Amid the conduct of intensified military operation, troops of the 3rd Scout Ranger Battalion encountered more or less 30 local terrorist group members at Sitio Baunoh Butong, Barangay Kabbon Takas, Patikul, Sulu at 9:55 a.m., August 29, 2020.

Said encounter lasted for about 30 minutes after which enemy withdrew to unknown direction.

“Our troops are in pursuit of the evading local terrorists in the hinterlands of Patikul,” said Brig. Gen. William Gonzales, JTF Sulu Commander.

While conducting focused military operation, troops of the 5th Scout Ranger Battalion engaged with the same group in the same barangay.

The armed confrontation resulted in the death of one soldier and the wounding of seven others.

“I urge the peace-loving people of Mindanao to offer prayers for our operating troops, for the fallen and his bereaved family, for the speedy recovery of the wounded, and for everyone’s safety,” said Maj. Gen. Corleto Vinluan, Jr., WestMinCom Commander.

While conducting clearing operation, troops recovered one enemy cadaver and one R4 with M203.

“While we continue to employ more pressure on the enemies, we also encourage them to lay down their arms and return to the mainstream society,” Maj. Gen. Vinluan, Jr. added.

NOTE: This is the second edition of the statement of the Central Committee
of the Communist Party of the Philippines on the occasion of the
51st anniversary of the New People ‘s Army. Reissuing (28 August 2020)
this statement aims to set focus on the urgent tasks drawn from lessons
in waging armed resistance against the US-Duterte regime ‘s brutal war
against the Filipino people as well as highlight key aspects of the current
socioeconomic situation. Leading Party committees and commands
of the NPA are expected to collectively discuss these points in order
to assess their specific experiences and come up with their plans of action.
The formulation of some questions and principles were tightened

The National Democratic Front of the Philippines in Southern Mindanao vehemently condemns the series of human rights violations perpetrated against two civilian women over the past week, as the ghastly extent of the US-Duterte regime’s culture of impunity and misogyny continues to take root in the town of Magpet in North Cotabato province. The recent attacks on women come at the heels of the implementation of Duterte’s newly-minted Anti-Terrorism Law.

Imelda Ansabo, a leader of the indigenous people in Magpet, was heinously murdered last August 23 in Sitio Tagaytay, Brgy. Mahongcog. In front of her pregnant daughter, Ansabo was shot to death by four men, who, apparently unsatisfied with the act, went on to hack her neck and other parts of her body.

A few days prior to this, 62-year old Gloria Lanutan was arrested in a “raid” by a joint contingent of the 72nd Infantry Battalion and the local PNP in her home on August 17 in the spurious charge of having “links” with the New People’s Army. To embellish the ludicrous accusation, the raiding team maliciously planted weapons and explosives in order to justify their illegal arrest and detention of the elderly woman.

Ansabo belongs to a clan known to be consistently critical of corrupt local reactionary officials and despotic landlords in the highland of Magpet. Her brother, Camilo, was a victim of state-perpetrated trumped-up charge, complete with the customary planted evidence of ammunition and explosives, and continues to languish in jail in Magpet.

The fascist regime is bound to reduce Ansabo’s murder to a simple case stemming from a mere land dispute between families. It is certainly trying to gloss over the fact that the incident is the direct result of the AFP’s coddling of armed paramilitaries such as the Bagani and Black fighters that it uses to beef-up its mercenary forces in waging its anti-people counter-insurgency war. For years, these paramilitaries under the command and control of the AFP have been able to get away with serious human rights violations, murder among them, in the pervasive culture of impunity made more blame-proof by Duterte’s fascism and terrorism.

It must be noted that in April 2017, Red fighters were able to round-up and seize high-powered arms from a despotic barangay captain in Brgy. Mahongcog. At the bidding of the AFP, the weapons were being used to sow fear among peasants and Lumad in the community, defend the land-grabbing interests of the local feudal gentry, and go after suspected sympathizers of the revolutionary movement.

Lanutan, meanwhile, is a straight-forward and unambiguous warning to anyone who dares to defy the present fascist reactionary regime. With the Anti-Terrorism Law in full swing, state armed forces have no qualms about throwing civilians, even elderly women, in jail. At the height of the Covid-19 pandemic, the fascist AFP troops in North Cotabato were busy arresting and detaining civilians on false charges and planted evidence. In July, they arrested farmer Jun Navales in Brgy. Inac, Magpet, and, a month later arrested farmer Durex Tanduyan of Brgy. Badiangon, Arakan town.

To be sure, Ansabo and Lunutan’s cases are no longer a novelty under Duterte’s draconian rule. Nonetheless, they manifest how this fascist regime and its armed forces easily victimize civilians especially the most vulnerable sectors—women and the indigenous people.

The Filipino people are outraged and demand justice to be served to these women, who should not remain an additional statistic to the long list of victims of the US-Duterte regime’s terrorism and misogyny. We also reiterate our call for all paramilitary forces being used by the AFP in its counter-insurgency war to be disbanded and made to answer for the crimes they have committed.

Revolutionary forces in Southern Mindanao must resolutely fight the dying US-Duterte regime, which finds it more and more necessary to bare its fascist fangs in order to keep its head above water. The Anti-Terrorism Law, its latest misnamed iteration of state fascism, must be confronted and defeated through all means of unyielding resistance as we topple down the real terrorist in our midst—the US-Duterte regime.

Army, NPA clash in Southern Leyte town; no casualties reported

ARMY troopers from 14th Infantry Battalion clashed with suspected New People’s Army (NPA) rebels in Silago, Southern Leyte Sunday, August 30, but no casualties were reported among the government forces.

