LEGAZPI CITY – The rebel killed in a clash in Juban town in Sorsogon on Tuesday has been identified as a high-ranking official of the New People’s Army (NPA), according to a military report on Wednesday, July 3.

Jose Arnel Esteller, 57, also known as “Mando,” “Arnel,” and “Ariston,” was the secretary of the Sub-regional Committee 3 of the Bicol Regional Party Committee,
making him the highest-ranking official of the NPA in Sorsogon, according to a report of Major Frank Roldan, spokesperson of the 9th Infantry Division of the Philippine Army.


The 22nd Infantry Battalion had a 30-minute firefight with three NPA rebels in Barangay Biriran at 5:20 a.m. on Tuesday, July 2, the Army reported earlier.

Relatives of Esteller confirmed his identity after the encounter. He joined the NPA in 1985 and was facing multiple murder and frustrated murder charges.

“He repeatedly ignored the call of the authorities and his family to return to the fold of the law because of the privilege he gets from being leader of the group,” Roldan said in a press statement.

His son, Jose Marie, also known as “Maria” or “Bagi,” who also leads a guerrilla unit in Sorsogon, was recently arrested in Batangas, the military said.

THE Philippine Army's 3rd Infantry (Spearhead) Division joined a Localized Peace Engagement (LPE) with the family of a captured rebel leader in a bid to encourage his surrender and promote peace in the region on July 1, 2024.

The LPE, initiated by the Local Government of Tapaz, Capiz, brought together family members of Ka Tonying, with representatives from the government and former rebels.

Communist New People's Army (NPA) Terrorist (CNT) Ka Tonying, 56, a squad leader for the NPA's Madia-as Dos unit under the Komiteng Rehiyon-Panay (CF, KR-P), was captured in a joint military and police operation on June 25, 2024.


The LPE team comprised Tapaz Mayor Roberto O. Palomar, Department of Justice (DOJ) Prosecutor Lawyer Flosemer Chris I. Gonzales, 3ID officers, Capiz Police Provincial Office (CPPO) led by Police Colonel Jerome Afuyog, and former rebels.

Ka Tonying's family members, including sons, daughters, brothers, and sisters, participated in the dialogue.

During the talks, Ka Tonying's family expressed their appreciation to the government, particularly Palomar, for past assistance they had received.

They highlighted that two of Ka Tonying's children are employed by the Local Government Unit (LGU) of Tapaz.

"LGU Tapaz offered us help even before my father was caught, and we are thankful for that. We'll try our best to share what we learned today with our family and associates. We will encourage them to join the government's peace programs," Ka Tonying said.

Palomar assured the family of government support and emphasized the importance of communication in resolving the insurgency.

"We are committed to helping you reintegrate into society. Encourage those still in the mountains to avail of the E-CLIP and Amnesty programs. We will help them return to their families and live peacefully," the Mayor said.

Major General Marion R. Sison, 3ID commander, commended Palomar's proactive approach to assisting former rebels and their families.

Sison praised the Mayor of Tapaz for his genuine efforts in ending local armed conflict, highlighting his role as a strong alligator in the pursuit of peace and development in Capiz and Western Visayas.

“I must admit, we cannot end this insurgency problem alone. We need the support of the LGU and, most importantly, the support of the whole of society. With every one of us on the peace table, sooner rather than later, we shall reap the fruits of our labor and realize the dreams of those who came before us. BRIGADIER General Alvin Luzon, 101st Infantry Brigade commander, led the distribution of mission-essential items to militia forces in Ungkaya Pukan, Basilan, ensuring they are well-equipped to effectively perform their tasks.

The distribution of mission-essential items was held during Luzon’s visit to the Phil-Am patrol base in Bohe Pahu village, Ungkaya Pukan on Tuesday, July 2.

We are accelerating investment in the Philippines with the introduction of new tools and resources. Later this year, the US Development Finance Corporation (DFC) plans to open a Manila office, its fifth location in the Indo-Pacific region. This new office underscores DFC’s growing focus on the Philippines in critical sectors such as renewable energy, agriculture, critical minerals, and infrastructure.

Energy transition

The Millennium Challenge Corporation returned to the Philippines this year and now has a team on the ground to co-develop a threshold program. This program identifies key constraints to economic growth and creates favorable conditions for new investments from the private sector and development partners.

The United States is committed to supporting the Philippines’ clean energy transition. Last November, at the Asia-Pacific Economic Cooperation Leaders’ Week in San Francisco, Secretaries Lotilla and Blinken signed a civil nuclear cooperation agreement, or “123 Agreement,” facilitating US-Philippine cooperation to responsibly develop a peaceful, sustainable nuclear energy program. USAID partnered with the Philippine government to launch its first Green Energy Auction Program, in which private sector companies compete to offer the most affordable prices to supply renewable energy to the grid, driving billions of dollars in investments and increasing renewable energy capacity by 65 percent by 2026. The US departments of state and energy also launched the US-Philippine Energy Policy Dialogue to deepen cooperation in this field.

Our military alliance continues to flourish. We have improved our bilateral exercises and established new ways to work together to address 21st century security challenges, such as cyber defense. We have reinvigorated our maritime cooperation, conducting joint naval engagements alongside Australia, Canada, France, and Japan. The United States continues to expand funding to help modernize the Armed Forces of the Philippines.

Underpinning all these important endeavors are close and meaningful bonds of friendship and family ties that form not only the foundation upon which our relations are based, but a springboard for reaching new heights in the future.

On this day last year, I hailed the positive momentum in US-Philippine relations. Since then, that momentum has accelerated significantly. COTABATO, Philippines – Allies of President Ferdinand Marcos Jr. allegedly threatened to weaponize the Commission on Audit (COA) against local leaders in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) unless they supported BARMM Chief Minister Ahod “Al Haj Murad” Ebrahim’s group in the 2025 parliamentary elections.

Speaking during the provincial launch of the BARMM Grand Coalition (BGC) in Bongao, Tawi-tawi, on Saturday, June 29, Mayor Raida Maglangit of Kapatagan, Lanao del Sur, alleged that South Cotabato Governor Reynaldo Tamayo Jr. warned that BARMM local governments with local chief executives who do not support the United Bangsamoro Justice Party (UBJP) would be subjected to strict audit.

The UBJP is the political party of the Ebrahim-led Moro Islamic Liberation Front, which has allied with the administration Partido Federal ng Pilipinas (PFP) headed by Tamayo.

Pressure?

One of the leaders of the BGC, Maguindanao del Sur Governor Mariam Mangudadatu, sharply criticized Tamayo and other officials closely associated with Marcos in Basilan on Sunday, June 30, accusing them of name-dropping the President to weaken the political dissent against Ebrahim and the UBJP.

Mangudadatu claimed that she had exchanged text messages with Tamayo who allegedly told her about the Marcos administration’s plans in the BARMM, which would need support from local officials to Ebrahim’s group.

According to Maglangit, Special Assistant to the President Antonio Lagdameo called a meeting with local officials in the BARMM at the Diamond Hotel in Manila on June 24, where they were allegedly threatened that the Marcos administration would weaponize the COA against them if they did not support Ebrahim’s group. Marcos came and met with them.

“Last week lang po pianatwag kami sa Manila. Para po ano yan pilitin kami na suportahan ang UBJP…. Ang masakit po doon, tinatakot po nila kami na pag hindi kami sumuporta sa UBJP ay ipapa-audit nila kami,” Maglangit alleged.

(Just last week, we were called to Manila. They pressured us into supporting the UBJP… What’s bothersome was that they threatened to have us audited if we didn’t support UBJP.)

