Isinapubliko kahapon, Araw ng Kalayaan, ang ulat ng delegasyon ng isang fact-finding mission na nagsagawa ng tatlong-linggong pagsisiyasat sa mga komunidad sa paligid ng mga base militar ng US, o tinaguriang “EDCA site” at mga pinagdausan ng katatapos lamang na Balikatan war games. Natuklasan nila ang laganap na kapabayaan, disimpormasyon at panggigipit sa mga lugar na ito. Ang delegasyon ay pinamunuan ng Bayan-USA at PINAS Peace Mission.

Isinagawa ang pagsisiyasat sa loob ng isang “EDCA site” sa Cagayan Valley; sa mga dating baseng militar ng US sa Central Luzon; Ilocos Norte, kung saan isinagawa ang pinakahuling pagsasanay sa Balikatan; at sa Marawi City, kung saan itinatayo sa “ground zero” ang isang kampo militar gamit ang pondo ng EDCA.

Ang EDCA o Enhanced Defense Cooperation Agreement (EDCA) ay kasunduan ng gubyerno ng US at Pilipinas na pinirmahan noong 2014 na nagpapahintulot sa US na magtayo ng mga base o pasilidad sa loob ng “agreed location” o pinagkaisahang lugar sa mga kampo ng Armed Forces of the Philippines (AFP). Sa ngayon, mayroong hindi bababa sa siyam na lugar na may pasilidad ang US sa ilalim ng EDCA. Liban dito, sinasabing may hindi bababa sa walo pang base o pasilidad militar ang US sa iba’t ibang bahagi ng Pilipinas.

“Ngayong Araw ng Kalayaan, giit namin na maging malaya ang mamamayang Pilipino para tumindig sa kanilang sariling paa at magpasya sa sarili ang direksyon ng ating hinaharap, nang walang dayuhang kapangyarihan na nakapagliligaw (ng direksyon),” pahayag ng mga kinatawan ng delegasyon. “Iginigiit namin na harapin at panagutin ang mga gubyerno ng Pilipinas at US sa pinsala ng militarismo sa pinakamahihirap (na sektor). Iginigiit namin (sa mga ito) ang sagot sa mga katanungan kaugnay sa tunay na saklaw ng konstruksyon ng mga base at pasilidad ng US sa bansa, lalupa’t ang isinasapubliko sa mga balita ay taliwas sa katotohanan.”

Kabilang sa mga natuklasan ng delegasyon ang sumusunod, alinsunod sa kanilang inilabas na pahayag:

1) Mga paglabag sa EDCA Agreement sa Cagayan Valley. Inatasan ng militar ang mga residente malapit sa base militar na mag-imbak ng mga gamit labas sa tinukoy na “EDCA site,” labag sa kasunduan mismo na nagbabawal dito. Hindi rin pinaalam sa mga residente ang layunin ng pag-iimbak. Sa hinuha nila, ang mga ipinaimbak ay mga armas, taliwas sa sinasabi ng US at AFP na ang mga gamit dito ay para lamang sa “humanitarian aid.”

2) Pagsasamantala ng mga tropang US sa mga komunidad at kanilang mga rekurso: Sa Cagayan Valley, inupahan ng mga tropang Amerikano ang mga bangka ng mga mangingisda para sa war games. Sa Ilocos Norte, pinagbawalan ang mga residente na maglayag at ipinagkait ang kanilang kabuhayan. Kulang na kulang ang ibinigay na danyos sa kanila.

3) Mahigpit na sabwatan ng pribadong sektor at militar: Sa Cagayan Valley, napag-alaman ng delegasyon ang balak ng US na magtayo ng mga “EDCA site” malapit sa mga espesyal na economic zone. Dalawa sa umiiral na base ay katabi ng Cagayan Economic Zone Authority (CEZA).

4) Walang pabatid sa mga komunidad na ginawang lokasyon ng war games. Sa Santa Ana, Cagayan, walang ibinigay na paliwanag sa mga residente kaugnay sa US-PH military exercises, bago at pagkatapos nito. Walang ipinaalam sa kanila, at binalewala ang kanilang mga boses at kapakanan. Mula Nobyembre 2023, naging sanhi ng panic ng mga katutubong komunidad sa isla ng Palaui ang dalawang beses na paglipad nang mababa ng mga helikopter ng US. Nangamba sila sa gera at para sa kaligtasan ng kanilang mga anak.

5) Disimpormasyon at di pagsasabi ng totoo sa mga ulat ng gubyerno: Sa Marawi City, batid ng mga lider ng komunidad ang pagtatayo ng isang base militar gamit ang pondo ng EDCA sa “ground zero,” pero hindi ito isinasapubliko ng gubyerno. Iniulat din ng naturang mga lider ang balak na magtayo ng espesyal na sonang pang-ekonomya sa naturang lugar. Sa Ilocos Norte, may mga komundad na hindi direktang pinaabutan ng gubyerno kaugnay sa Balikatan exercises. Inulat rin ng mga residente ang kanilang pagkagulantang dulot ng malalakas na putok na umuga sa kanilang mga bahay.

6) Panggigipit at Red-tagging ng estado: Laganap ang Red-tagging sa mga residente na nag-ulat ng militarisasyon, laluna yaong nagpahayag ng pangangailangan sa pagpapaunlad ng kabuhayan sa mga komunidad.

7) Kapabayaan ng gubyerno: Sa Marawi City, nananatili sa mga sentro ng ebakwasyon ang residenteng apektado ng pang-aatake ng AFP noong 2017. Wala o sira ang mga batayang yutilidad tulad ng kuryente, tubig, at sanitasyon, sa mga lugar na ito. Marami sa kanila ang hindi pa rin nakatatanggap ng kumpensasyon o oportunidad na makabalik sa kanilang mga lupa.

Balak ng mga myembro at alyado ng Bayan-USA na dalhin ang laban sa militarismo ng US sa Pilipinas sa gaganaping people’s summit at pagkilos ng kampanyang Cancel Rim of the Pacific Games (RIMPAC) sa San Diego, California sa Hunyo 29-30; sa summit at pagkilos sa Washington D.C. sa Hulyo 6-7; sa mga pambansang convention ng mga partidong Republican at Democrat sa Hulyo-Agosto; at sa Kongreso ng US para labanan ang Philippines Enhanced Resilience Act (PERA) at para sa pagpasa ng Philippine Human Rights Act; at sa People’s SONA sa pagtatalumpati ni Ferdinand Marcos sa darating na Hulyo.

