New Bataan, Davao de Oro – Joint elements of Scout Platoon, 25th Infantry “FIREBALL” Battalion (25IB), 28th Infantry “KAMAGONG” Bn and Philippine National Police (PNP) counterparts in Davao de Oro Police Provincial Office (DDOPPO) and New Bataan Municipal Police Station discovered communist terrorist groups (CTGs) arms cache composed of one (1) M60 Caliber at Sitio Tandik, Barangay Tandawan, New Bataan, Davao de Oro on April 13, 2022.

Government security forces discovered the said arms cache on the information provided by a former communist NPA terrorist (CNT) identified as alias “Wenwen,” a member of Weakened Guerilla Front 2 (WGF 2) who surrendered to the PNP.

Last April 8, Wenwen revealed the location of another CTG arms cache that resulted in the recovery of seven (7) High powered firearms, and one (1) improvised explosive device (IED) at Barangay Andap also in New Bataan, Davao de Oro. Authorities say that the said firearms were used by the combined elements of Regional Headquarters (RHQ), Regional Operations Command (ROC), and WGF 2, all of the Southern Mindanao Regional Committee (SMRC) of the Communist Party of the Philippines-New People’s Army (CPP-NPA).

Lt. Col Michael T. Aquino, Commanding Officer of 25IB, said, “Through the continuous combat operations of the Philippine Army’s 1001st Infantry “PAG-ASA” Brigade (1001Bde), the said CTGs have been hard-pressed. The CTG members have been experiencing hunger and fear, leaving them no choice but to surrender. The successive surrender of the WGF 2 slowly demoralizes its remaining members because of its diminishing firearms and manpower, gradually incapacitates the said NPA elements, and slowly approaches its downfall.”
“We are close to winning this fight.

Through collaboration with the PNP units, Local Government Units, and the confidence and support that the former CNts give us, we can finally achieve peace in the whole province that is inclusive for sustainable development. We still offer our hands for those who will give their true intention to join us in the mainstream.” Lt. Col. Aquino said.
Brig. Gen. Jesus P. Durante III, commander of 1001Bde, said, “I commend the troops for yet another significant accomplishment. Their exemplary performance and dedication are worthy of emulation. Wenwen showed sincerity in returning to the folds of the law by tipping off their previous arms cache. We assure him that his sincerity will be recognized and appreciated.”

“More former CNTs continue to reveal the locations of other arms caches in different areas. Former CNTs who surrendered will be enrolled in the Enhanced Comprehensive Local Integration Program (ECLIP). They will become beneficiaries of various government interventions and assistance to help them reintegrate as responsible and productive members of peaceful communities,” BGen Durante concluded.

CAMP EVANGELISTA, PATAG, CAGAYAN DE ORO CITY – The 4th Infantry Division intensified its campaign against the remnants of the Communist Terrorist Group (CTG) leadership in Northern Mindanao and Caraga regions, as it nabbed another leader in a successful law enforcement operations on Monday, April 11.

Joint elements of 402nd Infantry Brigade and the Regional Intelligence Division – Police Regional Office 13 (RID-PRO13) apprehended a certain Julieta Galario Gerondio by virtue of a multiple Warrants of Arrest issued by the RTC, Branch 7, Bayugan City, Agusan del Sur at Sitio Maitum, Brgy Langkilaan, Trento, Agusan Del Sur. Gerondio is the Secretary and Finance Officer of the Sub-Regional Committee 3 under the North Central Mindanao Regional Committee (NCMRC).

Another joint law enforcement operations by the 30th Infantry Battalion, 36th Infantry Battalion and the Placer Municipal Police Station led to the arrest of Jemalyn Calinawan at her residence in Purok 3, Brgy Adlay, Carrascal, Surigao del Sur, on Thursday, April 7 by virtue of a Warrant of Arrest for Multiple Frustrated Murder issued by the 10th RTC, Branch 30, Surigao City. Calinawan is a member of CTG operating in Surigao del Norte and Surigao del Sur provinces.

In his statement, Maj. Gen. Wilbur C. Mamawag, 4ID Commander, stated that the recent fall of CTG leaders manifest the government’s commitment to really run after the remnants of CTG leadership, especially those responsible for the extortion activities that victimize the local businessmen.

“We will push harder with our campaign to end this insurgency before PRRD’s term ends. Our election duties will not hamper us from achieving this goal,” MGen Mamawag said.

It can be recalled that on April 10, a successful joint law enforcement operation of PRO10 and 4ID’s Task Force Oro led to the arrest of a high-ranking CTG leader, Aldeem A. Yañez, at the Urban Poor Village, Brgy Iponan, this city.

Sagay City, Negros Occidental — The Philippine Army’s 79th Infantry (Masaligan) Battalion, 3rd Infantry Division conducted Humanitarian Assistance and Disaster Response (HADR) operations as Tropical depression “Agaton” inundated low-lying areas of Northern Negros on April 12, 2022 (Tuesday).

The Masaligan troopers together with the Local Government Unit of Sagay City, Disaster Risk Reduction and Management Office (DRRMO), and other rescue groups successfully evacuated hundreds of families trapped in their homes and were brought to safer grounds.

An LGU-led relief distribution was also assisted by the troops intended for the flood victims.

“We remain to be strong partners with the Local Government Units in our area of operation to respond in any emergency situations. Until this time, our troops are still on the ground not only in Sagay City but also in Escalante, Victorias and Silay continuing their mission in assisting the residents affected by Tropical Depression “Agaton” in close coordination with concerned City/Municipal Disaster Risk Reduction and Management Office (C/MDRRMO), said Lieutenant Colonel J-jay Javines, Commanding Officer of 79IB.

FORT BONIFACIO, Metro Manila – The Chief of Staff, Armed Forces of the Philippines (CSAFP) Gen. Andres C. Centino renders a visit to the Philippine Army Headquarters today, April 12, 2022, at Fort Bonifacio, Metro Manila.