Maglangit alleged that the warning came from Tamayo, the PFP national president.

She said she responded to Tamayo’s threat by daring him to immediately send state auditors to investigate her town government’s finances and work.

Interference

Maglangit and Mangudadatu lambasted Tamayo for allegedly interfering in BARMM politics, pointing out he is a provincial governor from another Mindanao region.

“Bakit po kayo sobrang nakikialam sa BARMM? Bakit taga-BARMM po ba kayo? Nararamdaman niyo po ba ang aming nararamdaman? Nararanasan niyo po ba ang hirap na pinagdadaanan namin?” Maglangit said in reference to the South Cotabato governor from the neighboring Soccsksargen region.

In Maluso, Basilan, on Sunday, June 30, Mangudadatu, Governor Abdusakur Tan of Sulu, and Basilan Representative Mujiv Hataman said they doubted that Marcos was aware of the alleged political maneuverings of people closely associated with him in favor of the UBJP.

“Stop name-dropping the President. There are a few people in his circle destroying the name of the President,” said Mangudadatu, citing text messages allegedly sent to her by Tamayo.

Tan, who has declared his intention to challenge Ebrahim’s likely bid to get elected as BARMM’s chief minister in 2025, said he and his allies in the BGC think Marcos was unaware of the maneuverings and that the President only wanted to do away with the political discord in the BARMM and unify the region’s political groups.

“The BGC calls for the truth to come out. It calls for those who subvert the truth to be held accountable, along with those who would go against the principles of fair, transparent, and peaceful elections – principles that have been espoused by the national leadership,” read part of a statement released by BGC about the allegations against Tamayo.

Mangudadatu said the BGC has already picked Tan as its bet for the BARMM chief minister’s post in the 2925 elections.

Addressing Tamayo, she said, “Kaya ‘wag mo kami piliting ipakain sa amin ang bagay na ayaw namin gawin. Dahil meron na po kaming napili kung sino ang mamuno sa BARMM region.”

(So don’t force us to swallow something we don’t want. We have already chosen who will lead the BARMM region.)

‘Misinterpretation’

Tamayo denied warning local officials in the BARMM that the COA would be weaponized against those who would refuse to join the UBJP. He said he used the word “ipinasisilip” (cause to be looked into), which was then taken out of context.

“There was a misinterpretation. We have not said that. What I meant by ipinasisilip are the success stories of every local government unit in BARMM that are model practices for the push for a federal form of government,” Tamayo told Rappler.

As the party’s name suggests, the PFP has been advocating for a shift from the present presidential form of government to parliamentary by 2034.

BARMM, is a special and predominantly Muslim region in Mindanao with a parliamentary form of regional government, the result of a political settlement between the government and the Ebrahim-led Moro Islamic Liberation Front.

Old rhetoric

UBJP spokesperson Mohajirin Ali accused Maglangit of resorting to fabrications at the expense of the UBJP.

“We are used to her old rhetoric and malicious attacks. It’s not new to us,” said Ali.

According to Ali, Maglangit is the same local official who allegedly made up stories about teachers’ positions for sale in the BARMM Ministry of Basic, Higher and Technical Education (MBHTE). He said Maglangit chose not to cooperate and substantiate her allegations when the BARMM looked into her accusations.

Ali said the meeting in Manila, which Maglangit referred to, was meant to help ensure the success of the elections in the BARMM and had nothing to do with the UBJP.

“It was for a peaceful, accountable, and transparent BARMM elections, and not to force anyone to join the UBJP,” he said.

BARMM has a history of turbulent elections, and concerns are rising that next year’s polls could be even more contentious. UBJP is on a collision course with the BGC, an alliance formed by entrenched political dynasties from various provinces in the region.

Included in the BGC are the Al-Ittihad-UKB Party of the Mangudadatu family, the SIAP Party of Lanao del Sur Governor Mamintal Adiong Jr., the Bangsamoro People’s Party (BPP) of Hataman, and Tan’s Salam Party.

The UBJP, meanwhile, counts the support of Tawi-Tawi Governor Mang Sali, Basilan Governor Jim Salliman, Maguindanao del Norte Governor Abdulraof Macacua, and Cotabato City Mayor Bruce Matabalao. –

COTABATO, Philippines – The leader of the administration Partido Federal ng Pilipinas (PFP) allegedly sought the support of town mayors in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) for Malacañang’s supposed plans to make Maguindanao del Norte Governor Abdulraof Macacua the next chief minister of the Muslim-majority region.

Ebrahim, the leader of the Moro Islamic Liberation Front, has been serving as interim BARMM chief minister since 2019, with an extended term until the first parliamentary elections of the five-year-old autonomous region scheduled for 2025.

Macacua, meanwhile, used to head the Moro Islamic Liberation Front’s armed forces and served as BARMM senior minister until early 2023 when President Ferdinand Marcos Jr. appointed him as officer-in-charge slash governor of Maguindanao del Norte. The one-year-old province is one of two political territories carved out of the now-defunct Maguindanao through a law ratified via a referendum in September 2022.

Murad out, Sammy in?

Mangudadatu, one of the BARMM governors working in a coalition to loosen the Moro Islamic Liberation Front’s political grip on the region, said town mayors from Lanao del Sur who attended the meeting quoted Tamayo as saying, “Aalisin natin si Kagi Murad at tayo ay maglalagay diyan. At ilalagay natin si Sammy Gambar.” (We will remove Kagi Murad and put another one there. We will put Sammy Gambar there.)

“Kagi Murad” refers to Ebrahim, while “Sammy Gambar” is the nom de guerre used by Macacua when he led the military arm of the 
Moro Islamic Liberation Front, which ended its decades-long rebellion in Mindanao after a political settlement with the government in 2014.


Mangudadatu and her group have thrown their support behind the likely bid of Sulu Governor Abdusakur Tan for BARMM’s top post.

Mangudadatu said this following allegations made by Kapatagan, Lanao del Sur Mayor Raida Maglangit that Tamayo threatened that the Commission on Audit (COA) would be weaponized against BARMM mayors unless they supported the Moro Islamic Liberation Front’s political party, the United Bangsamoro Justice Party (UBJP) in next year’s elections.

The UBJP and Tamayo’s PFP have forged a political alliance.

Tamayo confirmed that he met with the mayors but denied that he threatened that they would be subjected to a strict audit if they chose to support groups working against the UBJP. He said it was a case of misinterpretation.
Mayors’ manifesto

A group of town mayors in Lanao del Sur issued a statement on Tuesday, July 2, corroborating Maglangit’s account of their meeting with Tamayo.

In the July 2 manifesto, a copy of which was furnished to Rappler by Maglangit, the mayors’ group recounted that they were called to a function room shortly before they met with Marcos at Diamond Hotel.

There, the South Cotabato governor supposedly told them that he was under instructions from Marcos to say to them that the President wanted BARMM to remain under the leadership of the Moro Islamic Liberation Front for at least one more term because the decommissioning process has yet to be completed.


Decommissioning, in the context of the BARMM and Moro Islamic Liberation Front, involves disarming, demobilizing, and reintegrating former Moro Islamic Liberation Front combatants into civilian life, a process that is part of the 2014 peace agreement. The process includes collecting and deactivating weapons, providing livelihood assistance, and offering other support to aid their integration into society.

They alleged that Tamayo also told them that Marcos wanted them to support the candidates that the administration would field in the BARMM in the 2025 elections and that Malacañang would know those who would not support the UBJP.

