GENERAL SANTOS CITY – Police are looking into the possibility that some of the minors who went missing here last April were victims of recruitment by the New People’s Army (NPA).

Col. Gilberto Tuzon, city police director, disclosed such an angle on Wednesday as they widened their search and investigation for at least eight missing persons from various barangays, seven of whom were minors.

He said they received information that the Facebook accounts of some of them would turn active on some occasions but remained unresponsive to queries.

Tuzon said they coordinated the matter with the Regional Anti-Cybercrime Unit-12 to help track down the location of when the accounts last went online.

Investigators are also establishing whether the victims were the ones using the accounts or that other persons have access to them, he said.

“There’s a possibility that they were recruited by the NPA or joined left-leaning organizations,” he told reporters.

Of the eight missing persons earlier reported to various city police stations, seven were aged below 20-years-old while one was 46-years-old.

Four of them were minors, with three aged 16-years-old from Barangay Katangawan who all went missing on the same day.

Tuzon said their cases remained on top of their priorities and they are exerting all efforts to locate them.

He said they have tapped other police stations in the region and other areas as well as the intelligence units to assist the continuing search operations.

The police official admitted that they have not made any major progress since April due to the lack of new information.

The cases were also reported late by their relatives, with one of them only referred to the city police after three weeks, he said.

Tuzon said they have posted information materials regarding the missing persons in border checkpoints and other public areas to help the search.

He said they also placed their pictures and pertinent information regarding their cases on Facebook.

“We have designated tracker teams for each of them and were regularly conducting case conferences with them to update the developments,” he said.

Philippine National Police (PNP) chief Police General Guillermo Eleazar on Wednesday assured the public that no security threat has been monitored in Metro Manila following the arrest of two suspected members of the Abu Sayyaf Group.

In a statement, Eleazar said authorities continue to check if the two suspects have cohorts in the region or if they were planning to commit acts of terror.

“Sa panig ng PNP, wala tayong nakikitang banta ng terorismo dito sa Metro Manila (On the part of the PNP, we have not monitored a terror threat in Metro Manila),” he said.

Eleazar said the authorities are also looking into the intention of the two suspects to stay in Metro Manila.

He also urged the public to immediately report to authorities if they notice anything suspicious or if they have information on the presence of rebels in their areas.

On Tuesday, the Southern Police District announced the arrest of two suspected Abu Sayyaf members Taupik Galbun or “Pa Wahid” and Saik Galbun or “Pa Tanda" during a police operation in Sitio Imelda, Upper Bicutan, Taguig City on Saturday.

Taupik was arrested by virtue of a warrant of arrest for six counts of kidnapping and serious illegal detention with ransom. No bail was recommended. There was another arrest warrant against him for a similar crime.

He was allegedly under the group of Basilan-based Isnilon Hapilon and Bakal Hapilon.

Taupik served as an outer guard for kidnap victims in Sulu and Basilan, the police said. He was also allegedly involved in the beheading of Primitivo Falcansantos, Crisanto Suela, and Guillermo Sobero.

The arrested suspect was also linked to the abduction of three teachers in Sacol Island, Zamboanga City during their return trip from work on January 23, 2009.

Aside from these, Taupik was also being sought for his alleged involvement in the kidnapping of six members of Jehovah’s Witness in August 20, 2002 in Patikul, Sulu. Two of the victims were beheaded while the four remaining victims were rescued by the military after weeks of operations, the SPD said.

On Tuesday, one of the victims of the August 2002 kidnapping incident identified Taupik’s companion Saik as one of the suspects who kidnapped her along with five others.

The victim claimed that she saw Saik in Nangka, Patikul, Sulu on September 6, 2002 while they were talking with the group of “Ka Baks” about the ransom money.

Upon verification, the police said Saik has a warrant of arrest for the crime of kidnapping and serious illegal detention with ransom.

The two suspects were placed under the custody of the District Special Operations.

The recent atrocities of the New People’s Army (NPA) in Samar provinces show that the armed struggle has already reached the point of “fighting for survival”, a top military official in the region said on Tuesday.

Maj. Gen. Pio Diñoso III, commander of the Philippine Army’s 8th Infantry Division, said the terroristic activities of the NPA are expected since the war against the communist insurgents in the region is almost over.

“We are almost done with our campaign. We should expect this to be more violent since NPA members are already fighting for survival. They want to project that they are still strong,” Diñoso told the Philippine News Agency (PNA) in a phone interview.

The military official issued the statement after recent attacks of the communist terrorist group that killed and injured soldiers, militiamen, village officials, and civilians in Samar Island.

On Sunday, an NPA fighter was killed in a gunfight between government troops and the communist terrorist group (CTG) in upland San Andres village in Borongan City, Eastern Samar.

Soldiers had been patrolling the community acting on complaints of extortion activities by the insurgents.

