Karapatan-Central Luzon called out Radyo Natin Nationwide broadcasters Angelo Palmones and Cheska San Diego-Bobadilla, for Red-tagging and spewing malicious accusations during their radio program on July 1. According to the group, the broadcasters spread misinformation, defamation and uninformed opinions against Karapatan after it assisted the families of slain Red fighters killed in Pantabangan, Nueva Ecija on June 26.

The broadcasters spoke after a report by journalist Armi Carranza of Radyo Natin Guimba. Carranza reported that the remains of one of those killed in Pantabangan have been brought home to the town of Guimba, Nueva Ecija. The group said Carranza objectively reported the side of the families and friends, as well as the military side, before Palmones and San Diego-Bobadilla spread their malicious accusations.

The two said Karapatan-Central Luzon is “annoying” because after the encounter in Nueva Ecija, it focused more on the possible human rights violations of those killed. “It is not our job to be speak for and act as the purveyor of government programs,” the group responded.

According to Karapatan-Central Luzon, the two broadcasters also stated that the group should advise its comrades in the mountains and inform them that the government has programs so there is no more reason to go to the mountains. Palmones and Sandiego-Bobadilla maliciously linked Karapatan to the armed revolutionary movement.

“It is important to correct Angelo Palmones and Cheska San Diego-Bobadilla and other journalists that Karapatan-Central Luzon, [and chapters] in various regions and nationally, is a legal organization of human rights defenders,” it said.

They said the statements of Palmones and San Diego-Bobadilla that Karapatan are comrades with those who chose to join the armed struggle are dangerous to the life, freedom and security of volunteers and human rights defenders. “Such statements put targets on our backs, and label us as enemies of the government, who can then be abducted and killed,” Karapatan-Central Luzon added.

The group stressed that it is the duty of journalists to report truthfully, provide studied and evidence-based opinions, and be careful in their presentation, especially in stories that are not even true but are destructive and dangerous to the life, freedom and security of others. “A journalist has a huge responsibility, it is an obligation,” they added.

Meanwhile, the group condemned the military and police for posting tarpaulins in Nueva Ecija, Tarlac and other parts of Central Luzon linking Karapatan-Central Luzon to the New People’s Army. The posters were put up by the state after Karapatan’s response after the clash in Pantabangan, Nueva Ecija and after it helped the families retrieve the remains of those killed.



Karapatan-Central Luzon asserted the international humanitarian law and the law of war as the standard and guide for parties participating in armed conflicts to keep the conduct of war humane.

Members of the Youth for Justice and Peace, an alliance of young students, church people and other groups that stand against US wars of aggression, protested at Kalaw Avenue in Manila yesterday, July 4, on the occasion of the Philippine-US Friendship Day.

They condemned the US’s provocation of war in Asia and its dragging the Filipino people into its warmongering with rival China.

In history, July 4, 1946 is considered the date on which the US “awarded” the Philippines “independence” from its colonial rule. However, American officials only formally withdrew from the country’s state power because it maintained strict control over all aspects of Filipino society.

The Philippines transitioned today in history from a direct colony to a neocolony. It used to be called Philippine Republic Day before it was changed to “Philippine-American Friendship Day” by the Marcos Sr. dictatorship in 1984.

Various mass organizations led by the Bagong Alyansang Makabayan (Bayan) and the Asia-Wide Campaign against US-Japanese Domination and Aggression of Asia marched to the Japanese embassy in Pasay City today to condemn Japan and the Philippines for signing the military agreement Reciprocal Access Agreement. Bayan said the agreement is a dangerous step and will result in intensified militarization and conflict in the Asia Pacific.

Bayan emphasized that the agreement furthers the US imperialist’s “pivot in Asia” in which Japan and the Philippines are used to serve as “partners” in its efforts to contain rival imperialist China.

“The constant warmongering by the US escalates tensions in the region and increases the dangers of an open military conflict erupting in the region,” the group added.

The Filipino people should be concerned about Japan’s desire to expand its military presence without fully addressing and providing justice for its wartime victims, “particularly the horrific system of comfort women that devastated countless lives across Asia,” the group said.

Women members of Gabriela and Lila Pilpina, a group representing comfort women and their struggle for justice, joined the action at the embassy.