Threat to freedom, conclusions of those who investigated the US military bases in the Philippines

Yesterday, Independence Day, the report of the delegation of a fact-finding mission that conducted a three-week investigation in the communities around the US military bases, or so-called "EDCA sites" and the victims of the recently concluded Balikatan war games. They discovered widespread neglect, disinformation and harassment in these areas. The delegation was led by the Bayan-USA and PINAS Peace Mission.

The investigation was conducted within an “EDCA site” in Cagayan Valley; in former US military bases in Central Luzon; Ilocos Norte, where the most recent exercise was conducted in Balikatan; and in Marawi City, where a military camp is being built at “ground zero” using EDCA funds.

The EDCA or Enhanced Defense Cooperation Agreement (EDCA) is an agreement between the government of the US and the Philippines signed in 2014 that allows the US to build bases or facilities within the "agreed location" or unified area in the camps of the Armed Forces of the Philippines (AFP). Currently, the US has at least nine facilities under the EDCA. Apart from this, it is said that the US has at least eight other bases or military facilities in different parts of the Philippines.

"This Independence Day, we insist that the Filipino people be free to stand on their own feet and decide for themselves the direction of our future, without a foreign power that can mislead (the direction)," said the representatives of the delegation. “We insist that the Philippine and US governments be confronted and held accountable for the damage militarism has done to the poorest (sectors). We insist (on them) the answer to the questions related to the real scope of the construction of US bases and facilities in the country, because what is publicized in the news is contrary to the truth."

The delegation's findings include the following, according to their statement:

1) Violations of the EDCA Agreement in Cagayan Valley. The military has ordered residents near the military base to store supplies outside the designated “EDCA site,” in violation of the agreement itself which prohibits it. Residents were also not informed of the purpose of the storage. In their conclusion, what was stored were weapons, contrary to what the US and AFP say that the items here are only for "humanitarian aid."

2) Exploitation of communities and their resources by US troops: In Cagayan Valley, American troops hired fishermen's boats for war games. In Ilocos Norte, residents were prohibited from sailing and deprived of their livelihood. The damages given to them are insufficient.

3) Tight collusion of the private sector and the military: In Cagayan Valley, the delegation learned of the US's intention to build “EDCA sites” near special economic zones. Two of the existing bases are adjacent to the Cagayan Economic Zone Authority (CEZA).

4) There is no notice to the communities that have been made the location of the war games. In Santa Ana, Cagayan, no explanation was given to the residents regarding the US-PH military exercises, before and after it. They were not informed, and their voices and interests were ignored. Since November 2023, two low-flying US helicopters have caused panic among indigenous communities on the island of Palaui. They feared for the war and for the safety of their children.

5) Disinformation and not telling the truth in government reports: In Marawi City, community leaders are aware of the construction of a military base using EDCA funds at "ground zero," but the government is not making it public. Such leaders also reported the intention to build a special economic zone in the said area. In Ilocos Norte, there are communes that were not directly contacted by the government in relation to the Balikatan exercises. Residents also reported their shock caused by loud shots that shook their houses.

6) State pressure and Red-tagging: Red-tagging was widespread among residents who reported militarization, especially those who expressed the need for economic development in the communities.

7) Negligence of the government: In Marawi City, residents affected by the AFP attack in 2017 remain in evacuation centers. Basic utilities such as electricity, water, and sanitation are missing or damaged in these areas. Many of them still do not receive compensation or the opportunity to return to their lands.

Iniwan ni Ka Rio ang karaniwang pagkahumaling ng isang teenager sa buhay barkada dahil nakita niyang sa armadong rebolusyon tunay na magagampanan ng kabataan ang pagiging pag-asa ng bayan. Mula noo’y nagpasya si Ka Rio na sumapi sa Bagong Hukbong Bayan para ipagtanggol ang kapwa niya api.

Si Ka Rio ay pinakamamahal ng masa, laluna ng kanyang kapwa mga kabataan. Bilang kasapi ng NPA, siya ay ehemplo ng mga kabataan sa kanyang kinikilusang lugar dahil pinili niyang ilaan ang lakas at talino sa makabuluhang tungkuling paglingkuran ang masa.

Hindi malilimutan ng mga kasama ang tahimik, mahinahon at puno ng pag-asang si Ka Rio. Sa kabila ng kanyang bubot na karanasan sa armadong kilusan ay may mataas na diwa ng responsibilidad si Ka Rio. Marubdob ang kanyang pagnanais na mapagsilbihan at maorganisa ang masa sa kanyang erya kaya kinakitaan siya ng kapursigehang matutunan ang mga rebolusyonaryong prinsipyo at pamamaraan, laluna sa gawaing masa.

Katumbas ng kanyang kaseryosohang matuto ay ang kanyang nag-uumapaw na pagpapahalaga sa gawain. Siya ang tumatayong upisyal sa edukasyon sa kanyang yunit. Tinitiyak niyang nabibigyan ng kumprehensibong pag-aaral ang kanyang mga kakolektibo, usapin man sa ideolohiya, pulitika at kahit sa literasiya.

Nakikiramay ang buong rebolusyonaryong kilusan sa pamilya, mga kaanak, kaibigan at iba pang nagmamahal kay Ka Rio. Para sa kanyang mga magulang, dapat nating taas-noong ikarangal si Ka Rio bilang isang mabuting anak ng bayan. Hindi nasayang ang kanyang buhay bagkus, ang kanyang pag-aalay ng buhay para sa masang Masbatenyo ay ganap na katuparan ng ating mga pangarap para sa kanya. Namatay siyang bayani at lagi nating bubuhayin ang kanyang alaala bilang isang bayani.

Ang buhay at alaala ni Ka Rio ay inspirasyon sa maraming kabataang Masbatenyong nagnanais na mag-ambag ng kanilang lakas para sa panlipunang pagbabago. Sa armadong rebolusyon lamang magagampanan ng kabataan ang kanilang papel bilang pag-asa ng bayan. Ngayong araw, Hunyo 12, ginugunita ng mga naghaharing uri at ng mala-kolonyal na estado ang ika-126 taon mula nang ideklara ng palasukong uring burgesya, sa pamumuno ng taksil na si Emilio Aguinaldo, ang pagkakatatag ng “nagsasariling” Republika ng Pilipinas. Higit isang siglo ang lumipas, nanatiling papet at mala-kolonya ng US ang Pilipinas. Ang tumitinding kontrol ng US sa ekonomiya, pulitika at militar ng bansa ay siyang puno’t dulo ng kahirapan at karahasang humahagupit sa masang anakpawis ng Mindoro at sa buong kapuluan.