Army Commanding General Lt. Gen. Romeo S. Brawner, Jr., along with the Army staff and personnel, welcomed Gen. Centino and awarded the CSAFP with the Combat Commanders Kagitingan Badge with one silver star – level of major service commander for his exemplary service as the 64th Commanding General Philippine Army. The troops from Army Major Units nationwide also witnessed the event through video teleconferencing.

As he delivered his guidance, Gen. Centino commended the troops for their accomplishments and continuous efforts to serve the Filipino people. He also reminded the troops to always conduct themselves with discipline and sustain their operational gains to become the world-class Army that is a source of national pride.

Gen. Centino also relayed President Rodrigo Duterte’s commendation to the Army troops for their significant contributions to strengthening the Armed Forces of the Philippines.

FORT BONIFACIO, Metro Manila – The Philippine Army joined the candle ceremony which culminated the commemoration of the 80th Veterans’ Week year 2022 at the Tomb of the Unknown Soldier, Libingan ng mga Bayani, Fort Bonifacio, Metro Manila on April 11, 2022.

Pasig Rep. Roman T. Romulo, who was accompanied by Army Intelligence Regiment Commander Brig. Gen. Yegor Rey Barroquillo, served as the guest of honor and speaker at the event which capped-off the 2022 Veterans’ Week commemoration anchored on the theme “Kagitingan ng mga Bayani, Inspirasyon ng Nagkakaisang Pilipino.”

The sunset ceremony is a tradition where Filipino veterans and their families, government officials, soldiers, Boy Scouts and Girl Scouts of the Philippines gather and light candles at the Tomb of the Unknown Soldier to honor the heroism and sacrifices of Filipino war veterans.

MAWAB, Davao De Oro – The 60th Infantry “Mediator” Battalion (60IB) of JTF Agila recovers 22 high-powered firearms from an arms cache at Bagul River, Kasapa II, La Paz, Agusan Del Sur on Monday April 11, 2022.

Lt Col Merril Sumalinog, Commander of 60IB immediately dispatched his troops when alias “Bolo”, who recently surrendered to their unit revealed the location of an arms cache which consists ten (10) AK 47 Rifles, seven (7) M16 Rifles, one (1) Ultimax Light Machine Gun, one (1) M14 Rifle, one (1) M79 Grenade Launcher, one (1) Garand Rifle, and one (1) M16 Rifle with incomplete parts.

It can be recalled that on March 31, Maximo Catarata alias “Datu Makatindog”, Secretary of GF3 yielded to 60IB with his firearm in Asuncion, Davao Del Norte. Prior to his surrender, GF3 Commanding Officer Renard Galos Catarata alias “SM”, son of Datu Makatindog, also surrendered together with 12 other NPA members bringing along 13 firearms to the same unit in Laak, Davao De Oro on February 26.

Since the surrender of alias “SM” to date, JTF Agila has accounted for five (5) separate surrender incidents with two (2) arms cache discoveries in the 60IB area of operations alone, which resulted in a total of 20 GF3 members surrenderors and 48 high-powered and one (1) low-powered firearms recovered.

Meanwhile, Major General Nolasco A Mempin, Commander 10ID lauded the officers and men of 60IB for their relentless efforts in taking all the hidden firearms of the Communist Terrorist Group in their area of operations.

“Following the dismantling of Guerilla Front 3, Agila Division will continue to dash towards the finish line as we are now nearing the total eradication of the communist insurgency here in our area of responsibility,” MGen Mempin added.

The dismantling of Guerilla Front 3 was officially declared by the 10ID – Police Reginal Office XI (PROXI) Area Clearing Evaluation Board following the parameters of the AFP-PNP Joint Letter Directive Number 3 on April 12, 2022.

NSFA, Panacan, Davao City – A full cooperation of former Communist Terrorist Group (CTG) member who recently surrendered to the troops of Eastern Mindanao Command, under the supervision of LtGen. Greg T. Almerol led to the discovery of the largest arms cache in Agusan del Sur this year at the Bagul River, Brgy, Kasapa 2, La Paz on April 11.

The said personality identified as alias Bolo was a member of the Guerilla Front 3 (GF3), Sub-Regional Committee 4 (SRC4), Southern Mindanao Regional Committee (SRMC), which was recently dismantled following the total surrender of its leadership to the 1001st Brigade’s 60th Infantry Battalion (IB).

The recovered high-powered firearms were composed of 10 AK47 Rifles, seven M16 rifles, a Ultimax Light Machine Gun (LMG), an M14 rifle, an M79 Grenade Launcher, a Garand rifle, an M16 rifle with incomplete parts, including one drum magazine for Ultimax LMG, and five magazines of thr AK47 rifle.

It can be recalled on April 7-8, two CTG arms caches were also discovered by EastMinCom troops in Davao de Oro, which led to the recovery of nine high-powered firearms through the aid of former rebels and the synergy of the government’s security forces.

LtGen. Almerol said that the series of arms cache discoveries is a clear manifestation of CTG’s ultimate loss of members due to fear of continuous military operations conducted by government troops.

“They are now hiding their firearms since they no longer have members who would bear them. Their recruitment was also ceased when their former mass bases rejected the terrorist group and pledged their support to the government,” he said.

“With this recent accomplishment, we could say that the GF3 will have no chance of recuperating. They are inutile without firearms to wield against their former mass bases,” LtGen. Almerol added.

Meanwhile, the EastMinCom Commander lauded the troops of 10th Infantry Division’s 1001st Brigade, 60IB, and the support of local leaders and former rebels who have shared a bulk of information that is crucial to the success of their series of accomplishments, including the total dissolution of the GF3.

“We have once again proven that the collaboration of all agencies of government is the best way to end the local communist armed conflict. Let us continue this fight to achieve utmost peace and development in this part of our country,” he expressed.

The Marine Battalion Landing Team-3 (MBLT-3) honored eight of its personnel recently for their contributions to their operations in Palawan against the New People’s Army (NPA).

Leading the awardees is 1st Lt. Karl Jens Helmuth, who received a Military Merit Medal for his role and services as a member of the battalion’s Quick Reactionary Force (QRF).