For Lila Pilipina, the return of Japan’s armed forces to the country and the Philippines’ agreement for military activities is a great injustice. Japan has yet to be held accountable for its crimes during World War II, and there has been no justice for the comfort women, but here they are again.

Amid all these, Bayan and other organizations forwarded a six-point call to unite more organizations and Filipinos who love true peace and freedom in the Asia Pacific.

They called for the immediate cancellation of the agreement between the Philippines and Japan; abrogation of the Visiting Forces Agreement, Enhanced Defense Cooperation Agreement and other unequal military agreements between the Philippines and the US; true justice and reparations for all Japanese war victims; transfer of military funds to social services; Japan’s withdrawal from the war path and adherence to its constitutional provision for peace; and the Philippine government’s implementation of an independent foreign policy that will guide its dealings with China and the US-led coalition that includes Japan.

The immediate cancellation of the Philippines-Japan Reciprocal Access Agreement; abrogation of the US Visiting Forces Agreement, Enhanced Defense Cooperation Agreement and all other agreements that heighten tensions in the region and tramples upon Philippine national sovereignty; genuine justice and reparations for all victims of Japanese wartime atrocities; rechanneling of military spending towards social services and people’s needs; that the Japanese government step back from the path of war and adhere to its constitutional provisions for peace; and that the Philippine government adopt an independent foreign policy that should guide all its dealings with both China and the US-led coalition that includes Japan.

The New People’s Army (NPA)-Batangas paid the highest tribute to its three Red fighters who fell in the battle on the border of the barangays of Bolbok and Dao in the town of Tuy, Batangas on June 23. The three were killed in an encounter with the 59th IB.

“Under the Red flag of armed struggle, let’s raise our fists and shout with pride the heroism of Gladys Cassandra Mendoza (Ka George), Jethro Royce Magtira (Ka Alex), and Jian Markus Tayco (Ka Reb), ” said Ka Gregorio Caraig, NPA-Batangas spokesperson.

The NPA said the three were good sons of the people who, despite not being Batangueños, have chosen to offer their talent, intellect and skills to the advancement of the revolution in the province. “The Batangueño masses should be proud of the brave Batangas revolutionary martyrs!” Ka Gregorio said.

The NPA extended its sincere condolences to the relatives and families of the martyrs. “We thank them for embracing the path taken by their good children,” Ka Gregorio said.

Meanwhile, the people’s army strongly condemned the 59th IB for its disregard for the remains and its relentless harassment on the martyrs’ families. Human rights groups reported that the families were not able to retrieve the remains of Ka Alex and Ka Reb immediately due to the PNP-Tuy and 59th IB’s intentional delay, interrogation and intimidation of the Magtira and Tayco families. The military and police also harassed and intimidated humanitarian groups that came to help the families of the two.

Due to fear and harassment, Ka George’s family were not able to bring his remains home. It was only through the efforts of human rights groups that he was buried and given recognition and honor. Even then, the 59th IB acted as pallbearers of Ka George’s casket for show and pretend to be humanitarian.

In addition, the military also intimidated and forcibly evacuated the people of barangays Bolbok, Acle and the neighboring Dao in Tuy in pursuit of three people’s army. The 59th IB also forced residents to launch a fake rally against the NPA.

“The people can count on NPA-Batangas to mete out revolutionary justice to the killers of our dear comrades, and for the oppression suffered by the Batangueño people!” Ka Gregorio stated.

Various organizations, comrades and activists have also paid tributes and salutes to the martyrs. They shared their experiences with the martyrs when they were still activists, before deciding to join the NPA.

The nuclear agreement for alleged civilian use between the US and the Philippines or the so-called 123 Agreement took effect on July 2. The agreement was signed when US vice-president Kamala Harris visited the country in November 2022.

By virtue of this agreement, 40 American companies can now enter the Philippines to build small modular reactors (SMR) to generate electricity. There is not a single such commercial plant operating today in the entire world, not even in the US itself, thus contruction in the Philippines will be an experiment.

In the US, some electric cooperatives have rejected SMRs because they are too expensive to construct. The electricity it will generate is also very expensive so the SMR is not cost effective in any country. Currently, it costs $5.3 billion to $9.3 billion to build 8-12 SMRs that can produce 462 megawatts of electricity.