Reports reaching from the Police Regional Office (PRO)-Eastern Visayas headquarters said the 20-minute firefight happened at 5:45 a.m. Sunday in Sitio Anahawan, Barangay Poblacion District 2 in Silago town.

Second Lieutenant Gerry Provida, who led the 14th Infantry Battalion’s Second Platoon, Bravo Company, said they encountered more or less five NPA rebels from SRC Levox in the area while conducting focused military operation.

In a report, he identified the rebel leader as Fermin Gozon, alias Jaguar.

After the firefight, the rebels withdrew towards northeast direction to Barangay Kikilo, Abuyog, Leyte.

The army troopers have yet to determine the number of casualties on the enemy side.

Recovered in the area were three civilian bags with personal belongings, food supplies, hammocks, toiletries, clothes, one piece 5.56 ammunition, and subversive documents, among others.

Responding elements from Silago Municipal Police Station led by Lieutenant Ronnie Abendan, officer in charge, also proceeded to the said area after receiving information from a concerned citizen.

PHILIPPINE Army 3rd Infantry Division (3ID) commander, Major General Eric Vinoya has lauded the 94th Infantry Battalion (94IB) following their successful operations against the New People's Army (NPA) in Himamaylan City, Negros Occidental last week.

In his statement, Vinoya commended 94IB for foiling the NPA's illegal activities.

The 3ID commander directed 94IB commander, Lt. Colonel Angelo Guzman, to continue pursuing the remaining rebels and never allow them to re-enter the communities in order to extort from the civilian populace, especially in this trying times.

“Terrorists like NPAs have no place in our peace-loving communities; hence, we will not rest until they will be rendered irrelevant and our communities are free from the threats that these terrorists pose,” Vinoya added.

Last Thursday, the 94IB engaged at least five NPA insurgents in Himamaylan City's Barangay Carabalan, which resulted to the arrest of 41-year-old Jovel Pacheco; 37-year-old Francisco Verde, Jr.; 32-year-old Gene Boy Verde; and 22-year-old Ronald Pacheco.

The fifth insurgent managed to elude capture by government forces.

Soldiers recovered a .22 caliber rifle, a homemade shotgun, two revolvers, a 40mm grenade launcher ammunition, and other war materiel.

The seized firearms were immediately turned over to the Himamaylan City Police Station, while the four captured insurgents are facing charges for illegal possession of firearms and explosives, as well as the Anti-Terrorism Act of 2020.

All four are detained at the Himamaylan City Police Station.

SAF battalion deployed to Sulu for security

The Philippine National Police (PNP) will deploy a battalion of its elite personnel in Sulu to assist the military and the local police force in securing the province and in running after those involved in the twin bombings in Jolo that left 14 security forces and civilians dead and more than 75 others wounded.

PNP spokesman Police Brig. Gen. Bernard Banac said the SAF battalion is composed of 348 fully-equipped and well-trained personnel who are all tasked to intensify the security and manhunt against the Abu Sayyaf Group and the terrorists that the group has been coddling.

“These personnel were already informed to prepare for deployment anytime now to Sulu,” said Banac.

He said half of the battalion will come from the SAF headquarters in Taguig City while the other half are composed of SAF commandos assigned in various areas in western part of Mindanao.

Aside from police commandos, Banac said experts from the Philippine Bomb Data Center (PBDC) and Crime Laboratory will also be sent to Sulu to assist in the investigation of the bombings that were confirmed to have been perpetrated by suicide bombers.

“The PBDC analysts will seek to determine any specific bomb signature of the explosives that were detonated based on reconstruction of forensic evidence gathered by Crime Laboratory and other security forces that responded to the incident,” said Banac.

Banac said the additional deployment is a proof of the PNP’s commitment to address terrorism in Sulu amid allegation that the death of the four military intelligence operatives at the hands of the local police force gave the terrorists the opportunity to carry out the bombings.

Banac explained that the PNP has always been a partner of the Armed Forces of the Philippines in running after terror groups in Mindanao.

In fact, he said there were successful joint operations between the police and the military against the ASG and other terror groups.

“The investigation (on the death of the four military intelligence operatives) is ongoing and right now, our focus is to bring justice to those who died and were injured which include our own personnel,” said Banac.

Up to ₱6-million worth of cash reward is up for anyone who can provide information that will lead to the arrest and conviction of the suspected mastermind of the Jolo, Sulu twin blasts as well as one other suspect, according to local officials.

In a Facebook post on Saturday, Zamboanga City Mayor Beng Climaco said authorities are looking for Abu Sayyaf Group subleader Mundi Sawadjaan, who is suspected to be the brain of the explosions that rocked the town on August 24. A ₱3-million reward will be provided to those who can help in the hunt.

Officials are offering the same cash reward for those who can help track down Indonesian national Andi Baso, who is also regarded as one of the suspects of the blasts that left at least 15 people dead.

Aside from the two, authorities are likewise hunting down another Indonesian national— Reski Fantasya aka Cici— who is said to be the wife of Baso and a suspect in the Jolo cathedral bombings in 2019. The government, however, did not specify a cash reward for her information.



According to Climaco, the reward money will be coming from the National Intelligence Coordinating Agency. She also warned the public against the three— saying they are believed to be on a mission to sow terror in the peninsula.

Authorities disclosed earlier that they are in hot pursuit of Abu Sayyaf bomb expert Sawadjaan following the explosions. A joint task force is also working for the immediate arrest of Sawadjaan.

The pursuit of the joint task force resulted in the death of two Abu Sayyaf members on Saturday at 9:45 a. m., as they reportedly encountered ASG members fleeing Patikul, Sulu. The encounter reportedly lasted for 30 minutes after the enemy withdrew to an unknown direction, according to the military. One soldier was killed while seven others were wounded.

