Does Beijing’s defiance during recent joint exercises show the limits of US deterrence in the South China Sea?

This year’s annual Balikatan joint military exercises between the Philippines and the United States (April 22-May 10) broke much new ground. So did China’s response to it. The exercise areas and the arms deployed showed the linkage of South China Sea and Taiwan Strait hotspots. A surge in Chinese vessel presence in Manila’s western exclusive economic zone and another violent sea incident over a contested reef expose Beijing’s defiance amid the alliance’s show of force.

The display of strength and the reaction to it escalated tensions in choppy waters and raised questions about the drill’s deterrent value. The symbolism and messages show how parties are digging in, accepting more risk and shrinking the space for diplomacy.
Expanded and evolved show of allies’ force

The 39th Balikatan exercise was billed as the “most effective, most ambitious and most complicated” yet. It built on advances made in recent editions of the annual drill, which had become a laboratory for testing new defense concepts and weapons in the field.

In 2022, US-made Patriot missiles were amphibiously inserted by land and sea in Cagayan, one of the Philippines’ northernmost provinces opposite Taiwan.

Last year, live-fire demonstrations of Patriot and Avenger missiles occurred in Zambales, a coastal province facing the West Philippine Sea. For the first time, a sinking exercise (SINKEX) was also conducted with a decommissioned corvette as a mock target hit by volleys from land, air, and sea platforms. The event was also held off Zambales, 235 kilometers from Scarborough Shoal, a contested feature between Manila and Beijing.

This year, it was the turn of the Typhon ground-based missile, with a range of 1600 kilometers, to appear in a joint army exercise preceding Balikatan. For the first time, Patriot missile launchers were also deployed at Clark, a former US airbase in central Luzon.

Whether these arms will eventually be prepositioned to agreed locations under the Philipppines-US Enhanced Defense Cooperation Agreement (EDCA) bears watching. The Typhon missiles remain in place in undisclosed sites well after the exercise, fueling speculation that they are now stationed in the country. EDCA bases were expanded from five to nine last year, with three new sites in northern Luzon and an additional site in southern Palawan.

If they ever get fixed in such places, will China react the same way it did when South Korea allowed the installation of US Terminal High Altitude Area Defense (THAAD) missiles on its soil? If so, Manila’s waning ties with its big neighbor and largest trade partner may further deteriorate. Beijing condemned the missile deployment. PRC Defence Ministry spokesperson Wu Qian said they “brought huge risks of war into the region,” noting that “intermediate-range missiles are strategic and offensive weapons with a strong Cold War color.”

The external defense and multi-domain orientation of recent Balikatan rounds have been sharpened. This year’s iteration included island protection and retaking and air and missile defense, as well as cybersecurity and information operations. It also saw the debut participation of the Philippine Coast Guard, an agency at the forefront of dealing with an increasingly forceful China in rough waters.

US HIMARS rockets were also fired in Palawan, a vanguard province facing the South China Sea.

A SINKEX was conducted in President Ferdinand Marcos Jr.’s home province of Ilocos Norte, also in northern Luzon. A Chinese-made former naval tanker became the target, raising conjectures despite explanations that the same was merely coincidental.

Most importantly, for the first time, maritime activities went beyond the country’s 12 nautical-mile territorial seas. France, which hopes to supply Manila with submarines, dispatched a frigate to join their Filipino and American counterparts, who sailed from the Sulu Sea to the South China Sea. Paris’s entry was its first. Fourteen countries, including fellow South China Sea littoral states Brunei, Indonesia, Malaysia and Vietnam, also sent observers.
China: defiant and undeterred

Manila’s unprecedented moves were met by Beijing’s bold measures. Chinese government and militia vessels were sighted near Philippine outposts in the South China Sea. The included three Chinese maritime research vessels spotted in the Second Thomas Shoal, a recent flashpoint between the two neighbors. Another was seen off Catanduanes and Samar, way off in the country’s east facing the Pacific Ocean.

Four Chinese PLA Navy vessels took turns tailing the allied flotilla consisting of four ships – two Philippine, one American and one French – that were conducting multilateral maritime exercises in the South China Sea.

While Balikatan was underway, a new incident happened in Scarborough Shoal. Two Philippine government vessels suffered damage from ramming and water cannons by three Chin Coast Guard ships. That came on the heels of a March episode wherein a Philippine civilian boat contracted by the military was likewise subjected to high-pressure water blasting by two Chinese coast guard ships.

The expectation that Balikatan, especially with the presence of foreign navies, would compel China to behave properly and restrain from taking assertive actions fumbled. The latest sea incident was denounced by several countries. But beyond flouting international law and reputational costs, China’s defiance made a strong statement: The upgraded exercise no longer deters Beijing, nor does Manila’s transparency drive in the contested sea.

Will this trigger the alliance to calibrate response? Injuries to sailors and damage to property and all, Chinese actions still do not meet the definition of “armed attack” necessary to trigger much-vaunted US pledges of ironclad commitment to its junior ally. The Scarborough Shoal water blasting affair may embolden China to push the envelope further. More untoward instances, in turn, may erode trust in the alliance’s ability to push back beyond rhetorical denunciations.

A more expansive and evolved Balikatan is part of the Philippines’ approach of deepening defense relations with the US and other partners to ward off China. Failure to get satisfactory results may force a rethink. This may play into China’s desire to diminish Manila’s strong bond with its former colonizer and longtime treaty ally and exclude non-regional powers from the intractable sea row.

Yet, close calls and all, disputants still tolerate further risk. Manila remains headstrong with its exposé of Chinese activities in contested waters and taking part in combined activities with allies and partners. Diplomatic protests are piling up with no foreseen high-level dialogue with Beijing.

