Camp Navarro, Calarian, Zamboanga City – August 2, 2022

A platoon leader and two members of the communist terrorist group in Sultan Kudarat surrendered to the military on Sunday, July 31, 2022.

Lt. Col. Allen Van Estrera, Commanding Officer of the 37th Infantry Battalion (37IB) identified the surrendered personalities as a.k.a. Hadji/Jok/Marianing, male, 37 years old, Front Secretary of East Daguma Front, and CO of Platoon Baghdad, East Daguma Front, Sub-regional Committee Daguma, Far South Mindanao Region; a.k.a. Joker, male, 25, years old, member of Platoon Baghdad, and; a.k.a Leslie, female, 25 years old, medic of Platoon Baghdad. The trio turned over one 5.56mm M16A1 rifle and one cal. 45 pistol.

Based on the initial revelation of the three, they decided to surrender because of the hardships and pressure brought about by the continuous conduct of focused military operations (FMOs), the series of encounters with the government forces that resulted in the neutralization of some of their leaders and their ranks, and the lack of moral/financial support from the leadership of FSMR.

The surrender of the three former rebels (FRs) to the 37IB was made possible through the intensified intelligence operations of the 37th, 57th, and 73rd Infantry Battalions of the Philippine Army, and; the PNP’s 12th Regional Mobile Force Company and Kalamansig Municipal Police Station.

Lt. Gen. Alfredo Rosario, Jr., Commander of Western Mindanao Command said the surrender of the high-ranking Cadre of FSMR and his followers is an indication of the continuous downfall of SRC Daguma and subsequently of the FSMR. This was brought about by the untiring efforts of the military units to conduct FMO against the CTG remnants and due to the effectiveness of CSP Operations in the sitio(s) that are considered to be the mass base of the CTGs.

The FRs are currently undergoing custodial debriefing and processing for ECLIP at 37IB Headquarters.

BUENAVISTA, Agusan del Norte – In line with Executive Order No. 70 (WHOLE-OF-NATION APPROACH), the 23rd Infantry “Masigasig” Battalion, in partnership with the Department of Social Welfare and Development (DSWD) Region 13 headed by Mr. Ramel F. Jamin, OIC-Regional Director, and the Provincial Social Welfare and Development Office (PSWDO) headed by Ms. Silver Joy T. Tejano, facilitated the distribution of Sustainable Livelihood Grants to the Former Rebels (FRs) at the Covered Court of Barangay 6, Buenavista, Agusan del Norte on July 29, 2022.

A total of 76 Former Rebels received a livelihood assistance amounting to P20,000.00 each, with a total amount of P1,520.000.00, through the Department of Social Welfare and Development’s Livelihood Settlement Grant (LSG). The grant is intended to be used as capital for their new or existing feasible and viable micro-enterprises or purchase of starter kits needed for the identified micro-enterprises.

The FRs will utilize their grants according to their needs and resources available and accessible in their community.

Each grantee (or former rebel) underwent an extensive screening, profiling, interview and orientation before one is awarded with the Livelihood Settlement Grant.

The orientation consists of the available programs and services offered by the government to the former rebels to enable them to reintegrate into the normal society as ordinary citizens.

The active support by the government plays a significant role in this transition, giving opportunity to the former rebels and their families the sense of security and courage, with greater conviction to face the people, and to live comfortably and peacefully in their respective communities. One’s utmost desire and determination to provide his family a safe environment, good life and a bright future, is already a guaranty in itself in achieving one’s success. A person can never go wrong with a correct mindset and a positive attitude. Armed with these virtues, the former rebels are all set to embrace greater opportunities ahead and to continue treading in a new and more meaningful directions.

Present in the event were Hon. Joselito T. Roble, Municipal Mayor of Buenavista, Agusan del Norte, Hon. Jenry E. Montante, Municipal Mayor of Kitcharao, Agusan del Norte, PD Rey M. Cueva, Ms. Elezabeth M. Calo, Provincial Administrative Officer of Agusan del Norte, Provincial Director, TESDA-13, the 23IB, and the PNP.

The Livelihood Settlement Grant is a special project under the DSWD-SLP which provides financial assistance to eligible FRs to support the establishment or continuity of their livelihood and economic activities in the community.

The United States government, through the Defense Threat Reduction Agency (DTRA), in partnership with the National Coast Watch Center (NCWC), concluded a weeklong exchange of analytical techniques and best practices in countering maritime threats to enhance the Philippines’ maritime domain awareness on July 25.

The exchange included three days of analytical discussions, followed by a two-day tabletop exercise that enabled DTRA’s experts to further expand their knowledge of specific regional maritime security challenges through interactions with personnel from the Philippine Coast Guard (PCG) and NCWC in Manila. It also aimed to assist the NCWC in acquiring relevant knowledge and skills to support joint maritime domain and counter threat network operations.

DTRA representatives from the U.S. Indo-Pacific Command and the Special Operations Command noted the significant contribution of this exchange to strengthening collaborative ties between U.S. and Philippine military and coast guard personnel. “This exchange equipped NCWC analysts with the necessary tools to independently conduct Counter Threat Network analytical activities that strengthen the Philippines’ efforts to protect its territorial waters and maritime rights,” said DTRA Partner Engagement Coordinator Dawood Luqman.

A longtime partner of the Philippine government, DTRA played an important supporting role in establishing the NCWC and National Coast Watch System. DTRA was responsible for constructing the NCWC facility in Manila, Regional Coordination Centers in Cebu and Palawan, and many other manned and unmanned sites around the archipelago. DTRA also works closely with the PCG to ensure that the NCWS can meet current and future maritime security challenges.

Since 2012, DTRA has provided more than $64 million (Php3.5 billion) to the NCWS for the acquisition of advanced equipment and the training of personnel, enabling it to become the premier maritime security entity in the Philippines.

A HIGH-RANKING leader of the New People’s Army (NPA) and two other communist rebels were killed in a series of encounters at Barangay Baluan, Palimbang, Sultan Kudarat, on July 30.

Col. Michael Santos, commander of the 603rd Infantry Brigade, said the four successive armed encounters resulted in the killing of Ian Dela Rama, alias Cris, a leader of the regional operations command of the Far South Mindanao Region.

He was also a former secretary of Front 4A, North Central Mindanao Regional Committee from May 2018 to May 2019.

Rama has an existing arrest warrant with criminal case # 23022 for arson, filed at Branch 3 in Butuan City.


