TACLOBAN CITY, Nov. 24 (PIA) -- Among the CTG materials recovered after the surgical airstrike at Barangay Caputoan, Las Navas, Northern Samar, is a document that stipulates the plans, programs and activities that would be be undertaken by the red and white areas.

This was revealed by Lt. Col. John Gullem, commanding officer of the 20th Infantry Battalion of the 8th Infantry Division.

Lt. Col. Gullem said, it is important that the public is informed about the planned activities of the CPP-NPA-NDF so that they will not fall prey to their lies and deceits.

The document entitled “Tactical Implan Ha Kontra-Pasista nga Kampanya” (Agosto-December 2019) showed the implan is divided into two phases.

Phase I with implementation period of ‘Agosto-Oktubre,’ covers preparation and build-up activities such as:

• Continue to ease the unification of the party, the armed group and the masses. The campaign plan, the assesment plan of the campaign, the documentary video and the Regional Human Right Situation will be a source for unification. (Pagpatuloy na paluwagin ang unification sa partido, hukbo at masa. Magiging material sa unification ang campaign plan, assesment plan of the campaign, ang documentary na video at Regional HR Situation.)
• Fixing of machinery in the White Area. (Pag-aayos ng makinarya sa White Area.)
• Task force fixing at the regional and provincial levels and TF for the NCR. Anti-fascist machinery will also be organized at the municipal and village level. (Pagkompuni ng task force sa level ng region at mga provinces at TF para naman sa NCR. Ayusin din ang anti-pasista na makinarya sa level ng minisipyo at baryo.)
• Completion of required documentation. (Pagkumpleto ng kailangang dokumentasyon.)
• Continuous propaganda. (Tuloy-tuloy na propaganda.)
• Alliance building
• Build-UP mass action in September; delegation to dialogue protest, Fact Finding Mission on mass complaints; making petitions and resolutions. (Build-UP na aksyon masa sa Setyembre; delegasyon diyalogo protesta, reklamo ng masa Fact Finding Missions; paggawa petisyon at resolusyon.)
• Skirmishes at Peace and Development Team areas. (Gitgitan sa mga Peace and Development Team areas.)
• Tactical Offensives and special operations (Mga Tactical Offensives at espesyal na operasyon.)

The CTG Implan’s Phase II (Nov-Dec) will focus on the conduct of Big mob in provincial, regional centers and NCR in December. (Big mob sa mga sentro sa probinsya, rehiyon at NCR sa Dec).

On December 10, they plan to stage rally- dialogue- congressional inquiry in 2 provincial centers + 1 regional center. Their issues will Include severe low copra prices, abaca impestation, el niño and urban demolition.

Per the recovered Implan, the CTG’s NCR activities in November are Fora, radio hopping and TV guesting, alliance for the congressional inquiry, coordination with national organization & Main Regional Support Group, filing of petition or resolution.

They will build up cases, conduct radio hopping and TV guesting.

They will also conduct continuous Tactical Offensives and special operations. Then they will assess the conduct of the campaign. (PIA-8)
