THE Armed Forces yesterday said the Maute-ISIS group continues to recruit and regroup, nearly a year after they laid siege to Marawi City, leaving over a thousand people dead.
“The information that we have is they are in the process. They are doing that. What we are saying is we have such reports and we are bent on ensuring that they will not succeed,” said AFP spokesman Col. Edgard Arevalo.
After the liberation of Marawi on October 23, the military said the group is recruiting and regrouping, one of the reasons cited for the continued imposition of martial law in Mindanao.
“We are not surprised by those reports because we know they have suffered great loss, great setback. With their intent, as the chief of staff (Gen. Carlito Galvez) was saying that they want to get back and pursue their evil plan, they’re going to regroup and recruit,” said Arevalo.
Arevalo said the Maute-ISIS failed to recruit a “desired number” of members to stage a similar attack.
“We expect that that will continue so they can regroup and put up another attempt as mentioned by the chief of staff. But what we are saying is we are going to exert efforts to ensure that they will stay as they have failed,” he said.
The Maute-ISIS group laid siege to the city on May 23, forcing President Duterte to place Mindanao under martial law. The five-month conflict brought massive destruction to properties and left 974 terrorists, 168 soldiers and policemen, and 47 civilians dead.
On Monday afternoon, Galvez said the military is not letting its guard down against the Maute-ISIS Group. “I believe it would take years for Marawi incident to happen again,” said Galvez.
“They have been weakened, greatly weakened with the success that we had in Marawi. The enemy has been weakened (but) we cannot stay complacent,” Galvez said, adding the military is “very confident” with its current counter-terrorism efforts.
On the series of ISIS-inspired bombings in Indonesia on Sunday and Monday that left 13 people dead, Arevalo said those attacks are “something that civilized nations would condemn.”
Arevalo said the Philippine military is expressing its condolences and sympathies to the victims of the attacks, which targeted churches.
“On our part in the AFP, we are implementing, not only because of this incident, our own measures, efforts to ensure that no terrorist attack or activity, similar to that in Indonesia, will happen here,” said Arevalo.

Troops of 66th Infantry Battalion seized two high-powered firearms on election day in Sitio Cabitian, Barangay Manurigao, New Bataan, Compostela Valley.
Lt. Col. Palmer Parungao, the commander of 66th IB, said all units were deployed in support of the Commission on Elections’ conduct of the synchronized barangay and Sangguniang Kabataan polls. The police and military were both deputized according to Resolution No. 10204.
He claimed that they received information about an arms cache in the area, said to be owned by Guerilla Front 25, Sub-regional Command 1, Southern Mindanao Regional Committee.
While securing the ballots, the 66th IB confiscated one M14 rifle and one M16 rifle.
“The significant gains of the unit against GF25 caused the dislodge of the said threat group from the battalion’s area of responsibility,” he said.
Accordingly, Barangay Manurigao is the most remote area under the 66th IB’s area of responsibility. It is situated in the boundary of Compostela Valley and Davao Oriental at around 19 kilometers from the town center of New Bataan.
Residents belong to the Mandaya tribe and accessing the area needs three hours of walking and motorcycle ride.
Parungao said the information volunteered by the residents only proved the trust and confidence on the military.
“We ensure that our constituents shall exercise their right to suffrage without any fear and intimidation,” he said.
Brig Gen. Reuben Basiao, the commander of 701st Infantry Brigade, also congratulated the soldiers of 66th IB.
Meanwhile, Maj. Gen. Noel Clement, the commander of 10th Infantry Division, recognized the efforts of the soldiers

The 62nd Infantry Battalion soldiers are still in pursuit of rebels, who had killed two of their colleagues and inflicted injuries on eight others on Saturday in Brgy. Tan-awan, Kabankalan City, in an encounter that lasted for almost one hour.
There are 80 barangays classified as poll hotspots in Negros Occidental.
Senior Supt. Rodolfo Castil, provincial police director of Negros Occidental, said yesterday that they have not monitored any election-related incident in the province.
The municipalities of Moises Padilla, Calatrava, Toboso and Salvador Benedicto and Isabela, where sightings of armed men, incidents of killings and alleged atrocities of the New People’s Army, had taken place, turned out to be peaceful also, the police said.
The deployment of police personnel in those towns had been maximized by the Negros Occidental Police Provincial Office, in coordination with the Philippine Army.
Castil said they have received reports of vote buying in La Castellana, and in some areas of Negros Occidental, which is now being investigated by the Commission on Election.
Although the casting of votes was generally peaceful, Inspector Charmae De Paz, spokesperson of the Negros Occidental Police Provincial Office, said the entire police force remains on alert since the canvassing of votes is the most critical.
“We will not lower our security and will be in continuous coordination with the AFP until such time that the BSKE is officially terminated,” De Paz added.