“Also neutralized in the gun fights were Valerio Lacumbo with aliases as Bitoy, Bobit, and Delfin with an existing warrant of arrest with criminal case # 568-2007 for robbery with violence against or intimidation of a person filed in a local court at Kidapawan City and Wilmer Dela Cruz alias Dodong/Grab, a member of Dabu-Dabu Platoon of the South Regional Command of Daguma, Far South Mindanao Region,” Santos said.

Government troops were able to recover two (2) M16A1 Rifles, one (1) Garand Rifle, two (2) Caliber 45 Pistols, one (1) Hand Grenade, one (1) long and one (1) short magazine for the M16, three (3) magazines for the Caliber 45 pistol, ammunition, eleven (11) assorted keypad cell phones, five (5) pieces of flash drives, cash amounting to thirty thousand and thirty pesos (P3,030.00), assorted sim cards, assorted medicines, two (2) bandoliers, power bank, and other war materials.


MGen. Roberto S. Capulong, acting commander of the 6th Infantry Division and Joint Task Force Central, lauded the operating troops from various units of 6ID for another accomplishment and for their relentless push to clear more ground from communist terrorist group influence, especially in the lair of the communist terrorist group in Sultan Kudarat and the entire area of JTF Central.

“Your Kampilan Troopers will continue to pursue the remaining communist NPA terrorists in Central and South-Central Mindanao, and 6ID will always adhere to the tasks mandated to us, that is, to protect the people and secure the communities, especially in the area of Sultan Kudarat, to free them from insurgency brought by these lawless CTGs so that everyone will have a chance to live peacefully,” Capulong said.

The division commander condoled with the families of these 3 NPAs who died in a recent encounter with government troops. He also called on other CTG rebels to surrender and return to their respective families while they still could.

“We know that there are still wounded NPA members after the firefight.” You cannot forever hide. The masses are with us, and sooner or later, they will pinpoint your location. So, surrender now, “the division commander added

With this, MGen. Capulong reiterated that government troops “do not rejoice in killing our fellow Filipinos; nasasaktan po ako kapag may namamatay na kapwa Filipino dahil lang sa maling ipinaglalaban.” For a couple of times, we have been calling on the remnants of the NPAs to lay down their arms and come back to the folds of the law to avoid circumstances like this, but some are not heeding it,” MGen. Capulong further said he underlined that with the neutralization of their leader, it is expected that the group will weaken. “To the troops, let us remain steadfast as we continue to gain ground in the campaign against terrorism and lawlessness in our area of operation.”

As of this date, nine communist rebels have been reported killed since January this year until now, and as many as 94 CTG members have returned to the government, while 68 firearms, 16 grenades, and 5 anti-personnel mines were surrendered and recovered in the same period.

The Armed Forces of the Philippines (AFP) vowed to carry on with former president Fidel V. Ramos' legacy by upholding his commitment to public service and peace.

"We shall honor his passion and exemplary commitment to public service, and continue to carry on his aspiration for a just and lasting peace in our country," AFP acting spokesperson Col. Medel Aguilar said in a statement Sunday night.

He added that Ramos positive outlook and peace advocacy will always be remembered by the Filipino people.

"It was during his Presidency when the final peace accord was signed between the Philippine government and the Moro National Liberation Front," Aguilar said.

Ramos served as the Philippines' 12th president from 1992 to 1998.

"President Ramos dedicated most of his life to the service of our country serving as Chief of the Philippine Constabulary from 1972 to 1986 and Chief of Staff of the Armed Forces of the Philippines from 1986 to 1988. He also headed the Department of National Defense as Secretary from 1988 until 1991," he said.

"As part of its mandate, the AFP is prepared to render traditional military funeral services as our final salute to the departed former Commander-in-Chief. Flags in all military installations shall be raised at half mast in solidarity to the grieving nation," he added.

AFP officers, enlisted personnel, and civilian human resources wore black bands to commiserate with the passing of the former commander-in-chief.

“President Fidel Valdes Ramos left a legacy of leadership, excellence, and sterling public service to the entire Filipino nation. He shall always be remembered with high respect and admiration from his former colleagues, subordinates, and peers,” the AFP announced.

The AFP also honored the former president with an eight-gun salute which started around 5 a.m.

This will be followed by one-gun salute every 30 minutes with the last one being given at 5 p.m.

A 21-gun salute will also be provided upon Ramos' interment.

Meanwhile, the Philippine Army (PA) also joined Filipinos in mourning the passing of the former president.

"The nation mourns the loss of a great leader and an illustrious soldier who truly embodied the Army’s core values of honor, duty, and patriotism. The Philippine Army joins the Filipino nation in mourning the passing of former President Ramos," Army spokesperson Col. Xerxes Trinidad said.

Ramos, affectionately called FVR, sought the modernization of the military through the enactment of the 15-year AFP Modernization Act.

"President Ramos also recognized that problems of national security and stability cannot be resolved by military action alone. To this end, he mandated the active integration and coordination of development and peace-oriented initiatives through the revitalization of the National Security Council," he added.

Ramos was born on March 18, 1928 in Lingayen, Pangasinan and is a member of the United States Military Academy Class of 1950.

He was a member of the Philippine Expeditionary Forces to Korea (PEFTOK) and served in various military command positions through his long military career.

"As we honor his life and legacy, the 110,000-strong Philippine Army offers our snappiest salute to former President and Commander-in-Chief Ramos," Trinidad said.

Icon of good governance

The Department of the Interior and Local Government (DILG) also paid tribute to the former president’s legacy of good governance.

“FVR’s legacy of good governance will serve as a beacon of inspiration as we altogether aim to deliver the highest quality of public service to the people we serve,” Interior Secretary Benjamin Abalos Jr. said in a statement.

Abalos added that the DILG and its attached agencies offer prayers and sincerest condolences to the bereaved family, loved ones, and supporters of Ramos, whom he described as a leader “who have left an imprint of good public service within the walls and history of our nation.”

The National Capital Region Police Office (NCRPO), meanwhile, gave its “snappiest salute” to the late former president and commander-in-chief.

In a statement, NCRPO chief Maj. Gen. Felipe Natividad honored Ramos’ contributions which he said are now “written in history books and stamped in our country’s national heritage.”

“We may not see you in person anymore but we can always feel you in our hearts and your memories be cherished by your legacies as a stalwart bulwark of Philippine democracy,” he added.

Natividad said they will uphold the former chief executive’s ideals and aspirations that help the country achieve peace and freedom.