Mula nang pumihit patungong Asya noong 2011, tuloy-tuloy ang paghahanda ng US sa Pilipinas bilang teatro ng pakikidigma laban sa Tsina, ang bagong imperyalistang kapangyarihang karibal nito sa Asya. Umiigting ang tensyon sa West Philippine Sea kung saan pamalagian na ang panghihimasok ng mga pwersa ng US sa tabing ng pag-suporta sa Philippine Coast Guard. Pinararami sa kasalukuyan ang mga bagong base militar ng US na tinatawag nitong EDCA site (Enhanced Defense Cooperation Agreement site) para ikatwiran na walang umiiral na base militar ng US sa bansa. Nitong Marso lamang, isiniwalat ng isang senador na sa aktwal, 16 ang itinatayo at pinauunlad na base militar ng US sa Pilipinas. Dalawa sa 16 na ito ang matatagpuan sa kalapit na isla ng Palawan. Inilunsad din mula Abril hanggang Mayo ngayong taon ang pinakamalaking Balikatan Exercise sa pagitan ng AFP at ng militar ng US. Nilahukan ito ng 14 pang bansang alyado ng US bilang mga observer. Malaking balakid ang Tsina sa dominasyon ng US sa buong mundo at walang pakundangan na isinasapanganib ng pang-uupat ng gyera ng US ang buhay at kaligtasan ng milyun-milyong Pilipino para ipagtanggol ang interes nito sa Asya-Pasipiko.

Dito sa Mindoro, inilunsad nitong Enero ang ehersisyong militar na “maritime cooperative activity” (MCA) ng tropang Amerikano at Pilipino sa Cabra Island, Occidental Mindoro. Matatagpuan din sa Lubang Island, Occidental Mindoro ang misayl na inilagak ng Armed Forces of the Philippines (AFP) at ilang ektarya ng lupain na inilaan para gawing kampo-militar.

Palalalain ng dagdag presensya ng militar ng US ang militarisasyon sa Mindoro. Itinalaga ang Mindoro bilang “eye of the storm” sa rehiyong TK ng Joint Campaign Plan Kapanatagan (JCP Kapanatagan), isang programa sa kontra-insurhensya na binalangkas ng rehimeng US-Duterte sa turo ng imperyalistang amo nito. Nagpapatuloy ang madugong programang ito sa ilalim ng rehimeng US-Marcos II at National Task Force to End Local Communist Armed Conflict (NTF-ELCAC). Nabubuhay ang masang Mindoreño sa ilalim ng matinding terorismo ng estado. Biktima ang mga Mindoreño ng paniniktik, pananakot, pwersahang pagpapasuko, iligal na detensyon, pagpaslang at iba pang porma ng paglabag sa karapatang pantao. Nakagawian na ng mga pwersang AFP-PNP at paramilitar na mamalagi o magtayo ng kampo sa mga komunidad para ipataw ang klima ng matinding takot at pagdududahan ng masa sa isa’t isa. Walang habas na binobomba at ini-istraping ang mga komunidad ng mga magsasaka at katutubong Mangyan sa kanayunan. Ang teroristang paghahari ng mga pwersa ng estado sa Mindoro at sa buong bansa ang naghahawan ng daan para malayang madambong ng imperyalistang US at ng mga dambuhalang negosyo ng mga monopolyo kapitalista ang yaman ng Pilipinas.

Nasa plano ng US na gamiting pambanat na pwersa ang AFP-PNP laban sa Tsina kung kaya tinakdaan nito ng dedlayn ang huli upang madaliin nitong tapusin na ang rebolusyonaryong paglaban ng sambayanang Pilipino na pinangungunahan ng CPP-NPA-NDFP. Kung babalikan ang aral sa kasaysaysan, ang pagbira ng AFP-PNP sa mga pwersang rebolusyonaryo ngayon ay maihahalintulad sa atas ni Aguinaldo na paslangin sina Gat Andres Bonifacio at Antonio Luna upang bigyang luwag ang todong pagpapakuta nito sa dayuhang US. Ang pagkakanulo ng uring burgesya na kinatawan ni Aguinaldo sa rebolusyong Pilipino ang nagtakda kung bakit hindi nalubos ang tagumpay ng Rebolusyong 1896. Tungkulin ng kasalukuyang henerasyon at nang mga susunod pang rebolusyonaryong Pilipino na lubusin ang tagumpay ng nagpapatuloy na paglaban na ito. Ang ibagsak ang reaksyunaryong rehimen na nakatayo sa bansa na ngayon ay nasa kontrol ng rehimeng US-Marcos II ang dapat nating pagpunyagian ngayon.

Sa Araw ng Huwad na Kalayaan, panawagan ng Lucio de Guzman Command-NPA Mindoro sa masang anakpawis at mga Mindoreño na tumangan ng armas para labanan ang teroristang AFP at ang amo nitong imperyalistang US. Marapat at makatwiran na tayo ay maglunsad ng armadong rebolusyon para palayain ang ating mga sarili mula sa tanikala ng imperyalistang US at mga papet nitong diktador katulad ni Ferdinand Marcos Jr.

Dapat panatilihing buhay at patambulin ng masang anakpawis ang panawagan ng Rebolusyong 1896 laban sa kolonyalistang Espanyol sa pamamagitan ng paglaban sa imperyalismong US sa balangkas ng bagong tipong pambansa demokratikong rebolusyong pinamumunuan ng uring manggagawa at maghahawan ng daan tungong sosyalismo. Ang demokratikong rebolusyong bayang pinamumunuan ng Partido Komunista ng Pilipinas (PKP) ang tanging paraan hindi lang para lumaya ang sambayanan mula sa mga dayuhang mananakop kung hindi para rin ganap na lumaya ang masa mula sa lahat ng anyo ng pagsasamantala at pang-aapi.

Sa paggunita ng ika-126 na taon ng huwad na Araw ng Kalayaan ng Pilipinas, pinapaalala ng araw na ito sa ating mga kabataan na hindi pa tunay na malaya ang ating bayan hangga’t hindi pa napapawi ang tatlong ugat ng kahirapan ng sambayanang Pilipino: ang Impyeralismo, ang Pyudalismo, at ang Burukrata-Kapitalismo.

