China anti-trespassing rule in SCS takes effect today

The Armed Forces of the Philippines said it would not be deterred in doing maritime domain patrols and assured Filipino fishermen they will be protected in the West Philippine Sea as China’s new regulation allowing its coast guard to detain “trespassers” in the South China Sea takes effect today (Saturday).

“Don’t be afraid to fish in the West Philippine Sea. Continue fishing in our exclusive economic zone despite the threats coming from China that they are going to arrest civilians who will be coming into their so-called territory. It’s not their territory,” AFP chief of staff Gen. Romeo Brawner Jr. said.

He said the military already discussed steps to ensure the safety of Filipinos in the WPS with the Philippine Coast Guard, Philippine National Police, and the Bureau of Fisheries and Aquatic Resources.

“Our exclusive economic zone is ours and we have the right to exploit our resources in the area. That’s why our fishermen should not be afraid. Your Armed Forces of the Philippines is there through the Philippine Navy, as well as the Philippine Coast Guard,” he added.

AFP Public Affairs Office chief Col. Xerxes Trinidad described China’s presence in the WPS as “illegal, coercive, aggressive and deceptive.”

“We will not be deterred or intimidated… We will continue our maritime patrols in areas within the Philippines’ jurisdiction,” he said.

“Nothing will happen. The actions right now of the Philippine Navy, AFP, Philippine Coast Guard and BFAR and all maritime players of the Philippine government are to prevent such situations,” Trinidad added.

Trinidad said the Philippines also increased patrols in the WPS, working with partners and allies who are equally concerned over China’s aggressive actions.

“We are not the only ones concerned. Even other countries are concerned about that. This is not only the problem of the Philippines, but the problem of ASEAN and the international community,” he said.

President Marcos last month condemned China’s order to arrest foreign nationals trespassing in the South China Sea, which includes areas that fall under the Philippines’ exclusive economic zone in the West Philippine Sea.

“That kind of action would be completely unacceptable to the Philippines,” he said. “That is unacceptable, and we will take whatever measures to always protect our citizens.”

China, for its part, said the Philippines should not be worried about the new rules for “as long as there is no illegal behavior.”

Chinese Foreign Ministry spokesperson Mao Ning said the rules aim to standardize law enforcement and better uphold maritime order, adding that “individuals and entities have no need for concern as long as they have not done anything illicit.”

Under the new regulation, foreigners accused of illegally entering “Chinese waters” can be detained for up to 60 days without trial.

At the House, Cagayan de Oro Rep. Rufus Rodriguez urged the Senate to approve his bill that seeks to define the country’s sea lanes to deter intrusion of Chinese ships and other foreign vessels and aircraft, particularly in the West Philippine Sea.

“We should take all measures to protect our nation’s territorial integrity and sovereignty. The Chinese are not only intruding in the western part of our country but in the south as well,” he said.

House Bill 9034, which was approved on third and final reading in December at the Lower House, sets the coordinates designating the sea lanes and air routes for the continuous and expeditious sailing or flight of foreign ships and aircraft exercising the right of innocent passage.

In a 24 Oras report on Thursday, the lawyer of the 85-year-old Misuari said the alleged violation of the MNLF founding chairman under the Anti-Graft Law has no basis.

Officials of the Department of Social Welfare and Development (DSWD) and the National Amnesty Commission (NAC) convene on Thursday (June 13) in Pasay City to discuss effective ways to aid amnesty grantees.

As part of its ongoing efforts toward a just and lasting peace, the Department of Social Welfare and Development (DSWD) and the National Amnesty Commission (NAC) convened on Thursday (June 13) in Pasay City to discuss effective ways to aid amnesty grantees.

DSWD Assistant Secretary for Inclusive-Sustainable Peace and Special Concerns Arnel B. Garcia met with NAC Chairperson Leah Tanodra-Armamento to explore avenues for providing sustainable support measures to amnesty grantees, specifically members of armed rebel groups.

These include the Rebolusyonaryong Partido ng Manggagawa ng Pilipinas/Revolutionary Proletarian Army/Alex Boncayao Brigade (RPMP-RPA-ABB), the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF), the Moro National Liberation Front (MNLF), and the Moro Islamic Liberation Front.


Under Proclamation Nos. 403, 404, 405 and 406 issued by President Ferdinand R. Marcos, Jr. on Nov 22, 2023, amnesty is being granted to members of the RPMP-RPA-ABB, CPP-NPA-NDF, Moro Islamic Liberation Front, and MNLF, respectively, as part of the administration’s comprehensive peace initiatives.

Asst. Sec. Garcia emphasized the importance of providing holistic support to former insurgents as they transition to civilian life.

“Our goal is not only to facilitate their reintegration but also to address the root causes that led them to join such groups. By offering various forms of assistance, we hope to empower them to become productive members of society,” Asst. Sec. Garcia said.

NAC Chairperson Armamento expressed her gratitude and appreciation for the partnership with the DSWD, as she underscored its significance to the administration’s fight against insurgency.

During the meeting, representatives from the DSWD and NAC exchanged insights on the criteria for eligibility, the process of application, and the possible provision of necessary interventions to ensure their successful reintegration.

“The DSWD seeks to offer these individuals a chance to start anew, providing them with access to livelihood opportunities, social and psychosocial support to rebuild their lives and contribute positively to their communities,” Asst. Sec. Garcia said.

The DSWD and the NAC’s collaborative effort marks a significant milestone that signals a renewed commitment to reconciliation and unity among all sectors.

“They don’t have the 3 ‘Gs’ or guns, goons and gold. They cannot claim a single territory as their bailiwick.

As politicians in BARMM gear up for the first-ever parliamentary election, there is talk about the need for a third political force. Recall that bloggers and analysts had a field day juxtaposing traditional politicians versus mujahideen of the Moro Islamic Liberation Front, the former holding sway over the vote-rich provinces and the latter seeking to stay in power and continue their leadership of the autonomous regional government.

The line seems to have been drawn between the alleged dynasties and the Moro Islamic Liberation Front’s government of the day. Many claim that a major segment of Muslim voters are weary of how things are with these two contending political groups and are looking for an alternative. They had the opportunity to serve but fell short of emancipating the people from the morass of political, social and economic ills.

Analysts refer to TESDA Secretary Teng Mangudadatu of Maguindanao del Sur, Abdusakur Tan of Sulu, Mujiv Hataman of Basilan, and Bombit Adiong of Lanao del Sur who are political titans with regional political parties vis-a-vis the United Bangsamoro Justice Party of interim Chief Minister Ahod Murad Ibrahim. All others seem to have been marginalized by this face-off with the former forming the Bangsamoro Grand Coalition and the possible alliance of the latter with the Bangsamoro Party (BaPa) of Muslimen Sema of the MNLF.

They overlooked, however, the emergence of a new genre of voters — the restless and militant youth and the women who can no longer sit idly by and look at things nonchalantly. They are rebelling against the status quo which has brought them nothing but stagnation, if not retrogression, in their socio-economic condition. They are looking for new faces and principled leaders to liberate them from the morass of stagnancy. The younger demographic could be the tipping factor or swing vote in the coming political showdown.

