Two soldiers and five Abu Sayyaf terrorists were killed during a clash between government forces and the bandits on the outskirts of Sulu province yesterday.
Col. Cirilito Sobejana, commander of the military’s Joint Task Force Sulu, said that the clash erupted amid the ongoing focused combat operations against the Abu Sayyaf to rescue the 23 remaining hostages, including 15 foreigners.
Sobejana said that the encounter happened at around 4 a.m. along Sitio Langhub, Barangay Pang in Kalingalan Caluang town.
Marine forces from JTF Sulu engaged more or less 30 heavily-armed men, believed to be holding some of the hostages.
He said that two soldiers were killed in action while another was wounded.
On the other hand, Sobejana said that at least five ASG members were killed during the firefight whose bodies were recovered from the site.
Also recovered were two M16 rifles, an M14 Garand, one KG-9 sub-machinegun, a Barret rifle and a shotgun.
Sobejana noted unverified reports that the group was about to behead their hostages.
“JTF Sulu forces are determined to continue their relentless and sustained effort in pursuing the ASGs and other lawless elements for the safe rescue of the kidnap victims,” Sobejana said.

Sgt. Delfin Dangayo may have survived the fight against Maute terrorists in war-torn Marawi City, but his life ended in an unexpected shooting incident in Mabini town, Compostela Valley on Wednesday.
Dangayo was heading to a cemetery in Brgy. Pindasan to attend the burial of his colleague who died in the Marawi siege when he was shot by motorcycle-riding assailants in Brgy. San Antonio, Mabini town.
Mabini police chief Sr. Insp. Jesser Vagilidad IV said the perpetrators could have been members of the New People's Army as Dangayo was wearing his army uniform while traveling from Tagum City.
"Ang plain motive na tinitingnan natin ngayon is liquidation. It is done by the SPARU (Special Partisan Unit) [ng New People's Army] or any lawless elements kasi nga dahil sa kampanya natin ngayon to strengthen our force regarding ISO (internal security operations) matters," the police chief said.
The slain soldier was planning to return to Marawi to help state troops in their battle against Islamic state-linked terrorists -- a conflict that has been going on for more than two months now.

Camp Ranao, Marawi City — Local chief executives and security officials mulled over proposed measures to bring both long-term solutions and security arrangements in Lanao del Sur Province in Mindanao.
29 Town officials and high-ranking military officers in Lanao del Sur discussed the possibility of implementing sustainable measures to preempt the “spillover of the conflict in the City of Marawi” and the infiltration and recruitment of terrorists in areas of the Province.
Saying that fighters of the Daesh-inspired group are already running out of ammunition and food, Lieutenant General Carlito G. Galvez, Jr., Commander of the Western Mindanao Command, urged the local chief executives to assist the government forces in preventing enemy reinforcements.
“We are nearing the end of this prolonged battle with the penetration of our troops into the main battle area, but we beseech your consideration and assistance. We believe that the top leaders are still in the battle area, but we do not discount the possibility of reinforcement and retreat. This is where the key involvement of local government units comes in,” said Lieutenant General Galvez.
Addressing the town officials, the WestMinCom chief said, “It would be best if you look after your lakes and your respective areas.”
An official from Lumba-Bayabao municipality said checkpoints were established by members of the Barangay Peacekeeping Action Team and passage of motorboats along Lake Lanao was also monitored within their coastal barangays.
“We are preparing our constituents so that we will be able to make ourselves ready. We want our BPATs to be trained so that we can take appropriate actions when needed,” added Dagalangit.
He also recommended that a system be implemented to validate the identities of local terrorists.
Balindong Mayor Benjamin Bagul, said that he had been monitoring movements to prevent the entry of possible reinforcements in his area; however, he also presented that fishing industry within their Lakeshore barangays has been limited due to security restrictions.
“We have registered and authorized 126 pump boats, however, we are also affected by the tightening of security as fishing can no longer be done from 3-5am, but only at 6 am and beyond,” added Bagul.
In response, Lieutenant General Galvez said that he will bring the issue for resolution and that he believes it would be best to have fishermen in the lake area from time to time so that they too can also serve as watchers who will report suspicious boats to authorities.
Masiu Mayor Nasser Pangandaman also shared his good practice of repainting the fishermens boats and assigning control numbers to each. According to Pangandaman, those who violate regulations were seized by the local government.
One official also said that there some folks from other municipalities jn Maguidanao who come to their town in Kapatagan to recruit would-be members of the terror group.
Responding to the said concern, LtGen Galvez said, “You can create your inner defense, if you need it, we can provide you with training and support for security if you request for it.”
“We will not leave you in this fight. We will make forces stay within the area. You will not be left out, you just have to do your part,” added the WestMinCom chief.
“For now, help your security sector swiftly address the present problem in Marawi by guarding your respective areas. Do not allow these terrorists to use your towns as recruitment areas and safe passage.”
“Make a stand against terrorism, and we will also make a stand for all of you,” concluded LtGen Galvez.
The activity ended with the group agreeing to regularly meet every Wednesday in the Provincial capitol with the presence of Provincial officials and and the military to specifically address issues and hear out recommendations and good practices of the LGUs.