On July 10, Crispin Mordido, 37, the village chief of San Andres in Las Navas, Northern Samar was shot dead by a group of NPA rebels when he met them for a locally initiated peace dialogue.

“They killed the village chief to threaten communities since they are already losing support from villagers,” Diñoso said.

A day earlier, a soldier was killed after he and his team had a gun battle with about 10 NPA rebels in Victory village also in Las Navas town. Stray bullets hit a village watchman and injured a six-year-old girl.

On July 7, a soldier and two militiamen were killed while six others from the government troops were injured when armed rebels detonated three anti-personnel mines in Jipapad, Eastern Samar.

“Our troops have no firearms since they were carrying woods to build a detachment. They had no capacity to fight, but the NPA used anti-personnel mines to kill and mutilate them. This is the NPA’s strategy since they are not anymore capable to engage in a face-to-face gun battle,” Diñoso added.

The military strongly condemned the NPA for insisting on using anti-personnel mines that were already banned since 1997.

Some two communist New People’s Army (NPA) rebels were killed while two others were captured in a clash with government troopers in Bacuag, Surigao del Norte on Monday afternoon.

In a statement Tuesday, the Army’s 30th Infantry Battalion (30IB) said a combat operation was launched on Monday to verify the reports of civilians on the presence of around 10 NPA terrorists in Pan-ukan, Barangay Camboayon in Bacuag town.

The reports said the rebels were led by Alberto Castañeda, alias 'JD' of the Sandatahang Yunit Pampropaganda 16C2 of the NPA's Guerilla Front 16.

“Upon reaching the place, the 30IB troopers engaged the NPA rebels in a 25-minute firefight,” the statement said.

The NPA rebels immediately retreated leaving behind their two dead comrades, the 30IB added.

A wounded rebel and another one were also captured by the soldiers after the skirmish.

Government troops also recovered from the encounter site one M4 Rifle Bushmaster L880555 with a magazine loaded with 20 live ammunition, a Carbine rifle with a magazine loaded with eight live ammunition, two shotguns, one improvised explosive device with blasting cap, one hand grenade, and four backpacks containing personal belongings.

“The bodies of the dead NPA rebels and the captured were properly handed over to authorities for identification and proper disposition. The wounded rebel was immediately rushed to a nearby hospital for medical treatment,” the 30IB said.

30IB commander, Lt. Col. Ryan Charles Callanta said the operation was immediately launched to prevent abuses and possible atrocities the NPA rebels may inflict on the civilians in the area.

“These terrorists were responsible in extortion activities targeting private individuals and small businesses,” Callanta said.

Brig. Gen. George Banzon, commander of 901st Infantry, lauded the 30IB troops for the prompt and deliberate action against the NPA terrorists and acknowledged the support of the local population in the area for providing timely information that led to the successful operation.

“Your contribution, particularly the timely information is very vital in our peace and security efforts. Our success in recent encounters manifests that cooperation of the community is a big factor in preventing the communist terrorist group (CTG) from doing their evil plan,” Banzon said.

The 901Bde commander also expressed his heartfelt condolences to the families of NPA rebels who died during the encounter.

“The government is offering the best option for the remaining members of the CTG so that their lives will not be wasted because of senseless ideology,” Banzon said.

He also hopes the tragic death of the NPA rebels may serve as an urgent warning to the remaining insurgents in the area to lay down their arms and avail of the Enhanced Comprehensive Local Integration Program of the government.

Pursuit operation is still ongoing in the area, the 30IB said.

Some two former members of the New People's Army (NPA) in Panay on Monday received government assistance as they continue to lead normal lives after surrendering in 2020.

Maj. Cenon Pancito III, chief of the Philippine Army’s 3rd Infantry Division Public Affairs Office (3IDPAO), in an interview Tuesday, said the former rebels have been profiled, validated, and found to be eligible for the assistance.

However, Pancito did not reveal any of the information about the former posts held by the two surrenderers for security reasons.

"Princess" from the town of Calinog, Iloilo received PHP65,000 under the Enhanced Comprehensive Local Integration Program (E-CLIP) while "Duta" from Dumarao, Capiz was extended PHP10,000 financial assistance under the peace initiatives of the provincial government of Capiz.

Pancito said the PHP65,000 "Princess" received consisted of PHP15,000 immediate assistance and PHP50,000 livelihood assistance.

Under E-CLIP, they are also entitled to automatic membership to the Pantawid Pamilyang Pilipino Program and Philippine Health Insurance Corporation, free medical check-ups, training from the Technical Education and Skills Development Authority, and even allowed to stay in halfway houses, he added.

“Halfway houses are provisions for living where they can live normally outside their community where the threat remains high,” he said.

The local government will also extend a certain amount for them to recover, he added.

He said the government has multiple programs to be availed of by the former rebels and E-CLIP is just one of these.

Pancito added that more former rebels are expected to receive assistance under the E-CLIP and the government is just validating.