History is replete with accounts of how students and the youth altered the trajectory of history with their militancy and demonstration. Recently, we saw how students in the United States nearly paralyzed the educational institutions with their indignation rallies against the unabated genocide of innocent non-combatant Palestinians in Gaza which has breached the 35,000 mark without sparing children, the elderly and women. In the Philippines, history records the First Quarter Storm which started the road to exile of the namesake of the present President.

The 2025 election offers the people the opportunity to make changes by voting in a new class of leaders, upright and moral, who are capable of decoupling themselves from selfish personal, family and group interests for the national interest.

True, all these political parties are founded on sound principles, visions and missions. They all proffer good governance and reforms as their promotional tool. Unfortunately, the people are tired of rhetoric and are more swayed by optics. They look at the parties as the reflection of the politicians promoting them. If the party is led by a traditional politico, they look at the party with the same lens. And this is unfortunate because the leaders of these parties are not all “tradpols.” Many, in fact, have in their ranks young and principled men who are idealistic and reform-driven.

Looking at the roster of registered regional parties that will participate in the parliamentary election, these parties are more identified with the political dynasts we mentioned earlier, except for one or two.

The Partido Moro Ako stands out as one party whose leaders and members do not include familiar, popular and traditional politicians. In fact, they are professionals and mostly students and youth who are staking their fate in the election with the principles upon which the party was founded.

They don’t have the 3 “Gs” or guns, goons and gold. They cannot claim a single territory as their bailiwick. They are banking on the volunteerism of members because they don’t have the wherewithal to structure a well-oiled campaign machinery.

They rely very much on the awakening of the critical mass demanding reforms. They picture vividly the real problems of the region which the present leaders have for decades of stewardship failed to address. They offer transformative change.

Don’t count them out. They might yet pull a surprise.

Police say the lone witness and daughter of murdered couple Roly and Emilda Fausto has gone missing

BACOLOD, Philippines – Human rights activists and progressive organizations demanded for justice again on Friday, June 14, for the victims of the controversial massacre of a family in Himamaylan City, Negros Occidental, exactly a year after the brutal killings.

One year after the shooting deaths of red-tagged farmer Roly Fausto and three members of his family in Sitio Kangkiling, Barangay Buenavista in Himamaylan, not a single case was filed against any suspect.


The 52-year-old Fausto was tortured and his body was found 50 meters from a hut, while his wife Emilda, 49, sprawled just outside their home’s door. Emilda’s skull was crushed and her left leg was riddled with bullets.

The couple’s two sons, aged 11 and 15, were also killed. One was found hanging at the back of the house, while another was inside the Fausto home.

In a statement, Human Rights Advocates Negros (HRAN) urged authorities to conduct a no-nonsense investigation and bring those behind the massacre to justice.

Progressive groups have accused state forces of being behind the massacre, an allegation the military strongly denied.

The Commission on Human Rights (CHR) noted that nothing substantial has been done so far a year after the Fausto massacre, but neither has it looked into the brutal killings.

“CHR is just for the human rights aspect, and we will be probing if, indeed, there was a violation of the right to life,” said Vincent Parra, CHR head in Bacolod.

Parra, however, said the CHR would give P10,000 in aid to the surviving members of the Fausto family.

The couple’s daughter Emily remains missing, and three other Fausto siblings were not around during the massacre reportedly carried out by at least 15 people.

Lieutenant Judesses Catalogo, spokesman for Negros Occidental police, said the Himamaylan police station has not filed a multiple murder complaint against anyone because Emily, the lone witness, went missing.

Emily is the daughter of the slain Fausto couple, who survived the brutal attack.

Catalogo said, “We cannot locate her anymore. We’re just waiting for her to surface. Emily, being a surviving heir in the massacre, should sign an affidavit-complaint against anyone suspected to be behind the crime before filing such at the prosecutor’s office.”

The Army’s 3rd Infantry Brigade in Negros Occidental has repeatedly denied accusations that soldiers under it perpetrated the killings on mere suspicion that the victims were members of a farmers’ group being linked to the New People’s Army (NPA).

Instead, the Army accused the communist rebels of being behind the brutal killings, alleging that guerrillas executed them on suspicion that they were military informants.

NSC: Pogos not yet threat to national security

THE National Security Council (NSC) said that it does not yet consider Philippine Offshore Gaming Operations (Pogo) a threat to national security.

In a statement on Thursday, June 13, 2024, National Security Adviser Eduardo Año, who is also a former chief of the Armed Forces of the Philippines (AFP), said they are closely watching the ongoing Senate investigation into Pogo operations, while the agency is also doing its own assessment of its implication to the national security.

He noted that issues related to illegal Pogos, such as illegal activities and regulatory violations, can be addressed within existing government regulations and law enforcement mechanisms, and do not necessitate AFP intervention reserved for declared national security threats like the Abu Sayyaf or communist terrorist groups.

“Currently, we do not view Pogos per se as a national security threat at the level that would necessitate the direct involvement of the defense forces,” he said.


“At the moment, it is a national concern that law enforcement and regulatory agencies can address. Our lawmakers may also need to look into the pros and cons of allowing its continued operations,” he added.

Año said the government should not tolerate illegal Pogos, which are recently subject to police operations over involvement in illegal activities such as scams, human trafficking, prostitution and kidnapping, among others.

He vowed to continue to work closely with relevant government agencies and stakeholders to gather comprehensive data and insights, providing a balanced and informed perspective in relation to Pogo, noting there were some that were law-abiding.

“This approach will help ensure that any policy regarding the future of Pogos and other related operations in the Philippines are made with a clear understanding of their implications to national security,” said Año.

“We appreciate the vigilance and dedication of our public officials and stakeholders in bringing this issue to the forefront as it brings awareness to our people and promotes a security mindset. The NSC remains committed to protecting the interests and safety of the Filipino people, and will rigorously examine all aspects of Pogo operations to ensure they do not pose a threat to national security,” he added.

'Threat'

Senator Risa Hontiveros earlier urged the administration of President Ferdinand “Bongbong” Marcos Jr. to declare Pogo as a “threat” to national security.

Hontiveros heads the Senate Committee on Women, Children, Family Relations, and Gender Equality, which is currently conducting an inquiry on the raided Pogo in Bamban, Tarlac in March 2024, the Zun Yuan Technology Incorporated (ZYTI), which resulted in the rescue of 800 employees including around 500 foreigners, among which were 427 Chinese nationals.

She made the call following an executive session with representatives from the PNP, Presidential Anti-Organized Crime Commission (PAOCC), Inter-Agency Council Against Trafficking (IACAT), Office of the Solicitor General, Armed Forces of the Philippines, National Security Council, Department of Foreign Affairs, Anti-Money Laundering Council, Bureau of Immigration, and National Bureau of Investigation, where she was convinced that there are strong grounds to declare Pogos as a national security threat.

The investigation on ZYTI has cast a shadow on Bamban Tarlac Mayor Alice Guo, who is currently under preventive suspension along with two other local officials. They face charges of grave misconduct, serious dishonesty, gross neglect of duty, and conduct prejudicial to the best interest of the service filed by the Department of the Interior and Local Government (DILG).