Like large nuclear plants, these small plants pose a significant risk to the environment and public health. In fact, the volume of nuclear waste emitted by SMRs is greater, according to a 2022 Stanford University study.

Rep. Arlene Brosas of the Gabriela Women’s Party forwarded a resolution in the Lower House on July 9 for Congress to investigate the presence of the Typhon Mid-range Capability (MRC) missile system in Ilocos Norte and its implication on national sovereignty and regional security in Asia. The location of the said offensive weapon was first kept a secret before it was founf at the civilian airport of Laoag in Ilocos Norte, a region where no “EDCA site” is located.

The said missile system has been used in US war games in the Philippines since April. The deployment of this missile system and the war games in which it has been used are all maneuvers to provoke China. This deepens Philippine involvement into the conflict between the two imperialist powers.

The Typhom MRC has the capacity to launch Tomahawk and SM-6 missiles capable of flying up to 1,000 kilometers. The US has been manufacturing this weapon only since 2019, after it withdrew from the Intermediate-Range Nuclear Forces (INF) Treaty, a nuclear treaty between the US and the then USSR signed during the Cold War.

The presence of Typhoon MRC in the Philippines is worrying many countries and is generating more tension in the Asian region. China called its positioning in the northern part of the Philippines a “provocation” and warned that it increases the risk of “misjudgments and miscalculations.”

Also, Russian Pres. Vladimir Putin used it as an reason to once again produce intermediate and shorter-range nuclear-capable missiles.

Thus, it puts in jeopardy the neutral status of the Philippines in international conflicts, the resolution said.

Drug-crazed soldiers from the 2nd IB shot to death brothers Ronel, 22, and Robert Monsanto, 18, in Sityo Laray, Barangay Aguho, Esperanza, Masbate on July 8. The brothers were herding their livestock when the military unit passed by and shot them in coldblood.

The soldiers took the remains of the brothers to Barangay San Roque and made it appear that they were Red fighters killed in an armed encounter. They displayed the remains and placed weapons and war materiel next to the dead bodies.

The New People’s Army (NPA)-Masbate (Jose Raping Command) statement clarified that there was no encounter in said barangay. “Marcos and the 2nd IB have deprived the young farmers and the Monsanto brothers of their future,” Ka Luz del Mar, spokesperson of the unit, said.

Ka Luz also conveyed the condolences of the people’s army to the victim’s relatives and expressed their support for the family in their fight for justice.

“Like Ronel and Robert, many other young people are at risk of being denied a future under the ongoing military rule in the province,” Ka Luz said. He further emphasized that behind the shows of sports events, ROTC, leadership training and other schemes for the military to deceive the youth, the soldiers’ true character emerges.

The spokesperson added, “with the killing [of the two], it becomes more clear for their fellow Masbatenyo youth that it is right and necessary [to join the people’s army for justice.]”

On the eve of July 9 in Antipolo City, state forces abducted and has yet to surface peasant leader Melchor Luyao, a member of the Katipunan ng Samahang Magbubukid (Kasama)-Rizal. Human rights groups are currently investigating where state forces are keeping Luyao and what military or police unit abducted him. Friends and family could no longer contact his cell phone number.

Luyao, known as Dodong Bagsak, was the Rizal farmers’ ardent colleague in the struggle for land reform and agrarian rights. In October 2023, Luyao endured threats and harassment from state forces.

In March, someone who identified himself as “Francis” sought out Luyao and asked the community about his role as a peasant organizer. He even brought Luyao’s photos and showed them to the residents. Residents suspect “Francis” of being a state agent because his actions were similar to that of NTF-Elcac personnel in the past.

Kasama-Rizal’s statement said that they uncovered cases of illegal possession of firearms and explosives filed against Luyao. These cases are usually used to harass and imprison peasant leaders and prevent their struggle for land.

On June 18, 80th IB soldiers and police raided and ransacked the house of Ronnie Manalo, Kilusang Magbubukid ng Pilipinas (KMP) general secretary and Tanggol Magsasaka spokesperson, in Barangay San Roque, San Jose del Monte City, Bulacan. State forces forcibly entered Manalo’s house despite the absence of anyone there. The military and police claimed to have seized an M16 rifle, a shotgun, grenades, laptops, and subversive documents.