In marked contrast, American and Chinese defense chiefs met on the sidelines of this year’s Shangri-la Dialogue in Singapore last month, the first since 2022. It is part of a series of high-level official contacts to try to stabilize ties between the two rivals as the US heads to elections late in the year.

Treasury Secretary Janet Yellen and Secretary of State Antony Blinken went to China in quick succession last April. Blinken’s trip coincided with the early days of Balikatan.

The South China Sea is only one of the many thorny issues that divide the two major powers and may not even be the most pressing one. On the other hand, Beijing is not backing down and continues to up pressure against its smaller neighbor even in the presence of its big ally.

If China’s response to this year’s Balikatan shows the limits of deterrence, the South China Sea may be in for more turbulence.

Participants to the Philippines-hosted Balikatan military exercises is expected to grow even further with the anticipated inclusion of the Japan Self-Defense Forces (JSDF) once a Reciprocal Access Agreement (RAA) between Manila and Tokyo is signed.

In an interview on Saturday, AFP Chief of Staff General Romeo Brawner Jr. said that the JSDF may take part in the next iteration of the annual war games, which was traditionally exclusive between the Philippines and the United States.

“We will have a Balikatan Exercise every year and for next year– 2025– we are expecting that we will again have a big exercise and hopefully we will have other nations joining us,” Brawner said.

He said that the Philippines will continue to host the large-scale military exercises with more allied countries in defiance of persistent protests from Beijing.


“These are not only the United States and Australia, but we are also trying to get Japan, because we are hoping the RAA will be signed very soon,” Brawner continued.

It can be recalled that during the 39th iteration of the Balikatan Exercises earlier this year, Philippine and U.S. forces were joined by counterparts from Australia and France as well as military representatives from 14 other nations taking part in an observer program.

The Department of Foreign Affairs (DFA) announced that high-level defense talks are scheduled between Japan and the Philippines on July 8.

Japanese Defense Minister Minoru Kihara and Foreign Minister Yoko Kamikawa and their Filipino counterparts are expected to discuss “defense and security issues affecting the region,” the DFA noted.

The high-level meeting is widely seen to be a forerunner to the RAA’s signing.

President Ferdinand R. Marcos, Jr. clarified that the Manila’s RAA with Tokyo is not the same as the country’s Visiting Forces Agreement (VFA) with Washington.

“It’s not the same as a Visiting Forces Agreement… it’s very, very different from what the Reciprocal Agreement will be with the Japanese,” Marcos said during the Foreign Correspondents Association of the Philippines 50th Anniversary talks.

“It’s not going to be as if it’s their base… and they, their seamen, will come down and will go into the city… I don’t think that that’s a part of the agreement,” he pointed out.

The President previously said the Philippines and Japan would greatly benefit from the RAA in maintaining regional peace and stability in the Indo-Pacific region.

“The agreement would be extremely significant between the two countries because it will give them greater capability in terms of security, disaster preparedness, alleviation, and adjustment,” Marcos emphasized.

In related developments, a West Philippine Sea (WPS) monitor on Monday reported China Coast Guard (CCG) ships conducting a “resupply cruise” to its outposts in the Spratly Islands also passed near five features of the West Philippine Sea.

Maritime Security expert Ray Powell disclosed that the 8,000-ton Sansha 2 Hao first passed off Pag-asa (Thitu) Island on Sunday morning, accompanied by the San Sha Zhi Fa 301.

He added that the two ships also traversed the waters near Patag (Flat) Island, Lawak (Nanshan) Island, Escoda (Sabina) Shoal, and Ayungin (Second Thomas) Shoal.

Powell also explained that as of Monday, the two ships were within 60 nautical miles of Malaysia’s coastline “to assert the southern extent of Beijing’s maritime claims.”

“This mission has two purposes — to deliver supplies to Beijing’s Spratly Island bases, and to mark the extent of its maritime claims,” Powell explained.

Last week, the CCG’s “monster ship,” also conducted what Powell called an “intrusive patrol” in similar features.

For his part, Philippine Coast Guard (PCG) Spokesperson on West Philippine Sea Commodore Jay Tarriela on Thursday reported that the monster ship may have been on a resupply mission when it entered Kagitingan Reef.

The 13,000-ton Chinese ship was even spotted as close as 34 nautical miles away off El Nido, Palawan.

Maritime features in Spratly Islands occupied by the Philippines are collectively known as the Kalayaan Island Group.

Meanwhile, former Supreme Court Justice Antonio Carpio has called on the Philippine government to file new arbitration cases against China’s aggressive and illegal actions in the WPS over a reception dinner aboard the BRP Melchora Aquino in Manila on Friday.

In his speech, the former magistrate said the Philippines must pursue legal action even if it is unlikely that China will cooperate in view of the arbitral tribunal having already invalidated its nine-dash line claim.

“We should file another arbitration case. China is in dread of the Philippines filing another arbitration case. In fact, we should file several arbitration cases… China will not join the arbitration because China knows it will lose” he stressed.

Carpio cited Wu Shicun, president of China’s National Institute for South China Sea Studies, who recently warned that China should prevent the Philippines from filing another arbitration case.

Wu reportedly acknowledged that such actions would expose China’s bullying nature towards smaller neighbors and further isolate it in the region.

“Let us challenge China to submit the entire Spratlys territorial dispute to arbitration by the International Court of Justice (ICJ). Let’s formally challenge China,” Carpio urged.

In May, Foreign Affairs Secretary Enrique Manalo confirmed that the Office of the Solicitor General is considering the possibility of filing another arbitration case against China.

MANILA — The Armed Forces of the Philippines (AFP) said it is open to mounting multilateral maritime cooperative activities (MMCA) or joint sails with more nations as it seeks to strengthen military cooperation with other countries and maintain peace and security in the region.

AFP Chief of Staff General Romeo Brawner said a number of countries have expressed their intention to hold a joint sail with the Philippines following the recent MMCAs in the West Philippine Sea.