Lantarang paninikluhod ang isinasagawa ng rehimeng Marcos Jr sa Imperyalistang Estados Unidos. Hindi mamaliw ang tutang Marcos Jr. na paunlakan ang lahat ng kagustuhan at interes ng amo nitong US mula sa pagpapaigting ng okupasyong militar nito muli sa bansa, patuloy na pandarambong sa ating likas na yaman at panlilinlang sa mamamayang Pilipino. Sa gitna ng nagpapatuloy na sosyo-ekonomikong krisis na kinakaharap ng kabataang Pilipino, nagpapatuloy at tumitindi rin ang militarisasyon sa mga paaralan at unibersidad sa buong bansa. Nandyan rin ang banta ng muling panunumbalik ng mandatory ROTC upang paramihin ang reserbang hukbo ng bansa para sa imperyalistang interes. Nagpapatuloy ang pagbabanta, surbeylans, intimidasyon, harasment hanggang pagdakip sa mga kabataang militante at progresibo na nanawagan sa makatarungang sistemang panlipunan.

Sa tabing ng patriyotismo, diwang makabansa at pagdedepensa ng ating teritoryo ay tusong tinutulak ng US at ng rehimeng Marcos Jr, ang kabataang Pilipino at mamamayan nito palapit patungo sa probokasyon laban sa Tsina na walang tunay na hakbangin na iresolba ang alitan ng West Philippin pe Sea. Ito ay isang digmaan na tinutulak ng imperyalismo US para sa kaniyang sariling interes at para sa malakihang kita ng iilang mga kumpanyang US na nagbebenta ng armas at kagamitang pandigma.

Malinaw na hindi interes ng kabataang Pilipino ang hakbangin tinutulak ng rehimeng US-Marcos Jr at tanging nagsisilbi ito sa pansariling interes patungo sa isang giyera na maglulubog sa ating bansa sa isang panahon ng matinding lagim! Nararapat na kumilos ang kabataan nang buong giting, lakas at panahon upang tutulan ang probokasyon ng US laban sa Tsina.

Nararapat lamang na magbalik-aral, palalimin, at palawakin ang kaalaman ng kabataan patungkol sa kasaysayan ng mamamayang Pilipino upang maipakita at maipamalas na tanging sa demokratikong rebolusyong bayan na may sosyalistang perspektiba natin makakamtan ang tunay na kalayaan at mapapawi ang tatlong ugat ng kahirapan ng mamamayang Pilipino! Higit pa rito, dapat nating kilalanin na ang mga pakikibaka ng ating mga ninuno, hindi lamang laban sa dayuhang mananakop kung di laban din sa mga lokal na naghaharing-uri na sa kanilang pagkaganid sa kapangyarihan at yaman ay nagtaksil sa pinaka buod ng ating laban para sa kalayaan. Ngayon nahaharap tayo sa katulad na pagtataksil ng rehimeng Marcos Jr habang inuuna ng naghaharing uri ang kanilang pakikipag-alyansa sa mga imperyalista kaysa sa kapakanan at kinabukasan ng sambayang Pilipino.

Alalahanin at paalabin ang makabayang diwa ni Andres Bonifacio, Jose Rizal, Jose Maria Sison, at ang mga bayaning nag-alay ng kanilang buhay para sa kalayaan ng mamamayang Pilipino!

Kabataan, wala tayong kinabukasan sa ilalim ng naaagnas na malakolonyal at malapyudal na sistema na pinapapalala ng kasalukuyang krisis ng sistemang kapitalismo. With China as a rising global economic and military power with the potential to challenge US supremacy, the Indo-Pacific, including the Indian Ocean Region (IOR), attained extraordinary importance in the US defense chemistry. If all the Western powers led by the US were obliged to confront China at any point in time, the Indo-Pacific region would become the decisive battlefield.

Before the Indo-Pacific initiative was floated, animated debates on its formation, scope, and objectives had taken place at the Pentagon and elsewhere.

One issue that had given rise to some difference of opinion was whether India should be included in the initiative. Those opting for the exclusion of India from the Indo-Pacific frame argued that India was essentially an ally of Russia and had, for long, basked in the warmth of Russian patronage.

However, the real weight of the argument was that China had already opened the front against India by wilfully disturbing peace along the Himalayan border. Finally, when Prime Minister Modi gave his consent for India to join what is now called Quad, it was a shot in the arm for the sponsors of the Indo-Pacific initiative.

Now, India’s immediate defense priority was to fully modernize, upgrade, and streamline the Indian navy so that it could safeguard its shores and ports. The Quad–4 countries also undertook streamlining of their naval establishments.

Squad Emerges

In April 2024, the navies of three countries—Australia, Japan, and the Philippines—with the US in the lead—held maritime exercises in the South China Sea.

The ships of the four countries conducted the naval exercise in a sensitive region with the tacit aim of strengthening their joint abilities. In their joint statement, they emphatically stated that the exercise was meant to strengthen their joint ability and to “uphold the right to freedom of navigation and overflight and respect for maritime rights under international law.”

Between April 22 and May 8, US and Philippine ships, alongside naval troops from France and Australia, conducted a naval exercise called Balikatan 2024. More than 16,000 troops participated in the Balikatan (meaning shoulder to shoulder), which took place outside the Philippines’ territorial waters.

A dispassionate observation is that officially, nowhere do we find any indication that this initiative is designed to contain China in the South China waters. But on the ground, there is sufficient indication that the US means to let its presence be felt along the Chinese maritime border.

A Bizarre Move

In this exercise, one mission was to sink a decommissioned China-made naval vessel, BRP Lake Caliraya of the Philippines, which Col Francel Margareth, the spokesman of the Philippines’ armed forces, called “purely coincidental.”

Whether it was or was not co-incidental is a different issue. But it was the only made-in-China ship that was targeted. Beijing considered it a subtle message.

The four countries’ defense ministers met in Honolulu during the Balikatan exercise. The joint meeting discussed the exercise’s political implications off the coast of China.

Reports suggest that it was at the sidelines of these meetings that the concerned officials began floating the term “Squad,” meant to refer to the four countries taking part in the exercise. There was no official announcement of the name Squad, but evidently, a new block in East Asia was in the making. The new name could be considered a de facto announcement.
Quad To Squad

The Quadrilateral Security Dialogue (Quad-4) was an initiative of four countries, namely Australia, India, Japan, and the US, taken in 2007 during Exercise Malabar in the Philippines Sea.

The Philippines was not a member at that time. Washington’s overbearing attitude towards China did not suit Australian Prime Minister Kevin Rudd’s policy, so Quad–4 could not establish its efficacy. Actually, Rudd was trying to mend fences with China.