Two Filipinos allegedly carried out the twin blasts and were the same alleged suicide bombers being tracked down by four military intelligence officers killed by police officers two months ago, Philippine Army chief Cirilito Sobejana said in a statement.

Jolo will also be placed under a temporary lockdown starting August 30, 8 a.m., until further notice, according to the Facebook page of its municipal government.

"May bibisita bukas sa site from national government," said Jolo Mayor Kherkhar Tan on the lockdown.

A Philippine Army (PA) scout ranger and two alleged Abu Sayyaf Group (ASG) militants were killed in an armed encounter in Patikul, Sulu on Saturday as the military continues its pursuit operations against bomb expert Mundi Sawadjaan.

Major General Corleto Vinluan Jr., commander of Western Mindanao Command (WestMinCom), said the 30-minute encounter also resulted in the wounding of seven soldiers. The identities of the casualties were not available as of this writing.

Vinluan also confirmed that Sawadjaan, whose group has been blamed for the August 24 suicide bombings in Jolo town, was in Patikul with ASG top commander Radullan Sahiron.

“All along, he [Sawadjaan] was not there [in Jolo]. He was away from the site and only the suicide bombers delivered the bombs,” Vinluan told reporters on Sunday.

According to a report from the WestMinCom, the clash occurred at 9:55 a.m. in Sitio Baunoh Botong, Barangay Kabon Takas when elements of 3rd Scout Ranger Battalion exchanged fire with about 30 armed men.
The enemies were forced to withdraw after being overpowered by the soldiers.

Another encounter happened between the same suspects and elements of 5th Scout Ranger Battalion while the militant group was escaping.
“Our troops are in pursuit of the evading local terrorists in the hinterlands of Patikul,” said Brigadier General William Gonzales, commander of Joint Task Force Sulu.

While the soldiers were conducting clearing operations, they discovered the remains of one of the two slain suspected ASG fighters.

The death of the other ASG combatant was reported by the military “based on intelligence report.”

The local government unit of Zamboanga City has offered a P3-million reward for any information that would lead to the arrest of Sawadjaan and two other alleged ASG cohorts identified as couple Andi Baso and Reski Fantasya alias Cici.

According to the Zamboanga LGU, Baso and Fantasya are both Indonesian suicide bombers who are also responsible in the August 24 Jolo bombings.

Baso was described as around 17 to 25 years old, with light body build, and about 5’5″ tall while Fantasya is about 17 to 22 years old. (With reports from Nonoy Lacson)

The Philippine Army once again clashed with Communist Party of the Philippines-New People's Army gunmen in Iloilo's Janiuay town, the 3rd Infantry “Spearhead” Division said in a Saturday statement.

After receiving reports of NPA extortion activities in Barangay Panuran, the 12th Infantry Battalion conducted a combat operation in the area during which they engaged less than 20 members of the CPP-NPA's SYP Baloy Platoon, Central Front, Komiteng Rehiyon-Panay at 6:56 a.m.

At about 7 a.m., a 12IB blocking force also encountered the escaping members of Baloy Platoon.

While no casualties were reported from the encounter, magazines loaded with M16 ammunition, two cellphones, five backpacks, assorted medicines, oral contraceptive pills, personal belongings, and subversive documents were recovered from the scene.

The 12IB also encountered NPA gunmen in Janiuay's Barangay Atimonan last August 08.

BALER, Aurora- The 91st Infantry “Sinagtala” Battalion, Philippine Army collaborates with Technical Education and Skills Development Authority (TESDA) organizing the provincial Poverty Reduction, Livelihood and Employment Cluster (PRLEC) of the Task Force to End Local Communist Armed Conflict (ELCAC).

Lt. Col. Reandrew P. Rubio Commanding Officer of 91IB said that the PRLEC chaired by TESDA is one of the 12 clusters of the National Task Force-ELCAC to implement Executive Order No. 70 or the “Whole-of-Nation Approach” of solving the 50-year old insurgency problem in the country aims to develop self-reliant, resilient and sustainable communities through harmonized and culturally responsive development programs.
“In coordination and collaboration with TESDA that provide employment and livelihood to communities, the TESDA approves Php1.3 million budget for the people of Aurora who withdraw their support to the CPP-NPA-NDF,” Lt. Col. Rubio said.

He added that personnel of Charlie Company of 91IB led by 1st Lt. Carlo T. Omayon attended the launching ceremony at Barangay Decoliat, Maria Aurora, Aurora.

“The 91IB has expressed support to the initiative of the TESDA to help the surrenderers increase productivity amid the continuing threats of the coronavirus disease 2019 (COVID-19),” the commanding officer said, explaining that TESDA has already implemented an intensified program intended for the province.

Lt. Col. Rubio furthered that the Community Support Programs (CSPs), as one of the mechanisms of TF-ELCAC, will continuously be deployed in conflict-affected areas to bridge the gap between the affected communities and the concerned government agencies in addressing various social and basic services issues often exploited by the CNTs to produce recruits through their agitation-organization and mobilization (AOM) scheme.

TESDA Provincial Director Genardo Ronald C. Ibay formally opened the launching ceremony on Skills Training in Agricultural Crops Production, Motorcycle and Small Engine Servicing, Producing Organic Fertilizer, Basic Food Processing and Photo Voltasaic Systems Technology under PRLEC.

It was witnessed by Police Major Bartolome Antolin, Chief of Police of Maria Aurora, Melecio D. Polon of NCIP, Aurora Governor Gerardo A. Noveras, representatives from DAR, DTI, PA.

Ibay presented the programs and training to be delivered and subsequently give his messages that the support of TESDA will continue to End Local Communist Armed Conflict (ELCAC).