Last June, the Philippines held its second MMCA with Canada, Japan, and the United States in the WPS. This follows the first MMCA by the navies of United States, Australia, and Japan in April.

“Sa mga susunod pang mga buwan ay may makikita pa tayong marami pang mga multilateral maritime cooperative activities,” Brawner said.

So welcome po lahat ito, lahat po ng mga bansang ito are welcome to join us in our joint sail," he added.

AFP MODERNIZATION

Meanwhile, Brawner said the Philippines has come a long way in modernizing its defense capabilities since the government started the AFP modernization program in 1995.

“Well, malayo na po iyong narating natin in terms of modernization,” Brawner said.

Marcos Jr. vows continued modernization of AFP

“So natapos na po iyong Horizon 1. May mga kaunting programa lang na hindi pa natapos, even sa Horizon 2 but tuluy-tuloy naman po iyong ginagawa nating pag-procure ng mga kagamitan, pag-training, pag-ayos ng ating mga facilities.”

Brawner earlier noted that Horizon 3 of the AFP’s modernization program, approved by President Ferdinand Marcos, Jr. last January 2024, will focus on improving the military's archipelagic defense capabilities, by acquiring more ships, aircraft and radar systems.

“Kaya’t masayang-masaya po tayo doon sa mga nagagawa natin sa modernization. Pero kulang pa ho ito, kulang na kulang pa,” he said.

While Brawner said he could not go into details, the modernization program has allowed the AFP to upgrade its capabilities to effectively defend the country against invaders.

“Hindi po natin puwedeng sabihin iyan para hindi alam ng ating mga competitors kung nasaan na tayo. But suffice to say, na kung mayroon pong gustong sumakop or pumunta, mag-invade sa atin ay talagang lalaban po tayo at siguradong masusugatan sila,” Brawner said.

These capabilities Brawner said were on full display during the recent Balikatan exercises, where the modern missile system of the Philippine naval ships were tested.

“So during the last Balikatan Exercise, na-testing po natin ito. Mayroon po tayong isang barko na luma na nilubog natin. So it wasn’t just firing, iyong mga missile systems natin but tinest po natin talaga kung kaya niyang palubugin iyong isang barko. So, kayang-kaya naman po!” he said.

COTABATO CITY, Philippines — Over 200 former members of the New People’s Army, who surrendered to units of the 10th Infantry Division in recent months, reaffirmed their allegiance to the government during a gathering on Thursday.

The former NPAs, now thriving as farmers, tricycle drivers, laborers in banana plantations and entrepreneurs, also assured Army Major Gen. Luis Rex Vergante, commander of the Eastern Mindanao Command, to help maintain law and order in their barangays during a dialogue at the headquarters of the 60th Infantry Battalion in Camp Morgia in Barangay Doña Andrea in Asuncion town in Davao del Norte.


Radio reports here on Saturday morning stated that the event was jointly organized by the 10th ID, under Major Gen. Allan Hambala, officials of the 60th IB, Jeffrey Calamongay, assistant chief of the Davao del Norte Provincial Social Welfare and Development Office and Arian Jane Ramos, president of the peace-advocacy Kalinaw Southeastern Mindanao non-government entity.

The now reforming NPAs have actively been helping push forward the socio-economic and security programs of the local government units in their hometowns, according to Hambala.

He said the summit of former NPA members was partly meant to make them feel that the military and LGUs in Davao del Norte are keen on providing them continuing interventions needed to ensure their safety and boost their productivity as farmers, laborers and small and medium scale entrepreneurs.

Vergante was quoted in Saturday’s radio reports here as saying that they are grateful to local executives in towns covered by the 10th ID for supporting its domestic peace programs aiming to reintegrate into mainstream society the few remaining NPAs still out in secluded areas under their jurisdiction.

The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) on Saturday urged remnants of the New People’s Army (NPA) to surrender and avail of the government’s amnesty program.

NTF-ELCAC Executive Director, Undersecretary Ernesto Torres Jr., said the NPA rebels should consider abandoning their armed struggle aside as he expressed confidence that the armed component of the Communist Party of the Philippines (CPP) would be eliminated within this year.

“We wish to convey our condolences to the families of those terrorists who perished in the Pantabangan clash. We appeal to the remaining NPA rebels to surrender to prevent further bloodshed),” Torres said, referring to a firefight in Barangay Malbang, Pantabangan, Nueva Ecija that killed 10 NPA rebels in action.


The Armed Forces of the Philippines (AFP) reported the members of the Philippine Army’s 84th Infantry Battalion encountered rebels belonging to the NPA’s Komiteng Rehiyon Gitnang Luzon (KRGL) at about 4:41 p.m. on Wednesday.

In its post-operation report, the AFP recovered the bodies of seven male and three female rebels from the scene of the firefight.

There were no casualties reported from the government side.

Fatalities were identified as rebel leaders, such as Hilario Guiuo, also known as “Berting,” acting secretary of the rebel group and regional operation commander; Harold Sarenas Meñosa alias “Luzon,” Ptln Silangan Gitnang Luzon (PSGL) commander; Pepito Trinidad Bautista alias “Dylan,” team leader Sqd Tersera of PSGL; Reynan Mendoza alias “Mel;” and Archie Anceta alias “Joel.”

Also recovered from the rebels were 14 high-powered firearms, including an M203 and a machine gun, subversive documents, and personal belongings.

At least 89 active NPA guerilla fronts in the country have either been weakened or eliminated since NTF-ELCAC was created through Executive Order 70 in 2018.

The latest military report showed that only 11 weakened guerilla fronts remain and these are targeted for elimination within the year.

THE NEW commander of the Eastern Mindanao Command (EastMinCom) is committed to maintaining peace and security in the region while focusing on conflict resolution and reconciliation with remaining New People’s Army (NPA) members.

