From the MILF Website (Dec 27): BIAF in Socsargen oriented on Bangsamoro Framework Agreement
Close to three thousand elements of Bangsamoro Islamic Armed Forces (BIAF) from the 107th Base Command in Brgy. Pananag, Maasim Sarangani Province were oriented on the GPH-MILF Framework Agreement on the Bangsamoro during the culmination of the General Assembly that was held on December 20-25, 2012 at the base camp. The activity was geared to educate members of the MILF armed forces on the progress of the GPH-MILF peace process particularly on the framework agreement.
Von Al Haq from the Central Committee oriented the audience on the salient points of the said agreement which will pave way for the creation of the Bangsamoro New Political Entity. Al Haq reechoed the statement of MILF Chief Negotiator Mohager Iqbal that Bangsamoro People have gained some important points after more than a decade of negotiation with the government such as identity, territory, wealth-sharing, power sharing and the Bangsamoro governance. He also mentioned that there are some powers exclusive to the Bangsamoro, reserve powers of the Central Government as well as shared power.
One of the topics on the discussion of the two panels on the annexes, he said, is how big will be the share of wealth that will be retained to the Bangsamoro. Al Haq was optimistic there will be bigger share for the Bangsamoro. The speaker said he can not disclose the details because it is still being discussed by the two peace panels. He pointed out that one of the most important gains of the negotiation is the crafting of Bangsamoro Basic Law for the Bangsamoro People. Al Haq said
Al Haq related also that last November 23, he met at Kuala Lumpur, Malaysia the former IMT Head of Mission Datu Julkipli bin Mohamad who said, “protect the framework agreement, if not that may doom to fail.” Al Haq enjoined the audience to take care of the FAB. The framework agreement was signed on October 15, 2012 at Malacañang Palace and was attended by the MILF, Malaysia, government officials, and other foreign dignitaries. “The framework agreement was agreed upon by the two parties and it gives a clear direction,” he said in Maguindanaon dialect.
He added that the new government for the Bangsamoro will be a way to normalize the abnormal situation. The speaker sampled normal situation to a Moro farmer that can till his land without carrying gun to protect himself or a Moro woman will sell in the market without the feeling fear to be robbed. Al Haq said good governance and development that will give better life for the Bangsamoro may be achieved should the framework agreement will succeed. He urged the Moro people to support the accord.