During the launching ceremony, Noveras said that a well develop town has no problem in insurgency.

He added that the provincial government of Aurora will continue to support to end insurgency in this province.

“As Governor and being a member of the Provincial Task Force to end Local Communist Armed Conflict (PTF-ELCAC), I want to end insurgency in this province to have a lasting peace,” Noveras said.

The Governor also reminded the residence of Barangay Decoliat to keep in their heart the government programs and trainings given to them to support their daily needs.

As of press time, 17 students are enrolled in Organic Fertilizer Processing and 17 students in Food Processing initially.

The formal opening of the course is set on September 4, 2020.

Series of trainings from TESDA will be implemented also in the whole province.

TALACOGON, Agusan del Sur – Two clans from Higaonon tribe were reconciled through a settlement ceremony called “Tumbasa Daw Bigola”, a dialogue to strengthen the bond / peace agreement in order to settle the two decades of tribal conflict in Barangay Sinakungan, Esperanza, Agusan del Sur last August 28, 2020.

The settlement ceremony was presided by Hon. Leonida P. Manpatilan, Municipal Mayor of Esperanza through the initiative of Lt. Col. Reynald Romel A. Goce, Commanding Officer of 26th Infantry (Ever Onward) Batallion, 4th Infantry (Diamond) Division, Philippine Army (PA) and witnessed by the Philippine National Police (PNP) and National Intelligence Coordinating Agency (NICA), which was successfully conducted through the commitment by the clans of Endulom and Langbayan as they signed their written agreement resolving the conflict.






The Higaonon tribal structure had been destroyed since the exploitation of the CPP-NPA-NDF to the indigenous people (IPs) of the said barangay. Hence, they were empowered by Lt. Col. Goce to resolve the conflict within their tribe in order to re-establish and strengthen their IP Structure.

Hon. Calixto Lidanhug, Punong Barangay of Brgy. Sinakungan gave his gratitude to the LGU and 26IB for facilitating the said activity. “Through this settlement, not only the peace situation is being constructed but also the road going to our barangay will be developed for much better travel, unlike before.”, he said.

On the other hand, Hon. Manpatilan expressed her gratitude to Lt. Col. Goce for his inititative in facilitating the said activity and commended him for staying on the said barangay just to mediate the conflict issues. As recalled, Brgy. Sinakungan has undergone Area Clearing Evaluation for NPA infestation last July 2020, however, Hon. Manpatilan requested to postpone the declaration as cleared barangay due to the said conflict, in which according to her, it will be used by the NPAs as issues in order to agitate and make the situation worse.

“This day marks the true commitment of our native brothers and sisters in resolving their long-termed misunderstanding. Therefore, as our thanksgiving for your cooperation, I will now request the National Task Force- End Local Communist Armed Conflict (NTF- ELCAC) through our Philippine Army to declare Brgy. Sinakungan as cleared barangay from NPA infestation and is now ready for development.”, Hon. Manpatilan said.

Director Manuel M. Orduña, NICA Regional Director, gave emphasis about the vital role of IPs in achieving the main objective of NTF-ELCAC, and according to him, this settlement will resolve the effects of armed conflict in the said barangay.

Likewise, Lt. Col. Goce also stated his gratitude to all the support he received from the locals and from the LGU for making the activity successful. He also expressed his willingness and commitment to the LGU as a partner for peace and development, especially among all tribal communities. “There is a gossip that Brgy. Sinakungan possesses gold, and my stay here for weeks has proven it. The locals here truly own a golden heart that cares and graciously welcomed me.”, he said.

“This activity will fail without your help. This only proves that being united is the key to success. We, in the 4th Infantry Division of the Philippine Army, is commited to our mission in serving the people of Brgy. Sinakungan and securing its land against local terrorists in order to achieve sustainable peace and development in this area.”, Lt. Col. Goce ended.

Ang proyektong “Bawat kawal, may Binubungkal” ay inilunsad noong ika-2 ng Hulyo 2020 kasabay din ng “Hardin ng Lunas” bilang bahagi ng programa ng 5th Infantry Division pantugon sa umiiral na krisis dulot ng pandemya ng COVID-19 sa buong mundo.
Napagkaisahan ng mga pinuno’t kawal ng 5ID na ang kanilang unang-ani sa nasabing proyektong gulayan ay ibibigay sa mga nagsipagbalik-loob na dating mga rebelde bilang pang-alalay sa kanilang pagkain ngayong panahon ng pandemya.

BANCASI, Butuan City – The Provincial Task Force in Ending the Local Communist Armed Conflict (PTF-ELCAC) of Agusan del Norte through the Poverty Reduction, Livelihood and Employment Cluster (PRLEC) led by the Technical Education and Skill Development Authority (TESDA) Caraga in partnership with the 2nd Congressional District Office and Provincial Local Government Unit of Agusan del Norte and the 402nd Infantry (Stingers) Brigade launched People Empowerment in Agriculture for Community Enterprise (PEACE) Project held at the Northern Mindanao School of Fisheries Brgy Matabao, Buenavista, Agusan del Norte on August 28, 2020.


The PEACE project is a collaboration project of the PLGU of ADN, TESDA Caraga, ATI-DA Caraga, Philippine Army and PNP Force ELCAC in response to implementation of the Whole of National Approach mandated under the Executive Order No. 70 which synchronizes all efforts of the national and local agencies to address the problems commonly exploited and utilized by the Communist Terrorist Group (CTG) to recruit new members to fight the government.