NSFA, Panacan, Davao City (DWDD) – An Inter-Agency Maritime Exercise was conducted by the Eastern Mindanao Command at the Davao Gulf fronting the Naval Station Felix Apolinario in Panacan, Davao City yesterday, August 9, 2017.
The activity is part of the continuing efforts of the Command to enhance the maritime security of Davao Gulf and the territorial waters of Eastern Mindanao by way of enhancing inter-operability and improving maritime security mechanisms and protocols.
The exercise tested the sea, land and air capability of participating agencies in Counter – Terrorism, Maritime Interdiction, Maritime Law Enforcement, Environmental Protection and Water Search and Rescue Operations.
It was participated by EMC being the lead agency, Coast Guard District of South Eastern Mindanao; Police Regional Office XI, Philippine National Police, Davao Central 911; Davao City Police Office; Task Force Davao of Joint Task Force Haribon; Tactical Operation Group 11, Philippine Air Force and the Naval Forces Eastern Mindanao.
EMC is pursuing the operationalization of an inter-agency border security council to improve border crossing security and prevent terrorist and other transnational crime syndicates from using our southern backdoor as entry point.
The Inter-Agency Border Security Council is also envisioned to be a venue for member agencies in reporting and assessing border security issues and recommending appropriate measures to be undertaken. According to the barangay chairwoman, the NPAs went there to recruit new members and demanded food and money from her constituents.
“Nahadlok mi kay gapang rekrut sila og bag-ong miyembro sa ilang bandidong grupo. Isip chairwoman, dili nako gusto nga gaabusar sila sa akong mga tawo susama sa pagpangayo og pagkaon og kwarta.”(We are terrified because they are recruiting members of their bandit group. As leader of my community, I don’t want these NPAs to abuse my people and demand food and hard-earned money from them), said by Mrs. Edita Ompok, Chairwoman of Brgy Nagkahon.
The LGU of Opol and the Misamis Oriental Risk Reduction Management Council, facilitated the support for the Internally Displaced Persons and have prepared the evacuation center to cater their needs.
MGen Benjamin R Madrigal Jr., 4ID Commander said, “This is another clear violation of the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL) because the NPAs have forced the people to support them that they have to leave their community. This is plain extortion and banditry.”
“We assure our people of Opol and the nearby communities that we will do our best to address this lawless group.” MGen Madrigal added.
Meanwhile, elders in that area and the adjacent barangay of Sitio Bitaog, Brgy Taglimao of Cagayan de Oro City, recalled the NPA’s Operation “Ahos” wherein a total of 50 skeletal remains, including those of women and children believed to have been killed by the NPAs were discovered in their boundary on February 2000. MILF: Australia to provide A$20 million assistance for Marawi siege victims
Posted to the Moro Islamic Liberation Front (Aug 10): Australia to provide A$20 million assistance for Marawi siege victims
Australian Foreign Minister Julie Bishop has announced in a statement that the Australian Government will provide A$20 million assistance to ease the suffering of civilians caused by the siege in the City of Marawi.
Bishop said the assistance would be implemented over the course of four years to support recovery and long term peace and stability in Southern Philippines.
She conveyed having a meeting with President Duterte on August 7 in Manila where they discussed the conflict in Marawi and the impact it brought to the civilians in the region.
The Australian Foreign Minister said the said assistance is in addition to the A$920,000 emergency food and other supplies which she announced in June 20.
“Australian assistance will also fund small-scale infrastructure projects for communities around Marawi including provision of clean drinking water and repair of local roads,” she said in the statement.
Bishop further expressed Australia’s willingness in assisting community peacebuilding efforts and strengthening local capacity in resisting and countering extremism.
“Australia’s support will help meet the urgent needs of these displaced people including through child protection and counselling services,” she added.
Australia is one of the countries which strongly support the peace process between the Moro Islamic Liberation Front and the Government of the Philippines.

Australian Foreign Minister Julie Bishop has announced in a statement that the Australian Government will provide A$20 million assistance to ease the suffering of civilians caused by the siege in the City of Marawi.
Bishop said the assistance would be implemented over the course of four years to support recovery and long term peace and stability in Southern Philippines.
She conveyed having a meeting with President Duterte on August 7 in Manila where they discussed the conflict in Marawi and the impact it brought to the civilians in the region.
The Australian Foreign Minister said the said assistance is in addition to the A$920,000 emergency food and other supplies which she announced in June 20.
“Australian assistance will also fund small-scale infrastructure projects for communities around Marawi including provision of clean drinking water and repair of local roads,” she said in the statement.
Bishop further expressed Australia’s willingness in assisting community peacebuilding efforts and strengthening local capacity in resisting and countering extremism.
“Australia’s support will help meet the urgent needs of these displaced people including through child protection and counselling services,” she added.
Australia is one of the countries which strongly support the peace process between the Moro Islamic Liberation Front and the Government of the Philippines.

