With a stronger Anti-Terrorism Act (ATA) and the procedures for its implementation in place, groups suspected of coddling communist rebels are now feeling the heat. Pseudo-right and other cause-oriented institutions that are suspected of having links to radical groups that the law classifies as terror organizations.

Under the ATA, these so-called front organizations of the Communist Party of the Philippines have their finances regulated by the Anti-Money Laundering Council (AMLC).

In the Left’s own words, the AMLC actions have immobilized above-ground groups.

A non-government organization involved in disaster relief but suspected of providing indirect financing to the armed rebellion halted operations after the AMLC froze its accounts.

Now it is complaining to its foreign financiers and the international media, accusing the government of red tagging that resulted in AMLC blocking its bank accounts.

Not only did the AMLC freeze the accounts of the NGO but also, in most cases, the personal bank accounts of the group’s officials.

The banks also severed access of the withheld accounts to transfers from foreign funders.

This is where the front organizations feel the pain the most since their main sources of financing are woke and rich European groups.

A controversial anti-terrorism law was passed in 2020, giving a newly created Anti-Terrorism Council the power to designate groups as terrorists, detain them, or freeze their assets without charges. The AMLC, which is under the Bangko Sentral ng Pilipinas, is responsible for countering terrorism financing.

The front organizations of the revolutionaries alleged the government is using the ATA to quell legitimate dissent.

Since the release of the guidelines last January, a raft of rights groups had their and their officers’ bank deposits withheld.

The AMLC also acts on the group’s sources of financing if several of its members are designated by the Anti-Terrorism Council as “terrorist” suspects.

Those who received money from suspected conduits of the armed insurgents were also suspended, widening the swath of the crackdown.

Several of the AMLC subjects approached UN Special Rapporteurs to complain about the “weaponization” of the counter-terrorism law against “humanitarian workers.”

A common grumble is that the AMLC actions were done without prior notice. “We didn’t see it coming,” one of the officials of the left-wing groups said.

AMLC actions are unannounced to prevent a suspect organization from siphoning off the funds.

“They’ve been freezing funds of anyone without giving substance to their accusations. They are judicially harassing us,” according to an officer of the AMLC-targeted organization.

The target of criticism is the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), which the left-wingers claim is the proponent of red tagging.

The NTF-ELCAC has been credited with weakening the communist movement through localized peace engagements.

Taking out the NTF-ELCAC thus was logical for the legal counterparts of the CPP-New People’s Army since the strategy of NTF-ELCAC had practically crippled the insurgents.

Worries about other so-called progressive groups are rising as the government has centered its campaign on cutting the financing of terrorist organizations along with the prosecution of suspected terrorists.

Many admit that they are getting huge financing from European groups and if these are blocked, the groups “would be paralyzed.”

Hiding behind the charges of red tagging, the terrorist financing conduits are now seeking court action to unlock their bank accounts, which is unfortunate as they seek succor from the system that they seek to destabilize.

During the Davao Peace and Security Press Corps Media Briefing at The Royal Mandaya Hotel, Eastmincom Spokesperson Maj. Salvacion Evangelista reported four encounters resulting in the arrest of five NPA members as of July 30, 2024.

Evangelista also disclosed that 45 former NPA rebels have surrendered within the same period, and their benefits are currently being processed.

These figures are solely from areas under the jurisdiction of Eastmincom’s 4th Infantry Division.

The command’s data also reveals no active guerrilla fronts, a decrease in NPA manpower to 269, and a total of 286 firearms remaining, primarily within the Joint Task Force Diamond (JTFD) or 4th Infantry Division area.

Evangelista emphasized EastMinCom’s ongoing commitment to peace and security efforts in the region and called for continued collaboration with the media to achieve the shared goal of permanent peace and development in the country.

2 more rebels killed in southern Negros

Two remnants of the New People’s Army were killed in two encounters on August 1 in Barangay Camindangan, Sipalay City, Negros Occidental.

Brig. Gen. Joey Escanillas, 302nd Infantry Brigade commander, disclosed yesterday that the first encounter took place in Sitio Bactolon, Brgy. Camindangan, Sipalay City, between 15th Infantry Battalion soldiers and about seven rebels, believed to be remnants of the dismantled South West Front of the Komiteng Rehiyonal Negros/Cebu/Bohol/Siqujior.

Escanillas disclosed that a certain Regie Fundador, a member of the Special Partisan unit of the NPA engaged in liquidation activities, died in the first encounter.

Pursuing Army soldiers then figured in another encounter with the fleeing rebels in Sitio Cambugi-ot of the same barangay, which led to the death of another rebel, initially identified by the Philippine Army as a certain Ian.

Assorted firearms left behind by the fleeing rebels were also recovered by 15IB soldiers.

The two encounters took place, following a gun battle on July 29 in Brgy. Basak, Cauayan, where a suspected rebel identified as Ramon Enseniales, also died in a firefight with 15 IB soldiers.

A 12-gauge shotgun with ammunition and two fragmentation grenades were also recovered by Army soldiers.*

LEGAZPI CITY — An alleged member of the New People’s Army (NPA) was killed in a clash with the government forces in San Fernando town in Camarines Sur on Friday morning, Aug. 2.

Brigadier General Andre Dizon, Bicol police chief, said in a report that while the members of the Philippine Army and the police were conducting combat strike operations, they figured in a 45-minute firefight with 19 NPA rebels in Barangay Tagpocol at 6:22 a.m.

Dizon said the unidentified slain rebel was a member of Kilusang Larangang Guerilla 1 and Platoon 3 of the Sub-Regional Committee under Nancy Ortega, alias “Lilay.”

The state forces recovered three M16 rifles, two M653 rifles, and one M203 grenade launcher at the clash site.

They were conducting checkpoint operations in these areas.

BACOLOD CITY — Two alleged members of the New People’s Army (NPA) were killed in separate clashes with military troops in Barangay Camindangan, Sipalay City, Negros Occidental, on July 31 and August 1.

Lieutenant Colonel J-jay Javines, head of the Division Public Affairs Office (DPAO) of the Army’s 3rd Infantry Division (ID), said troopers of the 15th Infantry Battalion (IB) first clashed with the remnants of the dismantled South West Front (SWF) around 2:18 a.m. at Sitio Bactolon last Wednesday.

This clash resulted in the death of 23-year-old Regie Fundador from Candoni town and the seizure of a .45-caliber pistol and a hand grenade.

Another encounter erupted at Sitio Cambugui-ot around 1:58 p.m., killing an individual identified as “Xian.”

The second clash also resulted in the recovery of a .45-caliber pistol and a hand grenade.

The Armando Sumayang Jr. Command-NPA, in a statement, strongly condemned the death of Fundador, whom they claimed was an hors de combat.

Ka Andrea Guerrero, the rebel group’s spokesperson, in a statement released yesterday, expressed their sadness over the death of one of their comrades, whom they called “Ka Tata.”

The group said Fundador was not armed and had no capability to fight. They described him as a farmer who had pledged to join the armed struggle full-time in 2020.

Army soldiers seized firearms and explosives after two successive encounters with remnants of the New People’s Army on July 31 and August 1, in Sipalay City, Negros Occidental.

Lt. Col. J Jay Javines, 3rd Infantry Division Civil Military Operations chief, disclosed on Friday that two caliber .45 pistols with ammunition, and two fragmentation grenades were recovered from the two encounter sites in Sitios Bactolon and Cambugui-ot in Barangay Camindangan, Sipalay City.

