From the Manila Bulletin (Oct 10): Promotion Of General Facing Plunder Defended
Malacañang defended on Tuesday the promotion of a police general in Tarlac despite facing a plunder case, saying he is presumed innocent until proven guilty. Presidential spokesman Edwin Lacierda also said barring the promotion of an official with a pending case was “unfair,” especially since the court has not issued any final ruling on the complaint. “If we stop everyone with a pending case, there will be a problem in the hierarchy. Remember, we have a presumption of innocence. There is no decision yet on the case filed against General (Benito) de Leon,” Lacierda said in a Palace press briefing.... De Leon was among several military officers charged with plunder by the Department of Justice (DOJ) for alleged diversion of P2.3 billion in military funds through the anomalous practice of “conversion....”