The manifesto quoted Tamayo as telling the mayors: “Ngayon, kung hindi ka susunod sa kanya, ibig sabihin, maganda yung governance mo, di ba? … So ngayon, dahil maganda yung governance meron ka, papasilip ngayon ng Pangulo yun para ipapareplika natin sa ibang mga munisipyo, di ba? Ibig sabihin, papupuntahan natin yun ng, papupuntahin natin ng taga-central office ng COA. Iche-check, napakaganda pala ng governance nya. Isasubmit doon, irereplicate natin sa iba. Ganun!”

(Now, if you don’t follow him (Marcos), it means your governance is good, right? … So now, because your governance is good, the President will have it inspected so we can replicate it in other municipalities, right? This means we will send someone from the central office of COA to check it. If your governance is really good, we will submit it there and replicate it in others. That’s how it is!)

Maglangit and the Lanao del Sur mayors’ group said the pronouncements “were clearly and unmistakably a veiled threat.”

During the same meeting, they said Tamayo also “declared that there will be reshuffling in the BARMM and even the Chief Minister (Ebrahim) will be replaced.”

‘Treacherous’ recording leak

The manifesto was released even as an audio recording, supposedly of that meeting, was posted on the pro-BGC Facebook page Fahima Salik TV, and went viral. In the audio recording, a man who sounded like Tamayo can be heard saying the same thing.

Mayor Ali Sumandar of Piagapo town in Lanao del Sur said he heard the audio recording and it “is what it is because that was the meeting.”

Tamayo cried foul on Wednesday, July 3, and threatened to sue those behind the spread of the audio recording, calling the act “treacherous.”

“It was a private communication with the mayors and not meant for publicity,” Tamayo told Rappler.

Tamayo declined to say anything about Malacañang’s alleged plan to replace Ebrahim and install Macacua as BARMM chief minister. He said, “Our conversations with Malacañang officials and mayors are confidential matters and not for public use.”

He said lawyers were also looking into the possibility of bringing those behind the spread of the audio recording to court.

MANILA, Philippines – Ayala Corporation recently donated desktop computers to the Philippine Coast Guard (PCG), as a gesture of appreciation and support to the PCG’s mandate.

Francisco Romero Milán, Ayala’s chief human resources officer, led the turn over ceremony to the Coast Guard Strategic Studies and International Affairs Center (CGSSIAC), last June 11.

Meanwhile, Commodore Arnaldo Lim, Director for CGSSIAC, responded by emphasizing the importance of computers in enhancing the efficiency of the coast guard’s research unit.

“As a unit of the Philippine Coast Guard mandated to provide strategic direction to the leadership through the conduct of policy reviews and research, the importance of information and communication technology equipment to a research unit cannot be overstated,” Lim said.


“I am confident that, through enhanced technological capabilities, we can achieve greater success and make a positive impact in performing our duties within and beyond the maritime space,” he added.

THE 10TH Infantry Division (10ID) reported sustained peace and security within its area of responsibility, with no recent communist rebel activity.

This was the announcement of Major Ruben Gadut, spokesperson for the 10ID, announced in during the Davao Peace and Security Press Corps press briefing at The Royal Mandaya Hotel on Wednesday, July 3.

The division’s joint operational area covers regions 10, 12, and 13.

“We haven’t monitored any form of harassment, recruitment, or violence initiated by the communist terrorist group (CTG) for the time being,” said Gadut.


He elaborated on the 10ID’s ongoing efforts: “We continue to conduct peace and law enforcement operations, development support activities, and strengthen the integrated territorial defense system.”

Last week, the 60th Infantry Battalion headquarters in Camp Morgia hosted the Former Rebel Summit 2024.

Gadut explained that the summit brought together 150 former rebels from Davao del Norte and Agusan del Sur for focused discussions on fostering unity and development.

“The summit aimed to improve the delivery of benefits to former rebels,” he said. “Additionally, we’re maintaining contact with People’s Organizations (POs) by monitoring, visiting, and recently holding a meeting with 36 PO officers in preparation for their federation.”


Gadut concluded by reiterating that “the peace and security situation remains stable within the 10th Infantry Division’s joint operational area.”

MANILA – The ongoing modernization of the Philippine military has gone far in terms of ramping up the country's capability to thwart attacks or invasion attempts by hostile forces.

During Tuesday's pre-State of the Nation Address (SONA) Special "Resibo ng Serbisyo ng Pangulo" interview over state-run PTV, Armed Forces of the Philippines (AFP) chief Gen. Romeo Brawner Jr. said the military's modernization dates back to 1995 when their assets began to deteriorate after the closure of American military bases in the country.

"Hindi po natin pwedeng sabihin iyan para hindi alam ng ating mga competitors kung nasaan na tayo. But suffice to say, na kung mayroon pong gustong sumakop, mag-invade sa atin ay talagang lalaban po tayo at siguradong masusugatan sila (We cannot say that as we do not want our competitors to know where our program is exactly at. But suffice it to say, if anyone wants to invade us, we will fight and they will surely get hurt in the process)," the AFP chief said when asked about the exact progress of the AFP Modernization Program.

He said some of the fruits of the ongoing AFP Modernization Program are the FA-50PH light jet fighters and the various missile systems that were recently delivered and are now in service in the military, along with the various state-of-the-art naval vessels being used to patrol the West Philippine Sea.

Last month, Brawner also joined Defense Secretary Gilberto Teodoro Jr. at the launch of the BRP Miguel Malvar (FF-06), one of the Philippines' two guided missile corvettes built in South Korea.

The AFP Modernization Program is subdivided into three "horizons" aimed at acquiring weapons systems and platforms for external defense missions.

Horizon 1 was from 2013 to 2017; Horizon 2 from 2018 to 2022; and Horizon 3 from 2023 to 2028.

"Unang-una, kailangan nating i-modernize ang mga radar systems natin, mga surveillance systems, pati na rin mga sensors natin. And then pag na-develop ito, kailangan i-develop 'yung mga barko at mga aircraft natin na sasalubong. Let's say nagkaroon ng invasion, na-detect ng radar systems, kailangan salubungin ng defense natin (First, we have to modernize our radar and surveillance systems, also our sensors. Once these are developed, we must develop the ships and the aircraft. Let's say there is an invasion attempt and this was detected by our radar systems, our defense needs to intercept it). We have missile systems, pwede natin gamitin yan (we can use them)," Brawner said.

Without giving details, he said the AFP is looking to acquire more modern jet fighters to strengthen its defensive capabilities.

Brawner also cited the need to train personnel tasked to handle newly acquired assets to ensure their proper usage and maintenance.

He thanked the House of Representatives and President Ferdinand R. Marcos Jr. for their strong support for the AFP Modernization Program, considering that this initiative is capital-intensive.

He also lauded them for seeing the importance of a modern AFP, considering the Philippines' strategic location, which makes it a prime target for those interested in taking control of its waters.

"We really have to be able to present a deterrent factor. Kailangan po natin na ipakita na kayang-kaya natin depensahan iyong ating territory, iyong ating sovereignty and iyong sovereign rights natin (We need to show that we can defend our territory, sovereignty, and sovereign rights)," Brawner said.

MANILA – The Philippines and the United States are committed to strengthening ties for regional peace and development, the Department of Foreign Affairs (DFA) said.

At the US Independence Day reception in Taguig City on July 2, DFA Undersecretary Ma. Theresa Lazaro cited the "significant progress" the Philippines and the US cooperation have achieved in the past two years.

“The increasing frequency and scope of our engagement signal our unwavering commitment to harnessing our partnership for peace and development, not only within our respective countries but also in the broader region,” she said.