During a media briefing, EastMinCom spokesperson Major Salvacion Evangelista emphasized Maj. Gen. Luis Rex Bergante’s dedication to fostering genuine transformation among those still engaged in armed struggle. “We are asking our fellow countrymen to return to the folds of the law,” she stated.


While acknowledging the successes of past military operations in weakening the NPA, the new leadership aims to build on these achievements by prioritizing peaceful solutions and creating an environment conducive to development in the region.

“As the new commander of EastMinCom, one of his campaigns is for our fellow countrymen who are still in the armed struggle. We are now focusing on conflict resolution and genuine transformation),” Evangelista said.

She urged remaining NPA members to lay down their arms and return to mainstream society, assuring them of support and reintegration programs.

The EastMinCom remains vigilant in maintaining security and stability in the region, but its focus has shifted to fostering lasting peace through dialogue and reconciliation.

COTABATO CITY — Moro gunmen on Tuesday fired assault rifles at a Barangay hall in Bialong in Shariff Aguak, Maguindanao del Sur and prevented with heavy warning shots a convoy of local officials who are out to deliver relief supplies to villagers they harassed early on.

Officials of the Maguindanao Provincial Police Office and units of the Army’s 6th Infantry Division in Shariff Aguak and nearby towns told reporters on Wednesday that a group led a certain Boy Trenta, a member of the 118th Base Command of the Moro Islamic Liberation Front, was behind the atrocities that caused panic among innocent villagers.


Local officials said Trenta and his followers shot with assault rifles the Barangay hall in Bialong, sending villagers running for their lives.

Villagers said the hostility between Trenta and their barangay officials, actively supporting the police and military’s anti-terror campaign in their municipality, is related to last week’s encounters between the groups of two Moro Islamic Liberation Front, commanders, Tunga and Panzo, in nearby Barangay Meta in Datu Unsay, Maguindanao del Sur. They, however, refused to elaborate more details about the related encounters.

Displaced Bialong residents said Trenta is hostile to their barangay chairman, Mohammad Upam.

Shariff Aguak Mayor Akmad Ampatuan Sr., officials of the 33rd Infantry Battalion and the municipal police were supposed to initiate an outreach mission in Barangay Bialong on Tuesday, but balked when Trenta and his men fired their assault rifles recklessly in the surroundings when they noticed their vehicles approaching via a farm-to-market road about two hundred meters away.

Ampatuan, chairman of the Shariff Aguak Municipal Peace and Order Council, prevented the soldiers and policemen accompanying them from responding to the provocation by Trenta and his men to avoid displacement of more villagers and to prevent them from breaching the government’s ceasefire with the Moro Islamic Liberation Front.

“We are calling on the government and the leadership of this front to settle this security problem immediately,” Ampatuan said.

Ampatuan and his companions had reached the center of Barangay Bialong about two hours after the standoff between them and Trenta’s group.

Brig. Gen. Prexy Tanggawohn, director of the Police Regional Office-Bangsamoro Autonomous Region, and 6th ID’s commander, Major Gen. Alex Rillera, separately said on Wednesday morning that they will first let local officials and Moro Islamic Liberation Front, leaders in Shariff Aguak resolve the conflict between Trenta and the barangay officials in Bialong.

Tanggawohn said they are to file criminal charges against the gunmen who shot the barangay hall in Bialong with assault rifles.

The number of guerrilla fronts in the country has decreased to seven, Armed Forces of the Philippines (AFP) chief General Romeo Brawner Jr. said on Tuesday.

In an interview on Bagong Pilipinas Ngayon’s pres-SONA special, Brawner said there were 11 guerrilla fronts during the start of the administration of President Ferdinand “Bongbong” Marcos Jr. in 2022.

“Out of the 11 guerrilla fronts na kinukompronta pa natin since the start of the presidency of President Marcos, ngayon ay pito na lang po ang natitira,” he said. (Out of the 11 guerrilla fronts that we are still confronting since the start of the presidency of President Marcos, now there are only seven left.)

Brawner said many “high-value individuals” have been neutralized. Some of the armed rebels were killed in encounters while some have surrendered to authorities.

He said the government is offering a Comprehensive Local Integration Program in which former rebels may receive livelihood programs and other assistance.

In May, meanwhile, the National Amnesty Commission (NAC) came up with the Implementing Rules and Regulations (IRR) for amnesty applications.

For this year, the Commission is expecting applications from the following concerned groups:
  • 13,000 applications from the Moro Islamic Liberation Front (MILF)
  • 10,000 from Communist Party of the Philippines - New People's Army - National Democratic Front (CPP-NPA-NDF)

MANILA, Philippines — There are now zero foreign terrorists monitored on Philippine soil, Armed Forces of the Philippines (AFP) chief Gen. Romeo Brawner Jr. announced yesterday.

Speaking at the Bagong Pilipinas Ngayon public briefing, he said the country, through the efforts of the military and other law enforcement agencies, is now safer for all.

“There are no foreign terrorists being monitored here in the Philippines for now. We have neutralized the last two of them last year,” Brawner declared in Filipino.

He added there are now numerous provinces that have been declared insurgency-free, including some provinces in Mindanao, making the country’s insurgency and local terrorist group problems more manageable.


On the New People’s Army (NPA), he shared that there are seven guerrilla fronts left that the military is working on dismantling, together with non-military means through the National Task Force to End Local Communist Armed Conflict.

He noted that the whole-of-nation approach has convinced many NPA members to lay down their arms and avail of the comprehensive reintegration program that offers housing, livelihood and education programs for their children.


Meanwhile, military operations against local terror groups like the Maute terrorist group, Dawlah Islamiya and the Bangsamoro Islamic Freedom Fighters are continuing, as reported by the AFP chief.