Community stakeholders and members of the International Monitoring Team (IMT), MILF Central Committee, GPH and MILF - Coordinating Committee on the Cessation of Hostilities (CCCH), and local traditional leaders traversed the mountainous part of Isulan, Sultan Kudarat to conduct Peace Advocacy on Anti-Illegal Drugs and Violent Extremism in Sitio Mantisao, Barangay Bual last August 08, 2017.
The participants included members of MILF communities in the area, Barangay Officials, traditional leaders, and other community stakeholders. The said advocacy program was aimed to provide greater awareness among grassroots communities and widely disseminate the joint GPH-MILF advocacy on anti-illegal drugs as well as to discuss the concept and tremendous effects of violent extremism.
Ustadh Abdulkadir Abdullah, Murshid of General Staff delivered inputs about the concept of extremism in the light of Islam. He cited valuable story during the time of Caliph Umar Ibn Al-Khattab (may Allah be pleased with him) which narrates about he saw people inside a masjid who do not do anything besides worshiping Allah. Due to this extreme way of doing eebadah (worship), he reprimanded them to go outside of the masjid and look for their bounty because it will not come to them instantly without exerting any efforts. Islam teaches balance and moderation between every matter.
Ustadh Abdulkadir also gave emphasis on the fine line about violent extremism. Accordingly, it is an extreme activity that is destructive in nature, and without any authentic basis in Islam. It involves deliberate killings of innocent people, which at any fold, clearly goes out of Islamic context.
For his part, Butch Malang, the Chairman of MILF-CCCH delivered his message which lodged on the conceptualization of the advocacy program. He mentioned that presently, the GPH and MILF work closely together on advocacy on anti-illegal drugs especially in MILF identified areas that was even intensified after the signing of Protocol of Cooperation on Anti-Illegal Drugs Operations and Other Related Activities in MILF Areas/Communities signed between GPH & MILF Ad Hoc Joint Action Group (AHJAG) and GPH & MILF CCCH last June 30, 2017 in Davao City.
He elaborated that this protocol contains provisions that give certain roles to the MILF in assisting the government forces during drug operations including but not limited to verification of identified drug personalities subject of warrant, help clear and secure the area of operation in times of serving of warrant, help ensure that no armed confrontation will occur with the GPH forces during conduct of operation and conduct of anti-drug awareness campaign in MILF communities.
He also highlighted the MILF’s effort to mitigate the retaliation of violent extremist groups in the Bangsamoro areas. He stressed that the MILF exerts its utmost effort in stabilizing this problem under the guidance of the Fatwa (Islamic jurisprudence) issued by the Mufti of the Bangsamoro Sheikh Abuhuraira Abdulrahman Udasan dated June 25, 2017.
The IMT-M12 Head of Mission, Datuk Masrani bin Paiman delivered his speech which dwelled on three general points: 1) managing the spoilers of peace; 2) managing the threat to peace; and 3) the end state of the GPH-MILF Peace Process.
On his first point of discussion, he motivated the community stakeholders to please do not involve themselves in any illegal-drugs activity, not do anything that falls into criminality, and to please avoid fighting among themselves (rido). These activities indeed are spoilers of peace that jeopardize the current progress of the implementation of peace process.
Furthermore, on his second point, he focused on the adverse impact of the lawless elements in different parts of the Mindanao including those in Sulu, Lanao, and in Maguindanao. He remarked that what they are doing is a manifestation that they do not care about the peace process, hence he advised the participants to keep away from these extremist groups.
He further added that intervening with these groups mean threatening the humanity at large. Everyone has to cooperate and work closely with the government to mitigate this problem.
On his final point, he discussed about the significance of putting in place the Bangsamoro Government. The passage of the BBL is only a means to reach the long-awaited lasting and dignified peace for the Bangsamoro. He cited similar cases of two foreign countries (South Sudan and Somalia) which actually attained their independence but never had peace until now. Lots of people left these countries to save their lives out of the trouble which rooted from lack of an established recognized government. “Why these two countries failed? It is because their people are divided among themselves, there is no unity in them”, he explained.
With this, the Head of Mission encouraged the participants and told them, “Please be united for the sake of lasting and dignified peace for the Bangsamoro.” He further advised them to always support the leadership in the Bangsamoro – the MILF - for the realization of this ultimate goal. The struggle has been of long years of sacrifice. “I believe you are one of the strongest people, that is why Allah gave you (this) great challenge”, he said.
In conclusion, Eduard Guerra, member of the MILF Central Committee delivered his closing message by encouraging the local leaders and the entire community stakeholders to protect and secure their respective areas from any activity related to illegal drugs and violent extremism. He gave them assurance that with this noble undertaking, the MILF is always at their back to support.
All in all, the program ended successfully with full of encouragements towards achieving the lasting peace in the Bangsamoro through stronger cooperation, together with the communities, in warding off any means of illegal-drugs activities and violent extremism.

A provincial board member on Thursday urged the New People's Army (NPA) to spare the poor on its offensives against the government.
Board Member Nemesio Neron said he is receiving persistent reports that several groups believed to be insurgent members are engaged in extortion in the hinterlands.
"In the national scale, we have been receiving reports of offensives by the insurgents against the government. Maybe the NPA wanted to show that they are a force to reckon with. I understand that President Rodrigo Duterte has declared a war against the NPA. I just hope that the poor people will be spared," Neron said.
Earlier, the Aklan Provincial Police Office denied the information aired by Neron about alleged group of men extorting the poor in the hinterlands. "I understand that the police would deny such because the poor people are afraid to come to the open thinking that they may be harmed. I got the information from the police and armed forces retirees. I will soon bring the information to the provincial peace and order council meeting," said Neron, himself a retired police general.
He said there are persistent reports on extortion activities in the hinterland barangays of the towns of Malinao, Madalag, Batan, Balete and Altavas. Some of the poor people were also asked, in absence of money, some physical properties available.
Unconfirmed reports also indicate that armed men are seen passing by the hinterlands of Malay town.
The Aklan province has been declared and still an insurgent-free province since 2012.

The 28th Infantry Battalion of the Philippine Army’s 10th Infantry Division arrested four members of the New People’s Army (NPA) claiming to be joining a rally in Davao City.
Capt. Rhyan Batchar, spokesperson for the 10th ID, reported that the arrest of the NPA members under Section Committee 18 of the Southern Mindanao Regional Command was a result of the collaboration of the Army and community in Mati.
He said the concerned residents have alerted the 28th IB travel of armed men. Batchar said the information prompted the 28th IB to deploy troops to intercept the armed men, who turned out to be members of the NPA.
The four armed men arrested were identified as Jerome Jaquin Apyag alias Santilmong Bakang, 25, single and resident of Masar Panurava, Maco, Compostela Valley Province; Jerman Andress alias Has, 22, single and resident of Sta Cruz, Davao Del Sur; Reymark Cabilan alias Bolantoy, 16, single and resident of So Licop, Barangay Sainz, Mati City; and, Eking Artchie alias Bunso, 18, single and resident of Barangay Langka, Lupon, Davao Oriental.
They were reportedly transporting weapons and explosives from Mati to Lupon on board a Red Kia Bongo, when members of the scout platoon chance upon their vehicle.
Batchar said there was a chase after the armed men tried to elude the military until they were cornered along the Highway in San Isidro Town at around 11:45 p.m on Tuesday. The 10th ID reported their arrest on Thursday, August 10.
Batchar said the arrested persons claimed they were going to attend a rally in Davao City at the time of the apprehension.
The troops also recovered from the arrested persons four M16; one grenade launcher; one improvised explosive device; eighty nine M16 ammunition; one M203 Ammo; three long magazine for M16 (steel); two short magazine for M16 (steel); one long magazine for M16 (plastic); two short magazine for M16 (plastic); 11 Motorola radio (handheld); one digital camera; three cellular phones; three hammocks; four backpacks; two bandoleers; two combat boots; medical paraphernalia; assorted medicines; subversive documents with high intelligence value and cash amounting to P1926.
Batchar said the arrest of the four NPA members was made without a single fire shot. They were already in the custody of the San Isidro PNP for the inquest for a case of illegal possession of firearms and explosives.
He said this is a manifestation of the Armed Forces of the Philippines (AFP) commitment to enforce our laws.
According to Batchar, the people joining anti-government rallies are clearly infiltrated by regular NPA members. Batchar said the rallyists should be wary of joining rallies because the NPA espouses violence and armed struggle.
Batchar also pointed out that the arrest of a 16-year-old rebel shows the communist movement to use minors that is a violation of the international humanitarian law.