“Your undying sacrifices be our inspirations in serving the people we have once and for all dreamed of in common as members of uniformed service. Thank you for your selfless service for the Filipino people,” he added.

President Ferdinand Marcos Jr. has chosen Lt. Gen. Bartolome Vicente Bacarro, commander of the Armed Forces the Philippines – Southern Luzon Command as new AFP chief of staff, Press Secretary Trixie Cruz-Angeles announced on Monday.

“The change of command for the new AFP chief of staff will be on August 8. This will give time for Gen. Bacarro to wind down at the SOLCOM and provide him with the transition to his new position in Camp Aguinaldo,” Cruz-Angeles said.

A graduate of the Philippine Military Academy, Bacarro was born on Sept. 18, 1966 in San Fernando, La Union. He graduated in the upper quartile of PMA “Maringal” Class of 1988.

Angeles said outgoing CS-AFP Gen. Andres Centino, a classmate of Bacarro in PMA, is slated for a new post befitting a former chief of staff.

Republic Act 11709, signed by President Duterte on April 13 this year sets a fixed three-year tour of duty for the AFP chief of staff, vice chief of staff, the deputy chief of staff, the major service commanders (Philippine Army, Philippine Air Force, Philippine Navy), unified command commanders, and inspector general "unless sooner terminated by the President."

“Based on RA 11709, Gen. Bacarro will be the first CSAFP to be given a fixed three-year term,” Angeles said.

Shortly after graduation, Bacarro was assigned with the 5th Infantry Division in Isabela province at the height of the counter-insurgency campaign in the Cagayan Valley from June 1988 until 1995.

For seven years, he held various positions in the 5th ID including platoon leader, company commander, administrative officer, intelligence officer, operations officer, civil-military operations office and secretary to the general staff.

It was during his assignment in Isabela province that he earned his Medal of Valor, the highest award for combat in the AFP. Bacarro was then an Army Lieutenant and serving as commanding officer of the 6th CAA Company, 21st Infantry Battalion, 5th Infantry Division.

The Medal of Valor was awarded to Bacarro on Dec. 21, 1991 for his “conspicuous acts of courage, gallantry and intrepidity at the risk of his life above and beyond the call of duty” during a 10-hour encounter with 150 fully-armed New People’s Army (NPA) rebels who attacked the town of Maconacon, Isabela on Feb. 26, 1991.

In November 2004, he was designated Army spokesperson and chief of public affairs office in Fort Bonifacio. Later on, he became spokesperson of the AFP and chief of the Public Affairs Office in Camp Aguinaldo.

In 2014, Bacarro was designated as the chief of staff of the Army’s 4th Infantry (Diamond) Division. He was also chief of staff for operations (OG3); commander of the 502nd Brigade, 5thID, PA and Commandant of the PMA prior to his assumption as AFP internal auditor.

Bacarro has undergone specialized military trainings, both local and foreign such as the Special Operations Team Training; Paratroopers Course; Basic and Advance Infantry Officers Course in the AFP. His foreign military schooling included the Combined Strategic Intelligence Training Program in Washington DC; Peace-keeping Operations Course in Canada; Public Affairs Orientation Course in Hawaii and the US Army General Staff Course at Fort Leavenworth, Kansas, USA.

Bacarro’s more than 30 years in the Army earned him other awards and recognitions that include five (5) Distinguished Service Star for exemplary service; one Silver Cross Medal; two (2) Bronze Cross Medals for risking life not combat-related; two (2) Silver Wing Medals; nine (9) Combat Commander’s (Kagitingan) Badges; 36 Military Merit Medals for administrative and combat duties; several Commendations Medals and the Wounded Personnel Medal for wound sustained in combat.

He was also conferred the Philippine Military Academy Outstanding Alumnus Award in 1998. Bacarro is also a member of the Special Forces family.

Bacarro is married to Soledad Bonsato Bacarro of Baguio City. They are blessed with three children: Arnold Wilfred, Tracie Kathlynne and Piolo Jeremy.

Medardo de Lemos named as new NBI director: OPS (Bio Data)

President Ferdinand Marcos Jr. has appointed long-time Assistant Director Medardo de Lemos as the new director of the National Bureau of Investigation (NBI), Press Secretary Trixie Cruz-Angeles announced on Monday.

“Director De Lemos rose from the ranks and his appointment as NBI Director is a strong indication of President Marcos’ commitment in strengthening the system of ‘meritocracy’ in the promotion, placement and hiring of government personnel,”
Cruz-Angeles said.


De Lemos, a lawyer and career officer who had been with the NBI for more than 30 years, was earlier designated NBI officer-in-charge (OIC) by Justice Secretary Jesus Crispin Remulla.

He replaced Eric Distor, who was appointed by President Rodrigo Duterte last March.

An attached agency of the DOJ, the NBI is mandated to investigate or assist in the investigation of major crimes in the country.

De Lemos has been with the NBI for 37 years and is the bureau's most senior officer.

He graduated from the University of the Philippines (UP) College of Law in 1983 and from the NBI Academy in Tagaytay in 1985.

De Lemos obtained a Career Executive Service Officer Rank (CESO) in 2003.

Part of De Lemos’ accomplishments as an NBI official is the crafting of the bureau's Rules of Engagement which defined the policy on the use of deadly force in its enforcement operations.

He is also a regular lecturer at the Philippine Judicial Academy on the use of deadly force in the security training for Judges.

De Lemos' biggest accomplishment in the bureau was the busting of the notorious Alvin Flores robbery group in 2009 when he was still regional director of the NBI’s Central Visayas Regional Office.

The newly-appointed NBI director was also once designated as the agency’s OIC in 2013 under then-Justice Secretary Leila de Lima. This was after former NBI chief Nonnatus Rojas resigned in September 2013.


De Lemos was replaced by Virgilio Mendez less than four months later.

President Ferdinand Marcos Jr. has appointed Lt. Gen. Rodolfo Azurin Jr. as the new chief of the Philippine National Police, Press Secretary Trixie Cruz-Angeles said on Monday.

A graduate of Philippine Military Academy (‘Makatao’ Class of 1989), Azurin is currently the commander of the Northern Luzon Police Area composed of the regions of Ilocos (Region 1), Cagayan Valley (Region 2), Central Luzon (Region 3) and the Cordillera Administrative Region.

Azurin was also the former commander of the Southern Luzon Police Area which include the regions of Calabarzon (Cavite, Laguna, Batangas, Rizal, Quezon) - Region 4-A; Mimaropa (Mindoro, Marinduque, Romblon, Palawan) – Region 4-B and Bicol (Region 5).