Hontiveros earlier said Guo, whose nationality is still in question, could be a “Chinese spy.”

At the height of the probe against ZYTI, the PAOCC, along with the police, raided another illegal Pogo hub located in 46 buildings across a 10-hectare land in Porac, Pampanga. The operation yielded hundreds of workers, mostly Chinese nationals, including kidnap victims who were discovered with numerous torture marks on various parts of their bodies.

What is more concerning is the discovery of Chinese military uniforms, which has led some to express concern that the country may have already been infiltrated by Chinese forces amid its continued claims in the West Philippine Sea (WPS).

In a public briefing, PAOCC Spokesperson Winston John Casio said the Chinese military uniforms are authentic but old according to experts within the intelligence community.

He said there are two possibilities regarding the Chinese military uniforms: either veteran Chinese military personnel are working or are owners of the POGO hub, or the uniforms were part of someone's militaria collection.

The Philippine National Police and the Armed Forces of the Philippines, however, reassured that the public has nothing to worry about. (TPM/SunStar Philippines)

ZAMBOANGA CITY, Philippines — Eleven New People’s Army (NPA) rebels and an Abu Sayyaf bandit surrendered in Zamboanga peninsula on Thursday.

Brig. Gen. Bowenn Joey Masauding, Zamboanga peninsula police director, said nine of the NPA rebel returnees turned themselves in to the police in Barangay San Pablo in Dumingag, Zamboanga del Sur.

Masauding said two other NPA members surrendered to the police in San Miguel town, also in Zamboanga del Sur and in Naga, Zamboanga Sibugay.


He said the surrenderees received financial assistance and a sack of rice each.

In Lamitan City, Basilan, a 29-year-old Abu Sayyaf member surrendered to the headquarters of the Special Action Force in Barangay Maganda.

Masauding commended the police and military units involved in the surrender of the rebels.

“We will continue to coordinate with the communities to ensure the Zamboanga peninsula will continue to be insurgency-free,” he said.

The 94th IB soldiers and Citizen Armed Geographical Unit (CAFGU) elements illegally raided and ransacked seven houses in Sityo Cabagal, Barangay Buenavista, Himamaylan City, Negros Occidental on June 7, at 2 am.

The residents were terrorized when military troopers suddenly stormed their homes. The 94th IB’s massacre of the Fausto family on June 14, 2023 in their barangay where these butchers killed the couple Emilda and Roly and their two minor children is still fresh in their memories.

Soldiers kicked in doors in raiding the seven houses. Among the raided was the house of Leo de Baguio’s family. Soldiers forced him to go to a detachment in a nearby town. He refused out of fear for his safety and life.

There are two military detachments near Sityo Cabagal. They are located in Sityo Hilamonan and Mahalang where the CAFGUs and 94th IB soldiers are camped. It becomes the center of militarization and heaping human rights violations by state military forces.

This year, the 94th IB illegally arrested at least four farmers in Barangay Buenavista. More than 20 are victims of threats, harassment and intimidation. Many of them are members of the Baklayan, Bito, Cabagal Farmers Association (BABICAFA), an organization where the massacred Fausto family belonged.

Artists, as well as teachers, strongly denounced Ferdinand Marcos Jr’s decree that obliges all national agencies and schools to sing and recite the “Bagong Pilipinas” hymn and oath during flag raising ceremonies. This was the content of Malacañang’s Memorandum Circular No. 52 which was made public yesterday, June 9, but signed on June 4.

The push for a Bagong Pilipinas “brand of governance and leadership,” as seen in this hymn is reminiscent of previous efforts of Ferdinand Marcos Sr. to popularize the Bagong Lipunan to whitewash his family’s plunder amid widespread poverty. “Like his father, the son now seeks to cover up the lack of genuine promotion of the Filipino people’s interests using the same methods,” the Concerned Artists of the Philippines said.

The group said the lyrics and melody are trite and forgettable, the voices do not meld well. Artists are concerned over how much taxpayers’ money was spent on the production. They said imposing this poorly conceived song on schools and government offices nationwide is adding insult to injury, without value or meaning to the existing “Lupang Hinirang” and “Panatang Makabayan.” It would be a travesty to force Filipinos to listen to the hymn, let alone sing it every week. They said adding this to the flag ceremony is a waste of the people’s time and money.

“Is Pres. Marcos Jr imitating his dictator father again and bringing back martial law?” asked Rep. France Castro of the ACT Teachers Partylist. She said it is best for Marcos to withdraw the order that attempts to deodorize his family’s name.

“Instead of doing gimmicks like this, the Marcos administration should have allocated more time to think and act, how to solve the problems of the people such as raising wages, lowering the price of goods, helping the drivers and operators to preserve their jobs, and creating quality and regular jobs in the country,” she said.

Pamalakaya condemned state agents today, June 11, for harassing Ka Romy Antazo, retired fisherfolk and the group’s former secretary general. Antazo, 80 years old, was at the forefront of the fisherfolk’s campaign for the conservation of Laguna de Bay against destructive state projects.

“[He] has been repeatedly approached by state agents and offered…livelihood…in exchange for his “cooperation,” the group said. By ‘cooperation’, the group assumes that the state is seeking Antazo’s “surrender” to present him as a “rebel returnee” despite being a civilian, and thus, has nothing to do with the armed movement. Once he agrees to the plot, the state would use him to red-tag progressive organizations. Ka Romy repeatedly rejected these offers.

Incidents of harassment documented by Pamalakaya include being approached by a certain “Dexter” pretending to be a former “rebel” in 2022 and a series of phone calls in 2023. Ka Romy repeatedly refused the livelihood offers and insisted that he will not “surrender” because his fight for the welfare and rights of small fishers is legitimate. The state agents kept harassing him and in April, they “visited” him again at his residence in Brgy. Ticulio, Cardona, Rizal.

In May, four men who identified themselves as police took him from his house and brought him to the municipal hall to again “offer” him a living. For the fourth time, Antazo rejected the offer. He was later released but only after he was photographed in front of a table with a rifle on top, together with some police personnel. Antazo feared that these photos will be used to present him as a “rebel returnee” similar to many cases of forced surrender of civilians.

“We are extremely alarmed over these incidents, as these could subject Antazo to further and worse kinds of attacks because of his firm stand against the authorities’ demands,” Pamalakaya said. The group is aware that this is part of the Marcos regime’s counter-insurgency campaign, which flagrantly violates the rights to free expression and association.

Karapatan-Cagayan Valley condemned the ongoing harassment of two indigenous leaders and their families. In recent weeks, state forces “visited” Mafel Macalanda and Lina Ladino at their homes, threatening them with arrest. Macalanda is the regional coordinator of the alliance of indigenous people’s organizations in Cagayan Valley, Punganay. Ladino, on the other hand, is a indigenous leader of farmers from Sto. Niño, Cagayan.

In the first week of June, two members of the Criminal Investigation and Detection Group “visited” Macalanda in his house in Baguio City. CIDG personnel informed her that a case has been filed against her for her alleged involvement in the armed revolutionary movement. “The incident caused grave concern to her family members,” Karapatan-Cagayan Valley said.

