MABINI, Pangasinan, Nov. 25 (PIA) - Twenty-six former rebels and rebel supporters from a certain barangay in Mabini town formally surrendered to the government in a simple ceremony on Nov. 20 held at the town plaza.
Philippine National Police (PNP) Provincial Director Redrico Maranan said, for the ‘Oplan Panagsubli’, the rebels chose to return to the government to help in the development of their communities. It took about four months to process the validation of these former rebels, he added.
Maranan said, this development was a result of the whole-of-nation approach of Executive Order 70 initiated by President Rodrigo Duterte for the rebels to return and surrender to the government.
“Pinili ninyo ang bumalik at makipagtulungan sa pamahalaan para mapaunlad ang pamayanan . Kayo po ang mga kababayan natin na mas nangangailangan ng pagkalinga ng pamahalaan. Ito ang magbubukas ng pinto para kayo ay tuluyang yakapin, unawain at tulungan sa inyong buhay,” Supt. Maranan told the former rebels.
Pangasinan Governor Amado Espino III told the former rebels, who once embraced and committed themselves to communist ideologies, "to commit themselves to the local officials of Mabini, to their families, and to the society.”
“Andito po kami na nangangako na hindi namin kayo pababayaan. Tuluy-tuloy ang mga programa ng gobyerno para sa inyo kapalit ng paniniwalang inyong tinalikuran,” he added.

The former rebels were formally presented and turned over by the Police Regional Office 1 that was represented by Deputy Regional Director for Operations Ysmael Yu to the townsfolk of Mabini town, now under the present leadership of Mayor Ariel de Guzman.
Mayor De Guzman, for his part, said everything that his local government unit can do to support the former rebels will be given to them.
The Sangguniang Bayan passed a resolution which declared the rebels “persona non grata” in the whole municipality of Mabini to condemn the atrocities relentlessly committed by the Communist Party of the Philippines – New People’s Army (CPP-NPA) terrorists in the said locality a few years ago.