The two slain rebels, whose cadavers also recovered at the gun battle sites, were identified by Javines as a certain Regie Fundador, 23, of Brgy. Cabia-an, Candoni, and an alias Xian.

The seven-man team of rebels encountered by 15th Infantry Battalion is believed to be remnants of the dismantled South West Front of the Komiteng Rehiyonal Negros/Cebu/Bohol/Siqujior.

The cadavers of two slain rebels are yet to be claimed by the respective families, as of press time.

MANILA – The Royal Canadian Navy (RCN) frigate Montreal is in the Philippines for a five-day goodwill visit as part of Canada's show of commitment to a rules-based order in the Indo-Pacific region, with two more warships expected to make a port call within 2024.

His Majesty's Canadian Ship (HMCS) Montreal docked at the Manila South Harbor on Aug. 2 after passing through the Taiwan Strait -- a passage that earlier angered China.

The vessel is one of the 12 Halifax-class frigates of the RCN and is originally deployed in the Atlantic and Arctic Oceans to protect Canada's sovereignty.

In a press conference aboard the ship, Canadian Ambassador to the Philippines David Hartman said this alone is a clear demonstration that Ottawa is “dedicated to regional security and stability” in the region.

“So, you talk about a demonstrated commitment to the Philippines, we've pulled a ship off of our Atlantic fleet to deploy it here to the Pacific to ensure that we have that consistent, persistent presence here — that doesn't get much more real than that,” he said.

“In the next couple of months, between now and the end of the calendar year, we will have two other vessels participating here in the Philippines,” he said.

As maritime nations, Hartman said Canada and the Philippines “share a common interest in upholding a rules-based international order and maintaining a free and open Indo-Pacific.”

Meanwhile, HMCS Commanding Officer Commander Travis Bain said the frigate's passage through the Taiwan Strait was conducted in a lawful and professional manner.

“Part of what we are here to do is we are committed to a free and open Indo-Pacific. We transited lawfully through international waters, and in doing so, we followed all the rules and regulations," he told reporters.

"The conduct from the Chinese PLA-N (People's Liberation Army Navy) and as well other navies was professional as we proceeded through and we proceeded southbound towards our visit in Manila,” he said.

Full program

In the Philippines, the warship will have a full program, including professional development and training opportunities with the Philippine Navy, community outreach, and local engagements, a friendly game of ice hockey and an exchange between cooks of the ship and the Philippine Navy.

"Through our ongoing engagements in the Indo-Pacific, the Royal Canadian Navy is reinforcing partnerships with trusted partners from across the region,” Bain said.

“I look forward to working closely with the Philippine Navy throughout our visit to Manila to foster sailor-to-sailor exchanges and strengthen interoperability between our two navies," he said.

HMCS Montreal's deployment is part of Operation HORIZON, Canada's forward presence to promote peace and stability in some of the world's busiest and most vital waterways.

The operation seeks to reinforce ties with international allies and strengthen relationships with like-minded nations by integrating with partner navies, participating in training exercises, and engaging in military and diplomatic cooperation.

The visit also comes as Canada and the Philippines bolster defense relationship with increased engagement and training opportunities under the Memorandum of Understanding on Defense Cooperation signed last January.

To date, talks are ongoing to conclude a Status of Visiting Forces Agreement (SoVFA) between the two countries.

HMCS Montreal, together with an embarked air detachment operating a CH-148 Cyclone maritime helicopter, has approximately 250 highly trained and professional sailors, soldiers, and aviators, including four Filipino-Canadians.

Petty Officer 2nd class Nicole Fabella, one of the Filipino descent officers on Montreal, said she looks forward to helping strengthen the friendship between the Philippines and Canada.

“We take a lot of pride in what we do and I very much take that into what I do within my career,” the Zamboanga-born naval communicator said.

“I am happy to return to the Philippines as a member of the Royal Canadian Navy. We are doing important work for the peace and stability in the region. I look forward to helping strengthen our friendship and partnership with the Philippine Navy," she said.

The ship is equipped with extensive anti-submarine and anti-surface warfare weapons and sensors to complement their substantial anti-air warfare defenses.

The Canadian Embassy in Manila said the combination of these weapon and sensor systems, coupled with state-of-the-art damage control and machinery control systems, makes the frigate one of the most advanced warship designs in the world.

MANILA – Naval vessels from the Philippines and Japan held their first bilateral maritime cooperative activity (MCA) in the West Philippine Sea on Friday.

In a statement, Armed Forces of the Philippines (AFP) public affairs office chief Col. Xerxes Trinidad said the MCA is part of ongoing efforts to strengthen regional and international cooperation toward realizing a free and open Indo-Pacific.

The AFP, through the Philippine Navy (PN), deployed the missile frigate BRP Jose Rizal (FF-150) while the Japan Maritime Self-Defense Force (JMSDF) sent its destroyer JS Sazanami (DD-113) for the activity.

"The types of exercises conducted during the MCA included a communications exercise (COMMEX), tactical maneuvering, and a photographic exercise (PHOTOEX)," Trinidad said.

He said the exercise enhanced the tactical capabilities of the PN and the JMSDF and reinforced the strong ties and mutual commitment to maintaining peace and stability in the region.

"The JMSDF and the PN are dedicated to promoting security and stability in the Indo-Pacific, demonstrating their shared commitment to upholding a rules-based international order," Trinidad said.

China's PLAN ships spotted

Meanwhile, the AFP said two Chinese People's Liberation Army Navy (PLAN) vessels, a Jiangdao-class corvette 624 and Jingkai class frigate 574, were observed in the area tailing the formation within four nautical miles and 4.9 nautical miles, respectively.

"This did not interfere with the MCA, which successfully included communication exercises, tactical maneuvering, and photographic exercises. The presence of the PLAN vessels was closely monitored, and the exercise proceeded as planned, achieving its objectives of improving tactical capabilities and strengthening cooperation between the JMSDF and the PN," it added.

MANILA – The Canadian government is interested to participate in more maritime cooperative activity (MCA) with the Philippines in the South China Sea, Canada's Defense Attaché said Friday.

Aboard the HMCS Montreal that is currently docked in Manila, Lt. Col. Jason King said Armed Forces of the Philippines (AFP) chief Gen. Romeo Brawner Jr. had sent a letter “soliciting” the Royal Canadian Navy for future MCAs.

King said he recently received a letter from Canadian Joint Operations Command (CJOC) Commander Lt. Gen. Steve Boivin, answering affirmative to Brawner’s request.

“I just got the letter from our commander of CJOC, saying that we are very interested in doing more MCA opportunities with the Philippines Navy in the future and our allied partners,” King said. “So, we are very much game to do more."

Meanwhile, neither King nor Canadian Ambassador to the Philippines David Hartman confirmed whether the HMCS Montreal would be conducting an MCA during its visit or deployment in the Asia Pacific.

The HMCS Montreal is in the Philippines for a goodwill visit from Aug. 2 to 6.

Last June, the warship joined an MCA in the West Philippine Sea with the AFP, US Navy, and the Japan Maritime Self-Defense Force.

The previous MCA involved a series of activities and maritime maneuvers to test and validate the interoperability of the armed forces' doctrines, tactics, techniques, and procedures.