Two policemen were killed while four others were wounded including a chief of police in two separate attacks staged by suspected New People’s Army (NPA) on Thursday in Barangay (village) Sagrada, Viga town in Catanduanes, report reaching the Philippine National Police (PNP) in Bicol said today.
Killed were Police Officer 1 Eva Torcilino and Police Officer 3 Joseph Tupue assigned at the Viga police station, said Senior Inspector Maria Luisa Calubaquib, PNP Bicol spokesperson.
Wounded policemen were Senior Inspector Ernesto Montes Jr., Viga town police chief, Senior Police Officer 1 Marwin de Vera and two still unidentified drug surenderers, the report said.
The first NPA attack occurred at about 11:20 a.m. Thursday. Two police patrol vans carrying 10 drug surenderers with four police escorts were negotiating a road at Sitio Pinarayan bound for Virac town when the police convoy was hit by an improvised explosive devise planted by NPA rebels. The explosion was followed by a volley of gunfire by at least 20 NPA rebels, Calubaquib said.
The blast wounded a policeman and two drug surrenderers.
The second attack happened at 1:40 p.m. also today when responding policemen led by Montes went to the scene of explosion where the same group of NPA rebels were waiting and opened fire at the police convoy.
A fierce firefight ensued that led to the death of two policemen and the wounding of the town police chief. The suspected NPA rebels fled toward neighboring villages.
Montes who sustained a bullet wound at his back was rushed to the Viga District Hospital for treatment while the three wounded by the IED blast were brought to the Immaculate Hospital in Virac town.

All troops engaged in Marawi City are all accounted for, according to Armed Forces of the Philippines (AFP) spokesperson Brig. Gen. Restituto Padilla Wednesday.
Padilla also said there is no need to conduct loyalty check among soldiers engaged in clearing operations in Marawi as there is no reported incident involving members of the military who have defected to the enemy side.
"All our soldiers, all our marines on the ground, they are all accounted for. We do not doubt their loyalties. In fact, many of those who gave up their lives in Marawi from Day 1 up to present, and are still fighting are (our) Muslim brothers and sisters from the MILF (Moro Islamic Liberation Front) and MNLF (Moro National Liberation Front), and many from the (Muslim) communities who have decided to join the AFP and who have qualified to become soldiers, marines," he added.
As of 7p.m. Aug. 9, the AFP has estimated that it has killed 548 Maute members and lost around 125 to 128 troops.
Some 45 civilians were executed by the Maute.

The police team responds to a report of an explosion, only to face some 20 armed men
At least two cops were killed in a supposed ambush by the New People’s Army (NPA), on Thursday afternoon, August 10.
The team of Police Superintendent Ernesto Montes responded to the detonation of an improvised explosive device (IED) report at Sitio Pinarayan, Barangay Sagrada, Catanduanes which wounded a policeman and two drug surrenderrees.
While the first team dashed to the hospital, Montes went with Senior Police Officer 1 Erwin Pichuela, Police Officer 3 Joseph Tupue, and Police Officer 1 Eva Torcilino.
There, they were ambushed with gunfire by more or less 20 members of the NPA.
Torcilino and Tupue were killed in action while team leader Montes Jr was wounded, shot at the back.
Montes was immediately brought to Viga Hospital, while Torcilino and Tupue’s bodies were left in the area as Montes and Pichuela retreated. Pichuela filed the report.

Four suspected members of the New People’s Army (NPA), including a minor, who the military claimed were bound for Davao City to attend a rally, were arrested at 11:45 p.m. on Tuesday in San Isidro town in Davao Oriental province, with various firearms found in their possession.
In a report issued by the Eastern Mindanao Command (EastMinCom) on Thursday, it said that the 28th Infantry Battalion immediately deployed troops to arrest the rebels upon receiving report from the community of the presence of the alleged NPA fighters.
Allegedly recovered from their possession were four M16 rifles, one grenade, one improvised explosive devise, 89 M16 ammunition, one M203 ammunition, three long steel magazines for M16, one long plastic magazine for M16, two short steel magazines for M16, two short plastic magazines for M16, 11 Motorola handheld radios, one digital camera, three mobile phones, three hammocks, four backpacks, two bandoliers, two combat boots, medical paraphernalia, medicines, document with “high intel values,” and a cash worth P1,926.
The military identified the four as Jerome Jaquin Apyag, 25, resident of Maco, Compostela Valley; Jerman Andress, 22, of Sta. Cruz, Davao del Sur; Eking Artchie, 18, of Lupon, Davao Oriental; and 16-year-old Bolantoy (not his real name), of Mati in Davao Oriental.
The military lambasted the NPA for their incessant recruitment of minors to join their force, and said it “shows that the CPP-NPA-NDF (Communist Party of the Philippines) does not respect the rights of minors,” which is a violation of international humanitarian law.
It said the rebels were members of NPA-Southern Mindanao Region Committee 18 who were tasked to transport “weapons and explosives from Mati to Lupon” onboard a red Kia Bongo when intercepted by military troops along the highway in San Isidro town.
The military claimed the four suspected rebels admitted they were headed to Davao City to attend a rally.
The four were turned over to San Isidro Police Station for inquest and will be charged with illegal possession of firearms and explosives.
The military said arrest was conducted without fires shot that “manifested the commitment of the AFP (Armed Forces of the Philippines)” to enforce our laws.
The military told the rallyists to be “wary in joining” protests because of the possible involvement of some NPA members.