JAKARTA – The Indonesian and Philippine navies have launched a joint patrol in their maritime border of Sulawesi and Mindanao waters to strengthen their capabilities against piracy and terrorism, an Indonesian navy spokesperson said.

The joint effort was held on June 27, during the second phase of the 38th Coordinated Patrol-Philippines-Indonesia (Corpat Philindo), Fleet Command II spokesperson Col. Widyo Sasongko said on Friday.

The Indonesian Navy (TNI-AL) deployed KRI Kakap-811, and the Philippine Navy sent its Jacinto-class corvette, BRP Artemio Ricarte (PS-37), and PN Aircraft NV394.

The joint patrol also aims to enhance interoperability, Sasongko said.

The two vessels were involved in several exercises, including maneuvering (Manex), passage (Passex), and formation for PhotoEx.


They ended the training with a salute and continued patrolling inside their respective territorial waters.

Indonesia and the Philippines share a maritime border in the Sulawesi and Sulu waters that pirates and members of Abu Sayyaf Group (ASG) have frequently used for smuggling of goods and human trafficking.

Due to these cross-border threats to maritime security, the TNI-AL and Philippine Navy hold a coordinated patrol every year under the Corpat Philindo Program, Sasongko said.

The Corpat Philindo alone has routinely been implementing the two countries' 1975 Border Crossing Area (BCA) Agreement, he added.

The notorious ASG abducted eight Indonesians working for a fishing vessel in the Tambisan waters of Tungku Lahad Dato, Malaysian State of Sabah, on January 16, 2020.

Three of the eight hostages, identified as Abdul Latif (37), Daeng Akbal (20), and Pian bin Janiru (36), were freed along with the wooden fishing boat, while five others remained under the custody of the ASG.

The hostages were identified as Arsyad bin Dahlan (42), Arizal Kastamiran (29), La Baa (32), Riswanto bin Hayono (27), and Edi bin Lawalopo (53).

The kidnappers then demanded PHP30 million (around USD4.4 million) as ransom for the release of five Indonesians.

These Indonesian citizens were abducted not far from the spot where three Indonesians were kidnapped in the Tambisan waters, Tungku Lahad Datu, Malaysia, on Sept. 23, 2019.

The ASG had repeatedly held Indonesian hostages. From 2016 to November 2018 alone, 34 Indonesian citizens had been taken hostage in the southern Philippines. (Antara)

To strengthen the agency’s peace and development programs, the Department of Social Welfare and Development (DSWD) held the final phase of its benchmarking study and field research in the provinces of Samar and Leyte from June 26 to 28.

“The results of the benchmarking study and field research will be included in the enhancements to the Case Management Guide for handling cases of former members of non-state armed groups (FMNSG) and utilized for enhancing the peace and development programs and services for the members of FMNSG’s eventual reintegration in the community,” said Salvador Arcangel VIII, social healing unit head of the DSWD’s newly established Peace and Development Buong Bansa Mapayapa-National Program Management Office (PDBBM-NPMO).

A team composed of members from the Office of the Undersecretary for Inclusive-Sustainable Peace and Special Concerns (OUSISPSC), PDBBM-NPMO, and the DSWD Field Office-8 (Eastern Visayas), partnered with the local government units (LGUs) of the two provinces to conduct focus group discussions (FGD) with former Communist Party of the Philippines-New People’s Army (CPP-NPA) and ‘militia ng bayan’ members.

The team also interviewed provincial and municipal social welfare and development officers, E-CLIP focal person, local leaders in San Isidro, Leyte and the president of the Eastern Visayas Federation of former CPP-NPA members.

Prior to the series of activities, the team had a courtesy call with the offices of the provincial governors and municipal mayors of Calbiga and San Isidro, represented by their respective administrators.

The activity was also attended by the regional representatives of the Armed Forces of the Philippines (AFP), the Philippine National Police (PNP), and the Department of the Interior and Local Government (DILG).

The field research completes the six phases of data gathering for the FMNSGs, which include the Abu Sayyaf Group, Cordillera Bodong Administration-Cordillera People’s Liberation Army (CBA-CPLA), Dawlah Islamiyah (Maute Group), KAPATIRAN and the CPP-NPA.

“The CM Guide enhancement is in line with DSWD Secretary Rex Gatchalian’s directive to identify effective psychosocial interventions, in addition to short-term cash and material assistance for the former rebels’ full transformation as they get reintegrated into their communities,” the PDBBM-NPMO social healing unit head said.

MANILA – National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) Executive Director, Undersecretary Ernesto Torres Jr., has urged remnants of the New People’s Army (NPA) to surrender, abandon their armed struggle, and avail of the amnesty program of President Ferdinand R. Marcos Jr.

“We wish to convey our condolences to the families of those terrorists who perished in the Pantabangan clash. Nakikiusap din kami sa mga natitira pang NPA na sumuko na para maiwasan ang mga ganitong pagdanak ng dugo (We appeal to the remaining NPA rebels to surrender to prevent further bloodshed),” Torres said in a news release issued on Saturday.

He was referring to Wednesday’s firefight in Barangay Malbang, Pantabangan, Nueva Ecija that killed 10 NPA combatants.

In its report, the Armed Forces of the Philippines (AFP) said at about 4:41 p.m. on Wednesday, soldiers of the Army’s 84th Infantry Battalion encountered rebels belonging to the NPA’s Komiteng Rehiyon Gitnang Luzon (KRGL).

A post-operations report said recovered from the scene of the firefight were the bodies of seven male and three female rebels.


There were no casualties reported from the government side.

