TACLOBAN, Philippines – The Army has sent more soldiers and firepower to Samar to enhance the military’s capabilities to fight the New People’s Army (NPA) in Eastern Visayas.

Army Captain Jefferson Mariano, public affairs chief of the 8th Infantry Division, said the additional forces and firepower came from the artillery regiment of the Philippine Army.

Mariano said on Wednesday, June 6, that the additional troops have been sent from the Negros provinces and have been stationed in the Eastern Visayas region since May 31, serving under the Joint Task Force Storm and the 8th ID.

He said the group would operate directly under the Army’s 803rd Infantry Brigade, the primary military unit fighting an NPA rebel group in Northern Samar.


“The deployment will bolster the existing firepower capabilities towards the total eradication of the Eastern Visayas Regional Party Committee of the Communist Party of the Philippines-New People’s Army,” Mariano said.

Major General Camilo Ligayo, 8th ID commander, said the deployment was part of efforts to sustain the government’s campaign against communist rebels to achieve peace, stability, and socio-economic progress in the region.

“We are making significant progress against the insurgency,” Ligayo said, adding that the military was working harder to end the communist rebellion in Eastern Visayas.

In March, authorities announced that government forces had dismantled two NPA units operating in Leyte, Biliran, Southern Leyte, Samar, and Eastern Samar.

ROXAS City – Two communist terrorist group (CTG) members and a supporter have surrendered to police authorities in Capiz Province on separate occasions in May.

They were part of the 10 CTGs who voluntarily surrendered to local police stations from January to May 28 this year to start a new and productive life.

Alias “Nono” from Dumarao town surrendered and withdrew his support with the rebels after realizing the CTG had misled him for a long time.


The 45-year-old CTG supporter disclosed that he gave relevant information on government troop movements to CTGs and acted as a courier of the rebel’s food supplies.

Further, he was a former member of Sangay Partido sa Lokalidad and Yunit Militia of CTG SPP East Komiteng Rehiyon-Panay from 1992 to 2017.

He surrendered after a series of negotiations conducted by the 2nd Capiz Provincial Mobile Force Company under Lieutenant Colonel Elmer S. Magbanua.

The Capiz Police Provincial Office has also recorded 13 CTG supporters who withdrew their support to the communists and nabbed a CTG member with a warrant of arrest from January to May 28.

In February this year, 16 former rebels (FRs) received financial assistance from the government through the Enhanced Comprehensive Local Integration Program (E-CLIP).

Five out of 16 FRs were former members of the New People’s Army, while the 11 were Militia ng Bayan or supporters of the NPA rebels.

BAGUIO CITY— Government troopers fought with New People's Army rebels on two occasions in Balbalan town, Kalinga on Friday morning.

The first skirmish between the Philippine Army’s 54th Infantry Battalion under the 503rd Infantry Brigade and rebels from the Kilusang Larangang Gerilya (KLG) codenamed “Baggas” occurred at around 6 a.m. in Barangay Balbalan Proper.

Four hours later, troopers from the Philippine Army’s 103rd Infantry Battalion clashed with rebels in barangay Maling, also in Balbalan.


Authorities have not reported any fatality from the twin armed encounters.

Philippine Army Major Rigor Pamittan, spokesperson of the Gamu, Isabela-based 5th Infantry Division said that the rebel group who fought soldiers on Friday morning were the same group who fought with soldiers in Sitio Danga, Barangay Balantoy, Balbalan on May 31, 2024 where a certain NPA rebel Gaio-idan Claver Bawit, alias “Ka Akma/Simple”, was wounded and left behind by his comrades.

Five days later, on Thursday, authorities found Bawit in pain under a huge boulder in Sitio Saleng, Barangay Balantoy, also in Balbalan, where he took refuge.

Pamittan said that soldiers brought Bawit to the hospital for his wounds.

Bawit has a warrant of arrest for attempted and frustrated murder.

TROOPS of the Army’s 10th Infantry Battalion (IB) have unearthed an arms cache of the New People’s Army (NPA) rebels in the province of Misamis Occidental, the military said Sunday, June 9, 2024.

Major General Gabriel Viray III, 1st Infantry Division commander, said the arms cache was unearthed on Saturday, June 8, in Sibucal village, Oroquieta City, Misamis Occidental.

Viray said the arms cache recovered by the 10IB troops contain one CZ858 rifle, one M-16 rifle, one AK47 rifle, five empty magazines of AK47, and other war material of the NPA.

The arms cache was recovered based on the revelation of alias Allan, a former NPA rebel and member of the dismantled Guerilla Front Sendong.

Alias Allan revealed that he and a certain Esik buried the arms ache in the area, according to Viray.

The Guerilla Front Sendong, the last active guerrilla front of the NPA’s Western Mindanao Regional Party Committee, was dismantled after the last two remaining members, identified as alias Hill and alias Apyot, voluntarily surrendered in January 2024.

A NEW People’s Army (NPA) rebel was killed in a clash with troops as the government continues its campaign to eradicate the remaining rebels in Mindanao, the military said Sunday, June 9, 2024.

The Army’s 6th Infantry Division said the clash happened around 4:30 a.m. Saturday, June 8, in Kiadsam village, Senator Ninoy Aquino, Sultan Kudarat.

Lieutenant Colonel Tristan Rey Vallescas, 7th Infantry Battalion commander, said they launched an offensive after receiving report from residents that a group of NPA rebels led by Eusibio Cranzo were extorting money from them in Kiadsan village, Senator Ninoy Aquino.


Vallescas said the firefight lasted for about four minutes, after which Cranzo and his followers fled towards Sitio Kiluding in Kiadsan village leaving behind the remains of his slain comrade.

Vallescas said they recovered from the possession of the slain NPA rebel as Garand rifle with ammunition.

“Patuloy pa nating inaalam ang pagkakakilanlan nitong nasawing komunistang terorista (We are still trying to find out the identity of this deceased communist terrorist),” he said.

TACLOBAN CITY — A soldier was killed in what authorities said was a shootout with alleged members of the New People’s Army (NPA) in San Jose de Buan town, Samar over the weekend.

The alleged encounter happened at about 7:30 p.m. on Sunday, June 9.


Corporal Marvin Calvintos was hit in his abdomen during the two-minute gunfight.

The soldiers were in the area as part of their security patrol.

San Jose de Buan is one of the towns in Samar where there are still sightings of the NPA.

The 8th Infantry Division, which is based in Catbalogan City, Samar, lauded Calvintos for the “ultimate sacrifice” amid the battle against the communist rebels.

GOVERNMENT security forces have discovered a lair of the New People’s Army (NPA) rebels in the hinterlands of South Cotabato, the military said Monday, June 10, 2024.

Lieutenant General William Gonzales, Western Mindanao Command Chief, said the lair was discovered on Saturday, June 8, in Sitio Demamis, Lacunon village, T’boli, South Cotabato.

Gonzales said the troops of the 5th Special Forces Battalion were conducting combat clearing operations when they chanced upon the lair at Sitio Demamis in Lacunon village.

He said the lair is believed to have been abandoned by the NPA rebels led by a certain Ka Macmac, who is the target of the recent series of operations conducted by the 1st Mechanized Brigade in the area.

Gonzales said the troops recovered at the lair assorted war materials, including one M16 rifle, one M16 magazine, one firing pin, one trigger mechanism, three cellular phones, two jungle hammocks, three ponchos, one bandolier, medical paraphernalia, and a binocular.

10 FRs receive financial aid

TEN former New People’s Army (NPA) rebels, now called Friends Rescued (FRs), have received some P650,000 in financial assistance from the government, through the Enhanced Comprehensive Local Integration Program (E-Clip), the military said Monday, June 10, 2024.

The 97th Infantry Battalion said the financial assistance was distributed during the meeting of the Regional Task Force to End Local Communist Armed Conflict (RTF-Elcac) on Friday, June 7, in Ipil, the capital town of Zamboanga Sibugay.