Meanwhile, Karapatan-Rizal called on the local government of Antipolo City to investigate the abduction of Luyao to expedite the search and hold the perpetrators accountable.

Dubbed the “People’s Opposition,” the Makabayan coalition announced yesterday, July 10, its plan to field 12 senatorial candidates in the 2025 election.

“In the significant fight in the 2025 election, Makabayan is ready to field not just one, or two senators but a whole slate of patriotic and progressive candidates who will promote a comprehensive national-democratic program that will meet the aspirations of the Filipino people for development for the all, respect for rights, and full national sovereignty,” the coalition declared.

Makabayan said the factions of the ruling class ignore the people’s suffering. “At its core, the Marcoses and Dutertes are the same, they only pursue personal interests,” it said.

Makabayan accepts the challenge to represent the interests of ordinary citizens in the Senate.

“At a time when the people need a genuine Opposition that will present a real alternative to change, we are ready to assume this role,” Makabayan said. “The opposition of the people that is needed now is not only a matter of contesting the sitting administration but opposition to the existing system ruled by and benefited by the minority political dynasties, big business, landlords and imperialists.”

Makabayan slate will be composed of those who are “not corrupt, and not protectors of the few.”

“They are not from wealthy clans or political dynasties,” the coalition said. They will come from sectors that have long been deprived of their voices in Congress.

“We are ready to work with individual candidates who are united in the issues of land reform, wage increases, national industrialization, strengthening national sovereignty, defending human rights, fighting corruption and promoting peace talks,” it said.

Rep. France Castro earlier announced her intent to run for the Senate on June 26 under Makabayan. “I accept the challenge of my fellow teachers,” she said. “It’s time for a teacher in the Senate!” the teachers’ call to their ranks and to the people.

[Retired Analyst Note: Seeing references to the MAKABAYAN Coalition on this Communist Party of the Philippines Website is a clear indication that the group is a CPP political umbrella front organization. If you were to state that publicly, the group would vehemently deny the accusation and accuse you of engaging in "red tagging," a pejorative term intended to scare/intimidate critics from identifying the true colors of CPP affiliated above ground legal front organizations.

The Communist Party of the Philippines (CPP) today joins the Filipino people in marking the 8th anniversary of the 2016 ruling of the International Arbitral Tribunal (IAT). This ruling is considered a milestone legal victory which recognizes the maritime rights of the Philippines under the United Nations Convention on the Laws of the Seas (UNCLOS). The 2016 arbitral ruling should serve as the starting point and framework for peaceful dialogue between the Philippines and China.

On the one hand, as a signatory to the UNCLOS, China should be enjoined to recognize the arbitral ruling, manifest its intention to peacefully settle disputes, and minimize aggressive actions in defending its claims that run counter to the arbitral ruling. As an economic and military superpower, China can easily demonstrate goodwill to the Filipino people, especially to small Filipino fisherfolk, without losing anything with regard its claims or posturing. In particular, while China can continue to insist on maintaining presence at the Scarborough Shoal, it must do so without hampering Filipino fisherfolk access to the fishing grounds. Although lying within the Philippine EEZ, the territorial seas of the Scarborough Shoal were declared by the IAT as a shared fishing ground for Filipino, Chinese, and Vietnamese traditional fishermen.

On the other hand, the Filipino people must reject agitation by the US and pro-US militarists that the arbitral ruling is a license to go to war against China, and that in order to win, the country must seek the aid of the US and its allied military forces. Over the past year, the US-Marcos regime and agents of US psywar have been engaged in war agitation and fomenting anti-Chinese hysteria. The Filipino people must also guard against the spread of baseless notions and misleading statements that the arbitral ruling prohibits any country from sailing in the country’s exclusive economic zone (EEZ), which is being used to wholesale depict China as an intruder and aggressor, and to baselessly demand the expulsion of all its vessels in the area.

For six years, the Duterte regime wasted the legal victory of the Philippines when it set aside the arbitral ruling in order to kowtow to China, in exchange for promises to fund government-contracted infrastructure projects and political support. At the same time, Duterte allowed US military forces to continue using the country for war exercises and power projection, to which China responded with heightened presence in the South China Sea.