Some 2,000 people attended the “Sulu Forum 2017” organized by the Sulu provincial government and the Sulu Ulama Council for Peace and Development or SUCPD in Patikul town.
The forum, held on August 9, was participated by various sectors and civil society and non-governmental organizations, including government agencies, student organizations and municipal officials. With the theme “Islam in Sulu: The call for Peace, Unity and Solidarity amidst Diversity”, is aimed at strengthening support to government peace and development efforts in the province.
Among the organizers and guests during the forum were Governor Toto Tan, former Governor Dr. Sakur (Datu ShahBandar) Tan, Ustadz Abdulmuhaimin Abubakar, Chairman of the SUCPD; Ustadz Yahiya Abdulla, President of the Famers Association in Sulu; Brigadier General Cirilito Sobejana, Commander of the Joint Task Force Sulu; Senior Superintendent Mario Buyuccan, the provincial police chief; Imam Saukani Kimpa, of Sabiel Al-Muhtadin; Tuan Abdugafar Mangkabong, who represented the Jamaa Tabligh; Abusaif Roger, President of Central Student Government – Sulu State College; Dr. Adjarail Hapas, Chancellor of Mindanao State University; and the Catholic church under Bishop Angelito Lampon.
Governor Tan, in his speech, encouraged everyone to unite for peace and development and to safeguard the public from extremism and radicalism. “Trials and tribulations are part of Allah’s Laws in this universe. If I may add, it’s part of creation itself. Allah puts us into situations which will test our Iman, that we may be worthy of His Mercy and Compassion. Hardships are not evil nor should they be considered as punishments. On the contrary, they are part of learning experience, reminders, and serve to purify us from our sins and mistakes, and will test our patience and perseverance,” he said.
“These are indeed tough times; challenging times which permeate to the very core of our beliefs and existence. As a way of life, Islam has been completed to us as a sign of Mercy and Compassion from Allah. Admittedly by what we read or see in the media, both social and mainstream, Islam and the Muslims are in constant defense against the onslaught of unkind reporting and the impressions they create in the minds of the Muslims and non-Muslims alike. The Marawi situation and the lessons we can learn from it is a wake-up call to everyone and a bitter lesson of how harmonious relationships and mutual tolerance for the diversity of cultures and faiths can, in an instant, be destroyed and crumbled by extreme ideologies in the guise of religion,” he added.
He said everyone has a responsibility in nation-building and safeguarding democracy and freedom. “Governance is the convergence of all stakeholders in common aspirations in nation-building, sharing the tasks and the responsibilities. No single individual can do it alone. The spark which ignited the many manifestations of upheavals and social unrests are the compounded frustrations of centuries of perceived neglect and injustices from the powers that be. We believe that sincere and honest intentions to correct this perception should not emanate only from the barrels of guns or by military might alone,” he said. “This reminds us of the statement by the Emir Qatar when he was asked about the rise of extremism in his region. He said it has nothing to do with religion, but with hopelessness.”

Two government soldiers were killed in a clash Thursday with Abu Sayyaf militants in the southern Philippine province of Sulu.
The fighting erupted in Kalingalan Caluang town after militants attacked a group of patrolling soldiers sparking a firefight in the village of Pang. One soldier was also reported wounded in the fighting. The military’s Western Mindanao Command said 5 militants were killed and their bodies had been recovered along with four automatic rifles, a sniper rifle, a sub-machine gun and a shotgun.
The clash occurred following a deadline set by Abu Sayyaf militants on families of four kidnapped construction workers, Felimon Cordero, Edmund Ramos, Joel Adanza and Jason Baylosis. The militants said they will execute the workers – seized last month in Patikul town – if their families or government fail to pay millions of pesos in ransoms.
Another worker, Larry Velasquez, managed to escape from the Abu Sayyaf and reported the kidnapping to the police. The victims are all residents of Zamboanga City. Their families also appealed to the local government to help them secure the safe release of the hostages.

Faeldon not part of Magdalo -- Trillanes

Senator Antonio Trillanes IV on Thursday affirmed the statement of Bureau of Customs (BOC) Commissioner Nicanor Faeldon who earlier denied that he was part of the Magdalo faction of the military.
Trillanes, a former Navy officer, was a member of the Magdalo Group that staged the infamous Oakwood Mutiny in 2003 to expose the alleged corruption of then President Gloria Macapagal Arroyo.
Deputy Commissioner for Management Information System and Technology Group Gerardo Gambala and Import Assessment Division Director Milo Maestrecampo also confirmed that they were not part of the group.
“I would like to affirm the statements of Commissioner Faeldon, DepCom Gerry Gambala and Dir. Milo Maestrecampo that they are not part of the Magdalo Group,” Trillanes said in a press statement.
Trillanes, meanwhile, noted that he knew “well enough” that his classmates in the Philippine Military Academy, Gambala and Maestrecampo, were not part of the syndicate that facilitated the delivery of the PHP6.4 million worth of shabu in a warehouse in Valenzuela City.
Faeldon, in an earlier interview, said that he never joined the group but was part of the mutiny. Meanwhile, Gambala and Maestrecampo were former members.
He meanwhile expressed hope that the various investigations, which they are now facing, would determine their guilt or innocence.
However, Trillanes said that he also “had enough information” to say that Faeldon was “the heart of this controversy.”
He said that he also hoped Faeldon would “muster enough courage” to face the grilling of the senators and congressmen.
Faeldon is currently under fire for his alleged involvement in the illegal drug shipment.
Members of the House of Representatives earlier called for his resignation for allowing the shipment to slip through the BOC.
President Rodrigo Duterte, however, expressed his trust in Faeldon even as lawmakers are asking for his resignation and will await the results of the ongoing congressional investigations.