“They have to be validated by intelligence units that they are indeed NPA (New People’s Army). They have to pass various agencies; the Philippine Army, PNP (Philippine National Police), the DILG (Department of the Interior and Local Government), and local government units,” he said.

Brig. Gen. Marion Sison, commander of the 301st Brigade, said E-CLIP is an important program of the government as the former rebels try to start a normal life.

In a statement, he called on the remaining members of the Communist Party of the Philippines (CPP)-NPA to surrender for them to live peacefully with their loved ones.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand and the Philippines.

President Rodrigo Duterte on Monday expressed hope that government forces would be able to dismantle all the communist terrorist groups (CTGs) by the end of his term next year.

Duterte acknowledged the efforts of the Armed Forces of the Philippines (AFP) to dismantle all remaining guerrilla fronts of the Communist Party of the Philippines-New People's Army-National Democratic Front (CPP-NPA-NDF).

"I would like to thank again the Armed Forces of the Philippines for continuing the dismantling of so many guerrilla fronts throughout the country. I'd like to say that it is a job well done and if this continues, the CPP-NPA-NDF will see the truce of death," he said in his pre-recorded Talk to the People.

"We might be able to hopefully dismantle all by the time I get out of the office," he added.

Cabinet Secretary Karlo Nograles reported the recent government's counter-insurgency efforts such as the dismantling of Kilusang Larangan Gerilya (KLG)—Sierra Madre of the New People's Army (NPA) in San Fernando Pampanga.

"The AFP continues to work of dismantling of other CTGs such the Tarlac-Zambales KLG and the south part committees," Nograles said.

He said the internal peace, security, stability, and development have been sustained in Region 3 (Central Luzon) through the government's multi-pronged initiatives under the flagship framework of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

The government has been implementing the Enhanced Comprehensive Local Integration Program (ECLIP) for the rebel returnees including the provision of financial assistance, firearm remuneration, and livelihood skills training.

The arbitral ruling which affirmed the Philippines' territorial claims covered by the country’s exclusive economic zone (EEZ) in the West Philippine Sea against China provided the country and the rest of the world with a framework for greater cooperation and understanding of complex maritime conflicts, Defense Secretary Delfin Lorenzana said Monday night.

"Consistent with Philippine national policy, we shall continue to seek all avenues to achieve a peaceful and friendly management of all standing maritime disputes," Lorenzana said in a statement as the Philippines commemorated the fifth anniversary of the arbitral ruling.

Lorenzana also called the ruling a milestone in the country’s history as it affirms its claim over the disputed waters.

"The award is final and executory. We also welcome the support of other nations who consider the award as having the force of international law. We likewise appreciate their serious concerns over excessive maritime claims in the South China Sea (West Philippine Sea)," he added.

On July 12, 2016, the Philippines won the arbitration case it lodged against China after the Permanent Court of Arbitration (PCA) in The Hague, Netherlands invalidated Beijing's nine-dash line claim that covers nearly the entire South China Sea.

The defense chief also urged all nations with overlapping claims in the area to heed the call for a rules-based international order and refrain from acts that may escalate tension in the area.

The Armed Forces of the Philippines (AFP) received PHP5 million worth of financial assistance from lawmakers and various stakeholders for the victims of the July 4 C-130 aircraft crash in Patikul, Sulu.

AFP vice chief-of-staff Lt. Gen. Erickson Gloria received the donation from ACT-CIS party-list Rep. Eric Go Yap during a handover ceremony held at Silid Lapu-Lapu at AFP general headquarters, Camp Aguinaldo, Quezon City on Monday.

“This very timely financial assistance handed over today (Monday) will be judiciously distributed to support the AFP personnel’s families who were victims of the tragic accident,” Gloria said in a statement on behalf of AFP chief-of-staff, Gen. Cirilito Sobejana on Tuesday.

The amount came from the office of Yap, the office of Davao 1st District Rep. Paolo Duterte, and the business sector in Benguet and Davao.

Around 60 percent of the financial assistance will be given to the families of 49 soldiers who perished in the mishap, while the remaining 40 percent will be allocated to the 47 wounded soldiers.

During the event, the AFP expressed its gratitude to the donors for their sympathies and support.

Gloria also presented Yap a plaque of appreciation in recognition of their compassion and benevolence.

“This great act of kindness and generosity will never be forgotten. From all the men and women of the Armed Forces, you truly have our utmost respect and admiration,” Gloria added.

The Philippine National Police (PNP) on Tuesday ordered the Special Action Force (SAF) to check on the status of unmet procurement contracts which were flagged by state auditors.

“I have directed the leadership of the SAF to determine and immediately report to me why some of these procurement contracts have not materialized. I have also tasked the SAF to report the current status of the contracts,” PNP chief, Gen. Guillermo Eleazar said in a statement.

In its 2020 audit report, the Commission on Audit (COA) said at least 29 procurement contracts entered into by SAF with various suppliers have not yet been delivered as of the end of last year.

