ROXAS CITY, Capiz, Nov. 15 (PIA) – The “Whole-of Nation” approach spelled out under Executive Order No. 70 issued by President Rodrigo R. Duterte is the key to end communist armed conflict.
Newly installed 3rd Infantry Division, Philippine Army, commander Brigadier General Eric Vinoya said, the institutionalization of the Whole-of-Nation approach will really end the insurgency problem in the country.
He challenged the local chief executives who head their respective Local Task Forces to End Local Armed Conflict (LTF-ELCAC) to take the lead in ending local insurgency in their locality through good governance.
Vinoya also appealed to local government units and different national government agencies to do what are expected of them for the benefit of the people.
“The military is not the solution to insurgency. We have to identify the root causes of the problem which the solutions are in the LGUs and government agencies in terms of delivery of basic services in the communities,” Vinoya said.
Meanwhile, he revealed that so far, the Regional Task Force-ELCAC in Regions 6 and 7 have already been organized and have been cascaded to the provincial and municipal levels.
He said that so far the government is gaining ground against insurgency and “we are in control of the situation,” pledging that they are doing their best to end the insurgency problem. (JBG/PIA6-Capiz)