Lazaro made the statement as the two nations witness renewed vigor in their defense and economic ties under the Marcos and Biden administrations.

In her speech, US Ambassador to the Philippines MaryKay Carlson reiterated that Washington DC has an “ironclad commitment” to its alliance with Manila.

“Together with our partners, we remain unwavering in our commitment to freedom of navigation and overflight, and to the importance of respecting the sovereign rights of states within their exclusive economic zones consistent with international law,” she said.

"US-Philippines commercial and economic ties are booming," she added.

Over the past year alone, US President Joe Biden’s Trade and Investment Mission visited the Philippines and resulted in more than USD1 billion in investments and partnerships.

On top of this, Manila has expanded its cooperation with the US to include like-minded states, such as Japan.

In April, the three states held the historic trilateral leaders’ summit and launched the Luzon Economic Corridor, the latest economic initiative under the G7 Partnership for Global Infrastructure and Investment covering Subic, Manila, and Batangas ports.

In the coming months, the US and the Philippines are also set to convene the 2+2 defense and foreign affairs ministerial meeting.

MANILA – The Armed Forces of the Philippines (AFP) on Wednesday called on all remaining New People's Army (NPA) members to surrender peacefully and return to the fold of society.

This comes in the wake of last week's clash that resulted in the death of 10 communist rebels in Pantabangan, Nueva Ecija.

"Hinihikayat namin kayong iwan ang armas at tahakin ang daan ng kapayapaan at kaunlaran. Ang gobyerno ay may mga programa para sa inyong muling pag-integrate sa lipunan, na magbibigay ng mas magandang kinabukasan para sa inyo at sa inyong mga pamilya (We are urging you to surrender your weapons and walk towards the path of peace and progress. The government has programs that will allow you to reintegrate yourself to mainstream society and provide a better future for you and your families)," AFP spokesperson Col. Francel Margareth Padilla said in a message to reporters.

Padilla was referring to programs such as the Local Peace Engagement (LPE) and the Enhanced Comprehensive Local Integration Program (E-CLIP).

The LPE is a collective effort of the security sector, local government units, and communities in conflict-affected areas to encourage NPA remnants to surrender, regain the human dignity stolen from them by the Communist Party of the Philippines (CPP) and live peacefully with their families.

The E-CLIP offers a multifaceted transformation program for capacity building and sustainable livelihood, not only cash incentives.

"Sa pagkakaisa, mapapalakas natin ang ating depensa at mapapangalagaan ang ating soberanya. Magtulungan tayo para sa isang mapayapa at ligtas na Pilipinas (With unity, we can strengthen our defenses and protect our sovereignty. We need to help one another to ensure a peaceful and safe Philippines)," she added.

The 10 rebels --seven men and three women-- killed in the June 26 clash with forces from the Philippine Army's 84th Infantry Battalion were members of the NPA's Komiteng Rehiyon Gitnang Luzon.

At least 14 high-powered firearms were recovered at the encounter site in Pantabangan town's Barangay Malbang.

MANILA – The Armed Forces of the Philippines (AFP) said Wednesday it is ready to coordinate with Senator Imee Marcos over her claim that 25 areas in the country were potential targets of Chinese hypersonic missiles.

"Regarding Senator Imee Marcos' statement about 25 areas potentially targeted by China's hypersonic missiles due to EDCA (Enhanced Defense Cooperation Agreement) sites and the West Philippine Sea scenario, the AFP takes such concerns seriously. We are ready to coordinate with Senator Marcos to obtain details and take appropriate actions to ensure our nation's security," AFP spokesperson Col. Francel Margareth Padilla said in a message to reporters.

A report by GMA News on Tuesday quoted the lawmaker as expressing concern over China's alleged plan.

The move is allegedly in response to the Philippines' approval of the Enhanced Defense Cooperation Agreement (EDCA), which allowed the United States to set up sites in the country for the use of Filipino and American military units and ongoing tensions in the West Philippine Sea.


"Sa pagbabasa natin, may mga missile na sa Batanes, pati sa Subic, so 'yung dalawang 'yun ang uunahin kasama ng Ilocos, kasi may mga live-fire na Balikatan. Kakatakot nga eh, ano ba yan, bente singko ah, hindi biro 'yun (Based on what we read, there are missiles in Batanes and in Subic, so those two would be the first targets together with Ilocos because of Balikatan live-fire drills. It's scary, what is that, we are talking of 25 here, that is not a joke)," the presidential sister said in a video.

The Department of National Defense (DND), meanwhile, declined to comment on Marcos' claim.

"The Defense Department has no basis for a comment or reaction to Sen. Marcos’ video, because we have not seen nor read the plans that she referred to," DND spokesperson Arsenio Andolong said in a statement.

Hypersonic missiles are weapons capable of flying toward their target with speeds of five to 25 times the speed of sound.

These weapons are hard to track and intercept with ordinary air defense systems.

MANILA – The National Security Council (NSC) said Wednesday it sees “no threat of any imminent attack” from China, even as Senator Imee Marcos claimed that more than 20 areas in the country were potential targets of Chinese hypersonic missiles.

“We will reach out to Senator Imee to get more information about her statement because we are not aware of any of the security threats she mentioned,” NSC Assistant Director General Jonathan Malaya told reporters in a text message.


According to Malaya, the Philippines and China “reaffirmed their commitment to deescalating tensions in the West (Philippine) Sea” during the 9th Bilateral Consultation Meeting on Tuesday.

“There was also substantial progress on developing measures to manage the situation at the West Philippine Sea, including improving maritime communications,” he said.

“The PH and PRC (People’s Republic of China) maintain cordial relations and are committed to managing whatever differences there may be, thus, we see no threat of any imminent attack from the PRC.”

Earlier, Senator Marcos, sister of President Ferdinand R. Marcos Jr., reportedly expressed concern over China’s alleged plan to attack 25 areas in the country, including Batanes and Ilocos, using “hypersonic missiles.”

The move is supposedly in response to the Philippines' Enhanced Defense Cooperation Agreement (EDCA) with the United States, which gives American forces access to Philippine military camps to enhance cooperation.

In February last year, President Marcos granted the country's long-standing ally access to four more Philippine military camps on top of the five existing locations under the EDCA – the Naval Base Camilo Osias in Sta. Ana, Cagayan; Lal-lo Airport in Lal-lo, Cagayan; Camp Melchor Dela Cruz in Gamu, Isabela; and Balabac Island in Palawan.

The first five EDCA locations were Basa Air Base in Pampanga, Fort Magsaysay in Nueva Ecija, Lumbia Air Base in Cagayan de Oro, Antonio Bautista Air Base in Palawan, and Mactan Benito Ebuen Air Base in Cebu.

MANILA – Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) Secretary Carlito Galvez Jr. is pushing for the creation of the Department of Peace.

In a news release Thursday, Galvez said the proposed department, which would eventually replace the OPAPRU, aims to sustain the gains achieved under the country's comprehensive peace programs over the years and institutionalize the national government’s peace agenda.

OPAPRU, formerly known as the Office of the Presidential Adviser on the Peace Process , was officially created under Executive Order (EO) 158 signed by former President Rodrigo Duterte in December 2021.

Under EO 158, the OPAPRU is mandated to manage, direct, integrate, and supervise the implementation of the Comprehensive Peace Process through promoting and reinforcing reconciliation and unity among the Filipino people.

The agency has three major objectives: embedding peace, reconciliation and unity in the social fabric; enhancing resilience for peace; and pursuing social, economic, and political reengineering.


Galvez said the OPAPRU has recalibrated the way it carries out its peacebuilding strategies so that it becomes more focused and responsive to emerging developments in the peace and security front.