Some of the fatalities were identified as rebel leaders, such as Hilario Guiuo, also known as "Berting," acting secretary of the rebel group and regional operation commander; Harold Sarenas Meñosa alias "Luzon," Ptln Silangan Gitnang Luzon (PSGL) commander; Pepito Trinidad Bautista alias "Dylan," team leader Sqd Tersera of PSGL; Reynan Mendoza alias "Mel;" and Archie Anceta alias "Joel."

Also recovered from the rebels were 14 high-powered firearms, including an M203 and a machine gun, subversive documents, and personal belongings.

Torres expressed confidence that the armed component of the Communist Party of the Philippines (CPP) would be eliminated within this year.

“We have to end this decades-long NPA terrorism, sustain the peace gains, and strengthen our Support to Barangay Development Program (SBDP). We have to continue capacitating all the NPA-free barangays by bringing in more sustainable development and livelihood projects to increase their income and raise the quality of their lives,” he said.

Since NTF-ELCAC was created through Executive Order 70 in 2018, the 89 active NPA guerilla fronts in the country have either been weakened or eliminated. The latest military report showed that only 11 weakened guerilla fronts remain and these are targeted for elimination within the year.

According to Torres, the recent encounter with KRGL, which led to the deaths of key leaders, highlights the "weakened" state of these remaining factions.


The KRGL, once a formidable force, has been significantly weakened by the destruction of its units and the recent deaths of senior individuals, he said.

“When we say weakened, these NPA fronts have no more capabilities to launch armed attacks and cause considerable damage to targets. Most importantly, weakened fronts have no more mass bases to depend on, especially logistics,” Torres explained.

According to the latest AFP data, more or less 1,000 NPA remnants are left foraging in the forests, and they are the primary targets of the government’s amnesty through the National Amnesty Commission.

“We appeal to all the NPA remnants to avail (of) the amnesty program of the President. There are mechanisms already in place anytime these terrorists want to return to mainstream society, rebuild their lives and their families, and live in peace. We have the Local Peace Engagement (LPE) and the Enhanced Comprehensive Local Integration Program (E-CLIP),” Torres said.

The LPE is a collective effort of the security sector, local government units, and communities in conflict-affected areas to encourage NPA remnants to surrender, regain their human dignity stolen from them by the CPP-NPA, and live peacefully with their families.

The E-CLIP offers a multifaceted transformation program for capacity building and sustainable livelihood, not only cash incentives.


“In due time, the armed component of the CPP will be eliminated. We have to put an end to this violent armed struggle. Habang ginagawa ang lahat ng ating AFP at PNP, nagsimula na rin tayong dalhin ang mga agarang serbisyo sa mga conflict-affected areas na NPA-free na through the SBDP (While our AFP and PNP are doing their best, we have also begun bringing much-needed service to conflict-affected areas that have already been NPA-free through the SBDP),” Torres said.

MANILA – President Ferdinand R. Marcos Jr. on Monday extended his deepest gratitude to the valiant officers and personnel of the Philippine Air Force (PAF) led by Lt Gen. Stephen Parreño, and vowed the administration’s continued support to the capability development of the “faithful guardians” of the Philippine aerial domain.

In his speech during the 77th founding anniversary of the Philippine Air Force (PAF) at Basa Air Base in Floridablanca, Pampanga, President Marcos assured that “consistent efforts” are being undertaken by the administration, such as acquiring additional air assets, enhancing cyber warfare communication systems and pursuing base development programs.

“We have likewise acquired additional aircraft, as well as advanced radar systems, which have transformed our operational readiness and enhanced our operational reach,” Marcos said.

“Indeed, these assets contribute to an agile Air Force – capable of protecting our nation, our people, and our resources, and dedicated to ensure that we are ready to face challenges with advanced precision, speed, and force,” he added.

President Marcos also recognized the PAF for soaring through the skies, “gallantly embodying the Filipinos’ enduring spirit of freedom,” and assured its personnel of his administration’s support for their welfare and well-being.

“As your Commander-in-Chief, I assure you of this administration’s support in prioritizing your welfare, ensuring that you are well attended to in terms of overall health and wellness so you may perform your duties effectively and safely,” he said.

“Let it be known that your unparalleled dedication and noble duty to our nation are hereby recognized,” he added.

President Marcos said the government has taken significant steps that complement and boost the administration’s vision for a stronger and more capable Air Force through increased maritime domain awareness within the Philippine Air Force Defense Identification Zone.

“We have also heightened our international defense and security engagements by sustaining our talks with our foreign military counterparts and participating in multiple bilateral and multilateral military exercises,” he said.

President Marcos said the significant steps taken by the government to boost PAF capability are a testament of the government’s stern resolve to contribute to the global peace and security.

“In all of these, the selfless women and men of the Air Force have been nothing short of exemplary, especially in your efforts to provide prompt assistance by regularly conducting humanitarian and disaster response operations,” he added.

The President urged the PAF to move forward guided by the ideals of a Bagong Pilipinas and remain united in their mission “to protect our skies, defend our lands, and serve the Filipino people.”

“Together, let us fortify our efforts to build a stronger Air Force and Armed Forces of the Philippines that will serve as an instrument for peace and for unity, a catalyst for nation-building, and a vanguard of stability.”

During Monday’s celebration, the PAF showcased its ability to seize control of enemy-occupied territory, where a scenario featured fighter jets neutralizing enemy aircraft and launching bomb-run to destroy enemy command and control infrastructure.

This was followed by targeted surface attacks from PAF's A29B Super Tucano aircraft while Black Hawk helicopters, equipped with Fast Rope Insertion and Extrication Systems (FRIES) deployed special operations forces for rapid infiltration.

The show also highlighted the Ground Based Air Defense System's (GBADS) swift detection and destruction of short to medium-range aerial threats.

MANILA – Speaker Martin Romualdez on Monday assured the House of Representative that the modernization and welfare programs of the Armed Forces of the Philippines, especially the Philippine Air Force (PAF) would be well-funded in the annual national budget.