In addition, the group also reported that the CIDG threatened to arrest Macalanda’s two colleagues, Agnes Mesina, Makabayan Coalition regional coordinator and James Paredes, Kabataan Party-list-Cagayan Valley official.

In February 2022, state forces has arrested Mesina in Appari, Cagayan. She was then participating in a community outreach and fact-finding mission. An arrest warrant for murder that was dismissed by a court in Tagum, Davao del Norte as early as July 2021 was used against her. She was released at that time.

Meanwhile, three 5th ID intelligence agents insisted on talking to Ladino. They Red-tagged Ladino and tried to bribe her to “cooperate.” On her way home to her village, she noticed being tailed by a policeman. The 5th ID commanders have been forcing Lina to “surrender” since February 2020.

“The police and military talking to the family members of the activist-indigenous leaders to suppress and force them to surrender is a violation of the right to expression and organization,” Karapatan-Cagayan Valley said.

Pentagon ran secret anti-vax campaign to undermine China during pandemic

The US military launched a clandestine program amid the COVID crisis to discredit China’s Sinovac inoculation – payback for Beijing’s efforts to blame Washington for the pandemic. One target: the Filipino public. Health experts say the gambit was indefensible and put innocent lives at risk.

WASHINGTON, USA – At the height of the COVID-19 pandemic, the US military launched a secret campaign to counter what it perceived as China’s growing influence in the Philippines, a nation hit especially hard by the deadly virus.

The clandestine operation has not been previously reported. It aimed to sow doubt about the safety and efficacy of vaccines and other life-saving aid that was being supplied by China, a Reuters investigation found. Through phony internet accounts meant to impersonate Filipinos, the military’s propaganda efforts morphed into an anti-vax campaign. Social media posts decried the quality of face masks, test kits and the first vaccine that would become available in the Philippines – China’s Sinovac inoculation.


Reuters identified at least 300 accounts on X, formerly Twitter, that matched descriptions shared by former US military officials familiar with the Philippines operation. Almost all were created in the summer of 2020 and centered on the slogan #Chinaangvirus – Tagalog for China is the virus.

“COVID came from China and the VACCINE also came from China, don’t trust China!” one typical tweet from July 2020 read in Tagalog. The words were next to a photo of a syringe beside a Chinese flag and a soaring chart of infections. Another post read: “From China – PPE, Face Mask, Vaccine: FAKE. But the Coronavirus is real.”

After Reuters asked X about the accounts, the social media company removed the profiles, determining they were part of a coordinated bot campaign based on activity patterns and internal data.

The US military’s anti-vax effort began in the spring of 2020 and expanded beyond Southeast Asia before it was terminated in mid-2021, Reuters determined. Tailoring the propaganda campaign to local audiences across Central Asia and the Middle East, the Pentagon used a combination of fake social media accounts on multiple platforms to spread fear of China’s vaccines among Muslims at a time when the virus was killing tens of thousands of people each day. A key part of the strategy: amplify the disputed contention that, because vaccines sometimes contain pork gelatin, China’s shots could be considered forbidden under Islamic law.

The military program started under former President Donald Trump and continued months into Joe Biden’s presidency, Reuters found – even after alarmed social media executives warned the new administration that the Pentagon had been trafficking in COVID misinformation. The Biden White House issued an edict in spring 2021 banning the anti-vax effort, which also disparaged vaccines produced by other rivals, and the Pentagon initiated an internal review, Reuters found.

The US military is prohibited from targeting Americans with propaganda, and Reuters found no evidence the Pentagon’s influence operation did so.

Spokespeople for Trump and Biden did not respond to requests for comment about the clandestine program.

A senior Defense Department official acknowledged the U.S. military engaged in secret propaganda to disparage China’s vaccine in the developing world, but the official declined to provide details.

A Pentagon spokeswoman said the US military “uses a variety of platforms, including social media, to counter those malign influence attacks aimed at the US, allies, and partners.” She also noted that China had started a “disinformation campaign to falsely blame the United States for the spread of COVID-19.”

In an email, the Chinese Ministry of Foreign Affairs said that it has long maintained the US government manipulates social media and spreads misinformation.

Manila’s embassy in Washington did not respond to Reuters inquiries, including whether it had been aware of the Pentagon operation. A spokesperson for the Philippines Department of Health, however, said the “findings by Reuters deserve to be investigated and heard by the appropriate authorities of the involved countries.” Some aide workers in the Philippines, when told of the US military propaganda effort by Reuters, expressed outrage.

Briefed on the Pentagon’s secret anti-vax campaign by Reuters, some American public health experts also condemned the program, saying it put civilians in jeopardy for potential geopolitical gain. An operation meant to win hearts and minds endangered lives, they said.

“I don’t think it’s defensible,” said Daniel Lucey, an infectious disease specialist at Dartmouth’s Geisel School of Medicine. “I’m extremely dismayed, disappointed and disillusioned to hear that the US government would do that,” said Lucey, a former military physician who assisted in the response to the 2001 anthrax attacks.

The effort to stoke fear about Chinese inoculations risked undermining overall public trust in government health initiatives, including US-made vaccines that became available later, Lucey and others said. Although the Chinese vaccines were found to be less effective than the American-led shots by Pfizer and Moderna, all were approved by the World Health Organization. Sinovac did not respond to a Reuters request for comment.

Academic research published recently has shown that, when individuals develop skepticism toward a single vaccine, those doubts often lead to uncertainty about other inoculations. Lucey and other health experts say they saw such a scenario play out in Pakistan, where the Central Intelligence Agency used a fake hepatitis vaccination program in Abbottabad as cover to hunt for Osama bin Laden, the terrorist mastermind behind the attacks of September 11, 2001. Discovery of the ruse led to a backlash against an unrelated polio vaccination campaign, including attacks on healthcare workers, contributing to the reemergence of the deadly disease in the country.

“It should have been in our interest to get as much vaccine in people’s arms as possible,” said Greg Treverton, former chairman of the US National Intelligence Council, which coordinates the analysis and strategy of Washington’s many spy agencies. What the Pentagon did, Treverton said, “crosses a line.”
‘We were desperate’

Together, the phony accounts used by the military had tens of thousands of followers during the program. Reuters could not determine how widely the anti-vax material and other Pentagon-planted disinformation was viewed, or to what extent the posts may have caused COVID deaths by dissuading people from getting vaccinated.

In the wake of the US propaganda efforts, however, then-Philippine President Rodrigo Duterte had grown so dismayed by how few Filipinos were willing to be inoculated that he threatened to arrest people who refused vaccinations.

“You choose, vaccine or I will have you jailed,” a masked Duterte said in a televised address in June 2021. “There is a crisis in this country … I’m just exasperated by Filipinos not heeding the government.”

When he addressed the vaccination issue, the Philippines had among the worst inoculation rates in Southeast Asia. Only 2.1 million of its 114 million citizens were fully vaccinated – far short of the government’s target of 70 million. By the time Duterte spoke, COVID cases exceeded 1.3 million, and almost 24,000 Filipinos had died from the virus. The difficulty in vaccinating the population contributed to the worst death rate in the region.