With the creation of the Department of Peace, Galvez hoped that all the peace initiatives of the previous administrations and the present will be consolidated, integrated, and institutionalized, which the succeeding administrations can build upon.

“Nakita namin kasi na best practices ng other countries, meron talagang institution… meron talagang Ministry or Department of Peace (we saw that it was being done as the best practices of other countries, there is that kind of institution, there is a Ministry or Department of Peace)," Galvez said.

He said under the agency’s current set-up, the majority of OPAPRU management and personnel hold contractual positions and do not have security of tenure, resulting in many talented mid-managers coming and going.

He said the move to transform OPAPRU aims to address the security of tenure and career advancement of peacebuilders who have dedicated their lives to peace work in the pursuit of institutionalizing and cultivating a culture of peace as well as sustaining the gains of the comprehensive peace process.


This endeavor also ensures that an entity with a more permanent character in the national government.

It shall contribute to the promotion of peace that is not merely a fleeting priority or an ad hoc approach but rather a sustained and consistent effort of the government, Galvez said.

Once OPAPRU becomes the Department of Peace, Galvez expects continuity and more effective implementation of the national government’s peace policies, approaches, and strategies.

LEGAZPI CITY – An officer of the New People's Army (NPA) was killed while a high-powered firearm was seized in a clash between government troops and rebels in Barangay Biriran, Juban town in Sorsogon province on Tuesday, the 9th Infantry Division (9ID) said Wednesday.

In a report, Maj. Frank Roldan, 9ID Public Affairs Office chief, identified the rebel as
Jose Arnel Estiller, alias Mando/Arnel/Ariston, secretary of the NPA's Sub-Regional Committee 3, Bicol Regional Party Committee, covering Sorsogon.

"Our troops encountered NPA members during a 30-minute firefight that resulted in the death of alias Mando," he said.

Soldiers also recovered an M653 rifle, ammunition, and other personal items at the site.


"Right now, a hot pursuit operation is still ongoing in the area and nearby barangays for other members who withdrew," he added.

Roldan said no injuries or deaths were reported on the government's side or among the residents of the area.

He called on the remaining members of the NPA in the area to surrender and return to the fold of the law.

"This will provide them with an opportunity to have a better life. The remaining NPA (rebels) no longer have a safe haven due to increasing reports of their whereabouts to the authorities," Roldan said.

Does Beijing’s defiance during recent joint exercises show the limits of US deterrence in the South China Sea?

This year’s annual Balikatan joint military exercises between the Philippines and the United States (April 22-May 10) broke much new ground. So did China’s response to it. The exercise areas and the arms deployed showed the linkage of South China Sea and Taiwan Strait hotspots. A surge in Chinese vessel presence in Manila’s western exclusive economic zone and another violent sea incident over a contested reef expose Beijing’s defiance amid the alliance’s show of force.

The display of strength and the reaction to it escalated tensions in choppy waters and raised questions about the drill’s deterrent value. The symbolism and messages show how parties are digging in, accepting more risk and shrinking the space for diplomacy.
Expanded and evolved show of allies’ force

The 39th Balikatan exercise was billed as the “most effective, most ambitious and most complicated” yet. It built on advances made in recent editions of the annual drill, which had become a laboratory for testing new defense concepts and weapons in the field.

In 2022, US-made Patriot missiles were amphibiously inserted by land and sea in Cagayan, one of the Philippines’ northernmost provinces opposite Taiwan.

Last year, live-fire demonstrations of Patriot and Avenger missiles occurred in Zambales, a coastal province facing the West Philippine Sea. For the first time, a sinking exercise (SINKEX) was also conducted with a decommissioned corvette as a mock target hit by volleys from land, air, and sea platforms. The event was also held off Zambales, 235 kilometers from Scarborough Shoal, a contested feature between Manila and Beijing.

This year, it was the turn of the Typhon ground-based missile, with a range of 1600 kilometers, to appear in a joint army exercise preceding Balikatan. For the first time, Patriot missile launchers were also deployed at Clark, a former US airbase in central Luzon.

Whether these arms will eventually be prepositioned to agreed locations under the Philipppines-US Enhanced Defense Cooperation Agreement (EDCA) bears watching. The Typhon missiles remain in place in undisclosed sites well after the exercise, fueling speculation that they are now stationed in the country. EDCA bases were expanded from five to nine last year, with three new sites in northern Luzon and an additional site in southern Palawan.

If they ever get fixed in such places, will China react the same way it did when South Korea allowed the installation of US Terminal High Altitude Area Defense (THAAD) missiles on its soil? If so, Manila’s waning ties with its big neighbor and largest trade partner may further deteriorate. Beijing condemned the missile deployment. PRC Defence Ministry spokesperson Wu Qian said they “brought huge risks of war into the region,” noting that “intermediate-range missiles are strategic and offensive weapons with a strong Cold War color.”

The external defense and multi-domain orientation of recent Balikatan rounds have been sharpened. This year’s iteration included island protection and retaking and air and missile defense, as well as cybersecurity and information operations. It also saw the debut participation of the Philippine Coast Guard, an agency at the forefront of dealing with an increasingly forceful China in rough waters.

US HIMARS rockets were also fired in Palawan, a vanguard province facing the South China Sea.

A SINKEX was conducted in President Ferdinand Marcos Jr.’s home province of Ilocos Norte, also in northern Luzon. A Chinese-made former naval tanker became the target, raising conjectures despite explanations that the same was merely coincidental.

Most importantly, for the first time, maritime activities went beyond the country’s 12 nautical-mile territorial seas. France, which hopes to supply Manila with submarines, dispatched a frigate to join their Filipino and American counterparts, who sailed from the Sulu Sea to the South China Sea. Paris’s entry was its first. Fourteen countries, including fellow South China Sea littoral states Brunei, Indonesia, Malaysia and Vietnam, also sent observers.
China: defiant and undeterred

Manila’s unprecedented moves were met by Beijing’s bold measures. Chinese government and militia vessels were sighted near Philippine outposts in the South China Sea. The included three Chinese maritime research vessels spotted in the Second Thomas Shoal, a recent flashpoint between the two neighbors. Another was seen off Catanduanes and Samar, way off in the country’s east facing the Pacific Ocean.

Four Chinese PLA Navy vessels took turns tailing the allied flotilla consisting of four ships – two Philippine, one American and one French – that were conducting multilateral maritime exercises in the South China Sea.

While Balikatan was underway, a new incident happened in Scarborough Shoal. Two Philippine government vessels suffered damage from ramming and water cannons by three Chin Coast Guard ships. That came on the heels of a March episode wherein a Philippine civilian boat contracted by the military was likewise subjected to high-pressure water blasting by two Chinese coast guard ships.

The expectation that Balikatan, especially with the presence of foreign navies, would compel China to behave properly and restrain from taking assertive actions fumbled. The latest sea incident was denounced by several countries. But beyond flouting international law and reputational costs, China’s defiance made a strong statement: The upgraded exercise no longer deters Beijing, nor does Manila’s transparency drive in the contested sea.

Will this trigger the alliance to calibrate response? Injuries to sailors and damage to property and all, Chinese actions still do not meet the definition of “armed attack” necessary to trigger much-vaunted US pledges of ironclad commitment to its junior ally. The Scarborough Shoal water blasting affair may embolden China to push the envelope further. More untoward instances, in turn, may erode trust in the alliance’s ability to push back beyond rhetorical denunciations.

