If Duterte and his armed minions were to be believed, the New People’s Army no longer exists because it has been supposedly decimated several times over by fake surrenders and fake encounters.

The more Duterte presents himself as a victorious conqueror, the more he exposes his frustration and cowardice by speaking to the public only behind a thick bullet-proof glass. His false claims of victory are belied by the NPA’s intensifying offensives on a nationwide scale.

In fact, he has been most successful at ordering his death squads to kill unarmed social activists, including priests, journalists, teachers, health workers, lawyers, and human rights advocates. He has extended the methods of Oplan Tokhang to Oplan Kapayapaan by red-tagging, framing up, and murdering an increasing number of victims who are opposed to his regime.

He has also excelled at using his armed forces to bomb and displace rural communities of indigenous peoples and peasants to make way for socially and environmentally destructive enterprises such as open pit mining, logging, monocrop plantations and casino islands by foreign and local corporations from which he receives huge amounts of bribe.

The bloodbath that the sociopath Duterte masterminds has become so wanton and massive that he is worried to death that the day of reckoning for him is fast coming. He cannot deny that the tactical offensives of the NPA have become more effective than ever before on a nationwide scale.

He estimates that the NPA has the capability to go after him to exact justice for his grave crimes of mass murder, tyranny, treason, and corruption. Obviously, he is mortally afraid that the NPA intends to apprehend, try, and punish him for his grave crimes.

He has long been afraid of traveling by road even in his own region. He can only use the helicopter to hop from one military camp to another whenever he wants an audience in order to rant against his critics and boast of his penis and dish out vulgarities and trivialities.

Despite the Duterte regime’s psywar that it is about to destroy the revolutionary movement, the Communist Party of the Philippines, the NPA, the revolutionary mass organizations, the NDFP and the rural-based people’s democratic government are growing stronger precisely because of the tyrannical, treasonous, brutal and corrupt character of this regime.

It is reasonable for the people to expect the NPA to seek the punishment of Duterte for heinous crimes. But entities other than the NPA are also eager to punish him. These include the relatives and friends of his murder victims and the military and police officers and their personnel who are offended by his criminal misuse of the military and the police.

Both active and retired military and police officers, for either patriotic or pro-US reasons, are becoming increasingly vocal against Duterte’s sell out of the country’s sovereign rights to China and his crimes of mass murder and plunder and are preparing themselves for Duterte’s day of reckoning upon the people’s uprising as in the overthrow of Marcos in 1986. ###

A Lumad rights group condemned the killing of Datu Kaylo Bontolan, a community leader who was killed in a military encounter in Sitio Ngaran, Barangay Kipilas, Kitaotao in Bukidnon last April 7.

Jong Monzon, secretary general of Pasaka Confederation of Lumad Organization in Southern Mindanao, said in a statement on Thursday that the Lumad leaders of the Salugpongan Ta Tanu Igkanugon in Talaingod expressed grief over the death of Datu Bontolan, a council member and deputy secretary general of Pasaka.


Monzon claimed Bontolan was checking on the condition of the Manobo evacuees, who fled their homes in Talaingod, Davao del Norte due to alleged military operations and bombings, when the firefight between the New People’s Army (NPA) and government forces erupted.

“We mourn the death of Kaylo, who at his young age has sacrificed much for the defense of our ancestral land and the Lumad schools in Talaingod. He could have contributed more for the Lumad,” he said.

A photo released by the Eastern Mindanao Command (EastMinCom) dated April 9, 2019 showed a slain NPA member in combat attire, bearing resemblance to Bontolan.

Monzon confirmed it was the slain Datu leader, who appeared mostly in forums and media interviews on the plight of the Lumads.

“Oo si Kaylo na, pero pwdi nila himuon ang biskan unsa, sa usa ka maayo nga leader ug dili nana bago sa ilang hinimuan (Yes, it’s Kaylo. But they can always do anything to a good leader and that’s nothing new from what they usually do),” he said.

Lt. Col. Ezra L. Balagtey, EastMinCom spokesperson, said troopers of the Army’s 3rd Infantry Battalion, who were validating information on the presence of an armed group in the area, clashed with communist guerillas at 9:50 a.m. after the NPA members fired at government forces.

Another clash erupted at 10:15 a.m. and lasted for two hours, he said.

Balagtey said the military recovered an AK-47 rifle, an M653 rifle, an M16 rifle, three caliber .45 pistols, one improvised explosive, combat pack, personal belongings, and subversive documents.

Monzon said: “Our plight in Talaingod is comparable to ants being trampled and forced to scatter anywhere, because of Martial Law in Mindanao, where soldiers and the paramilitary Alamara have attacked us no end.”

He said Lumads would continue to stand united for their tribe and ancestral domain even if their leader died.

“Like ants we unite and resist the militarization in our communities. We know their aim is to seize Pantaron Range in our ancestral territory, which they want to plunder for mining and other ventures,” he said.

A soldier was killed in a "misencounter" in San Francisco town in Quezon province on Wednesday, Army officials said Thursday.

Private First Class Arvin Peñaranda was shot and wounded when his squad clashed with another squad during combat patrol, according to Captain Patrick Jay Retumban, spokesman for the Army's 2nd Infantry Division.

Peñaranda, who was wounded in the pelvic bone, expired while being brought to a hospital.

2nd ID commander Major General Rhoderick Parayno said the incident was a "misencounter."

"It's a misencounter, the two units were operating when they went against each other," Parayno said. "They were conducting operation against the NPA (New People's Army) at that time."

The military is conducting investigation "to clarify the incident," Retumban said.

Parayno said the firefight stopped when members of the squads recognized each other.

Eight soldiers from the Philippine Army’s 10th Infantry Battalion (IB) were slightly wounded in a clash with the New People’s Army in Barangay Nueva Vista, Don Victoriano, Misamis Occidental shortly before midnight on Wednesday, reports reaching here today said.

Lt. Col. John Andrada, 10th IB commander, said the soldiers were hurt in an explosion that followed the strafing by suspected NPA guerrillas of a military detachment at Nueva Vista around 11 p.m. on April 10.


Andrada said a reinforcement team was pursuing those involved in the strafing when an improvised bomb exploded near the barangay hall of Napangan, wounding the troops.

In the ensuing exchange of fire, several suspected rebels were also wounded, said Andrada, quoting reports from residents in the area.

As a result of the clash, 72 individuals from the area immediately evacuated to the municipal gym of Don Victoriano while 80 others rushed to the Napangan barangay evacuation center for safety.

Don Victoriano Municipal Disaster Risk Reduction Management Action Officer Raul Tambur said 80 residents failed to go to their respective evacuation pickup points due to the ongoing encounter and instead took shelter at the barangay evacuation center.