Since 2022, the subservience of the Marcos regime to the US government has become the biggest impediment to advancing a peaceful resolution based on the 2016 arbitral ruling. Marcos has allowed the US to increase its military presence, stockpile missiles and other weapons in the Philippines, and deploy its naval ships in surrounding seas to project power against China. Presently, there are 15,000 to 20,000 American troops sailing at any given time from the South China Sea to the Sea of Japan, provoking its imperialist rival to become more restive and aggressive and increasingly hostile.

In marking today the anniversary of the arbtiral ruling, it is thus crucial for the Filipino people to first and foremost demand an end to US military intervention and war provocations, in order to create the conditions for peaceful dialogue. They must call on the dismantling of all US military bases, the withdrawal of all US troops and the removal of all US weapons stockpile in the country.

At the same time, they must demand the Marcos government to stop maritime operations that escalate tensions, to pursue dialogue and other legal options. They must also urge China to reduce its overwhelming presence in the Philippine EEZ and ECS in order to allow the country to peacefully exercise its sovereign rights and manage its marine resources, and pave the way for resolution of disputes across the South China Sea.

Mariing kinokondena ng Rodante Urtal Command-New People’s Army ng Northern Samar ang pinakahuling kasinungalingan, pagpalaganap ng fake news at paglabag ng 74th “Unbeatable” Infantry Battalion sa karapatang pantao at internasyunal na makataong batas noong June 2, 2024 sa mga residente ng Sityo Canonghan, Barangay Osmeña, Palapag, Northen Samar.

Hindi totoong nakasagupa ng nag-ooperasyong tropa nito ang NPA at “nirescue” ang mga menor de edad. Ang totoo, walang habas na inistraping ng tropa nito ang may 11 sibilyan kabilang ang 7 menor de edad habang nasa isang koprasan. Hindi pa nakontento, iligal na inaresto ng nag-ooperasyong tropa ang mga sibilyan, dinala sa kampo at ginawang “hostage” o “pain” para mapresyur ang magulang na sumuko. Para bigyang katwiran ang iligal na pag aresto, pinalabas nitong “food courier” ng NPA ang mga menor de edad at kanilang “narescue”. Habang nasa kamay ng 74th IB ay nakaranas ng mental torture at pisikal na pag abuso ang mga menor de edad.

Kalakhan sa mga batang menor de edad ay anak ng mga sibilyang magsasakang pilit na pinapasuko ng 74th IB. Hindi lamang ito ang unang pagkakataon na dumanas sila ng panggigipit mula sa tropa ng 74th IB. Sa katunayan, ang isang menor de edad na babae ay dati nang iligal na inaresto sa kanilang sakahan sa may bahaging 447 ng Barangay Capacujan, Palapag, NS noong 2023. Ilang buwan na ginawang “hostage” at “pain” ang nasabing bata at ilan pa niyang kapatid na menor de edad para pasukuin ang sibilyang magulang nito na matagal nang pinipresyur ng 74th IB.

Hindi lamang dumaan sa mental torture ang mga kabataan kaya napilitang umamin at magbigay ng impormasyon na labag sa kanilang kalooban, nilason din ang mga utak nila ng samu’t-saring masamang salita ng 74th IB kaugnay sa kanilang mga magulang. Higit sa lahat ang gawin silang espiya o civilian asset ng mga pasistang sundalo para sa counterinsurgency na gawain.

Ang pinakahuling hakbang ng 74th IB ay pagpapakita ng pagiging desperado nito para abutin ang deadline na pagwasak sa rebolusyonaryong kilusan ngayon 2024. Nais ng 74th IB na pumusturang “unbeatable” at manguna sa lahat ng larangan sa pagtatapos ng rebolusyonaryong kilusan sa Northern Samar. Isang kahambugang pahayag nito na naglikha din ng sigalot at kompetensya sa minamaliit nitong dating nakateretoryo na 20th IB.