CAGAYAN, Philippines – The Cagayan provincial police said the group of Solana town police chief Renz Baloran survived an ambush which the cops were patrolling around 12 midnight on Tuesday, May 15.
In a report to Senior Superintendent Warren Tolito, Baloran said their group was near Pangul bridge in Barangay General Balao in Solana when an unidentified armed group opened fire at them.
The group was able to get to a nearby church for cover, as they asked for reinforcement from nearby police force in Piat.
Baloran said no one from their group was injured in the shooting incident that took place several hours after polling precincts closed for the May 14 barangay and Sangguniang Kabataan elections.
As a result, police temporarily held the transport of ballot boxes from the western barangays to the town’s poblacion.
Teacher Jeff Roben Agbisit said they heard gunshots from Gadu Elementary School as they stood by to transport the ballot boxes.
Agbisit said large rocks were placed on the road, apparently to block motorists, including those who would bring the ballot boxes to the poblacion.
“Nakakatakot talaga, as we pass sana sa bridge, may mga nakaharang na mga bato, at maya-maya may putukan na naman (It was really scary. We were about to pass the bridge but the road was blocked, and then there were bursts of gunfire again),” Agbisit said.
Police are investigating the incident to determine the identities of the suspects.

The Philippine military is counting on Congress to finally pass the law that will create the new Bangsamoro region in Mindanao and fulfill a peace agreement with the Moro Islamic Liberation Front (MILF).
Congress resumed session on Tuesday, May 15. Both the Senate and the House of Representatives made commitments to pass the measure before the Second Regular Session ends on June 1.
On Tuesday, the House joint committees on local government, Muslim affairs, and peace, reconciliation, and unity approved the proposed Bangsamoro Basic Law (BBL) without any amendments.
"The passage of the Bangsamoro Basic Law has a direct correlation to peace. It has a positive and direct correlation," said Armed Forces of the Philippines (AFP) chief General Carlito Galvez Jr.
According to the AFP chief, the BBL's passage will help the military's fight against violent extremism.
"Everything that will espouse lasting peace in Mindanao will really affect our counterterrorism effort. I believe we can hasten the counterterrorism efforts, especially in Central Mindanao," Galvez said.
He pointed out that there has been an assurance that Congress will pass the measure.

The Western Mindanao Command (Westmincom) through the Naval Forces Western Mindanao (Navforwem) and the Royal Australian Navy (RAN) is conducting the third Combined Maritime Security Activity to enhance capability against piracy, kidnapping and terror.
The maritime security activity kicked-off on Monday with the arrival ceremony of the two RAN ships, Her Majesty Australian Ship (HMAS) Albany and HMAS Glenelg, in this city.
Before the ceremony, the Philippine Navy (PN) vessel, BRP-General Mariano Alvarez skippered by Lt. Commander Ted Cerezo conducted a Meeting Procedure for Entering Harbor with the RAN vessels at 3.8 nautical miles Southeast off Tictabon Island, Zamboanga City.
Col. Hernanie Songano, Navforwem deputy commander for Marine operations, represented Rear Adm. Rene Medina during the ceremony held at the local port.
The RAN contingent is headed by Lt. Col. Judd Finger, Joint Task Force 629 commander.
Songano said that part of the activity is the series of maritime patrols in the Sea Lines of Communications (SLOCs) particularly in the waters of ZAMPELAN, (Zamboanga Peninsula and Lanao), Basilan, and Tawi-Tawi.
Songano said that various drills aboard ships will also be held to enhance the readiness of crew.
The Navforwem is utilizing the following vessels in the conduct of maritime patrol: BRP-Cebu (PS-28); BRP-Anastacio Cacayorin (PS-381); BRP-Dioscoro Papa (PC-381); BRP-Filipino Flojo (PC-386); and, BRP-Gen Mariano Alvarez.
The RAN is using the HMAS Albany and HMAS Glenelg during the conduct of third Combined Maritime Security Activity.
Songano said the joint cooperation and continuous conduct of such activities with other regional navies had helped the government in preventing and ending piracy, kidnappings and terrorism in the maritime domain.
Prior to the activity, a coordinating and planning conference was held by RAN Joint Task Force 629 with the PN counterparts as preparation for the conduct of the third Combined Maritime Security Activity.
The maritime security activity is a follow up of the PN-RAN 1st Maritime Security Engagement in October last year and 2nd security activity in March until April, this year.