In a sense, the Quad-4 remained inactive, if not dormant, for at least one decade from its inception in 2007. In 2017, Quad leaders met in Manila and decided to activate the Quad with a more forthright agenda against China.

The Chinese Road and Belt Initiative was the catalyst for the revival of Quad, and US apprehensions found expression in the phrase “predatory economics,” coined by the then-US Secretary of State Rex Tillerson.

However, by 2017, many changes had taken place in the world and the region. The hawks in Washington began to pressure India to take a proactive stance against China and Russia.

India declined to stop buying discounted oil from Russia. New Delhi was looking at the situation from its standpoint in the forthcoming general elections in the country. Analysts call India’s decision a pragmatic one although India’s oil purchases from Russia have declined now.

India gave more cause for frustration with the revived Quad-4. The media asked Indian External Affairs Minister S Jaishankar if India was considered a member of NATO and what would be her reaction. The minister replied that India does not share NATO’s mentality. This clearly showed that India was reluctant to join a new cold war of sorts against China. India had declined to sign the UN anti-Russia resolution, which NATO resented more than the US.

The cumulative consequences of India’s strict nationalist approach to Quad were that, ultimately, the US sidelined Quad-4 and assembled the Squad with the more pliant government of the Philippines.

In the final analysis, American pressures to force India to adopt a belligerent stance against China will not work because India joined Quad-4 essentially with the objective of boosting trade relations with the Quad countries on the common premise that free movement of ships across the Indian Ocean and South China Sea is guaranteed.

Only time will show what the Squad will or will not achieve in the context of Indo-Pacific security under changed circumstances.

LEGAZPI CITY – A member of the New People’s Army (NPA) was killed while high-powered firearms were seized in a clash in Barangay Tubog, Pio V. Corpuz, Masbate province on Tuesday, the 9th Infantry Division (9ID) said.

In a report, Maj. Frank Roldan, 9ID Public Affairs Office chief, said the encounter ensued after troops responded to the reports of residents about the presence of armed men in their village.

Based on the initial report, the government troops encountered more than 12 NPA members led by Bobby Cañete, also known as Den-den/Bugas, of the Komiteng Larangang Guerilla South, Sub-Regional Committee 4.

Roldan said no casualties were reported on the side of the government troops, while an unidentified rebel was killed during the 20-minute firefight.


“We are still waiting for the identification of the NPA member since our troops are still at the encounter site,” he said in a message.

After the insurgents withdrew, soldiers recovered several firearms, including an M14, M16, and M653 rifles at the clash site.

THE Armed Forces of the Philippines (AFP) is studying calls to consider the Philippine Online Gaming Operations (POGO) a threat to the country’s national security.

In a press conference in Camp Aguinaldo in Quezon City on Tuesday, June 11, 2024, AFP spokesperson Colonel Francel Margareth Padilla said that AFP is in close coordination with concerned government agencies especially the Philippine National Police (PNP) in the conduct of probe and background checking on Chinese nationals who were arrested over involvement in illegal activities.


Last week, the PNP Criminal Investigation and Detection Group (CIDG) arrested a Chinese national who yielded high-tech and military grade communication hacking equipment.

According to a source, found in the arrested Chinese man’s cellphone were photos of military camps.

Police said verification on the identity of the suspect is still ongoing amid concerns that he could be a “spy.”

Authorities also found a China People’s Liberation Army uniform during a raid in a POGO hub in Porac, Pampanga, on Monday, June 10.

“We have the necessary units that is taking care of all of these reports that are being given,” said Padilla.

In a separate statement, Padilla said the presence of Chinese military uniforms may likely be used as props in these illicit online transactions.

“The limited number of PLA uniforms found suggests they are more indicative of use in deceptive activities rather than any preparation for an invasion,” she said.

“We do not want to cause unnecessary panic. Rest assured, the AFP is committed to protecting the people and securing the state. We are fully cooperating with PAOCC's ongoing investigation to clarify this matter,” she added.

The raid in the said POGO hub in Porac has resulted in the “rescue” of almost 200 individuals including Filipinos, Chinese nationals, Malaysian and Vietnamese, among others.

Four of the Chinese nationals were alleged victims of kidnapping. Some of them were even hand cuffed and showed torture marks during their rescue.

PNP Public Information Office Chief Colonel Jean Fajardo said the profiling of the foreign nationals is still ongoing where it will be identified if they are suspects or victims in the illegal POGO operations.

Currently, Philippine Navy spokesperson Commodore Roy Vincent Trinidad said the AFP is looking into deeper connections of the POGO to other violations which may go beyond common crimes.

“What is happening is there is an increase in the monitored unusual incidents perpetuated by the presence of Chinese nationals, without saying yet these are risk to national security what we have seen are violations of simple or rather simple common crimes like the presence of high-powered firearms in their possession, high-end vehicles, high-end cars sports cars which do not have the appropriate permits from the appropriate govt agencies,” he said.


“This only indicates that everybody not only the military and the police and the security sector, it is everbody’s responsibility to be more conscious more aware of our security environment and as mentioned earlier if there is any reason to report to the appropriate government to please inform the appropriate govt agency not only the armed forces,” he added.

Last week, Senator Risa Hontiveros urged the administration of President Ferdinand “Bongbong” Marcos Jr. to declare the POGOs as a “threat” to national security considering its involvement in illegal activities such as cybercrimes, human trafficking and money laundering, among others.

The Senate Committee on Women, Children, Family Relations, and Gender Equality chaired by Hontiveros launched on May 7, 2024, its probe on the raided POGO hub, Zun Yuan Technology Incorporated (ZYTI) in Bamban, Tarlac in March which resulted in the rescue of 800 employees including around 500 foreigners, among of which were 427 Chinese nationals.

The raid stemmed from a complaint of one of its Vietnamese workers who escaped from the facility which is located in the 7.9-hectare property, owned by Baofu Land Development Inc., (BLDI), a few meters away from the Municipal Hall of Bamban in Tarlac.

It was allegedly involved in surveillance activities and hacking of government websites.

The discovery of the illegal activities in ZYTI has put Bamban, Tarlac Mayor Alice Guo who is now being accused of being a Chinese spy.

On Tuesday, June 11, opposition lawmakers in the House of Representatives filed a bill seeking to ban POGO in the country, noting the “crime syndicates” it has brought to the country.

The lawmakers noted that under Republic Act 11590, which was enacted in September 2021, only legitimized POGOs without considering harmful consequences given that gambling is illegal in China. (TPM/SunStar Philippines)

Marcos signed into law Republic Act 12000 or the Negros Island Region (NIR) Act, which aims to unify the provinces of Negros Occidental, including Bacolod City, Negros Oriental and Siquijor, in a bid to promote administration decentralization, strengthen local autonomy, and accelerate economic, cultural and social development.

