Kaligayahan na ng Armed Forces of the Philippines na maghanap at maghukay ng katawan ng mga kasapi ng New People’s Army na nagmartir dahil sa walang pag-iimbot nilang paglahok sa makatarungang pakikibaka para sa pambansa at panlipunang paglaya. Abot-langit na naman ang ngiti nila at tila nakahukay ng minang ginto nang kunin ng mga sepulturerong militar ang labi ni Kasamang Justine Bautista mula sa kanyang himlayan at ipresentang parang tropeyo sa mass media.

Konsistent sa kanilang hilig sa red-tagging sa mga progresibong organisasyon, pinatatampok ng 5th Infantry Division Philippine Army na si Kasamang Justine daw ay nagmiyembro muna ng isang grupo ng mga estudyanteng manunulat bago sumapi sa NPA. Pero inililingid nila na ang maraming iba pang mga kabataang lumahok sa rebolusyonaryong armadong pakikibaka ay nagmula hindi lamang sa mga progresibong organisasyon kundi sa iba pang may magkakaibang oryentasyon kagaya ng mga samahang relihiyoso, pang-akademiko, pangkultura, Sangguniang Kabataan, fraternity at sorority, mga kamag-anak ng mga burges na pulitiko at mga katulad. Ayaw nilang aminin na ang saligan at komon na dahilan ng patuloy na pagdami ng mga kabataang lumalahok sa NPA ay dahil hindi na nila masikmura ang nagnanaknak na kabulukan ng naghaharing sistemang mapagsamantala at mapang-api.

Ang papet at pasistang rehimeng Duterte at mga sinundan pa nito ang pangunahing tagakumbinsi sa pagpapasya ng mamamayan na maging mandirigma ng NPA! At ngayong hindi na makagulapay si Defense Secretary Delfin Lorenzana dahil sa dami at tindi ng mga batikos at sermon na inabot niya mula sa iba’t ibang sektor ng lipunan bunga ng kagustuhan nilang imilitarisa ang UP System, nais ibaling ng AFP ang atensyon ng publiko tungo sa kagila-gilalas nilang paghuhukay ng mga bangkay na nananahimik na tatlong taon na ang nakaraan!

Ginagawang isyu ng 5th IDPA ang isang kung tutuusi’y isa namang non-issue kaugnay ng paglilibing ng mga hukbong nabuwal sa proseso ng gyera. Hindi daw diumano nabigyan ng “disenteng” libing si Kasamang Justine, gayong ang pagkakalibing niya ay pareho lang sa karaniwang maayos na pagkakalibing ng mga dukhang mamamayan na dahil sa kasalatan ay hindi na makayanang bumili ng ataul, magpaembalsamo, magpadasal sa pari, bumili ng lote sa sementeryo at magpagawa ng sementadong puntod. Sa mahaba nang kasaysayan ng mga gyera, hindi kailanman naging usapin at naging karaniwan na nga ang paglilibing sa mga nabuwal sa labanan sa saklaw ng teatro ng digmaan. Pero dahil nga nais magpa-“pogi” sa mass media, ginagawang bundok ng AFP ang isang nunal!

Para sa kaalaman ng mga pasistang militar, ang nangungunang kaligayahan ng mga mandirigma ng NPA ay ang mapaglingkuran ang sambayanan para mapalaya sila mula sa pagsasamantala at pang-aapi, buhay man ialay kung kinakailangan, at hindi naghahanap ng anumang kapalit, kabilang na ang isang “magandang” libing. Ang dapat tanungin nila ay kung bakit si Kasamang Justine at iba pang mga tulad niya na nakapagkolehiyo at may intelektwal na talento ay piniling iwan ang gayong buhay sa kalunsuran upang makipamuhay sa masang magsasaka at lumahok sa digmang mapagpalaya sa gitna ng napakahirap na kalagayan. Dahil lang ba ito sa “impiltrasyon” at “propaganda” ng mga maka-Kaliwa?

O dahil inudyukan mismo sila ng di-na matiis na mapagsamantala at mapang-aping sistemang panlipunan na ngayo’y kinukubabawan ng militaristang palaso sa Malacañang na si Rodrigo Roa Duterte? At habang pinatitindi pa ng rehimeng ito ang mabangis na pag-atake sa mga karapatang demokratiko at buhay ng mamamayan kasabay na labis na korapsyon at katiwalian, pagkatuta sa mga dayuhan at palsong pagharap sa pandemyang COVID-19 at mga kalamidad, inaasahang darami pa ang mga nakahandang lumaban at magsakripisyo bilang mga mandirigma ng NPA.

BUENAVISTA, Agusan del Norte – The Army’s 23rd Infantry “Masigasig” Battalion (23Ib) and the Technical Education and Skills Development Authority in Agusan del Norte (TESDA-ADN) conducted a 10-day livelihood training in the remote area in Barangay Aclan, in Nasipit, Agusan del Norte.