A soldier was killed while two New Peoples Army (NPA) rebels were captured during a skirmish between military troops of the 2nd Jungle Fighter Company and the communist terrorist group in Barangay Umiray in General Nakar, Quezon around 3:45 p.m. Monday.
Brigadier General Arnulfo Marcelo Burgos, the commander of the 202nd Brigade on Tuesday said as government troops were scouring the area following report from the concerned citizens that a group of NPAs were consolidating in the remote village, they clashed with some 15 NPA terrorists under the Guerilla Front Cesar and the firefight ensued.
“The exchange of gunfire lasted for 30 minutes that resulted in the death of one of the troops, while an undetermined number of casualties was reported as the enemies scampered based on the traces of bloodstains,” Burgos said.
The identity of the fallen soldier was withheld pending information to be officially relayed to the next of kin.
Burgos also reported that another 5-minute gunbattle occurred around 5 p.m. on Monday but none was reportedly hurt.
It was not immediately known if the incursions of the communist terrorist group into the remote village was part of the state enemies plan to sow violence for the synchronized barangay and Sangguniang Kabataan elections in the South Libutan and South Panagsaan in Barangay Umiray in Gen. Nakar town.
Meanwhile, Major General Rhoderick M. Parayno, commander of the 2nd Infantry “Jungle Fighter” Division (2ID), has extended his condolences to the bereaved family of the slain soldier.
“Rest assured that his heroism and sacrifices will not be in vain. 2ID will continue to conduct combat operations to destroy and end this terrorist group the soonest possible time,” Parayno said.
The two captured NPAs will be turned over to the Quezon police for investigation and filing of appropriate charges.
Government roops recovered two shotguns, back packs and subversive documents from the encounter site.
As of press time, the military troops have intensified their pursuit operations against the terrorist rebels while the reported casualties from the state enemies are still being validated.

Three House panels on Tuesday approved the committee report on the proposed Bangsamoro Basic Law (BBL) without any amendments.
The House committee on Muslim affairs, voting 27-3, committee on local government, voting 32-3, and the special committee on peace, unity and reconciliation, voting 27-3, approved the committee report on House Bill 6475 or the BBL.
HB 6475, authored by Speaker Pantaleon Alvarez, provides for the BBL and seeks the abolition of the Autonomous Region in Muslim Mindanao (ARMM).
The bill is based on the proposal submitted by the Bangsamoro Transition Commission (BTC) to President Rodrigo R. Duterte.
It aims to establish a political entity, provide for its basic structure of government in recognition of the justness and legitimacy of the cause of the Bangsamoro people and their aspiration to chart their political future through a democratic process that will secure their identity and posterity and allow for a meaningful self-governance.
In an interview, Majority Leader Rodolfo Farinas said the House will approve the BBL before Congress adjourns sine die on May 30.
"We are targeting to approve the BBL on May 30, we have also created a small committee to hear more from the pro- and anti-BBL," Farinas said.
For her part, Anak Mindanao Rep. Amihilda Sangcopan called on President Duterte to certify the bill as urgent and expedite its passage before the sine die adjournment.
“We are hoping that the President will certify the BBL as an urgent measure for Congress to expedite its passage into law before we adjourn sine die. This will be the best gift for us as we celebrate the Holy Muslim month of Ramadan,” said Sangcopan.
Under the bill, the Bangsamoro territory shall remain a part of the Philippines.
The Bangsamoro territory shall be composed of the following:
* The present geographical area of the ARMM;
* The municipalities of Baloi, Munai, Nunungan, Pantar, Tagolan and Tangkal in the province of Lanao del Norte and all other barangays in the municipalities of Kabacan, Carmen, Aleosan, Pigkawayan, Pikit, and Midsayap that voted for inclusion in the ARMM during the 2001 plebiscite;
* The cities of Cotabato and Isabela;
* And all other contiguous areas where there is resolution of the local government unit or a petition of at least 10 percent of the registered voters in the area asking for their inclusion at least two months prior to the conduct of the ratification of the Basic Law and the process of delimitation of the Bangsamoro.
The measure also retains the central government's power and control over defense and external issue.
The central government shall create a Bangsamoro Military Command of the Armed Forces of the Philippines for the Bangsamoro, which shall be organized, maintained, and utilized in accordance with national laws.
A Bangsamoro Police, under the Philippine National Police, shall also be created for law enforcement and maintenance of peace and order in the Bangsamoro.