Azurin is a well-rounded police officer, having served the PNP in various capacities, both in police operations and administrative work.

He held star-rank positions in Camp Crame as director of the Directorate for Comptrollership (DC) as well as the Directorate for Information and Communication Technology Management (DICTM).

As a newly-promoted police general, Azurin as served director of the Maritime Group and later as as the regional director of Police Regional Office 1 in Ilocos.

As middle-grade police officer, Azurin served as the provincial director of Benguet Province. He also served as the Chief Task Force Limbas of the Highway Patrol Group (HPG) and was also the Deputy Operations Officer of Presidential Anti-Organized Crime Task Force (PAOCTF).

As a junior officer, Azurin was assigned to various field units and offices that include the following: 1st Special Action Company in Parang, Maguindanao; 231st Philippine Constabulary (PC) Company in Quezon Province; Police Aviation Security Command -- currently the Aviation Security Group (AVSEG); Criminal Investigation Service Command -- currently the Criminal Investigation and Detection Group (CIDG); Office of Internal Security (OIS); Department of Interior and Local Government (DILG); Health Service; Police Community Relations Group -- currently the Police Community Affairs and Development Group (PCADG); as well as the Directorate for Personnel and Records Management (DPRM).

Azurin was born on April 24, 1967 in Paniqui, Tarlac and was raised in La Trinidad, Benguet. He is married to Mary Grace Lino and has three children: Martin, Ninna and Aaron.


In a statement, the PNP vowed its full support to Azurin’s leadership.

“Under PLtGen Azurin's direction, we assure the public that our police force will sustain its momentum to carry out PNP’s mission and to deliver its mandate with utmost integrity, credibility and professionalism, all for safety and protection of our Filipino people,” PNP public information office chief, Brig. Armed Forces of the Philippines (AFP) personnel on Monday reaffirmed their commitment to upholding the principles of the International Humanitarian Law (IHL).

This took place during an oath-taking ceremony at the AFP headquarters in Camp Aguinaldo, Quezon City, which is part of the month-long observance of the IHL Month this August, AFP public affairs office chief Col. Jorry Baclor said in a statement.

AFP chief-of-staff Gen. Andres C. Centino urged the military to stay on the right track, improve performance and focus on accomplishing the mission of protecting the people and the state.


“Over the years, much has been done to institutionalize the fundamentals of IHL, all of which underscores the importance of human rights and dignity and their protection above all else,” Centino said in a speech delivered by AFP deputy chief-of-staff Vice Adm. Rommel Anthony SD Reyes.

“Today, we reiterate our collective commitment to contribute to the full and proper implementation of IHL in all our campaigns and operations,” he added.

The IHL is a set of rules which seeks, for humanitarian reasons, to limit the effects of armed conflict. It protects persons who are not or are no longer participating in the hostilities and restricts the means and methods of warfare.

AFP Center for Law of Armed Conflict director Brig. Gen. Joel Alejandro S. Nacnac led the reading of the pledge that reaffirms the AFP’s adherence to the principles of IHL and commitment to its promulgation to all military and civilian personnel.

With the theme, “Upholding IHL as we Recover from the Pandemic: Bayanihan to Reduce the Suffering in Armed Conflict Toward Advancing the Gains of Peace and reconciliation,” this year’s commemoration highlights the importance of IHL in preventing unwanted sufferings of actors involved in armed conflict.

Newly-appointed Armed Forces of the Philippines (AFP) chief, Lt. Gen. Bartolome Vicente Bacarro, will have more time to implement reforms and institutionalize policies that would be beneficial to the military, the Department of National Defense (DND) said on Monday.

“Lt. Gen. Bacarro’s appointment as Chief of Staff bodes well for the AFP as he will be given a longer period to implement reforms and institutionalize policies that will redound to the benefit of the organization,”
said DND officer-in-charge, Undersecretary Jose Faustino Jr., in a statement.

Bacarro will be the first key officer appointed under Republic Act (RA) 11709 which took effect last July 1, which mandates, among others, a fixed tour of duty of three years for the AFP chief and other military officers holding key positions.

He is the current commanding officer of the AFP Southern Luzon Command. He has also served as commander of the 2nd Infantry Division and the 502nd Infantry Brigade of the 5th Infantry Division.

In 1991, Bacarro was awarded the Medal of Valor, the highest award for combat in the AFP, for his gallantry during a 10-hour encounter with 150 New People’s Army (NPA) rebels in Maconacon, Isabela earlier that year.


Bacarro replaces Gen. Andres Centino, who is slated for a new post under the present administration.

“We also extend our profound gratitude to General Andres C. Centino, and wish him well as he embarks on a new chapter of his career,” Faustino said.

A parents' group is supporting Vice President Sara Duterte in standing up against Congress’ Makabayan bloc.

In a statement issued on Monday, the group Yaman, Kalinga, at Pagmamahal ng Magulang (YAKAP) agreed with Duterte that the organizations under the bloc should be exposed due to their alleged alliance with the Communist Party of the Philippines-New People's Army-National Democratic Front of the Philippines (CPP-NPA-NDF).

“Naninindigan ang Yaman, Kalinga, at Pagmamahal ng Magulang, kasama ng Pangalawang Pangulo, Honorable Sara Duterte, na kinakailangang pa-igtingin ang laban sa CPP-NPA-NDF upang tuluyan nang matigil ang walang habas na karahasan at pagrerekrut at panlilinlang ng mga organisasyon nito sa mamamayang Pilipino (YAKAP stands together with the Vice President, Hon. Sara Duterte, that it is necessary to intensify the fight against the CPP-NPA-NDF in order to completely stop the wanton violence and recruitment and deception of these organizations of Filipinos),” the statement read.

The parents' group said the true intention of the Makabayan bloc representatives cannot be hidden by pretending to be champions of human rights.

The bloc is composed of party-list Representatives France Castro of ACT Teachers, Arlene Brosas of Gabriela, and Raoul Manuel of Kabataan.

On Monday, Duterte said in a statement that reading the Makabayan bloc’s "hypocritical and dramatically rehashed statements" make her laugh as the group thinks the public has no inkling of its “love affair” with the CPP-NPA-NDF.

Duterte also reminded Filipinos not to make the mistake of falling for Makabayan bloc’s dramatics, saying it cannot be trusted.