Enlisted personnel Sgt. Rollie Pardilla, Sgt. Jason Navio, Cpl. Dino Etorma, PFC John Albert Dela Cruz, PFC Marvin Saldo, Pvt. Elias Bellen, and Pvt. Glycelie Hope Tapurco received medals for their assistance in deterring the rebel organization from carrying out atrocious activities in the province.

The awards ceremony took place on Monday at the MBLT-3 headquarters during a visit by Philippine Marine Corps (PMC) commandant Major General Nestor Herico.

During his visit, Herico also gave a Talk to Troops, underscoring the PMC’s essential role in providing war-fighting capabilities that develop with battle-space requirements. He said they are relevant and responsive to the military and security environment.

“Let’s continue to be smarter marines. And as we go along our path as a modern Philippine Marine Corps, it is something that we have to be proud of. It is something that we have to take pride and we have to live to the standard as a Marines,” Herico said.

The bodies of four New People’s Army (NPA) rebels reportedly killed in a clash in Talakag town in Bukidnon were ordered cremated by Army authorities after they were found positive for COVID-19, police said on Wednesday.

Philippine National Police 10 spokesperson Lt. Col. Michelle Olaivar said Army soldiers brought the bodies of the rebels to the Divine Shepherd crematorium in Barangay Bulua last Friday.

Olaivar said the ashes of the four rebels were then turned over to the local government of Talakag who in turn gave them to their families.


“We were present during the cremation which was administered by the Army,” she said.

She said the Army told police that the decision to cremate the bodies came after it was found that all of the casualties were positive of COVID-19.

The military said the four rebels were killed in an encounter with soldiers of the 1st Special Forces Battalion in Barangay Tikalaan, Talakag on April 6.

BGen Ferdinand Barandon, commander of Task Force Peacemaker said 16 high-powered firearms and backpacks were recovered during the clearing operations in Tikalaan.

Major Francisco Garello Jr., spokesperson of the 4th Infantry Division said one of those killed was Jelly Sugnot, a woman in her twenties.

In a statement sent to reporters here, NPA spokesperson Alik Luna in Bukidnon challenged the Army’s version of the encounter.

“The army version is a big lie. There was no encounter that happened in Tikalaan that day,” Luna said, adding the rebels were captured alive by the soldiers and subsequently killed.

The soldiers allegedly fired their firearms in the air after killing the rebels.

Caraga Region's top officials underscored the significance of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), saying the anti-insurgency body's programs and services have made a positive impact on peace and development.

In separate statements Wednesday, Agusan del Norte Gov. Dale Corvera and Surigao del Sur Gov. Alexander Pimentel affirmed the effectiveness of NTF-ELCAC
in consolidating and converting NPA-influenced areas, while weakening the New People's Army's (NPA) ability to regroup, recruit, and intimidate vulnerable communities.

Corvera and Pimentel issued the statements following Monday's visit of President Rodrigo Duterte here, where the latter meet the provincial chief executives and members of the NTF-ELCAC.


In his message during the visit, Duterte asked the local officials to double their efforts to sustain the gains against the insurgency in the region.

“Accessibility for reform and welfare programs are imperative to help end the decade-long insurgency problem that has curtailed the developments in the countryside,” Duterte said.

Support for ELCAC

Corvera and Pimentel assured the President of their support for ELCAC.

In Agusan del Norte, Corvera said the provincial government continues to work “relentlessly” through the ELCAC programs and services to fight insurgency and promote peace.

“Agusan del Norte is one of the provinces in the country that is active in implementing ELCAC programs and services,” Corvera said.

Demonstrating its "whole-of-nation" approach, the governor noted that ELCAC programs have united all leaders in the province, especially during immersion activities in the far-flung areas.

In Surigao del Sur, Pimentel said the enforcement of Executive Order 70 (EO 70) has paved the way for the mass surrender of NPA rebels in the province.

EO 70, signed by President R. Duterte in December 2018, institutionalized the collective participation of all government agencies to harmonize development efforts and services to support, facilitate and pursue the country's peace agenda.

“During the conduct of barangay visitations, locals are very supportive of the government's efforts to create more developmental programs and infrastructure projects,” Pimentel said.

He said the provincial government continues to reach out to the remaining NPA insurgents in Surigao del Sur to surrender and avail of the opportunities for them to be able to live normal lives with their families.

'You cannot win'

Meanwhile, the President in his speech assured the NPA and the Communist Party of the Philippines of defeat in their armed struggle.

"You cannot win, not in a million years," Duterte told the remaining communist insurgents in the region, even as he recognized the continued work of the NTF-ELCAC in Caraga.

The President was accompanied by top officials of NTF-ELCAC, led by National Security Adviser Hermogenes Esperon, Secretary Allen Capuyan, and Undersecretary Lorraine Badoy.

During a media briefing Monday evening, Esperon reiterated the importance of addressing the socio-economic issues in the country that affect poor Filipinos residing in geographically-disadvantaged and isolated areas.

In an earlier statement, Esperon said that in 2021, a total of 191 barangays in the Caraga Region have benefited from the Barangay Development Program (BDP) of the NTF-ELCAC.

“These barangays were provided PHP20 million each for the farm-to-market roads, school buildings, electrification, water systems, and health stations,” Esperon said.

He added that for this year, a total of 94 barangays in the region will benefit from the BDP program in the amount of PHP4 million each.

Government troops recovered what they described as the biggest cache of high-powered firearms seized from communist rebels in Agusan del Sur this year.

In a statement Wednesday, the Eastern Mindanao Command (Eastmincom) said the firearms recovered Monday in Barangay Kasapa 2, La Paz town, include 10 AK47 rifles and seven M16 rifles.

Soldiers of the 60th Infantry Battalion (60IB) also recovered a Ultimax Light Machine Gun, an M14 rifle, an M79 grenade launcher, a Garand rifle, a drum magazine for Ultimax LMG, and five magazines for AK47 rifle.