It will bring the total number of regions in the country to 18.


“This union is long overdue and makes very practical sense, especially in the Negros Island, where people are located on one island but are governed under separate administrative regions,” Marcos said.

“So, for decades now, Negrenses have endured the rigors of sea travel, unnecessary expenses, bureaucratic red tape, [and] inefficiency that this arrangement has brought, especially when there is a need to urgently access government services from regional centers on other islands,” he added.

While they share many of the same natural resources and industries such as sugar, tourism and renewable energy, Marcos noted the glaring uneven growth and disparity of funding between the two provinces.

The law will trigger the creation of a technical working group for the formulation of a roadmap that will facilitate all institutional arrangements for the Negros Island Region.

It will also be in charge of the arrangement of the organizational development requirements as well as other necessary concerns for development planning.

The chief executive extended his gratitude to the legislators for passing the law, as he emphasized that the new Negros Island Region “will be a bulwark of greater growth as well as a conduit for more effective and efficient delivery of essential services in the region.”

“We envision as well the NIR as one of the centers of development in the Visayas, further accelerating socio-economic development for the millions of Negrenses and providing strategic convergence regarding resources, investments, and economic planning,” he said.

“Indeed, in unity, there is always strength. And that is what we are building, and I trust that the people of the newly established Negros Island Region will work together to complement each other’s strengths to build a more united and flourishing Negrense community,” he added.

Marcos also signed RA 12001 or the Real Property Valuation and Assessment Reform Act (RPVARA), which is among the administration’s priority legislations and is included in the Common Legislative Agenda aligned with the 8-Point Socioeconomic Agenda.

The said law adopts the prevailing market value as the single real property valuation base for the assessment of real property tax and complements with the government’s efforts to modernize services in the local government units through the Real Property Information System.

“So, this new law is borne out of the necessity and the realization that there is a need to enhance the country’s tax collection system so we can generate revenues, generate jobs, [and] investments all over the country. No longer will we rely on the outdated valuation system,” Marcos said.

“We now have instead the new and improved RPVARA. A law that streamlines and enhances the real property valuation and assessment system through a uniform real property appraisal that is compliant with international standards,” he added.

THE Municipal Task Force to End Local Armed Conflict (MTF-Elac) of the town of Akbar in Basilan province, through a resolution, has declared the Abu Sayyaf Group (ASG) as persona non-grata in their municipality, the military said.

The 18th Infantry Battalion said the resolution was approved on Monday, June 10, during a joint meeting of MTF-Elac and Municipal Peace and Order Council (MPOC).

The approval of the resolution came after the nine villages of Akbar submitted their respective resolutions during the joint MTF-Elac and MPOC meeting declaring the ASG persona non-grata in their respective areas.

The Moro National Liberation Front community led by Commander Basser Basta also declared the ASG as persona non-grata. The community is based in Camp Mujahid in Semut village, Akbar.


“After making a crucial decision, the MTF-Elac at the municipal level passed a resolution affirming the persona non-grata status of the ASG within Akbar municipality,” the 18IB said in a statement.

“This resolution strengthens the community's rejection of terrorism and emphasizes the commitment to peace and security in the area,” it added.

Additionally, the declaration of ASG as persona non-grata reflected a strong stance against threats to the safety and well-being of the community, the 18IB said.

The maintenance of peace and order is a top priority in Akbar town under the leadership of Sali and with the collaborative efforts of the 18IB led by Lieutenant Colonel Mark Serapion Lagud, Jr., the police Major Ayap Sali, and the MNLF. (SunStar Zamboanga)

TWO members of the Abu Sayyaf Group (ASG) have surrendered to government authorities in the province of Sulu, the military said Thursday, June 13, 2024.

The 4th Civil Relations Group (4CRG) said they surrendered at the headquarters of the Tactical Operations Group Sulu-Tawi-Tawi (TOG SulTaw) in Bus-Bus village, Jolo, Sulu on Tuesday, June 11.

The 4CRG said the surrender of the two ASG members, whose identities were withheld, was facilitated by the Tactical Operations Wing Western Mindanao (TOW WestMin), through the TOG SulTaw in collaboration with other military units and the police in Sulu.

The 4CRG said the two ASG surrenderers have served as intelligence and security officers of the late ASG leader Ghalib Andang alias Commander Robot and the late Mujib Susukan, who were both involved in the infamous Sipadan kidnapping on April 23, 2000.

Later, the two ASG surrenderers served and operated under the late ASG sub-leader Idang Susukan, who was involved in the series of armed encounters with government troops in the hinterlands of Talipao, Sulu in the previous years.


After years of hiding due to the sustained military operations, the two decided to surrender to live a normal life and to integrate themselves back into society, the 4CRG said.

ILOILO City – The Armed Forces of the Philippines (AFP) and the New People’s Army (NPA) engaged in two skirmishes on Monday in Barangay Culyat, Valderrama, Antique.

The initial encounter occurred at 9:50 a.m., involving personnel from the Philippine Army’s 12th Infantry Battalion under the 3rd Infantry Division (3ID). They encountered around 20 armed members of the NPA’s Regional Headquarters, Komiteng Rehiyon-Panay (RHQ, KR-P).

The clash lasted for five minutes before the rebels retreated, leaving behind personal belongings and various materials.

Six hours later, another clash transpired between the same military troops and 12 armed insurgents, according to Brigadier General Michael Samson of the 301st Infantry Brigade.

From the encounter sites, government troops recovered several war materials, including 28 live M16 rifle ammunition, 15 live M14 ammunition, 10 live AK47 ammunition, eight USB drives, a radio, 10 empty M16 rifle shells, medical paraphernalia, and personal belongings.


“We will continue our fight against these armed men until they surrender. We assure their safety should they decide to lay down their arms,” said Samson.

Meanwhile, 3ID commander Major General Marion Sison urged the remaining rebels to surrender if they wish to avoid being killed in future encounters.

“Let us continue fostering a culture of cooperation and collaboration to prevent the remaining communist terrorists from conducting any criminal activities in our communities. Achieving a state of stable internal peace and security for Panay Island is within our reach, and with the support of all Panaynons, we are optimistic about achieving this shared goal,” Sison added.

THE 10TH and 4th Infantry Divisions held events showcasing military equipment and promoting community engagement in Davao City and Cagayan de Oro City on Independence Day.

