From Update.Ph (Feb 7): Constructions in EDCA camps to push through

Construction of facilities by United States under the Enhanced Defense Cooperation Agreement will push through, Department of National Defense (DND) Secretary Delfin Lorenzana said during a press briefing for Malacañang Press Corps at the New Executive Building (NEB) on February 7, 2017.

Secretary Lorenzana said he talked with President Rodrigo Duterte to clarify some issues regarding the construction in EDCA camps.

“Mr. President, first, there was no construction yet sa mga EDCA camps, it will be constructed sometime later this year or next year. Pangalawa, it’s not allowed sa ating agreement (EDCA), there will be no stockpiling of weapons or anything that could be used for wargames,” this is what Lorenzana said he told the President.

He said the US military will put up barracks and fuel tanks for aircraft and vehicles.
“Kapag pumunta sila rito, they can use the facilities, mga barracks. They will put up barracks na malaki na pwede rin nating gamitin, joint use ito e. Then, they will put up fuel tank para sa mga gamit nilang eroplano at mga vehicles nila,” he added.

“Most of the equipment that they will be bringing here are for humanitarian assistance and disaster response, yung mga rubber boats,” he said adding that EDCA camps are strategically located for calamities.

“When they come here for exercise, they will use their rifles, ammunition for firing when they leave they will bring all of those weapons with them back to the United States and leave yung barracks lang at yung mga equipment na pwed nilang iwanan dito na gagamitin nila next time na pumunta sila dito or if there are calamities that we are addressing,” he explained.

He said after he clarified this with the President, the President said OK. “Ituloy natin (EDCA) basta be sure na walang stockpiling ng mga ammunition diyan,” Lorenzana said quoting the President.