(Update, August 10, 9:56 a.m.) Four suspected communist rebels with high-powered firearms and explosives were arrested by soldiers in Davao Oriental, the military said on Wednesday.
The Army’s 28th Infantry Battalion received information on Tuesday morning that Section Committee 18 of the Southern Mindanao Regional Committee of the New People’s Army was planning to transport high-powered firearms from Mati City to the municipality of Lupon, said battalion commander Lt. Col. Ramon Zagala.
A team was dispatched to intercept the shipment, which led to the arrest of four suspected rebels aboard a red Bongo past 11 p.m. on the same day in Barangay (village) Dugmanon in San Isidro town.
“We were supposed to do a checkpoint but we saw them. We chased them until we cornered them along the highway of San Isidro. They jumped out of the vehicle and tried to escape. They ran on foot until we caught them,” he said.
No shots were fired during the arrest.
Government forces were also able to confiscate four M-16 rifles, an M203 grenade launcher, an improvised explosive device with blasting cap and switch, ammunition, and personal belongings from the rebels.
“The apprehended individuals were apprised of their constitutional rights and the reasons of their apprehension in the presence of barangay officials and barangay peacekeeping action team as witnesses,” Zagala said.
The rebels were turned over to San Isidro PNP for filing of charges of illegal possession for firearms and explosives.

A team was dispatched to intercept the shipment, which led to the arrest of four suspected rebels aboard a red Bongo past 11 p.m. on the same day in Barangay (village) Dugmanon in San Isidro town.
“We were supposed to do a checkpoint but we saw them. We chased them until we cornered them along the highway of San Isidro. They jumped out of the vehicle and tried to escape. They ran on foot until we caught them,” he said.
No shots were fired during the arrest.
Government forces were also able to confiscate four M-16 rifles, an M203 grenade launcher, an improvised explosive device with blasting cap and switch, ammunition, and personal belongings from the rebels.
“The apprehended individuals were apprised of their constitutional rights and the reasons of their apprehension in the presence of barangay officials and barangay peacekeeping action team as witnesses,” Zagala said.
The rebels were turned over to San Isidro PNP for filing of charges of illegal possession for firearms and explosives.

MAGUINDANAO, Philippines — Sporadic clashes between religious extremists and Moro guerillas friendly to Malacañang have spread through three more villages in the province resulting in more casualties on both sides.
The Moro Islamic Liberation Front, which has a peace compact with the government, is trying to push members of a third faction in the Bangsamoro Islamic Freedom Fighters to uninhabited swampy areas to prevent villagers from getting trapped in the crossfire.
The police and military have tightened security in anticipation of possible retaliations on civilian targets by the BIFF for loses in encounters with members of the MILF’s Task Force Ittihad at the border of Datu Saudi and Datu Piang towns in Maguindanao.
The two groups first figured in gunfights in Barangay Pusaw in Sharif Saidona town and subsequently, in the neighboring Barangays Andavit and Buayan in Datu Saudi and Datu Piang municipalities, respectively.
The task force is locked in a showdown since last week with BIFF militants led by Abdulmalik Esmael, whose group displays the flag of the Islamic State of Iraq and Syria when moving around to recruit members.
Local officials told reporters on Wednesday that the two groups continued exchanging shots until late Tuesday.
Army units prevented militants from getting close to populated areas with selective artillery fire as the gunfights ensued.
The military is apprehensive of Abdulmalik’s group venting ire on neutral villagers for losing more than 10 members in skirmishes with the MILF since last week.
The MILF is trying to neutralize the group of Abdulmalik in keeping with its July 1997 Agreement on General Cessation of Hostilities with Malacañang.
The interim security pact enjoins the Armed Forces of the Philippines, the Philippine National Police and the MILF to cooperate in addressing security problems besetting conflict-flashpoint areas in the south.
Lt. Gen. Carlito Galvez Jr. of the Western Mindanao Command said on Wednesday that he is thankful to the MILF for embarking on “surgical strikes” against local ISIS-inspired groups in the second district of Maguindanao.
The MILF lost five men in initial clashes with the group of Abdulmalik, who was trained in fabrication of explosives by slain Malaysian terrorist Zulkilfi bin Hir, most known as Marwan.
“We sympathize with the families of the MILF members who perished in its campaign against terrorists,” Galvez said.
Units of the Army’s 6th Infantry Division have markedly been visible along stretches of the Cotabato-General Santos Highway to prevent retreating followers of Abdulmalik from possibly attacking public conveyances to create diversions.
Soldiers initiated three days ago an extensive search for BIFF gunmen in villages along stretches of the highway in Datu Unsay and Datu Saudi towns on the behest of local officials and barangay leaders.
The BIFF is not covered by any of the security agreements government and MILF negotiators crafted to prevent hostilities that can derail the southern Mindanao peace process.
The peace initiative aims to put negotiated closure to the now five-decade Moro quest for self-governance.
The government and the MILF has two peace accords, the October 15, 2013 Framework Agreement on Bangsamoro and the March 27, 2014 Comprehensive Agreement on Bangsamoro.
The provisions of the two compacts are to be implemented via the proposed Bangsamoro Basic Law now pending in Congress.
Abdulmalik originally belonged to the BIFF faction led by Imam Bongos.