Ngunit, walang hindi nagagapi sa pagpapalaganap ng kasinungalingan, fake news at mga paglabag sa karapatang pantao tulad ng nakagawian at oryentasyon ng 74th IB. Ito ang mga katangiang kinakamuhian ng kalakhan ng masang anakpawis kabilang ang mga magsasaka ng Palapag.

Ang totoong hindi magagapi ay ang demokratikong rebolusyong bayan. Ang dati nang pagkalugmok sa kahirapan ng mga magsasaka sa bayan ng Palapag na pinatindi pa ng mga paglimita sa pagpunta sa sakahan hanggang sa pagpapatupad ng lockdown na may epekto sa kanilang kabuhayan at iba pang anyo ng mga paglabag sa karapatang pantao ay mga materyal na batayan para mabuo ang isang nagkakaisang lakas para sa pagbawi at pagsulong ng rebolusyunaryong paglaban.

The Communist Party of the Philippines (CPP) condemns imperialist Japan for its brazen act of provocation against China when it sailed last July 4 the Suzutsuki naval destroyer of its Maritime Self-Defense Force (SDF) into the territorial waters of China, 12 nautical miles off the east coast of Zheiyang province, where China was holding military drills and live fire exercises.

Emboldened by its alliance with US imperialism, Japan displayed arrogance in carrying out its naval intrusion into Chinese territorial waters, further raising armed tensions in the region. The Filipino people should be wary of Japan’s rising aggressiveness. They must vigorously oppose the Reciprocal Access Agreement (RAA) which will allow Japan, along with the US, to use the Philippines as a launching pad of its aggression.

MANILA – The country’s transparency initiative on the West Philippine Sea (WPS) has created a “deeper sense of nationalism” among Filipinos, a political analyst said Saturday.

On the eighth anniversary of the 2016 Arbitral Ruling on July 12, Pulse Asia released a study showing that 8 out of 10 Filipinos want the Marcos administration to assert the country’s maritime rights in the WPS.

“I believe that West Philippine Sea of all the issues that we have right now is the least divisive because here we have a common adversary,” University of Santo Tomas political science professor and Local Government Development Institute Director Froilan Calilung said at the Saturday News Forum in Quezon City.

“It is clear here that it is gaining popular support and popular backing from majority of Filipinos.”

The Philippine government earlier announced that it will pursue a policy of "assertive transparency" in the WPS, exposing China's aggressive actions within the country's exclusive economic zone (EEZ).

The latest Pulse Asia polls results, released during a Stratbase ADRI forum in Makati City on Friday, was conducted from June 17 to 24 among 1,200 respondents nationwide.

The results showed that 76 percent of respondents favored the administration’s continuous assertion of the country’s rights while 20 percent were undecided.

Only 3 percent were against asserting Philippine rights.

On what measures the Philippines should implement in the disputed waters, majority (51 percent) favored reinforcing alliance and elevating partnerships by conducting joint patrols and military exercises with allies.

The remaining respondents agreed to support the modernization of the Armed Forces of the Philippines to protect the territory and marine resources with the country’s EEZ.

MANILA – The Philippine National Police (PNP) on Saturday expressed its support for President Ferdinand Marcos Jr.’s decision to veto the proposed PNP reform bill.

"The PNP understands the President's concerns about maintaining fairness and equality in compensation for all officers, as well as avoiding unnecessary bureaucracy and potential security risks," it said in a statement.

The PNP also assured the public and the administration that the service will carefully consider the President's observations.

"The PNP is committed to working closely with the administration and Congress to develop better legislation that strengthens the police force without any unintended drawbacks," it added.


It also said it remains steadfast in its duty to serve and protect the Filipino people and welcomes reforms that improve its operations and enhance public trust.

"The PNP will continue to uphold the rule of law and maintain professionalism within our ranks. We are confident that through open dialogue and collaborative efforts, we can achieve meaningful and effective reforms that benefit both the police force and the communities we serve," it noted.

In his veto message, Marcos said the provisions under the bill "run counter to administrative policy and efficiency."

The President said the proposed law may create pay disparities among police cadets, as well as overlapping functions and redundancies due to the creation of "ambiguous" offices.

The bill seeks the institutionalization of offices created by the National Police Commission (Napolcom), such as the Directorial Staff, Area Police Command, and Special Offices, and strengthened National Administrative and Operational Support Units.
