ABS-CBN (Dec 21): PH looks into China's offshore observation network

The Philippines will look into reports that China is setting up an offshore observation network, including satellite and radar stations, to strengthen its maritime power.

Presidential spokesman Edwin Lacierda said over dzRB yesterday the Palace has directed the Department of Foreign Affairs to verify the reports.

“And they (DFA) will be the ones responsible for discussing this matter or issue any statement to that effect,” Lacierda said.

He said the DFA is expected to take the necessary steps to ensure the country’s interests are protected and an escalation of tension with China is avoided.

Reuters, quoting a report in the state-run China Daily, said the offshore observation network project is expected to be completed in 2020. The program is expected to exacerbate tensions in the region.

Many of China’s neighbors, including Japan, the Philippines and Vietnam, have expressed concern over China’s military build-up and its increasingly assertive posture in the region.

A State Oceanic Administration official was quoted as saying that the establishment of the network is “fundamental” to protecting China’s maritime interests.

The network will cover coastal waters, the high seas and polar waters, reports said, adding that undersea observation operations and tsunami warning stations would also be built.

The network would help China realize the potential for resources in China’s marine areas, the report said. It did not mention how much the network would cost to build.

China lays claim to almost all of the South China Sea, believed to be rich in minerals and oil-and-gas deposits.