Tambur said the evacuees had been provided with meals and later with transportation assistance back to their village when the military declared it was safe for them to return home.

CAMP DANGWA, La Trinidad, Benguet – Two members of the New Peoples Army (NPA) voluntarily surrendered bringing with them their firearms to the pursuing government forces conducting intensified hot pursuit operations against the fleeing enemies of the State in the boundary of Tadian and Bauko recently.

Joint operatives of the Police Regional Office Cordillera and members of the different Infantry Battalion of the Philippine Army received the two rebels of the Kilusang Larangang Guerrilla (KLG) MARCO operating in Mountain Province, Kalinga, Abra and Ilocos Sur.


Police authorities identified the NPA surrenderee as Lito Lannip Bulawit alias Joshua, 36, alleged member of NPA rebel and a resident of Basao, Tinglayan, Kalinga who voluntarily surrendered at the Headquarters of the 503rd Brigade at Calanan, Tabuk City, Kalinga.

Bulawit give in to the joint members of Philippine Army, Tinglayan Police and Intelligence personnel of Kalinga with his long firearm described as M16 rifle caliber 5.56mm and one short plastic magazine of M16 loaded with 11 live ammunitions.

Prior to his surrender, Bulawit was allegedly recruited by Alex Bumusao alias Billy/SIPAT sometime in 2003 and joined the revolutionary forces that operates in the municipalities of Sagada, Bontoc, Besao, Tadian, all of Mt. Province. Because of hardships of living underground, and the growing disappointment from indigenous communities on the rebel leadership in the area because of undelivered promises convinced him to allegedly went lay low and hide in Barlig, Mt Province since 2016.

From that, series of intelligence negotiation were made by the army and one of his relatives since January this year that finally resulted in his peaceful surrender.

On the other hand, another rebel identified as James Maitang Biag alias Simon/Diver/RC, 49, resident of Sitio Tekdag, Brgy. Bagnen Proper, Bauko, Mtountain Province and member of the Militiang Bayan (MB) under the KLG MARCO and KLG BAMPIS voluntarily surrendered to combined police and military forces also recently.

Biag surrendered to the operatives of the Intelligence Branch of Bauko Police, members of the Philippine Army and 14RCDG.

Both surrendereed claimed that the hardship within the NPA units are unbearable including the minimal support from the community. They also state that the relentless police and military operations multiply the fear, hardship, and hunger that they are experiencing.

The PNP is hopeful that the NPA rebels and would be members will realized that the NPA leadership are deceiving them and that there is no peace in their organization and only the commanders are living a good life while, the ordinary members are suffering from hardships.

“To the public, be vigilant and do not be deceived by the propaganda of the NPA and their organizers. To those in the NPA organizations, we encourage you to surrender to the authorities and we will ensure your enrollment on E-CLIP and your reintegration to the community,” Bregadier General Israel Ephraim Dickson said. He also thanked them for returning to the government fold, and finally realizing that the armed struggle is not the solution.

BACOLOD City – The Philippine Army will not take a breather from launching offensive operations against the communist New People’s Army (NPA) during Holy Week which begins on Palm Sunday, April 14, 2019.

Brigadier General Benedict Arevalo, 303rd Infantry Brigade (303IB) commander, said all of their units will continue combat operations against the rebels.

Arevalo said they are now preparing their security plans for the Holy Week and the 2019 midterm elections next month.

He also requested the public to remain vigilant for any suspicious individuals in their area.

Arevalo added that police can also request for their assistance in securing transport terminals and they also have available K-9 units.

CAMP ELIAS ANGELES , Pili, Cam. Sur--- Three (3) members of Communist Terrorist Group (CTG) were captured in a firefight that transpired in Purok 7, Barangay Cabiguan , Pilar, Sorsogon, Wednesday, April 10.
According to the report , the combined elements of 31st Infantry (Charge) Battalion and Sorsogon-PNP were conducting security operation when they encountered the undetermined number of CTG members in the house of a certain Emmanuel Malto.

The exchange of fire lasted for almost five (5) minutes forcing the terrorists to withdraw towards the mountainous part of said place. The apprehended persons were identified as Carlito R De Guzman alyas Mario Torres/ Ka Jim, 63, married from 333 CM Recto, Sta Cruz, Manila and temporarily residing at Mabini Street, Nasugbu, Batangas; Joan V Cuesta alyas Betina Dela Cruz/ Janette Pardines /Ka Tina, 40, married, and a resident of San Vicente, Sta Maria, Bulacan; and Hugo F Fuentes alyas Ka Hugo, 70, married, and a resident of Rizal Extension, Mandaluyong City.

The authorities also recovered the following items from the possession of the said personalities: three (3) pieces of fragmentation grenade; one (1) Cal .45 pistol SN 419162 inserted with one (1) magazine loaded with six (6) live ammos, one (1) extra magazine loaded with six (6) ammos; one (1) Cal .38 revolver with SN 505591 loaded with five (5) ammos; one (1) Air Gun; four (4) pieces ammos for 9mm; and falsified documents such as TIN ID Card, PhilHealth ID Card, Driver's License and Senior Citizen Card.

The arrested CTG members were brought to Sorsogon-PPO for investigation and filing of appropriate charges. There were no reported casualties on the government side while follow up operations were immediately conducted to apprehend the CTG's cohorts.

Meanwhile, Maj. Gen. Fernando T Trinidad AFP, Commander JTF Bicolandia, gave assurance that fair treatment will be accorded to the arrested personalities and their rights will be protected. On the other hand, the Commander gave warning that legal actions will be charged against civilians who continuously support and harbor the CTGs.

He further stressed that harboring CTG members will not only endanger their lives and properties but also the whole community where they reside. Maj. Gen. Trinidad also added that the relentless operations being conducted by the government forces will continue in order to weaken and dismantle the CTG that threatens the stability and orderliness of the Bicol Region.

Operating troops of the 32nd Infantry Battalion under Lieutenant Colonel Mateo engaged in an armed confrontation with 100 Abu Sayyaf Group members under ASG sub-leader Radullan Sahiron in Sitio Bud Taming, Barangay Panglayahan, Patikul, Sulu at 10:37am today (April 11).

Firefight lasted for 40 minutes after which the enemy withdrew towards southwest direction.

The encounter resulted in one enemy killed and slightly wounding of two soldiers.

Engaged troops are on hot pursuit of the fleeing enemy.

While conducting a focused military operation, troops of the Alpha Company, 10th Infantry Battalion encountered 40 Communist NPA Terrorists in Barangay Nueva Vista, Don Victoriano Chiongbian, Misamis Occidental at 5:20am today (April 11).