Each of the 10 FRs received P15,000 immediate assistance and P50,000 livelihood assistance or for a total of P650,000.


One of the FR recipients, known as a certain Dave, expressed her heartfelt gratitude to the government for the financial assistance as it marked an important turning point in their lives.

“We are grateful for the opportunities provided by the government through the Enhanced Comprehensive and Local Integration Program. We look forward to the future with hope and determination,” she said in a statement.

The 97IB said the grant of financial assistance is part of the government's effort to provide support and opportunities for FRs to start anew and lead productive lives through the E-Clip.

The 97IB said the government aims to provide necessary assistance to FRs who have chosen to return to the fold of the law and contribute to the peace and development of our communities.

Of the 10 FRs, eight of them are under the care of the 97IB and the remaining two of the 53IB.

“The 97IB are steadfast in its commitment to facilitating a smooth transition for the Friends Rescued, offering them a chance to reintegrate into society and lead productive lives. Through strategic programs and assistance designed to meet the unique needs of the FRs, the unit aims to foster a sense of belonging and empowerment of our Friends Rescued,” Lieutenant Colonel Jimmy Sanz said in a statement.

COTABATO CITY — Personnel of the Army’s 1003rd Infantry Brigade on Saturday seized 14 assault rifles in an operation in Barangay Lumintao, Quezon town in Bukidnon, first found by farmers in a hut, covered by empty rice sacks and dried banana leaves.

Major Gen. Allan Hambala, commander of the Army’s 10th Infantry Division, announced on Monday that the weapons cache, consisting of eight M16 rifles, an M653 rifle, two M14 rifles, and three AK-47 rifles, is now under the custody of the 1003rd Infantry Brigade.


Hambala said that the operation that led to the confiscation of the 14 firearms was carried out with the help of vigilant farmers in Barangay Lumintao, who reported to the office of Brig. Gen. Marion Angcao, commander of the 1003rd Infantry Brigade, what they discovered while they were collecting firewood in the area.

Barangay officials in Quezon told reporters that a group of New People's Army forcibly collecting monthly “revolutionary tax” from hapless farmers in hinterlands in their municipality owned the 14 assault rifles.

The group reportedly left their firearms in a makeshift shelter in a secluded area in Barangay Lumintao before proceeding to the town proper of Quezon early Saturday to buy food and other supplies that they needed.

BORONGAN CITY, Eastern Samar – For Daniel Belicario, his 62nd birthday is the most meaningful celebration after he reunited with four other family members who also joined the armed struggle in the forests of Samar Island as members of the New People’s Army (NPA).

The simple party happened just a month after he, his wife Iluminada, and son-in-law Ariel Gaspe surrendered to the government. He served as a political guide and combatant of the NPA operating within the boundaries of the Samar and Eastern Samar provinces for nearly four years.


Two of his children, Merian, 28, and John Carlo, 25, also yielded to authorities in September and October last year. The family resides in upland Osmeña village in General MacArthur, Eastern Samar.

Peaceful birthday

On June 10, the Philippine Army’s 78th Infantry Battalion served roasted pig, fried chicken, pasta, cake, and bread to celebrate the man’s birthday in a resort in Locso-on village here. Also in attendance are 22 other former rebels who belonged to his platoon.

“This is really a happy birthday for me now that I am living peacefully with my family. There’s nothing that bothers me now,” Daniel told the Philippine News Agency.

His decision to join the NPA as a full-time combatant in late 2020 was not well planned, although he admitted that he used to subscribe to communist ideology as a member of the Yunit Militia.

“My son-in-law and I joined other men in our community in a meeting about farming. When we heard that there were soldiers patrolling nearby, we were told to run to the mountains and leave our families for fear of getting caught in a crossfire,” Daniel recalled.

In the mountains, they were trained to embrace the NPA’s ideology and use firearms.

Worried about what happened to her husband, Iluminada also went to the mountains to find Daniel. They met in early 2021 with the help of some villagers who were supportive of the NPA.

“Because of my love for him, I stayed with him even if life in the mountains was very hard and dangerous. While there, I was indoctrinated by their commanders and eventually joined the NPA,” Iluminada said.

August 2021 firefight

An intense firefight between government forces and rebels in the forest of Dolores, Eastern Samar, on Aug. 16, 2021, was a turning point for Merian, one of the couple’s eight children.

That armed confrontation that killed at least 19 rebels hiding in a lair was considered one of the most successful operations of government forces against the communist terrorist group.

“I was sleepless for several nights because I thought that my parents were among the dead. I was really determined to find or learn about them. I was happy when a relative in Hinabangan, Samar, told me that they saw my parents and they’re still alive," Merian told PNA.

She then left her two small children under the care of her sister. She and her younger brother, John Carlo, traveled three hours to an upland village in Hinabangan town. An NPA supporter led them to the couple’s hiding place.

The siblings hiked for four hours until late at night, climbed the mountain, and crossed several rivers.

“Our plan was to check their condition and stay there for only two days, but NPA leaders told us not to leave since there were patrolling soldiers and it’s very risky to walk out of their hiding place. We believed them,” Merian added.

Like their mother, the NPA made all efforts to indoctrinate them until they were convinced to join the armed rebellion. John Carlo became a combatant, while Merlie served as the organization’s logistics officer.

Merlie found the opportunity to return home in September 2023 when asked to buy food supplies for combatants.

Fatigue and hunger prompted John Carlo to join other squad members to return home in October 2023.

Even if they’re in the same platoon, they don’t see their parents often since they belong to different squads. A squad has 10 to 15 members, while a platoon with 30 to 40 members has three squads.

Returning Home

Daniel recalled how hard life was in the mountains running from government forces.

He recalled that their longest sleep was three hours since they were always scared of patrolling government forces.

“Our common meals are root crops and fruit trees. We are lucky enough if we get the chance to eat rice once a week,” he said.

With a lack of support from the villagers, Daniel, Iluminada, and four other comrades planned to mine gold in the mountains of Eastern Samar for them to raise money to buy food.

"Our leaders supported the idea, unaware that it was our way to leave the organization," Daniel recalled.

For several days, the group mined PHP3,000 worth of gold. Instead of turning over the cash to NPA leaders, they used the money to start farming again.

They formally surrendered and turned over long firearms on May 24, 2024.

The major factor in their decision to surrender was the letters from their children pleading with them to return.

"I got letters from my children telling me of the benefits if we surrender. They also told us that the NPAs are lying about their claims that former rebels are being tortured and jailed by the Philippine Army," Iluminada told PNA.

Local Engagement

Sending messages to active NPA members is one of the initiatives under the Friends Rescued Engagement through Their Families (FReE Families) program.

The program optimizes the local government’s efforts to link and convince the remaining NPA members through the active participation of the rebels’ families to work for the peaceful surrender of their loved ones and take advantage of the benefits through the Enhanced Local Integration Program.

The family is among 22 former members of the NPA's Apoy Platoon who supported peace efforts in the southern towns of Samar and Eastern Samar by convincing 16 active rebels to return home.

“With the launch of Project Apoy, which stands for Advocating Programs that Promote Reconciliation and Optimizing Gains Yielding Peace, these individuals are set to become key allies in advocating for peace and reconciliation,” said Lt. Col. Joseph Bugaoan, commander of the Army's 78th Infantry Battalion.

The series of surrenders of these former NPA fighters resulted from the follow-through of the government-led local peace initiatives and the FReE Families program. Currently, only 16 members have remained in the platoon.

Brig. Gen. Noel A. Vestuir, commander of the Army's 802nd Infantry Brigade, said the 22 former NPA members would take an active role as peace advocates within their communities.


“These former NPAs were rescued from the deceptive ideology of the Communist Terrorist Movement and are living testaments to the transformative power of unity and reconciliation. Their journey from conflict to collaboration embodies the hope for a brighter, more peaceful future in Eastern Samar and the whole of the region,” Vestuir added.