COA also recommended to the PNP to terminate these contracts for the acquisition of troop carriers, armored vehicles, machine guns, rifles, grenade and rocket launchers, pistols, mortar, parachutes, and tactical vests, among others.

“We will consult with our PNP Legal Service kung ano ang mga susunod na hakbang na aming dapat gawin hinggil dito (on what would be our next steps regarding this matter),” Eleazar added.

Eleazar said these contracts for the purchase of various equipment for the SAF are important in enhancing the unit's operational capability.

"Kaya’t ang focus natin dito ay talagang ma-i-deliver sa ating SAF ang mga equipment na makatutulong ng malaki sa kanilang operasyon (So our focus here is to really be able to deliver to our SAF the equipment that will help a lot in their operation),” he added.

Authorities nabbed two members of the terrorist Abu Sayyaf Group (ASG) in Taguig City, the National Capital Region Police Office (NCRPO) said on Tuesday.

NCRPO chief, Maj. Gen. Vicente Danao Jr. identified the suspects as Taupik Galbun and Saik Galbun who were arrested in Sitio Imelda, Barangay Upper Bicutan on Saturday night.

Taupik has a standing arrest warrant for six counts of kidnapping with serious illegal detention and kidnapping and serious illegal detention, all issued by the Pasig City Regional Trial Court in November 2009.

Saik is also was wanted for kidnapping and serious illegal detention charges.

The suspects were alleged members of the group of late Basilan-based ASG leaders Isnilon Hapilon and Bakal Hapilon who led various kidnappings in the region.

Eleazar said Taupik served as an outer guard for the kidnap victims in Sulu and Basilan and was also involved in the beheading of Primitivo Falcansantos, Crisanto Suela, and Guillermo Sobero.

Saik, on the other hand, was positively identified by one of their victims who were among the six members of Jehovah’s Witness, a religious group, who were abducted while doing a door-to-door sale of cosmetic products in Patikul, Sulu in August 2002.

Two of those abducted were beheaded while the four remaining victims were rescued by the military after weeks of operations.

Police said Taupik and Saik were also tagged in the abduction of three teachers of Landang Gua Elementary School, Sacol Island in Zamboanga City on January 23, 2009.

The Philippine government and the United Nations have signed the memorandum of understanding (MOU) on countering terrorist travel, the Department of Foreign Affairs (DFA) announced Tuesday.

The MOU signifies the mutual commitment between the UN and the Philippines to enhance the latter's capabilities to detect and interdict known and suspected terrorists and criminals using passenger data.

Philippine Permanent Representative to UN Enrique Manalo signed the MOU on behalf of the Philippines, while Undersecretary-General Vladimir Voronkov signed on behalf of the UN Office of Counter-Terrorism (UNOCT) last July 7.

Manalo noted that the establishment of the strategic partnership between the Philippines and the UN through this MOU "sets the framework for closer cooperation and regular consultations among Philippine and UN authorities, placing the Philippines in a better position to contribute to the global effort to counter terrorist travel.”

Voronkov, meanwhile, described the signing as a "symbol of the solid partnership and mutual commitment" between Manila and UNOCT, adding this would “critically assist" the country to identify and address ever-evolving terrorist threats within both the air and maritime environments.

The DFA said this agreement would help the country enhance its detection capabilities against terrorists and serious criminals using travel information, information exchange, and international databases.

It is co-funded by contributions from Australia, the European Union, Japan, the Netherlands, the United States, Qatar, and India.

The Department of National Defense (DND) on Tuesday said it is now looking into reports of alleged human waste dumping by Chinese vessels in the West Philippine Sea (WPS).

"We have taken note of the news circulating online about the alleged dumping of waste in the South China Sea. Be that as it may, I have directed the Western Command who has jurisdiction over the WPS to verify and investigate," Defense Secretary Delfin Lorenzana said in a statement.

This came after Simularity, a US-based geospatial imagery firm, reported that Chinese ships have been dumping sewage and human waste in the reefs of the disputed waters.

"However, the photo of a ship seen dumping waste accompanying the report was found to have been taken in the Australian Great Barrier Reef in 2014. Therefore, this intent to mislead has cast great doubt on the accurateness of the Simularity report. We also question the conclusion reached by Simularity from just looking at satellite photos," he added.

Lorenzana also said while the Philippines has yet to confirm if these wastes are indeed being dumped in the WPS, he said such irresponsible acts, if proven true, will cause grave damage to marine life in the region.

"Despite conflicting claims and interests by states in the South China Sea, all nations must be responsible stewards of our natural resources and environment," he added.

It has been nearly 40 days since her son was killed by an anti-personnel mine explosion and Vilma Absalon hopes there will be no more victims of the Communist Party of the Philippines-New People’s Army’s (CPP-NPA) terroristic acts.