A gunfight ensued after which enemy withdrew to southeast direction.

One platoon from the Bravo Company of the 10IB immediately conducted pursuit operation and engaged an undetermined number of CNTs in Barangay Napangan of the same municipality.

The two encounters resulted in the wounding of six soldiers, while casualties on the enemy side are yet to be determined.

Troops continue to scour the area.

The peace-loving people of Misamis Occidental has declared the Communist Party of the Philippines (CPP), New People’s Army (NPA) and the National Democratic Front (NDF) as Persona Non Grata through a resolution passed by the Provincial Peace and Order Council effective April 4, 2019.

During its 1st Quarter Provincial Peace and Order Council Meeting, the province which is composed of three cities, fourteen municipalities and four hundred ninety barangays, passed Resolution No. 1 Series of 2019 which states that;

“The people of Misamis Occidental must make a stand against the presence of the Communist Terrorist Group (CTG) in their respective localities in order to show its sincerity and support on the call of President Rodrigo Roa Duterte to end the insurgency in our country.”

“The people of Misamis Occidental are already fed-up with the 50 years of lies and atrocities of these bandits against our people for their criminal acts and violations of the International Humanitarian Law.”

“The local chief executives (LCEs) in Misamis Occidental have stressed that their constituents want to live in a peaceful, prosperous and happy community that is insulated from the brutal war that the communist terrorists have waged for decades.”

According to Brigadier General Bagnus Gaerlan, Jr., commander of 102nd Infantry (IGSOON) Brigade that operates on the said province, “This bold move is a great help in our effort to protect the communities from the atrocities of the communist terrorist group.”

“With the declaration, the CTG will have a small chance of recruiting our people especially the farmers, the youth, women and the indigenous people to join this terrorist movement. Likewise, we are expecting an enhanced cooperation between and among the people in giving information on the whereabouts of these terrorist group,” BGen Gaerlan added.

Meanwhile, Joint Task Force ZamPeLan Commander Brigadier General Roberto Ancan expressed, “This audacious action by the local government unit of Misamis Occidental headed by Governor Herminia Ramiro, will ease and hasten our campaign against the terrorist group.”

“With the help of the local communities, local chief executives and other stakeholders, we can end the insurgency, attain a just and lasting peace and continue with the progress and development in the province,” Ancan concluded.

Military troops turned over the remains of a soldier and two members of the CAFGU Active Auxiliary that were engaged by Abu Sayyaf militants in Basilan on April 10.

Troops identified the casualties as Private First Class George Esguerra, CAA Francisco Lospo, and CAA Alpi Sabdilon Talaji.

Soldiers from 68th Infantry Battalion turned over the remains of CAA Talaji to his relatives in Barangay Kaum-Air, Sumisip.

Troops further brought the remains of CAA Lospo to his relatives in Isabela, Basilan, while the cadaver of Pfc Esguerra was transported to Zamboanga City for proper disposition.

Abu Sayyaf militants engaged said personnel while the latter were on their way to buy supplies in Upper Benembengan, Sumisip at 8:45am on Wednesday. Military troops immediately proceeded to the area of incident and recovered the remains.

“Families of our slain comrades in arms will be assisted by the armed forces. We express our condemnation and mourn over the loss of the AFP and of the families of the departed,” said Lieutenant General Arnel Dela Vega, Western Mindanao Command chief.

“We continuously operate against Abu Sayyaf militants and work with the Basileños for peace and development to be sustained in the province,” he added.

NSFA, Panacan, Davao City - The Eastern Mindanao Command undergo a third-party assessment after the Multi-Sector Governance Council (MSGC) convened the first meeting and assessment for Calendar Year 2019 at Headquarters Eastmincom, Naval Station Felix Apolinario, Panacan, Davao City on April 10, 2019.

The meeting was called upon as part of the continuous involvement of the different sectors in the organizational transformation of the Command to contribute to the theme "AFP You Can Trust" and the overall transformation of the Armed Forces of the Philippines into a world-class organization.



The meeting dwelled on the review and assessment of the Command's milestone for 2018 and 1st quarter 2019 on its primary function and mission of peace and security in Eastern Mindanao.

It likewise scrutinized its effort to strengthen and raise the organizational capability and capacity in pursuing its mission and function.



Furthermore, lengthily discussed was the role of the military particularly in the "whole of nation approach" which was adopted by the government as a major strategy in ending the conflict in the country.

Meanwhile, Lt. Gen. Felimon T. Santos Jr., the Commander of Eastern Mindanao Command expressed his appreciation to the continuous involvement of the group and their contribution to the Command's transformation.

The MSGC is Chaired by Mr. Sebastian Angliongto of Davao City Chamber of Commerce, divided into four sub-committees namely: Strategy Assessment and Review; Resource Planning and Generation; Communications and Advocacy; Governance and Policy.

Health workers' groups on Thursday, April 11, slammed the government for branding one of their own as a communist front, saying this exposes their members to even more harassment and attacks.

The groups made the statement in after National Security Adviser Hermogenes Esperon Jr included the Alliance of Health Workers (AHW) in a list of non-governmental organizations accused of fronting for the Communist Party of the Philippines (CPP).

In a press conference on Thursday, Cristy Donguines of AHW–Jose Reyes Memorial Medical Center detailed her experience of harassment even before AHW was red-tagged by the government.

Donguines shared how some people who identified themselves as police went to their workplace and conducted surveillance.

“Talagang kina-qualify nila na ang mga organisadong organization na katulad namin na tayo ay mga banta sa ating gobyerno. Ang mga pinaglalaban natin ay hindi naman para sirain [ang gobyerno], ang pinaglalaban lang natin ay para sa atin, para sa pamumuhay," she said. (They're really qualifying organized groups like ours as threats to the government. But what we're fighting for is not to destroy the government, what we're fighting for is our livelihood.)

Aside from AHW, the Council for Health and Development (CHD), Health Alliance for Democracy, Health Action for Human Rights (HAHR), Health Sector Against Tyranny (HealthSTAT), Filipino Nurses United (FNU), Laban Nurses, Nars ng Bayan, and Prescription for Peace also called on the government to stop red-tagging progressive groups that only seek for adequate social services for Filipinos.

'Irresponsible, malicious propaganda'

Dr Edelina dela Paz, HAHR chairperson and HealthSTAT co-convenor, warned of the consequences of the “irresponsible and malicious propaganda” linking health workers to the CPP.

She cited the number of health workers killed and the overall culture of impunity in the country as soldiers “get orders from a President who does not respect human rights.”

“Nakakatakot kasi ang security ng aming mga health workers ay nakataya lalong-lalo na kapag ikaw ay na-tag na CPP-NPA front (It is frightening because our security as health workers are on the line especially when we are tagged as a CPP-NPA front),” she said.