A spokesperson for Duterte did not make the former president available for an interview.

Some Filipino healthcare professionals and former officials contacted by Reuters were shocked by the US anti-vax effort, which they say exploited an already vulnerable citizenry. Public concerns about a Dengue fever vaccine, rolled out in the Philippines in 2016, had led to broad skepticism toward inoculations overall, said Lulu Bravo, executive director of the Philippine Foundation for Vaccination. The Pentagon campaign preyed on those fears.

“Why did you do it when people were dying? We were desperate,” said Dr. Nina Castillo-Carandang, a former adviser to the World Health Organization and Philippines government during the pandemic. “We don’t have our own vaccine capacity,” she noted, and the US propaganda effort “contributed even more salt into the wound.”

The campaign also reinforced what one former health secretary called a longstanding suspicion of China, most recently because of aggressive behavior by Beijing in disputed areas of the South China Sea. Filipinos were unwilling to trust China’s Sinovac, which first became available in the country in March 2021, said Esperanza Cabral, who served as health secretary under President Gloria Macapagal Arroyo. Cabral said she had been unaware of the US military’s secret operation.

“I’m sure that there are lots of people who died from COVID who did not need to die from COVID,” she said.

To implement the anti-vax campaign, the Defense Department overrode strong objections from top US diplomats in Southeast Asia at the time, Reuters found. Sources involved in its planning and execution say the Pentagon, which ran the program through the military’s psychological operations center in Tampa, Florida, disregarded the collateral impact that such propaganda may have on innocent Filipinos.

“We weren’t looking at this from a public health perspective,” said a senior military officer involved in the program. “We were looking at how we could drag China through the mud.”
A new disinformation war

In uncovering the secret US military operation, Reuters interviewed more than two dozen current and former US officials, military contractors, social media analysts and academic researchers. Reporters also reviewed Facebook, X and Instagram posts, technical data and documents about a set of fake social media accounts used by the US military. Some were active for more than five years.

Clandestine psychological operations are among the government’s most highly sensitive programs. Knowledge of their existence is limited to a small group of people within US intelligence and military agencies. Such programs are treated with special caution because their exposure could damage foreign alliances or escalate conflict with rivals.

Over the last decade, some US national security officials have pushed for a return to the kind of aggressive clandestine propaganda operations against rivals that the United States’ wielded during the Cold War. Following the 2016 US presidential election, in which Russia used a combination of hacks and leaks to influence voters, the calls to fight back grew louder inside Washington.

In 2019, Trump authorized the Central Intelligence Agency to launch a clandestine campaign on Chinese social media aimed at turning public opinion in China against its government, Reuters reported in March. As part of that effort, a small group of operatives used bogus online identities to spread disparaging narratives about Xi Jinping’s government.

COVID-19 galvanized the drive to wage psychological operations against China. One former senior Pentagon leader described the pandemic as a “bolt of energy” that finally ignited the long delayed counteroffensive against China’s influence war.

The Pentagon’s anti-vax propaganda came in response to China’s own efforts to spread false information about the origins of COVID. The virus first emerged in China in late 2019. But in March 2020, Chinese government officials claimed without evidence that the virus may have been first brought to China by an American service member who participated in an international military sports competition in Wuhan the previous year. Chinese officials also suggested that the virus may have originated in a US Army research facility at Fort Detrick, Maryland. There’s no evidence for that assertion.

Mirroring Beijing’s public statements, Chinese intelligence operatives set up networks of fake social media accounts to promote the Fort Detrick conspiracy, according to a US Justice Department complaint.

China’s messaging got Washington’s attention. Trump subsequently coined the term “China virus” as a response to Beijing’s accusation that the US military exported COVID to Wuhan.

“That was false. And rather than having an argument, I said, ‘I have to call it where it came from,’” Trump said in a March 2020 news conference. “It did come from China.”

China’s Foreign Ministry said in an email that it opposed “actions to politicize the origins question and stigmatize China.” The ministry had no comment about the Justice Department’s complaint.

Beijing didn’t limit its global influence efforts to propaganda. It announced an ambitious COVID assistance program, which included sending masks, ventilators and its own vaccines – still being tested at the time – to struggling countries. In May 2020, Xi announced that the vaccine China was developing would be made available as a “global public good,” and would ensure “vaccine accessibility and affordability in developing countries.” Sinovac was the primary vaccine available in the Philippines for about a year until US-made vaccines became more widely available there in early 2022.

Washington’s plan, called Operation Warp Speed, was different. It favored inoculating Americans first, and it placed no restrictions on what pharmaceutical companies could charge developing countries for the remaining vaccines not used by the United States. The deal allowed the companies to “play hardball” with developing countries, forcing them to accept high prices, said Lawrence Gostin, a professor of medicine at Georgetown University who has worked with the World Health Organization.

The deal “sucked most of the supply out of the global market,” Gostin said. “The United States took a very determined America First approach.”

To Washington’s alarm, China’s offers of assistance were tilting the geopolitical playing field across the developing world, including in the Philippines, where the government faced upwards of 100,000 infections in the early months of the pandemic.

The US relationship with Manila had grown tense after the 2016 election of the bombastic Duterte. A staunch critic of the United States, he had threatened to cancel a key pact that allows the US military to maintain legal jurisdiction over American troops stationed in the country.

Duterte said in a July 2020 speech he had made “a plea” to Xi that the Philippines be at the front of the line as China rolled out vaccines. He vowed in the same speech that the Philippines would no longer challenge Beijing’s aggressive expansion in the South China Sea, upending a key security understanding Manila had long held with Washington.

“China is claiming it. We are claiming it. China has the arms, we do not have it.” Duterte said. “So, it is simple as that.”

Days later, China’s foreign minister announced Beijing would grant Duterte’s plea for priority access to the vaccine, as part of a “new highlight in bilateral relations.”

China’s growing influence fueled efforts by US military leaders to launch the secret propaganda operation Reuters uncovered.

“We didn’t do a good job sharing vaccines with partners,” a senior US military officer directly involved in the campaign in Southeast Asia told Reuters. “So what was left to us was to throw shade on China’s.”
Military trumped diplomats

US military leaders feared that China’s COVID diplomacy and propaganda could draw other Southeast Asian countries, such as Cambodia and Malaysia, closer to Beijing, furthering its regional ambitions.

A senior US military commander responsible for Southeast Asia, Special Operations Command Pacific General Jonathan Braga, pressed his bosses in Washington to fight back in the so-called information space, according to three former Pentagon officials.

The commander initially wanted to punch back at Beijing in Southeast Asia. The goal: to ensure the region understood the origin of COVID while promoting skepticism toward what were then still-untested vaccines offered by a country that they said had lied continually since the start of the pandemic.

A spokesperson for Special Operations Command declined to comment.

At least six senior State Department officials responsible for the region objected to this approach. A health crisis was the wrong time to instill fear or anger through a psychological operation, or psyop, they argued during Zoom calls with the Pentagon.

