Not a single complaint for human rights violation was filed
against the Philippine Army in Negros Occidental in 2014, records of the
Commission on Human Rights (CHR) showed.
Although the Army maintained record of zero human rights
violation, 12 complaints were filed against the police last year.
A complaint was filed against a former soldier, CHR records
further showed.
Still, the complaints of alleged human rights violations
filed at the CHR in Negros Occidental reduced by 19 percent last year, compared
to 2013, records show.
CHR provincial officer Romeo Baldevarona said they have
recorded only 33 complaints of alleged human rights violations in Negros
Occidental last year, compared to 41 in 2013.
Three complaints of human rights violations were filed against
the New People’s Army while two against the Bureau of Jail Management and
Penology.
One complaint was lodged against the Philippine Drug
Enforcement Agency.
Topping the list of complaints are violations of Republic
Act 7610, or Violence Against Women and Children Act with six; murder, five;
and physical injuries, four.
The CHR provincial office in Negros Occidental has been
assisting the Philippine Army and National Police in ensuring compliance with
human rights laws in the province.