“Marami na ang naloko ng Makabayan Bloc. Magaling sila sa propaganda at sanay sila sa pagsisinungaling. Sa loob ng maraming panahon, walang naglakas-loob na ilabas ang katotohanan tungkol sa kanila. Gagawin natin ito ngayon (Makabayan bloc has deceived many people. They are good at propaganda and they are good at lying. For a long time, no one dared to reveal the truth about them. We will do it now),” Duterte said.

The Philippine Army (PA) has fired its saluting batteries to honor and pay respects to former president Fidel V. Ramos who passed away last July 31 at the age of 94.

"The Fort Bonifacio-based Saluting Battery of the Army Artillery Regiment also joined the nationwide simultaneous gun salute at key military camps. An initial eight-volley fire kicked off the gun salute that started in the 5 a.m. reveille and ended in the 5 p.m. flag retreat," PA spokesperson Col. Xerxes Trinidad said in a statement Monday night.

He added that all Philippine flags at the Army headquarters in Fort Bonifacio and PA camps and bases nationwide were also flown at half-mast.

"The Philippine flag in Fort Bonifacio, Metro Manila, and other key military installations nationwide were flown at half-mast on August 1, 2022 in a show of solidarity with the nation that is grieving the passing of the 12th President and Commander-in-Chief Fidel V. Ramos," Trinidad said.

He also added that the PA chief Lt. Gen. Romeo S. Brawner Jr. led the Army headquarters-based officers and personnel in wearing the 'badge of mourning' on the left sleeve of the uniform following the official reading of the former president's notice of death on the morning of Aug. 1.

"The 110,000-strong Philippine Army mourns the loss of a great leader and an illustrious soldier who truly embodied the organization’s core values of honor, duty, and patriotism," Trinidad said.

Special Forces pay tribute

The Special Forces Regiment (Airborne) [SFR(A)] also joined the nation in honoring the life and legacy of Ramos, their founding commander.

“Members of the Special Forces family, active military personnel and retired, are saddened by the passing of its founding commander,” SFR(A) commander Col. Ferdinand Napuli said in a statement.

"His legacy will continue to be woven into the lives of every Special Forces operator," he added.

The Philippine Special Forces was founded on June 25, 1962, with then captain Ramos serving as the commander of the 1st Special Forces Company (Airborne).

Over decades, the unit expanded from one company to a regiment with 20 companies, mostly deployed in Mindanao.

"On my ninth year as a Captain, after having undergone intensive training at Fort Bragg with three other Filipinos, I was privileged to lead the newly created 1st Special Forces Company (Airborne). Only one of every five candidates passed the rigid physical and psychological fitness tests. We spent months surrounding the mountains of Fort Magsaysay to set up jungle training areas, doing hundreds of kilometers of road runs, and jumping from old but reliable, C-47s into diversely unfamiliar drop zones," the late former president wrote in the coffee table book commemorating the 50th anniversary of SFR(A).

"We did the first para-drops on Manila Bay, Camp Murphy (before it was renamed Camp Aguinaldo), and Fort Mckinley. In addition to honing our airborne skills, we became highly proficient in jungle survival, escape and evasion techniques, and scuba diving. We functioned as a small, well-oiled team with specialists in intelligence, weapons, demolition, communications, and medical support," Ramos said.

Ramos served as the Philippines' 12th president from 1992 to 1998 and as Armed Forces of the Philippines chief from 1986 to 1988.

He was appointed as defense secretary by former President Corazon "Cory" and served from 1988 to 1991.

Ramos was born on March 18, 1928 in Lingayen, Pangasinan and is a member of the United States Military Academy Class of 1950.

He was a member of the Philippine Expeditionary Forces to Korea (PEFTOK) and served in various military command positions throughout his long military career.

The National Task Force to End Local Communist Armed Conflict (NTF ELCAC) vowed to stand united with Vice President Sara Duterte in fighting communist terrorist groups and their allied front organizations.

Flosemer Chris Gonzales, NTF-ELCAC spokesperson for Legal Affairs, said Duterte immortalized their core message and advocacy when she said communist groups must be exposed.


“We find courage in your words, Madame Vice President. These are words that we know you will translate into action. Trust that we will be one with you in transforming your words into reality for the Filipino people,” Gonzales said in a statement Monday night.

In a previous statement, Duterte condemned the Communist Party of the Philippines-New People's Army-National Democratic Front (CPP-NPA-NDF) for deceiving the youth into joining the armed struggle and waging a war they will never win because it is a war against their fellow Filipinos.

Gonzales said Duterte strengthened NTF-ELCAC’s resolve to work for a just and lasting peace.

He said the NTF-ELCAC would systematically tear down the layers of lies and deception that the CPP-NPA-NDF has built around their so-called front organizations, responsible for the recruitment and meaningless deaths of a number of young people in the guise of a revolution.

“The CPP-NPA-NDF’s lost and dying cause has totally lost all sense and meaning and has been reduced to a mere criminal and terrorist rabble that resorts to lawless violence and desperate acts of extortion that aggravate the sad plight of our masses in the few remaining conflict-stricken areas in the country,” Gonzales said.

He vowed that they will speak the truth despite the desperate attempts by the CPP-NPA-NDF propaganda to deceive the public with their “standard, templated, and more often, overused, abused, and sirang plaka (broken record) lines.”

Filipinos are now aware of the atrocities committed by the CPP-NPA-NDF and only the communists themselves believe in the lies that they invented, according to Gonzales.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Anti-Terrorism Council also formally designated the NDF as a terrorist organization on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA that was created in April 1973.

The Philippine government on Tuesday urged nuclear-armed states to accede "without delay" to all treaties that establish regions, including Southeast Asia, as nuclear weapons-free zones.

There are five treaties involved in nuclear weapon-free zones, including the Bangkok Treaty that was signed by the 10 Association of Southeast Asian Nation member states in 1995.

The Bangkok Treaty, like the four other agreements covering Africa, South Pacific, Central Asia, Latin America and the Caribbean, refrains the 10 Asean states from allowing any other nations to station, test, use, or manufacture nuclear weapons in their territories, declaring Southeast Asia a nuclear-free zone.


Speaking on behalf of the Philippines, Foreign Affairs Undersecretary Carlos Sorreta at the 10th Review Conference of the Nuclear Non-Proliferation Treaty (NPT) in New York said the responsibility to rid the world of nuclear weapons rests on the shoulders of nuke-armed states.

He stressed that nuclear weapons only pose "catastrophic humanitarian risks" and that their continued existence "imperils us all".

"They are repugnant to global public conscience, and have since been outlawed by the [NPT]," Sorreta said.