Kieth, 21, and his 40-year-old cousin, Nolven, died on June 6 while out cycling in Masbate City.

Absalon’s son was a football player of the Far Eastern University and once played for the Philippine youth team.

“Buo tayong magka-isa na ito pong kanilang layunin na wala namang katuturan na sana po ay wakasan na natin. Magka-isa po tayo. Hinihiling ko po sa inyo na sana hindi po tayo huminto hangga’t hindi po sila ma-ubos lahat (Together let us put an end to their false ideologies and let us all unite and not stop until they all perish),” Absalon said during a virtual press conference by the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) on Monday.

She said their family still cannot get over the death of Kieth.

Autopsy reports also showed the cousins were shot at close range.

The NPA later admitted responsibility and apologized but the family would rather that the rebels face the justice system.

She said Filipinos deserve lasting peace.

“Labanan natin ang walang layunin na organisasyon. Maalis na iyan po para iyong mga kabataan natin ngayon ay patuloy din silang maglalaro o patuloy ang kanilang future na magiging maganda, na makakatulong sa ating bansa sa pag-unlad (Let us fight this aimless organization. Let us remove them for our youth so they can play freely and have a bright future ahead of them and help the country),” she said.

Absalon, who also thanked the Duterte administration, NTF-ELCAC, and the media for joining them in their fight for justice, remained grateful that his son’s death will help fight terrorism.

“Nagpapasalamat po ako kahit masakit sa aking damdamin na ang aking anak ay nawala pero binigyan ninyo po sila ng halaga. Pinalitan ninyo po ang sakit sa aming pamilya, pinalitan ninyo po, binawi ninyo po na sa pagkakaisa natin lalo na po kayo na nandiyan sa media, na nabuksan ang ating bansa upang ipagpatuloy natin ang kapayapaan. Alisin na natin ang mga hidwaan. Sana po iyong mga nasa likod niyan ng mga NPA o anumang organisasyon sana po hindi na po nila gawin iyon muli na marami pang bibiktimahin. Ang kailangan lang po natin ay kapayapaan," she said. "Sama-sama po tayo at magkaisa."

She added Kieth’s teammates often visit them to show support.

She hopes there will be no hindrance for them to achieve their dreams.

“Sana po iyong mga nasa likod niyan na mga NPA o anumang organisasyon, sana po hindi na po nila gawin iyon muli na marami pang bibiktimahin. Ang kailangan lang po natin ay kapayapaan. Sama-sama po tayo at magka-isa (I wish those who are behind this, the NPA or other organizations, won’t repeat what they have done and victimize other people. What we need is peace. Let us unite),” she said.

The CPP-NPA is listed as a terrorist organization by the United States, United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Armed Forces of the Philippines Center for Law of Armed Conflict (AFPCLOAC) slammed communist terrorists for detonating three anti-personnel mines (APMs) in Jipapad, Eastern Samar on July 7, killing three soldiers and wounding several militiamen.

"APMs (are) prohibited under international humanitarian law (IHL) and RA (Republic Act) 9851 (Philippine domestic IHL) as it kills and can kill civilian non-combatants even if it is command-detonated. Even non-state actors should comply with the IHL," AFPCLOAC Director, Brig. Gen. Joel Alejandro Nacnac, said in a statement on Wednesday.

Nacnac said this effectively nullified claims of the Communist Party of the Philippines - New People's Army (CPP-NPA) that the APMs they used in the ambush are not a prohibited weapon under the Ottawa Treaty or any other international treaties because they are a command-detonated explosive.

During the incident, the attacked soldiers were unarmed while walking towards their newly constructed detachment in Sitio Cabatas, Barangay 4 in Jipapad town.

"Since they were unarmed and (had) no capacity to fight, they ceased to be combatants, hence they are protected by IHL," Nacnac said.

Improvised explosive devices, a form of prohibited APM, are one of the main causes of casualties among military forces. They cause significant numbers of casualties among civilians, block life-saving humanitarian aid, and continue to hinder the political, social, and economic development of the country.

“There are rules that govern their legal use: they must be detectable, equipped with self-destruct mechanisms, deployed only in fenced-off and clearly marked areas, and they must not contain anti-handling devices. In a nutshell, this means anti-personnel mines can amount to war crimes where they are used indiscriminately or cause unnecessary suffering,” he said.

APMs can also cause superfluous injury or unnecessary suffering to the victims, hence their use is penalized as a war crime under Section 4 (c) of RA 9851, which provides that weapons, projectiles, materials, and methods of warfare that are of nature to cause superfluous injury or unnecessary suffering or which are inherently indiscriminate in violation of the international law of armed conflict.

Nacnac added that the IHL provides that any armed group, whether state forces or non-state armed groups (NSAGs) are mandated by the IHL to observe the humanitarian law of providing medical treatment and care to the sick and wounded.