Brigadier General Maurito L. Licudine, Commander of the 402nd Brigade lauded another trailblazing feat of the PRLEC recognizing it as one of the most active cluster of the TF-ELCAC with several accomplishments in addressing the root causes of the insurgency problem. He cited the Ibuan Enterprise Village in Sitio Ibuan, Brgy Mampi, Lanuza, Surigao del Sur a former stronghold of the CTG that became a model for a resilient community after issues such as poverty, limited access to basic services and agricultural issues commonly exploited by the CTG were addressed by the PRLEC of the Regional Task Force ELCAC in partnership with the provincial and municipal government units.

Director Ashary Banto, the Regional Director of TESDA Caraga explains that the PEACE project is a community-based intervention utilizing locally developed technologies and best practices in order to attain household food security and sustainability by having a certified learning site for agriculture and an accredited Farm school. It aims to develop a pool of trainers in Organic Agriculture Production NCII. It will establish five earning sites for the conduct of Organic Agriculture Production and establish Demo Farms or production areas in the (50) identified barangays in the province of Agusan del Norte considered as Geographically Isolated, Disadvantaged, and Conflict Affected Areas.

During the launching, thirty two participants composed of personnel from the Army and PNP units in Agusan del Norte together with the selected IPs and former Rebels (FRs) have graduated from the Trainers Training to develop agricultural extension workers in the locality.

The launching was also attended by Hon Norberto Pagaspas and Hon Amy Pagaspas, Municipal Mayor and Vice Mayor of Buenavista, Agusan del Norte, respectively; Hon Aristotle Montante – Municipal Mayor of Kitcharao, Agusan del Norte, Ms Rebecca Atega – Regional Technical Director of DA Caraga; Mr Jerry Laurito, the Provincial Administrator, ADN and Ms Perofanta Racho – Chief of Staff fo the 2nd Congressional District of ADN together with the Rotary Club of Central Butuan and the 401st and 901st Infantry Brigade.

Brigadier General Licudine stressed that the challenge in the implementation of the program is its sustainability that could cultivate success stories in order to contribute in the campaign to end local communist armed conflict and induce more surrenders from the CTG.

“The success of this PEACE project lies with the utmost commitment of all stakeholders. We must ensure that we are all on board to continue to help uplift the lives of the Caraganons whatever the circumstances. Hence, we ask for your continuous support and cooperation as we perform our respective mandates to end this long menace, the CTG, hampering the development”, He added.

MAGPET, COTABATO – Army’s 72 Infantry (Gabay) Battalion in partnership with Technical Education Skills Development Authority (TESDA), and collaborarion with the Department of Agriculture (DA), Agricultural Training Institute (ATI), Department of Labor and Employment (DOLE) and Department of Trade and Industry (DTI) launched the first Integrated Farm School situated in Barangay Pangao-an, municipality of Magpet on August 28, 2020.

The farm school known as the Gabay-Bayawanon Intergrated Farm School is a pet project of 72IB primarily aims to benefit former Underground Mass Organizations (UGMO) members, Former Rebels, and Cafgu Active Auxiluary (CAA) for their livelihood. The said farm school will be used as venue in conducting different trainings and seminars sanctioned by TESDA to enhance individuals skills in Agriculture Technology. It is one of the sustainment efforts of 72IB in connection with the Community Support Program (CSP) organized People’s Organizarions established in different barangays under its Area of Operations.










The said learning site was accredited by the Department of Agriculture-Agricultural Training Institute which was facilitated by the Farm Manager and Administrator, Ms Donabelle Cabaya and was constructed through the efforts of Gabay troopers and CAAs.

During the launching program, Hon Florenito Gonzaga, Magpet Mayor graced the activity as Guest Speaker together with ATI Region 12 Director, Head of MARO-Magpet, representatives from TESDA- Cotabato, local officials, and PO Members. Mayor Gonzaga said in his message ” The LGU of Magpet is very grateful on the initiative of 72IB in establishing this learning site for our farmers. I for one as a farmer, I will support this noble endeavor to develop the skills of our farmers and maximize the output of farm products through new technology”.

In response, Lt. Col. Rey T. Alvarado, Commander, 72IB said “ We can sustain our gains if we can uplift the lives of our farmers. Your Army, in partnership with the LGU are hoping that this farm school will be the foundation of every farmers success and survival especially in times of the pandemic we are experiencing now. Your Army will always support the programs of the local government and help facilitate the priority projects of the government”.

Fort Ramon Magsaysay, Nueva Ecija – The 7th Infantry Division Philippine Army welcomes the 180 new soldiers during the closing ceremony of Candidate Soldier Course Class 632, cross trained with Jungle Warfare and Mountain Orientation Course at the 7ID Grandstand, Fort Magsaysay, Nueva Ecija on August 28, 2020.







7th Infantry Division Commander Major General Alfredo V. Rosario, Jr. PA congratulated the new soldiers as he emphasized the importance of discipline and integrity. He further reminded them to be responsible defenders of the Filipino people.

With soldiers being authorized by law to carry firearm, the Kaugnay Commander said, “Ang mga baril na ipinagkatiwala sa inyo ay kakambal ng inyong buhay… na dapat lamang gamitin sa pagtatanggol ng buhay at kapayaan.”

CSC Class 632 named themselves SIKLAB, which stands for “Sandatahang Iaalay ang Kanyang Lakas At Buhay”.

The new soldiers will be deployed to the different line units of the 7ID.

BUENAVISTA, Agusan del Norte – Sixty-six (66) members of the Militia ng Bayan (MB) and mass supporters of the Communist New People’s Army Terrorist (CNT) yield to the government in a Mass Surrender and Oath of Allegiance to the Government Ceremony held on Friday, August 28, 2020 in Barangay Mindulao, Magsaysay town in Misamis Oriental.