“We’re stooping lower than the Chinese and we should not be doing that,” said a former senior State Department official for the region who fought against the military operation.

While the Pentagon saw Washington’s rapidly diminishing influence in the Philippines as a call to action, the withering partnership led American diplomats to plead for caution.

“The relationship is hanging from a thread,” another former senior US diplomat recounted. “Is this the moment you want to do a psyop in the Philippines? Is it worth the risk?”

In the past, such opposition from the State Department might have proved fatal to the program. Previously in peacetime, the Pentagon needed approval of embassy officials before conducting psychological operations in a country, often hamstringing commanders seeking to quickly respond to Beijing’s messaging, three former Pentagon officials told Reuters.

But in 2019, before COVID surfaced in full force, then-Secretary of Defense Mark Esper signed a secret order that later paved the way for the launch of the U.S. military propaganda campaign. The order elevated the Pentagon’s competition with China and Russia to the priority of active combat, enabling commanders to sidestep the State Department when conducting psyops against those adversaries. The Pentagon spending bill passed by Congress that year also explicitly authorized the military to conduct clandestine influence operations against other countries, even “outside of areas of active hostilities.”

Esper, through a spokesperson, declined to comment. A State Department spokesperson referred questions to the Pentagon.

US propaganda machine

In spring 2020, special-ops commander Braga turned to a cadre of psychological-warfare soldiers and contractors in Tampa to counter Beijing’s COVID efforts. Colleagues say Braga was a longtime advocate of increasing the use of propaganda operations in global competition. In trailers and squat buildings at a facility on Tampa’s MacDill Air Force Base, US military personnel and contractors would use anonymous accounts on X, Facebook and other social media to spread what became an anti-vax message. The facility remains the Pentagon’s clandestine propaganda factory.

Psychological warfare has played a role in US military operations for more than a hundred years, although it has changed in style and substance over time. So-called psyopers were best known following World War II for their supporting role in combat missions across Vietnam, Korea and Kuwait, often dropping leaflets to confuse the enemy or encourage their surrender.

After the al Qaeda attacks of 2001, the United States was fighting a borderless, shadowy enemy, and the Pentagon began to wage a more ambitious kind of psychological combat previously associated only with the CIA. The Pentagon set up front news outlets, paid off prominent local figures, and sometimes funded television soap operas in order to turn local populations against militant groups or Iranian-backed militias, former national security officials told Reuters.

Unlike earlier psyop missions, which sought specific tactical advantage on the battlefield, the post-9/11 operations hoped to create broader change in public opinion across entire regions.

By 2010, the military began using social media tools, leveraging phony accounts to spread messages of sympathetic local voices – themselves often secretly paid by the United States government. As time passed, a growing web of military and intelligence contractors built online news websites to pump US-approved narratives into foreign countries. Today, the military employs a sprawling ecosystem of social media influencers, front groups and covertly placed digital advertisements to influence overseas audiences, according to current and former military officials.

China’s efforts to gain geopolitical clout from the pandemic gave Braga justification to launch the propaganda campaign that Reuters uncovered, sources said.

Pork in the vaccine?

By summer 2020, the military’s propaganda campaign moved into new territory and darker messaging, ultimately drawing the attention of social media executives.

In regions beyond Southeast Asia, senior officers in the US Central Command, which oversees military operations across the Middle East and Central Asia, launched their own version of the COVID psyop, three former military officials told Reuters.

Although the Chinese vaccines were still months from release, controversy roiled the Muslim world over whether the vaccines contained pork gelatin and could be considered “haram,” or forbidden under Islamic law. Sinovac has said that the vaccine was “manufactured free of porcine materials.” Many Islamic religious authorities maintained that even if the vaccines did contain pork gelatin, they were still permissible since the treatments were being used to save human life.

The Pentagon campaign sought to intensify fears about injecting a pig derivative. As part of an internal investigation at X, the social media company used IP addresses and browser data to identify more than 150 phony accounts that were operated from Tampa by US Central Command and its contractors, according to an internal X document reviewed by Reuters.

“Can you trust China, which tries to hide that its vaccine contains pork gelatin and distributes it in Central Asia and other Muslim countries where many people consider such a drug haram?” read an April 2021 tweet sent from a military-controlled account identified by X.

The Pentagon also covertly spread its messages on Facebook and Instagram, alarming executives at parent company Meta who had long been tracking the military accounts, according to former military officials.

One military-created meme targeting Central Asia showed a pig made out of syringes, according to two people who viewed the image. Reuters found similar posts that traced back to US Central Command. One shows a Chinese flag as a curtain separating Muslim women in hijabs and pigs stuck with vaccine syringes. In the center is a man with syringes; on his back is the word “China.” It targeted Central Asia, including Kazakhstan, Kyrgyzstan and Uzbekistan, a country that distributed tens of millions of doses of China’s vaccines and participated in human trials. Translated into English, the X post reads: “China distributes a vaccine made of pork gelatin.”

Facebook executives had first approached the Pentagon in the summer of 2020, warning the military that Facebook workers had easily identified the military’s phony accounts, according to three former US officials and another person familiar with the matter. The government, Facebook argued, was violating Facebook’s policies by operating the bogus accounts and by spreading COVID misinformation.

The military argued that many of its fake accounts were being used for counterterrorism and asked Facebook not to take down the content, according to two people familiar with the exchange. The Pentagon pledged to stop spreading COVID-related propaganda, and some of the accounts continued to remain active on Facebook.

Nonetheless, the anti-vax campaign continued into 2021 as Biden took office.

Angered that military officials had ignored their warning, Facebook officials arranged a Zoom meeting with Biden’s new National Security Council shortly after the inauguration, Reuters learned. The discussion quickly became tense.

“It was terrible,” said a senior administration official describing the reaction after learning of the campaign’s pig-related posts. “I was shocked. The administration was pro-vaccine and our concern was this could affect vaccine hesitancy, especially in developing countries.”

By spring 2021, the National Security Council ordered the military to stop all anti-vaccine messaging. “We were told we needed to be pro-vaccine, pro all vaccines,” said a former senior military officer who helped oversee the program. Even so, Reuters found some anti-vax posts that continued through April and other deceptive COVID-related messaging that extended into that summer. Reuters could not determine why the campaign didn’t end immediately with the NSC’s order. In response to questions from Reuters, the NSC declined to comment.

The senior Defense Department official said that those complaints led to an internal review in late 2021, which uncovered the anti-vaccine operation. The probe also turned up other social and political messaging that was “many, many leagues away” from any acceptable military objective. The official would not elaborate.

The review intensified the following year, the official said, after a group of academic researchers at Stanford University flagged some of the same accounts as pro-Western bots in a public report. The high-level Pentagon review was first reported by the Washington Post, which also reported that the military used fake social media accounts to counter China’s message that COVID came from the United States. But the Post report did not reveal that the program evolved into the anti-vax propaganda campaign uncovered by Reuters.