In the Jipapad incident, after the blast that incapacitated the soldiers and members of the CAFGU Active Auxilliary, the communist terrorists subjected the victims to a burst of fires to “finish them” and abandoned them without even checking for any survivors who need medical treatment.

According to the United Nations Office for Disarmament Affairs, the Amended Protocol II strengthened existing rules on the use of mines, booby traps, and other devices. It is provided therein that APMs must be placed in clearly marked and protected minefields or be equipped with self-destruct and self-deactivation mechanisms that disarm and render the mine unusable after a certain period.

In places where there are non-international armed conflicts, such as the Philippines, particular care should be taken to minimize their effects as the group that is most at risk in this situation are the locals in the affected areas who are performing their daily activities for them to feed their families and soldiers who are just doing humanitarian activities.

Using APMs as a method of warfare is deemed to be excessively injurious or to have indiscriminate effects, which is, therefore, a violation of the Convention on the Prohibition or Restrictions on the Use of Certain Conventional Weapons and its Amended Protocol II, the Ottawa Convention, the Oslo Diplomatic Conference on an International Total Ban on APM, IHL, and RA 9851.

“The NPA’s claim that the use of command-detonated APM in their ambush activities killing unsuspecting members of the AFP/PNP (Philippine National Police) and civilians using APM is not a violation of IHL is blatantly wrong. Intentional killing is prohibited by the Constitution, the Philippine Revised Penal Code, IHL, and RA 9851 on willful killings, except in self-defense and when there is a court order,” Nacnac said.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Armed Forces of the Philippines (AFP) said unforeseeable circumstances were among the reasons for the delay in the implementation of some of its modernization projects.

"This was the result of unforeseeable circumstances, issues with licenses, clearances and site possessions, and some due to constraints by the manufacturers or contractors themselves," AFP public affairs office chief, Navy Capt. Jonathan Zata, said in a statement on Wednesday.

In its audit report, the Commission on Audit (COA) noted that 22 AFP modernization projects remain unfinished as of June 30 this year.

"We are further (making improvements) to expedite the implementation of these delayed projects. We have already noted important lessons so that it won’t happen in future projects," Zata said.

He added that these reported delays, amounting to PHP6.8 billion, only represent about 1.37 percent of the total worth of projects.

"Generally, the AFP is meeting its targets in its AFP modernization procurement projects but we are still working to do better," Zata said.

In managing these delayed projects, he said the AFP is strictly following pertinent provisions of Republic Act 9184 or the Government Procurement Reform Act.

"Appropriate liquidated damages have been imposed, performance bonds confiscated, and even contracts terminated. These were all based and being complied to ensure that AFP is compliant with the said procurement law," he added.

Zata also said the AFP has completed PHP114.6 billion worth of projects since the start of the AFP modernization program while projects worth PHP381 billion are ongoing.

CLAVERIA, MISAMIS ORIENTAL – A Militia ng Bayan (MB) member was captured, and one high-powered firearm was seized by the 58th Infantry Battalion (58IB) during an encounter at the hinterlands of Sitio Lantad, Brgy Kibanban, Balingasag, Misamis Oriental, July 05, 2021.

The troops encountered more or less five NPA fighters believed to be armed elements of SDG Samsung Guerilla Front Huawei, Sub-Regional Committee 1 of Northern Central Mindanao Regional Command (NCMRC) at around 3 in the afternoon.

Following the firefight, troops resumed pursuit operations within Yahong Complex, where they apprehended a certain Ruben Ayuma Lindahay, alias Masi, a member of the Militia ng Bayan. Masi was verified to be a supply courier for the weakening NPAs in their supply of goods and resources.

Masi revealed the location of a high-powered firearm, high-explosives, subversive documents, and personal belongings of his comrades during detention debriefing, to which the troops quickly responded and seized the following: one Cal.22mm rifle, three rounds 40mm high-explosive grenades, one jungle hammock, two notebooks, several notes containing tactical offensive plans and details, and other personal belongings.

Furthermore, Masi also allegedly committed horrible crimes in the past, including sexually assaulting his daughter for ten years (from the ages of three to thirteen), and eventually recruiting his own daughter, who was a minor at the time, to fight with arms and join the armed group, according to a former rebel.

“The insurgency problem continues to persist because of the existence of people who continue to serve and support the NPAs through resource generation,” said 58IB Commanding Officer Lieutenant Colonel Ricky L Canatoy. Instead of weakening after an encounter, the enemy is able to re-energize and restore momentum because of Militia ng Bayan members who act as supply couriers. Keep in mind that the supplies that fall into the hands of the NPA translate into bullets that could hit and kill our forces. And these MB exists because their leaders’ lies and deceptions continue to infiltrate their heads. Stop believing the lies that are instilled in you. Surrender now and turn away from this imprudent cause. Return to the folds of the law or face the full force of the law.”

Masi will be held accountable for his crimes from the past to the present, having played a critical role in the NPA’s existence.

