Terror has a new face as Lt. Gen. Cirilito Sobejana assumes post as the 55th Chief of Staff of the Armed Forces of the Philippines (AFP) today.

“The AFP may don a new Chief of Staff but its the same old clothes from the dirty laundry. We expect the same mercenary tradition and same brand of state terrorism be unleashed against the people. It is but right for the Filipino people to link arms and strongly resist state fascism,” Ka Bayani Obrero, National Democratic Front – Negros spokesperson states.

Duterte’s rabid fascist dogs will continue to terrorize and kill with impunity and are further emboldened with Memorandum Order 32, Executive Order 70 and the Anti-Terrorism Act of 2020.

State terror continues to engulf the island of Negros as state-sanctioned killings continue.

Last February 2, Antonio Arellano was gunned down by 4 unidentified suspects in Escalante City, Negros Occidental. He served as the Chairman of Paghiliusa sa Mangunguma sa Sitio Binabono (PMSB) in Brgy. Jonob-jobob, Escalante City a peasant organization affiliated with the National Federation of Sugar Workers (NFSW). Arellano was shot dead early in the morning of February 2 while he was tending to his goats, an incident similar to the killing of another NFSW Northern Negros leader Jerry Catalogo last June.

Arellano is the 314th farmer killed under Duterte and the 98th victim of extra-judicial killing in Negros.

State forces brutally killed Arellano on the day of the oral arguments to the Supreme Court against the ATA and the House Committee on Constitutional Amendments adopts Resolution of both Houses No.2 amending the economic provisions of the 1987 Constitution.

“The AFP/PNP are losing in their counter-revolutionary war as they are hated by the people for being oppressive instruments of the Duterte fascist regime who continues to exploit and oppress the Filipino people. Every day they incur the ire of the Filipino masses as they commit grave human rights abuses with impunity. It is them imperative that we collectively resist to end Duterte’s reign of terror,” ended Ka Bayani.

On January 27, the morning broadcast of DZRH (anchored by Cong. Angelo Palmones) bared about the supposed list of LGU officials supporting the NPA and the revolutionary movement currently the AFP is in possession.

But it did not gave the details who are these concerned officials and from what LGU they come from.

It cited a source the chief of J-7 (DCS-CMO) Major General Benidict Arevalo. It is also accompanied by a sound bite that said: “Alam na namin kong sino kayo…”.

He further threatened them with barrage of legal cases and other serious consequences.

Commenting on the issue, Palmones linked this to the arrest of alleged NPA leader inside the house of a board member in Atimonan, Rizal.

In the Third District of Negros Oriental, the radio station of 11th IB K3 FM 100.1 MHz has been used as avenue for menacing GRP official whom they suspected as “NPA allies” if not “NPA members” themselves.

The threat was packaged as an “advise” to remind them of their mandate as elected officials of the recationary government not to be swayed by NPA “intimidation and deception” whose objective is to overthrow the very government they are serving.

This radio station is manage by the CMO unit of said Army battalion under Capt. Francis Salcedo and an NCO known by his air name as “Ka Omar” and another two NCOs.

Aside from this, social medial trolls of using fictitious accounts served as propaganda mills spawning intrigues and fake news.

In area they besiege, RCSP troops are sowing black propaganda against officials they suspected to have links with the revolutionary movement.

A glaring example of which is what happened to a barangay captain in of the biggest villages of Sta Catalina who was intrigued by the military of diverting the SAP fund to support the NPA, allowing them to use the barangay rescue vehicle and even his house.

The military perpetuated such acts to coerce LGU officials to get involved in its brutal and bloody counter-revolutionary war against the people.

In view of this, the Rachalle Mae Palang Command (NPA-Southeast Negros) issued an open letter to all LGU officials in the Third District of Negros Oriental to urge them to stand up for their rights and resist the arm-twisting of the US-Duterte regime through fascist military for them to be utilized as instrument of state terrorism. ###

Tubo, Abra – A unit of the Agustin Begnalen Command – NPA Abra successfully conducted another tactical offensive against the 72nd DRC PA on January 22, 2021 in the boundaries of Tubo and Besao, Mt. Province. The guerilla fighters sniped the AFP troops at 7:40am that resulted in 2 casualties on the AFP side. On January 24 and 25, at least 14 bombs were dropped by the AFP. The NPA on the other hand had no casualties despite the heavy retaliation of the AFP. This tactical offensive is the third in the last month in Abra, in response to the AFP’s unrelenting military campaign amidst the COVID pandemic crisis and even during the holiday season. The aerial bombings damaged the environment, hunting grounds, pastoral lands, and upland farms of the Maeng and Agawa people in Tubo and Besao.