According to Eastmincom, the firearms' discovery was made possible through the help of a former rebel only identified as Bolo, who used to operate under Guerrilla Front 3 (GF-3), Sub-Regional Committee 4 of the NPA's Southern Mindanao Regional Committee.

"They are now hiding their firearms since they no longer have members who would bear them,” Lt. Gen. Greg Almerol, Eastmincom commander, was quoted as saying.

Almerol said the rebels' recruitment drive has also ceased as their former mass bases have already "rejected the communist movement and pledged support to the government."

"With this recent accomplishment, we could say that the GF-3 will have no chance of recuperating. They are inutile without firearms to wield against their former mass bases," Almerol said.

The Communist Party of the Philippines-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

Some two Zamboanga del Norte barangays have received two infrastructure projects funded under the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

Barangays Pange and Macasing in Siayan, Zamboanga del Norte,
received early this week a seven-kilometer, farm-to-market-road and a PHP3 million hanging bridge, respectively, said Josecor Gepolongca, chairperson of MTF-ELCAC.

In an interview Wednesday, Gepolongcas said the projects are part of the Barangay Development Project (BDP), a hallmark program of NTF-ELCAC with the end goal of
bringing development to former New People’s Army (NPA)-influenced communities.

Lt. Col. Jo-ar Herrera, the Army's 53rd Infantry Battalion commander, noted the importance of sustaining ELCAC projects to prevent the resurgence of NPA rebels in the barangays.


“Sustainment is crucial now that we eradicated the CPP-NPA in these far-flung barangays,” Herrera said in a statement. “These infrastructure projects are necessary to bring government services to the people of these geographically isolated and disadvantaged barangays.

Herrera said Barangays Macasing and Pange were “cleared” of CPP-NPA influence in December 2020 through the Army's Community Support Program (CSP).

Meanwhile, Gepolongca thanked government forces for restoring peace and order in Siayan, making the construction of the two infrastructure projects possible.

“We express our utmost gratitude to the Army for these infrastructure projects. These will be of great help to our people in hinterland barangays,” he said.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Anti-Terrorism Council also formally designated the NDF as a terrorist organization on June 23, 2021, citing it as “an integral and separate part” of the CPP-NPA that was created in April 1973.

A female New People’s Army (NPA) rebel wanted for multiple frustrated murder was arrested by the police and military operatives in Surigao del Sur.

In a statement, Army’s 4th Infantry Division (4ID) Wednesday identified the suspect as Jemalyn P. Calinawan, of Barangay Adlay, Carrascal town.

Maj. Gen. Wilbur Mamawag, 4ID commander, said Calinawan was nabbed inside her home by a police and military team on April 7 through an arrest warrant issued by a regional court in Surigao City.

“Calinawan is a member of CTG (communist terrorist group) operating in the provinces of Surigao del Norte and Surigao del Sur,” Mamawag said.

The arrest, he said, manifested the government’s commitment to run after the remnants of the NPA insurgents in the area, particularly those responsible for extortion activities and have pending criminal charges.

"We will push harder with our campaign to end this insurgency before the term of President Rodrigo Duterte ends,” Mamawag said.

On Monday, police and military operatives also arrested Julita Galario Domingo, the secretary and finance officer of a unit belonging to the NPA's North Central Mindanao Regional Committee operating in Agusan del Sur.

Government forces arrested a leader of the New People’s Army (CPP-NPA) allegedly involved in extortion, in a joint military and police operation here on Tuesday evening.

In a statement Wednesday, the Army's 4th Infantry Division (4ID) said Aldeem Yañez, of Barangay Iponan, works for the NPA's underground movement and does "ideological, political and organizational" works in parts of Bukidnon province.

Yañez also facilitated the NPA's extortion activities in the urban areas of Misamis Oriental and Bukidnon, 4ID said.

He was arrested for violation of the Republic Act No. 10591, also known as the Comprehensive Firearms and Ammunition Regulation Act, based on a search warrant issued by a regional court in Misamis Oriental on April 6, 2022.

Police said Yañez yielded a caliber .45 pistol, two hand grenades, two 40mm ammunition, fake identification cards, and subversive documents.


However, Rhee Timbang, the Iglesia Filipina Independiente (IFI) Supreme Bishop, denied Yañez was a rebel, adding he can vouch for the latter as an IFI member in good standing.

In an interview, Timbang described Yañez as "committed in his participation to the life and work of the Church as being a consistent church youth leader in the parish, diocesan, regional and national level."

Southern Mindanao only has two remaining "weakened" communist guerrilla units, enabling the Army's 10th Infantry Division (10ID) to focus on Barangay Development Program (BDP) initiatives.

In a press conference here Wednesday, Capt. Mark Tito, 10ID spokesperson, said
the collapse of New People's Army (NPA) structures in its areas of responsibility has given the military the time to focus on "more productive aspects."

These include, he said, enhancing territorial defense" to protect the country's sovereignty.

"It is important that we continue to sustain these accomplishments of the Armed Forces of the Philippines. The BDP shall be implemented properly, so we can make sure that issues will not resurface and may cause revival of insurgency," Tito said.

According to Tito, the Barangay Development Program plays a vital role in the ending of local communist conflict "because of its sole purpose: good governance."

BDP is a hallmark program of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), the whole-of-nation approach to attain inclusive and sustainable peace.

According to NTF-ELCAC, BDP was established with the end goal of bringing development to former conflict-ridden communities. It is directed to the sustainable rehabilitation and development of 822 barangays formerly established as guerrilla fronts of the CPP-NPA-NDF.

Under the BDP, each barangay is provided with PHP20 million each for their respective projects, for a total of PHP16.44 billion allocated funding.


Through the promotion of sustainable rehabilitation and development in former conflict-stricken areas, the NTF-ELCAC said this ensures that formerly neglected rural communities are provided with long-standing quality government services.

The 11th Infantry Battalion of the Philippine Army based in Siaton, Negros Oriental is deploying quick reaction teams in strategic locations to avert possible attacks by the Communist Party of the Philippines-New People’s Army (CPP-NPA) during the Holy Week.