CAMP SANG-AN, ZDS – Troops of the 10th Infantry Battalion (10IB) encountered an undetermined number of CTG members at the boundary of Brgy. Small Potongan and Brgy Bagong Nayon of Concepcion, Misamis Occidental at 6:32 a.m., July 11.

The clash between the government forces and the elements of GF SENDONG lasted for about an hour, resulting in the enemy’s withdrawal and the recovery of war materiels.

There was no casualty on the government side after the firefight. Aside from the recovered munitions, the troops also recovered a tablet, three cellular phones, five solar panels, medical supplies and paraphernalia, and flags of the CPP-NPA-NDF.

“The Communist Terrorist Group (CTG) in MisOcc is now in crisis as many of their members want to surrender,” said Lt. Col. Ray C. Tiongson, the 10IB commander. “Because of this encounter, we are expecting more rebels to give themselves up and return to the fold of the law.”

Prior to the encounter, the unit received a report from a concerned citizen on armed communist NPA terrorists conducting extortion from the masses.

“The successful military operation results from the collaboration with the local government unit, the stakeholders, and other government agencies in ending local communist armed conflict in Misamis Occidental,” Tiongson added.

Maj. Gen. Gene M. Ponio, the 1st Infantry Division commander, commended the troops’ efforts to respond quickly to reports and for the favorable result of the encounter.

“The CTGs have been instilling fear in the people for many years now. These terrorist groups are nearing their end. The series of successful encounters and the number of CTG members who surrendered have significantly shaken their organization,” said Gen. Ponio.

BORONGAN CITY, Eastern Samar – Operating troops from the 78th Infantry Battalion engaged in an encounter with CPP-NPA Terrorists (CNTs) in Brgy. San Andres (Upper), Borongan City, Eastern Samar at 11 am on July 11, 2021. The troops were conducting combat operations in response to the reported enemy presence and extortion activities in the said barangay.

The army has recently been receiving complaints from the farmers whose farms are situated in the hinterlands of the barangay that the NPA has been intimidating them to give a portion to the already scarce resources of the farmers and their families. A firefight ensued against approximately 15 CNTs that lasted for 20 minutes. The firefight resulted in the killing of one (1) armed NPA terrorist. No casualties are recorded on the government side. The following items were seized from the encounter site: an M16 rifle, a long magazine of 5.56mm, a backpack, an ICOM radio with battery and charger, and personal belongings.

Meanwhile, the cadaver of the unidentified terrorist rebel was turned over to the Borongan City Police Station for proper identification and disposition. Lieutenant Colonel Oliver C. Alvior, Commanding Officer of 78th Infantry Battalion, expressed his grief for the loss of life because of a fraudulent and worthless ideology peddled by the CPP-NPA terrorists. “I extend my most profound sympathy to the family of the slain rebel,” Alvior said. “Rest assured that he will be given a decent burial through the help of the City Government of Borongan.”Don’t waste your life in an ideology that has not only been unsuccessfully applied in real life throughout the long history of human affairs but an ideology that has always caused needless bloodshed. Surrender now before it’s too late; your family and nation are patiently waiting for your return to the fold of the law and Philippine society,” Alvior added.

The 78IB will continue to perform its mission with the active participation of the local populace in support of the government’s campaign in ending the local communist armed conflict.

The former rebel known as @Princess received a total amount of Php 65,0000: Php 15,000 immediate assistance and Php 50,000 for livelihood assistance.

Likewise, a Former Rebel from Dumarao, Capiz received Php 10,000 pesos from the Provincial Government of Capiz. Governor Esteban Evan Contreras handed over the financial assistance as part of the province’s peace initiatives thru the Provincial Social Welfare and Development Office-Capiz to aide Capiznon former rebels.

E-CLIP is the flagship program of President Rodrigo Duterte’s administration that seeks to effect social healing and national unity through a whole-of-nation approach towards genuine, just, and lasting peace. It provides social equity to former members of the CPP-NPA-NDF and the Militia ng Bayan to reintegrate them into mainstream society. BUENAVISTA, Agusan del Norte – The 23rd Infantry (Masigasig) Battalion (23IB) in partnership with the Local Government Unit (LGU) of Las Nieves, Agusan del Norte and the Higaonon tribe participated the Inauguration of Interim Barangay Officials held in Sitio Bokbokon, Barangay Lawan-lawan on Friday, July 9, 2021.

