DAVAO CITY -- Task Force Davao (TFD) is pushing for the full implementation of "no parking policy" of motorcycle and other vehicles" in Pasko Fiesta venues to deny anyone from placing improvised explosive devices (IEDs) in crowded places.

This came after an IED attack in Shariff Aguak, Maguindanao on Saturday (November 23), where an explosive was placed in a motorcycle.

Col. Consolito Yecla, TFD commander, pointed out that during first three nights of Pasko Fiesta, which opened on Friday, motorcycles were seen illegally-parked in San Pedro Square.


Recognizing the danger posed by vehicles that can be used as a platform for IED attacks, Yecla said he requested the City Transport and Traffic Management Office (CTTMO) to fully implement the “no parking policy.”

Yecla pointed out that the City Council has already declared in August this year the San Pedro Square as a "maximum security zone", where parking of vehicles may be restricted during major events.

"To address the threat of terror attacks using vehicle-borne IEDs, on September 9, 2019 a recommendation was submitted to the Sangguniang Panglungsod to increase parking violation penalty from PHP500 to PHP2,000 to discourage motorists from illegally-parking their vehicles in crowded areas," Yecla said.

The recommendation was immediately submitted to the City Government after the IED attack in Isulan, Sultan Kudarat on September 7, 2019 that injured eight civilians.

Yecla also called on both Davaoeños and visitors to the city to practice the "culture of security."

"Everyone should volunteer themselves for inspection; report suspicious persons; remind each other on no backpack policy, no jacket policy, and no non-transparent water container policy among others; and participate in the security system of the city," he said.

He also reminded the public on the "no backpack rule" in crowded places.