It can be recalled that upon deployment of the 802nd Infantry Brigade in Samar Island on June 1, 2023, the brigade was able to reduce the manpower of Apoy Platoon from 47 to 27, and its firearms from 43 to 31 at the end of 2023. Seventeen of these personnel and nine firearms resulted from the FReE Families program.

In the first half of 2024, another 10 former NPAs heeded the call of their families to embrace peace, bringing six high-powered firearms with them.

BORONGAN CITY – In a story of redemption and reconciliation, alias Marta, a former member of the New People's Army (NPA), found her way back to her family after years of separation.



The reunion took place during the launching of Project Apoy (Advocating Programs that promote reconciliation and Optimizing gains Yielding to Peace) in Borongan City on Monday, June 10.

Marta, a 56-year-old mother of 11 from Borongan City, joined the NPA in 2000 and became a full-time member in 2019.

Reflecting on her time with the NPA, she expressed regret for the hardships they faced, including hunger and separation from their families.

"They told us to join the NPA not only for our children but for the people, but when we got there, we realized that we became the problem because we could not work in the mountains, instead, we kept asking for food from civilians, which added to their burden," she recalled.

The Apoy platoon, operating in Western and Eastern Samar, faced challenges that led Marta to question her decision to join the armed struggle.

"We were only eating fruits like anahaw to survive. We experienced hunger in the mountains. We would walk for eight days when we felt the soldiers closing in. I could not help but think of my children who were separated from us and those who were assigned in different areas. We were made to believe that we will be together once we joined the organization," she lamented.

The success of the Localized Peace Engagement (LPE) and the Friends Rescued through the Engagement of their Families (FReE Families) program facilitated Marta's surrender despite fears instilled by the NPA that she would be tortured and killed by soldiers when she surrenders.

Strategic initiatives by local government units in Samar and Eastern Samar, along with the efforts of the 802nd Infantry (Peerless) Brigade, significantly reduced the NPA's manpower and led to the surrender of firearms.

Project Apoy, an initiative aimed at promoting reconciliation and peace, brought former NPA members together to help facilitate the surrender of their comrades.

Brig. Gen. Noel Vestuir, 802nd Infantry Brigade commander, highlighted the role of former NPAs in encouraging their peers to lay down their arms and embrace peace.

"The former Apoy platoon members will kill the burning anger and fear of their remaining members for them to finally lay down their arms and surrender," Vestuir said.


Marta, the first in her family to surrender, played a crucial role in convincing her former comrades to abandon the NPA. Her efforts, along with the support of government programs, led to the surrender of several former NPAs and the reduction of the Apoy platoon's strength.

"I did my best to help my comrades surrender. Even Ka Margie, one of my squad mates, was rescued by the soldiers by having her ride a helicopter, because it would take days for her to go down," she said.

Marta and others who were deceived by the NPA's propaganda express gratitude for a second chance at life and warned against falling for the deceptive promises of the group.

"People should avoid being swayed by the NPA's deceptive promises. For the older ones like us, it was really hard because we could barely walk and we were hungry, which made us decide to end the pointless war."

The Sandiganbayan on May 24 convicted Misuari of graft over some P77 million worth of ghost projects when he headed the now-defunct Autonomous Region in Muslim Mindanao (ARMM).

The Sandiganbayan Third Division chaired by Presiding Justice Amparo Cabotaje-Tang found the 85-year-old former rebel leader guilty of two counts of violation of the Anti-Graft and Corrupt Practices Act. In 2017, the anti-graft court charged Misuari with three counts each of graft and of malversation for favoring two companies in the purchase of P115 million worth of nonexistent educational materials when he was ARMM governor in 2000 and 2001.


The anti-graft court found that the transaction, which foreshadowed the anomalous Pharmally deal over pandemic supplies, involved no bidding and the alleged falsification of documents to procure a “technology package” worth P31 million from MBJ Learning Tools and P46.2 million from CPR Publishing. Despite payments being made, no goods were delivered, resulting in “damage and prejudice to the government and the public interest.”

Armed defiance

The court said that the companies lacked business and income tax records, as well as a certification from the Securities and Exchange Commission.

Misuari and former Department of Education officials Leovigilda Cinches, Pangalian Maniri, Sittie Aisa Usman, and Aladdin Usi face a prison term of six to eight years each and perpetual disqualification from holding public office in the ruling that Misuari’s lawyer said they would appeal.

The graft conviction is a tragic but seemingly predictable conclusion to what was once seen as a heroic push for greater autonomy for Muslim Mindanao by an idealistic leader whose default mode, however, was armed defiance. In the 1960s, Misuari helped establish the Mindanao Independence Movement which sought reforms from the government through the MNLF. Failing to gain such concessions, he engaged in military conflict against the Marcos administration from 1972 to 1976. He later justified this as an armed response to the nonimplementation of the Tripoli Agreement originally signed by then President Ferdinand Marcos Sr., and later included in the peace agreement signed by former president Fidel Ramos. The agreement established the ARMM, where Misuari became governor in 1996.

Siege on Zamboanga City

But discontent over his mismanagement caused the MNLF to unravel, with supporters rallying behind new leaders. In November 2001, a faction of the MNLF loyal to Misuari attacked a Philippine Army headquarters in Jolo, Sulu, as a distraction to the ARMM elections scheduled later that month, which eventually replaced Misuari as governor. The hostilities caused hundreds of casualties, with the government filing rebellion charges against Misuari who then fled to Malaysia. Captured by the Royal Malaysia Police, he was extradited to the Philippines where he faced rebellion charges that were eventually dropped.

In 2013, angered by the Aquino administration’s planned peace deal with the rival Moro Islamic Liberation Front and the possible sidelining of the MNLF, forces supportive of Misuari laid siege on Zamboanga City resulting in the loss of at least 200 lives. With an arrest warrant for rebellion and crimes against humanity hanging over him, Misuari went into hiding.

In 2016, former president Rodrigo Duterte ordered the concerned agencies to suspend Misuari’s arrest warrant, supposedly so that the renegade leader could join his “campaign for peace” in Mindanao.

Machiavellian character

Duterte’s move early in his term may have been meant to co-opt Misuari and enlist the political support of what the former Moro leader believed was his remaining sizeable force. But even Duterte blinked and refused to welcome Abu Sayyaf into the fold as Misuari had suggested, rightly pointing out that the terrorist group had killed too many innocent civilians.

Such attempt to legitimize the group known to be kidnap for ransom brigands has revealed the former MNLF leader’s Machiavellian character, while his recent graft conviction suggests that mercenary motives have weakened his once robust claim to the leadership of a perennially marginalized group.

If anything, the Sandiganbayan’s ruling should lay to rest the romanticized notion of a once-aggrieved party scrabbling his way to the top to claim what was rightfully his, and ruling mainly to right wrongs. As seen in Misuari’s case, power presents opportunities that only the most sterling character can resist staunchly. Considered a wild card in the peace process, the former Muslim leader’s well-documented use of military might for personal glory and of his political position for material gain have shown that power erodes even well-meaning youthful ideals, omissions for which one must be held fully accountable.

The Philippine National Police (PNP) and the National Amnesty Commission (NAC) have signed a memorandum of agreement to ensure the security of individuals who are applying for the government's amnesty program.

“Aside from collaboration and coordination, the MOA aims to ensure the safety and security of individuals applying for amnesty [through] the issuance and recognition of the Provisional Safe Conduct Pass (PSCP) and the Safe Conduct Pass (SCP), which [are] effective until the President [acts] on the application for amnesty, and to enhance public awareness to contribute to long-term peace,'' NAC Chairperson Leah Tanodra-Armamento said in a press release.