The senior defense official said the Pentagon has rescinded parts of Esper’s 2019 order that allowed military commanders to bypass the approval of US ambassadors when waging psychological operations. The rules now mandate that military commanders work closely with US diplomats in the country where they seek to have an impact. The policy also restricts psychological operations aimed at “broad population messaging,” such as those used to promote vaccine hesitancy during COVID.

The Pentagon’s audit concluded that the military’s primary contractor handling the campaign, General Dynamics IT, had employed sloppy tradecraft, taking inadequate steps to hide the origin of the fake accounts, said a person with direct knowledge of the review. The review also found that military leaders didn’t maintain enough control over its psyop contractors, the person said.

A spokesperson for General Dynamics IT declined to comment.

Nevertheless, the Pentagon’s clandestine propaganda efforts are set to continue. In an unclassified strategy document last year, top Pentagon generals wrote that the U.S. military could undermine adversaries such as China and Russia using “disinformation spread across social media, false narratives disguised as news, and similar subversive activities [to] weaken societal trust by undermining the foundations of government.”

And in February, the contractor that worked on the anti-vax campaign – General Dynamics IT – won a $493 million contract. Its mission: to continue providing clandestine influence services for the military.

PRO XI director second Davao police officer relieved within two months

BRIGADIER General Aligre Martinez barely warmed up his seat when he was relieved as the Police Regional Director XI director effective June 14, 2024, spokesperson Major Catherine Dela Rey confirmed.

He assumed the post on April 26, 2024, after BGen. Alden Delvo retired. A turnover ceremony is set to be announced later.

His relief came on the heels of the 35 Davao City Police Office personnel, including chief Col. Richard Bad-ang, who were sacked on May 25, 2024, while the Regional Internal Affairs Service investigates the seven individuals killed in various anti-drug operations.

While the official reason for the administrative relief remains unclear, the move comes just days after the controversial June 10 raid on the Kingdom of Jesus Christ (KOJC) compound.


Martinez will be reassigned to the Directorate for Personnel and Records Management at PNP headquarters in Camp Crame. He will be replaced by Brig Gen Nicolas Deloso Torre III, whose last assignment was with the PNP Communications and Electronic Service.

Additionally, nine CIDG pe
rsonnel, including one officer, two SAF personnel, and one DCPO officer, have also been relieved.

This change, effective June 13, 2024, was detailed in Special Order No. NHQ-SO-URA-2024-5340, issued by the Philippine National Police (PNP).

The order specifies the immediate reassignment of the personnel from the Davao region to Calabarzon region.

QUEZON CITY – The United States government, through the U.S. Agency for International Development (USAID), joined the Department of Education (DepEd) on Thursday, June 13, for the Alternative Learning System (ALS) Summit held at SEAMEO INNOTECH.

The ALS Summit, conducted from June 13-14 with the theme of “Preparing the Filipino Learners for Lifelong Learning,” celebrated the innovations and best practices of DepEd and its partners for the development of a strong, inclusive, and resilient learning ecosystem for marginalized out-of-school youth (OSY) and adults.

Through the Opportunity 2.0 (O2) program, which is administered by the Education Development Center, USAID supports DepEd’s Bureau of Alternative Education (BAE) in strengthening national and local systems that provide basic education and lifelong learning opportunities for OSY and adults as prescribed in the ALS 2.0 strategic roadmap.


DepEd’s Undersecretary for Curriculum and Instruction (Usec.) Gina Gonong opened the summit by providing background information on the establishment of the BAE and outlining a roadmap for ALS development. She explained that the event highlights the accomplishments and milestones of DepEd’s implementation of ALS in compliance with Republic Act 11510, or the Alternative Learning System Act, and emphasized that “[DepEd] also wants to identify areas for further reform so that we can further strengthen the implementation of the alternative learning system.”

Usec. Gonong added, “DepEd commits to sustaining ALS as a credible parallel form of basic education and a provider of lifelong learning opportunities for out-of-school children, youth, and adults.”

Acting Mission Director of USAID Philippines and Mongolia, Rebekah Eubanks, delivered a message of support to DepEd and the more than 185 in-person summit participants.

“As a parallel learning system for out-of-school children, youth, and adult learners, ALS provides an important pathway for students to either return to formal education or get their equivalency, both of which can lead to more opportunities to improve their lives through higher education or better quality jobs,” said Eubanks.
Senator Sherwin Gatchalian, Chairperson on Basic Education, Arts, and Culture, spoke about what is needed to fulfill the tenets of the ALS Act.

“The point of the matter here is, we need partners, the local government units, private sector partners, even international partners to increase access,” he said.

“I will not give you false hope that we can give the 160 billion pesos right away in order to fully implement the law, but what we need now is to increase partnership by coming up with standards and accreditation. That’s why fully implementing the law is a very important activity,” the senator stressed.

In his message of support, Congressman and House Committee Chairperson on Basic Education and Culture, Roman T. Romulo, spoke on the creation of RA 11510 and the developments that have happened since.

“ALS should be focused on returning to the mainstream our learners who, because of no fault of their own, had to leave schooling, formal schooling,” Congressman Romulo said while adding that “what is important is that we focus on functional literacy. Reading and reading comprehension. And under the law, I think that was made clear.”

Aligned with DepEd’s MATATAG curriculum, O2 worked closely with the BAE to co-develop the Self-Directed ALS Life Skills Modules for learners, including several interactive audio instruction episodes, and to design a Professional Development Course for ALS Teachers. Additionally, O2 also facilitated the development of the ALS 2.0 Monitoring and Evaluation (M&E) System Operations Handbook, which offers guidance to BAE staff and ALS supervisors and teachers to efficiently manage and implement the ALS program through more streamlined and effective monitoring and evaluation systems.

Through the Opportunity 2.0 Program, USAID will continue to support existing education systems that serve and support lifelong learning opportunities for Filipino OSY and adults.

KORONADAL CITY, South Cotabato (PIA) — Twenty-seven former rebels or friends rescued (FR) thanked the provincial government and other national government agencies for their effort to reintegrate them into society.

The former rebels, now known as the new peace advocates, hailed the government for the numerous benefits they have received and thanked it for its support.


In a testimony, peace advocate, alias Freddie, shared his experience as a former member of the CPP-NPA-NDF, expressing gratitude to the government for giving them another opportunity to start a new life.

“Kini ang example nga andam jud diay nga dawaton ta sang aton ginikanan, gin-away ta ang gobyerno pero bisan pa gin-away ta gobyerno, nakig-away ta gobyerno pero karon, ginpamatud-an na andam gihapon ta bag-ohon sang gobyerno,” he pointed out.

(This is an example of how the government is looking after our welfare. We fight against the government, but despite that, it has given us another opportunity to return to our community, be productive citizens again, and have a better life with our respective families.)

He also urged his former comrades to surrender, as well as his fellow FRs to help themselves fully embrace change.

The provincial government of South Cotabato recently held a completion ceremony for the 27 FRs, during which they received their certificates from the various programs they had enrolled in and successfully completed.

The FRs underwent a 45-day reintegration program in the South Cotabato provincial government halfway house facility while they were evaluated for further assistance under the Enhanced Comprehensive Local Integration Program (ECLIP).