“We are committed to providing the necessary legislative support to ensure that the modernization programs and welfare initiatives for our armed forces are fully funded and effectively implemented,” he said.

Romualdez made the commitment as he accompanied President Ferdinand R. Marcos Jr. during the 77th PAF founding anniversary at Basa Air Base in Floridablanca, Pampanga.

He said the House stands firmly behind the vision of President for the armed forces and that they will continue to work on policies that enhance the country's defense capabilities, improve the conditions of service for the Filipino soldiers, and ensure that the Philippines remains safe and secure.

“We recognize that in this ever-evolving world, our security apparatus must be dynamic, robust, and forward-looking. The administration has thus embarked on a comprehensive modernization program aimed at upgrading our defense systems and ensuring that our armed forces are equipped with the latest technology and resources necessary to meet the challenges of the modern battlefield,” he said.

Such commitment, he added, is supported by substantial budget allocations for advanced aircraft, cutting-edge radar systems and state-of-the-art equipment.

MANILA – Six ranking police officials have been included in the latest reorganization of the Philippine National Police (PNP).

In a July 1 order that took effect Tuesday, PNP chief Gen. Rommel Francisco Marbil designated Directorate for Police Community Relations (DPCR) chief Maj. Gen. Bernard Banac as the new head of the Area Police Command (APC) - Western Mindanao, replacing Lt. Gen. Jonnel Estomo.

Banac's reassignment will result in his promotion to the rank of Lieutenant General.

Banac formerly headed the PNP Public Information Office, the Police Regional Office 8 (Eastern Visayas), the Directorate for Plans, the Directorate for Information and Communications Technology Management (DICTM), and the Special Action Force.

Meanwhile, Estomo was reassigned to head APC-Southern Luzon.

APC-Northern Luzon chief Maj. Gen. Mafelino Bazar was reassigned to head the DICTM while Brig. Gen. Erich Tan Royales of the Personnel Holding and Accounting Unit, Directorate for Personnel and Records Management was named the new head of the Directorate for Human Resource and Doctrine Development (DHRDD).

Meanwhile, DHRDD chief Brig. Gen. Roderick Augustus Alba replaced Banac as DPCR chief while Brig. Gen. Neri Vincent Ignacio from the Directorate for Logistics was designated as the new chief of the Directorate for Comptrollership.

This is the eighth revamp of police officials since Marbil took over as PNP chief on April 1.

Marbil earlier said the reshuffle is necessary to "preposition" officials who are fit for their next assignments.

MANILA – The Philippine National Police (PNP) has limited the sale of digital night vision rifle scopes and similar devices to police officers and other law enforcement bodies, citing security concerns.

"The PNP has noted that accessories, such as digital night vision rifle scopes and similar devices, are being sold or distributed in the local market without undergoing evaluation and classification by the FEO (Firearms and Explosives Office) Classification Board, as required for regulated items,” PNP Civil Security Group (CSG) chief Maj. Gen. Edgar Alan Okubo said in an advisory released late Monday.

The advisory was for firearms dealers and importers, personnel of the FEO, and Supervisory Office for Security and Investigation Agencies.


A night vision scope is a device that enhances vision at night for hunting and shooting purposes. It is widely used in law enforcement and military operations.

Okubo directed all firearms importers and dealers to limit the sale of these accessories to members of the PNP and the Armed Forces of the Philippines.

Other law enforcement agencies, such as the National Bureau of Investigation and the Philippine Coast Guard, are also allowed to purchase these items, he added.

“There is a significant concern that if these types of devices fall into the wrong hands and are utilized by criminal elements, the potential consequences could be severe and disruptive,” Okubo said.

He also strongly discouraged civilians from buying these items.

“This measure is essential to uphold public safety and security. The PNP urges full cooperation from all stakeholders to ensure compliance with this directive,” Okubo added.

MANILA – There are lesser Chinese vessels in various West Philippine Sea (WPS) areas, the monitoring report of the Philippine Navy indicated Tuesday.

The Navy said a total of 95 assorted Chinese vessels were spotted in the WPS from June 25 to July 1, down from 129 during the June 18 to 24 monitoring period.

The ships include 13 China Coast Guard Vessels (CCGVs), six People's Liberation Army Navy (PLAN) ships and 76 Chinese maritime militia vessels (CMMVs).

The number of PLAN vessels increased by one since June 24.

The monitoring showed the Chinese ships were in the following locations in the WPS:

--Bajo de Masinloc - five CCGVs, one PLAN vessel, and eight CMMVs;

--Ayungin Shoal - 5 CCGVs, 2 PLAN vessels, 13 CMMVs;

--Pagasa Island - 1 CCGV, 1 PLAN vessel, 20 CMMVs;

--Parola - 1 CMMV;

--Panata - 1 PLAN, 7 CMMVs;

--Sabina Shoal - 2 CCGVs, 1 PLAN vessel, 3 CMMVs;

--Juan Felipe Reef - 20 CMMVs;

--Recto Bank - 4 CCMVs

Chinese aircraft carrier within PH EEZ

Meanwhile, Navy spokesperson for the WPS Rear Adm. Roy Vincent Trinidad confirmed that the Chinese PLAN aircraft carrier Shandong was monitored some 200 nautical miles from Luzon or within the Philippine exclusive economic zone.

Trinidad, however, said since the South China Sea is a nautical highway, the passage of such ships is allowed under the United Nations Convention on the Law of the Sea under the principle of freedom of navigation.

MANILA – The Philippines' Comprehensive Archipelagic Defense Concept (CADC) has stepped up its ability to protect its exclusive economic zone (EEZ) in the West Philippine Sea (WPS) and territories beyond this, Armed Forces of the Philippines (AFP) chief Gen. Romeo Brawner Jr. said Tuesday.