Lt. Col. Roderick Salayo, 11IB commanding officer, said on Wednesday these teams are on standby in the battalion’s patrol bases in the towns of Valencia, Mabinay, Siaton, and Sta. Catalina for rapid deployment.


The Philippine National Police (PNP) is the lead agency on security concerns during the Holy Week, with emphasis on tourist destinations but the Army is providing augmentation forces, he said.

“But in the remote areas, our counter-insurgency operations continue without let-up to prevent the NPA from taking advantage of the Holy Week activities,” he added.

The Philippine Army is also providing augmentation to the PNP for a joint security to ensure clean, honest, peaceful, and orderly elections on May 9.

National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) vice-chair Hermogenes Esperon Jr. expressed support to the 12 cluster heads of the anti-insurgency body who were earlier sued by the Makabayan Bloc and its allies for allegedly violating various provisions of the Omnibus Election Code.

"As the National Security Adviser and Vice Chair of the NTF-ELCAC, I am expressing my support for the twelve national clusters heads of the Task Force. The NTF-ELCAC, through its corresponding cluster heads, has been legitimately upholding its mandate of protecting the Republic against the threats posed by the Communist Terrorist Group (CTG)," he said in a statement on Wednesday.

Esperon was referring to the NTF-ELCAC cluster heads, namely:

*Strategic Communication (StratCom) Cluster Head Undersecretary Lorraine Marie T. Badoy;

*Sectoral Unification, Capacity Building and Empowerment (SUCBEM), Localized Peace Engagement (LPE), Basic Services (BS) and Local Government Empowerment (LGE) Clusters Head Undersecretary Marlo L. Iringan;

*Situational Awareness and Knowledge Management (SAKM) Cluster Head Director General Alex Paul I. Monteagudo;

*Poverty Reduction, Livelihood and Employment (PRLE) Cluster Head Deputy Director General Gabriel Luis R. Quisumbing;

*Infrastructure and Resource Management (IRM) Cluster Head Undersecretary Maximo L. Carvajal and Assistant Secretary Nonita S. Caguioa;

*Peace, Law Enforcement and Development Support (PLEDS) Cluster Head Undersecretary Cesar B. Yano;

*E-CLIP and Amnesty Program (EAP) Cluster Head Undersecretary Reynaldo B. Mapagu;

*International Engagement (IE) Cluster Head Undersecretary Brigido J. Dulay; and

*Legal Cooperation (LC) Cluster Head Justice Angelita V. Miranda.


The officials were charged by Makabayan Bloc and its party-lists allegedly with violations of Section 261 paragraphs E, I, and O of the Omnibus Election Code.

Some of the party-lists include Bayan Muna, Kabataan Party, Gabriela Women's Party, Anakpawis, and Act Teachers Party-lists.

The specific provisions state the following:

“Prohibited Acts. - The following shall be guilty of an election offense:

e. Threats, intimidation, terrorism, use of fraudulent device or other forms of coercion...

i. Intervention of public officers and employee…

o. Use of public funds, money deposited in trust, equipment, facilities owned or controlled by the government for an election campaign.”

"I take this opportunity to state unequivocally that the NTF-ELCAC does not engage in the business of red-tagging and red-baiting. We see this as a futile attempt at disinformation and deception against a legal organ of the state tasked with safeguarding the national interest," Esperon said.

"However, I take note also of the fact that these party-lists have pending and ongoing cases in the Commission on Elections (Comelec) as well as in the Metropolitan Trial Court of Quezon City. Reports from the Anti-Money Laundering Council (AMLC) have indicated that Gabriela, Gabriela, Inc., and Gabriela Women's Party List used their names interchangeably and that Gabriela is receiving Belgian financial support, through Belgian accredited non-governmental organizations (NGOs)," he added.

The NTF-ELCAC vice chair also said these Belgian NGOs were subjected to external financial audit by the international accounting firm, contracted by the Belgian government, to audit or to review the Programs 2014-2016 and 2017-2021.

"This is a clear violation of Section 2 Paragraph 5, Article 9(C) of the 1987 Philippine Constitution which provides that political parties which receive financial assistance from any foreign governments and their agencies, can have their registration with the Comelec cancelled. Rule 32 Section 8 (D) of the Comelec Rules of Procedure likewise states that receiving support from any foreign government is one of the grounds for the cancellation of the registration of any political party," he added.

Esperon also said Kabataan Party also has a pending case in the Comelec as it violated Rule 32 Section 8 (D) of the Comelec Rules of Procedure.

And as such, the party-list also violated Section 6 (2) of the Republic Act No. 7941, also known as the Party-list System Act which states “It advocates violence or unlawful means to seek its goal,” it said.

Esperon said Kabataan Party was also charged with violating was the Article VIII, Section 61 of the Omnibus Election Code of the Philippines which states “Any organized group of persons seeking registration as a national or regional political party may file with the Commission a verified petition attaching thereto its constitution and by-laws, platform or program of government and such other relevant information as may be required by the Commission...”.

He added that the case filed against Kabataan Party was derived from the testimonies of former members of the New People's Army (NPA) who have attested to the felonious schemes being employed by these front organizations to fund their cause.

"Again, the Makabayan Bloc shows their duplicitous nature by manipulating jurisprudence to suit their needs. While they willfully and repeatedly violate the laws regulating organizations, they now take advantage of the same legal system to press charges against the NTF-ELCAC in order to muddle their own legal burdens. The irony is not lost on us," Esperon said.

He added that he welcomes these fabricated charges against the NTF-ELCAC as the body looks forward in debunking Makabayan Bloc’s bogus allegations in a court setting.

Esperon said this is very useful as this will expose the deception and hypocrisy regularly practiced by these party-list groups.

On Wednesday, these NTF-ELCAC cluster heads signed and filed their counter-affidavits on their complaint against them.

The Philippine Army (PA)'s capability to detect and clear mines or improvised explosive device (IED) got a much-needed boost after it received two vehicle-mounted mine detectors (VMMD) early this month.