MANILA – The Canadian government is hoping for the swift conclusion of talks on the possible Status of Visiting Forces Agreement (SoVFA) with the Philippines, its top diplomat in Manila said Friday.

Aboard the HMCS Montreal, Canadian Ambassador to the Philippines David Hartman said the two nations have exchanged texts and drafts of the defense pact.

“We're much more optimistic that we will be able to conclude far more quickly, and we really are hoping to advance in the coming months,” he said in a press conference.

“The reality is, we've already exchanged text drafts, frankly, what we would want to achieve and articulate or codify with the Philippines is very comparable to what any like-minded partner or ally would also. So we don't have to reinvent the will, if you will,” he said.

The envoy said the two states have a “strong, solid base” to negotiate with following the Philippines and Japan’s swift negotiation of a reciprocal access agreement.

“There's always some subtleties and nuances between our respective positions, but I remain very optimistic that we will be able to conclude and ideally announce something in the not too distant future, ideally in the next couple of months,” he said.

This growing interest to expand engagement with the Philippines follows the signing of the memorandum of understanding (MOU) on defense cooperation in January 2024 and the arrangement in 2023 that allowed the country to use Ottawa’s Dark Vessel Detection (DVD) system to combat illegal, unreported and unregulated fishing.

“We have the geostrategic imperative, the geoeconomic imperative, and we have a familial imperative — we have familial ties between Canada and the Philippines that only a handful of countries around the world are privileged to have,” Hartman said.

The envoy said Canada is conscious of these ties and is eager to continue investing on them.

“So, we cannot be any more clear to the government of the Philippines how wedded we are to this relationship, how committed we are to this relationship,” he said.

MANILA – The Philippine government should utilize the recently announced USD500 million foreign military funding (FMF) of the United States to enhance the country’s maritime and air capabilities, a maritime law expert said Thursday.

The US on July 30 announced that it will inject an additional USD500 million in funding for the modernization of the Armed Forces of the Philippines and the Philippine Coast Guard to help the country’s “territorial defense” efforts and contribute to regional security.

“Para sa akin yung ating maritime and air capabilities ang nangangailangan ng enhancement kasi kapag dating sa Army mayroon na silang sapat na capabilities at ‘yong mobility na lang nila ang medyo may kakulangan (For me, our maritime and air capabilities need enhancement because when it comes to the Army, they already have enough capabilities except for mobility),” Lawyer Jay Batongbacal, director of the University of the Philippines Institute for Maritime Affairs and Law of the Sea, said in a Bagong Pilipinas Ngayon briefing.

He explained that this mobility challenge is also maritime in nature and therefore could be addressed by the Philippine Navy in the meantime.

The maritime law expert also hopes to see this funding getting invested in the Philippine Marine Corps.

“Iyon ring ating Philippine Marines na sa ngayon ay parte ng Navy dapat din silang mabigyan ng atensyon dito (Our Philippine Marines who are currently part of the Navy should also be given attention here),” he said.

“Ang ating archipelago siyempre kailangan niya ang ganitong klaseng mga external threats capability na talagang ang magiging frontline mo ay yung Air Force, Navy at Marines (Our archipelago needs this kind of external threats capability and of course the front-liners will actually be the Air Force, Navy and Marines),” he added.

The new funding is part of the USD2 billion in FMF that the US Congress and President Joe Biden allocated for the Indo-Pacific in April.

US Defense Secretary Lloyd Austin III made the announcement that USD500 million will go to the Philippines following a 2+2 Foreign and Defense Ministerial Meeting with Secretary of State Antony Blinken, Foreign Affairs Secretary Enrique Manalo, and Defense Secretary Gilberto Teodoro Jr.

The allocation is on top of the USD40 million in annual FMF that the Philippines receives from the US.

The FMF is provided to a partner nation on either a grant or direct loan basis to fund the purchase of American weapons, equipment, and defense training.

US defense chief visits Subic Bay firms

The Philippine Navy (PN) on Thursday said Austin visited the Naval Operating Base in Subic, Zambales to assess the industrial capabilities of companies located near the facility

In a statement, PN spokesperson Commander John Percie Alcos said the American defense chief was personally welcomed by PN head, Vice Admiral Toribio Adaci Jr. during his visit on Wednesday.

He said Austin's visit intends to assess the industrial capabilities of companies in Subic Bay that will contribute to the Philippine military's modernization and their capacity to maintain ships of partner nations in the Indo-Pacific Region.

“We’ve come a long way in our relationship with the Philippines. I think it’s been fascinating to be a part of this and we are looking to a lot more going forward,” Austin said during his visit.

Meanwhile, Adaci expressed the PN's deep appreciation for Austin’s visit as a clear manifestation of the US support for the Navy.

"Vice Admiral Adaci affirmed the PN's support to all endeavors and activities that would further reinforce the longstanding defense alliance between the US and the Philippines. MANILA – The Philippine Air Force (PAF) said its FA-50PH light jet fighters have completed the "large force employment" (LFE) simulation phase of this year's "Pitch Black" exercises in Australia, along with other participating air forces.

"This two-week long LFE simulation phase is a crucial aspect of the exercise, emphasizing complex, large-scale missions that require seamless coordination and integration among the diverse capabilities and assets of participating air forces," PAF acting spokesperson Col. Rifiel Santiago Sotto said in a statement Thursday night.

The "Pitch Black" started in July and will formally close on Friday.

Sotto said LFE missions are designed to provide realistic and challenging scenarios, enhancing the interoperability and tactical skills of the participating nations.

"The PAF pilots were able to participate in different missions, such as air interdiction, suppression of enemy air defense, defensive counter-air and offensive counter-air in a Blue or Red Force role," he added.

He said the PAF's involvement in these missions not only demonstrates its operational capabilities but also strengthens Manila's commitment to international defense cooperation and regional security.

Meanwhile, PAF's "Pitch Black" contingent commander, Col. Randy Pascua, expressed pride in the Air Force's performance and highlighted the importance of such exercises in building stronger ties with allied nations.

"Participating in Pitch Black 2024 allows us to enhance our operational readiness and fosters camaraderie with our international counterparts. The experience and knowledge gained here are invaluable to our mission of maintaining peace and security in the region," he stated.

The PAF's contingent to "Pitch Black" consists of four FA-50PH light jet fighters and 162 highly trained personnel.

"Pitch Black" is a biennial exercise hosted by the Royal Australian Air Force that fosters multinational collaboration and training.

This year's exercise brought together 20 participating nations, over 140 aircraft, and approximately 4,435 personnel.

MANILA – Philippine and United States naval ships held another "maritime cooperative activity" (MCA) in the West Philippine Sea (WPS) on Wednesday afternoon.

"These joint exercises with our ally are crucial in enhancing our naval capabilities and ensuring that we can effectively collaborate to safeguard our maritime interests. The partnership between the PN and the USN continues to be a pillar of regional stability," Armed Forces of the Philippines (AFP) chief Gen. Romeo Brawner Jr. said in a statement late Wednesday.

Brawner added the "successful execution" of these maritime exercises underscores the strong defense ties between the Philippines and the United States and their shared commitment to upholding freedom of navigation and a rules-based order in the Indo-Pacific Region.

Participating ships include the Philippine Navy (PN)'s offshore patrol vessel, BRP Ramon Alcaraz (PS-16), and US Navy (USN)'s littoral combat ship, the USS Mobile (LCS-26).