"Nakita natin yun importansya ng ating EEZ, (pati) na rin po yun mga features natin katulad ng Pagasa Island ay nasa labas ng exclusive economic zone. But still, we consider that a territory of the Philippines, meron na nga po tayong komunidad sa Pagasa Island. Meron siyang sariling mayor, at so, kailangan po natin depensahan natin ito (We saw the importance of our EEZ and our features (in the WPS) like Pagasa Island which is outside our EEZ. But still, we consider that as a territory of the Philippines, we have a community in Pagasa Island and it has an elected mayor, so we need to defend that)," Brawner said at the Pre-SONA (State of the Nation Address) Special "Resibo ng Serbisyo ng Pangulo" over state-run PTV.

In the past, Brawner said the Philippines' defense concept was merely based on its baseline, which means that the AFP will have to wait for a potential enemy to come before mounting operations against this threat.

Earlier, Defense Secretary Gilberto Teodoro Jr. said CADC will allow the Philippines to address its ongoing maritime security challenges and would enable the AFP to address contemporary threats to Philippine territorial integrity and sovereign rights.

He said the CADC is a convergence of various strategies to give a more holistic approach to dealing with critical socio-economic factors like food security, energy sustainability, and environmental resilience.


Brawner, meanwhile, said the AFP's patrols in the WPS would continue to ensure that the Filipino fisherfolk would be able to go about with their normal activities.

Survey operations will also continue to check and determine the status of resources in the WPS, he said.

"Marami pa tayong ginagawang operations na di pwedeng sabihin dito. But of course, tuloy-tuloy po ang gagawin maritime and air patrols (We are doing a lot of operations that we cannot give details due to security reasons. But of course, our maritime and air patrols will continue)," he said.

He said the military has also stepped up its monitoring of activities within the country's territorial waters.

He also said the AFP continues to strengthen ties with allied nations through the holding of multilateral maritime cooperative activities (MMCA).

"Sa mga susunod na buwan ay marami pa tayong makikitang (In the next months, we would see more editions of) MMCA. This time, pati mga bansa sa Europa, gustong sumama. Gustong sumama ng France, United Kingdom, Germany, pati na rin dito sa region natin, New Zealand (some countries in Europe also want to join. France, United Kingdom, Germany, and our regional neighbor New Zealand) also wants to join us. Welcome po lahat ng mga bansang ito (All these countries are welcome) to join us in our joint sail activity," Brawner added.

MANILA – The Philippines and China have reaffirmed their commitment to de-escalating tensions in the South China Sea during their first formal dialogue since the violent skirmish between the Chinese Coast Guard and the Armed Forces of the Philippines near Ayungin Shoal on June 17.

The two states convened the 9th Meeting of their Bilateral Consultation Mechanism on the South China Sea (BCM) in Manila on July 2.

Department of Foreign Affairs (DFA) Undersecretary Ma. Theresa Lazaro and Vice Foreign Minister Chen Xiaodong led the Philippine and Chinese delegations, respectively, and had a “frank and constructive discussions” on the situation.

In her comments, Lazaro told her counterpart that the Philippines would be “relentless in protecting its interests and upholding its sovereignty, sovereign rights, and jurisdiction in the West Philippine Sea.”

“Noting recent incidents in the South China Sea, both sides recognized that there is a need to restore trust, rebuild confidence, and create conditions conducive to productive dialogue and interaction,” the DFA said in a statement.

“The two sides discussed their respective positions on Ayungin Shoal and affirmed their commitment to de-escalate tensions without prejudice to their respective positions,” it added.

The DFA said there was a “substantial progress” on developing measures to manage the situation at sea, but said “significant differences remain.”

The DFA has yet to provide details when asked what kind of measures the Philippines is pushing and what progress has been reached.

Meanwhile, both sides agreed to continue discussions to find a “mutually acceptable resolution” to the issues.

Communication mechanisms

According to the DFA, the two sides signed the Arrangement on Improving Philippines-China Maritime Communication Mechanisms and agreed to discuss further how to operationalize this mechanism.

They also agreed to continue discussions on maritime cooperation between their coast guard authorities, including the possible resumption of the Joint Coast Guard Committee.

The two sides likewise talked about the possibility of convening an academic forum among scientists and academics on marine scientific and technological cooperation.

“Both sides agreed that continued dialogue on the basis of mutual respect as two equal sovereign states facilitates peace and stability at sea, and committed to having the 10th BCM in China to sustain the positive momentum on discussions,” it said.

LEGAZPI CITY – At least 147 families affected by a clash between government troops and the New People's Army (NPA) in March this year benefited from the sustainable livelihood program (SLP) of the Department of Social Welfare and Development (DSWD) in the region.

"The 147 families identified, validated, and endorsed by the local government of Del Gallego, Camarines Sur, were given livelihood assistance. Each family received PHP20,000.00 for the adjustment of their respective livelihoods that were affected by the encounter in their area," Ram Joseph Zaragoza, DSWD Bicol SLP social marketing officer, said in an interview on Tuesday.

Zaragoza said the assistance distributed will serve as capital to start a business or livelihood that will help the families with their daily needs.

"The grant was distributed to 143 families, or PHP2.8 million, on June 24, 2024, while the remaining grants for the four families will be distributed this week," he said.

Zaragoza said the beneficiaries were identified and validated by the local government unit (LGU) of Del Gallego.

"The families were endorsed to DSWD Bicol for the provision of assistance. The families also received family food packs and essential non-food relief items such as sleeping kits and family kits, amounting to PHP357,000 as initial assistance after the encounter," he said.

The clashes between government troops and the NPA which occurred on March 4 in Barangay Santa Rita and Bagong Silang affected a total of 147 families or about 725 individuals. Of the number, 24 families were displaced.

No collateral damage or civilian casualties were reported in the incident.