Three House panels on Tuesday approved the committee report on the proposed Bangsamoro Basic Law (BBL) without any amendments.
The House committee on Muslim affairs, voting 27-3, committee on local government, voting 32-3, and the special committee on peace, unity and reconciliation, voting 27-3, approved the committee report on House Bill 6475 or the BBL.
HB 6475, authored by Speaker Pantaleon Alvarez, provides for the BBL and seeks the abolition of the Autonomous Region in Muslim Mindanao (ARMM).
The bill is based on the proposal submitted by the Bangsamoro Transition Commission (BTC) to President Rodrigo R. Duterte.
It aims to establish a political entity, provide for its basic structure of government in recognition of the justness and legitimacy of the cause of the Bangsamoro people and their aspiration to chart their political future through a democratic process that will secure their identity and posterity and allow for a meaningful self-governance.
In an interview, Majority Leader Rodolfo Farinas said the House will approve the BBL before Congress adjourns sine die on May 30.
"We are targeting to approve the BBL on May 30, we have also created a small committee to hear more from the pro- and anti-BBL," Farinas said.
For her part, Anak Mindanao Rep. Amihilda Sangcopan called on President Duterte to certify the bill as urgent and expedite its passage before the sine die adjournment.
“We are hoping that the President will certify the BBL as an urgent measure for Congress to expedite its passage into law before we adjourn sine die. This will be the best gift for us as we celebrate the Holy Muslim month of Ramadan,” said Sangcopan.

Combat maneuvering troops of the Army’s 23rd Infantry Battalion (23rd IB) on Monday foiled a Communist New People’s Army Terrorists (CNTs) attack on the 23rd IB Sinacungan Patrol Base in Barangay Sinacungan, Esperanza, Agusan del Sur.
The harassment by the CNTs of the Sinacungan Patrol Base delayed for 30 minutes the opening of voting in the poll precinct there as government troops cleared the area.

However, the voting for the Barangay and Sangguniang Kabataan Election (BSKE) there pushed through after the clearing operation by government troops, police and military report said.
The failed attack in 23rd IB SInacungan Patrol Base took place at 3:40 a.m.
Separate police and military reports said defenders of 23rd IB Sinacungan Patrol Base fought back their attackers for 10 minutes until they (CNTs) withdrew to the nearby forested area.
As of press time, combat maneuvering troops of the 23rd IB were still conducting hot pursuit operation after the fleeing CNTs who were believed members of Guerilla Front Committee 4-B of the CPP-NPA Northeastern Mindanao Regional Committee.
Elements of Esperanza Municipal Police Station and Agusan del Sur police provincial mobile force are conducting blocking position on the possible escape route of the fleeing CNTs.
No one was hurt during the attack on the government side.

MEMBERS of the Armed Forces of the Philippines (AFP) clashed with an armed group in Barangay Campagao, Bilar, Bohol, hours after the May 14 elections.
The firefight started around 3 a.m. Tuesday, May 15, said the military. At least two soldiers were wounded, but no civilian was hurt.
Brigadier General Francisco Delfin, assistant commander of 3rd Infantry Battalion, said in a press conference Tuesday that they could not yet ascertain the affiliation of the armed group, adding that the troops are still pursuing the armed men.
The military has also deployed air assets to Bilar, Bohol, to provide support, while the AFP has coordinated with the local police to help investigate the incident.
Delfin said the troops were withdrawing from the hinterland village along with the election workers and volunteers when they received a report that about 14 armed men were sighted in Barangay Campagao.
He clarified though that the encounter did not affect the elections in the village, as the election winners were already proclaimed before the encounter.
"All the election workers have already gone down," he added.
The police, meanwhile, have set up checkpoints in Bohol to avoid possible spillover, said Police Regional Office-Central Visayas Director Robert Quenery.
"Upon clearance from the AFP, we will be conducting investigation, scene of the crime operations in the area where the encounter took place. We will gather evidence and investigate what happened, and find out about the affiliation of the armed group," Quenery said.

