz into signing certain documents that were not explained to her and that she was pressed to sign them at once because her son might be in danger.

He said David's parents were also contacted by alleged members of Karapatan but they refused to sign any documents presented to them.

"Is this the nature of enforced disappearance? I thank Karapatan –ST for publishing that I indeed contacted the relatives of Job, Peter and Alia (via the messenger of my wife) earlier than their group. Thank you for providing me with evidence that the Army is more concerned with the rights of NPAs. I gave my true identity and personal number to the relatives," Cabangbang said.

Cabangbang pointed out the NPA members in Mindoro Island have been responsible for 35 killings since 2000.

Those killed include 16 indigenous peoples, 10 civilians and four former rebels.

"These are the real documented human rights violations. Not included are nine persons who were abducted and by the statements of some of their comrades, are already dead as the NPAs handed them the Hatol Pamamarusa," Cabangbang said.

MANILA – Department of National Defense (DND) Secretary Gilberto Teodoro Jr. on Thursday cited the need to run after manufacturers of illegal firearms to curb the proliferation of private armed groups (PAGs).

“The DND would also like to converge with each and every one of you, not only to go after armed groups but the manufacture of illegal firearms as well because we have to hit the demand source and the supply source,” Teodoro said during the 13th oversight committee hearing for the National Task Force for the Disbandment of Private Armed Groups (NTF-DPAGs) held at Western Mindanao Command headquarters in Camp Navarro, Zamboanga City.

Teodoro said this is necessary because PAGs are now creating weapons that can be used to target and maim peace-loving people.

He added that these illegally manufactured firearms are not only the source of crimes and violence but of extortion activities as well.


Teodoro, who is also NTF-DPAG's vice chair, said the DND will work with all the members of the task force to ensure that the duty to maintain peace on the ground is done sustainably.

The DND chief added the presence of Special Assistant to the President, Secretary Antonio Ernesto Lagdameo Jr. is a manifestation that President Ferdinand R. Marcos Jr. is eager to hear about the achievements of the task force.

Teodoro also emphasized that the Armed Forces of the Philippines and the DND will collaborate with the Department of the Interior and Local Government (DILG), the Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU), and other agencies to achieve sustainable peace and order, which is imperative in development.

“We should also gather the confidence of investors, both foreign and domestic, which are needed to drive our resource-base so that we can enforce peace in a more sustainable manner,” the defense chief noted.

The committee discussed updates on current operations and made directives to secure areas in time for the Oct. 30 Barangay and Sangguniang Kabataan Elections.

Also present in the committee meeting were DILG Secretary and chairperson of the NTF-DPAGs Benjamin Abalos Jr. and OPAPRU Secretary Carlito Galvez Jr.

MANILA – The National Task Force to End Local Communist Armed Conflict (NTF-ECLAC) on Thursday night assured that all of its operations to end the insurgency threat in the country are guided by human rights principles.

NTF-ELCAC executive director, Undersecretary Ernesto Torres Jr., made this commitment after a bilateral meeting with United Nations (UN) representatives in Manila on Oct. 4.

"During the meeting, the NTF-ELCAC highlighted its mandate to harmonize and synthesize nationwide efforts through its line of efforts or clusters, its joint regional task forces, and its special task groups. Further, the executive director emphasized that the NTF-ELCAC's operations are mainly based and founded on the principles of human rights," the anti-insurgency body said in a statement.

During the meeting, NTF-ELCAC officials presented to the UN delegation the current efforts of the Philippines in addressing its "communist terrorist concerns vis-a-vis championing human rights."

The task force also provided the UN representatives with details on the processing of rebel surrenderers and rescued minors.

Aside from this, it also presented its programs for reintegration through its member agencies, among them psychosocial services, education, skills training, livelihood, capacity-building, temporary shelter, and identity validation and processing.

"The Barangay Development Program, as the flagship program of the task force, was likewise accentuated for the appreciation of the delegation," the NTF-ELCAC pointed out.

The UN delegation consisted of Krisztina Huszti-Orban, human rights officer of the Office of Counter-Terrorism; Jo-Ann Emilene De Belen, senior national program officer of the Office on Drugs and Crime; and Andrew Robert Pearlman, human rights officer and joint program coordinator of the Office of the High Commissioner on Human Rights.

"Concluding the meeting, the UN and the NTF-ELCAC committed to continue its partnership towards advocating peace, security, and human rights throughout the country," it added.

MANILA – The country’s 42 commercial airports have been placed under “heightened security alert” after officials received bomb threat via email, the Civil Aviation Authority of the Philippines (CAAP) said Friday.