The Islamic State group’s affiliates in the southern portion of the U.S.-allied nation of the Philippines is a growing threat to U.S. security, a U.S. Army Pacific official said Tuesday at the Global Explosive Ordnance Disposal Symposium & Exhibition.
The group seized the city of Marawi on the Philippine island of Mindanao in late May and have turned the city of 200,000 inhabitants into a battlefield comparable to the brutal slog faced by allied forces trying to take back the Iraqi city of Mosul.
“ISIS affiliated elements took over that city on the 23rd of May, and the Philippine Army is still trying to get it back,” said Col. Gerardo Meneses, director of the Asia-Pacific Counter-IED Fusion Center, which monitors improvised explosive device activity in the region. “It’s a very Mosul-like situation. It’s not making headlines but they’ve had over 600 casualties there. … This is a growing threat.”
Meneses’ organization published a report in June highlighting the dangers posed by the sudden boost the battle of Marawi has been to ISIS-Philippines’ profile in the global jihadi movement and to its leader Isnilon Hapilon.
“The battle for Marawi has materially changed the outlook for ISIS-PHL, suddenly launching Hapilon and his organization into legitimacy while placing the Philippines in the precarious position of having to play its cards exactly right in the rehabilitation of a devastated city, an increasingly brittle peace negotiation, and the upcoming IO battle,” the report concludes, using an acronym for information operations.
“Additionally, the Philippines now finds itself under the global jihad community’s spotlight, bringing an entire new set of challenges even if the Philippines succeeds in negotiating the current minefield it faces. The Philippines must now take every opportunity to deny victories to Hapilon, before he pulls them over the brink.”
U.S. Pacific Command head Adm. Harry Harris has been warning for more than a year about the threat posed by ISIS in the Pacific, and the events of the past 12 months have only made those warning more prescient.
“I often talk about the U.S. strategic rebalance to this region,” Harris said in a July 2016 speech. “Regrettably, I believe that [ISIS] is also trying to rebalance to the Indo-Asia-Pacific. To halt the Islamic State’s cancerous spread in Asia, we can’t work alone. We must work together.”
As ISIS continues to be beset by battlefield losses in Iraq and Syria, officials worry that returning fighters and veterans of ISIS’ wars in the Middle East will further destabilize the Philippines and other countries such as Bangladesh.
The Army report from June said fighters from Saudi Arabia, Pakistan, India, Yemen and Chechnya have all been discovered among the dead in the fight for Marawi.

At least 210 firearms donated by China are now being used in Marawi City where government forces are fighting members of the ISIS-inspired Maute group, the head of the joint task group of the Philippine National Police said Wednesday.
Senior Superintendent Rolando Anduyan said the police assigned in Marawi are now using a total of 210 M-4 type 5.56 rifles and one Dragunuv sniper rifle.
“Okay naman, hindi naman nagja-jam ‘yung mga baril,” he said when asked by reporters in Camp Crame.
Anduyan, also deputy director for operations of the Autonomous Region in Muslim Mindanao Police, was at the PNP national headquarters as one of the special individual awardees during the 116th Police Anniversary.
He was recognized for his exemplary performance on crisis management in Marawi City as commander of the Joint Task Group which led the successful conduct of law enforcement and offensive operations with the Armed Forces of the Philippines against the Maute terror group.
China donated P370 million worth of firearms and ammunition to the country.

The military on Wednesday said Filipino soldiers could liberate war-torn Marawi City even without the help of foreign troops.
Col. Romeo Brawner, Deputy Task Group Commander of Joint Task Group Ranao, said ending the long-drawn siege at the Islamic city is the responsibility of the Philippine military.
His comments came amid the reported plan of the United States, the Philippines' strongest defense ally, to conduct air strikes against Islamic State-linked terrorists in Marawi City.

"Hindi na kailangan ng additional troops from other countries. AFP is capable, we have enough ammunition and troops. Kayang kaya po ng tropa natin to finish the mission," he said.
"Basically, sa ating Constitution, it is the responsibility of the Philippine government to protect our territory and our people, at [ang] pag-employ ng foreign troops in our territory is against our Constitution," he added.
Brawner thumbed down possible US help in conducting air strikes, citing legal impediments to having a manned or unmanned US aircraft undertake such a mission in Marawi City.
"In the mutual defense treaty, US comes to our aid if there is an external aggression. In the case of Marawi, hindi ito external aggression. In fact, we call them local terror group," he explained.
Brawner said the role of US forces in Philippine military operations is limited to technical, educational and training support.
His statements echoed that of Armed Forces Chief of Staff Eduardo Año, who said Tuesday that direct military action by the US, a Philippine treaty ally, "may only be allowed during actual invasion of the Philippines by another state actor."
The Provincial Crisis Management Committee also rejected US help in undertaking air strikes, citing the concern of civilians that even more properties may be damaged in the war-ravaged city.
Joint Task Force Marawi spokeperson Capt. Jo-Ann Petinglay said firefights have lessened since the clashes have been contained within a square kilometer of the conflict zone.
"Kung ikukumpara exchange of fires, medyo humina sila. Bakit bumaba casualty sa amin? Probably bumababa na logistical supplies nila, wala na silang resources" she said.

There are, however, still strong indications that terrorist leaders Isnilon Hapilon and brothers Omar and Abdullah Maute are still in the conflict zone despite previous reports that the leaders have been killed.
President Rodrigo Duterte previously offered a P10 million reward for the "neutralization" of Hapilon, the anointed ISIS leader in the Philippines, and P5 million each for Abdullah and his brother Omar, leaders of the terror group under their name.
Around 50 to 70 hostages are still believed to be trapped in the besieged city.
The military said 4 more civilians were rescued by the military and have already been subjected to debriefing.
Fighting between government forces and Maute extremists in Marawi City broke out on May 23 and has left at least 539 terror suspects and 122 soldiers dead.

