After seven years in the mountains, an alleged leader of the New People’s Army (NPA) surrendered to the police on Monday.

Racklene Gallenero, 32, alias “Ka Macky” or “Ka Milky” of Barangay Poblacion, Bingawan town turned himself in to Mayor Mark Palabrica.

Gallenero surrendered his .38-caliber revolver with five rounds of ammunition.

He told Palabrica he wanted to surrender because of hunger and fear for his life.

According to Gallenero, he was recruited by one Francisco Balois alias “Ka Tonying” in 2013.


He recalled having experienced a series of encounters with government troops like the one in Tapaz, Capiz where he badly hurt his left foot.

“Naapektohan gid iya paglakat. We are happy that he finally decided to surrender,” said Palabrica. “We encourage other active members to avail themselves of the government’s program.”

Palabrica said the local government gave Gallenero one sack of rice, P10,000 cash and relief goods through the Department of Social Welfare and Development.

Gallenero was reportedly a supply officer and organizer of the Central Front Committee.

Meanwhile, the Philippine Army’s 3rd Infantry Division is facilitating Gallenero’s inclusion to the National Task Force to End Local Communist Armed Conflict program.

“Any surrender from their ranks will always have a demoralizing effect on the rest of their members,” Major General Benedict Arevalo, 3ID commander, told Panay News.

“Wala kayong patutunguhan sa inyong ipinaglalaban. Tingnan ninyo ang nag-surrender na kasamahan ninyo, maganda na ang kanilang buhay kasi naka-avail ng programa ng gobyerno,” he added.