The activity was held inside the Philippine exclusive economic zone, in the waters west of Palawan.

Meanwhile, AFP public affairs office chief Col. Xerxes Trinidad said the MCA ended at 6 p.m.

"No Chinese vessel was detected in the exercise area, both by visual and radar monitoring," he added.

The MCA consists of a series of exercises aimed at enhancing communication and operational coordination between the two navies.

These activities comprised a communications check exercise, division tactics, officer of the watch maneuver exercise, photographic exercise, and cross deck exercise.

"The primary objective of this activity is to strengthen the interoperability and cooperative capabilities of the PN and the USN," Trinidad said.

He added that these exercises aimed to improve the readiness of the two navies to operate together in ensuring maritime security and stability in the region.

The first MCA with US naval forces was conducted in November of last year.

PN responds to distressed Vietnamese vessel

Earlier, the BRP Ramon Alcaraz, under the operational control of Naval Forces West, responded to reports of a sunken Vietnamese fishing vessel inside the Quirino (Jackson) Atoll, a traditional fishing ground in the WPS on July 30.

PN spokesperson Commander John Percie Alcos said they became aware of the Vietnamese vessel's condition after receiving information from intelligence, surveillance, and reconnaissance (ISR) elements.

"PS-16 commanding officer, Lt. Commander Christofer Neil Calvo said that they arrived in the vicinity of the atoll an hour after receiving the report and immediately deployed a rescue team," he added.

Upon investigation, the Vietnamese fishing vessel with Bow Nr. Q. Ng 96554 TS was found with no personnel onboard. did not cause oil spill that may harm marine life while assorted food and beverage were observed floating near the ship.

"However, another Vietnamese fishing vessel was also sighted 4.6 nautical miles away suggesting that the people on board the sunken vessel may have been rescued by their compatriots. PS-16 later confirmed the rescue of the crew by the other vessel," Alcos said.

He added that the PN's immediate response to assist the Vietnamese vessel underscores the strong Philippine-Vietnam relations.

MANILA – The major accomplishments of the Intergovernmental Relations Body (IGRB) highlights the strong partnership between the national government and the Bangsamoro leadership and reflects the Marcos administration's 'Bagong Pilipinas' vision, according to Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) Secretary Carlito Galvez Jr. on Thursday.

He said that continued cooperation demonstrates "a strong reflection of an inclusive Bagong Pilipinas wherein no one will be left behind and that peace and development are now at hand for our Bangsamoro brothers and sisters.”

Galvez also reiterated that the administration of President Ferdinand R. Marcos Jr.'s peace policy agenda outlines “a strategic plan of the national government in fulfilling all signed peace agreements that foster unity, healing and reconciliation in the country and are aligned with the goals of a Bagong Pilipinas.”

Marcos earlier hailed the IGRB for its key role in creating greater synergy and strengthening the relations between the national and Bangsamoro governments.

“It is a testament to our fruitful partnership and enduring commitment to peace and development” between the National and Bangsamoro governments,” the President said after receiving the IGRB’s Third Progress Report Wednesday in Malacanang.

Marcos also emphasized that the operationalization of all IGRB mechanisms, as provided under the Bangsamoro Organic Law (BOL), will further strengthen the partnership between the two parties.

“We now possess the necessary platforms to ensure greater collaboration, coordination, and cooperation between the National and the Bangsamoro governments in pursuing our shared goals and endeavors for our people,” he noted.

The President highlighted the key milestones of the IGRB, noting that these “are part of our collective efforts to lay the groundwork for effective governance and meaningful autonomy in BARMM (Bangsamoro Autonomous Region in Muslim Mindanao).”

The IGRB’s major accomplishments include the qualification and commissioning of former Moro Islamic Liberation Front and Moro National Liberation Front (MNLF) members into the Philippine National Police; the inclusion of the proclamations granting amnesty to former members of the Moro Islamic Liberation Front and the MNLF; the successful turnover of various properties and assets of the national government within the BARMM to the Bangsamoro government; and the signing of the Intergovernmental Energy Board Circular on the Joint Award on Petroleum Service Contracts and Coal Operating Contracts in the Bangsamoro region.

The IGRB, which is composed of representatives from line agencies and ministries from the national government and BARMM, respectively, was established by virtue of the BOL that was passed in 2019.

Its primary mandate is to facilitate closer coordination and resolve key issues through the conduct of regular consultations and negotiations in a non-adversarial manner

MANILA – The United States’ defense and security support to the Philippines will continue whoever wins its presidential election in November, State Secretary Antony Blinken affirmed Tuesday.

“Elections are a regular feature of our democracy. What's also a regular feature is a strong, longstanding alliance between our countries, and that doesn't change from election-to-election,” Blinken said in a joint presser at Camp Aguinaldo in Quezon City.

The assurance was buttressed by the announcement of the first ever Bilateral Security Sector Roadmap, completed and signed on Monday, a day before the 2+2 Foreign and Defense Ministerial meeting among Blinken, Foreign Affairs Secretary Enrique Manalo, Defense Secretary Gilberto Teodoro Jr. and US Defense Secretary Lloyd J. Austin III.

The roadmap, signed by US Ambassador MaryKay Carlson and Philippine Ambassador Jose Manuel Romualdez, aims to identify priority defense platforms and force packages that will bolster combined deterrence and capacity to resist coercion in the next years.

In the same presser, Austin noted that Manila would continue to see “bipartisan support” as he characterized the Philippine-US ties as a relationship that goes beyond allies.

“I've said a number of times that we're more than allies. We’re family,” he said. “Again, we continue to enjoy bipartisan support, and that's going to happen going forward in the future.”

In announcing the roadmap, Austin said the plan would ensure that “mutual investments go toward the most important capabilities.”

He bared that the US earmarked USD500 million for the Philippines out of the USD2 billion Indo-Pacific foreign military funding that Washington, D.C. announced in April.

Meanwhile, Manalo echoed the two ministers’ optimism as he noted the continuously growing US-Philippines partnership, which he said has reached its “high point.”

“The fundamental factors accounting for all of that is not only our shared adherence to democratic values, to social justice, but also the strong people-to-people relationship, which has really been the bedrock of our relationship,” he said.

“I can say that, aside from having shared interests, shared strategic outlook, all those factors will combine to ensure that our relationship continues beyond perhaps seven decades, and even more so,” he added.

During the 2+2 meeting, the four ministers reaffirmed both nations’ commitment to the alliance and discussed various subjects such as economic and defense cooperation, including the current situation in the West Philippine Sea.

“Let me end by emphasizing that the Philippines will continue to uphold and protect the rules-based international order in the midst of a regional landscape that is significantly under stress," Manalo said on the South China Sea issues.

“In our discussions, I have conveyed the situation in the West Philippine Sea and the South China Sea, and that remains a priority to our government. In line with our treaty obligations, we discussed recent developments and committed to continue our work together in upholding Philippine sovereignty, sovereign rights, and jurisdiction.”

MANILA – The Philippines and the United States are working to conclude and sign a key military intelligence sharing deal by the end of the year, US Defense Secretary Lloyd Austin III said Tuesday.

Speaking after the 2+2 Foreign and Defense Ministerial Meeting at Camp Aguinaldo in Quezon City, Austin said both nations are committed to making the defense alliance “even more secure through technology and security and cyber cooperation”.