The 10th Infantry (Agila) Division led by Major General Allan Hambala participated in the simultaneous flag-raising ceremony in commemoration of the 126th Philippine Independence Day with the theme “Kalayaan, Kinabukasan, Kasaysayan” at Camp General Manuel T. Yan Sr., Barangay Tuboran, Mawab, Davao de Oro on June 12.


Concurrently, the 1003rd Infantry Brigade hosted MusiKalayaan 2024 at Abreeza Mall, featuring military drills, capability demonstrations, music, and dances for public entertainment. Attendees also had the chance to view military weapons and equipment during static displays and military fairs.

Similar events took place in Tagum City, Digos City, and Mati City, participated by the 1001st, 1002nd, and 701st IBs, respectively. Hambala highlighted the Agila Division’s commitment to maintaining an insurgency-free Davao Region and promoting peace within 10ID’s operational area.

The 4th Infantry (Diamond) Division staged a static display, military fair, and MusiKalayaan at the Activity Center in Centrio, Ayala Malls, Cagayan de Oro City on Monday, June 10, 2024.

The activity showcased some of the Army’s military assets and capabilities, offering the general public an up-close look at the tools, equipment, and resources that enable soldiers to perform their duties effectively. Likewise, it provided education on the Army’s transformation and its multifaceted roles and mission for peace and nation-building.

It was a collaboration with different units under the 4ID spearheaded by the Office of the Assistant Chief of Staff for Civil-Military Operations, G7 of 4ID led by Col. Reynald Romel Goce.

“4ID offers this experience to the general public every year as a gesture of humility and gratitude for the continuous trust and support in all our endeavors and our opportunity to open up the Army’s transformation and demonstrate our progress to become a world-class and respectable Army. Likewise, this year’s celebration provides us again a chance to remember the sacrifices of our forefathers and the freedom they have fought for through our MusiKalayaan, a mini-peace concert performed by the 4ID Band showcasing Army’s talents and peace songs,” Goce said.

The event also featured an all-female infantry squad presenting the individual roles and capabilities of each member performed by the Headquarter and Headquarters Service Company and the troops of the 1st Special Forces Battalion, demonstrations from the Explosive Ordnance Disposal (EOD) unit and K-9 Unit.



Moreover, the Army Recruitment Office-Mindanao also conducted initial interviews and pre-registration with aspiring soldiers.

In a statement, 4ID commander Major General Jose Maria R Cuerpo II thanked stakeholders, especially families and friends who came and witnessed the event to celebrate and commemorate Independence Day.

“The activity is our way of showing the public our unrelenting commitment to serving the Filipino people, to pay tribute and honor our forefathers, fallen soldiers, and our nation’s heroes, who showed gallantry and paid the ultimate sacrifice to attain and protect this freedom,” Cuerpo said.

“Beyond the displays and demonstrations, we are fostering a positive relationship with our civilian stakeholders through numerous opportunities for interaction between soldiers and the public,” he added.

KORONADAL CITY, South Cotabato (PIA) — Twenty-seven former rebels or friends rescued (FR) thanked the provincial government and other national government agencies for their effort to reintegrate them into society.

The former rebels, now known as the new peace advocates, hailed the government for the numerous benefits they have received and thanked it for its support.


In a testimony, peace advocate, alias Freddie, shared his experience as a former member of the CPP-NPA-NDF, expressing gratitude to the government for giving them another opportunity to start a new life.

“Kini ang example nga andam jud diay nga dawaton ta sang aton ginikanan, gin-away ta ang gobyerno pero bisan pa gin-away ta gobyerno, nakig-away ta gobyerno pero karon, ginpamatud-an na andam gihapon ta bag-ohon sang gobyerno,” he pointed out.

(This is an example of how the government is looking after our welfare. We fight against the government, but despite that, it has given us another opportunity to return to our community, be productive citizens again, and have a better life with our respective families.)

He also urged his former comrades to surrender, as well as his fellow FRs to help themselves fully embrace change.

The provincial government of South Cotabato recently held a completion ceremony for the 27 FRs, during which they received their certificates from the various programs they had enrolled in and successfully completed.

The FRs underwent a 45-day reintegration program in the South Cotabato provincial government halfway house facility while they were evaluated for further assistance under the Enhanced Comprehensive Local Integration Program (ECLIP).

The 45-day reintegration program, according to Provincial Social Welfare and Development Officer and ECLIP Head Secretariat Sonia Bautista, aims to equip FRs with basic education through the Department of Education’s Alternative Learning System (ALS).


In addition to education, the Technical Education and Skills Development Authority (TESDA) provided them with technical skills in carpentry and agriculture, ensuring that their learning aligns with the demands of the local job market.

Bautista emphasized that the skills acquired by the former rebels “should be relevant and in demand to ensure their smooth transition from conflict to community life.”

Acknowledging that most of the FRs were undocumented, Philippine Health Insurance (PhilHealth) initiated the registration of the former rebels with its system, giving them PhilHealth cards during the graduation ceremony.

Meanwhile, the Department of Social Welfare and Development (DSWD), in collaboration with the provincial government, also distributed financial assistance amounting to P25,000 to each of the FR as they embarked on a fresh start.

The Department of the Interior and Local Government (DILG), Philippine National Police (PNP), and Armed Forces of the Philippines (AFP) also committed to continuously supporting the implementation of the program for the former rebels.

Bautista then expressed her gratitude to the convergence efforts of various government institutions, especially for extending their full support to successfully implement the ECLIP, and urged partner agencies to continuously offer their support to improve the implementation of the program not just in South Cotabato but in the entire region.

ECLIP, the flagship program of the Philippine government, supports former rebels who have decided to abandon armed struggle in favor of a peaceful and quiet life under the government’s legitimate leadership.

The program aims to address the root causes by providing comprehensive assistance to the FRs, including livelihood training and educational opportunities, to help promote lasting peace and development in conflict-affected areas.


In another message, former rebel alias Jack shared his excitement about securing decent jobs, contributing to their communities, and leading a life free from violence and conflict after graduation.

“Ang hinabang sa gobyerno pang gawas lang, pero dapat inyo kag ako nga kaugalingon ang magbag-o kini, bisan pa unsaon ka tabang sang gobyerno sa atong 27 kabuok og sa uban pa nga mag-abot kung atong kaugalingon wala nato gintabangan wala gihapon. Dako nga pagpasalamat nako sa gobyerno sa kani nga programa, unta maka huna huna pud ang naa sa babaw na tama na kas, balik na ta sa gobyerno,” he said.