“This we strongly protest because they are violating our rights as health workers to work and function as health workers, to serve the people whom we are duty-bound to serve,” Dela Paz added.

Uncalled for

Several health workers had received death threats through text messages while doctors and other health workers stationed in faraway places would often get their photos taken and trailed by unknown individuals, according to eports from AHW and CHD.

Dr Eleanor Jara of CHD said such harassment was uncalled for, considering their sacrifices.

“Ang mga health workers ay naglilingkod nang buong-puso at mababa ang salaries nila pero nagtatagal sila dahil mahal nila ang kanilang gawain. Gusto nilang magsilbi sa ating mga kababayan na mas nangangailangan. Tigilan ninyo ang pagsasabi na sila ay mga komunista. Sila ay naglilingkod,” Jara said.

(Health workers serve wholeheartedly and they stay in their jobs despite low salaries because they love what they are doing. They want to serve our countrymen who are in need. Stop tagging them as communists. They are only serving.)

Same lines

Esperon, in a letter, asked the European Union to stop funding NGOs on the government list, claiming that they were being used to recruit for the CPP.

Groups on the list have denied the allegation.

Human rights groups have consistently denounced the government for red-tagging, profiling, and surveillance. In March 2018, the Department of Justice sought to tag several activists and leaders of progressive groups as terrorists.

Eleanor Nolasco of Filipino Nurses United said they remained unfazed amid such threats.

“Bagamat ito nga ang ginagawa ng ating pamahalaan laban sa ating mga health workers, itutuloy pa rin namin ang aming mga adbokasiya at pag-mobilisa (Despite the government’s actions against health workers, we will continue to push for our advocacies and mobilize),” she said.

ZAMBALES, Philippines – In a naval base facing the West Philippine Sea, Philippine and US troops on Thursday, April 11, descended full force in a mission to take control of the shores from a common enemy.

Aircraft flew overhead, ordnance were dropped on the land below, and over 200 marine corps from the countries’ combined forces arrived from amphibious assault vehicles to lay claim on the North Beach of the Naval Education Training Center in San Antonio, Zambales.

The mission was elaborate. It was also scripted.

The amphibious exercises on Thursday were the last in Balikatan 2019, a nearly two-week long event where troops from the Philippines, United States, and Australia undergo training that would better prepare them for real battle.

The annual Balikatan 2019, now in its 35th iteration, also aims to strengthen interoperability and reinforce ties between the Philippines and its oldest treaty ally, the US.

What took place: True to its name, the amphibious landing exercise saw Philippine and US marine corps carry out the mission shoulder to shoulder or "balikatan" in Filipino.

The drills, composed of several waves, started at about 9:15 am, with the Philippines’ OV 10 and US’ MV-22 Ospreys aircraft performing simulated close air support. Dropping ordnance, the aircraft set the scene for US and Filipino marines to set foot on shore.

About 160 US marines then made their way towards land on 7 amphibious assault vehicles (AAVs). The vehicles departed from the US Navy’s USS Wasp, sailed their way to shore, and continued to run on dry land.

From there, some 50 Filipino troops followed on 4 AAVs, which departed from the Philippine Navy’s BRP Tarlac. After this, they carried out combat operations as the main effort to clear out the enemy.

Once this was done, the forces declared victory.

What are the exercises for? One of the biggest takeaway for both countries’ armed forces was preparation for possible future conflict.

The exercises focused on improving interoperability between US and Philippine troopers so both forces grow familiar with the way each one moves and communicates on the battle field.

For the Philippines, the use of AAVs in the exercise also served as training for when its own armed forces receive them for the first time. Four AAVs are expected to arrive from South Korea later this year.

“AAVs [are] used to project combat power from the sea and shore…. The tactics, techniques, and procedures that they [Filipino marine corps] can get from this exercise from the US counterpart will be very beneficial for us,” said Balikatan Public Affairs Director Lieutenant Commander Liezl Vidallon.

US highlight

As for the US, the highlight was the F-35B Lightning II Joint Strike Force (JSF) – the world’s most advanced multi-role stealth aircraft – aboard the USS Wasp. It was the first time the aircraft was featured in the Balikatan exercises.

Though the stealth jets were not deployed and remained onboard the USS Wasp, US Balikatan Exercise Media Officer 2nd Lieutenant Tori Sharpe said the F-35s were brought to the joint exercises for the first time to understand how to “best employ their capabilities” in the Indo-Pacific region.

Despite rising tensions brought about by China’s expansive claims in the West Philippines Sea, both the US and Philippines repeated the exercises were not aimed at anyone. Its main purpose, they said, was to strengthen cooperation between the two forces.

ZAMBALES, Philippines – The world’s most advanced multi-role stealth aircraft, the F-35B Lightning II Joint Strike Force (JSF) featured in the 2019 Balikatan exercises for the first time in its history as the jets sat aboard the US Navy’s USS Wasp warship during an amphibious exercise on Thursday, April 11.

Though the aircraft were not deployed, their presence remained heavy as marine corps from the United States and Philippines conducted amphibious exercises in the Naval Education Training Center in San Antonio, Zambales.

Asked what they were here for, US Balikatan Exercise Media Officer 2nd Lieutenant Tori Sharpe said the F-35s took part in the exercise to understand how to “best employ” their capabilities in the region.

“The purpose of the F-35s being part of exercise Balikatan for the first time is to promote interoperability and understand the capabilities in how they can be applied in the Indo-Pacific region,” she said.

Beyond the yearly joint exercises between the US and the Philippines, presence of the F-35s made headlines in several news outlets across the region.

The USS Wasp, on which they were onboard, supposedly sailed near Scarborough Shoal – an area claimed by both the Philippines and China.

The amphibious exercises took place on a naval base in San Antonio, Zambales, facing the West Philippine Sea. It is also over 200 kilometers from Scarborough Shoal.

Asked whether the ship did sail near the area, Sharpe said the exact location of the USS Wasp could not be disclosed due to “security reasons.”

“For security reasons we can't disclose the exact movement of the Wasp. However, the USS Wasp is participating in this region as part of exercise Balikatan…annual training conducting regular training to improve their capabilities, their readiness and their ability to promote stability in the region,” she said.

A show of force

For veteran defense reporter Manny Mogato, the presence of the F-35s in this year’s Balikatan exercised marked a shift in the US’ counterterrorism strategy to a “great power competition.”

“The appearance of the United States Marines Corps’ F-35B marks Washington’s departure from its counter-terrorism engagement with Manila…. The United States is confident it can now shift its gears to face rivals Russia and China after the last stronghold of Islamic State militant forces…fell to allied forces-backed Arab and Kurdish forces,” Mogato said in an articleposted on Rappler.