The series of military actions of the NPA in the Ilocos-Cordillera region is a continuing response to the CPP’s call to make the US-Duterte regime bleed from a thousand cuts; and to punish the butchers and render justice to the Filipino people, especially the national minorities massacred by the AFP-PNP and whose rights have been grossly violated by the fascist regime.

The Agustin Begnalen Command calls on the Abrenios and I-montanyosa to collectively act to end the military operations, and to push the reactionary government to unconditionally divert the billions of counter-insurgency funds for agrarian reform and services for health and education. The Agustin Begnalen Command invites the people, especially the youth, to join the NPA and advance the national democratic revolution.

Mati City, Davao Oriental – Davao Oriental Governor Nelson Dayanghirang offered to extend P 100, 000 cash assistance to any NPA who will surrender and another P 50,000 to any tipster or facilitator of surrender.

“We welcome with open arms our brother NPA who will surrender. Please come back to your families and homes. We are ready to help to you through livelihood, education and housing because we want peace in the province,” Dayanghirang explained during the local peacebuilding meeting held at Honey’s Hotel, Mati City with military and police commanders as well as DILG Privincial Director Orle Cabaobao.

“I warn all violators that the Anti-Terror Law of 2020 signed by President Duterte will be strictly enforced. Anyone supporting the NPA will be put to jail,” Dayanghirang added.

Meanwhile, the Battalion Commanders reported that there were no monitored NPA violent incidents in their respective areas of operations as well as no indication of NPA recruitment and recovery efforts as they are in dwindling status.

The newly-promoted Commander of 701st Brigade BGen Krishnamurti A Mortela PA, thanked the Governor for the full support given to the Army. “The sincere support of Governor Dayanghirang and all local government units and line agencies in Davao Oriental greatly contributed to the defeat of Front South and Sub-Regional Committee 1. Let us push our convergence further to end insurgency by December 2021 ”, BGen Mortela added.

CAMP SIONGCO, Maguindanao – Another supportive officials from the Municipality of Datu Montawal, Maguindanao helped in the campaign against loose firearms program of the government by turning over twelve high powered firearms at the Session Hall of the said Municipality, February 4, 2021.

Datu Montawal Mayor Ohto Montawal led the turnover of the loose firearms to Brigadier General Roberto Capulong, Commander, 602Bde assisted by Lieutenant Colonel Rommel Mundala, Commanding Officer of 90IB.

Surrendered firearms are the following: nine (9) Garand Rifle, one (1) Muzzle Caliber .30, one (1) 7.62 Sniper Rifle and one (1) Carbine rifle.Major General Juvymax R. Uy, Commander of 6th Infantry Division and Joint Task Force Central said that only government troops, AFP, PNP, CAFGU and other law enforcement agencies are allowed to possess and carry firearms. “Those people who unlawfully carry or possess firearms will be subjected to law enforcement operations”, said Maj. Gen. Uy stated.

Camp Siongco, Awang, DOS, Maguindanao – The troops of Joint Task Force Central recovered various components of an Improvised Explosive Device and uniforms used by Daesh inspired Bangsamoro Islamic Freedom Fighters or BIFF in Datu Piang, Maguindanao in the afternoon of February 4, 2021.

The 6th Infantry Battalion Commanding Officer, Lt. Col. Charlie C. Banaag, conducted combat clearing operation in the barangays of Alonganen and Buayan in the said town to repel the presence of BIFF.

“Our units Scout Platoon led by 2Lt. Bryan Arnold T. Beriña supported by artillery fires conducted combat clearing operations in the two barangays due to the reported presence of the BIFF members planning to conduct terroristic attacks” according to Lt. Col. Banaag.