In a statement Wednesday, Army spokesperson Col. Xerxes Trinidad said the two VMMDs will be deployed to the 525th Engineer Combat Battalion, the humanitarian assistance and disaster response (HADR) unit of the 51st Engineer Brigade.

"The up-armored and modified tractors will be deployed to conduct mine detection and clearing operations,"
he added. The two VMMDs were formally given to the PA last April 9.


"The new assets, which are acquired through a government-to-government deal between the Philippines and the UK (United Kingdom), are part of the Horizon 2 (2018 to 2022) projects under the Revised AFP (Armed Forces of the Philippines) Modernization Program," Trinidad said.

Among the other recently acquired big-ticket projects for the PA under Horizon 2 are the Armor Division's armored mortar carriers and the Artillery Regiment's ATMOS 155mm self-propelled howitzer.

Two more VMMDs are to be delivered to the PA by July 2023.

PA chief Lt. Gen. Romeo Brawner Jr. earlier said his thrust will be to ensure that Filipino soldiers are given the resources, equipment and skills that would help propel the Army towards modernization and achieving its vision to be world-class by 2028.

Resources include the necessary equipment, aside from the enhancement of skills of the soldiers so that they are prepared for the challenges of neutralizing threats.

The Philippine Air Force (PAF) on Wednesday announced that its Tactical Operations Group (TOG) 8 is involved in the ongoing humanitarian assistance and disaster relief missions to areas affected by the onslaught of Tropical Depression Agaton.

"The Tactical Operations Group 8 is in the middle of it all, and personnel and equipment are fielded. The PAF is waiting for the DRRMC (Disaster Risk Reduction and Management Council) for task allocation," Air Force spokesperson Col. Maynard Mariano said.

TOG 8, which is based in Tacloban, is the PAF unit covering Samar and Leyte provinces.

When asked how many aircraft the PAF are involved in the relief operations, Mariano said an initial six helicopters can be deployed in the affected areas.

"As for the fielding, the A-3 (PAF operations) is still pulling resources from other areas. As per experience, four 'Black Hawks' (S-70i) and two Bell 412s (combat utility helicopters) will be immediately available," he added.

Meanwhile, Philippine National Police spokesperson Col. Jean Fajardo said around 1,000 police officers are now deployed to help in the ongoing relief efforts for "Agaton".

She added that these PNP personnel are helping in the ongoing search-and-rescue operations in the affected areas.

Earlier, the National Disaster Risk Reduction and Management Council (NDRRMC) announced that barangays affected by "Agaton" are now at 924 in the Regions 5, 6, 7, 8, 10, 11, 12, Caraga, and the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

Affected families are placed at 213,327 or 580,876 persons.

The number of activated evacuation centers is now at 348 which is sheltering 13,788 while the remainder are being aided outside and being sheltered by their families and friends, the NDRRMC added.

Damaged houses were placed at 341 in the Regions 5, 6, 7, 10, 11, 12, and Caraga.

Of these numbers, 322 are classified "as partially damaged" and 19 as "totally damaged".

President Rodrigo R. Duterte on Tuesday appealed to members of the New People’s Army (NPA) to empathize with local candidates seeking to campaign in rebel-held territories, noting that not all of them could afford to pay them.

In a speech during the Partido Demokratiko Pilipino–Lakas ng Bayan (PDP-Laban) campaign rally in Agusan del Norte, Duterte asked members of the Communist Party of the Philippines’ (CPP) armed wing to give candidates access to rebel strongholds despite being unable to pay.


“Pero ang mga NPA pud unta, ayaw pud ninyo’g sobrahi, unya kanang dili ninyo pakampanyahon kay way kwarta. Bahala'g mangayo mo'g kwarta, kanang naa gyud puy kwarta. Ang problema og maningkamot, making both ends meet para ingnon pa kulang. Ayaw ninyo kaayo'g --- sabta ninyo ba, sabta ninyo (But to the NPAs, don’t go too far, don’t disallow them to campaign if they can’t give you money. It’s fine if you ask money from those who have plenty, but the problem is when they are just struggling to make both ends meet. So don’t go too far, have a little empathy,” he said.

Last year, Duterte warned communist rebels to stay out of the May 9 elections, noting that he would not think twice about using the police and military to ensure orderly polls.

The Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) earlier warned candidates against giving "permit-to-campaign" fees to communist rebels as they will be complicit in their illegal activities.

They said money collected by the communist rebels could be used in the purchase of more firearms and other logistics to sustain their armed struggle.

‘Either dead or old’

Meanwhile, Duterte said there are now fewer NPA activities taking place.

“The NPA is still here but I don’t know their status now that they no longer have an ideology. Wala (No more), all your leaders are either dead or old and all your fronts have been dismantled. Davao is now insurgency-free,” he said.

Last month, the Philippine Army's 10th Infantry "Agila" Division (10ID) said it has cleared Davao City of the presence of the NPA.

Duterte last year credited the creation of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) and its regional task forces as having reduced NPA activities. NTF-ELCAC was formed on Dec. 4, 2018, pursuant to Executive Order No. 70.

Duterte, however, acknowledged that insurgency “is still a problem.”

In January, Duterte said the NPA remains a "top threat" aside from the coronavirus disease (Covid-19) pandemic.

Groups of parents and other anti-communist organizations have again vowed to be more relentless in “unmasking” all legal front organizations of the Communist Party of the Philippines-New People’s Army and the National Democratic Front (CPP-NPA-NDF).

Members of the League of Parents of the Philippines (LPP) or the Liga ng mga Magulang, Liga Independencia Pilipinas (LIPI), Sulong Maralita, and Yakap ng mga Magulang Movement, staged a protest rally in front of the Camp Aguinaldo in Quezon City on Wednesday to denounce the deceptive schemes of the militant organizations that use of “red-tagging” issues to “strategically invite sympathizers.”

LPP chairperson Remy Rosadio said progressive organizations like Bayan Muna, Anakpawis, Kabataan, Act Teachers, and Gabriela were only busy overthrowing the government instead of providing solutions to the long-standing violence and atrocities of the CPP-NPA-NDF, mostly affecting the countryside.