Armed Forces Western Mindanao Command chief Lieutenant General Carlito Galvez Jr. on Tuesday called on terror group Maute to spare Mindanao State University in Marawi and the establishments near it as the institution gears up for the resumption of classes.
“I challenge the Maute, if you still have some goodness left in your heart, spare MSU from any harm,” Galvez said in a press statement.
“I dare the Daesh-inspired Maute Group to cease and desist from this and any other atrocious acts that tend to terrorize students and members of the faculty of MSU. That is the least they can do for the youth,” he added.
On Monday afternoon, Galvez and other military officials met with faculty members of MSU where they discussed the security arrangement and the schedule of classes.
Among those present were Brigadier General Ramiro Rey, commander of Joint Task Group Ranao; Dr. Habib Macaayong, MSU president; Dr. Berua, vice president for academic affairs; Dr. Paca, vice president for operation; and the other directors of the school.
Autonomous Region in Muslim Mindanao Assemblyman Zia Alonto Adiong, a member of the school's Board Regents, was also present during the meeting.
During the two-hour meeting, the attendees agreed in crafting a security plan involving everyone who has a stake in the MSU.
It was also initially agreed that the school can go on accepting enrolees until such time classes open in two weeks or on a later date.
Galvez personally explained to the attendees the need for MSU to resume classes:
“The Mindanao State University is the symbol and life of Marawi City. This is the bastion of knowledge and we will have to open classes the soonest,” he said.
“Continuing talks and assessments will be held to weigh things and ascertain the date of opening. We might have to delay it, but we will definitely have to open the MSU for our students and for our people,” he added.
According to the military statement, the MSU president and staff lauded the soldiers for listening [to their concerns] and for giving the school a chance to start classes despite the difficult circumstances.
Macaayong vowed that the school administration will actively take part in securing the inner layer of the campus utilizing hired security personnel.
The fighting between government security forces and the ISIS-Maute group has been going on for more than two months now.
A total of 528 Maute members, 122 government troops and 45 civilians have been killed in the conflict as of August 6. The whole of Mindanao remains under martial rule.

Among those present were Brigadier General Ramiro Rey, commander of Joint Task Group Ranao; Dr. Habib Macaayong, MSU president; Dr. Berua, vice president for academic affairs; Dr. Paca, vice president for operation; and the other directors of the school.
Autonomous Region in Muslim Mindanao Assemblyman Zia Alonto Adiong, a member of the school's Board Regents, was also present during the meeting.
During the two-hour meeting, the attendees agreed in crafting a security plan involving everyone who has a stake in the MSU.
It was also initially agreed that the school can go on accepting enrolees until such time classes open in two weeks or on a later date.
Galvez personally explained to the attendees the need for MSU to resume classes:
“The Mindanao State University is the symbol and life of Marawi City. This is the bastion of knowledge and we will have to open classes the soonest,” he said.
“Continuing talks and assessments will be held to weigh things and ascertain the date of opening. We might have to delay it, but we will definitely have to open the MSU for our students and for our people,” he added.
According to the military statement, the MSU president and staff lauded the soldiers for listening [to their concerns] and for giving the school a chance to start classes despite the difficult circumstances.
Macaayong vowed that the school administration will actively take part in securing the inner layer of the campus utilizing hired security personnel.
The fighting between government security forces and the ISIS-Maute group has been going on for more than two months now.
A total of 528 Maute members, 122 government troops and 45 civilians have been killed in the conflict as of August 6. The whole of Mindanao remains under martial rule.

THE Western Mindanao Command (Wesmincom) announced that the fighting in Marawi City is now confined in about a square kilometer “general area.”
Captain Jo-ann Petinglay, Wesmincom information officer, said the Maute group is believed to be holding an estimated 50 to 70 hostages while holed up in the one square kilometer area.
The fighting entered on the 79th day Wednesday, August 9. It started on May 23 when the Maute group went berserk and occupied several establishments in Marawi City.
Petinglay said they have recorded 539 Maute group members killed and 607 firearms recovered as of Wednesday, August 9. The terrorists killed a total of 45 civilians while 1,728 others were rescued.
Four of the 1,728 civilians were rescued on Friday, August 4, in the vicinity of Lake Lanao. They were able to escape from the main battle area. Three of the four are from this city while the other one from Iligan City. They were given immediate medical attention.
Petinglay said that 122 soldiers were killed as of Tuesday, August 8, due to the continuous fighting in the Main Battle area.

An armored vehicle seized by ISIS-inspired Maute group leader Abdullah Maute during the early days of the Marawi City siege has been recovered by the government, the AFP Western Mindanao Command announced Wednesday.
Westmincom spokesperson Captain Jo-ann Petinglay said the vehicle was recovered at an abandoned building in the war-torn city after heavy gunfire between the militants and the military on August 4.
"The vehicle was recovered by troops of the Joint Task Force Marawi following heavy gunfire with Maute remnants in a strategic structure previously held by terrorists," Petinglay said.
The blue armored vehicle, owned by the Davao Security and Investigation Agency Inc., went viral on social media as the terrorists hoisted an ISIS flag on it as they roam Marawi City.
Petinglay said soldiers also saw the Maute group use the same vehicle in attacking government law enforcers.
"Soldiers also said that they have seen terrorists using the same armored car when attacking soldiers' positions," Petinglay said.
She added that a tunnel used for food storage, bullets, and weapons were also found in the building
Meanwhile, Petinglay said four "healthy and unharmed" male civilians were rescued in the vicinity of Lake Lanao and underwent debriefing procedures.
"The rescued civilians were immediately brought to the nearest Army headquarters and were given immediate medical attention," Petinglay said.
As of August 6, a total of 528 Maute members, 122 government troops and 45 civilians have been killed since the clashes broke out last May 23.

Philippine military forces continued their offensive against Daesh-linked terror groups in Marawi on Thursday, the military said.