With the war on terror subsiding, Mogato said “great power competition begins as nuclear weapons-capable countries start a deadly arms race to develop, test, stockpile and deploy ballistic missiles.”

The quiet show of force brought by the presence of the F-35s during the exercise comes amid rising rising tensions brought about by China’s incursion in the West Philippines Sea.

Addressing this, United States Balikatan Exercise Director Brigadier General Chris McPhillips earlier said the drills were not aimed at any country. Both US and Philippines maintained the main purpose of the drills were to strengthen cooperation between the two forces.

The combined troops of the 3rd Infantry Battalion, 56th Infantry Battalion and 101st Division Reconnaissance Company (DRC) figured in five combat encounters against the New People’s Army in one day.

The said operation led to the recovery of recovery of five high-powered firearms, two fragmentation grenades, and one improvised explosive device.

Col. Nolasco Mempin, the commander of the 1003rd Infantry Brigade, said the troops encountered members of the Front Committee 56, Sub-regional Command 5, Southern Mindanao Regional Committee at the outskirts of Barangay Sinuda, Kitaotao, Bukidnon.

Mempin said the skirmishes also led to the recovery of a 20-meter wire, one generator set, five backpacks, seven cellphones, one power bank, and subversive documents.

On April 7, one unidentified rebel was killed when a platoon from the 3rd IB clashed with the same group at 10:20 a.m.

After 15 minutes, the rebels fled triggering another clash with another platoon from the same battalion. That lasted for nearly half an hour and resulted in the recovery of AK-47 rifle; one LED switch; five backpacks; seven cell phones; two grenades; one power bank; and subversive documents.

At 2:28 p.m. of same day, approximately half a kilometer away from the previous encounter, combined troops of the 101st DRC and 3rd IB intercepted the fleeing rebels. A 40-minute firefight ensued, leading to the recovery of four AK-47 rifles, one piece generator, and medical paraphernalia.

Another two separate clashes near the previous skirmishes transpired later in the afternoon between the same group and different platoons of 3IB.

Col. Nolasco Mempin, the 1003rd Infantry Brigade commander, said the rebels are “all exhausted and suffering because of lack of food and proper medication.”

Abu Sayyaf militants ambushed an army soldier and two government militias in Basilan, one of 5 provinces under the restive Muslim autonomous region in southern Philippines, officials said Thursday.

Officials did not release the names of the casualties, but said the trio was travelling on two motorcycles in the village of Upper Benembengan in Sumisip town when gunmen attacked them.

The Wednesday ambush occurred while the whole of southern Philippines is under an extended martial rule due to threats of terrorism. The attack occurred at the same time the United States warned its citizens not to travel to the restive region because of persistent threats of terrorism.

The military previously claimed that Basilan is now peaceful following the surrender of dozens of militants over the last two years, but despite the rhetoric, sporadic attacks against security forces and civilians still continue.

Basilan, about 29 nautical south of Zamboanga City, is a major stronghold of Abu Sayyaf being the place where the militant group is founded by its chieftain and Islamic preacher Ustadz Abubakar Abdurajak Janjalani in the 1990s.

Janjalani was eventually killed by a policeman in a firefight on December 1998, but the group continued its terror in the South, embracing the violent campaigns of ISIS in an effort to establish a caliphate on Mindanao.

Fighting erupted Thursday between pro-ISIS group Abu Sayyaf and army soldiers in Sulu province in southern Philippines, the military said.

It said the clash erupted in Panglayahan village in Patikul town after soldiers ran into a group of Abu Sayyaf leader Radulan Sahiron. The fighting lasted 40 minutes. “The encounter resulted in one enemy killed and slightly wounding of two soldiers. Engaged troops are on hot pursuit of the fleeing enemy,” it said in a statement.


Just early this week, soldiers also clashed in Patikul’s Bangkal village and killing 2 militants, one of them Barak Ingog, helped faciliate twin suicide attacks by an Indonesian ISIS couple on a Catholic church in the capital town of Jolo in January this year that killed and wounded dozens of people, mostly civilians and soldiers.

The other slain gunman, Nasser Sawadjaan, was a nephew of Abu Sayyaf leader Hajan Sawadajaan. Security forces mounted massive operations in Sulu since early this year as part of President Duterte’s order to the military to destroy the Abu Sayyaf, whose leaders pledged allegiance with ISIS. The operations had resulted in the recovery of 2 Indonesian and a Malaysian fishermen held by the Abu Sayyaf on Simisa Island off Sulu. However, two of the hostages, Malaysian Jari Abdullah, eventually died in hospital in Zamboanga City from a gunshot wound, and Hariadin drowned while escaping the fighting between troops and militants.

Sulu Governor Toto Tan deployed social workers and dispatched food aid to assist villagers who were affected by the military campaign.

TUGUEGARAO CITY, Cagayan -- The Armed Forces of the Philippines (AFP) assured that they are ready to provide security forces to ensure peace and order in the region's election hotspot areas.

Colonel Laurence E. Mina, commanding officer of the 502nd Brigade, said they have ready battalions to be deployed in the identified election hotspots should the Commission on Elections (COMELEC) will be needing their assistance.

According to COMELEC, Jones town in Isabela is the only identified election hotspot and an area of concern in the May 13 midterm polls in the Cagayan Calley region.

“We have trained our personnel for that purpose to ensure their readiness in providing security for this midterm elections,” Mina said.

He, however, clarified that their soldiers’ role during the elections is to provide security for the outer core as the police officers are in the frontline.

Meanwhile, Mina said they are now monitoring politicians and political parties that have given “permit to campaign” fees to rebel groups.

“We are giving stern warning to these politicians or political parties not to accede to the demands of the rebels. Should we found out that they connived with the red groups, then we will be forced to file charges against them,” Mina said.

The commanding officer said they are also ready to provide security detail for politicians who are being threatened by the New Peoples’ Army in their campaign rallies.

Youth leaders from different groups here converged for a three-day leadership summit for new learning experiences that could help them become more efficient and responsible leaders of the millennial generation.

This year’s Youth Leadership Summit, which ran from April 7-9, marks the third edition of its installment, jointly organized by the City Government of Tagum, Youth for Peace Movement Tagum, 1001st Infantry Brigade, 71st Infantry Brigade, Tagum City Youth Development Office and Youth for Peace Movement.

Over 500 youth leaders participated in the said activity, which took place at the Energy Park and Tagum City Trade School.

A series of team building activities were set for the campers to develop camaraderie and unity, all the while adding fun and excitement to the leadership summit.

Various academic competitions were also held during the activity.