The NAC said the deal focuses on the nurturing of a climate conducive to peace and reconciliation as well as the reintegration of members from the Rebolusyonaryong Partido ng Manggagawa ng Pilipinas/Revolutionary Proletarian Army/Alex Boncayao Brigade (RPMP-RPA- ABB), former members of the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF) and their front organizations, members of the Moro Islamic Liberation Front, and members of the Moro National Liberation Front (MNLF), into mainstream society.

Under the agreement, the police may assist the NAC in vetting the information of the applicants for amnesty at the local and/or national level pursuant to its powers and functions under Republic Act 6975, as amended by RA 8851.

The PNP will also acknowledge the safe conduct passes issued by the NAC so that the applicants will have peace of mind that they will not be arrested while their applications for amnesty are in process, unless they are intended to be arrested for the commission of acts that are not covered by the government's amnesty program.


PNP chief Police General Rommel Marbil underscored the need to reaffirm the commitment to the rule of law, human rights, and the pursuit of peace.

''Together, we aim to promote healing and reconciliation in our country, creating an environment where former adversaries can find common ground and build a better future for everyone,'' Marbil said.

In April, President Ferdinand ''Bongbong'' Marcos Jr. ordered the immediate implementation of the amnesty program for the remaining communist rebels.

The NAC has formed nine field offices across the country and plans to create 10 more to accommodate rebels availing themselves of the government’s amnesty program. —VBL, GMA Integrated News

Basilan Province-based 101st Infantry “Three Red Arrows” Brigade Commander Brig. Gen. Alvin V Luzon said yesterday the SALW Management forum was held at Limketkai Luxe Hotel in Cagayan de Oro City on Friday.

Luzon presented Basilan’s journey in implementing the SALW Management Program and Conflict Management in the province in cooperation with the Basilan Provincial government.

Luzon discussed the security landscape of Basilan province and the complexities of these security challenges.

He also discussed the 101st Brigade campaign and their current efforts in implementing the SALW program and conflict management.

The presentation also includes the issues and challenges faced in its implementation, opportunities that can be exploited, and recommendations.

He also attributed the success of the implementation of the SALW program and conflict management to the significant contribution of the battalions in collaboration with the Local Government Units, stakeholders, and the willingness of the people of the province to achieve peace and development.

According to Luzon the SALW program and conflict resolutions have contributed to the recovery of loose firearms and support the Moro Islamic Liberation Front Normalization Track and Moro National Liberation Front Transformation Program.

Presidential Adviser for Peace, Reconciliation and Unity, Senior Undersecretary Isidro L. Purisima in his message during the forum commended the Provincial Government of Basilan for being a good model in the implementation of the SALW program.

ISABELA CITY, Basilan Province — Members of the central committee and senior leaders of the Moro National Liberation Front (MNLF) organization have revealed that “politics” is the next chapter of their struggle for self-governance.

MNLF Basilan State chairman Muslimin Asalim Jakilan said that their next phase of struggle is no longer through armed confrontation but through “politics.”

The MNLF, Jakilan said, is now preparing to attain their goal for self-governance through a political contest next year.

Jakilan said the organization is joining the 1st Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) regional elections in 2025.


Jakilan explained, “Politics is about making agreements between people so they can live together in groups such as tribes and cities.”

“We will join in the political contest next year with the Moro Islamic Liberation Front and other political groups who would also want to seek a political position in the BARMM,” Jakilan said.

According to Jakilan, they are now starting to inform the MNLF members that the front will join the political contest next year.

The MNLF, he added, is now in thick of preparations for their forthcoming election clash with the Moro Islamic Liberation Front leaders and other political groups in the 1st BARMM regional elections next year.

Jakilan lamented, “The only organization that strives for self-governance was the MNLF. So, the MNLF should be in governance and not junk us out of the circle.” He declined to mention the group junking them out of the circle.

As this developed, Jakilan, a Member of Parliament (MP) of the Bangsamoro Transition Authority of BARMM said MNLF leaders held the first Bangsamoro Party (BaPa) provincial Assembly at the municipal Gym in Barangay Tuburan proper in Tuburan on Thursday last week

“We have to revive our enthusiasm, our commitment and direction or purpose in life.. so that was the purpose of the assembly,” he said.

The MNLF will also campaign for peaceful and orderly elections in 2025, the MNLF leaders jointly said.

COTABATO CITY — Local officials in Lamitan City in Basilan inaugurated on Monday five newly-constructed covered courts that residents can use for sports and as venues for dialogues meant to sustain the fragile peace now spreading through their villages.

All of the 45 barangays in Lamitan City, one of the two cities in Basilan that also has 11 towns, have long been free from presence of Abu Sayyaf terrorists, achieved via the joint peacebuilding efforts of city officials, Basilan Gov. Hadjiman Salliman, the Police Regional Office-Bangsamoro Autonomous Region and the Army’s 101st Infantry Brigade.

Lamitan City Mayor Roderick Furigay and other local officials led on Monday the inauguration of the five new covered courts in Barangays Tandung Ahas, Bohe Yawas, Bulingan Bohe Yakan and Arco, costing more than P20 million.

Furigay told reporters Tuesday that they shall also construct a fire station in Barangay Lo-ok, using funds from their city coffer, which he and other local leaders also launched on Monday.


In a statement released to media outfits in the Bangsamoro region on Tuesday, Salliman said that he was elated by the completion of the Lamitan City government’s five covered court projects.

“It can be used by Muslim and Christian residents in Lamitan City for dialogues essential in sustaining religious and cultural solidarity among them,” Salliman said.

Furigay and Salliman are cooperating on projects aiming to boost commerce and trade in Lamitan City, now touted as one of the new investment hubs in the Bangsamoro Autonomous Region in Muslim Mindanao.

Brig. Gen. Alvin Luzon, commander of the Army’s 10st Infantry Brigade based in nearby Isabela City, said that their units in Lamitan City can also use the new covered courts for their medical and other outreach activities as part of their civil-military operations thrusts.

Basilan town finally declared ASG-free

After decades of being a hideout for the notorious Abu Sayyaf Group (ASG), the municipality of Lantawan in Basilan was finally declared ASG-free.

Basilan Gov. Hadjiman Hataman-Salliman made the pronouncement in a ceremony held in Barangay Manggas, Lantawan on Tuesday, June 5.

The declaration was affirmed by top military and police officials of the province. The governor cited the importance of unity in achieving peace.

During the ceremony, a huge cache of firearms surrendered or retrieved from ASG personalities were presented, including one 50 Cal Barret Sniper rifle, four M16A1 rifles, two M1 Garand rifles, one MAC-11 machine pistol/submachine gun, one Shotgun, one M79 Grenade Launcher, and two .45 caliber pistols.


Meanwhile, Brig. Gen. Alvin Luzon, chief of the Army’s 101st Infantry Brigade (IB), said the declaration of Lantawan town as ASG-free is a historic milestone.

“This achievement is a direct result of the unwavering resolve of the people of Lantawan, who chose peace over violence. It is a powerful symbol of hope and a testament to the strength of collaboration between the military, the local government, and the community,” Luzon said.

It can be recalled that Lantawan served as a major battlefield where troops confronted the notorious ASG terrorists different leadership, including Abdurajak Abubakar Janjalani, founder of the Abu Sayyaf Group; Khadaffy Janjalani; Abu Sabaya; and Isnilon Hapilon, the former emir of ISIS Southeast Asia.

The transformation of Lantawan is a testament to the unwavering commitment of the local government, led by Mayor Nasser Abubakar, the people of Lantawan, and the tireless efforts of the government forces, the officials said.

This declaration marks a significant victory in the fight against violent extremism in the province, they added.

For his part, Western Mindanao Command chief, Lt. Gen. William Gonzales commended the 101st IB “for this significant and historic achievement.”

“I attribute this success to good governance and strong interagency collaboration. It is a testament to the good coordination and cooperation among the different sectors. May this declaration strengthen our convergence and unified efforts to eradicate the traces of terrorism and sustain peace in the communities,”

Gonzales said in his remarks.

