BAYUGAN CITY, Agusan del Sur – A Communist NPA Terrorist (CNT), @Bong/Yap/Mcleen, 29 years old, native of Prosperidad, Agusan del Sur (ADS), a Medical Staff of the Regional Sentro De Grabidad (RSDG), Northeastern Mindanao Regional Committee (NEMRC) surrendered to 3rd Special Forces Battalion (3SFBn) bringing one (1) Cal. 50 sniper rifle “Barrett type” (Homemade) with SN:211858 with ten (10) rounds ammunition, one (1) Cal. 45 pistol with defaced serial number, one (1) magazine assembly with seven (7) live ammunition in a joint effort with PNP RMFB 13 on September 19, 2019 at 3SFBn headquarters in Brgy. Noli, Bayugan City.
Bong/Yap/Mcleen, who spent six (6) years as an NPA terrorist, surrendered because of trauma during recent encounters between the CNTs and the 3SFBn troops last year and earlier this year resulting to NPA casualties in the hinterlands of Sibagat, Prosperidad and Bayugan, ADS. “Namatay sa encounter ang aking kasamahan last year. Nilibing lang ng mga NPA na kasama ko kung saan-saan at nakakalungkot isipin na ganito lang pala ang gagawin nila sa akin pag sakin ito nangyari. Dito ko narealize na mali ang desisyon ko sa pagsama sa mga NPA.
“Sabi ko sa isip ko, kailangan makaalis ako dito kasi sayang lang lahat ng pagod at hirap. Sa bandang huli pababayaan lang kami ng mga NPA. Hindi rin malalaman ng pamilya ko kung anong nangyari sa akin. Wala akong kinabuksan dito, “he added.
Lieutenant Colonel Joey B Baybayan, Commanding Officer of 3SFBn sends his message clearly to urge other NPA members to surrender and choose peace.
“For the rebels who are still out there, I know that more in your ranks already want to surrender. We urge you and your comrades to abandon your leaders and surrender to the government and choose a peaceful way of life. You have no future there because your commanders are corrupt and making money out of this armed conflict while you in the lower ranks and your families suffer the most,” LTC Baybayan said.
Said former rebel will be enrolled in the Enhanced Comprehensive Local Integration Program (E-CLIP) to avail of the benefits offered by the government to former rebels to include firearm remuneration, immediate cash assistance, livelihood assistance and more. Earlier this month, Bayugan City under Mayor Kirk A. Asis received two surrenderees from this unit and immediately provided them initial cash assistance as a reward for surrendering and choosing the way of peace. He will likewise be presented to the LGU.
Since the issuance of the Executive Order No. 70 (EO 70), there was tremendous increase of surrenderees because of the Whole-Of-Nation approach which enjoins all Filipinos to take part in ending the local communist armed conflict.