Advocating for peace and cultural sensitivity was also one of the summit’s main features; thus, activities that reflect such advocacies were also conducted such as the Peace Bonfire during the opening night, Shower for Peace, and Paglupog ng Katigaman (The Amazing Race: Cultural Communications Edition).

Other than the activities that required physical engagement, the minds of the participants were also fed with informative facts from the discussions and lectures given by highly-esteemed speakers.

Among the topics discussed in the series of seminars were Responsible Social Media Engagement, Sustainable Development Goals, Violent Extremism, Voters Education, The Power of Youth in the Electoral Exercise, Social Entrepreneurship and Elevator Speech, among others.

The summit also became an avenue for the young leaders to participate in tree planting and soil bagging activities, strengthening their will to protect the environment.

Government troops continue to track down members of the New People’s Army (NPA) involved in two clashes with soldiers in the towns of Basey and Pinabacdao, Samar province early this week.

“We already tracked them down and we will not stop running after them for the welfare of our people,” said Maj. Gen. Raul Farnacio, commander of the Philippine Army’s 8th Infantry division, in a statement issued Wednesday.

On Sunday, troops from the Army’s 87th Infantry Battalion clashed with communist rebels in Manlilinab village in Basey town. The military operation is in response to reports from residents about the presence of an armed group conducting extortion activities in the area.

“This is a clear example that the communities have already recognized the security efforts of the government and the populace now rejects the communist NPA terrorists who are conducting propaganda and extortion in the far-flung villages,” Farnacio added.

Two soldiers were wounded during the five-minute firefight. The military believes that some of the NPAs were also injured as indicated by blood stains “along the way of their escape.”

On Monday, soldiers from the 46th Infantry Battalion had an encounter with rebels in the upland Canlobo village, Pinabacdao town. The military believes that this group of rebels fled from government troops in Basey town.

The troops recovered live ammunitions and empty shells for M16 rifles and a sack of sweet potato. No one from the government side was hurt during the brief clash.

“I am calling on the families, relatives and friends of our misguided brothers to persuade their family members turned NPAs, to return to the mainstream society, to go back to their respective families and feel the warm embrace and comfort of their loving sons and daughters. Encourage them to avail the Enhanced Comprehensive Local Integration Program of the government,” Farnacio added.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

BAGUIO CITY -- The Technical Education and Skills Development Authority (TESDA) in the Cordillera Administrative Region (CAR) will provide an institution-based and community-based training for rebel returnees and members of the indigenous peoples (IPs).

“TESDA has launched the Rural Employment Generation for Social Equity (REGSE) projects which is in accordance with the Enhanced Comprehensive Local Integration Program (E-CLIP), the Executive Order No. 70 also known as the ‘Task Force Balik-Loob’,” TESDA-CAR officer-in-charge Manuel Wong said on Thursday.

The REGSE program is in line with President Rodrigo Duterte’s advocacy in reintegrating former rebels (FR’s) back to society, helping IPs and other special clients improve their living conditions.

Wong said they were able to provide technical-vocational training to 119 rebel returnees last year as part of the government’s effort to give them a better life when they go back to mainstream society.

"I am assuring you that TESDA-CAR will be providing better services to all of our clients and make government more visible to beneficiaries," he said.

Currently, the regional and provincial offices of the TESDA are in coordination with the Philippine National Police, National Commission on Indigenous Peoples, and the Armed Forces of the Philippines for collaboration programs.

CITY OF SAN FERNANDO, Pampanga -- An exhibit showcasing stories of the country’s World War II heroes opened at the San Fernando Old Train in Barangay Sto. Niño, this city on Wednesday.

This is in line with the City Government of San Fernando’s commemoration of the 77th anniversary of the Death March, paying tribute to the patriotism of Filipinos.

Titled “War of Our Fathers”, the exhibit is a project of the city government and the Philippine Veterans Bank. It features several photographs, write-ups and artifacts captured and used by Filipino freedom fighters during the war.

Renato Claravall, president and chief operating officer of the Philippine Veterans Bank, said the exhibit would convey to the younger generation the stories of the heroes during the war.

“This Death March anniversary we are celebrating (is) an example of valor, strength, discipline, and commitment, which many people do not understand, especially the younger ones. That is why we are bringing up the stories of our fathers through an exhibit,” Claravall said.

The exhibit will run until April 15.

City tourism officer Ching Pangilinan, meanwhile, said the city serves as a tool to encourage every Fernandino to trace the contribution of Pampanga and San Fernando to the rich history of the war.

“Pampanga remains to be one of the noble and heroic places, not just by sending soldiers (to) the World War II but also through Hukbalahap veterans who also contributed their own efforts. In the City of San Fernando, we do not forget its rich history and tradition. Every year, we give honor, not only to our forefathers but also to their families,” Pangilinan said.

The city government also held a wreath-laying ceremony at the Death March Marker at the San Fernando Old Train Station, which also played a vital role during the Bataan Death March in 1942.

The National Coast Watch System (NCWS) regional coordinating center central (RCCC) on Thursday launched an inter-agency-coordinated maritime patrol to ensure safety and security in the Visayan waters.

Philippine Coast Guard (PCG) District Central Visayas commander, Commodore Ronnie Gil Gavan, said the activity was the “first-ever coordinated maritime safety and security exercises in Central Visayas” in support of the tourism industry in the region.

Gavan led the 150-strong contingent from the PCG in conducting the maritime patrol, while Commander Roldydin Cris Sergio, chief of the Naval Task Group 50.1 Stingray, led more than 100-strong naval troopers from the Naval Forces Central (Navforcen).

Judilyn Quiachon, senior tourism officer of the Department of Tourism (DOT)-7 (Central Visayas) who represented DOT-7 Regional Director Shalemar Tamano in the event, thanked the Coast Guard and the Navy for ensuring the safety of tourists visiting the region.

Lt. Junior Grade Michael Encina, PCG-Central Visayas spokesperson, said the maritime patrol aimed to project Central Visayas as a safe area for both local and foreign travelers.

“Because of the upcoming Holy Week and the summer season, we can expect influx of high volume of maritime passengers as well as tourists who are visiting the most visited tourist spots in the Visayas,” Encina told the Philippine News Agency (PNA) in an interview.

“The maritime Visayas is the top tourist destination in the country. Central Visayas alone hosted eight million tourists in 2018. They, in turn, infused around PHP30 billion to the local economy,” Encina said.

The PCG-Central Visayas dispatched two Coast Guard vessels for the exercises, while the Philippine Navy Task Group 50.1 Stingray deployed three naval vessels. The Bureau of Fisheries and Aquatic Resources (BFAR) sent its PCG-manned Monitoring Control and Surveillance ship, Encina said.