SINGAPORE – The Philippine authorities have busted a kidnap-for-ransom gang consisting of ranking police officers that have been targeting Chinese and Malaysian tourists in the Philippines.

Interior Secretary Benhur Abalos presented four of the suspects in a news conference on June 5.

The highest ranked among the suspects was Major Christel Carlo Villanueva, an intelligence officer. The three others were all sergeants.

Mr Abalos said the gang is believed to have at least 14 members, including a Chinese and a Malaysian.

The gang was behind the kidnapping of three Chinese men and a Malaysian in the capital Manila on June 2, said Mr Abalos.


The victims were cruising in a Toyota Lexus just after midnight on June 2 when they were flagged down by two of the suspects wearing police uniforms and riding police-issued motorcycles.

They were then handcuffed and shoved inside a white van. The victims were released around 6am on June 3 after a ransom of 2.5 million pesos ($57,500) was paid.

“They used motorcycles owned by the government. They are that blatant,” said Mr Abalos.

Major-General Jose Melencio Nartatez Jr, the police chief in the capital region, said the suspects were identified through security cameras and accounts of witnesses and the victims.

Villanueva, the police major, was tagged as the mastermind by the suspects who were arrested.

Major-Gen Nartatez said the gang could be behind four other kidnapping cases that likewise targeted foreigners.

General Rommel Francisco Marbil, the national police chief, said he wanted to see the suspects “die in prison” for tarnishing the police’s image.

Former president Rodrigo Duterte had described many members of the national police, numbering more than 230,000, as “rotten to the core”.

The US State Department classifies the Philippines as a “Level 2” destination where Americans have to “exercise increased caution” when travelling there.

There are some parts of the country, particularly in the restive south where terrorist organisations like the Abu Sayyaf operate, where travel for Americans is discouraged.

Seven years after the siege of Marawi, the resurgence of the Abu Sayyaf Group has led to a renewed counter-push by the Philippine armed forces.

The 2017 Marawi siege marked a pivotal moment in the Philippines’ counterterrorism efforts. Initially perceived as a military success, the campaign was expected to contain and dismantle the Abu Sayyaf Group (ASG), after the latter had sought to take over the city in the country’s south. However, subsequent developments indicate that the group has regrouped under new leadership and is revitalising its brand and operations from previous strongholds. This has warranted a renewed and concerted push by the government and the military to put the group in check.

There are remnants of ASG members that still remain after the siege and a mixture of poverty, jihadism, and dissatisfaction with the Philippine government drove them to continue their terrorist activities. The ASG has also capitalised on deep-rooted political and socio-economic grievances of the community that fueled recruitment, violence and criminal activities. The group continues to carry out attacks and abductions.

In response, the Armed Forces of the Philippines (AFP) embarked on a heightened military campaign, notably concentrating efforts in Sulu through a substantial enhancement of Joint Task Force-Sulu’s operational capacity, which is the military unit organised to eradicate the ASG.

This expansion was underpinned by three strategic manoeuvres: augmenting JTF-Sulu’s force structure; enhancing intelligence, surveillance, and reconnaissance (ISR) capabilities, and implementing proactive civil-military operations (CMO). Given the evolving terrorist landscape in the Philippines, the country’s security forces continue to face challenges in counterterrroism including the complexities of understanding adversaries and garnering public support.

Following the death of ASG leader Isnilon Hapilon in November 2017 during the Marawi siege, the ASG came under new leadership and has persisted in its violent activities on the island of Sulu for over a year. Hatib Hajan Sawadjaan emerged as the group’s new leader and orchestrated the Jolo Cathedral bombing in Jolo, Sulu in January 2019. Despite his short-lived tenure and the defeat in Marawi, the ASG’s resilience underscores the entrenched nature of terrorist networks within their communities, challenging the efficacy of a recurrent ‘decapitation’ strategy. Marawi emerged as a catalysing event that heightened militarised responses to terrorism..

Notably, the Philippines escalated its military campaigns in Sulu which was partly driven by President Rodrigo Duterte’s expedited deadlines to quash the ASG. This surge entailed the expansion of military operations on the island, including the activation of the Philippine Army 11th Infantry Division and the enlargement of JTF-Sulu, all aimed at decisively neutralising the ASG. The deployment of the 1st Brigade Combat Team further exemplified this militarised approach.

The Philippines has a long way to go before restoring peace to the area. While violence may not be eradicated anytime soon, it is necessary to reduce it to a level that can be managed by the local government.

In their quest to fight terrorism, the AFP being highly reliant on human intelligence looks into modernising its ISR capability. This will allow real-time access to necessary information that can aid in missions requiring urgency and capacitate units to conduct their operations directly and efficiently. The subsequent US$4 million acquisition of ScanEagle Unmanned Aerial Systems (UAS) from the US provided the Philippines with advanced ISR capabilities to support ongoing counterterrorism operations, as what exemplified in Marawi.

In addition to its collaboration with the US, the Philippines has actively pursued enhanced security cooperation with ASEAN member states through joint patrols and intelligence-sharing initiatives. An example is the Trilateral Cooperation Agreement between the Philippines, Malaysia and Indonesia, aimed at addressing maritime security challenges posed by the ASG in the Sulu Sea. Furthermore, initiatives like the “Our Eye” intelligence-sharing agreement with ASEAN underscores the imperative for collaborative approaches to counterterrorism at the regional level.

To complement the kinetic approach, non-military efforts are an essential ingredient in the accomplishment of the AFP’s mission. These efforts aim to operationalise existing policies and strategies that will help curtail terrorist recruitment and extremism amongst locals. However, these activities have become far more of a burden because of the lack of support from the local government and civil society. There has been minimal effort on the part of the local government to provide basic services, such as access to clean water, health services, and especially education, which is seen as one of the most critical solutions to prevent recruitment. Out-of-school youth have become the most vulnerable to extremist ideas and recruitment because they are not equipped with the necessary knowledge and skills to usher them into getting proper employment.

The military’s kinetic approach alone will not lead to the obliteration of the ASG. Thus the AFP is capitalising on support received from international partners to augment existing civil-military operations. The full-fledged support of the US military in counterterrorism ushered in medical supplies in Sulu during the pandemic. Also, agencies of the United Nations provided grants to the Philippine government for Countering and Violent Extremism (CVE) efforts in Mindanao. One of these efforts is the Philippines’ formulation of the National Action Plan-Preventing and Countering Violent Extremism (NAP-P/CVE), which adopts a whole-of-nation approach, involving government agencies, civil society and religious institutions. This plan combines hard and soft approaches in addressing terrorism directly while targeting underlying drivers of radicalisation. It was endorsed by international bodies like the United Nations and the Australian government which signifies a nuanced response to terrorism. The NAP-P/CVE highlights the role of government agencies in deradicalization that removes the burden from the AFP in conducting CVE and will allow them to focus on sustained military operations down south.

The Philippines has a long way to go before restoring peace to the area. While violence may not be eradicated anytime soon, it is necessary to reduce it to a level that can be managed by the local government. The AFP’s enhanced military capabilities for the conduct of focused military operations to defeat local terrorist groups require much-needed assistance from the local government and international partners in facilitating non-military efforts to support the military’s initiatives. Whilst non-military efforts are expected to have an impact on the AFP’s current initiatives and, at the same time, produce long-term outcomes, managing the conflict requires an amalgamation of both military and non-military efforts. A whole-of-nation approach is needed to make these efforts possible. It is important for the national government to manage conflicts happening in Mindanao through a holistic approach to provide a dignified livelihood to communities and destroy the cycle of terrorism in the Philippines.

Authorities have declared a town on Basilan island to be free of the Abu Sayyaf militant group that terrorized the southern Philippines with a wave of kidnappings and beheadings in the 2000s.

The Municipal Task Force on Ending Local Armed Conflict (MTF-ELAC) made the declaration on Tuesday after a “peace program” with local government and security officials in Lantawan, the Basilan town which was considered the birthplace of Abu Sayyaf.