“We reiterated our shared intent to conclude a general security of military information agreement (GSOMIA) by the end of the year. Now, that’s crucial to our shared cybersecurity goals,” he said.

According to a US-Philippine joint statement following the 2+2, this GSOMIA would lay the foundation for “enhanced, expanded, and timely sharing of information and defense technology”.

Defense Secretary Gilberto Teodoro Jr., meanwhile, said the deal would serve as a tool to help the Philippines develop its operational security.

“It is an attempt and a continuing exercise to develop our operational security, which is a required stepping stone for our development of an armed force and a defense establishment with increasing sophistication to deal with vulnerabilities and with unpredictabilities in the future defense situation and picture,” he said.

At the dialogue, Austin, Teodoro, Foreign Affairs Secretary Enrique Manalo and State Secretary Antony Blinken also agreed to advance cybersecurity cooperation by investing in the capabilities of the Philippines.

These include the US providing an integrated cyber range and training platform and on-demand training to develop and sustain a capable and skilled cyber workforce.

Enhancing economic ties

On top of fortifying what the four ministers called a “maturing and modern” defense alliance, the two states are also finding ways to foster economic resilience.

“Both sides reiterated the importance of ensuring that the alliance promotes security in its broadest sense — building more resilient and sustainable communities and economies, increasing trade with more diverse and reliable partners, and deterring, countering, and mitigating harm from potential economic coercion,” the joint statement read.

In the past year, the US deployed its first-ever Presidential Trade and Investment Mission to the country and launched the Luzon Economic Corridor (LEC) during a historic trilateral leaders’ summit with Japan and the Philippines in April, among others.

At the 2+2, the officials said they would help “drive progress” on the LEC, including identifying initial priority projects later this year for investment.

They also agreed to further cooperate on critical minerals processing and strengthen private sector partnerships, particularly shipbuilding and ship repair.

They also emphasized the need to “operationalize opportunities” under the bilateral 123 Agreement for civil nuclear energy by helping Manila "develop the workforce, regulatory environment, and strong commercial partnerships that will enable (the) development of a robust, safe civil nuclear sector”.

Within the year alone, the two states would convene various high-level meetings, including the 2nd Energy Policy Dialogue in Manila to diversify critical minerals supply chains, promote renewable energy deployment, and foster reliable and resilient power grids in the country, among others.

Both governments are also scheduled to hold a Nuclear Supply Chain Forum in Manila this November, which will bring together leading US companies with government and private sector stakeholders to discuss partnership opportunities.

MANILA – The Philippines will expand its "maritime cooperative activities" (MCA) with Japan, Australia, and other friendly nations, Department of National Defense (DND) Secretary Gilberto C. Teodoro Jr. said on Tuesday.

"We will also bolster maritime cooperative activities and expand coordination with Japan and Australia and other like-minded nations, not only in these areas but in joint exercises and training as well, where applicable," he said during the 2+2 Foreign and Defense Ministerial Meeting in Camp Aguinaldo, Quezon City.

MCAs are joint naval and air patrols conducted by Philippine allies in its maritime territories.

Teodoro said Manila would beef up the cybersecurity capabilities of the DND and the Armed Forces of the Philippines.

"(We will upgrade) not only in terms of capabilities but also in terms of cooperation in threat detection and protection and joint advanced technological development," he added.

Through robust cooperation in land, sea, air, and cyberspace and extensive interoperability, Teodoro said the US-Philippines alliance would greatly contribute to regional peace and stability under the regime of international law.

"We thank the US government for the continued assistance in building up our capabilities, which will provide a tremendous boost in order for us to establish a credible deterrent to unlawful foreign aggression," he added.

MANILA – The Philippines is on the right track to building a more peaceful and prosperous Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), President Ferdinand R. Marcos Jr. said Wednesday.

Speaking at the turnover of the 3rd Intergovernmental Relations Body (IGRB) Progress Report in Malacañang, Marcos expressed optimism that the country will overcome the remaining challenges to ensure the continued development of the five-year-old Bangsamoro region.

Marcos cited the transformative reforms that the government has undertaken to assist BARMM, including the commissioning of former Moro rebels to the police force, the granting of amnesties to qualified former Moro combatants, the turnover of various properties and assets of the national government within the BARMM, and the signing of the Intergovernmental Energy Board Circular on the joint award on petroleum service contracts and coal operating contracts in the region.

“These peace and development milestones are part of our collective efforts to lay the groundwork for effective governance and meaningful autonomy environment,” Marcos said.

“I'm confident that we are on the right path to building a more peaceful, stable and prosperous Bangsamoro region as we find responsive solutions to the remaining issues and concerns that still need to be addressed,” he added.

The President also urged Budget Secretary Amenah Pangandaman, co-chair of the IGRB and the only Muslim in the Cabinet, to expedite the IGRB manual of operations and resolution of identified issues before the first BARMM parliamentary elections next year.

Marcos said the manual will “facilitate a proactive monitoring of issues and establish a system of continuity” for the Bangsamoro government.

The first parliamentary election in BARMM will be held simultaneously with the May 12, 2025 midterm elections.

Marcos also noted that the 3rd IGRB Progress Report is a testament to the stakeholders’ “fruitful partnership and enduring commitment to peace and development.”

Created through Republic Act 11054 or the Bangsamoro Organic Law, the IGRB facilitates the coordination and resolves issues between the national and Bangsamoro governments through regular consultations and negotiations.

‘Shining example of peace’

For her part, Pangandaman said the success of BARMM is “not only a matter of concern for (the) BARMM but also a top priority of the Philippine government.”

“In fact, beyond being a matter of national interest, the success of BARMM is also a world issue because the world is looking (at) BARMM to be the shining example of peace. Hence, I must emphasize that we cannot fail,” Pangandaman said.

The BARMM was created in 2019 following the ratification of the BOL, which is a product of peace negotiations between the government and Moro rebels.

MANILA – Senate President Francis "Chiz" Escudero on Wednesday dismissed concerns about provoking tensions with China after the United States decided to allocate an additional USD500 million in foreign military financing to the Philippines.

“I do not think this will provoke or agitate China because strengthening one’s own military, like them and most countries, in order to keep the peace, is the right and obligation of every country,” Escudero said in a statement.

The Senate President expressed his gratitude for the unprecedented assistance and emphasized the importance of the US-Philippines partnership in maintaining peace, and modernizing the Armed Forces of the Philippines (AFP) and the Philippine Coast Guard (PCG).

"This shows that we (the US and the Philippines) are indeed friends and, more importantly, equal partners in maintaining peace, freedom of navigation, and a rules-based approach to differences and disagreements,” Escudero said.

The funding announcement was made during the 2+2 Ministerial Dialogue in Manila, with US Secretary of State Antony Blinken and Defense Secretary Lloyd Austin III on the US side, and Foreign Affairs Secretary Enrique Manalo and Defense Secretary Gilberto Teodoro Jr. on the Philippine side, highlighting the deep-rooted partnership between the two nations.

Thankful

The AFP welcomed the US’ grant of USD500 million in foreign military financing.

"It highlights the steadfast support for enhancing the capabilities of the AFP and the Philippine Coast Guard, ensuring we can effectively fulfill our territorial defense mission and contribute to regional security and maintaining a free and open Indo-Pacific," AFP spokesperson Col. Francel Margareth Padilla said in a message to reporters Wednesday.

