President Rodrigo Duterte has lauded the Army’s 3rd Infantry Division for the arrest of Negros Island top rebel leader Frank Fernandez, Presidential Assistant for the Visayas Michael Lloyd Dino yesterday said.

Dino, who visited the 3ID headquarters at Camp Macario Peralta in Jamindan, Capiz, yesterday expressed the president’s gratitude to the troops for their continued service to the country.

Fernandez, secretary of the Komiteng Rehiyonal-Negros, and his wife, Cleofe Lagtapon, were arrested by Army intelligence operatives in Laguna on March 24.

Dino, who led the inauguration of newly-constructed Army barracks at Camp Macario Peralta, also sought the support of 3ID to harmonize peace and security efforts in Visayas.

He emphasized the significance of implementing Executive Order 70 (EO 70) that focuses on institutionalizing the Whole-of-Nation approach in attaining inclusive and sustainable peace and security, as well as the role of the Armed Forces in ending insurgency.

The Whole-of-Nation approach addresses the root causes of armed conflicts, including insurgencies, internal disturbances and tensions, by prioritizing and integrating the delivery of basic services, facilitating societal inclusivity, and ensuring the participation of the community in the pursuit of the country’s peace agenda.*
