QUEZON CITY, June 26 -- Department of National Defense Undersecretary Reynaldo B. Mapagu, Chairperson of Task Force Balik-Loob and also the Co-Champion for the DND-DPWH Convergence Projects or the TIKAS Program (Tatag ng Imprastruktura para sa Kapayapaan at Seguridad) visited the Headquarters of the 7th Infantry Division commanded by MGen Alfredo V Rosario AFP, in Fort Ramon Magsaysay, Nueva Ecija on June 25, 2020 to discuss the latest status of the implementation of the Enhanced Comprehensive Local Integration Program or E-CLIP, as well as updates on several TIKAS Projects in the said camp.
The 7th Infantry Division briefed USec. Mapagu on the status of E-CLIP implementation within its area of operations, which covers the entire Regions I and III, and some parts of Abra in CAR. They also aired their issues and concerns regarding the procedure in handling former rebels with legal concerns, and construction of halfway houses in Region III. Additionally, they presented updates on the status of various Tikas Projects located in Fort Magsaysay, such as the new Administration Building for the 7th Infantry Division, a hangar for the Army Aviation Regiment, and barracks for Special Forces Regiment (Airborne) and Light Reaction Regiment.

During his visit, USec. Mapagu took part in a dialogue with some former rebels under the care of the various units of the 7th Infantry Division. One of these former rebels testified that he was recruited by the New People’s Army (NPA) from Surigao del Sur, and was brought in Northern Luzon to reinforce NPA units operating in the Sierra Madre mountain range, while another former rebel shared that she was recruited at the very young age of 14. USec. Mapagu assured them that the Task Force Balik-Loob will continue to assist them in their reintegration, as well as provide other forms of assistance under the E-CLIP, such as housing and livelihood projects. Usec Mapagu also conducted an ocular inspection on different TIKAS Projects within Fort Ramon Magsaysay, accompanied by MGen Rosario and representatives from the DPWH Region III and different unit end-users.