“All 42 commercial airports of the Civil Aviation Authority of the Philippines (CAAP) are on heightened alert as of today, October 6, following a warning received by the Air Traffic Service via email that aircraft from Manila, bound to Puerto Princesa, Mactan-Cebu, Bicol, and Davao International Airports are about to be set off by a bomb,” CAAP said in a statement.


“While the information is currently under validation, immediate enhanced security measures are being implemented across all airports,” it added.

CAAP is advising passengers who will be traveling internationally to arrive at the airport at least three (3) hours before their scheduled flight to avoid any inconvenience.

The public is also urged to cooperate fully with security personnel and to remain vigilant while at the airport.

“Safety and security remain our top priorities, and these measures are being taken to safeguard all those who use our airports,” CAAP said.

A memorandum issued by Ricardo C. Banayat, Assistant Director General II of the CAAP Security and Intelligence Service (CSIS), dated Oct. 4, all CAAP airports and area centers shall augment adequate security personnel to manage the expected high volume of passengers and vehicle traffic.

"This is to ensure the safety and security of passengers, airport workers, and vital airport installations and facilities," the memo said, adding stringent access control procedures for both personnel and vehicles will be implemented, accompanied by thorough inspections of passengers and cargo.

All CAAP-CSIS personnel are directed to closely coordinate with the Philippine National Police Aviation Security Group and military authorities, and intensify intelligence and monitoring operations with other security units.

MANILA – President Ferdinand R. Marcos Jr. on Friday expressed optimism that government troops are capable of making Western Visayas “insurgency-free.”

During a situation briefing with military officials at Camp General Macario Peralta Jr. in Jamindan, Capiz, Marcos said eradicating insurgency in Region 6 is “achievable,” considering the decreasing number of communist groups since 2019.


“We must keep on going and we’ll wait for your invitation to come back when you declare this area insurgent-free… I think it’s achievable,” he said.

Maj. Gen. Marion Sison, Philippine Army’s (PA) 3rd infantry Division (3ID) commander, briefed the President that remaining armed groups in the region are taking advantage of minority groups, especially indigenous peoples.

Sison said the combatants would pose as members of humanitarian groups and seek financing from international institutions.

However, the funds from the approved project proposals would not be remitted fully to the target minority groups.

While Marcos expressed satisfaction over the Army’s accomplishments in sustaining peace efforts and weakening the presence of insurgents in Western Visayas, he stressed the need to ensure that they will no longer have the platform to finance its operations.

“I would (like to) congratulate you for the good progress that you’re making. Keep the pressure going…I know that the other units are also doing it in terms of the financing. But perhaps, you could put more emphasis on that,” the Chief Executive said.

The 3ID is part of the Joint Task Force (JTF) Spear, along with the 301st, 302nd and 303rd Infantry Brigades, and Joint Task Group Cebu, with areas of operations in Western and Central Visayas.

Region 6 is composed of Aklan, Antique, Negros Occidental, Capiz, Guimaras and Iloilo.

Region 7 (Central Visayas) is made up of Cebu, Bohol, Negros Oriental, and Siquijor and highly urbanized cities of Cebu, Lapu-Lapu, and Mandaue.


The JTF Spear is currently pursuing the remaining rebel groups in their areas, which include five guerilla fronts.

In partnership with concerned government agencies, it allocatea farm-to-market and road concreting projects under the Barangay Development Plan for various villages which are in the various stages of procurement.

MANILA – The Armed Forces of the Philippines (AFP) on Saturday repudiated China’s claim of “indisputable sovereignty” over the Ayungin Shoal, a submerged reef in the Spratly Islands that is located 105 nautical miles west of Palawan.

“The use of the word ‘indisputable’ is itself disputable for the reason that number one, the UNCLOS (United Nations Convention on the Law of the Sea) says that they don’t have sovereignty over the terrain. It’s very far. So, how can they exercise sovereignty?” AFP spokesperson Col. Medel Aguilar said in a weekly forum in Quezon City.

Aguilar’s statement was in response to China Coast Guard (CCG) spokesperson Gan Yu’s remarks that China has “indisputable sovereignty” over the Ayungin Shoal, which Beijing refers to as Ren’ai Reef.

In a statement posted on the CCG’s official website, Gan claimed that on Wednesday, two supply ships and two coast guard vessels from the Philippines “intruded into the adjacent waters of Ren'ai Reef in China's Nansha Islands without the permission of the Chinese government.”

“The Chinese Coast Guard strictly warned the Philippine vessels in accordance with the law, tracked and monitored the vessels all the way, and effectively regulated them,” he added.