“I want to inform my constituents in Lantawan that there is no more Abu Sayyaf Group,” said Mayor Nasser Abubakar, who had survived an ASG ambush in 2001 that left several of his companions dead.

Basilan was a longtime hotbed of activity by the feared Islamic militant group, which was also known for carrying out some bombings in more recent years. Lantawan, a town of more than 31,000 residents, was the first of the island’s nine municipalities to be declared Abu Sayyaf-free.

Such an event would have been unheard of in the past considering that many Abu Sayyaf leaders originated from that remote municipality.


Residents who used to work with the ASG surrendered high-powered firearms to authorities, including a .50-caliber Barrett sniper rifle, four M16A1 rifles, two M1 Garand rifles, and other firearms, officials said.

“This achievement is a direct result of the unwavering resolve of the people of Lantawan, who chose peace over violence. It is a powerful symbol of hope and a testament to the strength of collaboration between the military, the local government, and the community,” said Brig. Gen. Alvin Luzon, commander of the 101st Infantry Brigade, which is stationed on Basilan.

Abubakar, the mayor, urged residents to remain vigilant in maintaining peace and unity in the town.

Afghan-trained fighter Abdurajak Abubakar Janjalani established Abu Sayyaf in the early 1990s ostensibly to fight for a Muslim homeland.

When Janjalani was killed in a gunbattle in December 1998, he was replaced by his younger brother Khadaffy, under whose command, the group deteriorated into a criminal gang specializing in extortion and kidnapping of Filipino and foreign nationals.

In 2006, Khadaffy died in a gunfight with Philippine military forces in Sulu province. Throughout the years, sustained military campaigns splintered the group into factions.

While Philippine security officials maintained that ASG’s armed fighters never surpassed 500, the group still managed to operate in the rugged terrain of Basilan and nearby Jolo island.

One of its leaders, Isnilon Hapilon, would later be named as the head of the Islamic State in Southeast Asia. In May 2017, he led fighters in taking over Marawi, a lakeside city on southern Mindanao island.

The five-month siege and battle that ensued with government forces left 1,500 civilians, Philippine military personnel, and militants including Hapilon, dead in urban, street-by-street clashes.

Analysts have said that although the authorities claim that Abu Sayyaf’s numbers have fallen, it is only likely that its members scattered and joined other militant factions in the southern Philippines.

Rommel Banlaoi, a Philippine security analyst, told BenarNews late last year that it was difficult to estimate the current strength of the Abu Sayyaf in numbers, but he noted that the group’s remnants were present in some parts of Basilan and Jolo.

They may not be able to carry out bombings anymore, but the strategy has shifted to smaller, scattered attacks, other analysts have said. Other militant factions in nearby Southeast Asian countries can also still join up with Philippine-based militants through the country’s difficult-to-watch borders.

“The Philippines continues to be one of the major destinations of foreign terrorist fighters coming largely from Indonesia and Malaysia,” Banlaoi said.

MANILA РThe Philippines will continue to "maintain and supply" its outposts in the West Philippine Sea, including the BRP Sierra Madre in Ayungin Shoal, National Security Adviser Eduardo A̱o said Saturday as he chided China for suggesting it be notified for access to the feature.

"We reaffirm our commitment to uphold our sovereign rights and jurisdiction over Ayungin Shoal, which is well within our EEZ (exclusive economic zone) as recognized by international law and the 2016 Arbitral Award," he said.

In a statement, he labeled the Chinese Foreign Ministry's call for the Philippines to first notify Beijing for access to Ayungin Shoal as "absurd, nonsense and unacceptable".

"We do not and will never need China’s approval for any of our activities therein," he said.


The Chinese MOFA's (Ministry of Foreign Affairs) suggestion came after the Chinese Coast Guard drew flak for its May 19 actions against a Filipino vessel evacuating a sick soldier from the BRP Sierra Madre.

Año said these actions are "barbaric and inhumane," and are not only violations of international maritime laws but also of basic human rights.

"The recent reports of Chinese forces allegedly seizing food and medical supplies meant for our advance post in Ayungin Shoal are equally reprehensible and warrant a thorough investigation and accountability," he said.

Despite such harassments, Manila said it will continue to maintain and supply its outposts in the West Philippine Sea, including the BRP Sierra Madre, "without seeking permission from any other nation".

"Our operations are conducted within our own territorial waters and EEZ, and we will not be deterred by foreign interference or intimidation," Año said.

He said the Philippines remains open to dialogue and peaceful negotiations to resolve the disputes in the entire South China Sea.

He reminded China, however, that such dialogue must be based on mutual respect and adherence to international law.

"We call on China to respect the arbitral ruling and to cease any actions that escalate tensions or undermine regional stability," he said.

"We thank the international community for their continued support to our efforts towards a rules-based order in this vital maritime region," he added.

In a separate post on X, Philippine Coast Guard (PCG) spokesperson for the WPS Commodore Jay Tarriela said China must remember that Ayungin Shoal is located approximately 105 nautical miles away from the nearest coastline of Palawan.

"Therefore, China does not have any jurisdiction over these waters. The recent incident involving the obstruction of a medical evacuation highlights the inhumane actions of the Chinese government, as they demonstrate a disregard for safety and the preservation of life," he said.

MANILA – Enacting the Philippine Maritime Zones bill into law would strengthen the country’s stand against China’s aggression in the West Philippine Sea (WPS).

Cagayan de Oro City 2nd District Rep. Rufus Rodriguez thus issued an appeal to President Ferdinand R. Marcos Jr. on Sunday to sign the law amid the heightened tension between Manila and Beijing and continued Chinese intrusion into the 200-nautical mile exclusive economic zone of the Philippines.

“The measure’s enactment will boost our assertion of our maritime and sovereign rights in the West Philippine Sea and our exclusive economic zone, which China frequently intrudes into,” he said in a news release. “It will reinforce the enforcement of such rights by our defense-military forces.”

In his speech at the 21st International Institute for Strategic Studies Shangri-La Dialogue in Singapore on May 31, the President said he is looking forward to signing the Maritime Zones law, “which will clarify the geographic extent of our maritime domain.”


“We are not only unyielding in protecting our patrimony, our rights, and our dignity as a proud and as a free country. We are also firm in our commitment to regional and global peace,” Marcos said.

Rodriguez said the passage of House Bill 7819 in May is in accordance with international laws, agreements and conventions, including the United Nations Convention on the Law of the Sea (UNCLOS), and the 2016 arbitral ruling invalidating Beijing’s expansive claim over the South China Sea, including WPS.

Rodriguez, one of the principal authors of the proposed Philippine Maritime Zones Act, added that UNCLOS allows states to define their maritime boundaries.

Senate Majority Leader Francis Tolentino, bill sponsor in the Senate, previously said he had an executive session with Executive Secretary Lucas Besamin where they discussed the recently ratified maritime zones bill.

The proposed definition of the country’s maritime territory includes the Scarborough or Panatag Shoal off Zambales and Pangasinan provinces, locally known as Bajo de Masinloc, a traditional fishing ground of Filipinos.

The Chinese constantly harass Filipinos fishing around Bajo de Masinloc. They also want the Philippines to remove BRP Sierra Madre at Ayungin Shoal and recently confiscated supplies meant for Filipino soldiers.

Recently, the Chinese government issued a regulation authorizing its coast guard to detain foreigners “trespassing” in the WPS.

MANILA – China is not in the position to dictate any terms or conditions on what actions the Philippines can take in its exclusive economic zone (EEZ), a ranking Philippine Navy (PN) official said on Sunday.

PN spokesperson for the West Philippine Sea (WPS) Commodore Roy Vincent Trinidad made this remark after the Chinese Foreign Ministry said Manila needs Beijing's permission to access Ayungin Shoal.