A more expansive and evolved Balikatan is part of the Philippines’ approach of deepening defense relations with the US and other partners to ward off China. Failure to get satisfactory results may force a rethink. This may play into China’s desire to diminish Manila’s strong bond with its former colonizer and longtime treaty ally and exclude non-regional powers from the intractable sea row.

Yet, close calls and all, disputants still tolerate further risk. Manila remains headstrong with its exposé of Chinese activities in contested waters and taking part in combined activities with allies and partners. Diplomatic protests are piling up with no foreseen high-level dialogue with Beijing.

In marked contrast, American and Chinese defense chiefs met on the sidelines of this year’s Shangri-la Dialogue in Singapore last month, the first since 2022. It is part of a series of high-level official contacts to try to stabilize ties between the two rivals as the US heads to elections late in the year.

Treasury Secretary Janet Yellen and Secretary of State Antony Blinken went to China in quick succession last April. Blinken’s trip coincided with the early days of Balikatan.

The South China Sea is only one of the many thorny issues that divide the two major powers and may not even be the most pressing one. On the other hand, Beijing is not backing down and continues to up pressure against its smaller neighbor even in the presence of its big ally.

If China’s response to this year’s Balikatan shows the limits of deterrence, the South China Sea may be in for more turbulence.

Participants to the Philippines-hosted Balikatan military exercises is expected to grow even further with the anticipated inclusion of the Japan Self-Defense Forces (JSDF) once a Reciprocal Access Agreement (RAA) between Manila and Tokyo is signed.

In an interview on Saturday, AFP Chief of Staff General Romeo Brawner Jr. said that the JSDF may take part in the next iteration of the annual war games, which was traditionally exclusive between the Philippines and the United States.

“We will have a Balikatan Exercise every year and for next year– 2025– we are expecting that we will again have a big exercise and hopefully we will have other nations joining us,” Brawner said.

He said that the Philippines will continue to host the large-scale military exercises with more allied countries in defiance of persistent protests from Beijing.


“These are not only the United States and Australia, but we are also trying to get Japan, because we are hoping the RAA will be signed very soon,” Brawner continued.

It can be recalled that during the 39th iteration of the Balikatan Exercises earlier this year, Philippine and U.S. forces were joined by counterparts from Australia and France as well as military representatives from 14 other nations taking part in an observer program.

The Department of Foreign Affairs (DFA) announced that high-level defense talks are scheduled between Japan and the Philippines on July 8.

Japanese Defense Minister Minoru Kihara and Foreign Minister Yoko Kamikawa and their Filipino counterparts are expected to discuss “defense and security issues affecting the region,” the DFA noted.

The high-level meeting is widely seen to be a forerunner to the RAA’s signing.

President Ferdinand R. Marcos, Jr. clarified that the Manila’s RAA with Tokyo is not the same as the country’s Visiting Forces Agreement (VFA) with Washington.

“It’s not the same as a Visiting Forces Agreement… it’s very, very different from what the Reciprocal Agreement will be with the Japanese,” Marcos said during the Foreign Correspondents Association of the Philippines 50th Anniversary talks.

“It’s not going to be as if it’s their base… and they, their seamen, will come down and will go into the city… I don’t think that that’s a part of the agreement,” he pointed out.

The President previously said the Philippines and Japan would greatly benefit from the RAA in maintaining regional peace and stability in the Indo-Pacific region.

“The agreement would be extremely significant between the two countries because it will give them greater capability in terms of security, disaster preparedness, alleviation, and adjustment,” Marcos emphasized.

In related developments, a West Philippine Sea (WPS) monitor on Monday reported China Coast Guard (CCG) ships conducting a “resupply cruise” to its outposts in the Spratly Islands also passed near five features of the West Philippine Sea.

Maritime Security expert Ray Powell disclosed that the 8,000-ton Sansha 2 Hao first passed off Pag-asa (Thitu) Island on Sunday morning, accompanied by the San Sha Zhi Fa 301.

He added that the two ships also traversed the waters near Patag (Flat) Island, Lawak (Nanshan) Island, Escoda (Sabina) Shoal, and Ayungin (Second Thomas) Shoal.

Powell also explained that as of Monday, the two ships were within 60 nautical miles of Malaysia’s coastline “to assert the southern extent of Beijing’s maritime claims.”

“This mission has two purposes — to deliver supplies to Beijing’s Spratly Island bases, and to mark the extent of its maritime claims,” Powell explained.

Last week, the CCG’s “monster ship,” also conducted what Powell called an “intrusive patrol” in similar features.

For his part, Philippine Coast Guard (PCG) Spokesperson on West Philippine Sea Commodore Jay Tarriela on Thursday reported that the monster ship may have been on a resupply mission when it entered Kagitingan Reef.

The 13,000-ton Chinese ship was even spotted as close as 34 nautical miles away off El Nido, Palawan.

Maritime features in Spratly Islands occupied by the Philippines are collectively known as the Kalayaan Island Group.

Meanwhile, former Supreme Court Justice Antonio Carpio has called on the Philippine government to file new arbitration cases against China’s aggressive and illegal actions in the WPS over a reception dinner aboard the BRP Melchora Aquino in Manila on Friday.

In his speech, the former magistrate said the Philippines must pursue legal action even if it is unlikely that China will cooperate in view of the arbitral tribunal having already invalidated its nine-dash line claim.

“We should file another arbitration case. China is in dread of the Philippines filing another arbitration case. In fact, we should file several arbitration cases… China will not join the arbitration because China knows it will lose” he stressed.

Carpio cited Wu Shicun, president of China’s National Institute for South China Sea Studies, who recently warned that China should prevent the Philippines from filing another arbitration case.

Wu reportedly acknowledged that such actions would expose China’s bullying nature towards smaller neighbors and further isolate it in the region.

“Let us challenge China to submit the entire Spratlys territorial dispute to arbitration by the International Court of Justice (ICJ). Let’s formally challenge China,” Carpio urged.

In May, Foreign Affairs Secretary Enrique Manalo confirmed that the Office of the Solicitor General is considering the possibility of filing another arbitration case against China.

MANILA — The Armed Forces of the Philippines (AFP) said it is open to mounting multilateral maritime cooperative activities (MMCA) or joint sails with more nations as it seeks to strengthen military cooperation with other countries and maintain peace and security in the region.

AFP Chief of Staff General Romeo Brawner said a number of countries have expressed their intention to hold a joint sail with the Philippines following the recent MMCAs in the West Philippine Sea.

Last June, the Philippines held its second MMCA with Canada, Japan, and the United States in the WPS. This follows the first MMCA by the navies of United States, Australia, and Japan in April.

Meanwhile, Brawner said the Philippines has come a long way in modernizing its defense capabilities since the government started the AFP modernization program in 1995.

“Well, malayo na po iyong narating natin in terms of modernization,” Brawner said.

“So natapos na po iyong Horizon 1. May mga kaunting programa lang na hindi pa natapos, even sa Horizon 2 but tuluy-tuloy naman po iyong ginagawa nating pag-procure ng mga kagamitan, pag-training, pag-ayos ng ating mga facilities.”

Brawner earlier noted that Horizon 3 of the AFP’s modernization program, approved by President Ferdinand Marcos, Jr. last January 2024, will focus on improving the military's archipelagic defense capabilities, by acquiring more ships, aircraft and radar systems.

“Kaya’t masayang-masaya po tayo doon sa mga nagagawa natin sa modernization. Pero kulang pa ho ito, kulang na kulang pa,” he said.

While Brawner said he could not go into details, the modernization program has allowed the AFP to upgrade its capabilities to effectively defend the country against invaders.