Padilla declined to give more details about the grant, saying these “will be deferred to the Department of National Defense.”

PH-US ties comply with int’l law

Teodoro Jr., meanwhile, said US-Philippine relations have always been anchored on adherence to international law.

"I believe our relationship is based on two fundamental things. First is sustainability. Our engagements have always been on the principle of sustainability and not one-time things. Secondly, we share principles, fundamental principles of adherence to international law and rules-based international order," he said on the sidelines of the 2+2 Foreign and Defense Ministerial Meeting.

Aside from the US, Teodoro said other like-minded partners of the Philippines have realized that building Manila’s defense posture is vital in upholding international law in the Indo-Pacific region.

In a press conference at the House of Representatives media center, lawmakers welcomed the historic military financing commitment, acknowledging its significance for a strong alliance between the two countries and its importance to the nation’s capability to protect and defend its sovereignty.

Deputy Speaker, Quezon Rep. David “Jay-jay” Suarez, noted the importance of the US commitment, given the upcoming US presidential elections.

“The unwavering support from the US for the Philippines, regardless of the election outcome, reinforces the long-standing, iron-clad relationship between the two nations,” Suarez said.

The important thing, he added, is that whoever wins the presidential race in November, the position of the US and the Philippines should remain the same.

Suarez also highlighted President Ferdinand R. Marcos Jr.'s stance on the West Philippine Sea (WPS) and national sovereignty, as emphasized during his recent State of the Nation Address.

He said the funding would bolster the capabilities of the AFP and the PCG amid tensions in the WPS.

To Assistant Majority Leader, Manila Rep. Ernesto Dionisio Jr., any addition to the country's defense resources is a positive development.

“Well, ako (for me), any addition is positive. So, you know it is a welcoming thing na magdo-donate ang America ng (that America is donating) PHP29 billion that can really be used to upgrade our capabilities ng (of our) WPS team natin, ng (of the) Coast Guard, at ng (and of the) Armed Forces,” he said.

Committee on Dangerous Drugs chair, Surigao del Norte Rep. Robert Ace Barbers, said the US military aid would provide critical support to the PCG not only in monitoring and guarding the WPS but also the east coast of the country.

MANILA – Philippine Air Force (PAF) FA-50PH jet fighter pilots on Tuesday honed their aerial defense capabilities by holding "basic fighter maneuvers" (BFM) over the skies of west Zambales with their counterparts from the French Air and Space Force (FASF).

In a statement, PAF acting public affairs office chief Col. Rifiel Santiago Sotto said the two Rafale jet fighters of the FASF joined the drills.

"Both Air Forces demonstrated their tactical maneuvering skills and techniques in a simulated combat scenario, showcasing their proficiency in air-to-air combat," he said.

On Monday, two FA-50PH jets of the PAF while two Rafale jets, an A330M transport aircraft, and an A400M Airbus military transport aircraft from the FASF held a joint flight over west Zambales to demonstrate the Rafale jets’ air-to-air refueling capabilities.

MANILA – Top American diplomatic and defense officials on Tuesday formally announced that Washington DC would allot assistance worth USD500 million (around PHP29.3 billion) to help in the ongoing modernization program of the Armed Forces of the Philippines (AFP) and the Philippine Coast Guard (PCG).

US Secretary of State Antony Blinken and Department of Defense Secretary Lloyd Austin III made the announcement during the 2 + 2 Ministerial Meeting with their Philippine counterparts, Foreign Affairs Secretary Enrique Manalo and Defense Secretary Gilberto Teodoro Jr., in Camp Aguinaldo, Quezon City.

"We're now allocating an additional USD500 million in foreign military financing (FMF) to the Philippines to boost security collaboration with our oldest treaty ally in the region," Blinken said.

The American top diplomat also described the grant, "new steps to strengthen the alliance, a once-in-a generation investment to help modernize" the AFP and PCG.

Meanwhile, Austin said the US is working with the Philippines to advance its shared vision of a free and open Indo-Pacific.

"And together we are taking bold steps to strengthen our alliance. Today, as you heard Secretary Blinken and I announced that we are poised to deliver a once-in-generation investment to help modernize the AFP and the PCG," he added.

Austin added that they are now working with the US Congress for the grant of the FMF to Manila.

"This level of funding is unprecedented and it sends a clear message of support for the Philippines from the Biden administration, the US Congress and the American people. Today we also concluded the first ever bilateral Security Sector Assistance Roadmap. That roadmap will ensure that our mutual investments go toward the most important capabilities," he said.

Austin also said the US Department of Defense intends to more than double its investment in Enhanced Defense Cooperation Agreement (EDCA) locations across the Philippines.

"President (Joe) Biden's budget request this year includes more than a USD 128 million dollar to fund important EDCA infrastructure projects and US government investment in these locations extends beyond the Department of Defense. For example, the USAID (United States Agency for International Development) plans to preposition a vast of relief supplies in EDCA locations later this year," he added.

This will allow the US Department of Defense to work alongside with the Philippines allies provide humanitarian assistance in times of need, Austin said, Currently, there are nine EDCA locations in various locations in the country.

"Now during our meeting, we also reaffirmed that the Mutual Defense Treaty remains the bedrock of our alliance. And let me be clear, the Mutual Defense Treaty applies to armed attacks on either of our Armed Forces, aircraft or public vessels anywhere in (the) South China Sea. together we also discuss how to make our alliance even more secure through technology and security and cyber cooperation," Austin said.

Meanwhile, Teodoro said the assistance from the US would help improve the Philippines' credible deterrent posture.

"The priorities will be laid down in the Security Sector Assistance Roadmap. Naturally, a lot of our inherent hardening capabilities are included like cyber capabilities and the like. These and all the EDCA investments will serve to secure the Philippines' credible deterrent posture," he added.

Teodoro also added that every peso or dollar spent on "hardening Philippine capabilities" to defend itself and to deter unlawful aggression will be a plus against any "threat actor".

"The EDCA investments are not only solely for defense purposes but are also for civil defense purposes like humanitarian assistance and disaster response. They can be venues for joint cooperation and interoperability between the United States and the Philippines and multilaterally with like-minded nations. And likewise they will serve also as venues for economic development like Secretary Austin had said with the USAID," Teodoro noted.

Teodoro also emphasized that these are "multidimensional investments" that will spur the country's development, aside from deterring unwanted and unlawful aggression.

MANILA – There is no basis for Beijing to warn Manila that the United States’ deployment of the "Typhon" mid-range missile system to the Philippines would lead to an arms race, Foreign Affairs Secretary Enrique Manalo said Tuesday.

In a joint press conference following the 2+2 Foreign and Defense Ministerial meeting with Defense Secretary Gilberto Teodoro Jr., US Secretary of State Antony Blinken and US Defense Secretary Lloyd Austin III, Manalo clarified that the system was not meant for any “offensive purpose”.

“All I can really say is that first, these missiles are meant for our own defensive capabilities, our own ability to improve our defensive deterrence, and they're not meant for any offensive purposes,” the Filipino top diplomat said.

“So, I really can't see on what basis how it would lead to an arms race,” he added.

The statement comes as Chinese Foreign Minister Wang Yi conveyed Beijing’s concern over the deployment of the American missile system during a bilateral meeting with Manalo in Laos on Friday.