"The onus to rid the world of nuclear weapons remains on the shoulders of Nuclear Weapon States. They must make meaningful progress to reduce and eliminate all types of nuclear weapons in a transparent manner, and to further diminish the role of such weapons in their military and security concepts, doctrines, or policies," he added.

While there are also efforts toward nuclear risk reduction, Sorreta said this alone is "not a means to legitimize nuclear weapons’ continued existence or as a substitute to nuclear disarmament."

He said nuclear-armed states must adhere to the highest standards of non-proliferation as non-nuclear weapon states do.

"They must, without delay, undertake effective, universal, unconditional, non-discriminatory, irrevocable, and legally-binding negative security assurances (NSAs) to Non-Nuclear Weapon States."

In the same speech, Sorreta reaffirmed Manila's commitment to the NPT.

"Our commitment to this Treaty emanates from my people’s aspiration to achieve freedom from the threat of nuclear weapons and forge a path to sustainable development that includes harnessing the potential of nuclear energy," he said.

According to the Stockholm International Peace Research Institute (SIPRI), nine states-- Russia, United States, United Kingdom, France, China, India, Pakistan, Israel, and North Korea-- possess approximately 12,705 nuclear weapons as of 2022.

Of this number, at least 3,732 were "estimated to be deployed with operational forces" while around 2,000 were "kept in a state of high operational alert," its 2022 yearbook said.

Russia, the US, UK, France, and China are parties to the NPT, North Korea withdrew in 2003, while the rest of the nine did not sign the treaty.

The Philippines and France are looking at broadening cooperation in climate change initiatives and defense acquisition, among others.

Department of National Defense (DND) officer-in-charge, Undersecretary Jose Faustino Jr. made this remark in a meeting with French Ambassador to Manila Michèle Boccoz at Camp Aguinaldo, Quezon City on Monday.

Boccoz noted that the 75th anniversary of the establishment of diplomatic relations between the Philippines and France has been observed with a six-month commemoration since June 26.

"Both sides expressed keen interest in broadening the Philippines-France bilateral defense relations by exploring more areas of cooperation, such as addressing climate change, humanitarian assistance and disaster response (HADR), information-sharing, and defense acquisition," DND spokesperson Arsenio Andolong said in a statement Tuesday.

Also present during the meeting were officials from the DND and the French Embassy.


"Senior Undersecretary Faustino Jr. extended the DND's congratulations in connection with the 233rd anniversary of the French National Day last 14 July 2022. The Philippines side also expressed appreciation for the military education and training opportunities offered by France to the Armed Forces of the Philippines (AFP)," Andolong said.

Boccoz said the Indo-Pacific region is a priority for Paris, adding that defense and security is the first pillar of its Indo-Pacific Strategy.

"Both sides recognized the importance of the Asean (Association of Southeast Asian Nations) Centrality and the Asean Outlook in the Indo-Pacific (AOIP). Senior Undersecretary Faustino reaffirmed the Philippines' full support for France's engagement with Asean," Andolong said.

Retired general Raymundo Ferrer on Tuesday took his oath as the new administrator of the Office of Civil Defense (OCD).

"I wish to inform you all that our new Civil Defense Administrator, Usec. (Undersecretary) Raymundo B. Ferrer has already taken his oath of office this morning at the DND (Department of National Defense) His oath was administered by DND OIC (officer-in-charge) Senior Usec. Jose Faustino Jr.,"
said National Disaster Risk Reduction and Management Council (NDRRMC) spokesperson Mark Cashean Timbal in a message to reporters.

Ferrer brings to OCD his vast experience in emergency operations as a former military official and a management specialist.


"He assumes office today as OCD continues to manage the impact of the Abra earthquake. He will hit the ground running and attend to all the functions of a Civil Defense administrator and as executive director of the NDRRMC," Timbal said.

Ferrer held many senior command positions during his time with the Armed Forces of the Philippines (AFP).

He served as chief of the Zamboanga City-based Western Mindanao Command before his retirement in 2012.

He also headed the Eastern Mindanao Command from January 2009 to November 2011; 6th Infantry Division from March 2007 to January 2009 and the 1st Infantry Division from September 2006 to March 2007.

The NDRRMC, meanwhile, thanked Jalad for his service.

"Through his guiding hand tempered by compassionate and exemplary wisdom, OCD was able to advance as the country's premier disaster management agency. Mabuhay po kayo, CDA (Civil Defense Administrator) Emeritus, Usec. Ricardo B. Jalad!" Timbal added.

The proprietary claim of the Sultanate of Sulu descendants to Sabah is "in the nature of a private claim," Malacañang said on Tuesday.

Press Secretary Trixie Cruz-Angeles made the statement, after members of the Sultanate of Sulu expressed hope that President Ferdinand Marcos Jr.'s stance on not abandoning even a square inch of Philippine territory includes Sabah.

Cruz-Angeles said the Sultanate heirs' claim to Sabah could not be considered as a sovereignty or territorial issue "at the moment."

"From what I understand, the case is in the nature of a private claim by the heirs of the Sultan of Sulu with Malaysia. Therefore, it is not an issue of sovereignty or of territory at the moment," she said in a Palace press briefing.


Cruz-Angeles also said Marcos' recent statement about the country's territory still needs to be clarified.

"The President’s articulation of his statement about not giving up a square inch of territory will have to be reduced into writing and into specifics, after which, we will announce these to you if they are in any way related to the Sabah claim. At the moment, wala pa pong (there is still no) articulation, so we have to wait," she said.

In his first State of the Nation Address (SONA) delivered on July 25, Marcos said while his administration pursues the "friend to all, enemy to none" stance, it would not relinquish even a square inch of the country's territory.

Marcos, as the chief architect of the country's foreign policy, said the Philippines "will be a good neighbor" that will always look for "ways to collaborate and cooperate with the end goal of mutually beneficial outcomes."

Reacting to Marcos' first SONA, the Sulu sultanate heirs hoped that Marcos would also defend Sabah, as they recalled that the then senator even filed a resolution to press the country's claim over Sabah.

The French court has ordered Malaysia to pay USD14.9 billion to the heirs of the Sulu Sultanate for breach of an international private lease agreement.

The court granted the demand of compensation after Malaysia failed to pay the annual cession money of RM5,300 to the Sultanate heirs.

Former presidential spokesperson Harry Roque, an international law expert, earlier advised Marcos to "decide once and for all if the country's position on Sabah remains a territorial claim of the Philippine republic or a proprietary claim of the Sultanate of Sulu descendants."