The mass surrender activity was conducted through the convergence of efforts of the joint Community Support Program (CSP) team of the 23rd Infantry (Masigasig) Battalion and Community Action (ComAct) Team of the Philippine National Police (PNP), members of the barangay council of Mindulao and the Local Government Unit (LGU) of Magsaysay.
The CNT members and mass supporters, as they pledged loyalty and allegiance to the government, also renounced the Communist Party of the Philippine (CPP) and its armed wing, the NPA, and the National Democratic Front (NDF) and their terroristic activities that affected the lives of the residents and communities in Misamis Oriental.

The activity was graced by Magsaysay Mayor Rey B. Buhisan, Vice Mayor Charlie Buhisan, 23IB Acting Commanding Officer Lt. Col. Julius Cesar C. Paulo, Magsaysay Police Chief Capt. Steohen Benbian F. Latar and the representatives from different line agencies of the government.

Alias Ken-Ken, a Militia ng Bayan Member (MB) made a testimony during the activity particularly on how he was convinced to join the CNT movement.

Meanwhile, in his message, Mayor Buhisan told the former rebels that the government is serious in its pursuit to attain genuine peace and development.

“Our government is serious in its mission of pursuing development in every community through ending the local communist armed conflict and with the convergence for peace and development program. Every agency is directed to use its available resources and budget to provide services to the local populace to achieve lasting peace and development,” Buhisan said.

He also expressed gladness over the decision of the sixty-six (66) former CNT members to go back to the folds of the law.

“You are not doing this only for yourselves but also for the future of your children and for the next generation. We always wish to give you all a peaceful life apart from the CNTs who keep on exploiting and disturbing you. Let us all fulfill our dreams in life; if there is a need for changes, we will change it by doing what is right for the benefit of everyone. Do not hesitate to build yourselves positively to achieve a bright, harmonious and peaceful kind of life that can also make positive changes in your community and our country as a whole,” Buhisan said.





For his part, Lt. Col. Julius Cesar C. Paulo, the acting commander of 23rd IB expressed gratitude to the former rebels for giving their full support to the government.

“We thank the former CNT members and supporters for trusting the government and bravely submitting theirselves in the folds of the law. Our government is always willing to help you start a new beginning in order for you and your children to have a brighter future because you chose to stand in the right path,” Paulo said.

He also emphasized that the 23rd IB and the different line government agencies of the government are always ready to help and will remain sincere in providing support to the former rebels.

“Let us give back to the government all the great plans they want for us by giving our support and by helping one another. We urge you not to be afraid of the CNTs and don’t believe in their deceptions who will just take advantage of your innocent vulnerabilities. They are just using socio-economic issues to agitate you to fight the government,” Paulo said.

Furthermore, he also urged the former CNT members to protect their communities in order for them to live peacefully and progressively.

“We are here and we conduct this activity because we care about you and we want you to experience living in peace and harmony,” Paulo said.

CAMP HERNANDEZ, Dingle, Iloilo—Two female members of the CPP-NPA terror group surrendered to the Army’s 12th Infantry (Lick Em) Battalion on Saturday, August 29, 2020.

The surrenderers were identified as “JL” and “Alexa” who are members of BALOY Platoon, Central Front, Komiteng-Rehiyon Panay, the same group that the 12IB encountered and engaged in consecutive firefights in Janiuay town.





The armed engagements have caused demoralization within their ranks as the Army registered consecutive victories against the terrorists through the help of the people who shared vital information that led to the decisive hit against the enemy who continue to lose maneuver space in their former strongholds.

JL and Alexa admitted that they were with the group that the 12IB engaged on August 26 and 28. Likewise, they positively identified their personal belongings recovered by the troops from the encounter area. Their surrender was facilitated by a barangay kagawad who brought them to the headquarters of 12IB in Calinog after their comrades abandoned them in the aftermath of the said armed engagement.

Brigadier General Marion R Sison PA, Commander, 301st Infantry (Bayanihan) Brigade lauded the troops for their successful combat operations that continues to put intense pressure on the NPA terrorists, denying them the opportunity to further commit their atrocious acts. He likewise thanked the barangay officials for their support especially in assisting JL and Alexa to return to the folds of the law.

“There will be no let up in our hunt for these communist terrorists. Your Army here in Panay and Guimaras will relentlessly pursue these enemies of the state, to prevent them from sowing terror in the communities and to save our youth from getting involved in the senseless bloody armed struggle. We are here to protect, and here to serve; thus our door is always open to those who choose peace. And in time with the nation’s celebration of International Humanitarian Law (IHL) Month, the surrender of JL and Alexa speaks volumes about the Army’s high regard for human dignity as manifested by how we have protected these surrenderers. We compel the people to abandon communist ideology that has only caused death and misery; we shall show compassion and assist those who choose to return to the folds of the law in going back to mainstream society,” said Sison.

Malacañang on Sunday evening, August 30, announced that President Rodrigo Duterte visited Jolo, Sulu, a few days after twin blasts rocked the provincial capital.

“This is to confirm that PRRD visited Jolo, condoled with some of the victims of the latest blast, and conferred with the mayor (Kerkhar Tan),” Presidential Spokesperson Harry Roque said in a statement.

The President would be back in Manila on Sunday evening, he added.

In a video message during an online pro-Duterte concert on Sunday afternoon, Duterte said he was about to head to Jolo to visit the blast site and pay his respects to those killed in the explosions.

"I’m going to Jolo, diretso ako ngayon sa Jolo, doon sa blast site. Mabigyan ko lang 'yung mga sundalo natin, mga sundalo ko, mga pulis ko ng importansya sa kanilang kamatayan," said the President. (I'm going to Jolo. I'm now going straight to Jolo, to the blast site. I would like to give importance to our soldiers, my soldiers, my police after their deaths.)

