An alleged ranking official of the Communist Party of the Philippines-New People’s Army (CPP-NPA), tagged in the torching of a sugar firm’s facility in Negros Occidental, was arrested in Victorias City over the weekend.

Police said Joseph Sibugan, alias Sakay and Rubin, 35, of Toboso town, was the finance and logistic officer of the NPA’s Northern Negros Front and former secretary of the NNF.

Sibugan was arrested by members of the city police and regional intelligence unit at Hacienda Nena in Barangay  14, Superintendent Santiago Rapiz, city police chief, said.

The suspect’s arrest was based on a warrant issued by Judge Katherine Go for arson. No bail was recommended for his liberty.

Rapiz said Sibugan was tagged in the burning of a trans-loading station owned by a sugar milling company in Toboso in 2008.

The city police is waiting for a court order to turn the suspect over to the Bureau of Jail Management and Penology in San Carlos City.

Meanwhile, in Agusan del Sur, a band of rebels raided a palm oil plantation and burned a tractor in Barangay Lucac in San Francisco town last Friday.

The rebels disarmed security guard Alex Maguinda before torching the hand tractor.

They seized seven chainsaws and destroyed some 30 sacks of fertilizer before fleeing, town police chief Chief Inspector Sandro Santillan said.