“Hindi po natin puwedeng sabihin iyan para hindi alam ng ating mga competitors kung nasaan na tayo. But suffice to say, na kung mayroon pong gustong sumakop or pumunta, mag-invade sa atin ay talagang lalaban po tayo at siguradong masusugatan sila,” Brawner said.

These capabilities Brawner said were on full display during the recent Balikatan exercises, where the modern missile system of the Philippine naval ships were tested.

“So during the last Balikatan Exercise, na-testing po natin ito. Mayroon po tayong isang barko na luma na nilubog natin. So it wasn’t just firing, iyong mga missile systems natin but tinest po natin talaga kung kaya niyang palubugin iyong isang barko. So, kayang-kaya naman po!” he said.

COTABATO CITY, Philippines — Over 200 former members of the New People’s Army, who surrendered to units of the 10th Infantry Division in recent months, reaffirmed their allegiance to the government during a gathering on Thursday.

The former NPAs, now thriving as farmers, tricycle drivers, laborers in banana plantations and entrepreneurs, also assured Army Major Gen. Luis Rex Vergante, commander of the Eastern Mindanao Command, to help maintain law and order in their barangays during a dialogue at the headquarters of the 60th Infantry Battalion in Camp Morgia in Barangay Doña Andrea in Asuncion town in Davao del Norte.


Radio reports here on Saturday morning stated that the event was jointly organized by the 10th ID, under Major Gen. Allan Hambala, officials of the 60th IB, Jeffrey Calamongay, assistant chief of the Davao del Norte Provincial Social Welfare and Development Office and Arian Jane Ramos, president of the peace-advocacy Kalinaw Southeastern Mindanao non-government entity.

The now reforming NPAs have actively been helping push forward the socio-economic and security programs of the local government units in their hometowns, according to Hambala.

He said the summit of former NPA members was partly meant to make them feel that the military and LGUs in Davao del Norte are keen on providing them continuing interventions needed to ensure their safety and boost their productivity as farmers, laborers and small and medium scale entrepreneurs.

Vergante was quoted in Saturday’s radio reports here as saying that they are grateful to local executives in towns covered by the 10th ID for supporting its domestic peace programs aiming to reintegrate into mainstream society the few remaining NPAs still out in secluded areas under their jurisdiction.

The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) on Saturday urged remnants of the New People’s Army (NPA) to surrender and avail of the government’s amnesty program.

NTF-ELCAC Executive Director, Undersecretary Ernesto Torres Jr., said the NPA rebels should consider abandoning their armed struggle aside as he expressed confidence that the armed component of the Communist Party of the Philippines (CPP) would be eliminated within this year.

“We wish to convey our condolences to the families of those terrorists who perished in the Pantabangan clash. We appeal to the remaining NPA rebels to surrender to prevent further bloodshed),” Torres said, referring to a firefight in Barangay Malbang, Pantabangan, Nueva Ecija that killed 10 NPA rebels in action.


The Armed Forces of the Philippines (AFP) reported the members of the Philippine Army’s 84th Infantry Battalion encountered rebels belonging to the NPA’s Komiteng Rehiyon Gitnang Luzon (KRGL) at about 4:41 p.m. on Wednesday.

In its post-operation report, the AFP recovered the bodies of seven male and three female rebels from the scene of the firefight.

There were no casualties reported from the government side.

Fatalities were identified as rebel leaders, such as Hilario Guiuo, also known as “Berting,” acting secretary of the rebel group and regional operation commander; Harold Sarenas Meñosa alias “Luzon,” Ptln Silangan Gitnang Luzon (PSGL) commander; Pepito Trinidad Bautista alias “Dylan,” team leader Sqd Tersera of PSGL; Reynan Mendoza alias “Mel;” and Archie Anceta alias “Joel.”

Also recovered from the rebels were 14 high-powered firearms, including an M203 and a machine gun, subversive documents, and personal belongings.

At least 89 active NPA guerilla fronts in the country have either been weakened or eliminated since NTF-ELCAC was created through Executive Order 70 in 2018.

The latest military report showed that only 11 weakened guerilla fronts remain and these are targeted for elimination within the year.

THE NEW commander of the Eastern Mindanao Command (EastMinCom) is committed to maintaining peace and security in the region while focusing on conflict resolution and reconciliation with remaining New People’s Army (NPA) members.

During a media briefing, EastMinCom spokesperson Major Salvacion Evangelista emphasized Maj. Gen. Luis Rex Bergante’s dedication to fostering genuine transformation among those still engaged in armed struggle. “We are asking our fellow countrymen to return to the folds of the law,” she stated.


While acknowledging the successes of past military operations in weakening the NPA, the new leadership aims to build on these achievements by prioritizing peaceful solutions and creating an environment conducive to development in the region.

“As the new commander of EastMinCom, one of his campaigns is for our fellow countrymen who are still in the armed struggle. We are now focusing on conflict resolution and genuine transformation),” Evangelista said.

She urged remaining NPA members to lay down their arms and return to mainstream society, assuring them of support and reintegration programs.

The EastMinCom remains vigilant in maintaining security and stability in the region, but its focus has shifted to fostering lasting peace through dialogue and reconciliation.

COTABATO CITY — Moro gunmen on Tuesday fired assault rifles at a Barangay hall in Bialong in Shariff Aguak, Maguindanao del Sur and prevented with heavy warning shots a convoy of local officials who are out to deliver relief supplies to villagers they harassed early on.

Officials of the Maguindanao Provincial Police Office and units of the Army’s 6th Infantry Division in Shariff Aguak and nearby towns told reporters on Wednesday that a group led a certain Boy Trenta, a member of the 118th Base Command of the Moro Islamic Liberation Front, was behind the atrocities that caused panic among innocent villagers.


Local officials said Trenta and his followers shot with assault rifles the Barangay hall in Bialong, sending villagers running for their lives.

Villagers said the hostility between Trenta and their barangay officials, actively supporting the police and military’s anti-terror campaign in their municipality, is related to last week’s encounters between the groups of two Moro Islamic Liberation Front, commanders, Tunga and Panzo, in nearby Barangay Meta in Datu Unsay, Maguindanao del Sur. They, however, refused to elaborate more details about the related encounters.

Displaced Bialong residents said Trenta is hostile to their barangay chairman, Mohammad Upam.

Shariff Aguak Mayor Akmad Ampatuan Sr., officials of the 33rd Infantry Battalion and the municipal police were supposed to initiate an outreach mission in Barangay Bialong on Tuesday, but balked when Trenta and his men fired their assault rifles recklessly in the surroundings when they noticed their vehicles approaching via a farm-to-market road about two hundred meters away.

Ampatuan, chairman of the Shariff Aguak Municipal Peace and Order Council, prevented the soldiers and policemen accompanying them from responding to the provocation by Trenta and his men to avoid displacement of more villagers and to prevent them from breaching the government’s ceasefire with the Moro Islamic Liberation Front.

“We are calling on the government and the leadership of this front to settle this security problem immediately,” Ampatuan said.

Ampatuan and his companions had reached the center of Barangay Bialong about two hours after the standoff between them and Trenta’s group.

Brig. Gen. Prexy Tanggawohn, director of the Police Regional Office-Bangsamoro Autonomous Region, and 6th ID’s commander, Major Gen. Alex Rillera, separately said on Wednesday morning that they will first let local officials and Moro Islamic Liberation Front, leaders in Shariff Aguak resolve the conflict between Trenta and the barangay officials in Bialong.

Tanggawohn said they are to file criminal charges against the gunmen who shot the barangay hall in Bialong with assault rifles.