"I'll go there to fulfill the duty of a commander in chief," he added. "Magti-take off po kami, tamang tama, eh kaso lang sa ere walang ano, hindi 'nyo ako mapanood." (We'll be taking off, and the timing is perfect. You won't be able to watch me up in the air.)

The latest visit to Jolo is Duterte’s second in nearly two months. In July, he went and met with troops following the shooting of Army intelligence officers by police.

Two suicide bombings hit Jolo on Monday, August 24, killing 14 people: 7 soldiers, 6 civilians, and one police officer. At least 75 people were wounded.

A unit subleader and bombmaker of the Abu Sayyaf Group was behind the blast, said AFP Western Mindanao Command chief Major General Corleto Vinluan Jr on Thursday, August 27.

The Philippine National Police backed the imposition of martial law in Sulu following the blasts, but Defense Secretary Delfin Lorenzana did not support the proposal. Philippine Army chief Lieutenant General Cirilito Sobejana on Sunday then withdrew his recommendation for a province-wide martial law.

The Armed Forces of the Philippines Central Command yesterday deployed a 12-man team of military doctors, nurses and medical aides to Bacolod City to augment efforts of the local government unit in the fight against the COVID-19 pandemic.

The deployment of AFP medical personnel in Bacolod City was in response to the request of Mayor Evelio Leonardia to President Rodrigo Duterte to fill the gap left by doctors and nurses, who are still on quarantine, or serve as alternates of the hospital staff on duty.

Maj. Eduardo Precioso, Public Information Officer of the AFP Central Command, said yesterday that the military doctors, nurses and health aide personnel, equipped with PPEs (Protective Personnel Equipment), were transported by an Air Force plane from Cebu to Negros Occidental.

The medical team is composed of two doctors, four nurses and six health aide personnel.

Precioso said they will be stationed at the Dr. Pablo O. Torre Medical Center and Queen of Mercy Hospital in Bacolod City.

The AFP Central Command in Visayas is headed by Lt. Gen. Roberto Ancan,who is a Negrense.

Before their flight to the Bacolod-Silay Airport, the members of the medical team underwent the necessary health precautionary measures, Precioso said.

Department of Health regional chief Dr.Marlyn Convocar said in an advisory that the AFP medical health personnel will be stationed in private hospitals in Bacolod City which have a high number of admitted COVID-19 patients and with high care utilization rate.

Convocar said these two private hospitals have expressed willingness to increase their COVID-19 bed allocation but lacked the necessary workers to complement the expansion.

She added that DOH Western Visayas will also deploy 10 nurses to be assigned at the Corazon Locsin Montelibano Memorial Regional Hospital.

Another batch of health workers from DOH Central Visayas, composed of 10 nurses, will also be deployed in health facilities in Bacolod and Iloilo on Sept. 1.

Convocar said that these health personnel responded to the recruitment made by the DOH Central Visayas for emergency hiring of medical personnel for COVID response.

All of them will be provided with pre-deployment orientation and capacity building, complete set of PPEs, full board and lodging in their areas of assignment, full payment of travelling expenses, diligent monitoring of health status, 14-day working schedule and deployment, as well as observance of a 14-day quarantine period post deployment with pay, she added.

The Office of the President has kept its promise to immediately assist Bacolod City amid the worsening COVID-19 health crisis, Leonardia also said yesterday.

Leonardia said that 10,000 test kits, 2,000 PPEs (personal protective equipment) and 400 Remdisivir antiviral medicine are being sent to Bacolod.

Twenty-six former members of the New People’s Army Militia Ng Bayan, who surrendered to the 62nd Infantry Battalion,received P260,000 worth of livelihood assistance from the Department of Trade and Industry(DTI) Wednesday at Camp Tirambulo in Brgy. McKinley, Guihulngan City, Negros Oriental.

Col. Michael Samson, deputy commander of the 303rd Infantry Brigade, said yesterday that each of the 26 former rebels received P10,000 worth of grocery items, livestocks with feeds, grower and vitamins, as well as sacks of rice as their starter kit.

Samson said that the assistance form part of the livelihood seeding program of the DTI- Negros Oriental dubbed the “Pangkabuhayan sa pag Bangon at Ginhawa”, that aims to uplift and provide livelihood assistance to entrepreneurs –especially micro small and medium enterprises "MSMEs” – in areas hit by fire and other calamities, including ELCAC (End Local Communist Armed Conflict) areas.

He added that the move was in line with the government’s Enhanced Comprehensive Local Integration Program (E-CLIP) to capacitate and support former rebels in going back to mainstream society and becoming productive citizens.

Lt. Col. Melvin Flores, 62IB commander,on the other hand,said that the giving of livelihood assistance worth a total of P260,000 was facilitated by DTI-Negros Oriental Provincial Director Nimfa Virtucio.

Flores also said that the program aims to enable the 26 former NPA militiamen who were recipient of the E-CLIP to innovate income generating activities that could advance their economic status.

The distribution of livelihood assistance was attended by Guihulngan City Mayor Carlo Jorge Joan Reyes, Joel Villagracia of the Technical Education and Skills Development Authority (TESDA), Virtucio, Samson and Flores.

The use of child soldiers by non-state actors remains prevalent in the Philippines, according to the United Nations, which also expressed alarm on the rising number of minors detained by government forces for their alleged association with the armed groups, mostly actively operating in Mindanao.

According to the UN Security Council’s fifth report on children and armed conflict in the Philippines released recently, of the 67 verified child soldiers, the New People’s Army (NPA), the armed wing of the Communist Party of the Philippines, recruited 23 minors, followed by the Maute Group with 21, Bangsamoro Islamic Freedom Fighters with 17 and other Islamic State –inspired groups with five. One case was attributed to the Armed Forces of the Philippines.