During the operation, 6IB troops recovered an IED components and five BIFF battle dress uniforms.Major General Juvymax R. Uy, Commander JTFC and 6ID lauded the troops of 6th Infantry Battalion for a job well done, “Keep up the good work, do your best and always guard your flanks, to ensure success in all your operations” Maj. Gen. Uy’s message to the Redskin troopers.

CAMP LEON KILAT, Tanjay City, Negros Oriental – The Commander of 302 nd Infantry (ACHIEVER) Brigade, 3rd Infantry Spearhead Division, Philippine Army, COL LEONARDO I PEÑA (MNSA) PA, together with the Provincial Government of Negros Oriental headed by Governor Roel Ragay Degamo facilitated the Ceremony for the turn-over of Enhanced Comprehensive Local Integration Program (E-CLIP) Immediate Assistance for the Former Militia ng Bayan (MB) members held at the Plenary Hall of Negros Oriental Convention Center in Dumaguete City on February 3, 2021.

Said activity was highlighted by the giving of financial assistance in the amount of Twenty Thousand Pesos (Php20,000.00) each for the twenty-seven (27) former militia ng bayan members who returned to the folds of the law coming from the different municipalities of Negros Oriental. The MB members serve as the runners, eyes and ears, and some are auxiliary armed elements that support the hard core of the Communist Party of the Philippines (CPP) – New People’s Army (NPA) – National Democratic Front (NDF). After thorough deliberation made by the Provincial E-CLIP Committee, these returnees qualified to receive the said amount; in which the Five Thousand (5,000.00) Pesos came from the province through the Provincial Social Welfare and Development (PSWD), while the Fifteen Thousand (15,000.00) Pesos came from the E-CLIP fund of the Department of Interior and Local Government (DILG). E-CLIP was crafted as per directive from PRESIDENT RODRIGO R DUTERTE in order to provide various assistances to former rebels of the CPP-NPA-NDF and Militia ng Bayan (MB) who have expressed their desire to abandon the armed struggle and live a peaceful and normal life with their family. Governor Degamo was elated with the results of the continuous collaboration among the Local Government Agencies, the PNP and the AFP in his province; also with the trust and confidence that the returnees have given back to the Philippine Government. In the same way, the Negros Oriental PNP Director, PCOL BRYANT B DEMOT,

delivered his message of support for the program and his appreciation to the returnees. This is once again a manifestation of the commitment of the government to help those who wish to return to the folds of the law and withdraw their support from the communist terrorist movement. Col Peña said in his message, “the CPP-NPA-NDF have been hindering our peace and progress here in Negros for a very long time and the Negrosanons must stand together to stop them. Rest assured that the AFP and the PNP will continuously protect you as your legal security forces but we need your support and cooperation to eradicate these termites of our nation. With God’s divine mercy, the peace and progress here in Negros will surely be within our grasps.”

CAMP EVANGELISTA, PATAG, CAGAYAN DE ORO CITY – Five CPP-NPA Terrorists (CNTs) died in an encounter with government troops in the boundary of Talakag, Bukidnon and Tagoloan II, Lanao del Sur, ‪Tuesday morning, February 2, 2021.‬

The firefight erupted when elements of the 1st Special Forces Battalion were conducting security operation and encountered more or less 30 armed CNTs believed to be members of the Sub-Regional Command (SRC) 5 and Sub-Regional Command (SRC) 4, under the North Central Mindanao Regional Committee (NCMRC), ‪at around 9:00 in the morning in the vicinity of Barangay Gayakay, Tagoloan II, Lanao del Sur. The exchange of fire lasted for one hour.‬

The encounter happened anew ‪at around 11:00 in the morning of the same day with the same armed group, which lasted for about 30 minutes.‬

Recovered from the encounter site were the five cadavers of the killed CNTs, six (6) high-powered firearms composed of three (3) M16 rifles, two (2) Garand rifles and one (1) M14 rifle.

LTC Vercisio San Jose Jr, 1st SFBn Commanding Officer, confirmed no casualty on their side, and a pursuit operation is ongoing against the armed group.

In his statement, Brigadier General Ferdinand Barandon, Commander of the 403rd Infantry Brigade said that the incident resulted from the community’s growing support to the army that constantly reports the presence of CNTs in their area.