This came out after China tried to justify the aggressive actions of its Coast Guard against a Filipino vessel evacuating three sick soldiers from the BRP Sierra Madre (LS-57).

"In the first place they should not be in our EEZ, secondly they have no right to demand, (also) they have no right to set any conditions, in the first place they should be out of our EEZ," he said in a media interview.

Trinidad also said they would not comply with China's conditions.


Earlier, National Security Adviser (NSA) Eduardo M. Año said Ayungin Shoal lies within the Philippines' EEZ and the country does not need permission from China to conduct any activities in its territory.

He said the Philippines "do not and will never need China’s approval for any of our activities therein".

The NSA also called such actions "barbaric and inhumane".

He also added that the Philippines will continue to maintain and supply its outposts in the WPS, including the BRP Sierra Madre, without seeking permission from any other nation.

WPS issue now a global concern

Trinidad, meanwhile, said the WPS issue is now a global concern as proven by the strong support the Philippines is getting from other nations across the globe.

"It's a problem that is not only faced by the Philippines, it's a global concern, all nations using the maritime domain, kaya nga marami tayong nakukuhang mga suporta mula sa ibang bansa sapagkat alam nila na nagkataon because of geography, tayo ang nasa front-line and ayaw nila tayo ang bumigay because ang stake dito is respect for international law (that is why we are getting a lot of support from other countries because they know that due to geography, we are at the front-line and they don't want us to give in because the stake here is respect for international law)," he said in a radio interview on Monday.

He said Manila will continue to stand for its sovereignty and sovereign rights.

He said aside from using the military approach, the Philippines can use diplomatic means and other methods to take a stand on the issue.

"But for the PN (Philippine Navy), we have to assert our right for the continued conduct of patrols and reprovisioning and rotation of troops (aboard the) BRP Sierra Madre," he said.

MANILA – Government forces seized assorted weapons and materiel from an abandoned lair of the New People's Army (NPA) in a remote area in South Cotabato province.

Western Mindanao Command (Wesmincom) chief Lt. Gen. William Gonzales, in a news release on Monday, said soldiers from the 5th Special Forces Battalion discovered the NPA hideout during patrol operations in Sitio Demamis, Barangay Lacunon, T’boli town on June 8.

Gonzales said the lair is believed to have been abandoned by the rebels under a leader identified as alias "Macmac," a target of the recent series of operations conducted by the 1st Mechanized Brigade.

Recovered from the lair were one M-16 rifle, one M-16 magazine, one firing pin, one trigger mechanism, three cellular phones, two jungle hammocks, three ponchos, one bandolier, medical paraphernalia and binoculars.


Pursuit operations are ongoing as of this time.

MANILA – The Philippines and New Zealand have agreed to strengthen security and defense cooperation with the signing of a Mutual Logistics Support Arrangement (MLSA), Foreign Affairs Secretary Enrique Manalo said Monday.

The signing is a follow-up to the bilateral meeting of President Ferdinand R. Marcos Jr. and New Zealand Prime Minister Christopher Luxon in April when they committed to “maintaining and strengthening defense engagements while exploring new frameworks of cooperation to deepen defense ties.”

"We welcomed the signing of the Mutual Logistics Support Arrangement, a pivotal document that will greatly enhance future military engagements between our nations," Manalo said in his remarks during the joint press briefing with visiting New Zealand Deputy Prime Minister and Foreign Minister Winston Raymond Peters.

Foreign Affairs spokesperson Teresita Daza said the MLSA was signed Monday, June 10.


On his X account, Peters said the MLSA was signed between Defense Assistant Secretary Marita Yoro and Royal New Zealand Navy Assistant Acting Deputy Chief Commodore Maxine Lawes.

Meanwhile, Manalo said the Status of Visiting Forces Agreement (SOVFA), one of the military partnerships discussed by Marcos and Luxon, is under consideration and would likely start discussions soon.

Aside from the United States, the Philippines also has a SOVFA with Australia and is currently developing a similar defense pact with Japan, known as the Reciprocal Access Agreement.

These types of military partnerships allow Filipino and foreign soldiers to train in each other’s territory, as well as improve and share military equipment and assets.

Peters is in Manila for an official visit this week to enhance bilateral relations and explore new avenues for partnerships in trade and investment, renewable energy and combating climate change.

Manalo said the Philippines and New Zealand "agreed to undertake more frequent exchanges of high-level visits, discuss ways to increase our connectivity through air flights and visas, and celebrate the commonalities of our culture and heritage."

Commitment to uphold rule of law

Manalo also thanked New Zealand for its "steadfast support" for the Philippines in the challenges it is facing in the South China Sea.

"We reaffirmed our continued commitment to uphold the rule of law as a pillar to achieving peace and security in the region," Manalo said.

"I reiterated the Philippines’ support to New Zealand’s proposal to elevate ASEAN-New Zealand relations to a Comprehensive Strategic Partnership next year, when we mark the 50th anniversary of ASEAN-New Zealand Dialogue Relations as well as celebrating the ASEAN-New Zealand Summit. I am confident that New Zealand will remain a trusted partner in upholding ASEAN centrality,” Manalo said.

Recognizing that both nations have a shared interest as Pacific maritime nations, Manalo said New Zealand has a "special role" among the member countries of the Pacific Islands Forum (PIF).

"We exchanged views on the current and emerging challenges in our Pacific region and how the Philippines, as a PIF Dialogue Partner, can contribute towards achieving their goals in a beneficial way," Manalo said.

The two nations will celebrate their 60th anniversary of diplomatic relations in July 2026.

MANILA – President Ferdinand R. Marcos Jr. has emphasized the need for the Philippines to be prepared for “any eventuality” amid what he described as “more pronounced” and “more worrisome” external threats in the region heightened by geopolitical issues, including the flaring tensions between China and Taiwan.

Marcos, in his visit to the Philippine Army’s 5th Infantry Division at Camp Melchor dela Cruz in Gamu, Isabela on Monday, said the Philippines’ “proximity to Taiwan puts it in China’s area of interest,” highlighting the importance of the northern part of the country to be “well-prepared for any eventuality.”

“And that is why --- the external threat now has become more pronounced, has become more worrisome. And that is why we have to prepare,” Marcos said as quoted by the Presidential Communications Office (PCO) in a news release.


“So, that is the mission that you have before you. Now, you have two missions, whereas before it was only internal security,” he added.

The President, however, clarified that the Philippines would not take territories and would only defend its own while engaging in various efforts to maintain peace in the region through continued diplomacy.

“We are not trying to take territory. We are not trying to redraw the lines of sovereign territory, the EEZ (Exclusive Economic Zone), the baseline,” the President said.

“Hindi natin binabago anything na kahit isang --- not even one inch. Ngunit hindi tayo puwedeng pumayag na kukunin naman 'yan sa atin (We’re not changing anything, not even one inch. But we will not also allow that our territory to be taken from us),” he added.

This changing geopolitical landscape and emerging new threats, according to the President, prompted the government to include Cagayan as a site for the Enhanced Defense Cooperation Agreement (EDCA) with the United States, the country’s closest military ally.

China has recently increased military activities near Taiwan after it swore in a new leader. It considers the self-ruled Taiwan as a breakaway province.

Internal security

Marcos said the 5th ID’s mission now includes territorial defense from external threats, on top of the existing internal security concern brought by the communist terrorist group (CTG).

Among the current domestic security threats are the Ilocos-Cordillera Regional Committee (ICRC) and Komiteng Rehiyon Cagayan Valley (KRCV) groups.

The provinces of Quirino and Nueva Vizcaya were declared insurgency-free on Oct. 10, 2022 and Dec. 18, 2023, respectively, as well as other parts of Isabela.

Government forces dismantled four CTG operating units: two KRCV (September 2022); one KRCV and one Komiteng Larangan Guerilla-ICRC in December last year.