The 10-day training on bread-making started last January 20, 2021, in Sitio Tabon, Barangay Aclan with twenty-five (25) beneficiaries, all are children of the supporters of the Communist NPA Terrorists (CNTs) in the area.

The TESDA, as the lead agency of the Poverty Reduction Livelihood and Employment Cluster (PRLEC) under the Executive Order No. 70 (EO 70) set the training mechanism to enhance the knowledge and skills of the residents in a community once considered as conflict-affected and vulnerable to the harassments and other terroristic activities of the CNTs. Aside from the livelihood training, the former CNT supporters also receive basic services from the different line agencies and the local government unit (LGU) of Nasipit.

Sitio Tabon was once considered as a stronghold of the CNT movement until the residents decided to cut their ties with the terrorist movement last August 23, 2020, and pledged their support to the government.

Director Rey Cueva of TESDA-ADN regularly supervised the ongoing training together with the troopers of the 23IB in the area.

“The number of livelihood training on the pipeline are conducted by TESDA together with the 23IB, the LGU and other government agencies. These sets of training include vegetable production, tilapia production, egg-laying, dress-making and small engine mechanic,” Cueva said.

He emphasized that these community-based training are designed to develop the knowledge and skills of former CNT members and supporters to help them improve their economic lives.

Lt. Col. Julius Cesar C. Paulo, the commander of 23IB expressed gratitude to TESDA-ADN for the continued support to the communities in Agusan del Norte.

“Our strong partnership with the TESDA-ADN through the conduct of different livelihood trainings will further develop the Filipino workforce with world-class competence and positive work values in the community,” Paulo said.

He pointed out that the government is exerting efforts to ensure better services for the communities, especially those areas considered as conflict-affected.

CAMP MONTECLARO, MIAGAO, ILOILO – Troops of 61st Infanfry (Hunter) Battalion recovers pack of Marijuana following an encounter with CPP-NPA terrorists in Sitio Langka, Barangay, Danao, Leon, Iloilo on Tuesday, January 26, 2021.

The encounter happened days after the troops clashed with more or less 30 communist-terrorists in Sitio Tabionan, Barangay Bucari in the same town. They were responding to reports from the local populace about the presence of armed NPAs in the area when they encountered more or less 30 members of the communist-terrorist group under Sibat Platoon, Southern Front Komiteng Rehiyon –Panay led by Melgar Besmanos alias Mar.

The firefight ensued at around 11:44 in the morning which lasted for about 30 minutes. After which, the CNTs withdrew towards the different directions. There was no casualty on the government side while undetermined on the enemy side.

Recovered from the enemy’s location were one (1) homemade M79 with 12 rounds of 40mm ammunition; one (1) hand grenade; one (1) anti-personnel landmine with 50 meters detonating cord; 62 rounds 7.62mm ammunition; 15 backpacks; two (2)cellular phones; one (1) pocket Wi-Fi; one (1) laptop; seven (7) flash drives; one (1) hand held radio; one (1) gas stove; one (1) cooking utensil, and one (1) pack marijuana.

Lieutenant Colonel Joel Benedict G Batara, the Commanding Officer of the 61IB said in his statement that the recoveries from the encounter site are manifestations that members of the communist-terrorist group are not only doing terroristic activities but also engaging into illegal drug activities.

“May the NPA fighters realize quickly that the battle they are fighting is neither for a principle nor will uplift their lives. The CPP NPA is a terrorist group as magnified by the recovery of illegal marijuanas in their belongings. Such possession can never justify their propaganda of fighting for the people. It can be easily assumed that they allow destruction of their own men much more on the destruction of this country and the Filipino people,” LTC Batara said.

BALER, Aurora-Another member of the Communist Party of the Philippines-New Peoples Army Terrorist (CNTs) voluntarily surrendered to Army’s 91st Infantry “Sinagtala” Battalion Headquarter on Tuesday, January 26, 2021.

Lieutenant Colonel Reandrew P. Rubio, 91st IB Commanding Officer, identified the surrenderee as alias Ka Totoy, former Vice Commanding Officer, Regional Yunit Guerilla (RYG) of the CPP-NPA.

He added that Ka Totoy was armed with one (1) M16 rifle (Defaced), one (1) short magazine for M16A1 with three (3) rounds of ammunition for M16A1 when voluntarily returned to the fold of the law this afternoon at Barangay Calabuanan, Baler, Aurora.

Rubio furthered that combined elements of Bravo Company, 91IB, 7ID led 1st Lieutenant Bobby A. Ferrer, Bravo Company Commander, Aurora Police Provincial Office (APPO) and other friendly forces facilitated the voluntary surrender of Ka Totoy.

The surrenderee admitted that he read the anti-terrorism law which encouraged him to surrender, explaining that he also wants peace together with his love ones.

Ka Totoy also said that he was deceived by the CNTs.