Citing the July 12, 2016 ruling of The Hague-based Permanent Court of Arbitration, Aguilar said China’s claims over the disputed waters have already been declared invalid.

“And not a single country is brave enough to say that they are right (to lay claim over the hotly contested waters),” he said.

“I can confidently tell you that the morale of our troops in the West Philippine Sea under the Western Command (WesCom) is high and they are determined to work harder and make sure that the interest of the country is protected.”

Aguilar said the resupply missions are now becoming “more frequent” to attend to the needs of military personnel deployed to the Ayungin Shoal.

“It’s not about confidence because it’s supposed to be regular missions. But I think it’s more of the needs of the people there,” he said.

The National Task Force for the West Philippine Sea (NTF-WPS) on Wednesday announced that another successful rotation and resupply (RORE) mission has been conducted for the military personnel stationed aboard the BRP Sierra Madre (LT-57), which is standing watch at the Ayungin Shoal.

The NTF-WPS said the mission was done through the combined efforts of the WesCom and the Philippine Coast Guard upon the instruction of President Ferdinand R. Marcos Jr.

It added that the mission was a success despite attempts by a significant number of CCG and Chinese Maritime Militia vessels to “block, harass, and interfere with the routine RORE mission.”

The Philippines’ resupply missions and maintenance of the BRP Sierra Madre are part of regular operations in line with domestic and international law and ensure the safety and well-being of Filipino military personnel.

MANILA – The Philippines and Australia’s foreign and trade ministers will meet in Canberra next week, just a month after the two states established a new “strategic partnership.”

Australian Ambassador to the Philippines HK Yu said the 6th Philippines-Australia Ministerial Meeting (PAMM) will be held on Oct. 10, with Foreign Affairs Secretary Enrique Manalo present as co-chair.

“The main purpose of this very important meeting will be to put our strategic partnership into action,” she said during a journalist reception at her Makati City residence on Friday.

“Our ministers will be coming together only just after a month of our leaders’ meeting to get to work and work out what it is that we can do more,” she added.

Yu did not disclose if bilateral agreements will be signed but said there will be “some announcements” to be made after the meet.

PAMM is regularly convened every two years and was virtually held in August 2021 due to pandemic restrictions.

The meeting comes after President Ferdinand R. Marcos Jr. and Australian Prime Minister Anthony Albanese met in Manila in September and finally elevated the two states’ comprehensive partnership into a “strategic” one.

The Australian government said the strategic partnership is founded on the two nations’ shared interests in promoting a peaceful Indo-Pacific region and a common vision for the region where sovereignty is upheld.

Yu said the ministers will discuss wide-range issues as Australia seeks to step up its engagements with the country on defense, economic, combatting climate change, education, peace building, environment and people-to-people relations.

In the same reception, she said Canberra will continue to closely monitor developments happening on the South China Sea while helping the country enhance its capabilities in maritime protection.

“I would say prevention is more important and that's exactly what Australia is already doing in the Philippines when we engage in exercises, when we are helping strengthen your governance, when we are helping with even marine environment,” she said when asked if Australia will help the Philippines in the event tensions escalate in the contested sea.

LEGAZPI CITY – The Police Regional Office-5 (PRO5)-Bicol on Wednesday identified the two New People's Army (NPA) rebels killed in an encounter with police operatives in Barangay Bascaran, Daraga, Albay on Tuesday.

In a report, Lt. Col Malu Calubaquib, PRO5 spokesperson,
identified the suspects as Rizaldy Perdigon, a high-ranking leader of the NPA and head of Rebolusyonaryong Buwis sa Kaaway na Uri-Albay, and Allan Balde Leron, a member of Platoon 3, Sub-Regional Committee 3, Bicol Regional Party Committee, who had a pending case for violation of Republic Act 11479, the Anti-Terrorism Act of 2020.

"These two deliberately fired shots at the personnel on duty at Bascaran Police Assistance Center (BPAC), endangering the safety and welfare of the public. Fortunately, no government personnel or members of the public sustained injuries, as the police force responded swiftly and effectively countered their actions," Calubaquib said.


She said Perdigon faced multiple pending charges, including three counts of attempted murder, 13 counts of attempted homicide, four counts of murder and destructive arson, and was linked to heinous crimes, including targeted killings, ambushes of both police officers and civilians and extortion activities targeting the public and local businesses.

"Leron, during their attacks at Bascaran Police Assistance Center, was responsible for driving the motorcycle used in the assaults," Calubaquib said.