Some 14 former New People’s Army (NPA) rebels received nearly PHP1 million in livelihood assistance through the government’s flagship reintegration program.
South Cotabato Gov. Daisy Avance-Fuentes said Tuesday the beneficiaries were among the former rebels from the province who qualified for the livelihood and support grants under the Comprehensive Local Integration Program (CLIP).
She said each returnee received PHP50,000 to PHP85,000 in financial assistance from the provincial government and the Department of the Interior and Local Government (DILG).
The local government facilitated the release of the grants in a ceremony held at the Sangguniang Panlalawigan session hall.
“This only shows that the government is serious in helping our former rebels as they lead normal lives with their families,” the governor said.
Under the program, each returnee stands to receive an initial PHP15,000 as immediate assistance, and a separate financial assistance of PHP50,000 for their chosen livelihood projects.
On top of these, the provincial government extends an augmentation assistance of PHP20,000 for each beneficiary.
CLIP reintegrates former rebels into the social mainstream and seeks to uplift their socio-economic conditions to enable them to become active partners in local development.
The program seeks to contribute in the achievement of the goal of permanent peaceful closure of all armed conflicts with non-state armed groups.
Grace Rodel, South Cotabato’s program coordinator for rebel returnees, said the beneficiaries were among the 18 former NPA rebels that they endorsed earlier this year for the assistance.
She said the processing of the assistance for the four other returnees is still ongoing.
The returnees, who surrendered to government troops last year, were all residents of South Cotabato but some had enlisted NPA units operating outside the province, she said.
Last Friday, two more NPA rebels from the province surrendered in Sarangani Province and are set to undergo profiling for inclusion into the CLIP.

The Area Task Force North (ATF-North) is set to cast the first buoy and lay a flag marker at the shallowest point of the Philippine Rise (formerly Benham Rise) on May 16.
A fleet from the ATF-North, headed by Northern Luzon Command (NOLCOM) Lt. Gen. Emmanuel Salamat, will sail to the underwater feature following President Rodrigo Duterte’s send-off of a team of Filipino marine researchers to the maritime area on Tuesday.
The event will kick off with a flag raising ceremony onboard the BRP Tarlac which will be simultaneously held with the laying of a flag marker by volunteer Filipino divers at the shallowest point of the undersea region while waving their Philippine flags underwater.
Various agencies conducting the Maritime Air Patrol will also hold a fly-by of aircrafts. This will be done twice, during the singing of national anthem and at the end of the program proper.
Defense Secretary Delfin Lorenzana will be the keynote speaker at the event.
The program will end with the casting of the buoy above the flag marker laid by divers.
The buoy, which was crafted by the Bureau of Fisheries and Aquatic Resources, was designed based on international standards.
"This undertaking simply reveals to our fellowmen that in unity, we are strong, and that we are passionate in defense and protection of our sovereignty." Salamat noted.
"With the grace of Almighty God, we are blessed as a maritime nation, our country the Philippines, and the whole Filipino nation." he added.
ATF-North is an inter-agency coordinating body in charge of planning and execution of government programs in relation to maritime domain awareness, maritime security patrols and maritime presence over the Bajo de Masinloc in the West Philippine Sea, Luzon Strait in Batanes Province and the Philippine Rise east of Aurora Province.
The Armed Forces of the Philippines, together with other government agencies like the Philippine Coast Guard, Philippine Marines, Philippine National Police, Department of Environment and Natural Resources, Department of Interior and Local Governments and the Bureau of Fisheries and Aquatic Resources, formed ATF-North to safeguard national interests in the West Philippine Sea. Specifically, the Northern Luzon Command of the Armed Forces of the Philippines leads the inter-agency organization.
On May 16, 2017, President Duterte signed Executive Order No. 25 changing the name of the undersea feature to Philippine Rise.

In 2012, the United Nations, through recommendations of Commission on the Limits of the Continental Shelf, approved the Philippines’ claim that the Philippine Rise is within the country’s 200-nautical-mile exclusive economic zone.
The Philippines first sought recognition for its claims to the Philippine Rise on April 8, 2009.

ISULAN, Sultan Kudarat – Livelihood is not the only assistance waiting for rebel returnees, but also safety and security guarantees as well.
Sultan Kudarat Gov. Pax Mangudadatu gave this assurance to four communist rebels presented to the provincial government by the military Sunday, where the former New People's Army (NPA) members also turned over four firearms.
Lt. Colonel Lauro Oliveros, the commander of the 1st Mechanized Infantry Battalion, said the NPA rebel returnees belonged to the NPA Guerilla Front 73.
Oliveros said the rebels decided to turn themselves in after experiencing difficulties in running away from government forces.
“Most of the time they move from one place to another to avoid contact with government troops in the mountains of Esperanza town,” the military official said.
For his part, Gov. Mangudadatu said the financial assistance to the former rebels under the government’s Comprehensive Local Integration Program (CLIP) will also free Technical Vocational Educational Training (TVET) courses.
Above all, Mangudadatu said the security guarantees provided by the government to former NPA rebels will allow them to peacefully start their new life as law-abiding citizens.