Rosadio lamented many youths were still missing while others were found dead in the mountains, “but never did these progressive organizations have denounced it.”

In a joint statement, the LPP, LIPI, Sulong Maralita, and Yakap ng mga Magulang Movement, said they are determined to fight back against the “deceptive schemes” of the communist front organizations.

“Kasaysayan na ang nagsabi sa atin na may malawak n ugnayan ang militanteng grupo ng BAYAN MUNA, ACT, ANAKPAWIS,KABATAAN, GABRIELA, at ilan pang organisasyan sa TERORISTANG ORGANO NG CPP-NPA-NDF (The history speaks itself about the wide connection of the militant groups Bayan Muna, Act, Anakpawis, Kabataan, Gabriela and other organizations to the terrorist CPP-NPA-NDF),” they said, adding that the CPP Founder Jose Maria “Joma” Sison himself has described the crucial roles of these progressive organizations in pushing communist operations.

The groups said progressive organizations are only using the “red-tagging” issues to collect solaces “while moving the underground mass recruitment” to expand their memberships for the armed revolution.

LIPI spokesperson Nolan Tiongco said Sison himself has disclosed to the public everything about their allied sectoral organizations.

Tiongco said it is enough to say that “red-tagging” is not an issue.

“Nakakalungkot lang isipin na itong pondo ng gobyerno ay ginagamit ng mga organisasyon na ito sa recruitment ng mga kabataan at upang palakasin ang kanilang armadong grupo (The saddening part of this is that these organizations are using the government funds to recruit the youths and to strengthen their armed groups),” Tiongco said, pertaining to the incumbent party-lists belonging to the Makabayan bloc.

For a long-time seating in the government branch, Tiongco said "these party lists have done nothing but overthrow the government."

Tiongco said communists, through their legal fronts, have already infiltrated many sectoral organizations of the society.

During the rally, the groups also expressed support to several government officials of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) who are currently facing criminal charges over “red-tagging”—one of them is NTF-ELCAC spokesperson for sectoral concerns and Presidential Communications Undersecretary Lorraine Badoy.

Filed against Badoy were several criminal complaints on alleged red-tagging, and violation of the Anti-Graft Law and the code of conduct for public officials.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Anti-Terrorism Council also formally designated the NDF as a terrorist organization on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA that was created in April 1973.

Presidential Peace Adviser Secretary Carlito G. Galvez Jr. on Wednesday said the peace process between the Philippine government and the Cordillera Bodong Administration – Cordillera People's Liberation Army (CBA-CPLA) continues to gain momentum.

“Through the government’s normalization program for the CBA-CPLA, we are now seeing the meaningful transformation of the organization’s membership, their families, and communities,” Galvez said in a social media post.

This, as the Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) signed memoranda of agreements with the Department of Agriculture - Regional Field Office - Cordillera Administrative Region (DA-RFO-CAR) along with two premier educational institutions in the Cordillera Administrative Region, the Kalinga State University (KSU) and Abra State Institute of Sciences and Technology (ASIST), for the implementation of the second phase of the Sustainable and Inclusive Peace and Transformation (SIPAT) Program for the former combatants.

The SIPAT Program is aimed at creating livelihood opportunities for members of the CBA-CPLA and turning them into an "army of entrepreneurs."


It will be carried out in collaboration with accredited peoples’ organizations under the Department of Agriculture (DA) - CAR.

Launched last year with total funding of PHP28.5 million, the program has so far provided economic interventions in 21 communities across the Cordillera region.

DA-CAR Regional Executive Director Dr. Cameron Odsey vowed the region will responsibly implement the second phase of the program for this year.

“The benefits to the intended beneficiaries are immense and far outweigh the difficulties and challenges we face in the smooth implementation of this project," he added.

KSU President Dr. Eduardo Bagtang said the provision of livelihood interventions can help to further empower the former combatants.

"By providing livelihood to them, then we are strengthening them, we are empowering them, they will soon realize it's not only through armed struggle that we can provide solutions to the problem of Cordillera Administrative Region," Bagtang said.

The OPAPRU and KSU also signed a pact on the "Capability Building and Enterprise Enhancement Towards an Empowered CBA-CPLA Community" that will be implemented in identified communities in Kalinga province.

Through this deal, the KSU will provide a capacity-building package that will include product development, financial literacy training, and the provision of start-up kits for CBA-CPLA Community Enterprise Partners.

Meanwhile, the MOA with ASIST dubbed “Makipango Nan Panagdul-as Ji Masadiit A Napauli Ji Gobielno or Reaching Out to the former members of CPLA towards their Development during COVID-19” will ensure a continuous engagement with former CPLA members, to identify their needs and determine programs and projects that suit them.

ASIST president Dr. Gregorio Turqueza hoped the partnership will continue to uplift the lives of the former CBA-CPLA members.

“Hopefully we will be able to attain our objectives provided in our memorandum of agreement by committing ourselves to fulfill everything provided in our memorandum of agreement faithfully, religiously, and judiciously,” he added.

Galvez also emphasized that the recently signed agreements are part of the Duterte administration’s top priorities: “to implement programs that bring the dividends of peace closer to the people and their communities.”

He said similar interventions will be soon implemented in more conflict-cleared communities.

"We hope to further expand the coverage of the SIPAT program to more communities in the region, and consequently, create an army of entrepreneurs," he added.

“The CBA-CPLA is a shining example that good things come to those who walk the path of peace,” Galvez said.

The creation of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) is “the best thing” that happened for the Philippines, Defense Undersecretary Cesar Yano said Wednesday.

Yano, who also heads the NTF-ELCAC’s peace, law enforcement and development support cluster, said fighting the communist terrorist groups (CTGs) and their impact was best done through the government’s whole-of-nation approach wherein all government agencies are working hand-in-hand to provide sustainable interventions to conflict-cleared areas and former combatants.

“We were in Caraga yesterday. The governors themselves have said: For the first in history, this NTF-ELCAC is the best thing that happen to our country,”
Yano said.