The cadavers of the two suspects were brought to Bejer Funeral Homes, in Barangay Bigaa, Legazpi City.

Calubaquib said the successful neutralization of the two communist terrorist group members signifies a blow to the rebel organization.

In a statement, PRO5 Regional Director Brig. Gen. Westrimundo Obinque said justice has been served for the victims of the slain rebels.

The two NPA rebels were killed in an encounter with policemen that ensued after they fired at the BPAC building, prompting the government forces to retaliate.

Recovered from the site were various firearms, ammunition and a motorcycle.

BACOLOD CITY – Three villages in Negros Occidental identified as areas of grave concern due to the monitored presence of the Communist Party of the Philippines-New People’s Army (CPP-NPA) will be tightly secured for the barangay and Sangguniang Kabataan elections (BSKE) on Oct. 30.

These include Barangay Minapasuk of Calatrava town in the north and Barangays Quintin Remo and Macagahay of Moises Padilla town in central Negros.


Col. Leo Pamittan, provincial director of Negros Occidental Police Provincial Office (NOCPPO), said the three villages are part of the updated election areas of concern validated by the Commission on Elections (Comelec) and the Philippine Army (PA).

“These barangays have the presence of (a) communist-terrorist group. That is the reason why. Nonetheless, we have nothing to worry about since we have this (under) control. We hope we will not reach the point that they will be placed under the Comelec control. As of now, it is manageable,” he told reporters on the sidelines of the Provincial Joint Security Control Center (PJSCC) meeting at the Negros Residences on Wednesday.

Pamittan said while there is insurgency concern, they have not monitored intense political rivalry in the three villages.

He added that both the Philippine National Police (PNP) and the Armed Forces of the Philippines (AFP) will make those in the “red” category or areas of grave concern a priority for the deployment of security personnel, especially the quick reaction forces.

“We will not discount the possibility that the elections would be disrupted because of the presence of the communist-terrorist group,” he added.

Provincial Election Supervisor Ian Lee Ananoria said there were still 51 identified election areas of concern in Negros Occidental.

Of the 51, three are listed under the yellow category or areas of concern, while 45 are under orange or areas of immediate concern.

“We have the same election hotspots as before. We are just discussing the guidelines on (security) deployment,” he added.

CAGAYAN DE ORO CITY – Fourteen Abu Sayyaf Group combatants and their supporters have surrendered to the Army's 101st Infantry Brigade (Bde) in Isabela City, Basilan province, an official said Thursday.

Brig. Gen. Alvin Luzon, 101Bde commander, said the surrender Wednesday was made possible through the joint efforts of various military field units in the province.

In a statement, Luzon said the group handed over two M14 rifles, five M16 rifles, an M653 rifle, two M79 grenade launchers, two Garand rifles, and a 9mm Intratec TEC-KG9 assault rifle during the surrender rites.


Luzon also credited the support of the Basilan provincial police office and the local government units of Sumisip, Hadji Mohammad Ajul, Tipo-Tipo, and Lantawan for the achievement.

Western Mindanao Command chief, Maj. Gen. Steve Crespillo, commended the former combatants for making the right decision.

“Rest assured that we will help them to start anew through the reintegration programs of the government," he said.

TACLOBAN CITY – At least three houses for former members of the New People’s Army (NPA) have been completed during the first six weeks of construction in the interior town of San Jose de Buan in Samar province, an Army official said.

Brig. Gen. Lenart Lelina, 801st Infantry Brigade commander, said the houses are part of the 17 units funded by the provincial government with the help of private donors.


“The first three units have been completed through the efforts of Army engineers, policemen, local government units of San Jose de Buan, and former rebels. We still have to set schedule for the turnover,” Lelina told reporters Friday.

The house is designed with amakan (woven split-bamboo mats) with two bedrooms, a kitchen, and a living room.

Dubbed as “Saad nga Balay ha mga Peacebuilders han San Jose de Buan” (promised houses for former rebels), the semi-concrete housing project will benefit 38 former NPA rebels, 17 of whom have been prioritized and expected to receive their units before the end of the year.

Priorities are homeless former rebels with wives and children and San Jose de Buan residents.

A total of PHP4 million has been set aside for the construction of a permanent shelter for the former rebels.

The project is located near the town center, with each unit standing on a lot area of 100 square meters.

Lelina said that aside from permanent houses, the local government will also provide a training center and a farm lot for agriculture-related livelihood activities.

Aside from facilitating the former rebels’ integration into mainstream society, the projects are expected to encourage members and supporters of the communist group to also surrender and avail themselves of the benefits being offered by the government so that they can experience living in peace.