The number of guerrilla fronts in the country has decreased to seven, Armed Forces of the Philippines (AFP) chief General Romeo Brawner Jr. said on Tuesday.

In an interview on Bagong Pilipinas Ngayon’s pres-SONA special, Brawner said there were 11 guerrilla fronts during the start of the administration of President Ferdinand “Bongbong” Marcos Jr. in 2022.

“Out of the 11 guerrilla fronts na kinukompronta pa natin since the start of the presidency of President Marcos, ngayon ay pito na lang po ang natitira,” he said. (Out of the 11 guerrilla fronts that we are still confronting since the start of the presidency of President Marcos, now there are only seven left.)


“So, apat na po iyong na-dismantle natin na guerilla fronts and tuluy-tuloy pa rin ho iyong ating ginagawang operations,” he added. (So, we have dismantled four guerilla fronts and we are still conducting operations continuously.)

Brawner said many “high-value individuals” have been neutralized. Some of the armed rebels were killed in encounters while some have surrendered to authorities.

He said the government is offering a Comprehensive Local Integration Program in which former rebels may receive livelihood programs and other assistance.

In May, meanwhile, the National Amnesty Commission (NAC) came up with the Implementing Rules and Regulations (IRR) for amnesty applications.

For this year, the Commission is expecting applications from the following concerned groups:
  • 13,000 applications from the Moro Islamic Liberation Front (MILF)
  • 10,000 from Communist Party of the Philippines - New People's Army - National Democratic Front (CPP-NPA-NDF)
  • 2,000 from Rebolusyonaryong Partido ng Manggagawa ng Pilipinas/Revolutionary Proletarian Army/Alex Boncayao Brigade (RPMP-RPA-ABB)
  • 1,500 Moro National Liberation Front (MNLF).

MANILA, Philippines — There are now zero foreign terrorists monitored on Philippine soil, Armed Forces of the Philippines (AFP) chief Gen. Romeo Brawner Jr. announced yesterday.

Speaking at the Bagong Pilipinas Ngayon public briefing, he said the country, through the efforts of the military and other law enforcement agencies, is now safer for all.

“There are no foreign terrorists being monitored here in the Philippines for now. We have neutralized the last two of them last year,” Brawner declared in Filipino.

He added there are now numerous provinces that have been declared insurgency-free, including some provinces in Mindanao, making the country’s insurgency and local terrorist group problems more manageable.


On the New People’s Army (NPA), he shared that there are seven guerrilla fronts left that the military is working on dismantling, together with non-military means through the National Task Force to End Local Communist Armed Conflict.

He noted that the whole-of-nation approach has convinced many NPA members to lay down their arms and avail of the comprehensive reintegration program that offers housing, livelihood and education programs for their children.


Meanwhile, military operations against local terror groups like the Maute terrorist group, Dawlah Islamiya and the Bangsamoro Islamic Freedom Fighters are continuing, as reported by the AFP chief.

JAKARTA – The Indonesian and Philippine navies have launched a joint patrol in their maritime border of Sulawesi and Mindanao waters to strengthen their capabilities against piracy and terrorism, an Indonesian navy spokesperson said.

The joint effort was held on June 27, during the second phase of the 38th Coordinated Patrol-Philippines-Indonesia (Corpat Philindo), Fleet Command II spokesperson Col. Widyo Sasongko said on Friday.

The Indonesian Navy (TNI-AL) deployed KRI Kakap-811, and the Philippine Navy sent its Jacinto-class corvette, BRP Artemio Ricarte (PS-37), and PN Aircraft NV394.

The joint patrol also aims to enhance interoperability, Sasongko said.

The two vessels were involved in several exercises, including maneuvering (Manex), passage (Passex), and formation for PhotoEx.


They ended the training with a salute and continued patrolling inside their respective territorial waters.

Indonesia and the Philippines share a maritime border in the Sulawesi and Sulu waters that pirates and members of Abu Sayyaf Group (ASG) have frequently used for smuggling of goods and human trafficking.

Due to these cross-border threats to maritime security, the TNI-AL and Philippine Navy hold a coordinated patrol every year under the Corpat Philindo Program, Sasongko said.

The Corpat Philindo alone has routinely been implementing the two countries' 1975 Border Crossing Area (BCA) Agreement, he added.

The notorious ASG abducted eight Indonesians working for a fishing vessel in the Tambisan waters of Tungku Lahad Dato, Malaysian State of Sabah, on January 16, 2020.

Three of the eight hostages, identified as Abdul Latif (37), Daeng Akbal (20), and Pian bin Janiru (36), were freed along with the wooden fishing boat, while five others remained under the custody of the ASG.

The hostages were identified as Arsyad bin Dahlan (42), Arizal Kastamiran (29), La Baa (32), Riswanto bin Hayono (27), and Edi bin Lawalopo (53).

The kidnappers then demanded PHP30 million (around USD4.4 million) as ransom for the release of five Indonesians.

These Indonesian citizens were abducted not far from the spot where three Indonesians were kidnapped in the Tambisan waters, Tungku Lahad Datu, Malaysia, on Sept. 23, 2019.

The ASG had repeatedly held Indonesian hostages. From 2016 to November 2018 alone, 34 Indonesian citizens had been taken hostage in the southern Philippines. (Antara)

From the Journal Online (Jul 2, 2024): DSWD wraps up talks with E. Visayas ex-rebels for enhanced peace, dev’t programs



DSWD personnel hold focus group discussion with former members of the New Peoples Army (NPA) operating in Leyte and Samar provinces.

To strengthen the agency’s peace and development programs, the Department of Social Welfare and Development (DSWD) held the final phase of its benchmarking study and field research in the provinces of Samar and Leyte from June 26 to 28.

“The results of the benchmarking study and field research will be included in the enhancements to the Case Management Guide for handling cases of former members of non-state armed groups (FMNSG) and utilized for enhancing the peace and development programs and services for the members of FMNSG’s eventual reintegration in the community,” said Salvador Arcangel VIII, social healing unit head of the DSWD’s newly established Peace and Development Buong Bansa Mapayapa-National Program Management Office (PDBBM-NPMO).

A team composed of members from the Office of the Undersecretary for Inclusive-Sustainable Peace and Special Concerns (OUSISPSC), PDBBM-NPMO, and the DSWD Field Office-8 (Eastern Visayas), partnered with the local government units (LGUs) of the two provinces to conduct focus group discussions (FGD) with former Communist Party of the Philippines-New People’s Army (CPP-NPA) and ‘militia ng bayan’ members.

The team also interviewed provincial and municipal social welfare and development officers, E-CLIP focal person, local leaders in San Isidro, Leyte and the president of the Eastern Visayas Federation of former CPP-NPA members.

Prior to the series of activities, the team had a courtesy call with the offices of the provincial governors and municipal mayors of Calbiga and San Isidro, represented by their respective administrators.

The activity was also attended by the regional representatives of the Armed Forces of the Philippines (AFP), the Philippine National Police (PNP), and the Department of the Interior and Local Government (DILG).

The field research completes the six phases of data gathering for the FMNSGs, which include the Abu Sayyaf Group, Cordillera Bodong Administration-Cordillera People’s Liberation Army (CBA-CPLA), Dawlah Islamiyah (Maute Group), KAPATIRAN and the CPP-NPA.

“The CM Guide enhancement is in line with DSWD Secretary Rex Gatchalian’s directive to identify effective psychosocial interventions, in addition to short-term cash and material assistance for the former rebels’ full transformation as they get reintegrated into their communities,” the PDBBM-NPMO social healing unit head said.