Solicitor General Menardo Guevarra said his office is studying the implications of the ruling on the country.

“The Office of the Solicitor General, on its own, is carefully studying the legal and constitutional implications, if any, of the arbitral award in favor of the heirs of the sultan of Sulu,” Guevarra said in a text message.

In 1898, under the Treaty of Paris, Spain sold the Philippines to the United States. The treaty boundaries allegedly did not include Sabah.

The late senator Miriam Defensor-Santiago, in a speech in 2013, recalled that former President Gloria Macapagal-Arroyo issued "Guidelines on Matters Pertaining to Sabah" in 2008, requiring any official activity related to Sabah to first obtain clearance from the Department of Foreign Affairs.

In 2009, Santiago said Arroyo signed the new law on the archipelagic baselines of the Philippines, which was upheld in 2011 by the Supreme Court and categorically stated that the Philippines retains its claim on Sabah.

The local government of Lope de Vega, Northern Samar and the Philippine Army have extended assistance to 10 former members of the New People’s Army (NPA) to encourage more rebels to surrender.

1st Lt. Benigno Lopez, spokesperson of the Army’s 43rd Infantry Battalion, said series of needed services have been provided to former rebels who surrendered on July 20.

“Besides the provision of immediate assistance, the municipal task force to end local communist armed conflict members decided to help in fulfilling the wishes of the surrenderers to be able to legally marry and for their children to get legal identities,” Lopez said in a phone interview on Monday.

Lopez said Lope de Vega town Mayor Bobby Saludario handed over on July 30 at least PHP5,000 cash to each former rebel to help them rebuild their lives that was shattered by years of armed struggle.

Other services extended include mass wedding for four couples and christening of three children of ex-rebels.

The former rebels (not their real names) who yielded to authorities were Bravo, Cali, Jack, Toya, Maan, Alyana, Kardo, Sarimao, Orlan, and Pos-ok.

They also turned over a caliber 5.56 M16A1 rifle, one M1-Garand rifle, four .45-caliber pistols, one .22- caliber handgun, and one .38-caliber revolver.

Col. Perfecto Peñaredondo, commander of the Army’s 80rd Infantry Brigade, lauded the efforts of soldiers and policemen for the successful surrender of the rebels.

"I encourage the remaining NPA members to abandon their armed struggle and avail of the services prepared by the government for them to live peacefully with their loved ones. The provincial and municipal task forces here in Northern Samar have prepared benefits to those who will surrender,” Peñaredondo said in a statement.

Under the local social integration program and enhanced comprehensive integration program, former rebels or their qualified beneficiaries will get benefits ranging from guaranteed safety and security, financial assistance such as PHP50,000 subsistence allowance, PHP21,000 for food expenses while in custody of the receiving unit, and PHP15,000 for travel and mobilization expenses; and corresponding compensation for surrendered firearms.

They will receive these aid after completing the validation process, Lopez said.

The Communist Party of the Philippines-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Anti-Terrorism Council also formally designated the National Democratic Front as a terrorist organization on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA that was created in April 1973.

DAVAO CITY – The Indigenous Peoples (IP) themselves decided to put an end to tribal schools linked to communist rebels, not former mayor and now Vice President Sara Z. Duterte.

This was the assertion of
Arian Jane Ramos, former secretary of Guerrilla Front 55 of the New People's Army (NPA) based in Southern Mindanao, following the brickbats hurled at the Vice President by certain quarters believed to be allied with communist rebels.

In particular,
Ramos, known as Ka Marikit when she was in the NPA, was reacting to allegations that the closure of the Salugpongan schools in Davao and the rest of the region was the handiwork of Duterte.

“The IPs became decisive for the Salugpongan closure and other 'lumad' schools because they knew the real goal of the Communist Party of the Philippines (CPP)-NPA,” Ramos said Monday.

She said the Salugpongan tribal schools were “supposed to shape the future of the children and the development of the tribe, “but they turned out the other way.”


In October 2019, the Department of Education in Region 11 (DepEd-11) ordered the closure of the controversial Salugpungan Ta'Tanu Igkanogon Community Learning Center, Inc. (STTICLCI), the school system that managed the Salugpongan schools, for lack of permits and alleged links with the NPA.

Jenelieto Atillo, DepEd-11 spokesperson, made it clear that the decision did not rest solely on STTICLCI's alleged links with the New People's Army (NPA) but also based on the findings that showed various regulatory violations, deficiencies and compliance issues on the part of the school management.

DepEd's probe on STTICLCI came after then National Security Adviser Hermogenes Esperon alleged that STTICLCI-run schools were being used as training and recruitment centers for the NPA.

Esperon's allegations were based on the testimonies of former STTICLCI students and teachers.

Various tribal councils in Mindanao also issued a resolution demanding the closure of Salugpongan schools, accusing them of turning their children into rebels.

For Ramos, Duterte's decision to support the DepEd's findings and the eventual closure of Salugpongan schools was a reflection of her “motherly love” for Davao City, saying the former mayor was just “looking out for what's best for the majority.”

“They use the tribe to increase the number of activists and take up arms to resist the government, and in the future, the main CPP-NPA cadres will benefit from it,” Ramos said in an interview.

In 2003, she narrated that the CPP guided the Salugpongan organization led by Datu Guibang in Talaingod, Davao del Norte, to construct a literacy-numeracy school for the Manobo children with teacher-volunteers from the Rural Missionaries of the Philippines (RMP).

Four years later, she said STTICLCI was born under the direction of the CPP-NPA, offering “free and accessible education for all Lumad children” enrolled in 55 tribal schools throughout Mindanao.

“Through this process, it (Salugpongan) produced activists and NPA Lumad fighters across Davao Region,” Ramos said.


She also asked Duterte, who is also the Department of Education's current secretary, to help the IP children attain their dreams through good education.

“Their dreams of becoming a doctor, lawyer, teacher, soldier, and so forth will serve the interests of their tribe and the country,” Ramos added.

The military here has intensified operations against New People’s Army (NPA) rebels in Sultan Kudarat province following a clash that killed an NPA leader and two of his aides over the weekend.

In a statement Monday, Maj. Gen. Roberto Capulong, the Army’s 6th Infantry Division commander, identified the slain NPA leader as Ian Dela Rama, head of the regional operations command of the rebels' Far South Mindanao Region.

Dela Rama was also a former secretary of the NPA Front 4A, North Central Mindanao Regional Committee, from May 2018 to May 2019.