“This act of surrendering firearm is a clear proof that they have come to realize that they were joining the wrong ideology. With that, we will see to it that appropriate gov’t programs and services be given to him and to his family,” Rubio said.

He added that Ka Totoy was just used by the Communist Terrorist Group to conduct atrocities, extortion and other terroristic activities.

Rubio called the remaining members of the CPP-NPA Terrorist to peacefully surrender and avail the government’s Enhanced –Comprehensive Local Integration Program (E-CLIP) for them to start a new and productive life together with their families.

Ka Totoy will receive P15,000 Immediate Assistance; P50, 000.00 Livelihood Assistance and Firearm Remuneration for his surrendered firearm.

The immediate and Livelihood Assistance are component benefits of the E-CLIP which provides a complete package of assistance to former rebels.
Immediate Assistance is for the mobilization expenses of the former rebels (FRs) while his enrolment in the program is being processed while the Livelihood Assistance is a support for sustenance.

The other benefits of the E-CLIP that the surrenderee may also avail includes; Reintegration assistance, Philhealth enrolment, medical assistance, Education assistance, Modified Conditional Cash Transfer, Legal assistance, and Healing and reconciliation initiatives.

Some LGUs are also providing additional support to former rebels within their area of jurisdiction like financial and livelihood support and assistance securing a job abroad.

Maco, Davao De Oro – Nineteen (19) former rebels from WGF 33, WGF 3 and WGF 2 had completed the month-long skills training under the Technical Education and Skills in an Development Authority (TESDA) from January 4-26, 2021.

They received their TESDA National Certificates (NC I) on Automotive Servicing under TESDA’s Skills Training for Work Scholarship Program (TWSP) in a simple ceremony held on January 26, 2021 at Balai Pag Asa, 101st Bde, 10ID, PA Brgy Mapaang, Maco, Davao De Oro.

BGen Luis Rex D Bergante, 101st Bde Commander represented by Col Glenn Jun C Calambuhay, Deputy Bde Commander welcomed the participants as well as the guest of honor and speaker Hon. Jayvee Tyron L Uy, Provincial Governor of Davao De Oro.

“We are so thankful for the support and services provided by TESDA to our unit especially in the conduct of livelihood and skills trainings which benefitted former rebels. We will continue to collaborate and partner with TESDA, local government units (LGUs), and other national government agencies (NGAs) in the delivery of basic services and resolve the issues being exploited by the communist terrorist groups and its sectoral front organizations. More skills trainings for you who are partners in intensifying integrated territorial defense system, will be done through the teamwork of all government agencies actively supporting the Whole-of-Nation Approach to End Local Communist Armed Conflict (ELCAC)” Calambuhay said.

In his message, Governor Uy said that as part of the Whole-of-Nation Approach to ELCAC, he told the former rebels to help the government convince their former comrades since the graduates have experienced the program for themselves. He appealed to the former rebels’ friends and relatives who are still with the terrorist group to return to the folds of the law.

“Please tell them how good this program of the government is. We are delivering the necessary government services for those in the conflict-affected areas for peace,” he said.

@ Eugene, one of the former rebels, said ” Kini manggud ang mga programa nga mubag-o sa among kaugalingon. Dire magsugod ang tanan nga mausab namo ang among kaugalingon nga magpabilin mi sa sabakan sa gobyerno kanang makahatag sya kaugmaon sa among mga anak.

Kini ang mga opurtunidad, sama sa uban kanamo na mga gagmay lang ug grado, pero sama sa mga parehas namo gapaningkamot gyud mi na matun-an namo ni para sa amo pamilya. Kabalo manggud mo na kami biktima ra pud sa mga pang-ilad na gihimo sa amoa sa grupong CPP-NPA- NDF. Daghan gyud kaayong salamat nga gitagaan mi ug tsansa na makatoon. E apply namo ang natun-an namo sa training. Gamiton namo ni sa pag sugod kauban ang among pamilya”, he said.

After the ceremony, training allowances were given to the graduates as well as financial assistance from the Governor’s office.

Kalinaw News: 90IB recovered unexploded explosive ordnance in Pikit, Cotabato

CAMP SIONGCO, Maguindanao – An unexploded explosive ordnance (UXO) was accidentally discovered by army troops in Sitio Malik, Barangay Balungis, Pikit, Cotabato on January 22, 2021.

Report reaching Major General Juvymax R. Uy, Commander of 6th Infantry (KAMPILAN) Division and Joint Task Force Central disclosed that the UXO (Rifle Grenade) was sighted by the Alpha Company of 90th Infantry (BIGKIS LAHI) Battalion conducting foot patrol at about 1:30 in the afternoon.

Immediately, the troops cordoned the area and requested the personnel from the 35th Explosive Ordnance Disposal Team (EODT) to conduct area panelling and assessment.

The explosive was properly disposed by the EODT at around 4:00 p.m. according to Maj. Gen Uy, it was timely discovered by our troops and once again contributed in our fight against terrorism and maintain peace and order in Cotabato Province.