China's state news agency Xinhua quoted Wang as saying that Manila’s possible introduction of the system would create regional tension, confrontation, and “trigger an arms race”.

The US deployed the mid-range capability (MRC) missile system to Northern Luzon on April 11 as part of the Exercise Salaknib 24.

Typhon is a land-based, ground-launched system that enhances multi-domain fires. Its launcher can fire the Standard Missile 6 (SM-6) and the Tomahawk Land Attack Missile (TLAM).

Earlier, the Philippine Army said there is a possibility that the MRC may extend its deployment in the country beyond September when the Salaknib training ends.

MANILA – President Ferdinand R. Marcos Jr. hailed the flourishing alliance of the Philippines and the United States (US) in ensuring stability in the West Philippine Sea (WPS) and the Indo-Pacific region.

Marcos made the pronouncement on Tuesday morning as he met with US Secretary of State Antony Blinken and US Defense Secretary Lloyd Austin III at Malacañang, ahead of the two countries' Foreign and Defense Ministerial Dialogue (2+2).

“I am always very happy that these communication lines are very open, so that all the things that we are doing together in terms of our alliance, in terms of the specific context of our situation here in the West Philippine Sea and in the Indo Pacific are continuously examined and reexamined so we are agile in terms of our responses,” Marcos said.

“But we are very happy to see you once again,” he said. “I'm a bit surprised, considering how interesting your political situation has become back in the States, but I'm glad that you found the time to come and visit with us.”

US condoles with typhoon victims

Blinken and Austin thanked Marcos for the warm reception and extended their condolences to the victims of Typhoon Carina and the enhanced southwest monsoon that recently battered the capital region and other nearby areas.

Blinken reiterated Washington DC's readiness to render the necessary assistance to Manila.

He said the upcoming 2+2 meeting is “genuinely historic” and evidence of the “steady drumbeat of very high level engagements” between the Philippines and the US that covers a full range of issues and opportunities.

'PH, US are family'

Meanwhile, Austin said the Philippines and the US are a family.

“It always feels that way when I'm working with our colleagues. You know, we have common interests, common values, and so I think we've done a lot over the last three and a half years to continue to strengthen our alliance, and we look forward to continuing to work with you and your team to move even further,” he said.

“Thanks for your leadership, Mr. President, again, it's been, it's been a great three and a half years, and I look forward to another three and a half or another four (years) in building, building, strengthening this relationship,” the US official said.

Blinken and Austin are set to meet with their Filipino counterparts, Foreign Affairs Secretary Enrique Manalo and Defense Gilberto Teodoro Jr.

The visit came after Chinese ships have rammed and sprayed Filipino vessels and crew members with water cannons over repeated clashes in Ayungin Shoal in the WPS, where the Philippines has sought to resupply its outpost in the grounded BRP Sierra Madre.

The tensions reached a high point over a month ago when Chinese sailors raided a Filipino boat with machetes and seized weapons and equipment, where one Filipino navyman lost his thumb in the confrontation.

The Philippines has been expanding engagements with its allies, including the US, while also beefing up the capabilities of its armed forces amid China’s aggression in the WPS.

MANILA – Armed Forces of the Philippines (AFP) chief Gen. Romeo Brawner Jr. on Monday welcomed 28 Philippine Navy personnel who completed their tour of duty aboard the BRP Sierra Madre (LS-57) that guards the Ayungin Shoal in the West Philippine Sea (WPS).

The Navy sailors were recognized at the Naval Detachment Oyster Bay Pier in Puerto Princesa City, Palawan, AFP public affairs office chief Col. Xerxes Trinidad said in a statement.

"These brave personnel recently completed their deployment at Ayungin Shoal that ended in the rotation and resupply mission on July 27 and have now returned to solid ground," he added.

The AFP chief commended the troops for their dedication and commitment to protecting the nation’s sovereignty and maritime interests in the WPS.

"The AFP extends its heartfelt gratitude to these valiant men and women for their unwavering service and sacrifices. Their dedication ensures the integrity of our territory, sovereignty, and sovereign rights, reflecting the true spirit of patriotism," Brawner said.

He also thanked the families of the returning personnel for their patience, support, and understanding during their loved ones' deployment.

"The strength and resilience of these families are crucial to the morale and effectiveness of our troops," Brawner added.

BACOLOD CITY – Former Communist Party of the Philippines-New People’s Army (CPP-NPA) rebels in Negros Occidental are taking a new path in life by serving as community development volunteers through the assistance of the Philippine Army and the provincial government.

In a statement on Friday, Governor Eugenio Jose Lacson said these former rebels are now doing worthwhile endeavors in environment protection and peacekeeping efforts.

Under the province’s “Balik Salig Program,” 21 received financial assistance worth PHP228,000 on Wednesday for the undertakings they are pursuing in their respective communities in various cities and municipalities in Negros Occidental.

Four full-time volunteers received PHP40,000 each, while 17 part-time volunteers got PHP4,000 each for four months of service from March to June this year.

They belong to the Sentrong Alyansa ng Mamamayan Para sa Bayan (Sambayan) Negros, an organization composed of former rebels which advocates peace and development programs.

Lacson acknowledged the efforts of the Philippine Army and the Philippine National Police that led these former CPP-NPA cadres to return to the fold of the law.

“Our men in uniform are the people who defended us against the aggressive rebels. Once we have convinced them to join us here, it becomes the duty of all local government units to support these former rebels and show them that they made the right decision for peace and progress in the province,” he added.

During the distribution of assistance held at the Provincial Capitol here, former CPP-NPA cadre Jonel Moreño, president of Sambayanan-Negros, urged his fellow members to do their part to stop insurgency in Negros Occidental.

“Insurgency brings trouble and leads to poverty among the people. Revolution is not the solution to our problems. Let us work with the government,” he added.

Col. Orlando Edralin, commander of the 303rd Infantry Brigade, encouraged the former rebels to use the opportunity presented to them to become the catalyst for peace and progress.

“Let us work hand in hand to build a stronger and more resilient community. There is power in unity and cooperation to achieve our goals of having a more secure, more peaceful, and more progressive Negros Island,” he added.

LEGAZPI CITY – The Armed Forces of the Philippines (AFP) on Friday expressed its full confidence on the "Pacific Partnership 2024" which is expected to directly assist disadvantaged populations, and promote regional resilience, interoperability, and security through comprehensive engagements.

The Pacific Partnership is the largest annual multinational humanitarian assistance and disaster relief preparedness mission in the Indo-Pacific.

The mission team will be in Legazpi City until Aug. 14

During the opening ceremony of the Pacific Partnership 2024, AFP chief Gen. Romeo Brawner Jr., in a speech read out by 9th Infantry Division commander Maj. Gen. Adonis Bajao, said the mission demonstrates strong and effective collaboration within the Indo-Asia Pacific region.

"This mission extends beyond humanitarian assistance and disaster relief; it encompasses a wide range of strategic objectives, including territorial defense and other critical lines of effort. Throughout this mission, we aim to further improve our ability to respond effectively to natural disasters and emergencies and enhance interoperability with other military forces, improving coordination and communication during joint operations," Brawner said.

He said the series of activities for the two-week humanitarian mission will provide learning and develop essential engineering and medical skills during disaster response and community development.