The PCG also deployed its medical responders team and its K9 special operations unit (SOU), he added.

“Given these very wide region’s huge impact to the country’s GDP, ensuring safety and security of tourists and all users of the sea make it imperative for the participating agencies to operate and move -- although in limited resources -- in one motion,” he said, stressing that the movement of the vessels in the exercises is guided by “a strategic concept called One Nation Engagement (ONE) at Sea.”

Encina explained that the Coast Guard and the Navy can interoperate to become a single force in giving “more reliable and credible service to the Filipino people.”

Created under Executive Order 57 signed in 2011, the National Coast Watch System is “the central inter-agency mechanism for a coordinated and coherent approach on national maritime issues and maritime security operation towards enhancing governance in the country’s maritime domain.”

As a maritime coordinating center, it is placed under the Office of the President.

The military has launched pursuit operations against the Abu Sayyaf Group (ASG) bandits behind Wednesday's ambush that killed three government troops in the hinterlands of Basilan province.

Col. Gerry Besana, Western Mindanao Command (Westmincom) information officer, said the Joint Task Force Basilan, immediately launched the pursuit operations upon receiving the report on the ambush.

Besana on Thursday said the ambush occurred in Sitio Talisay, Barangay Upper Benembengan, Sumisip, Basilan province at about 8:45 a.m. Wednesday.

The identities of the three slain troops were not immediately released, but Besana said they were all assigned to the Talisay military detachment.

Besana said the three were aboard two motorcycles on the way to buy supplies for the Talisay detachment when the ASG bandits ambushed them. They succumbed to multiple gunshot wounds.

Lt. Gen. Arnel dela Vega, Westmincom chief, said the ambush was a diversionary move of the ASG bandits as they continue to evade the advancing troops.

“The ambush is a clear manifestation that the Abu Sayyaf Group is incapable of engaging combat troops who are conducting intensified operations in the area. Rather, they are resorting to diversionary tactics to disrupt the peaceful situation in the province,” dela Vega said.

“We would like to express our deepest sympathy to the bereaved family of our valiant troops. Rest assured that they will be provided with all sorts of assistance,” he added.

Troops belonging to the Army's 88th Infantry Battalion clashed with members of the New People’s Army (NPA) in Quezon town, Bukidnon, on National Valor Day (Araw ng Kagitingan), the military said Wednesday.

The 15-minute encounter occurred around 12:55 p.m. Tuesday in a forested area of Barangay Santa Felomina, the 88IB said in a statement.

It added the NPA rebels were believed to be under the NPA’s Sub-Regional Command (SRC) 2, North Central Mindanao Regional Committee (NCMRC).

According to the military, the 88IB troops were conducting focused military operations in the area after residents tipped-off the authorities on the presence of communist guerillas.

The residents reportedly complained of the NPA's extortion activities, forcibly demanding the civilians to give food and other supplies to the rebel movement.

"These unlawful acts brought anxious feeling and fear for the residents in the area and their families," the 88IB said.

Lt. Col. Franklin Fabic, the newly-installed 88IB commanding officer, said the latest clash was a proof that the NPA was "desperate in trying to recover and restore their lost mass bases since their supporters have completely turned their backs on them."

The NPA's alleged extortion activities, Fabic said, "also showed that the NPAs are suffering from a shortage of food supplies brought about by cautious combat operations" of the military.

Fabic warned the rebel group that the military will continue to "hunt them down wherever they go".

"But for those who want to surrender, we are offering our hands to you. Return to the folds of law and the government has many programs for you to start a new life," he said.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

Six soldiers were wounded in two separate clashes against the New People’s Army (NPA) rebels in Misamis Occidental, the military reported Thursday.

Col. Gerry Besana, Western Mindanao Command (Westmincom) information officer, said the first firefight occurred at around 5:20 a.m. Thursday in Barangay Nueva Vista, Don Victoriano Chiongbian, Misamis Occidental.

Besana said the Alpha Company of the Army’s 10th Infantry Battalion was on focused military operation when they clashed against some 40 NPA rebels.

Besana said the NPA rebels fled to the southeast direction of the clash site following a few minutes of firefight.

The second encounter happened several minutes later when the Bravo Company troops of the Army’s 10th Infantry Battalion pursued the fleeing NPA rebels in Barangay Napangan, also in Don Victoriano Chiongbian town.

Besana said the injured soldiers were taken to the hospital “while casualties on the enemy side are yet to be determined.”

An Abu Sayyaf Group (ASG) bandit was killed while two soldiers were wounded in a firefight as the military continued its offensive against the ASG in Sulu, a military official said Thursday.

Col. Gerry Besana, Western Mindanao Command (Westmincom) information officer, said the firefight broke out in Sitio Bud Taming, Barangay Panglayahan, Patikul, Sulu at about 10:37 a.m. Thursday.

Besana said firefight broke out when troops under the Army’s 32nd Infantry Battalion chanced upon some 100 bandits under ASG leader, Radullan Sahiron.
Sahiron, also known as the one-armed bandit leader, is the oldest among the existing ASG leaders in the province of Sulu.

Besana said the 40-minute firefight resulted in the death of an ASG bandit and injured two soldiers. The ASG bandits withdrew towards the southwest direction.

The troops “are on hot pursuit of the fleeing enemy,” he said, adding that military offensives are ongoing in a bid to rescue the hostages from the hands of the ASG bandits in Sulu.

The Sulu-based ASG bandits are still holding more than five captives, including foreigners.

Personnel from the Philippine and US Army, Marine Corps and Air Force on Wednesday participated in so-called "Combined Arms Live Fire Exercise" (CALFEX) at Colonel Ernesto Ravina Air Base, Crow Valley, Camp O'Donnell, Tarlac.

CALFEX is part of this year's "Balikatan" exercises, which started April 1 and will conclude on Friday.

“Service members from across the Philippine and US militaries came together using their ground maneuver, artillery, mortars and air elements to successfully execute this complex live fire event,” 1-2 Stryker Brigade Combat Team commander, US Army Col. Leo Wyszynski, said in a message to reporters.

“Throughout the exercise, from planning to execution, we've shared tactics and techniques that will allow us better operate together to ensure regional stability,” he added.

During the exercise, supporting air and ground combat elements worked together to provide indirect and suppressing fire, in order to allow the main ground combat element to advance and destroy the notional enemy.

Once the combined team neutralized the hypothetical threat, they consolidated in preparation for potential follow-on orders.

“The CALFEX does not only showcase the Philippine and US militaries’ capabilities in combined arms, it also highlights how both militaries work together in joint operations," 1st Brigade Combat Team commander, Philippine Army Brig. Gen. Leopoldo A. Imbang Jr. said.