(The government’s assistance is only temporary, and it is up to you and me to drive change. No matter how much the government helps us all—27 of us and others who will come after us—if we don’t help ourselves, nothing will change. I am very grateful to the government for this program, and I hope those still on the mountain can also think that enough is enough and be able to return to the fold of government.)

MANILA – The Philippine National Police - Anti-Cybercrime Group (PNP-ACG) is set to conduct a "forensic digital examination" on the hi-tech and military-grade devices recovered from a Chinese national who was arrested in Makati City last month.

In an interview, PNP spokesperson Col. Jean Fajardo said the Makati City Regional Trial Court (RTC) Branch 148 has approved the cyber warrant applied by the PNP’s Criminal Investigation and Detection Group (CIDG).

“Ang susunod na hakbang niyan ay i-endorse nila itong approved cyber warrants sa ACG dahil ang ACG ang magko-conduct ng forensic examination doon sa mga na-recover na mga communication equipment (The next step is to endorse the approved cyber warrants to the ACG because it will be the one to conduct the forensic examinations on the recovered communication equipment),” she said.


The suspect, Yuhang Liu, was arrested on Finlandia corner Codornico streets in Barangay San Isidro, Makati due to a gun-toting complaint.

The complainant said Liu coerced him into delivering unidentified communication hacking devices to the suspect's residence.

This equipment would allegedly be placed in vital installations to hack or access mobile phones' international mobile equipment identity (IMEI).

In his order, Makati City RTC Branch 148 Judge Andres Soriano said that he was satisfied after personally examining the witnesses of the PNP CIDG that "there is probable cause to believe that violations of Section 4 (a) (2) (Illegal Interception), also known as Cybercrime Prevention Act of 2012, have been committed, are being committed, or are about to be committed” by the suspect.

The warrant to disclose computer data directed the PNP-ACG to conduct forensic digital examination on one IPhone 15, one radio receiver/transmitter, one unit each of Huawei router and Apple tablet, an Honor laptop, two more cellphones, an aerial drone, an inverter unit, a computer central processing unit, and other computer accessories.

The court also directed the PNP-CIDG to "retain and utilize the seized and examined computer data, including the result of the onsite and offsite computer forensic examination" in the investigation and subsequent filing of charges against the Chinese national and his cohorts.

Fajardo also said they are waiting on the court's ruling to transfer the Chinese national, who is currently detained at the CIDG - National Capital Region to the PNP custodial center in Camp Crame.

Yuhang Liu is being held for violation of the Comprehensive Firearms and Ammunition Regulation Act, Access Devices Regulation Act of 1998, and grave threat.

MANILA – The Department of Foreign Affairs (DFA) will study what steps to take regarding the reported military drill of the Chinese People’s Liberation Army (PLA) Navy within the Philippines’ exclusive economic zone (EEZ), DFA Secretary Enrique Manalo said Thursday.

In an ambush interview on the sidelines of his bilateral meeting with visiting Hungarian Foreign Minister Péter Szijjárto on Thursday, Manalo said the DFA would have to see the “exact nature” of these exercises and did not further comment when asked if this could be classified as a provocation.

The Armed Forces of the Philippines (AFP) had earlier reported an increase in the sightings of Chinese warships in the West Philippine Sea and revealed that it has monitored for the “first time” an exercise being conducted by the PLA Navy in the vicinity of Sabina Shoal from June 2 to 4.

The drills included the launching and recovery of aircraft and hovercrafts that involved one PLA Navy ship and two Chinese Coast Guard in the vicinity.

Pressed if he was alarmed by this, Manalo answered diplomatically.

“As we’ve always said, we want to manage it (the situation) peacefully and that if there is any incident that raises tension, that certainly is something that we would like to avoid,” he said.

“We say it’s really important to see how we can manage that and to avoid actions that would tend to raise tensions,” he added.

Manalo during his meeting with Szijjárto discussed the current situation in the South China Sea, which had been marked by several instances of Chinese coast guard ships bombarding Filipino vessels with water cannon.

He said both he and the Hungarian top diplomat talked about the importance of a rules-based order.

“I highlighted that any efforts towards peace and stability in the South China Sea must be anchored on international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS) and the 2016 Arbitral Award, and must respect the legitimate interests and legally settled rights of every state,” he said.

TACLOBAN CITY – Three more towns in Leyte province have been declared completely free from threats from the New People’s Army (NPA) under the state of Stable Internal Peace and Security Condition (SIPSC).

Brig. Gen. Noel Vestuir, commander of the Philippine Army’s 802nd Infantry Brigade, said in a phone interview Thursday that the towns of Hilongos, Isabel, and Merida formally earned the status on June 12.

Isabel and Merida were cleared of the communist group’s influence in 2016, followed by Hilongos in 2019, according to Vestuir. Since then, these municipalities have achieved and sustained a conflict-manageable status.

"With the declaration of Hilongos, Isabel, and Merida as Stable Internal Peace and Security Conditions (SIPSC), we send a strong message of unity in our quest to end local communist armed conflict and maintain a peaceful and secure environment for the peace-loving people of these towns," Vestuir said.


He urged the local leaders, particularly village officials, to continue and sustain their peace efforts.

"My appeal to the community is to be inhospitable to the remnants of the Communist Party of the Philippines - NPA and its allies and never again allow them to gain foothold in villages," Vestuir added.

The SIPSC declaration's highlights include the signing of memoranda of agreement and pledges of commitment, as well as the release of white doves symbolizing peace and new beginnings.

The towns’ respective mayors thanked all stakeholders who contributed to achieving SIPSC in their areas, as this would attract investments.

The Philippine Army, Philippine National Police, and Department of the Interior and Local Government also reaffirmed their strong support and commitment to sustaining peace and security in these towns.

Of the three areas, Hilongos was the most affected by armed conflict. The latest incident was in August 2019, when an armed rebel gunned down a village chief in an upland community.

Isabel was previously influenced by the NPA through the formation of left-leaning labor groups inside the Leyte Industrial Development Estate.

The mountains of Merida used to be the operational area of the dismantled NPA’s Mt. Amandewin Command.

A town earns SIPSC status if there has been no NPA activity in the area in the past two years and no resident is identified as an active armed rebel.

Vestuir noted that the achievement of a state of stable internal peace and security is the result of the cooperation and efforts of local government entities and their communities.

On May 17, the towns of Palompon and Matag-ob in Leyte were declared completely free from the influence of the NPA, the first two municipalities in the province to attain such status.