He also had an existing warrant of arrest for arson filed at the Regional Trial Court Branch 3 in Butuan City.

Dela Rama's two slain aides, identified as Valerio Lacumbo and Wilmer Dela Cruz, were both operating in the mountainous borders of Sultan Kudarat and South Cotabato before their deaths.

“The three were killed in a running gun battle at the peripheries of Barangay Baluan, Palimbang, Sultan Kudarat, on Saturday afternoon,” Capulong said.

Recovered from the rebels were two M16 rifles, a Garand rifle, two .45-caliber pistols, a hand grenade, firearm clips, ammunition, PHP3,000 cash, bomb-making components, and mobile phones, among others.


Capulong reminded troops of possible retaliatory attacks from the NPA to avenge the death of their three comrades.

He assured the public though that the Army will continue pursuing those who continue to fight the government.

“The 6th ID will always adhere to the tasks mandated to us, that is, to protect the people and secure the communities, especially in the area of Sultan Kudarat, to free them from insurgency brought by these rebels,” he said.

Capulong condoled with the families of slain NPA rebels, even as he called on other insurgents to surrender and return to their respective families while they still can.

“Our government troops do not rejoice in killing fellow Filipinos as we also feel bad if a rebel dies in encounters due to a lost cause. Lay down your arms and come back to the folds of the law to avoid circumstances like this,” he said.

Since January this year, nine NPA rebels have been killed while 94 have surrendered peacefully.

A total of 68 firearms, 16 grenades, and five anti-personnel mines were surrendered and recovered in the same period.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Anti-Terrorism Council also formally designated the National Democratic Front as a terrorist organization on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA that was created in April 1973.

Personnel of the Bureau of Customs (BOC) and Naval Forces Western Mindanao (NFWM) have apprehended a motorboat with five-man crew and loaded with PHP6.6 worth of smuggled cigarettes off Sulu province, a top NFWM official said Monday.

Rear Adm. Toribio Adaci Jr., NFWM commander, said the shipment of smuggled cigarettes was seized around 3:45 a.m. Sunday, some two nautical miles east off Balod Island, Sulu.


Adaci said the NFWM and Bureau of Customs (BOC) operatives launched maritime patrol following information about the shipment of smuggled cigarettes that led to the confiscation of the contraband and arrest of five people.

Adaci identified the arrested crew of the motorboat as Monal Sappari Haili, Asmad Ismael Tingkahan, Latas Tingkahan Ismael, Bardi Ukkan, and Asli Tingkahan.

“The operating unit chase the watercraft, which attempted to flee under cover of darkness after sensing the approach of Navy’s patrol boat,” Adaci said.

“The operatives caught up with the watercraft and subjected it to visit, board, search and seizure procedure, which led to the discovery and seizure of its undocumented cargo,” he added.

Operatives found the motorboat was loaded with some PHP6.6 million of smuggled Fort and Astro cigarettes. The contraband was transported out of Sulu when intercepted.

Adaci said the motorboat was towed to the Romulo Espaldon Naval Station that houses the NFWM headquarters in this city. The crew were found to be in good physical condition when subjected to medical check-up at Camp Navarro General Hospital.

Unidentified gunmen shot dead a Maguindanaon couple and their young daughter in Mamasapano town Tuesday.

Maj. Maximiano Gerodias, town police chief, said a group of armed men arrived and strafed the house of Abdulkadir Matuwa, 53, a farmer, at past 1 a.m. in Barangay Mangungkaling.


Abdulkadir, his wife Zahera, 32, and their five-year-old daughter, died in the incident, while a nine-month-old baby was unharmed.

“The baby was in a hammock and was asleep when the attack happened,” Gerodias said in an interview with reporters. “The baby is now with the victims’ relatives.”

Police recovered multiple empty shells for an M16 rifle.

Police are still investigating the incident.

Mamasapano was the site of the bloody encounter in January 2015 between the police’s Special Action Forces (SAF) and Moro rebels that left 44 SAF personnel, 18 Moro gunmen, and civilians dead.

BUTUAN CITY – The communist New People’s Army (NPA) have become desperate enough to sow terror among the business community and the local residents here, according to the region's top police official on Tuesday.

In a statement, Brig. Gen. Romeo Caramat Jr., chief of the Police Regional Office in Caraga (PRO-13), said the recent atrocities perpetrated by the rebels here will be met with criminal charges.


“Appropriate criminal charges are now being prepared by the Butuan City Police Office against the perpetrators,” Caramat said.

On Sunday evening, undetermined NPA insurgents forcibly entered the compound of Primevibe Corporation in Barangay Sumilihon.

The rebels disarmed the security guard on-duty, ransacked the staff house inside the compound, and torched one 10-wheeler truck and a six-wheeler truck owned by the company.


Caramat said the NPA rebels responsible for the atrocities belong to the NPA's Guerrilla Front 21-C of the North Eastern Mindanao Regional Committee.


The incident, he said, “showed the true face of the NPA of having no respect for human rights and a complete disregard for the properties of the people.”

“Through the unity of the police, the Army, and the communities, there is no way the NPA will succeed with their terroristic activities in the region,” he added.

Major Jennifer Ometer, PRO-13 public Information Office chief, said the NPA's recent attack has damaged around PHP500,000 worth of properties.

The Communist Party of the Philippines-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The National Democratic Front was also formally designated as a terrorist organization by the Anti-Terrorism Council on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA created in April 1973.

A platoon leader of the communist New People’s Army (NPA) and two of his followers surrendered to government forces in Sultan Kudarat province Wednesday.

Lt. Col. Allen Van Estrera, commanding officer of the Army's 37th Infantry Battalion (IB), identified the surrenderers as NPA platoon leader Hadji Jok Marianing, 37, a certain Joker, 25, and a certain Leslie, 25.

They belonged to the East Daguma Front of the NPA operating in Central Mindanao.

“Leslie is the medic of the group,” Estrera said in his report to Maj. Gen. Roberto Capulong, the Army’s 6th Infantry Division commander in Central Mindanao.

The trio turned over an M16 rifle and a .45-caliber pistol.


Estrera, whose unit is based in Lebak, Sultan Kudarat, said initial debriefing with the surrenderers indicated that they were drawn to the government’s peace and reconciliation program.

“Lack of support from their leaders was also a factor,” Estrera said, citing one of the surrenderers.

He said the trio is undergoing debriefing for their eventual enrollment with the government’s Enhanced Comprehensive Local Integration Program.

The Communist Party of the Philippines-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.