The exercise tested the service members’ maneuver warfare skills and strengthened their ability to fight together. Training events such as CALFEX help participating forces maintain a high level of responsiveness and enhance combined military-to-military relations by enabling a multinational, multi-service cadre of troops to work together towards accomplishing a common goal.

“Without a doubt, training over the last week has increased the readiness of our forces,” Wyszynski said.

“It was an honor to work with the Philippine Army's first ever Brigade Combat Team, the Aegis Brigade, throughout Balikatan and during this exercise. We have learned a great deal about operating in this tropical environment from their leaders and soldiers,” he added.

The CALFEX was part of a broader series of joint Philippine-US interoperability events during "Balikatan", which also includes an amphibious exercise, military operations in urban terrain, and aviation operations. Exercises like "Balikatan" strengthen the longstanding alliance between the Philippines and United States.

The United States remains committed to promoting military-to-military relations and interoperability with the Philippines and other regional allies and partners to promote regional security.

A resolution rebuking some members of the United States Congress for interfering with the country’s judicial process has been filed at the Senate.

Senate President Vicente Sotto III, along with Senators Panfilo Lacson and Gregorio “Gringo” Honasan II, filed late Wednesday Philippine Senate Resolution 1037, which expresses the strong sense of the Senate to rebuke two US resolutions for being an “affront to the sovereignty” of the Philippines and an “undue interference” on its judicial process.

The proposed US resolutions called on the Philippine government to free detained Senator Leila de Lima and drop charges against Rappler CEO Maria Ressa.

"(I)t is submitted that the said Resolutions are highly inappropriate and unbefitting, considering that the Philippines is no longer a vassal or a colony of the United States of America but a sovereign state and a member of the family of nations governed by its own municipal laws and the generally accepted principles of international law," the Philippine resolution read.

"Contrary to the assertions of the members of the US Congress in their respective resolutions, the Philippine Government adheres to the observance of the principle that ours is a nation governed by laws and not of men as stated and guaranteed by no less than the Preamble of the 1987 Philippine Constitution,” it added.

In a text message, Lacson said he hopes the measure will reach the US Congress once approved in plenary.

“At this point, it is hard to second guess if the minority bloc will support the adoption of the said resolution. SP Sotto, Sen. Honasan and myself saw it fit to express our sense to call out the US legislators and remind them that we are no longer their colony after July 4, 1946,” Lacson said.

“Once approved in plenary, even if it’s not transmitted officially to Capitol Hill, I’m sure those concerned will find out about it, either through the US embassy or media,” Lacson added.

The Chinese government may explain the presence of Chinese vessels suspected to be maritime militia during the 2nd Belt and Road Forum for international cooperation to be held on April 25 this year in Beijing, Malacañang said on Thursday.

Presidential Spokesperson Salvador Panelo said he had no knowledge whether President Rodrigo R. Duterte would raise the issue during his attendance there, but Chinese officials might tackle it themselves.

“My educated guess is since we have already raised that, they may respond to that during the bilateral talk,” Panelo said in a Palace briefing.

“They will have to respond to our protest -- a salvo of protest,” he added.

Chinese President Xi Jinping invited Duterte to attend the Road and Belt Forum during his official state visit to the Philippines in November 2018.

Since the Philippines has already filed a "salvo of diplomatic notes" against China, Panelo said it is up to the former to respond to them during the scheduled bilateral talks.

Panelo maintained that Duterte’s decision to shelve arbitration win of the Philippines over the West Philippine Sea (South China Sea) to prioritize friendly bilateral ties with China is effective.

“I think so, because unang-una, in-open natin yung sarili natin sa pakikipag-kaibigan sa kanila. Masama ang relasyon sa kanila noon di ba(because we opened ourselves to friendship with them. We used to have a bad relationship with them, right)?” Panelo said.

Panelo noted that despite the sea row, China gave the Philippines PHP370 million worth of arms and ammunition during the Marawi siege in 2017 and funded a 150-bed rehabilitation center in Agusan del Sur.

“Kumbaga may mga tulong na binibigay sa’tin (They have been helping us in times of need). We’re returning the courtesy,” Panelo said.

‘Calibrated response’

Panelo, meanwhile, defended anew the Philippine government’s “calibrated response” to the presence of Chinese vessels in the disputed waters noting that it was part of their efforts to “reciprocate” China’s assistance.

“Palaging (It should always be a) studied response tayo or calibrated response, which means vina-validate muna natin (we have to validate it first),” Panelo said.

“Hindi naman tayo reckless na may nagsumbong lang na ‘o, may mga vessel dun’ (We’re not reckless that when someone reports to us that there are vessels there) we will be making reckless statements,” he added.

He said part of the country’s effort to reciprocate China’s assistance is to be “diplomatically kind” but at the same time, asserting Philippine sovereignty.

“By being diplomatically kind to them with respect to whatever action they’re doing at the same time, asserting our sovereignty and our determination not for any foreign country to intrude into our sovereignty,” Panelo said.

“We are kind in the sense that we are courteous to them but with respect to sovereignty issue, ibang usapan na ‘yun (that’s a different story). We have to assert our sovereignty,” he explained, in a chance interview with reporters.

Panelo, however, said given their friendship, China should also refrain from intruding on Philippine territorial property.

“We’re supposed to be friends and as the President says, friends don’t do that. If we are friends, then we should be friendly in terms of our actions,” Panelo said.

"It's non-negotiable," he added.

The amphibious landing exercise which took place off Naval Education Training and Doctrines Command in San Antonio, Zambales on Thursday is a great opportunity for Philippine Marine Corps (PMC) units to get a first-hand look on the capabilities of the American amphibious assault vehicles (AAV).

"The amphibious operation serial in this year’s iteration of 'Balikatan' was a good opportunity for our PMC to train with the US in the operation of a similar capability," Navy spokesperson, Captain Jonathan Zata said in a message to the Philippine News Agency when asked on whether the just-concluded landing exercise is part of ongoing efforts to train the PMC on the operations and maintenance of AAVs.

He added that the first four AAVs out of the eight ordered from South Korea will be arriving next month.

"The AAV project is within schedule and projected to arrive within May 2019," the PN spokesperson emphasized.

Earlier, Zata said the PN deployed the BRP Ramon Alcaraz (PS-16), BRP Tarlac (LD-601), an AugustaWestland (AW-109) helicopter and contingents from the Naval Special Operations Group, and the Marines Special Operations Group for the sea serials of this year's "Balikatan" exercise which started April 1 and will formally end on Friday.

These units and assets “will conduct naval maneuvers and live-fire exercises, maritime special operations serials such as VBSS (visit, board, search-and-seizure), gas oil platform recovery, and similar spec-ops combined training".