The 45-day reintegration program, according to Provincial Social Welfare and Development Officer and ECLIP Head Secretariat Sonia Bautista, aims to equip FRs with basic education through the Department of Education’s Alternative Learning System (ALS).


In addition to education, the Technical Education and Skills Development Authority (TESDA) provided them with technical skills in carpentry and agriculture, ensuring that their learning aligns with the demands of the local job market.

Bautista emphasized that the skills acquired by the former rebels “should be relevant and in demand to ensure their smooth transition from conflict to community life.”

Acknowledging that most of the FRs were undocumented, Philippine Health Insurance (PhilHealth) initiated the registration of the former rebels with its system, giving them PhilHealth cards during the graduation ceremony.

Meanwhile, the Department of Social Welfare and Development (DSWD), in collaboration with the provincial government, also distributed financial assistance amounting to P25,000 to each of the FR as they embarked on a fresh start.

The Department of the Interior and Local Government (DILG), Philippine National Police (PNP), and Armed Forces of the Philippines (AFP) also committed to continuously supporting the implementation of the program for the former rebels.

Bautista then expressed her gratitude to the convergence efforts of various government institutions, especially for extending their full support to successfully implement the ECLIP, and urged partner agencies to continuously offer their support to improve the implementation of the program not just in South Cotabato but in the entire region.

ECLIP, the flagship program of the Philippine government, supports former rebels who have decided to abandon armed struggle in favor of a peaceful and quiet life under the government’s legitimate leadership.

The program aims to address the root causes by providing comprehensive assistance to the FRs, including livelihood training and educational opportunities, to help promote lasting peace and development in conflict-affected areas.

In another message, former rebel alias Jack shared his excitement about securing decent jobs, contributing to their communities, and leading a life free from violence and conflict after graduation.

“Ang hinabang sa gobyerno pang gawas lang, pero dapat inyo kag ako nga kaugalingon ang magbag-o kini, bisan pa unsaon ka tabang sang gobyerno sa atong 27 kabuok og sa uban pa nga mag-abot kung atong kaugalingon wala nato gintabangan wala gihapon. Dako nga pagpasalamat nako sa gobyerno sa kani nga programa, unta maka huna huna pud ang naa sa babaw na tama na kas, balik na ta sa gobyerno,” he said.

(The government’s assistance is only temporary, and it is up to you and me to drive change. No matter how much the government helps us all—27 of us and others who will come after us—if we don’t help ourselves, nothing will change. I am very grateful to the government for this program, and I hope those still on the mountain can also think that enough is enough and be able to return to the fold of government.)

CALAMBA CITY (PIA) – The 80th Infantry “Steadfast” Battalion of the Philippine Army shed light on allegations of “red-tagging” recently raised by partylist groups in relation to the pamphlets being distributed to some senior high school students in Taytay, Rizal.

According to Lt. Col. Antony U. Ruby, Commanding Officer of the 80th IB, the pamphlets distributed to students do not contain any misinformation depicting activists as terrorists.

Ruby explained: “Not a single person or organization is named in the pamphlets that we have distributed. What we are showing and explaining through these pamphlets is the modus operandi often used by the Communist Party of the Philippines. This is to equip students on how to recognize and spot red flag indicator if they are being recruited.”


He also stated that the said distribution of Information, Education and Campaign (IEC) materials was part of their implementation of Community Information Awareness and Approach Program (CIAAP), in collaboration with the Department of Education (DepEd) Rizal, National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), and Hands Off Our Children Movement Inc.

The program aims to educate, raise awareness and provide accurate information to the public, particularly the youth about the recruitment tactics of Communist Terrorist Groups (CTG) in the country and show to students the potential dangers of joining such groups.

Ruby added: “The pamphlet only lists indicators to determine if someone is being recruited by the Communist Party of the Philippines. We did not red tag anyone, and we will not do that because we comply with the laws and regulations, there is no truth to those allegations.”

The Commanding Officer also reiterated that the implementation of CIAAP is supported by the Provincial Peace and Order Council of Rizal through the Provincial Resolution No. 3 Series of 2023.

“The implementation of our program is supported by the Provincial Peace and Order Council of Rizal, as they believe that it is important for the people of Rizal, especially the vulnerable sectors such as the youth, fishermen, and other groups to be aware of the communist threat,” Ruby stated.

Meanwhile, in an official statement, NTF-ELCAC categorically denies accusations of “red-tagging” as the conduct of CIAAP only focused on New People’s Army (NPA) recruitment and did not target any organization.

“These seminars provided factual information that allows the youth to make informed decisions affecting their lives. CALAMBA CITY, Laguna (PIA) — The 2nd Civil-Military Operations Regiment Battalion (CMOR) of the Philippine Army has intensified efforts to counter the propaganda of communist terrorist groups (CTGs) through enhanced community information and awareness campaigns.

In an interview with the Philippine Information Agency’s radio program Usapang PIA, 2CMO commander Lt. Col. Rolando Acido emphasized the importance of community information awareness in preventing youth recruitment by communist terrorist groups and bolstering support for the government’s initiatives to curb insurgency.


“We (CMOR) have been giving the knowledge to young people, because as youth they are very inquisitive, but there are other groups that because we are very eager, very inquisitive, our youthful efforts want to be poisoned for their own sake, their own interests,” he said.

2CMO goes to different secondary schools in Laguna to provide lectures regarding the critical role of information and education in countering insurgency and highlighting the Philippine Army’s commitment to safeguarding the youth and promoting peace and order in the country.

Afterwards, students were given a chance to interact with the troops, allowing them to seek clarifications and a deeper understanding of the issues discussed.

Recently, with the support of the local government of Los Baños and Senior Division Heads, visited a senior high school campus in the town to deliver lectures as part of their community information awareness campaign.

One of the student participants remarked that the event significantly helped them learn more about the Philippine Army and its efforts to protect and serve the community and bridge the gap between the military and the civilian population, particularly the youth, by providing education, fostering engagement, and encouraging active participation in community and national security efforts.

“The event helped me to know what the Philippine Army is, and that we shouldn’t be afraid of them because they are protecting us from the terrorist groups that might poison our minds. In that way, we know how to seek help from them in case such things will happen” the student-participant said.

In addition, Acido encourages parents to actively participate in community information awareness campaigns as their roles are crucial in preventing insurgent groups’ recruitment of their children.

He said: “I am also calling on my fellow parents to monitor the activities of our children, it is our role and responsibility as a parent to be fulfilled, there is no reason for us to be far from our family or we are busy with their work, we deny our attention to our children.”

Aside from the youth empowerment forum in the academe, 2CMO organizes a youth leadership summit designed to further empower youth leaders by equipping them with the skills and knowledge necessary to become proactive members of their communities, resist insurgent influences, and promote broad community engagement.

Asido then assured that their troops are always open to discussing matters and helping people with their needs, emphasizing that they must protect and serve the community.

“We are happy and we are open 24/7, Monday to Sunday, whoever wants to talk to us, contact us, let’s go to the right agency of our government as we can see that our leaders are very active in various government agencies, they are ready to respond to the needs of our countrymen to raise their socio and economic level,” he stated.