“I urge armed groups, in particular NPA, to immediately halt the recruitment and use of children, and to release associated children from their ranks for reintegration purposes,” Virginia Gamba, UN Special Representative for Children and Armed Conflict, said in the report covering the armed conflict in the country from January 1, 2017 to December 31, 2019.

The non-state Moro Islamic Liberation Front (MILF) currently undergoing decommissioning of combatants and weapons and whose leaders have been appointed by the Philippine President to head the Bangsamoro Autonomous Region in Muslim Mindanao in accordance with the Comprehensive Agreement on the Bangsamoro, the peace pact signed in 2014 by the Philippine government and the MILF, was delisted in 2017 as employing child soldiers, resulting in the disengagement of 1,869 minors from its ranks, the UN report said.

To protect children from armed conflict, Gamba urged the Philippine government to swiftly implement the landmark Children in Situations of Armed Conflict (CSAC) law approved last year.

“Despite progress achieved, children in the Mindanao region have been disproportionately affected by violence and I urge the Philippines to facilitate access of humanitarian actors to affected areas of Marawi City to assess the impact of the siege on children,” she said in a statement dated August 25.

In a 15-page report, Gamba expressed concern over the two-fold increase in the number of children detained by government security forces for their alleged association with armed groups — 51 children (23 girls and 28 boys) detained, with a spike in 2019 — from the previous report.

“Detaining boys and girls for their actual or alleged association with armed groups only contributes to further victimizing them. I call on the government to abide by the provisions in the CSAC Law that maintain children should be treated as victims, with the best interest of the child as the primary consideration,” she said.

The killing and maiming of children remained the most verified violation with 139 children affected, the majority of incidents due to ERW (explosive remnants of war) or IEDs (improvised explosive devices), the UN report said.

According to her, the UN also verified attacks on 62 schools and 36 hospitals by state and non-state actors.

Gamba said she was also particularly concerned that the education of at least 20,000 children was disrupted following an increase in verified attacks on schools and protected personnel, with increasing cases being attributed to government and pro-government forces and groups regarding threats to children and schools operated by non-governmental organizations in indigenous peoples’ communities in Mindanao. TESDA launches skills training projects for ELCAC-priority barangays

CANDON CITY, Aug. 30 (PIA) - The Technical Education and Skills Development Authority (TESDA), through its Ilocos Sur Provincial Office, officially launched new development projects in two communist-terrorist group (CTG) affected barangays of this city on Friday, August 28.

As the chair of the Poverty Reduction Livelihood and Employment Cluster of the National Task Force to End Local Communist Armed Conflict, TESDA-Ilocos Sur Acting Provincial Director Arnel Gallardo said that this was conducted as part of TESDA's celebration of its 26th anniversary wherein they were instructed to come up with development programs that they could launch through the directive of Secretary Isidro Lapeña.

One of which was launched in the morning at Barangay Tablac where 125 beneficiaries will undergo any of the 10 training courses which focus mainly on organic agriculture production that also include carpentry, welding, driving, small engine servicing, and solar powered irrigation system operation and maintenance.

The said project entitled "Project Nam-ay: A Poverty Reduction Program for Barangay Tablac, Candon City, Ilocos Sur through the Integrated Organic Farming System Program" aims to enhance the skills, knowledge and right attitudes of graduates in agriculture and food production programs.

“After the training, the community will be able to establish a livelihood program that would reduce the effects of poverty,” said Gallardo.

The said project aims to benefit former rebels and their families, other CTG-affected individuals, agrarian reform beneficiaries, and other members of the marginalized sectors.

During the launching of Project Nam-ay, Mayor Ericson Singson said that with the negative impacts of the coronavirus disease 2019 (COVID-19) pandemic, these trainings provided by TESDA will offer big help to the community to overcome the effects of the health crisis that people are facing.

“COVID-19 pandemic has greatly affected the economy, livelihood and the lives of the community that’s why we need to cooperate with one another to overcome this. Study well and let us support the programs our government is implementing," he said.

Through his message read by Sangguniang Panlalawigan Member (SPM) Gina Cordero, Gov. Ryan Luis Singson said, “I congratulate the trainees today as they venture into this much needed experience to increase their learning and apply what they have learned to be able to provide both income and healthy food for their families. As we continue to move forward amidst this pandemic, let us always remember that we need each other’s support now more than ever.”

In behalf of the residents of Tablac, Barangay Captain Ronald Torres expressed his gratitude to the national government for this program as it helps with the development of their barangay.

"This project will help with the development of our barangay. Yesterday, we have formed their organization and we will soon register it. As the head of our barangay, I urge the beneficiaries to act as one with the government because this training will not only benefit them but will also benefit the youth who are the future of our community," he said.

Another project was launched in the afternoon at Barangay Bugnay where 18 beneficiaries will undergo 11-day training program in raise organic small ruminants leading to Organic Agriculture Production NC II.

The said project entitled "Empowering Indigenous Peoples (IPs) of Bugnay, Candon City, Ilocos Sur through Skills Training in Raise Organic Small Ruminants (Leading to Organic Agriculture Production NC II)" is under the Special Training for Employment Program (STEP) which aims to empower the IPs and residents of CTG-affected barangays towards the establishment of livelihood/enterprises and other income opportunities for the marginalized sectors.

The said beneficiaries are IP members (Itneg, Kankana-ey and Bago Tribes) and the marginalized sectors.

With this, TESDA Ilocos Sur Acting Provincial Director Gallardo hopes that in the future, Barangay Bugnay will become the center of goat produce in the province.

He added that TESDA is always open to help them in terms of conducting trainings that can help develop their community.