Resolute in defending PH

Ahead of the country’s 126th Independence Day, Armed Forces of the Philippines (AFP) chief Gen. Romeo Brawner Jr. on Tuesday said the military remains resolute in its mandate to protect the country against security threats.

"As one sovereign nation, established by the steadfast perseverance of our predecessors, we shall remain resolute in upholding our pledge to public service, loyalty, and solidarity for the country, our people, and the flag,” Brawner said in his message for the occasion.

MANILA – President Ferdinand R. Marcos Jr. has tapped Presidential Adviser on Peace, Reconciliation and Unity Secretary Carlito Galvez Jr. to represent the Philippines at the Ukraine Peace Summit in Switzerland.

The Presidential Communications Office (PCO) made the announcement on Tuesday, ahead of the June 15-16 Swiss-organized global peace summit on the war in Ukraine.

Ukrainian President Volodymyr Zelenskyy visited Manila last week to secure the Philippines’ commitment to participate in the summit.

Zelenksyy met with Marcos in Malacañang to discuss the two countries’ bilateral relations.

The Ukrainian leader thanked Manila for its support and recognition of Kyiv’s sovereignty amid the ongoing Russian invasion.

Marcos, meanwhile, expressed willingness to send Filipino mental health workers to assist during the crisis as part of the country’s humanitarian assistance to Ukraine.

MANILA – Department of National Defense (DND) Secretary Gilberto Teodoro Jr. maintained that tensions in the West Philippine Sea (WPS) are heightened by China's illegal "10-dash line" claim.

Teodoro made the remark on the sidelines of the Swedish National Day celebration and reception for Swedish Defense Minister PÃ¥l Jonson on June 7, the DND said in a news release Tuesday.

“China wants us to go to the small details to forget the main message. The main message is: The ten-dash-line is the provocation. And everything flows from that,” Teodoro said.

He said Beijing has no business in the WPS and other areas where Manila has jurisdiction.


Teodoro said narratives are being whittled down to the tactical level to distract the Filipino public and the international community from focusing on the root cause of the tensions in the WPS.

“They are trying to bait us by straying from the main points and dragging us into an action-drama debate, where we focus on minor details which stray us from the main message. Let’s stick to the message," he added.

The DND chief also said the government, through the Department of Foreign Affairs, is continuously undertaking efforts to manage WPS tensions.

He, however, said no discussions at the defense level are underway and that any agreement or talks should be open, rooted in international law, and uphold Philippine national interests.

MANILA – A ranking Philippine Navy (PN) official on Tuesday said military personnel aboard the BRP Sierra Madre (LS-57) in Ayungin Shoal in the West Philippine Sea (WPS) are prepared to respond to any incidents, including the possibility of those who might try to take over the ship.

"We all live on plans, we all live on contingency so for every action and situation we have the appropriate contingency plans and for the PN, there are different bills (training) that we practice, when we say bills, different situations that will include repelling boarders, so rest assured that our personnel aboard LS-57, BRP Sierra Madre, have the appropriate actions guided by the rules of engagement," PN spokesperson for the West Philippine Sea Commodore Roy Vincent Trinidad said in a press briefing at Camp Aguinaldo, Quezon City.

He said the PN and the Armed Forces of the Philippines (AFP) are regularly holding patrols to prevent these actions.


"We conduct regular patrols, we involve our partners and allies, we don't want the situation to escalate," he said.

He said there would be no let-up in the PN's resupply and rotation (RORE) missions to Philippine-held features in the WPS despite China's opposition to these operations.

"We have to understand (that) these are our seas, these are our rights, this is our future. Ito'y ating karagatan, ipaglalaban ng inyong Sandatahang Lakas ang ating karapatan para sa iyong kinabukasan (these are our oceans, your Armed Forces will be fight for your rights and future)," he said.

More Chinese naval vessels in WPS

Meanwhile, the number of Chinese People's Liberation Army Navy (PLAN) vessels spotted in various WPS features increased to 22 from June 4 to 10.

This is double the 11 PLAN ships monitored in these areas from May 28 to June 3.

AFP spokesperson Col. Francel Margareth Padilla said the 22 PLAN vessels are among the 146 assorted Chinese ships spotted in these waters from June 4 to 10.

These ships, which include China Coast Guard vessels (CCGVs) and Chinese maritime militia vessels (CMMVs), were spotted in the following locations in the WPS:

--Bajo de Masinloc: four CCGVs and 29 CMMVs;

--Ayungin Shoal: five CCGVs, eight PLAN vessels, and 37 CMMVs;

--Pagasa Island: one CCGV, one PLAN vessel, and 40 CCMVs;

--Kota Island: one CCGV and one PLAN vessel;

--Likas Island: one PLAN vessel;

--Panata Island: two PLAN vessels;

--Lawak Island: one CCGV, five PLAN vessels, and two CCMVs;

--Sabina Shoal: four CCGVs and four PLAN vessels.

MANILA – Department of National Defense (DND) Secretary Gilberto Teodoro Jr. on Tuesday called on Filipinos to stand united against misinformation aimed at undermining the country's sovereignty.

"Ngayon higit kailanman, ating paigtingin ang pagkakaisa ng sambayanan upang iwaksi at pabulaanan ang mga kasinungalingan at maling impormasyon na pinalalaganap ng mga naglalayong tayo ay supilin at magkabaha-bahagi (Now more than ever, let's reinforce national unity to ditch and refute lies and misinformation which aim to suppress and divide us)," Teodoro said in a message a day before the country's 126th Independence Day commemoration.

Teodoro assured that the DND is committed to protecting the Philippines' sovereign rights over its maritime domains.


"Sa gitna ng panibagong banta sa ating kalayaan at soberanya, at ng mga hamon ng modernong panahon, ang Kagawaran ng Tanggulang Pambansa ay inyong maaasahan na mananatiling matatag sa paninindigan sa pambansang karapatan sa ating mga kapuluan at sa pagtitiyak ng ating kinabukasan (Amid new threats to our freedom and sovereignty and the challenges of the modern times, the Department of National Defense will stay strong in its commiment to safeguard the country's rights on our islands and our future)," he added.

MANILA – The five new capital ships of the Philippine Coast Guard (PCG) will help boost the country’s response to tensions in the West Philippine Sea (WPS), the Department of Transportation (DOTr) said Tuesday.

In a statement, DOTr Secretary Jaime Bautista said the five 97-meter multi-role response vessels (MRRVs) being acquired under the Maritime Safety Capacity Improvement Project (MSCIP) Phase 3 will help protect Filipino fisherfolk within the exclusive economic zone (EEZ) and boost disaster response capability.

“These Japan-made multi-role vessels would be crucial for PCG's strategic response to tensions at the WPS,” Bautista said.

The five new vessels will be in addition to the 12 Japanese-made vessels in the PCG fleet.

These include the BRP Teresa Magbanua and BRP Gabriela Silang -- both 97-meter MRRVs.


“These modern assets have been long expected. This will certainly boost the moral support of Filipinos to our frontliners,” Bautista said.

The funding for the five vessels was secured on Monday through the signing of a loan deal between the DOTr, the Department of Finance (DOF), and the Japan International Cooperation Agency.

During the event, DOF Secretary Ralph Recto said the vessels would help spur the country's rapid growth.

“These vessels will help us steer towards harbors of economic security and prosperity for the Filipino people,” Recto said.

Japanese Ambassador to the Philippines Endo Kazuya expressed the support of the Japanese government in boosting the country’s maritime sector.

“By handing over the vessels to the PCG, we hope to contribute even more to maintaining rules-based order in the Indo-Pacific Region,” Endo said.

Once delivered, the number of Japanese-made vessels in the PCG fleet will be 17.

On May 17, Department of Foreign Affairs Secretary Enrique Manalo and Endo signed an exchange of notes for the acquisition of the five vessels.

Aside from funding, the agreement covers the development of required support facilities for the PCG to improve its capabilities in addressing transnational crimes.