"We see this activity as a timely opportunity to enhance resilience within local communities, ensuring a better-prepared future. Our collaboration with local government units, local agencies, and non-government organizations shows the importance of a multi-faceted approach to achieving objectives," he said.

Brawner said the mission aims to enhance not only the capacity for conducting humanitarian assistance and disaster relief missions but also to strengthen the foundation of partnership, emphasizing the collective commitment to regional stability and security.

He thanked the participation of the United States Naval Ship (USNS), the City of Bismarck, the Republic of Korea Navy Ship Il Chul Bong, and more than 200 soldiers from the United States of America, South Korea, Singapore, the United Kingdom, and Australia.

"On behalf of the men and women of AFP, I extend my deepest gratitude for all participating nations, organizations, and individuals who have come together to make the Pacific Partnership 2024 a reality," he said.

Captain Daniel Keeler, Pacific Partnership 2024 mission commander, said the Pacific Partnership represents a modernization of the longstanding alliances and partnerships between various countries.

COTABATO CITY – Police authorities, backed by military troops, have launched a manhunt against gunmen who ambushed and killed a vice mayor and his police escort in Barangay Pandan, South Upi, Maguindanao del Sur, at about 5 p.m. on Friday.

Col. Roel Sermese, Maguindanao del Sur Police director, said the South Upi municipal police is pursuing several leads that could help identify and arrest the killers of Vice Mayor Roldan Benito and a bodyguard identified as Weng Marcos.

Also injured in the ambush were Benito’s wife, Analyn, and their 11-year-old child, all of Sitio Bahar, Barangay Pandan. Another child, aged 13, was unhurt.

The vice mayor’s wife is the chairperson of Barangay Pandan.

Capt. Amer Hussein Disomangcop, South Upi police chief, said the victims were on board a pick-up vehicle driven by the vice mayor heading for home in Barangay Pandan when waylaid by an undetermined number of gunmen.

Benito was killed on the spot while his bodyguard was pronounced dead at the hospital.

South Upi Mayor Reynalbert Insular condemned the ambush as a cowardly act.

“Our police authorities are closely conducting follow-up operations. Police have possible initial persons of interest,” he said in a phone interview on Saturday.

Soldiers from the Army’s 57th Infantry Battalion are supporting the police in pursuing the perpetrators.

Local police have yet to determine the motive behind the attack.

‘Strongly condemn’

The Department of the Interior and Local Government, meanwhile, condemned the ambush and ordered the Philippine National Police to work with the military to pursue and arrest the suspects and unmask the masterminds.

“We strongly condemn the ambush-slay of South Upi, Maguindanao del Sur Vice Mayor Roldan M. Benito and one of his companions. We will do our utmost to seek justice for the victims. I express my deepest sympathies and prayers for the families of Vice Mayor Benito and Weng Marcos,” Interior Secretary Benjamin C. Abalos Jr. said in a statement.

“We also appeal to the public to get in touch with the authorities if they have any information that can help in the quick resolution of this case.”

The Police Regional Office - Bangsamoro Autonomous Region also extended its deepest condolences to the victims’ families, assuring the public that justice will be served and the perpetrators will be held accountable.

LEGAZPI CITY – A combatant of the New People's Army (NPA) was killed during an encounter with government troopers in Barangay Tagpocol, San Fernando town, Camarines Sur province on Friday.

Three M16 rifles, two M653 rifles, and an M203 grenade launcher were also seized after the clash, the military reported on Saturday.

Maj. Frank Roldan, 9th Infantry Division Public Affairs Office chief, identified the slain rebel as Jerrymie Pustillos, alias "Russel," a member of the Komiteng Larangang Guerilla, Platun 3, Sub-Regional Committee 4 operating in the 2nd District of Camarines Sur.

"The encounter happened after our troops responded to the reports of residents about an extortion conducted in the area by the NPA members," Roldan said.

TABACO CITY – The Republic of Korea ship Il Chul Bong (LST-688) arrived at the Tabaco Port in Tabaco City, Albay province on Thursday, carrying soldiers who are ready to provide services and assistance to residents of Legazpi City during a two-week humanitarian mission.

In an interview, LST-688 commander Park Jeong Won said they would conduct a series of activities as part of the Pacific Partnership 2024 to aid the city residents, particularly in construction and medical training.

"Thank you everyone for the warm welcome, and expect to have a good time for two weeks while we do the Pacific Partnership 2024," he said in Korean, translated by Petty Officer 3rd Class Jang Jun Hyeong.

He said at least 202 personnel from the Korean Navy and Army, as well as professors of the National University of Seoul, joined the mission.

"We did a couple of exercises back in Korea four months ago, and we believe that we are completely ready for what we are going to do here for the Pacific Partnership here in the Philippines," he said.

Park said they also want to visit Philippine veterans who served in the Korean War to send a message of gratitude.

"We feel the strong alliance of the Philippines and Korea, and we are very excited to do the humanitarian mission. With this kind of activity, we hope that our relationship will be stronger from here and now," he added.

The mission team will be in Legazpi City until Aug. 14.

Early this week, the United States naval ship, City of Bismarck, arrived at the port of Legazpi from the US for the same mission.

CAGAYAN DE ORO CITY – At least 74 former communist rebels in Bukidnon province received PHP4.8 million worth of financial and livelihood assistance on Thursday, the Department of the Interior and Local Government in Northern Mindanao (DILG-10) said.

In a statement, the DILG-10 said the distribution is part of the Enhanced Comprehensive Local Integration Program (E-CLIP), coordinated with the provincial government and the Philippine Army's 403rd Infantry Brigade.

"The financial package includes food packs and surrendered firearms remuneration, which Governor Rogelio Neil Roque facilitated," the agency said.

Earlier, DILG-10 Assistant Director Yvette Tolentino Sunga said the series of E-CLIP recipients in the region encouraged more rebels to leave the life of insurgency to start a new and better life for themselves and their families.

“We want our former rebels to ensure that the benefits they are receiving from the government will mainstream back to the society. Hopefully, they will live normal lives and be productive citizens in their communities,” Sunga said.

E-CLIP aims to encourage members of rebel groups to surrender and reintegrate into mainstream society. The program seeks to address the root causes of insurgency and promote sustainable peace and development.

Negros Oriental clash

In Negros Oriental, government troops of the Philippine Army’s 62nd Infantry Battalion (62IB) clashed with suspected New People’s Army (NPA) rebels in Canlaon City as relentless operations continued.

Lt. Col. Evelio Ilanga, 62IB commanding officer, told the Philippine News Agency on Friday that a three-minute firefight ensued between his troops from the Charlie Company and three suspected NPA members in Sitio Gusa in Barangay Budlasan, Canlaon City.

“The soldiers clashed with remnants of the NPA’s Central Negros 1 guerilla front which operates in the boundaries of Canlaon City and Guihulngan City in Negros Oriental,” Ilanga said.

No one was reported killed or injured among government troopers.

It was not immediately reported if there were casualties among the rebels.

However, Ilanga maintained that relentless operations continued to ensure that these remnants could no longer recruit new members or recover their strongholds.

Meanwhile, non-combat activities, such as the Youth Leadership Summit, were held in Guihulngan City in late July as part of government efforts to counter the insurgency.

Negros Island is gearing up to be declared as having a Stable Internal Peace and Security (SIPS) status after all NPA guerilla fronts have been dismantled.