The induction was led by Mayor Avelina Rosales together with the tribal leaders of Higaonon tribe and 23IB Commanding Officer Lt. Col. Julius Cesar C. Paulo. Sitio Bokbokon was once a guerilla base of the Communist New People’s Army (NPA) Terrorist (CNT) but was won over by the government. It is considered vulnerable to the exploitation and manipulation of the CNTs. For years, the IP residents in the area have suffered from armed conflicts due to the terroristic activities and became peaceful after the residents openly denounced and withdraw their support to the communist movement. Series of immersion activities, including Serbisyo Caravans were conducted by the Provincial Peace and Order Council (PPOC) of Agusan del Norte last March 9-10 2021 in the said Sitio. The immersion activities were made possible through the convergence of the Province of Agusan del Norte led by Gov. Dale B Corvera, the LGU of Las Nieves, the 23IB, and the different line agencies of the government. The activities were aimed to make the residents of Sitio Bokbokon feel the presence of the government including its programs and services.

Mayor Rosales, in her message, recognized the overall performance of the 23IB and appreciated the efforts of the military unit in addressing insurgency threats in the province of Agusan del Norte while at the same time helping far-flung communities by conducting civil-military operations (CMO) activities. The Las Nieves mayor added that they have facilitated the implementation of programs and projects in the remote areas of Las Nieves, including the construction of farm-to-market roads. These roads, she emphasized, linked the far-flung communities to other villages and town centers and attracted better opportunities such as investments and livelihood programs for the people in the area. The roads also allowed government services to reach villagers who for years were blinded by the false propaganda of the CNTs, Rosales said. Datu Ronald S. Manhumosay, the IP Mandatory Representative of CADT 118 thanked the government for the never-ending services that helped their community eradicate the causes of communist insurgency. “Ang pag paningkamot nato nag bunga ug maayo. Lieutenant Colonel Paulo emphasized the sincerity of the government in ending the decades of insurgency and help uplift the lives of the people in IP communities in Agusan del Norte. “The sincerity of the government to end local armed conflict is also one way of preventing the CNTs’ deceptive recruitment in the area as well as to prevent their recovery of efforts from their former mass bases. The intensified development and peace-building initiatives like these anchored in Executive Order No. 70 paved the way to an inclusive and sustainable peace we all aimed for,” Paulo said. The 23IB commander added: “With everyone on board, we can make our job as protector of the community and people easier. Let us continue to inculcate a culture of cooperation towards a peaceful and progressive area.” He also urged the LGU officials and the Higaonon tribe to strengthen their ties with the unit in securing peace through sustainable development in Las Nieves and the rest of Agusan del Norte.

CAMP ELIAS ANGELES, Pili, Camarines Sur-Set on a mission to finally negate communist insurgency in Masbate, security forces continue to press on the fight against Communist Terrorist Group (CTG) gaining more positive results.

Around 9:30 in the morning, Tuesday, July 13, an armed skirmish broke out between the operating troops from 91st Division Reconnaissance Company (DRC) under the operational control of 2nd Infantry Battalion (2IB) and communist NPA terrorists (CNTs) in Barangay Cadulawan, Cataingan.

After the fierce gunfight, an M16 rifle and anti-personnel mine were seized from the fleeing terrorists.

Lt. Col. Siegfried Felipe Awichen, Battalion Commander of 2IB, said that as the number of CTG members and supporters surrendering to the government continues to snowball, government troops are even more determined to sustain the momentum by scouring every corner of the island province where communist insurgents are trying to hide.

Thus, Col. Aldwine Almase, Brigade Commander of 903rd Infantry Brigade, urged the remaining CTG members to follow the foosteps of more than 500 CTG members that surrendered last June and avail the government’s assistance intended for Former Rebels (FRs).

“Sa mga naiiwan pang miyembro ng CTG, alam namin ang hirap at panganib na inyong sinusuong. Ang walang humpay na programa at kampanya ng pinagsanib na pwersa ng ating kasundaluhan at kapulisan, kasama ang iba’t ibang ahensya ng ating pamahalaan at sektor ng lipunan ay patuloy na magbubunga ng pagkabigo ng teroristang komunista. Kaya ‘wag na sana kayong magdalawang -isip na magbalik-loob sa pamahalaan. Yakapin ninyo ang tamang landas upang magkaroon ng panibagong buhay at muling maranasan ang tahimik at masayang pamumuhay na kasama ang inyong pamilya,”Col. Almase said.

Furthermore, MGEN HENRY A ROBINSON JR PA, Commander of Joint Task Force (JTF) Bicolandia recognized the all-out support of the Masbateños to the anti-insurgency campaign which resulted in the string of accomplishments in the island province.

MGen. Robinson also lauded the troops on the ground including the PNP which, just last July 12, also encountered the CTG in Barangay Dapdap, Uson town that killed one CTG member and seized one M16 rifle.

“The anger of Masbateños in the CTG’s violence in Masbate was converted into overwhelming support to our thrust to finally end the insurgency. Hindi natin sasayangin ang suporta at tiwalang ito na ibinibigay nila sa atin kaya sa mga CTG members, asahan ninyong kung hindi kayo susuko, hahanapin kayo ng mga sundalo at pulis kahit saan man kayo magtago. You can never win with the joint operations of the Army and PNP coupled with the cooperation of the local populace,” MGen. Robinson said.