Yano, a retired military general, said the biggest defense of the CTGs are their firearms as well as their capability to harass people to follow their steps and sowing fears to companies so that they can extort more.

He said communist terrorism has brought so much suffering to the country and its people for more than 53 years.

The continuity of development efforts pushed by the anti-insurgency is needed, he added.

“Tapusin na natin ito. Hayaan na natin na magreklamo ng magreklamo sila (Let’s end this. Don’t worry about them keep on complaining), anyway we have the support of the entire nation,” Yano added, pertaining to members of leftist militant organizations hitting the NTF-ELCAC over “red-tagging” issues.

The same left-leaning groups also called for the abolition and defunding of NTF-ELCAC.

Under his cluster, Yano said the government is determined to end the communist armed struggle and their recruitment schemes.

“Maganda ‘yung samahan namin. Bakit bubuwagin pa namin ito. Ituloy natin ito (We have a good team. Why would dismantle it. Let’s continue this),” Yano said.

The NTF-ELCAC pushed almost 24,000 members of the Communist Party of the Philippines-New People’s Army (CPP-NPA) to return to the fold of the law.

A proof that the "whole-of-nation approach" of the Duterte administration to address communist insurgency “really works.”

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The National Democratic Front (NDF) has been formally designated as a terrorist organization by the Anti-Terrorism Council on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA created in April 1973.

CAMP SIONGCO, Maguindanao - Four (4) alleged members of the Communist Terrorist Group (CTG) were killed during a law enforcement operation orchestrated by the 5th Special Forces Battalion and local police forces at Sitio Limite, Upper Maculan, Lake Sebu, South Cotabato on April 8, 2022.
 
Major General Juvymax Uy, JTF Central and 6ID Commander, disclosed that the 4 CTs were conducting extortion activities in the community and has been the target for monitoring by security forces.
 
The suspects were onboard two motorcycles when they were flagged-down by security forces from the 5th Special Forces Battalion while conducting a checkpoint.
 
The suspects however fired their firearms towards the security forces which led to a 10-minute firefight that resulted to the death of the 4 suspects identified as Ariel Moca Lasib alias Jenrose; a certain alias Hadi, the second Deputy Secretary of Guerilla Front MUSA, FSMR; Johndel Limosnero alias Butod, supply officer; and alias Rex and alias Nomer, members of Yunit Militia.
 
Recovered after the firefight were four (4) Caliber .45 Pistols; three (3) IEDs and several communication equipment.
 
MGen Uy lauded the efforts of the 5th Special Forces Battalion and local police forces, the Local Government Unit of Lake Sebu, and the populace of the said municipality for their continuing support to end any forms of extortion activities of the CTGs. "While we are confronting enemies, we also uphold peace, as much as possible, we don’t want lives to be wasted due to worthless idealism,” MGen Uy said.
 
The 6ID Commander appealed to the remnants of the CTGs in South and Central Mindanao to surrender and accept the programs being offered by the government and to start living a peaceful and sustainable life.

Four communist terrorist group personalities were neutralized during an armed confrontation in South Cotabato, Friday evening, April 8, 2022.
 
Maj. Gen. Juvymax Uy, Commander of Joint Task Force Central said troops of the 5th Special Forces Battalion conducted a checkpoint operation at Sitio Limite, Upper Maculan, Lake Sebu, South Cotabato to possibly intercept the tax implementing group of the Guerilla Front Musa, Far South Mindanao Region.

“Our intelligence operatives were strictly monitoring the movements of the group. Due to the development of our intel operations, troops organized a checkpoint and successfully intercepted four CTG personalities onboard two motorcycles, however, one of the suspects immediately fired upon the government forces which led to an armed confrontation,” Maj. Gen. Uy said.
 
The firefight resulted in the deaths of four CTG personalities later identified as Ariel Moca Lasib, a.k.a. Jenrose/Hadi, 2nd Deputy Secretary of GF Musa; Johndel Limosnero, a.k.a. Butod, Supply Officer of GF Musa; and alias Rex and Nomer, both members of the Yunit Milisya.
 
Seized from their possession were four cal. 45 pistols, three improvised explosive devices, and several communication equipments.
 
“Amid the preparations for the upcoming national and local elections, your armed forces continue to conduct focused and civil-military operations to ensure the safety and security of the people,” Lt. Gen. Alfredo Rosario, Jr., Commander of Western Mindanao Command said.

“Rest assured that with the support from the local government and the populace, we will be able to sustain the peace and order here in Mindanao,” Lt. Gen. Rosario, Jr. added.

Two young combatants and 49 supporters and couriers of the Daulah Islamiyah-Maute Group (DI-MG) received immediate support following their surrender to the government forces in Lanao del Sur at about 11:30 in the morning Monday, April 11, 2022.
 
Lt. Gen. Alfredo Rosario, Jr., Commander of Western Mindanao Command said that the Daulah Islamiyah personalities submitted themselves to Brig. Gen. Jose Maria Cuerpo II, Commander of 103rd Infantry Brigade at Headquarters, Charlie Company, 51st Infantry Battalion in Barangay Gacap, Piagapo, Lanao del Sur.
 
Brig. Gen. Cuerpo revealed that the two former violent extremists, known as Paris and Akmad, are minors. “They are both 17 years of age and residents of Piagapo,” the Brigade Commander stated.
“The mass surrender of DI members, supporters, and couriers is a result of the military’s intensified operations and the unwavering support from the local government unit and the populace,” the one-star general further stated.

A.k.a. Paris and a.k.a. Akmad handed over one M1 Garand rifle and one cal. 45 pistol while two of the supporters also handed over two M1 Garand rifles to the military. Food packs were then distributed to the former members and supporters of the DI-MG.
 
“I am personally grateful for the decision of the two young men to abandon the group that lured them with false ideologies and almost destroyed their future. This is their chance to renew their lives and reshape their future. Rest assured that we will watch their back and guide them as they reintegrate into mainstream society,” Lt. Gen. Rosario, Jr. expressed.