Moreover, Major General Andres Centino, Commander 4ID, and JTF Diamond said that the security operations would continue against the CNTs until they surrender to the government or abandon the armed struggle. “Again, we are calling the remaining CNTs to lay down your arms, join the government’s call for peace, and avail of the Enhanced Comprehensive Local Integration Program (E-CLIP) so you will have a peaceful and productive life with your family,” Centino said.

He also extended condolences to the families of the killed rebels and assure their families that they will be given a decent burial.

The 1st SFBn already coordinated with the Lanao del Sur Police Provincial Office for the cadavers’ proper disposition and had their identity confirmed.

Bancasi, Butuan City – The incoming Chief of Staff of the Armed Forces of the Philippines, Lt General Cirilito S Sobejana, visited the 402nd Infantry (Stingers) Brigade, Home of the Stingers Troopers, yesterday morning, February 02, 2021 at Camp Romualdo C Rubi, Brgy Bancasi, Butuan City.

A Medal for Valor awardee and the current Commanding General of the Philippine Army, Lt General Sobejana’s visit to the 402nd Brigade is his only official visit to an Infantry Brigade as he prioritized major units of the Philippine Army and as a way of looking back to the people he worked with in the past. He was accompanied by Major General Andres C Centino, the Commander of the 4th Infantry Division.

“We must know how to look back, even in doing our own job. We should look back and put forward the things that we have done that resulted to a good outcome and learned lessons from our mistake. As we move forward, we must know how to look at ourselves on how capable we are in doing our job”, LtGen Sobejana said.

He was warmly welcomed and accorded with Foyer Honors by BGen Maurito L Licudine, the 402nd Brigade Commander. Also present to welcome him were the Brigade Commanders of the 401st and 901st Brigade, BGen Allan D Hambala and BGen George D Banzon, respectively, together with the Battalion Commanders and other AFP units in the Caraga region.

Lt General Sobejana during his talk to troops highlighted the need to capacitate the Army and seek partners from civilian stakeholders as peace and security is a shared responsibility. “If we wanted to get the full support and cooperation in our efforts, we must have PEACE, People Empowerment in Addressing Conflict Environment. We must empower and increase people’s situational awareness and impress upon them that in the name of public service, the soldiers are not above them or below them but instead we are beside them”.

He stressed the soldier’s discipline and humility are of utmost importance to win the hearts and mind of the people recognizing that insurgency problem is a propaganda war. “The more allies we have, the better chance for us to triump battles to win the peace”.

Meanwhile, BGen Licudine expressed his gratitude on the visit of the incoming Chief of Staff of the AFP. “It is an honor to be visited by one of the most decorated Army Officers, my mentor and a living hero who inspired every one of us here. We are the only Infantry Brigade visited by LtGen Sobejana reflecting our standard of excellence as a show window of the whole 4ID. His message is clear, we are more motivated to ensure and provide our people a community that is safe and secured. Let us remain humble and continue doing our job well”.

Lt General Sobejana, a member of PMA “Hinirang” Class of 1987 was announced recently to assume the most coveted position in the military as the 55th AFP Chief of Staff, and shall replace General Gilbert T Gapay, who will bow out of the military service this week.

CAMP CAPINPIN, Tanay, Rizal – Combined elements of the AFP-PNP recovered five firearms after a 25-minute intense firefight against 10 NPA terrorists in Brgy Bulo, Mulanay, Quezon on Tuesday, February 2 at 4:30 in the afternoon.

Government troops were able to recover three M16 rifles, one M203 grenade launcher, and AK47 rifle left by the terrorists belonging to Sub Regional Military Area or SRMA 4B under alias Marvin, an NPA group conducting terror activities in the province.

MGen Greg T Almerol, Commander of 2ID said there were no casualties on the government forces while still being verified on the enemy side.

“This milestone is a result of the combined efforts of concerned citizens and former rebels in providing real-time information regarding the presence of NPAs in the community, being one with the government toward its finishing touches to fully end insurgency in the country.”

Almerol ended his statement by commending the seamless relationship of the soldiers, police, and other government agencies toward advocating peace, serving the people, and continuously defending Filipinos from the threats of terrorism.

Joint AFP-PNP checkpoints have been established in the area to support the ongoing pursuit operations against the fleeing terrorists.

All available military assets have been placed on high alert.
